Granville fire chief celebrated for three decades of service KIM SHUTE

kshute@shawmedia.com GRANVILLE — Granville’s longtime fire chief has retired after 30 years of service to the community.

Ronald Campbell was honored by the village Saturday for three decades of service, 24 of them as chief.

Campbell will take on an advisory role as chief of staff of the Granville-Hennepin Fire District to oversee new policy and procedure roll out for the departments.

Granville’s assistant chief, Quentin Buffington, said Campbell was ready to retire a year ago, but held off due to Assistant Chief Billy Ossola’s retirement. Additionally, he said Campbell had decided to stay on in an advisory role to oversee the equipping of the district’s new command vehicle during the past year.

With the retirement of both longtime leaders, Granville and Hennepin have combined departments into the Granville-Hennepin Fire District, with Neil Buffington being named chief. Quentin Buffington is Hennepin’s deputy chief and Bike Burr is Granville’s deputy chief. Each department is staffed with about a dozen volunteers.

Buffington said the new command staff will have big shoes to fill, having lost two 30-year leaders.

Under Campbell’s tenure, all new apparatus and equipment was purchased and the insurance rating for

both Granville and Hennepin’s departments dropped.

“Ron was also a first responder and Billy worked at Ossola Concrete so both of them were available to always respond to calls,” Buffington said.

“They were very helpful in growing the department and moving it forward.”

Volunteers to enter 4H Hall of Fame

Illinois 4-H volunteers empower and prepare youth for success as the program relies on its more than 15,000 volunteers to fill key leadership and mentoring roles. Longtime volunteers and former staff members were recently honored by the Illinois 4-H Foundation for their selfless dedication to the University of Illinois Extension 4-H youth development program.

In 2021, 71 individuals received the Foundation Hall of Fame Award, presented during a virtual ceremony Aug. 17. Four of the honorees are being named posthumously.

Local Hall of Fame winners are: • Lisa M. Palm, Marshall-Putnam County.

• Jill Frueh, Bureau County.

• Heather Arbet, LaSalle County The Illinois 4-H Foundation established the statewide Hall of Fame in 2005 to honor and celebrate extraordinary 4-H alumni, volunteers, and former 4-H staff. Those inducted have a track record of exemplary service to 4-H or outstanding career and community achievement and were nominated by either county University of Illinois Extension staff or by the Illinois 4-H Foundation Board. Each inductee receives a commemorative Hall of Fame medallion.

“These volunteers are a model of 4-H values,” says Angie Barnard, Illinois 4-H Foundation executive direc-

tor. “All of our volunteers are valuable, but this award honors those that go above and beyond. These are volunteers that helped shape not only individuals, but generations of 4-H members. The Illinois 4-H Foundation is extremely proud to be able to provide this honor to thank them for their service to this wonderful organization.”

Illinois 4-H programs reach nearly 120,000 youth each year through 4-H clubs, camps, educational programs, workshops, and conferences held in communities, schools, parks, and homes across Illinois. Volunteers fill key leadership and mentoring roles throughout the state.

“Many volunteers have a tradition of 4-H in their family or were 4-H members themselves,” Barnard says.

“More and more though, adults brand new to the 4-H experience are seeing the value of the life skills development program and volunteering for the first time. 4-H has volunteer opportunities that fit such a wide variety of time, skills, and talents.”

Lisa Palm was inducted into this year’s 4-H Hall of Fame. She is an active Marshall-Putnam 4-H volunteer, serving as the leader of the Wenona Highlighters community club, superintendent for the 4-H show, secretary of the Marshall-Putnam 4-H Association and member of the University of Illinois Extension Council,

and helping with the county fundraiser each year. She always goes above and beyond what is expected of a 4-H volunteer. Her commitment to 4-H and her kind spirit have made Lisa a valuable volunteer for the Marshall-Putnam 4-H program.

“There is a place for everyone in 4-H, whether you have an hour or a lifetime to give,” Barnard says.

“The Foundation provides avenues to support the work of Illinois 4-H by accepting financial gifts specifically directed to the program you wish to support,” Barnard said. “Gift planning services are available to those wishing to continue their 4-H legacy.”

