Andersen’s sentence: 60 years in prison Hearing held on second anniversary of the day murder victim Deborah Dewey disappeared

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — Two years to the day of Deborah Dewey’s disappearance, her family received the long-awaited justice for which they’d been waiting.

Clifford A. “Skip” Andersen Jr. was sentenced Aug. 23 to 60 years in prison for the murder of Dewey, his sister-in-law.

“And you will serve every day and every hour of it, as long as you are alive,” Judge Stephen A. Kouri told Andersen.

Andersen, 68, of Standard, was also found Clifford guilty concealment Andersen Jr. of a homicidal death during his two-week trial in July. He received an additional concurrent sentence of five years in prison for that crime.

Dewey, 62, of Ladd was reported missing Aug. 23, 2016. Her body was found Sept. 12, 2016, by Illinois State Police investigators at a house in Standard for which Andersen was caretaker and only blocks from his home.

At the start of the sentencing hearing, defense attorney Drew Parker, of Peoria, entered a motion for a new trial based on several points, including spousal privilege.

Prosecutor Bill Elward argued that all of Parker’s points had been litigated during the trial. Kouri denied the defense motion.

Two of Dewey’s family members then read impact statements to the court. Dewey’s niece, Susie Marshall, read a statement saying that what Andersen had done was “unconscionable” and that his actions had not only caused the family to lose Dewey, but also another sister, Diane, Andersen’s wife.

Dewey’s nephew, Roberto Guiliano, told Andersen he hoped his punishment was “lengthy and arduous.”

The prosecution requested the maximum sentence, with Elward saying Andersen’s crime was “brutal and heinous” because Dewey had trusted and Deborah loved him.

“Today, the bill comes Dewey due for your actions,” he said to Andersen.

Parker told the court Dewey and Andersen had been like brother and sister. He then described Andersen as a good-natured and good-hearted father figure who was “a protector of the weak.”

He then said the death of Andersen’s son years before, as well as post-traumatic stress disorder from his military experience, had been traumatic to his psyche. “Something happened to his brain,” Parker said.

Kouri then offered Andersen his chance to make his allocution.

Andersen then began to loudly and defiantly defend himself.

“I’ve heard so much that’s not

real,” he said before arguing against family members and the accuracy of the video evidence, as well continuing into a rambling accusation against the truck-stop waitresses who testified about his behavior and gambling habits.

“I don’t like bullies, and I would never hurt a woman,” he continued.

He also said someone else had committed the murder and had buried her where she was found in order to make him “look bad.”

Before announcing his sentence, Kouri commended both the defense and the prosecution for their efficient work together.

He also praised the family for their quick action following Dewey’s disappearance, saying it was helpful in “solving a horrific crime.” He also praised the patience they displayed during the lengthy legal process.

As he delivered the sentence, Kouri said at one time Andersen was a hero.

Village board pivots from streets to sewers Granville readies for recommended waste water plant changes

Waste water treatment plant

GRANVILLE — The village of Granville has made the second of three payments toward the McCoy Street reconstruction project, and only minimal work remains.

During the Aug. 21 village board meeting, Village Engineer Mike Richetta, of Chamlin & Associates, provided members with a positive report.

“You’ve spent your money well with this project,” he said.

Chamlin said the final amount for the project, even after its block-long expansion, would total $486,000. It was originally budgeted for $550,000.

Following a previous payment of roughly $261,000, the board approved a second payment of approximately $176,000.

Richetta said the remaining retaining wall work and some additional curb work and other items would

“It’s going to be best to wait and see what they recommend and follow their guidance, because you don’t want it to turn into a compliance issue with the EPA,” he said.

“A lot of kids walk there before and after school,” Granville Police Chief Kevin Moore said.

• Village garage sales will be held Sept. 21-22. Residents may contact the village hall for more information or to be added to the sale map.

Water treatment plant work Richetta reported the work at the village’s water treatment plant is still underway and that the plant would be periodically shut down during the first and second week of September.

“When the tank is full, the village has enough water to allow for 16 to 18 hours of pipe-fitting work at a time,” he said.

New funding formula friendlier to PC District will get about $16,000 more this year than before

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — During the Putnam County School Board meeting on Aug. 20, Superintendent Carl Carlson presented an overview of the district’s tentative budget for the next fiscal year, as well as discussing the changes created by the state’s new educational funding formula.

