Vistra Energy to close Hennepin Power Plant Four coal-fueled sites in Illinois will be shut down to meet pollutant standards; 60 jobs will be lost locally

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — Hennepin residents and the rest of Putnam County learned Wednesday the 66-year-old Hennepin Power plant, operated by Luminant, a subsidiary of Vistra Energy, will be closed, resulting in the loss of approximately 60 jobs.

If all goes according to plan, the 294-megawatt plant could cease operations by the end of the year.

“This is sad news, it’s a real blow to our area, and I’m worried about their employees,” Hennepin Village President Kevin Coleman said Wednesday at the Hennepin Village Board meeting.

“This will be bad economically for the entire Illinois Valley,” board member Quentin Buffington added.

According to the company’s website, Vistra Energy and its subsidiaries have announced four coal-fueled electrical-generating plants, including Hennepin, will be retired in order to meet the requirements of the recently approved revisions to the Multi-Pollutant Standard (MPS) rule imposed by the Illinois Pollution Control Board (IPCB).

Without this rule change, according to the release, the company’s entire downstate fleet was at risk of near imminent retirement. The company will close the following plants in Illinois: the Hennepin Power Plant, the Coffeen Power Plant, the Duck Creek Power Plant in Canton and the Havana Power Plant.

Approximately 300 jobs will be eliminated across the four plant sites. Vistra is providing outplacement services and working with state workforce agencies to assist the employees impacted by the closures.

Closure ‘inevitable’ “Even though today’s retirement announcements were inevitable due to the changing regulatory environment and unfavorable economic conditions in the MISO (Midcontinent Independent System Operator)

market, they are nonetheless difficult to make,” Curt Morgan, Vistra’s president and chief executive officer, said.

“By far, the hardest decisions we make in our business are those that significantly impact our people. As always, we will do right by those who are impacted by this announcement. Our employees take pride in the work they do, and we appreciate their decades of service providing reliable and affordable power to Illinois, particularly in years like this one with periods of extreme cold and heat,” Morgan said.

The four plant retirements are required by the revised MPS rule, which regulates emissions at eight power plants operated by Vistra subsidiaries.

The revised rule, which also calls for a reduction in annual mass caps for sulfur dioxide and nitrogen oxide, requires the company to permanently shut down 2,000 megawatts of capacity from the eight MPS group of plants by the end of the year, pending approval by grid operators, MISO and PJM Interconnection, and approval of the termination of certain tariffs by the Federal Energy Regulatory Commission.

In addition, the revised rule requires adjustments of these annual caps as additional power plant units are shut down or transferred. As a result, the retirement of the four plants will further reduce annual allowable sulfur dioxide and nitrogen oxide emissions in the MPS group of plants, driving total allowable emissions down by 57 percent and 61 percent, respectively, from that allowed under the former MPS rule. While not explicitly required by the MPS, carbon dioxide emissions will also be significantly reduced by approximately 40 percent relative to 2018 levels.

The decision to retire the four plants resulted from a plant-by-plant analysis that evaluated several factors in making retirement decisions, including ensuring compliance with

the new emissions caps set forth in the revised MPS rule, plant economics, federal energy regulations and MISO market rules.

In addition, consideration was given to prioritize retirement of higher emitting plants as suggested by the IEPA and IPCB along with the other factors listed above that resulted in a balanced mix of higher and lower emitting plant retirements.

As part of the closure process, the company is filing the required notices with MISO, PJM and the Federal Energy Regulatory Commission.

If it’s determined the units aren’t needed for reliability, Vistra expects to cease operations at all four sites by the end of the year. The company will take the necessary steps to responsibly decommission the facilities in accordance with all federal and state regulations.

Mitigating the impact Plant closures can have detrimental impacts to the communities in which they are located, the release stated, but Vistra stated it aims to mitigate this impact by growing its Illinois business with newer technologies.

To that end, the company stated it continues to strongly support legislation to provide a pathway to reinvest and repurpose its existing coal-fueled power plant sites into solar and battery energy storage facilities.

Vistra has a demonstrated a history of developing these new technologies in Texas and California and, through the Coal to Solar and Energy Storage Act of 2019, could do the same in Illinois.

This legislation would allow the company to reuse substantial transmission infrastructure and its existing footprint of available land at its coal-fueled power plants to develop renewable energy facilities, mitigating employment and property tax impacts to plant communities and helping Illinois meet its clean energy goals.

