2020 Putnam County tentative multiplier announced

SPRINGFIELD — Putnam County has been issued a tentative property assessment equalization factor of 1.0177, according to David Harris, director of the Illinois Department of Revenue.

The property assessment equalization factor, often called the “multiplier,” is the method used to achieve uniform property assessments among counties, as required by law. This equalization is particularly important because some of the state’s 6,600 local taxing districts overlap into two or more counties (e.g. school districts, junior college districts, fire protection districts). If there were no equalization among counties, substantial inequities among taxpayers with comparable properties would result.

State law requires property in Illinois to be assessed at one-third of its market value. Farm property is assessed differently, with farm homesites and dwellings subject to regular assessing and equalization procedures, but with farmland and farm buildings assessed according to standards based on productivity.

The equalization factor is determined annually for each county by comparing the sales price of individual properties sold over the past three years to the assessed value placed on those properties by the county supervisor of assessments/ county assessor.

If this three-year average level of assessment is one-third of market value, the equalization factor will be one (1). If the average level of assessment is greater than onethird of market value, the equalization factor will be less than one (1).

And if the average level of assessment is less than one-third of market value, the equalization factor will be greater than one (1).

Assessments in Putnam County are at 32.75 percent of market value, based on sales of properties in 2017, 2018 and 2019.

The equalization factor currently being assigned is for 2020 taxes, payable in 2021. Last year’s equalization factor for the county was 1.0000.

The tentative factor is subject to change if the county board takes actions which significantly affect

the county assessments or if local officials or others can present data showing that the Department of Revenue’s estimates of the average level of assessments in the county should be adjusted.

A public hearing on the tentative multiplier will be held between 20 and 30 days after the tentative factor is published in a newspaper of general circulation within the county.

A change in the equalization factor does not mean total property tax bills will increase or decrease.

Tax bills are determined by local taxing bodies when they request money each year to provide services to local citizens. If the amount requested by local taxing districts is not greater than the amount received in the previous year, then total property taxes will not increase even if assessments may have increased.

The assessed value of an individual property determines what portion of the tax burden a specific taxpayer will assume. That individual’s portion of tax responsibility is not changed by the multiplier.

Putnam County property taxes are due Sept. 15 HENNEPIN — Putnam County Treasurer Kevin Kunkel reminds residents that property taxes for Putnam County are due Sept. 15. All payments after Sept. 15 will be subject to a late penalty of 6% on the first installment and 1.5% on the second installment.

Putnam County Sheriff warns of storm scam HENNEPIN — The Putnam County Sheriff’s Office has received information on another phone scam going around.

Information about the scam was recently posted on the Putnam County Sheriff’s Office Facebook page.

The post stated that this scam involves a phone call stating that you have been over charged by your power company and to press 1 to get a refund.

The 2020 Tonica High School Alumni dinner is canceled TONICA — The 2020 Tonica High School Alumni dinner that was to be held on Sept. 12 has been canceled due to COVID-19.

The Class of 1980, who is in charged of organizing the event, and the Oglesby Elks, where the event was to take place, have agreed that with the current state regulations it could not logistically and safely take place.

The classes of 1980 & 1981 will be jointly organizing the 2021 alumni dinner and will honor classes that have milestone reunions in both 2020 and 2021.

Next year’s dinner will be held on Sept. 11.

BY GOLDIE RAPP Shaw Media HENNEPIN — The Regional Census Director for Northwest Illinois has his eye on Putnam County.

Perry Maier said Putnam County is ranking among the 10 lowest counties in Illinois as far as response-rate for the Census. Recently, Putnam County was sitting at a 60.9% response rate, compared to the state’s response rate of 67.9%.

Maier said COVID has had a direct impact on the response rate this year, and the Census organization is doing what it can to makeup for that. Many block parties and education events had to be canceled due to the COVID shutdown

this spring.

Maier said there have also been a lot concern surrounding the citizenship question on the Census.

“People are still fearful of sharing information with the government,” he said. “However, your response is confidential, secure and protected by federal law.”

Maier stresses the importance of filling out the census as it’s linked to federal dollars that come back to support Putnam County to help with schools, transportation, roads, etc. The Census count will also play a factor in the Illinois House of Representatives.

Henry family decides to #choosejoy in light of son’s life-altering medical diagnosis

HENRY — When their infant son received a devastating and life-altering medical diagnosis, the Anderson family of Henry decided early on their primary goal through his journey was to be happy, to #choosejoy.

“When Ryker was 5 1/2 months old, he was in the bath and I noticed a very subtle twitch,” mom, Erika said. “I thought he was cold, so I tried putting warm water on him. It didn’t get better.

I got him out of the bath and realized something wasn’t right. We called the ambulance and went straight to the ER. That was his first seizure.”