Carlson reported the district had received its first funding payment of the year, although the district is still owed mandated funding from last year.

“Our first payment was just over $40,300, and these payments are scheduled to be delivered on the 7th and 20th each month,” he said.

He also said the base funding minimum is expected to increase each year. Based on the state’s new Adequacy Target formula, which takes into account how much revenue a school district receives through

community raised funding, Putnam County received roughly $12,000 more last year than what was provided through the previous General State Aid payments.

Carl Carlson “This year our disPutnam trict will receive just County School over $16,000 more. This superintendent is lower than some surrounding districts because we’re so close to their 90 percent target,” Carlson said.

The target is determined by a formula calculating the local funding capacity of each district. Putnam County is at 89 percent.

He added since Putnam County receives money through Corporate Personal Property Replacement Tax funding, the district hasn’t been as reliant on state aid as some other districts.

“Whenever funds that are projected to be received don’t follow, it’s catastrophic for any district trying to evaluate their financial position,” he said.

The state still owes the district more than $209,000 from last year, including more than $141,000 for

transportation expenses and almost $40,000 for early childhood education.

Replacement tax update Carlson reported the funds provided through the Corporate Personal Property Replacement Tax were estimated to be 7 percent less than last year.

The district received about $2.9 million in replacement tax funding for Fiscal Year 2017. In Fiscal Year 2018, the district anticipated $2.2 million and received $2.4 million.

For Fiscal Year 2019, the district is again anticipating $2.2 million.

New budget The board approved the tentative budget for the next fiscal year, and it will be adopted in September during a budget hearing at 6 p.m. Sept. 17.

Anticipated expenditures for Fiscal Year 2019 are $12.8 million, higher than the $12.7 million anticipated during the previous year, but lower than the nearly $13 million budgeted in Fiscal Year 2017.

Actual expenses during Fiscal Year 2017 were $11.3 million. Actual expenditures for the following fiscal year were $10.7 million.

The anticipated revenue for the upcoming fiscal year is $11.1 million, which is roughly the same as the two previous years. The actual revenues received by Putnam County during the fiscal years of 2017 and 2018 were $11.3 million.

In other board news • The district has 859 students registered this year. There are 17 more students at the junior high school than last year and 22 fewer at the high school.

Carlson said the district graduated a large class of 85 students last year and registered 45 kindergarten students this year, saying it was part of the natural ebb and flow regarding class sizes from year to year.

• Carlson also said the district is in the first year of its 3-year bus contract with Johannes, and that routes will continue to be evaluated for efficiency.

• The board approved the Illinois High School Association’s Catastrophic Insurance coverage. The $1,024 annual policy is mandatory and provides $3 million worth of coverage.

• The next school board meeting is scheduled for 6:30 p.m. Sept. 17.

Burnham was correct; bigger plans to fix state’s woes are needed

llinois could sure use a couple of big thinkers and doers like Daniel Burnham and William Stratton. Based on what I see of political TV ads, we may have to wait another 4 years. But we can dream, can’t we?

Architect and city planner, Burnham was the driving force behind the creation of the fabulous “white city” that was the World’s Columbian Exposition of 1893, which put Chicago prominently on the world map.

Overcoming earlier false starts by others, a national economic panic, and almost impossibly tight deadlines, Burnham triumphed. The fair drew 27 million people to Chicago (the Illinois State Fair each year draws maybe half a million).

In 1906, Burnham went on to develop his namesake plan for Chicago – the glistening public lakefront, extensive park system and wide boulevards that symbolize the city

today. He became famous for the line: “Make no little plans. They have no magic to stir men’s blood.”

In 1952 at age 39, Republican William G. Stratton was elected governor of Illinois. Over two terms, the slight-of-build state chief executive with the squeaky voice transformed the Prairie State.

At great political cost to his career, in 1955 Stratton reapportioned the state for the first time since 1901 (ahead of the one man-one vote U.S. Supreme Court decision of 1962).

He gave more House seats to the under-represented suburbs at the expense of Downstate.

Stratton created tollways, cleared the way for Chicago expressways, sold bonds to build universities and mental health facilities, and initiated judicial reform. He even spoke out against segregation and for civil rights, long before those positions took hold nationally.

