Eight (tons) is enough for decaying bridge Weight limit for Bottom Road bridge reduced by half

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — The “continued decay of Bottom Road bridge” has resulted in the previous weight limit of 16 tons for semitrailer trucks to be significantly reduced.

At the Aug. 13 Putnam County Board meeting, Pat Sloan, county highway engineer, reported the bridge’s new limit, for all vehicles, had been reduced to eight tons.

Sloan said construction on its replacement is scheduled to begin next May, and that the county will be doing the accompanying road work around the bridge rather than IDOT. Sloan said he believed IDOT prefers to focus on completing improvements to the state’s interstates rather than the lesser-used roads of smaller, rural areas.

While there will be several changes and improvements made during next year’s bridge replacement project, one thing that won’t change is the location of the entrance to the Spring Valley Boat Club.

Sloan also reported on the county’s construction projects during 2017.

“Putnam County did $1.7 million of construction during 2017 with the main project being the widen-

ing of Power Plant Road,” he said.

Sloan also reported the concrete work at the county’s new salt shed would be starting soon.

approximately $424,000 available for use and has taken in $2.1 million in revenue during 2018.

Office of Emergency Management Robert Cofoid, coordinator for the Office of Emergency Management, reported the county has lent Bradford use of a generator while they try to resolve the frequent power outages occurring in the village.

“That’s what mutual aid is all about, helping each other when we need it,” Cofoid said.

After requesting permission to attend an out-of-town training seminar, Cofoid was told by Putnam County Board Chair man Steve Malavolti that the county’s Finance Committee is now asking that an estimate of expenses be included

with all requests.

This new requirement is a result of the county’s attempts to reduce spending. Malavolti also requested the Office of Emergency Management consolidate the acquisition of office supplies with the courthouse.

The consolidation of printers was also discussed as a way to lower operational costs for the county.

In other board news • The board approved the certified lists of candidates to serve as election judges. The list will soon be published for the public’s review.

• The board approved a resolution in support of Workforce Development Week and the Business Employment Skills Team Inc. (BEST).

“The one success story I share with the county board each year represents the hundreds who we help throughout the year,” said Pam Furlon, of BEST, before the resolution was approved.

• The board approved the abatement of the county’s insurance coverage for mine subsidence, saving roughly $800 for the year.

IN BRIEF Compassionate Friends support group to meet Aug. 30

Nelson family scholarship winners announced

PERU — The Compassionate Friends support group has changed the date of their August meeting from Aug. 23 to Thursday, Aug. 30.

It will be held at 6:30 p.m. in the meeting room of the Illinois Valley Community Hospital office building at 1305 Sixth St. in Peru.

The group assists families toward the positive resolution of grief following the death of a child of any age. It’s a self-help support organization offering friendship, understanding and hope to bereaved parents, grandparents and siblings.

Investors see only half-demolished steel mill, more problems

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — “The problems with this site need to be resolved for the sake of the whole region,” Ivan Baker, president and CEO of the North Central Illinois Economic Development Corp., told the Hennepin Village Board in regard to the nearby former steel mill.

Speaking at the village’s Aug. 15 meeting, Baker described the site as being similar to “owning a great car, but without a clear title.”

Baker visited the board to provide a review of the efforts by the two-year-old agency to market local sites to corporate investors.

He said there are approximately 15,000 other economic development corporations across the nation, and each is competing for one of the roughly 2,000 projects a year.

“New investment projects are always highly competitive,” he said.

Prior to the North Central Illinois Economic Development Corp., Baker said the region received about eight inquiries a year regarding corporate development. Since Ivan Baker the North Central Illi- President, nois Economic DevelEconomic opment Corp. began Development marketing the region Corp. of North nationally, the area Central Illinois now receives about eight to 10 inquiries a month.

The region’s different development sites have met the specific requests of 36 different projects, and the Illinois Valley is a finalist for two of those, according to Baker.

“Hennepin has one of the best sites, not just locally, but in the entire Midwest. But those four lawsuits involving the steel mill are tying everything up,” Baker said.

Investors have looked at and considered the site, but he added they expect a site to be clear and project-ready with all utilities and access available.

“You’d have to practically give it away with the condition it’s in currently, and we don’t want to do that,” Baker said of the unsightly

“Everybody is ready to move on this, and the current situation is troublesome for all of Putnam County and, really, for all of the Illinois Valley,” he said.

Street project Village engineer Bill Shafer reported the drainage problems on Front Street would be resolved through the installation of a large inlet box that would extend the drain.

“We don’t have a cost yet, but we’re working with the contractor to find a pre-cast concrete box for faster installation,” Shafer said.

Shafer also reported the landscaper would be returning to the

village soon to reseed the areas along High Street and parts of Sixth Street.

“They’ll be taking care of those areas the rain damaged after the first seedings, as well as some other small issues,” he said.

Shafer also reported contractors have requested more details regarding the project to replace the stairs near the river.

In other board news • Board member Karyn Christiansen reported a text messaging system for residents will be ready soon. The system will allow the village to issue an unlimited amount of notifications to residents who have signed up.

The service will be provided to the village by the BCR Alerts text messaging system for $250 a year and will include weather updates and warnings, as well as any other information the village needs to quickly share with residents.

• The board reminded residents to not blow their grass clippings into the street.

• Golf carts and similar vehicles are required by ordinance to be registered at the village hall and have a registration sticker on display.

West Nile virus has been confirmed in Putnam County Health official urges public to take precautions against mosquito bites The Bureau, Putnam and Marshall County Health Department has confirmed that mosquitoes collected near Putnam and in Henry have tested positive for West Nile virus.