The Illinois 4-H Foundation raises private funds that are invested in Illinois 4-H programs that provide meaningful, positive development experiences for Illinois youth to develop leadership, citizenship, and life skills.

Illinois state treasurer’s unclaimed property program returns $226 million

SPRINGFIELD – One of the state’s oldest consumer-protection initiatives returned $226 million in lost and misplaced money to an estimated 174,000 people last year despite an economy struggling under the weight and fear of a global pandemic, Illinois State Treasurer Michael Frerichs said.

The program, often referred to as I-Cash, safeguards unclaimed property such as unpaid life insurance benefits, forgotten bank accounts and unused rebate cards until it can be returned to its owner. The state treasurer is required to return the money no matter how long it takes.

“Too many people unknowingly are separated from their money and

other valuables. It is our job to fix that,” Frerichs said. “We are proud that the commonsense improvements we have made to the unclaimed property program make this effort quicker, easier and more efficient.”

The average amount returned was $1,000. The year represents Fiscal Year 2021, which is July 1, 2020, to June 30, 2021. Since Frerichs took office, he has returned nearly $1.2 billion through 790,000 claims.

Leveraging technology to make it easier to file a claim has contributed to the program’s success. Paperless claims now are available. Frerichs also credits a change in state law that allows the treasury to send unclaimed property checks directly

to qualifying individuals without the need to initiate a claim. Frerichs also fought for reforms that require insurance companies to be more vigilant in locating life insurance beneficiaries.

“We look forward to returning forgotten items to the owners and encourage everyone to check www. illinoistreasurer.gov/ICash to find out if we have something in our vault that belongs to them,” Frerichs said.

Despite the stunning success, the treasury continues to safeguard $3.5 billion in unclaimed property. Typically, a bank account, investment product or contents of a safe deposit box is turned over to the Illinois treasurer’s office if there is no activity

for three years. Unclaimed property is submitted twice each year; financial institutions in the fall and non-financial institutions, such as business associations, utilities and life insurance companies, in the spring.

Because the office receives unclaimed property twice each year, it is recommended individuals search the public database twice each year. For example, searches might be conducted on an individual’s birthday and six months after their birthday.

Lawmakers enacted the unclaimed property law in 1961. Lawmakers assigned unclaimed property duties to the treasurer’s office beginning July 1, 1999.

Income-eligible households in Putnam, Marshall, Bureau and LaSalle counties can apply for assistance with utility bills.

The Tri-County Opportunities Council is an administrator for the Low-Income Home Energy Assistance Program, which helps residents pay for natural gas, propane and electricity costs.

The 2021 program begins Wednesday, Sept. 1, and operates through May 31, 2022. Applicants will have the option to accept a one-time pay-

PIPP applicants will be enrolled on a first-come, firstserved basis until the program reaches its maximum capacity of households.

aged to apply in September to take advantage of lower propane prices.

Propane prices typically rise in the winter, so LIHEAP funds will be more beneficial for propane users who apply early, according to a news release from the Tri-County Opportunities Council.

There are no priority groups this year. Interested applicants can schedule an appointment by calling the Tri-County Opportunities Council at 800-323-5434. Applications will be taken by appointment at outreach

offices or by request for mail-in, fax or online downloaded applications.

Required documentation for applications include: •Proof of gross income from all household members for 30 days preceding the date of application.

• Proof of Social Security cards or taxpayer identification numbers for all household members.

• A copy of a heat and electric bills issued within the past 30 days.

Scholarship winners announced

GRANVILLE — The Granville National Bank, trustee for the I.F. Doug Stonier‑Ella Stonier Educational Trust, has been notified of the winners for the trust’s 2020-2021 schol‑ arship.

The recipients are chosen on financial need and academic ability. They must be residents of Putnam County and meet other criteria set up under Mr. Stonier’s will. Each recipient will receive $3,224 for the 2021-22 academic year.

This scholarship fund was set up in the will of I. F. Stonier, a Putnam County business‑ man for many years. The selection committee consists of the Granville National Bank trust officer, one Putnam County School District #535 administrator and one community mem‑ ber.

Illinois Valley Community College is embarking on a new chapter this fall with its community reads program, One Book, One College.