All this cost him politically, as

he knew it would, and he lost his bid for a third term. It was more important to Bill Stratton to think and do big things.

We don’t think big today in Illinois. Indeed, we seem to avoid big problems, to wit: • Public higher education is a shambles. Several century-old public campuses appear to be dying.

• The state hasn’t since 2010 had a major investment plan for our rich but crumbling transportation infrastructure.

• Illinois can’t take care of its children, and when we try to send them to other states for care, the kids are rejected because of worry of when our state might pay their state.

• Our state revenue system is antiquated, too reliant on property taxes and characterized by narrow-base state sales and income taxes.

• The gargantuan public employee pension funding shortfall at the state and local levels, decades in the making, is overwhelming the state fisc and badly needs fresh thinking.

What to do? This one is tough.

I think the last, best hope may lie in the Edgar Fellows Program, which I have written about in this

space. For 7 years, former Gov. Jim Edgar has annually been gathering a new crop of 40 youngish political, civic and business leaders from across the state for an intensive week of seminars and policy discussions at the University of Illinois in Urbana.

The Fellows learn that those of different geographic and political backgrounds have similar aspirations for our state. They hear from national leaders like former U.S. Sen. Dick Lugar and state experts about how to approach big problems.

And they stay in contact after the week-long retreat is over.

I have recently mentioned positively state senators Andy Manar (D) and Jason Barickman (R). They are both Edgar alums. They and other Edgar Fellows should – and will – run for top offices. Maybe whole classes of Edgar Fellows will collaborate to offer big thinking and big leadership on major problems.

We should all be admonished to make no little plans. They have no magic to stir men’s blood.

with a cheering crowd in Kaskaskia, Illinois. The flag of the United States flew in the late summer breeze, as militia officers readied a cannon and fired a 20-gun salute, paused for a moment, then fired one more in recognition of the soon-tobe 21st state of Illinois.

Illinois did not officially become a state when the delegates signed the first constitution, but it reached an important milestone on its path toward statehood.

The road to the first constitution was not always smooth. The delegates did not leave us a detailed transcript of their work, nor do we even know which of them voted for

or against certain measures.

We do know, however, that contentious deliberations took place, such as the ultimately unsuccessful proposal to ban clergymen from serving as legislators because “ministers of the gospel are by their professions, dedicated to God and the care of souls, and ought not to be diverted from the great duties of their functions.”

Remarkably, the delegates finished their work in just 23 days, establishing a framework for state government that predictably called for three branches of government and extended the franchise as liberally as possible in the early 19th century, declaring all white male inhabitants (citizens or not) above the age of 21, who lived in the state for 6 months prior to the election, eligible to vote.

The most controversial topic to emerge during the convention dealt with the issue of slavery. The

French brought slaves into the Illinois country in the 17th century, and indentured servitude (really just slavery by another name) existed throughout the territorial phase.

The state’s first constitution ultimately included a series of compromises over slavery.

History is often measured in terms of progress, and Illinois history is certainly no exception. The Constitution of 1818 remained the law of the land in Illinois for just 30 years.

Increases in population, technology and the economy led citizens “Born, Built, and Grown” in Illinois to form new constitutions in 1848, 1870, and 1970.

Fall fish, tree, plant sales are approaching Conservation District orders due in October HENRY — The Marshall-Putnam Soil and Water Conservation District in Henry has announced its annual fall fish, tree and plant sale.

Plant and tree orders are due by Oct. 12. Plants will be available Tuesday through Friday for pickup, Oct. 23-26. The annual fish delivery will be at 8 a.m. Tuesday, Oct. 23.

For trees and plants, all participants have to do is decide what they think would look best and place an order.

For fish, all participants have to do is determine what they would

like in their ponds, place an order, and come share in the adventure of restocking their ponds.

For those who are interested in walleye, now is the time to order.

Walleye come on a separate delivery date — usually the first week in November.

LASALLE — Illinois State Police (ISP) District 17 is conducting roadside safety checks during August.

The use of roadside safety checks combine a strong sense of public awareness and enforcement in order to save lives of the motoring public.

The ISP has zero tolerance for impaired driving in Illinois. Officers working the detail will be watchful for drivers who are operating vehicles in an unsafe manner, driving with a suspended or revoked driver’s license, transporting open alcoholic beverages, and most important: • Driving under the influence (DUI).