He said a fence was also suggested, but the farmer didn’t want to pay for that, either. Finn said there’s a large area around Hennepin where hunting isn’t allowed, so deer have been able to thrive. He added the timber cleared from the area between Marquis Energy and Route 71 has reduced a corridor of travel and helped push them toward Hennepin.

Finn said he’d told the farmer he’d be speaking to the board that night, and had hoped the farmer would be in attendance so all parties involved could discuss the issue. Finn also advised the board as to how to best word ordinances prohibiting the discharge of weapons within the village.

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — Deer that are eating melons in the fields between High Street and Old Route 26 aren’t the responsibility of the state, according to the conservation officer with the Illinois Department of Natural Resources (IDNR) who spoke at the Aug. 21 meeting of the Hennepin Village Board.

Conservation Officer Leo Finn attended the meeting after a complaint from a farmer who told the IDNR that deer have caused an estimated $30,000 in damage to crops.

He said the farmer requested the deer be shot or poisoned.

Finn told the board the IDNR can intervene, but the action must first be approved by IDNR biologists.

Among other considerations, there must be a minimum of 20 percent crop damage. If approved, sharp shooters can be brought in to cull the deer with powerful rifles, but all costs, including processing, are the farmer’s responsibility.

Poisoning is not used because, Finn said, the issue can then become one of residents having dead or dying deer in their yards.

“It’s very important for us to have a full and accurate count because that’s how we get our tax dollars,” Village President Kevin Coleman said.

• Board members also discussed the recent announcement of the Hennepin Power Plant’s impending closure and shared their concerns for the plant’s employees.

“It’s sad news,” Coleman said.

The next Hennepin Village Board meeting is scheduled for 5:30 p.m.

Granville approves engineering for water main work Board eyes future marijuana ordinance

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — During its Aug. 20 meeting, the Granville Village Board approved the engineering agreement for water main improvements.

The board approved about $24,000 in engineering costs, or 8 percent of the overall estimated $302,000 project, that will also include the costs of required permits.

Village engineer Mike Richetta said the improvements will be made along Shafer Street from Main Street to Hopkins Street, and

on South Street from Turner Street to Shafer Street. The project will also include the installation of two new fire hydrants and possibly three.

T he re placement Jared Baker of the problematic Granville length of water line village near Shafer and South president streets will be a costly project for the village, but the board decided during its July 16 meeting it was time to move beyond repairs.

Kevin Moore, acting superintendent of the Public Works and Street Department, previously told the board there had been roughly seven repairs made along the seam of the same section of line over the

past several years.

Richetta has said the 1.5-inch water line would require an upgrade to a six-inch PVC pipe. The lines will be replaced up to residents’ property lines.

Other undersized water lines in the village, in the area of Harrison Court and South Street, have also been previously discussed, but will not be a part of this work.

Board member Jim Pettit has said the village has the funds available after water rate increases, so it could be done without the village taking on any debt. However, the village is going to apply for low-interest loans from the EPA that could include some debt forgiveness.

Richetta also said while the surveying is being done for the project,

they will also survey the intersection of Main Street and Division Street to determine the property lines of the lot with the large hedge.

The hedge has become a public safety concern because of the way it blocks the view of oncoming traffic.

Surveyors will also look at the property located a few blocks south at the intersection of Hopkins Street and Division Street because a large bush there is also blocking the view of traffic.

Depending on what the surveyors find, the village may be able to remove or trim the bush and/or hedge since the village’s requests haven’t been met by the owners.

Another option could be the addition of stop signs at the intersections.

PERU — Jessie A. Baggs, 94, of Peru passed away Sunday, Aug. 18, 2019, at Heritage Healthcare in Peru.

Jessie was born Nov. 10, 1924, in Sparland to Andrew and Violet Irene Baggs.

She graduated from Sparland High School. She worked at Hobbs in Spring Valley on the assembly line.

Survivors include two nephews, James R. (Glenna) Jones of Granville and Thomas A. (Kris) Hall of Granville.

She was preceded in death by her parents and one brother, Thomas Hall Sr. Services and visitation were held Saturday, Aug. 24, at the Dysart-Cofoid Funeral Chapel in Granville. The Rev. Karen Karczewski officiated at the service. Burial was in the Sparland Cemetery.