Beginning in September, the college is partnering with local libraries and the Perfectly Flawed Foundation to discuss Eric Eyre’s “Death in Mud Lick: A Coal Country Fight Against the Drug Companies that Delivered the Opioid Epidemic.”

One Book seeks to bring the community together through a shared reading and discussion of a book or theme. It attempts to create a shared experience and provide insight into lived experiences that are perhaps unknown to you but nevertheless part of your community.

“We hope to engage our community in conversations about topics that are on people’s minds in the hope of coalescing our ideas of community and empathy,” said IVCC Collection Development and Access Librarian Jayna Leipart Guttilla.

“This text lays the groundwork

for discussion but reading it is not required. The events provide safe spaces for members of the community to think critically, learn, and grow through candid and supportive discussions.”

The program runs September through April, with book discussions running through November and speaker events, film viewings and panel discussions in the spring.

One Book is open to all community members and beyond. Taste of the Illinois Valley organizers hope to grow the event for 2022 JAYCE EUSTICE

jeustice@shawmedia.com Taste of the Illinois Valley organizers are planning for the 2022 Peru event with the goal to make it bigger and better the second time around.

Peru Director of Parks, Recreation and Special Events Adam Thorson provided a recap Monday of the event that took place over the Aug. 7 weekend.

Thorson said the event committee conducted its debriefing meeting and didn’t have any major adjustments for the event moving forward.

The event had many different activities including a craft show, live music, food vendors, a 50/50 raffle and a free kids zone.

Thorson said the main goal for the 50/50 raffle and the sponsors was to cover the cost of the free kids fun zone.

The 50/50 raffle for the event brought in about $9,000 with the winner taking home just more than $4,500.

With more than $15,000 in sponsors for the event, the total cost of the event for

the city was slightly more than $1,600.

Police Chief Doug Bernabei said from a policing standpoint the Taste was one of the best public events he’s seen. He reported zero incidents that required police assistance; only a lost wallet that was later found and a minor parking complaint.

“First impressions are lasting impressions so I think the neighborhood will gladly welcome them back,” Bernabei said.

Mayor Ken Kolowski said he was impressed with the event. He thanked everyone involved for making sure it had good attendance, plenty of garbage cans and enough lighting.

Kolowski said craft vendors, music acts, food vendors and most importantly the community were happy with the inaugural event.

“I think for the first one in a long time, I think it went over well,” Kolowski said. “We’ve already had a debriefing meeting so we are ready for 2022.”

• Thursday, Sept. 30 — Ottawa Tent Colony program at 6:30 p.m. Author Jim Ridings will present “The Illustrated History of the Ottawa Tent Colony” which tells the story of tuberculosis treatment in the early 1900s. There was no cure for tuberculosis when the Ottawa Tent Colony opened in 1904 along the south shore of the Illinois River. Dr. James W. Pettit of

Ottawa started his colony with the revolutionary idea of treating TB with fresh air and a nutritious diet.

Patients were kept outdoors in tents, in weather that could be 20 degrees below zero or a 100-degree heat wave. They also were fed a nutritious yet incredibly fattening diet. It seems odd, but it worked for patients in the early stage of the disease. Tuberculosis attacks the lungs and wastes away the body. The fresh air and food worked to reverse those effects. The book tells the story of the early days of the facility and how it grew into the LaSalle County Tuberculosis Sanitarium.

Stories of TB treatment elsewhere is chronicled, as well as another TB tent colony at Buffalo Rock — and how Buffalo Rock almost was sold to a sand company to be leveled. Tuberculosis has been the No. 1 killer in human history. Tuberculosis pandemics from the 1600s to the 1800s wiped out half the population of Europe several times. In just the last 200 years, the Centers for Disease Control and the World Health Organization have estimated that TB killed 1 billion people worldwide. The CDC and WHO said that by the dawn of the 19th century, TB had killed one in seven of all the people who ever lived. Even today, TB kills 1.6 million people worldwide every year.

State issues advisories for fish caught in Illinois waterways DEREK BARICHELLO

dbarichello@shawmedia.com For the first time since the 1970s, there is no longer a “do not eat” advisory for fish in the Illinois River, but other guidances are in place.