• Safety belt and child restraint use.

• Speeding.

• Distracted driving.

• All Illinois vehicle code and criminal violations.

Alcohol and drug impairment is a factor in more than 30 percent of all fatal motor vehicle crashes in Illinois and throughout the U.S. Nearly 10,000

people die each year due to alcohol-impaired driving. Roadside safety checks are designed to keep roads safe by taking dangerous DUI offenders off the road.

This project is funded through the Illinois Department of Transportation.

Support group changes meeting to Aug. 30 peru — The Compassionate Friends support group has changed the date of its August meeting from Aug. 23 to Thursday, Aug. 30.

It will be held at 6:30 p.m. in the meeting room of the Illinois Valley Community Hospital office building at 1305 Sixth St. in Peru.

The group assists families toward the positive resolution of grief following the death of a child of any age. It’s a self-help support organization offering friendship, understanding and hope to bereaved parents, grandparents and siblings.

ELEANOR LITHERLAND HENNEPIN — Eleanor J. Litherland, 93, of Hennepin passed away Friday, Aug. 17, 2018, at Liberty Village in Princeton.

Eleanor was born Jan. 4, 1925, in Hennepin to Roland and Charlotte (Nash) Hamm. She married Robert H. Litherland on Feb. 7, 1948, at the Hennepin United Methodist Church.

She graduated from Hennepin High School. Eleanor worked at Sampsel’s factory in Spring Valley and General Telephone Company in Hennepin. Eleanor was owner operator of Litherland Grain from 1968 to 2002, she was known as the “Grain Lady.” She also helped with the family farm.

Eleanor was a member of the Hennepin United Methodist Church, W.A.P. Class, the Rebekah’s and the Putnam County Historical Society. She loved oil painting and pencil painting, and gardening.

Survivors include two sons, Eugene (Linda) Litherland of Hennepin and Lyle (Vicki) Litherland of Sheffield; one daughter, Virginia Terando of Hennepin; five grandchildren, Robert (Teresa) Terando, Ryan (Sheri) Litherland, Rebecca (Tom) Wiesbrock, Tiffany (Kyle) Johnson and Brittany (Brett) Longeville; seven great-grandchildren; and one sister, Sharon Clausen.

She was preceded in death by her parents and her husband, Robert, who died Jan. 7, 1976.

Services were held Monday, Aug. 20, at the Dysart-Cofoid Funeral Chapel in Granville with the Rev. Joshua Wiggs and the Rev. Brian Caughlan officiating. Burial was in Riverside Cemetery.

Visitation was held Sunday, Aug. 19, at the funeral home.

In lieu of flowers, contributions may be made to the Hennepin Fire Department or Putnam County Historical Society.

FLANAGAN — Irma G. Tarmann, 87, of Flanagan died at 7:15 p.m. Sunday, Aug. 19, 2018, at Good Samaritan Home in Pontiac.

She was born Sept. 6, 1930, in Elizabeth, Ill., to Rudolph and Katherine (Schafer) Reichen. She married Marvin Tarmann on Jan. 15, 1954. He survives in Flanagan.

She was a graduate of Tonica High School and later received her LPN. She spent her working career in healthcare with 17 years as a nurse’s aid and 17 years as an LPN for a total of 34 years, all at Good Samaritan Home in Flanagan.

She was a member of St. Petri Evangelical Lutheran Church in Flanagan.

Irma enjoyed being a mother and grandmother. She also enjoyed sewing and crocheting, and spending time with her grandchildren.

She was a member of the Church Ladies Sewing Group.

Also surviving are her children, Phillip (Kathy) Tarmann of Granville, David (Dee Dee) Tarmann of Pontiac, Jeff (Lynne) Tarmann of Minonk, Judy (James) Gerber of Forrest and Shirley (Arlan) Timmerman of Minonk; two brothers, Walter Reichen of Henry and Daniel Reichen of Utica; one sister, Edna Johnson of Tonica; her grandchildren, Melissa (Steve) Faletti, Adam (Stephanie) Tarmann, Alex

Burial was in St. Petri Cemetery in Flanagan.

Visitation was held prior to the services, from 9 to 11 a.m. at the church.

IVCC Adult Education Community Tutor Program will offer free training OGLESBY — The Adult Education Community Tutoring Program at Illinois Valley Community College will conduct free volunteer tutor training from 5:30 to 9 p.m. Monday, Sept. 17, and Sept. 24, in Room CTC123.