Deer accident • At 12:40 a.m. Aug. 22, Jeremie E. Hansen, 40, of Hennepin struck a deer on the McNabb Blacktop in Hennepin Township. No injuries were reported, and no citations were issued.

Failure to appear warrant • On Aug. 22, the Putnam County Sheriff’s Office arrested Devonte L. Williams, 24, of Peru on a failure to appear warrant out of LaSalle County.

Williams was unable to post bond and was transported to the LaSalle County Jail.

Failure to reduce speed • On Aug. 22, the Putnam County Sheriff’s Office charged Christopher J. Naumann, 27, of McNabb with failure to reduce speed to avoid an accident, operating an uninsured motor vehicle and failure to give information after striking property following a traffic crash on North 350th Avenue in Magnolia Township. Naumann was released on a notice to appear and given a Putnam County court date.

GRANVILLE — Ervin Lyle Redshaw, 91, of Granville passed away Tuesday, Aug. 20, 2019, at St. Margaret’s Hospital in Spring Valley.

Ervin was born Dec. 6, 1927, in Granville to Ervin and Lena (Burris) Redshaw. He married Margaret Edith Porschke on Feb. 9, 1949, at the Granville First Lutheran Church.

He graduated from Hopkins High School. Ervin served in the U.S. Army in World War II. After returning from military service, Ervin managed Alexander Lumber Company in Granville. He was an electrician and worked for Illinois Power Company.

Ervin was a member of the Granville American Legion and Granville Masonic Lodge 1093.

He loved being outdoors, and he had a passion for hunting and fishing.

Survivors include two sons, John (Debbie) Redshaw of Hennepin and Lyle (Penny) Redshaw of Hennepin; four daughters, Nancy (Marshall) Van de Wyngaerde

P2D2 pill collection marks successful decade

Program keeps tons of meds out of landfills PERU — Since it was established 10 years ago in 2009, the P2D2 (prescription pill and drug disposal) program has kept six tons of medications out of local landfills and water supplies, according to Jennifer Sines, pharmacy director at Illinois Valley Community Hospital.

Approximately 1,278 pounds of old drugs were recently picked up at IVCH and taken away for incineration as part of a program funded by the Illinois Environmental Protection Agency.

IVCH is responsible for packing and shipping old prescription, overthe-counter and veterinary drugs collected at all of the P2D2 drop box locations in LaSalle County. Sines said the drugs are removed from their containers and packaging

before being shipped for disposal.

P2D2 drop box sites include the lobbies of the police departments in Granville, Princeton, Walnut, Spring Valley, Ladd, Peru, Oglesby, Mendota, Ottawa and Streator, as well as the sheriff ’s offices of Bureau, Putnam and LaSalle counties.

“Due to the increased incidence of opioid misuse in this country, it is best practice to remove any unused controlled substances — such as pain, anxiety or sleeping medica-

tions — from your home. This will ensure the medications do not fall into the wrong hands,” Sines said.

“You may not misuse narcotics, but you never know who does.”

Sines noted a syringe/needle disposal program has also been started in LaSalle County. “Sharps,” as syringes and needles are called, can be taken in plastic containers with screw top lids to locations that include the police departments in Peru, Oglesby, Granville and Streator.

Moore is working to develop a maintenance plan for the plant and is also working to make electrical improvements. The addition of variable frequency drive motors to the plant is being researched to determine how they could reduce costs and improve efficiency.

Marijuana ordinance discussion Village attorney Brad Popurella is drafting some sample resolutions for the board to consider in regard to the state’s legalization of recreational marijuana, which will take effect Jan. 1, 2020. The board appeared to be in agreement with allowing the licensed sale of the product in the village, and Popurella said licenses would be handled similarly to liquor licenses.

“We want to get out in front of this before Jan. 1 or else we’ll be forced to wait a year by the state,” Village President Jared Baker said.

Gov. J.B. Pritzker signed the bill into law on June 25, making Illinois the 11th state to legalize recreational marijuana.

The new law will allow all Illinois adults aged 21 and older to possess up to 30 grams. Those using it for medical purposes will be allowed to grow up to five plants at home, though recreational users will still be prohibited from growing.

In other news: • A variance hearing is scheduled for 9 a.m. Sept. 14 at the village hall in regard to the request from the property owner of 401 W. Main St. to set a new garage farther back from the street.

• The board tabled the approval of the village’s budget. Information provided by board member Jim Pettit showed projected total revenues of more than $1.4 million and total expenditures of roughly $1.3 million.