The Illinois Department of Natural Resources made the announcement Wednesday because of declining concentrations of polychlorinated biphenyls, a highly toxic industrial compound. A continued prevalence of the extremely toxic methylmercury, however, is responsible for new or more restrictive advisories in Illinois waters.

A statewide methylmercury advisory remains in place for all Illinois waters that have not been sampled by the Fish Contaminant Monitoring Program. The advisory cautions sensitive populations to eat no more than one meal per week of predatory fish, which pose a greater risk because they feed on other fish and accumulate larger concentrations of methylmercury. Predatory fish include all species of black bass and gar, as well as striped bass, white bass, hybrid striped bass, walleye, sauger, saugeye, flathead catfish, muskellunge (muskies) and northern pike.

Fish consumption advisories are based primarily on protecting sensitive populations, which includes women of childbearing age, pregnant women, fetuses, nursing mothers and children younger than 15, according to the IDPH. While there is no known immediate health hazard from eating contaminated fish from any Illinois

water body, there are concerns about the long-term effects of low-level exposure to chlordane (a now-banned pesticide), polychlorinated biphenyls and methylmercury in fish.

The Illinois Fish Contaminant Monitoring Program is a joint effort of the Illinois EPA, IDNR and IDPH. The fish are collected by IDNR and tested by IEPA. IDPH issues an annual fish consumption advisory based on IEPA test results. Fish advisories can be found on the IDPH website where you can view an interactive fish advisory map to learn which Illinois waters have a special mercury advisory or a PCB or chlordane advisory, and find additional resources.

In the Illinois River, there are advisories of no more than six meals per year for common carp, one meal per month for channel catfish, one meal per month for smallmouth bass and one meal per week for white bass from Dresden Island Dam to the Marseilles Dam in the Illinois River. From the Marseilles Dam to the Starved Rock Dam, advisories are for no more than one meal per month of common carp and channel catfish and one meal a week of white bass. From the Starved Rock Dam to Peoria, there are advisories for maximums of one meal per month for common carp and one meal per week for channel catfish, largemouth bass and white bass.

Eagles aim for return to nationals

kchlum@shawmedia.com Last school year, the IVCC men’s golf team racked up an impressive list of accomplishments.

The Eagles claimed the Arrowhead Conference championship and earned a trip to the NJCAA Division II National Tournament.

With three of the five players back from that squad, the Eagles are eyeing a repeat performance.

“A lot of stuff we accomplished last year we want to get done on an annual basis,” fourth-year IVCC coach Sean Kennedy said. “We wanted to win the Arrowhead Conference last year, and we did that. We want to defend it. We

want to get back to nationals. Then we’ll see what happens. The level of competition at nationals is so strong.

You have to get hot and have a couple things go your way to make a dent in the scoreboard. We hope to get there, take our chances and see what happens.”

IVCC sophomore and Putnam County graduate Ian Roach will lead the Eagles after placing seventh individually at the national tournament last year.

“Ian set the bar pretty high for himself,” Kennedy said. “He’s playing really well. I hate to put any kind of number out there, but it’s certainly exciting to have Ian on the team.”

Also back are fellow Putnam County alumnus Ben Cyr and Fieldcrest grad-

uate Nick Mariotti.

“Ben and Nick played well to get us to the national tournament but didn’t have the national tournament experience they wanted,” Kennedy said. “We really want to get back to give them a second chance at a national tournament they want.”

Joining the three returnees is a strong crop of freshmen.

Aydin Folker from Jacksonville placed seventh in the IHSA Class 2A state tournament as a junior in 2019.

Ryan Dulin from Grant Park was a three-time IHSA state qualifier.

Jack Lockard helped Macomb to an IHSA Class 2A state berth in 2019.

Mendota graduate Taylor Joyce joins the Eagles after a year off from

golf, and Jadon Wheeler from Westfair Christian in Jacksonville rounds out the roster.

“Our freshman class will help,” Kennedy said. “It’s nice having depth for the first time in four years. The kids actually have to compete for spots now.

It was a struggle last year having only four players and five at times. Having that depth fuels you. When you know everybody on the team can play, you have to work hard every day. It’s making all the players better, even Ian. “It’s exciting for us. Having a deep squad with competition is definitely going to be a plus and make us stronger come nationals.”

The Eagles opened the season Aug. 20 at the Highland 36 Tournament.