“At that point, we just were hopeful it was a fluke and he would never have one again — apparently that isn’t uncommon,” she said. “A few months later he had another one. From there, we pursued genetic testing, which is how they diagnosed him with Dravet Syndrome. He has a mutation in his SCN1A gene.”

Dravet Syndrome is a severe type of epilepsy characterized by prolonged seizures that begin in the first year of life.

“Ryker’s days are very unpredictable,” Erika said.

“He usually has phases of patterned seizures and behaviors, but then a different seizure type or behavior will come out of nowhere. For example, from the beginning we were so thankful that he didn’t have seizures in his sleep. About a month ago, there was a drastic shift in his seizure activity and the majority are at night. Sometimes, they are so subtle that we can’t trust our motion sensor monitor, that is approved by the Epilepsy Foundation. He sleeps between us, every night.

This is not uncommon. I’m part of an online support group and 90% of parents do the same,” she said.

The Andersons also spend their days juggling

the needs of their other children who are 13, 11 and 6 years old.

• RYKER “They are amazing, and very aware of what to do when a seizure occurs,” she said.

“Honestly, I would trust them 100% to care for him during a seizure. Of course, we aren’t asking them to, but it is comforting knowing they could in an emergency situation. As a family, our lifestyle has definitely changed, but we #choosejoy as best we can in all situations.”

Hot weather and the bright sun are just a few examples of what Ryker must avoid to prevent a seizure.

“We stay home a lot more and watch softball games from the car.

We are looking at shifting our family vacations to the fall/winter to avoid seizure triggers,” Erika said.

One of the Andersons’ primary goals is to be ambassadors and raise awareness for Dravet Syndrome, something they’ve jumped into wholeheartedly.

“When we started understanding Ryker’s diagnosis and the work that is being done to identify new treatment options and a cure, we wanted to help,” she said. “We have always been very active when it comes to giving back. We believe it’s very

important to teach future generations how to do that, so our kids are not unfamiliar with spending time supporting different causes. We learned that the Dravet Syndrome Foundation was underfunded and needed more financial support to make progress.”

The Anderson family began its fundraising campaign to do the following: To raise funds to help the Dravet Syndrome Foundation find treatments/cure, to inspire the world to #choosejoy in every situation and to bring awareness to Dravet Syndrome and those that suffer from it.

“In the next few years, we are hopeful that Ryker will be part of a gene therapy trial. This trial is actually more of a ‘cure’ than another medication. He would receive a one time injection that would strengthen a gene to compensate for the mutated gene. This is so exciting for us,” Erika said.

As for the long term, it’s hard to predict.

“Long term, it’s hard to say,” Erika said. “Kids today have better treatment options than adults living with the syndrome, so we have hope that with the right treatments and therapies he will be able to live a more free and less-restricted lifestyle.”

Aruhak Institute announced as board of education grant recipient

PRINCETON — The Arukah Institute in Princeton and Fieldcrest School District in Wenona, Minonk and Toluca are excited to announce a recent grant awarded from the Illinois State Board of Education to fund Tier 1, Tier 2, and Tier 3 social-emotional services for Fieldcrest students K through 12 in the 2020-2021 school year.

In December of 2019, Dr. Kari Rockwell, Superintendent of Fieldcrest District #6, invited Dr. Sarah B. Scruggs, Executive Director of Arukah, to meet with Fieldcrest principals and conduct a needs assessment regarding social emotional health in their schools.

Scruggs, Rockwell and administrators co-developed a multi-faceted plan to holistically address the needs of the school and prepared the funding application to support the effort. Students K-12 will be screened and selected to receive services based on academic, social/ emotional, and behavioral determinants.

Services include weekly mind-

body therapies for students and staff to facilitate stress reduction, self-regulation, and focus, as well as multiple cohorts of group-based mental health training and enrichment for students, staff and parents to help families process thoughts, emotions and uncertainties related to COVID. In parallel, Arukah will provide professional development for staff along the lines of battling compassion fatigue, self-care, and motivating and nurturing students in the classroom.

Arukah in partnership with Jamison Media Services will also co-develop along with students, staff and community members a special series of short mental health and wellness-related videos as part of their WORTH Suicide Prevention Program which has been in operation since 2017.

Videos will help destigmatize mental illness and enhance protective factors in the Fieldcrest community. In-house Fieldcrest social workers will be working with the

Arukah Institute to be trained in social-emotional curricula implemented in the coming school year in order to offer certain services sustainably.

“We are grateful to the Illinois State Board of Education and to Dr. Rockwell and Fieldcrest schools for this partnership,” Scruggs said. We are enthusiastic about this effort in that it treats the whole person, taking into account the various social, familial and academic determinants that affect student health.”