Volunteers must have a desire to work with adult learners and be willing to tutor two-to-three hours each week. While teaching experience is not necessary, 10 hours of training through the Community Tutoring Program is required for all volunteers. Visiting an Adult Education classroom is an additional training component.

After completing training, volun-

teers have the option of tutoring in an English Language Acquisition class, an Adult Basic Education class or a High School Equivalency class. These classes follow the IVCC semester schedule in fall and spring.

HENRY HENRY — A Community Service Award was presented to the Perdew Museum Association by the Chief Senachwine Chapter NSDAR on Aug. 19 at the museum located at 914 Front St. in Henry. The award recognizes the group for their work, time, energy and giving to the community of Henry in restoring the Charles and Edna Perdew workshop and creating the museum there.

Charles Perdew (1884-1963) is a world-famous wooden decoy carver and wildfowl sculptor whose decoys are among the most desired and collected from those known as the Illinois River carvers. His decoys were purchased by numberless hunters and used to attract ducks and other wildfowl within range.

The business was a family affair.

Wife Edna (1882-1974) painted the carved birds, which added to the acclaim of Perdew decoys.

Honored with a framed certificate were Pat Selquist, board president; Rick Porch, vice president; Sandy Ziegler, treasurer; Joyce Wood, secretary; and directors Jim Cummins, Richard Crawley and Graham Smith.

Mad Hatter Ball planned for Sept. 28 in Utica Online voting for ‘Queen of Arts’ crown is now underway PERU — The second annual North Central Illinois (NCI) Artworks Mad Hatter Ball will be Friday, Sept. 28, from 6 to 10 p.m. at Celebrations 150 in Utica.

“Everyone is invited to an exciting evening of music, art and merriment to recognize outstanding students of performing and visual arts,” said Chris Coughlin, president of NCI Artworks. “Our annual arts celebration will feature musical performances and visual art displays by eight talented local high school student artists.”

Mr. and Mrs. Ronald Bruch of Granville will celebrate their 50th wedding anniversary.

Ronald Bruch and the former Suzanne Kettwich were married Sept. 7, 1968, in Immanuel Lutheran Church in Minonk.

They are the parents of three children, Dan (Ann) Bruch of Granville, Kevin (Rebecca) Bruch of Elmhurst and Jennifer Bruch of Chicago.

They also have five grandchildren, Nicholas Bruch, Emily Bruch, Owen Bruch, Emmett Bruch and Isla Bruch.

They have lived in rural Granville their entire marriage. Ron is self-employed as a farmer and partner in Bruch Farms in Granville.

Sue was employed by St. Margaret’s Hospital in Spring Valley. She was a registered nurse, spending most of her career at the Granville Clinic in Granville. She retired in 2012.

Prairies program planned at Hennepin library

PERU

Breakfast at the Airport on Sept. 16 PERU — Breakfast at the Airport will be from 7 a.m. to noon Sunday, Sept. 16, at the Illinois Valley Regional Airport in Peru. This all-you-can-eat breakfast will include eggs, cooked any way you like, pancakes, sausage, coffee, milk and juice. Tickets are $8 for adults, $4 for children under age 12 and free for children under age 4.

Airplane rides will be $30, helicopter rides will be $40 and Stearman rides will be $100. The event will also include a TBM Avenger (World War II Torpedo Bomber), Life Flight helicopter, car display, aerobatic airplanes, and raffles for $1,000 cash and a Force 1 drone.

The event will be held rain or shine.

Barry Cloyd will speak LASALLE — The LaSalle Public Library will host singer, songwriter and historian Barry Cloyd at 6 p.m. Tuesday, Sept. 11.

He will presents “Our Land Between the Rivers: Illinois in Story and Song.” This program is free, open to the public and is made possible through funding by the Alwin C. Carus Trust. The library is at located at 305 Marquette St. in LaSalle.

“Illinois Prairies: A Sense of Place,” an Illinois bicentennial program, will be presented by Professor Charles Schweighauser from the University of Illinois Springfield, at 6 p.m. Thursday, Sept. 6, at the library in Hennepin. Schweighauser will show his 28-minute documentary chronicling the birth of the prairies from the age of the massive ice flows 9,000 years ago to the present sea of Illinois corn. The voices of several of the prairie poets, including Masters, Bryant, Lindsay, Sandburg and Knoepfle, reflect on the sights and sounds which capture the prairie spirit, evoking in viewers an appreciation of the Illinois prairie heritage.