Putnam County volleyball to rely on young talent KEVIN CHLUM

kchlum@shawmedia.com By the end of the spring season, Putnam County volleyball coach Amy Bell had inserted some young players into her lineup.

The Panthers ran a 6-2 toward the end of last season with then-sophomore Tori Balma playing setter and then-freshman Maggie Richetta playing middle hitter.

Now a junior and sophomore with experience under their belts, Balma and Richetta are expected to be key pieces for the Panthers this fall.

“Tori and Maggie return and, hopefully, will put a lot of fire into the offense,” Bell said.

Senior Jaidin Trone was playing libero by the end of the spring season and returns to fill the role of defensive leader.

Classmates Sydney Miller, Zofia Uzella, Linzee Fay and Laci Calkins also saw some playing time last season.

Miller will play middle hitter, Uzella will see time at outside hitter, Fay will play right side hitter and Calkins could contribute as a defensive specialist.

“Besides [Balma, Richetta and Trone], we have four seniors who each saw time in different places (last sea-

son), but they’re not returning to the spot they played last season,” Bell said. “We graduated a lot of seniors, so it’s kind of rebuilding of the lineup to start out.”

The Panthers will rely on some juniors to step up, as well.

Junior Paityn Skinner will play in the back row along with classmates Samantha Cirilo and Catherine Trovero. Mackenzie Chambers plays right side hitter. Maddie Weger will get on the court as a hitter and the Panthers could possibly play a 6-2 with Lauren Faletti as the second setter.

Bell said the Panthers have been open to change and are willing to work.

“I think the girls work really, really well together,” Bell said. “They are a super fun bunch of girls. They have great attitudes and they are very hardworking. We’ve had a great two weeks of practice. They’re willing to try new things. They’re open minded. I think that will be one of our biggest assets is being open to change and willingness to learn.”

Bell said the Panthers are looking for a strong finish in the Tri-County Conference.

In the spring, Putnam County finished 4-11 overall and 2-6 in the conference.

“Obviously, I would like a higher number than 10 [players], but that’s just what we’re dealt this year,” IVCC coach Erin Polte said. “Truly, I think our biggest strength is this group so far has been really competitive. They’ve been coming in the gym and working super hard with enthusiasm to do that.”

With the year off, the Eagles have only one player who has played in a college match in Princeton graduate Kaylee Hammerich, but IVCC returns six players who were able to practice and work out with the team last school year.

“I think it will for sure help,” Polte said. “But it is going to be a brand-new experience for them as well. They still

have never played a best-of-five match. They haven’t been in a competitive college setting yet. I think the biggest advantage for those kids is they’ve gotten to know me and what I like our culture to be, but they’ve also gotten to know each other throughout the whole process.”

Returning players are LaSalle­Peru alumni Anna Quesse and Paige Champlin, Putnam County graduate Morgan Hundley and Fieldcrest alum Alyx Carls along with Kaitlyn Walter and Macy McDowell.

The Eagles also have added three freshmen in L-P graduate Aubrey Garretson, Putnam County alum Sophie Harris and Emma Thomas.

Polte said she has a versatile group of players, especially on offense.

Hammerich will play outside hitter and possible all the way around, Quesse can play middle or outside hitter, Hundley could see time at right-side hitter or setter, Carls can play outside hitter or defensive spe-

cialist, Garretson and Harris are middles, and Champlin and Thomas are setters.

“Offensively, I think we’re going to be very solid,” Polte said. “We have quite a lot of hitters who aren’t necessarily one position. We have several players who can hit anywhere on the floor. That presents a lot of different options lineup-wise and a lot of different options for the setters. We’re really versatile.”

Defensively, the Eagles took a hit with the loss of Hall graduate Gertie Savitch at libero, but Walter and McDowell will see time in the back row.

“Losing Gertie at libero is going to be an adjustment, but I also think we have some very talented defensive specialists this year that are going to be able to fill that gap for us as much as they can,” Polte said.

Polte said although the Eagles have hopes for postseason success, they’re focused on goals leading up to that.

Tri-County always has some good volleyball schools with Marquette and Seneca. We hope to be very competitive with them.”