“The Arukah-Fieldcrest partnership will provide mental health and social emotional services to students, staff, and the local community,” Rockwell said. “We are proud to work with Arukah Institute as a community partner, ensuring that the social, emotional, and mental health needs of our students are met which in turn will allow academics to thrive and grow.”

2 arrested in Marseilles drug bust

BY TOM COLLINS TCollins@shawmedia.com Two Marseilles men were arrested Aug. 19 on drug delivery charges.

Eddie L. Booker, also known as “Capone,” 47, of Marseilles was picked up by Marseilles police on a LaSalle County felony arrest warrant charging him with one count of unlawful delivery of a controlled substance (cocaine) at 9 a.m.

Wednesday, the Tri-County Drug Enforcement Narcotics Team said in a news release issued Friday.

The charge is a Class 2 felony carrying a sentence of three to seven years in prison if convicted. Bond

is set at $1 million. Booker allegedly delivered less than a gram of substance containing cocaine to TriDENT, police said.

Dwane J. Thomas, also known as “Gucci,” 28, of Marseilles also was picked up by Marseilles police on a LaSalle County felony arrest warrant charging him with one count of unlawful delivery of a controlled substance (cocaine) at 8 p.m.

Wednesday, the Tri-DENT said in a news release issued Friday.

Bond is set at $500,000 for the Class 2 felony charge. Thomas allegedly delivered less than a gram of substance containing cocaine to TriDENT, police said.

Gateway Services is raising money for its mission

PRINCETON — Gateway Services held it’s annual Phone-AThon event this week.

During the event, volunteers reached out to friends of Gateway who have generously donated in past years. Those who missed the call will receive a letter in the mail.

“Phone-A-Thon is our longest running and most successful fundraiser. We normally schedule this event in the spring, but with the pandemic, it was postponed. Since we had to cancel all other in-person events, this year’s Phone-A-Thon is even more important,” said Tracy Wright, CEO of Gateway Services.

“Although our programs are funded by the State of Illinois, there are often times still gaps between the actual cost and the reimbursement rate. Fundraising helps us to minimize that impact so we can continue to maintain high quality services.”

Teenager life flighted to OSF St. Francis after ATV accident KIM SHUTE kshute@shawmedia.com GRANVILLE — A teenager was life flighted to OSF St. Francis Medical Center in Peoria after an ATV accident.

At 12:13 p.m. Aug. 12, the Putnam County Sheriff’s Office responded to

an ATV accident on the Bottom Road West in Granville Township. The victim, a 13-year-old, already had been transferred from the scene of the accident by a passerby to Granville.

The victim later was transported to OSF St. Francis. The accident remains under investigation by the Putnam County Sheriff’s Office.

El Zarape in Mendota perfect choice for Mexican food fans If you’re a fan of Mexican food, like me, you’ll want to make a visit to El Zarape in Mendota, located at 1206 13th Ave. (Route 251).

Currently, El Zarape offers carryout as well as inviting dining areas outdoors with shaded tables.

We were served the traditional chips with salsa that had a little extra kick to it, just the way I like. We added a queso (cheese) dip for our chips, which came in a sizable bowl ($6.99). While the chip bowls are small, they were replenished by our waitress, who gave us quality service throughout our meal.

We broke Mexican ranks and ordered some onion rings for an appetizer ($5.99). They came out piping hot on a large plate (El Zarape does serve American cuisine).

A member of our party went with one of my old favorites, a chicken chimichanga, and topped it with queso. The plate came with rice, sour cream, guacamole and a tostada-like shell filled with refried beans (cost was $13.99 with a $1 add-on for the queso). I had to sample the beans, since my meal did not come with them.

I went with the Grand Burrito (chicken), which lived up to its name, because it was indeed grand. The dinner comes with rice, sour cream and guacamole ($12.99).

The third member of our party went with a plate full of four chicken flautas, which was served with rice, guacamole, sour cream and refried beans ($9.95). I believe I may have sampled one of the flautas, too.

We found all our meals to be muy delicioso.

It was a special occasion as we celebrated a birthday in our party. That meant our birthday celebrant was served some fried ice cream on the house, compliments of Joe, the owner. The birthday boy was given a choice of chocolate or strawberry, and went for a sample of both.

We each had plenty of leftovers, which we gladly took home for the next day’s lunch.

The total bill came out to be $61.92, plus a $10 tip.

The Mexican and American restaurant has a fiesta spirit, and is known for its homemade margaritas.

The website notes they

prepare some of the most common culinary dishes from Mexico, including tostadas, tacos and tamales, and fine tune the flavor with four levels of hotness: mild, mild II, hot and flaming.

Many of the dishes are prepared from their family recipes. There are numerous seafood temptations and

classics like arroz con pollo (rice with chicken). Burritos in numerous variations are another specialty of the house.

In case you are wondering, the translation of El Zarape to English is, “the blanket” (I looked it up the last time we visited here, because my memory of three years of

Spanish in high school failed me).