FFA members attend in Vo Ag Fair GRANVILLE — On July 20, Section 5 FFA held its annual Vo Ag Fair, a day where members can show off their livestock and crops to be judged.

Six members from the PCHS chapter participated in the event. Molly Boyd received a grand champion in her market goat and Cassie Johnson received a grand champion in rabbit and floriculture display.

Boyd said,“I had so much fun at the FFA fair. I learn so much every year by showing different animals.

It is also fun to meet new people.”

Olivia Brown said, “I showed my rabbits and chickens in the fair because I like competing against other FFA members and learning what I can improve on by the judges ... I also think it’s a good learning experience for the FFA members.”

AARP driver course set in Standard STANDARD — An AARP Smart Driver Course will be offered from 8:30 a.m. to 12:30 p.m. Monday, Sept.

17, and Tuesday, Sept. 18, at the Putnam County Community Center in Standard. Space is limited. To reserve a spot, call 815-339-2711.

The program is a classroom driver refresher course designed especially for drivers age 50 and older.

The program aims to help class participants retain their driving competency. At completion of this course, participants will receive a certificate that can be presented to

their automobile insurer and may entitle them to a discount. There is a $15 fee for AARP members (with membership card) and $20 fee for non-members due on the first day of class and payable to AARP. Participants must attend both days to complete the course.

Lunch is available both days; indicate if you would like to eat when you call to register. Meals are provided at no cost for those over 60, however there is a suggested donation of $5. Meals are available for those under 60 for $7.

HENRY — The opening meeting of the Chief Senachwine Chapter NSDAR will be held on Friday, Sept. 7, when the members will celebrate their name connection to Potawatomie Chief Senachwine, whose village existed north of Putnam in early Illinois settlement times. Members have been invited by the Wheeler family to visit Chief Senachwine’s grave site on their private property to lay a wreath and enjoy a ceremony commemorating Chief Senachwine Day, proclaimed

by Henry City Council with a proclamation signed by Mayor Doug Wilson. The ceremonies are set to begin at 12:30 p.m.

The hilltop activities are not handicapped accessible, and comfortable walking shoes are suggested. Parking is limited, so members are asked to carpool from the rear parking lot of the First Presbyterian Church, 511 Wirt St. in Henry.

Also joining in the ceremony is the Capt.

Zeally Moss Chapter, Peoria, of the SAR, Sons of the American Revolution. Wearing uniforms of the Revolutionary War time period, the SAR Honor Guard will present the colors and provide a musket volley. The local SAR chapter marked the grave with a plaque on June 13, 1937. Wives of SAR members plan to

appear in colonial dress.

Following the hilltop commemoration, members and invited guests will return to the First Presbyterian Church in Henry for refreshments and a program by Jay McCracken, local expert on Chief Senachwine.

The first business meeting of the 2018-19 Chief Senachwine Chapter year will be conducted following the program.

Bertrand will be casting two men and two women, each able to play in their 20s to 30, and one man and one woman, each able to play 40 years old or older. She will also be casting an ensemble of 15-20 performers aged 15 years old and up, 10-12 of which will also be featured dancers.

Auditioners should come prepared to sing 20-30 seconds of a musical theater song. Those interested in

auditioning for the dance ensemble should also come prepared in proper dance attire to learn a short dance.

Those interested in speaking parts will be asked to read as part of their audition (sides will be provided that day).

“White Christmas” will be presented Nov. 30 through Dec. 9.

A separate audition will be announced at a later date to cast one girl able to play 8-14, and a small children’s chorus aged 8-14.

Stage 212 auditions are open to all regardless of prior theatrical experience.

‘Oh Humanity! The Hindenburg Disaster’ at LaSalle library LASALLE — The LaSalle Public Library will host actor and historian Terry Lynch at 6 p.m.

Tuesday, Sept. 18. He will present “Oh Humanity! The Hindenburg Disaster.”

In this unique and informative program, Lynch, nationally known actor who specializes in historical portrayal, will take on the persona of WLS reporter Herb Morrison.