Chris will be a solid score for us and is hoping to go even farther this year.” Wiesbrock is expected to be a reliable scorer for PC, while Walder, Cimei and Keesee all gained some varsity experience as freshmen last fall. “John has a never quit attitude and is always working on some aspect of his game,” Eustice said. “He will be a contender this year and I’m excited to see how he does. All three sophomores have improved a lot since last year. I know they will all contribute some great scores this season.”

Edens also is expected to get some varsity time in his first high school season. With the experience on the team, Eustice is looking for the Panthers to improve their team finish at the regional.

Notice of Proposed Tariff Changes Electric Service Schedule Ill. C. C. No. 1 To the Electric Patrons of Ameren Illinois Company d/b/a Ameren Illinois: Ameren Illinois (or the Company) hereby gives notice to the public that on April 15, 2021, it filed with the Illinois Commerce Commission (ICC or Commission) proposed changes in its rates and charges for electric delivery services throughout its territory in Illinois pursuant to its Rider MAP-P, performance-based formula rate tariff, and updated its calculation of rates and charges per the formula rate tariff. The changes are applicable to Ameren Illinois Rate Zones I, II and III, as more fully described below. The changes in rate schedule are proposed to take effect with the January 2022 billing period - after the Commission issues its final Order. The Commission has up to 240 days to complete this proceeding and issue its final Order.

This filing conforms to Illinois Public Acts 097-0616, 097-0646 and 098-0015 (the "Law"). These Public Acts also require the Company to spend $625 million in electric system modernization investments over a 10-year period. This modernization will benefit customers and create 450 new jobs during the peak program year. In addition, the Law requires the Company to meet various performance metrics intended to increase reliability, reduce outage durations and provide improved service to customers, or be subject to financial penalties.

The proposed updated formula rate revenue requirement results in an overall annual increase of $64.09 million from the electric revenue requirement last ordered by the ICC in Docket No. 20-0381. Proposed rates in this proceeding will reflect rate design changes, including rate uniformity among the same Rate Classes in different Rate Zones, with two exceptions as approved in Docket No. 19-0877. The Pole Charge for DS-5 lighting customers in Rate Zone III and Meter Reassignment Charge for certain DS-3 and DS-4 customers in Rate Zone I will remain independent by Rate Zone.

For the DS-1 Residential Delivery Service classification, the proposed increase in electric delivery service and electric distribution tax (EDT) cost recovery revenue is 6.2 percent.

The rates for delivery service and EDT cost recovery constitute only a portion of the total bill of a customer currently taking bundled electric service from Ameren Illinois or taking supply service from a third-party supplier. The following compares the Company's proposal to the bundled bill (delivery service charges that are in effect today and purchased power charges effective through May 2021) for residential customers: 1) For a residential customer using 5,000 kWh annually (or average of 417 kWh monthly), the effect of the delivery service bill changes being proposed by the Company produces an average monthly increase of $1.86.

2) For a residential customer using 10,000 kWh annually (or average of 833 kWh monthly), the effect of the delivery service bill changes being proposed by the Company produce an average monthly increase of $2.77.

3) For a residential customer using 18,000 kWh per year (or average of 1,500 kWh monthly), the effect of the delivery service bill changes being proposed by the Company produce an average monthly increase of $3.69.

For non-residential customers, the proposed changes in electric delivery service and EDT cost recovery revenue are as follows: • For DS-2, Small General Delivery Service, 10.2 percent increase; • For DS-2, (Optional Charges), Small General Delivery Service, 11.6 percent increase; • For DS-3, General Delivery Service, 12.1 percent increase; • For DS-4, Large General Delivery Service, 11.2 percent increase; • For DS-5, Lighting Service, 11.9 percent increase; and • For DS-6, Temperature Sensitive Delivery Service, 12.1 percent increase.

The Commission has docketed the matter as 21-0365.

A copy of the proposed change in schedule may be inspected at the Ameren Illinois offices at 300 Liberty Street, Peoria, Illinois or online at www.icc.illinois.gov/e-docket/.

Customers should be advised that the Commission may alter or otherwise amend the rates or conditions of service after hearings are held pursuant to 83 Ill. Adm. Code Part 200, and may increase or decrease individual rates in amounts other than those requested by Ameren Illinois.