Eustice takes over as PC golf coach

The fall sports season is underway at Putnam County High School.

Volleyball was switched to next spring due to the coronavirus pandemic. PC is not fielding a girls golf or cross county team this year, so there will no girls competing in fall sports this year.

There will be boys golf and cross country.

Former St. Bede standout Sydney Eustice is taking over as the PC golf coach. She was a state qualifier at St. Bede and golfed at Clarke University.

Chuck McConnell returns for his 22nd season as cross country coach.

Eustice is counting on Uzella and Wiesbrock to step into leadership roles for a young team made up mostly of freshmen and sophomores. “Last year they had a couple state qualifiers and they graduated, so coming in this year we’re going to be very young,” Eustice said. “The majority of our team are freshmen and sophomores with a couple juniors. I think the biggest thing is someone taking that leadership role and being the No. 1 and No. 2 golfers. I think Chris and Lucas are going to fit into those roles perfectly. It’s going to be a matter of getting experience with some of them.”

Mack, classmate Azeal Vargas and senior Matt Haage round out the roster. “We will be focusing on reducing our personal times from last year. Due to current events, that is our main focus. They are a solid group and will definitely put in the time to excel at being the best time-wise for themselves,” McConnell said.

Two IVCH nurses appear in Huey Lewis video

It was Julie Repsel’s turn screening visitors at the hospital door when a woman looked at her closely. “Are you the Huey Lewis nurse?”

Yes, indeed. Repsel and friend Mary Milashoski, both nurses at Illinois Valley Community Hospital in Peru, appear in a video released last week by Huey Lewis and the News.

Earlier this summer, the band recorded, “I Am There for You,” a tribute to those battling the coronavirus pandemic. Through social media, the band invited essential workers to film themselves singing along, dancing and/or holding aloft signs with song lyrics to be included in the music video.

“And I thought, ‘That would be kind of fun,’ ” Repsel said. She easily persuaded Milashoski to join in a self-filmed segment, “never dreaming that it would happen, that they would pick us.”

But selected they were. Repsel received earlier this week an email notification saying the video was released. To their great surprise, they appear four times in the 4-minute, 13-second video.

Milashoski said she was bowled over that their footage was even used, let alone inserted repeatedly into a full-length music video.

“It was amazing,” she said. “The best I had hoped for was a blip, but it was much more than we expected.”

They filmed their segment in a closed floor with no patients “so we knew it wouldn’t bother anybody” and, with the tape rolling, simply cut loose at the end of a 12-hour shift.

Even if their recording hadn’t been used, Repsel said, the mere act of breaking into song provided a much-needed release after months of stress.

“Work has just been so much,” Repsel said. “It was nice to have some fun and to be able to smile for the first time in how many months.”

“There’s been so much change and so much put on you,” Milashoski said. “It was just a fun thing, and I thought it was so cool he put a song to it.”

It didn’t hurt that both women grew up in the 1980s, when Huey Lewis dominated the pop charts (the band scored 19 top-10 singles during that era) and had both day-dreamed of starring in a music video. They also saw Huey Lewis live three years ago at small venue in Michigan.

Notably, one of the segments selected shows Repsel and Milashoski holding a sign that reads, “We love you, Huey!”

STATE OF ILLINOIS DEPARTMENT OF REVENUE PROPERTY TAX DIVISION THE FOLLOWING IS CERTIFICATION TO THE COUNTY CLERK OF PUTNAM COUNTY OF THE TENTATIVE EQUALIZATION FACTOR AND OF THE ESTIMATED PERCENTAGE TO BE ADDED TO OR DEDUCTED FROM THE AGGREGATE ASSESSMENT AS REQUIRED BY THE PROPERTY TAX CODE: Section 17-15 of the Property Tax Code (35 ILCS 200/17-15) provides that the Department annually certify to the County Clerk its estimate of the percentage to be added to or deducted from the aggregate assessment of locally assessed property in each county, other than property assessed in accordance with Sections 10-110 through 10-140 and 10-170 through 10-200 of the Property Tax Code (35 ILCS 200/10-110 through 10-140 and 10-170 through 10-200).

This value is determined in accordance with Section 17-15 of the Property Tax Code (35 ILCS 200/17-15). The percentage to be added to the aggregate assessment of locally assessed property in the county for the year 2020 is 1.77 %.

The estimate is based upon a comparison of the assessed valuation of property for the year 2020 as certified by the Chief County Assessment Officer and an estimated 33 1/3% of the fair cash value established through the analysis of property transfers. The result is a tentative equalization factor of 1.0177. This factor is tentative and subject to review, and therefore cannot be used to extend taxes.

Provisions for review of the Department's estimate are set out in Section 17-20 of the Property Tax Code (35 ILCS 200/17-20).