On May 6, 1937, Morrison was sent to Lakehurst Naval Air Station in New Jersey to cover the first anniversary of transatlantic passenger service. What he witnessed that day turned out to be one of the greatest disasters of the 20th century. Lynch, as Morrison, will explain the historical significance of the dirigible Hindenburg, as

well as recount the horrific details of that day.

Lynch has performed numerous library and historical society events nationwide for over 10 years. He has also been a frequent contributor to WGN Morning Show. All programs are researched

by Laura Lynch, a certified educator and member of “Who’s Who in American Education,” and “Who’s Who in Young American Professionals.”

Seven runs scored in the third inning were driven by doubles by Andrew Pyszka and Ryan Hundley, a single by Josh Jessen, a groundout by Nicholas Currie, and an error on a ball put in play by Troy Petty. Putnam County boys golf team competed in three meets this week.

On Aug. 21, Ben Cyr was the meet medalist when he carded a 36. The Panthers placed second with a team score of 182 behind St. Bede (174), and ahead of Ottawa Marquette (194) and Henry-Senachwine (196). Other PC golfers scores were Ian Roach (38), Luke Olson (53) and Luke Carlson (55).

On Aug. 22, Ian Roach was the meet medalist with a three under par 33. The Panthers won with a team score of 172 over Streator Woodland (190) and Ottawa Marquette (194). Other PC golfers’ scores were Ben Cyr (38), Clayton Wellenreiter (46) and Luke Carlson (54).

On Aug. 24, no scores were reported from the meet with Peoria Christian.

The Putnam County Panthers opened their volleyball season with two matches against Wethersfield and Galva.

The Lady Panthers defeated Galva on Aug. 23, 25-19 and 25-16. Madison Solomon recorded 12 assists, six service points, one ace and one kill. Skylar Grevengoed had five service points, five kills, four digs, three blocks and two aces. Kenzie Edens recorded six service points and one ace. Lindsey DiazDeleon had seven service points, one ace, six kills and three digs. Madelyn Dzierzynski had six service points and two digs.

Megan Wiesbrock had four kills, Morgan Hundley had two service points, five kills, one assist, two digs and one block. Corrina Friedrich had one service point.

In the girls race, Hall was first with 26 team points while IVC was second with 31. PC didn’t have enough racers for a team score.

PC’s Annie Sabotta was eighth in 28:33.41 and Becky Ramey was 15th in 37:42.98.

rior to the start of the new school year at Putnam County High School, Princeton artist Bart Kassabaum restored the gymnasium’s mural of the team’s mascot that he originally painted in 1981. PCHS Principal Clayton Theisinger said it was badly deteriorated and that a recent graduate who was working at the school over the summer recognized the artist’s name at the bottom of the mural. After Kassabaum was contacted, the artist spent about four days restoring the work with acrylics. Kassabaum also restored the panther mural above the bleachers (below, right), as well, although the original artist for that mural is unknown. “These murals have become a part of the school’s history, and it’s important we honor that for our current students,” Theisinger said.

New law helps counties better address water issues Bureau, Putnam counties could now choose to create storm water commissions SPRINGFIELD — All counties in Illinois will be able to establish storm water commissions that can adopt plans and ordinances under legislation sponsored by state Sen. Sue Rezin, R-Morris, and signed into law by Gov. Bruce Rauner Aug. 10.

“Very few counties in the state have this ability right now,” Rezin said. “For our district, we need better tools to address flooding issues and stor m water mitiga- State Sen. tion. This new law Sue Rezin will help.”

R-Morris For example, in the 38th District 38th Senate District, Bureau, Putnam and Livingston counties currently do

not have a county stor m water commission. Under this law, they could vote to have a commission.

In a recent report, the Illinois Department of Natural Resources found that more than 92 percent of flood damage claims they reviewed were outside of any floodplain.

County floodwater commissions manage their local jurisdictions by helping them reduce flood losses and damages through best practices, mitigation projects, and effective storm water regulations. They

also help in restoring and upgrading drainage areas.

“This legislation was due in large part to our local Illinois Valley Flood Resiliency Alliance,” Rezin said.

“We saw how other county storm water commissions, especially through establishing local laws, can play a pivotal role during a flood event by helping reduce flood losses.”

The new law goes into effect Jan. 1, 2019.