“This leaves us with some breathing room in each line item, but it’s important for us to maintain our budget as strict as possible,” he told the board.

• The next Granville Village Board meeting is scheduled for 6:30 p.m.

TRI-COUNTY DRUG ENFORCEMENT NARCOTICS TEAM LASALLE — On Aug. 13 at about 1:35 p.m., the Tri-County Drug Enforcement Narcotics Team (Tri-DENT) and LaSalle Police conducted a buy/bust operation in the 300 block of Civic Road in LaSalle.

During the operation, Tri-DENT agents conducted a controlled purchase of approximately 22 grams of purported methamphetamine from Chelsea N. Hardin, 24, of Sparland and David M. Harris, 37, of Galesburg.

Following the delivery, Hardin and Harris were taken into custody. Harris had an additional 7.5 grams of methamphetamine on his person, and Hardin had an additional 3 grams of methamphetamine in a purse belonging to her.

Another suspect, Thomas E. Roberson II, 36, of Knoxville, was also taken into custody and had in his possession less than 1 gram of methamphetamine along with several counterfeit $100 bills.

Hardin, Harris and Roberson II were transported to the LaSalle Police Department for further investigation.

Following the investigation, Hardin

and Harris were charged with unlawful delivery of methamphetamine, 15g-100g (Class X). Roberson II was charged with unlawful possession of methamphetamine, less than 5g (Class 3). Additional charges for the other methamphetamine located and the counterfeit money will be pending the state’s attorney’s review.

All three are being held at the LaSalle County Jail awaiting a felony bond hearing. A news release from Tri-DENT notes that all subjects are innocent until proved guilty by a court of law.

Hennepin and Tonica UMC choir members perform together Choir members from the United Methodist churches in Tonica and Hennepin performed during a combined service on Aug. 11 at the Tonica United Methodist Church. The event was attended by 72 people. The service was followed by a potluck meal, which had to be moved from the park to McFerson Hall because of rain. Special guests attending the event were the Rev. Jim Barnett, Vermilion River District superintendent; Sandy Shay, administrative assistant VRD, and her husband; and retired Pastor Larry Collins, an old friend of Rev. Barnett, and his wife, Susan. The two churches hope to have joint services quarterly and have the joint choir often.

Annual Aden Lamps Foundation 5K Run/Walk will be Sept. 14 SPRING VALLEY — The Aden Lamps Foundation will host its seventh annual 5K Run/Walk at 9 a.m. Saturday, Sept. 14, at Hall High School in Spring Valley.

Registration begins at 7 a.m. with an adult fee of $25. Early registration lasts until Sept. 8 and includes a discounted adult fee of $20. After Sept.

8, the fee is $25 and children aged 14 and under can register for $15, and children aged 3-7 can participate in a fun run for $10. There will also be an untimed one-mile walk. Fees include a T-shirt for all ages, and there will also be raffle baskets and a 50/50 drawing.

The Aden Lamps Foundation helps spread awareness for SUID (Sudden Unexpected Infant Deaths). The Foundation was started in 2014 by Aden’s mother, Ashley Lamps, and since the inception, has purchased

6,800 sleep sacks and more than 4,000 safe sleep board books, which are then donated to Illinois Valley Community Hospital, St. Margaret’s Hospital and LaSalle County WIC. Every local newborn receives a sleep sack package valued at approximately $25. It contains a reusable bag, a sleep sack (a zip-up wearable blanket) and an infant board book.

The mission of the Foundation is to educate local families on the dangers of an unsafe sleeping environment for infants. The sleep sacks are a safer alternative to having loose blankets in the crib. Aden Lamps, the son of Andy and Ashley Lamps, died in 2013 of a SUID at the age of 4 months.

MCNABB — Putnam County Junior High School student Neveah Goulding attended a leadership conference in Washington, D.C., this summer and has shared the details of her trip with Principal Mike Olson.

Goulding participated in the Junior National Young Leadership Conference at the National 4-H Conference Center in Maryland from July 13-18.

During the trip, she was able to room with other accomplished students from California and Florida. She participated in discussions about leadership traits, social issues, and problems in government during daily leadership focus groups. There were also group projects and simulations where the students were tasked with finding ways to combat worldwide issues, and how to properly debate with someone who has an opposing viewpoint.

They also simulated an election where Goulding was named secretary of defense.

Putnam County Library District announces September programs HENNEPIN — The following is a list of the scheduled September programming at the branches of the Putnam County Library District:

All libraries

• All library branches will be closed Monday, Sept. 2, in observance of the Labor Day holiday and will reopen the following day.

Hennepin

• At 6:30 p.m. Thursday, Sept. 5, Megan Baznik will portray Mary Todd Lincoln as she discusses her husband, President Abraham Lincoln, and their years in the White House.

• At 6 p.m. Thursday, Sept. 12, a representative from Freedom House will discuss the cultural impact of sexual assault, abuse, harassment, media stories and the #MeToo movement, as well as what’s being done to heal our society.

• At 4 and 6 p.m. Thursday, Sept. 26, an introductory program titled “Hands on Science – Makey Makey” will be presented. Makey Makey is a system that allows users to connect everyday objects to computer programs.

• At 3:30 p.m. every Thursday, a story time will be held for children ages 2 to 5.

Granville

• The Monday, Sept. 2, meeting of the book discussion group has been canceled because of the Labor Day holiday. The group will next meet at 1 p.m. Monday, Sept. 16. The group meets the first and third Monday of every month. There are no assigned books to read, and members are encouraged to share their insights, opinions, views and recommendations.

• At 10 a.m. Saturday, Sept. 7, the “Let’s Make Slime!” program will be held. Each participant will learn how to make slime and also get to take some home with them.

• From 6 to 8 p.m. Tuesday, Sept. 17, “Genealogy

for Beginners” will be presented by Barb Kessler.

• At 11 a.m. on every Tuesday, a preschool story time will be held for children ages 2 to 5, and the time will also include crafts, activities and more.

• At 10 a.m. every Thursday, the “Wee Ones” program will provide 30 minutes of stories and songs for children under the age of 3.

• From 9 a.m. to noon Saturday, Sept. 7, “Books and Brunch” will provide an opportunity for a morning gathering to enjoy coffee and a light breakfast with fellow readers.

• At 10:30 a.m. on Saturday, Sept. 21, Leon Gass will present a lesson in the art of wood carving.

Magnolia

• From 10 a.m. to noon Saturday, Sept. 7, a story hour will be held and will include a unicorn party, games, pictures and a photo shoot.

• At 5:30 p.m. Tuesday, Sept. 10, the “Family Movie Night” will feature a presentation of 1986’s “Short Circuit.” This is a story of one of a group of experimental robots that are accidentally electrocuted, causing them to suddenly become intelligent and escape. Snacks will be provided.

• At 6:30 p.m. Tuesday, Sept. 24, Joe McCall of the Illinois Trappers Association will show how to hunt a variety of animals. The program will also include information about what’s legal to catch and game tasting.

• At 6:30 p.m. Thursday, Sept. 26, Larry McClellan will discuss his book “The Pontiac Trail & Route 66” and the Chicago to St. Louis roads.

Prairie Arts Council will present ‘Deathtrap’ PRINCETON — The Prairie Arts Council announces the opening of “Deathtrap,” one of Broadway’s most successful comedy-thrillers.

“Deathtrap” will be performed in conjunction with Princeton’s 48th annual Homestead Festival at 7:30 p.m. Friday, Sept. 6, and Saturday, Sept. 7, and at 2 p.m. Sunday, Sept. 8. All shows are at the PAC Theater, 24 Park Ave. East in Princeton.

Director Joe Ennenbach of Peru has cast five local actors, Ken Schroeder of Princeton as Sidney Bruhl, Karen Roger of Utica as Myra Bruhl, Josh Bush of Princeton as Clifford Anderson, Jill Marti of Princeton as Helga ten Dorp and Gary Talsky of Spring Valley as Porter Milgrim.

IVCC will offer free tutor training Sept. 5 and 12

OGLESBY — The Adult Education Community Tutoring program at Illinois Valley Community College will conduct free volunteer tutor training from 5:30 to 9 p.m. Thursdays, Sept. 5 and 12, in Room CTC125.

Volunteers must have a desire to work with adult learners and be willing to tutor two to three hours each week. Teaching experience isn’t necessary; however, 10 hours of training through the program is required. Visiting an Adult Education classroom is an additional training component.

After completing training, volunteers have the option of tutoring in an English Language Acquisition class, an Adult Basic Education class or a High School Equivalency class. These classes follow the IVCC semester schedule in fall and spring. One-to-one tutoring might be available during summer months.