Mosquitoes collected in Henry have also tested positive for St. Louis encephalitis virus.

“We are urging the public to use precautions against mosquito bites while attending outdoor events,” Diana Rawlings, administrator of the Bureau, Putnam and Marshall County Health Department, said.

“Common symptoms include fever, nausea, headache and muscle aches, however, severe illness including meningitis or even death can occur in rare cases,” Rawlings said.

She said people older than 50 or those with compromised immune

systems are at higher risk of severe illness from the virus.

St. Louis encephalitis virus disease can have an incubation period of five to 15 days. Onset of illness is usually abrupt, with fever, headache, dizziness, nausea, and malaise.

Signs and symptoms intensify over a period of several days to a week.

Some patients spontaneously recover after this period; others develop signs of central nervous system infections, including stiff neck, confusion, disorientation, dizziness, tremors and unsteadiness.

West Nile virus and St. Louis encephalitis virus are transmitted through the bite of the common house mosquito, culex pipiens.

Taking simple precautions can help people to avoid mosquito bites

and help to prevent the spread of these viruses.

• Reduce the chance of a bite and the number of places for mosquitoes to breed by eliminating shallow containers of standing water and refreshing bird baths daily. Ensure

that doors and windows have tight, properly fitting screens. Take extra care during evening and early morning hours when mosquitoes are active, or if possible, stay inside.

Illinois State Police to conduct Nighttime Enforcement patrols

Presentations will take place Aug. 29 at Prouty Building One person dies every 19 minutes from prescription drug abuse in the United States, according to the Centers for Disease Control and Prevention (CDC).

In 2016, opioid overdoses killed 1,946 people in Illinois, an 82 percent increase compared to 2013.

According to the Illinois Department of Public Health, this was more than 1.5 times the number of homicides, two times the number of fatal motor vehicle accidents, and 30 percent more than the number of all gun-related deaths (including homicides, suicides and accidental shootings).

For every unintentional overdose death linked to opioids, nine people are admitted for substance abuse treatment, 35 people go to the emergency room, 161 report drug abuse

or dependence, and 461 report non-medical uses of opioids.

The rate of opioid misuse and overdose deaths are highest among non-Hispanic whites, men ages 20-64, and poor and rural populations.

The CDC says the two main groups at risk for prescription drug overdose are the 9 million people who report long-term medical use of opioids, and the roughly 5 million who have used opioids without a prescription or medical need in the past month.

According to the National Safety Council, drug overdose is the No. 1 cause of preventable death in America.

On Aug. 29, Community Partners Against Substance Abuse (CPASA) will join the National Safety Council and communities around the world to participate in International Overdose Awareness Week, a global event held each year to raise awareness about drug overdose, remember those who have lost their lives to drug overdose and recognize the grief experienced by

families, friends and loved ones.

During Overdose Awareness Week, CPASA will host an event at the Prouty Building in downtown Princeton from 11:30 a.m. to 1 p.m. on Wednesday, Aug. 29.

The 90-minute event will offer three entirely separate presentations at 11:30, noon and 12:30.

Each session will offer information about the disease of addiction, both substances and behaviors, and its effect on the family.

The programs will also include discussion of signs and symptoms of overdose, overdose prevention strategies, and will include a live demonstration of Narcan administration. Narcan is a relatively lowcost opioid antagonist that can save lives of addicts in overdose.

Bring a brown bag lunch and join CPASA for 30 minutes to learn about addiction and how people can help to save lives in the community.

All adults are encouraged to attend the free programs and join in International Overdose Awareness Week.

LASALLE — Illinois State Police (ISP) District 17 will conduct Nighttime Enforcement (NITE) patrols during August.

NITE patrols allow the ISP to focus on preventing, detecting and taking enforcement action in response to impaired driving and occupant restraint violations, especially between the hours of 9 p.m. and 6 a.m.

The number of unrestrained drivers killed in traffic crashes is significantly higher at nighttime, and combined with impaired driving means even more traffic deaths during these critical hours.

Butterfly release marks IV Hospice’s 30th year PERU — Illinois Valley Hospice celebrated 30 years of providing compassionate home-based end-oflife care to North Central Illinois Aug. 4 with a ceremony and butterfly release at the hospice offices in Peru.

A department of Illinois Valley Community Hospital, Illinois Valley Hospice has cared for more than 3,000 patients and their families since its founding in 1988.

The agency serves LaSalle, Bureau, Marshall and Putnam counties as well as parts of Lee and DeKalb counties.

“Hospice is a caring, not a curing process,” said Dr. Mark Fernandez, IV hospice medical director, in remarks to about 100 people, mostly family members of current and

former hospice patients along with current and former hospice staff and volunteers.

Fernandez said hospice care lets terminally ill patients die with dignity, pain free, in their homes with family and friends around them.

The morning event also included introductions of IV Hospice staff by Trina Hamrick, IV Hospice director; a song “On Eagles’ Wings” sung by Dawn Moutray, IVCH social service director; and a butterfly reading by Lisa Casford, IV Hospice’s spiritual care coordinator.

A blessing by Father Gregory Jarzombek from St. Bede Academy preceded the butterfly release that concluded the ceremony on the lawn of the IVCH Sixth Street office building.

HENNEPIN — The Hennepin Betterment Association is seeking people who would like to join the group and help keep improving life in the village.

Meetings are held on the second Monday of each month, with the exception of July and December.

The group’s most recent meeting was Aug. 13, and it included a tour to the grave of Chief Senachwine in Put-

nam. The tour was hosted by member Jay McCracken, and the site is on the farm of George Wheeler.

Wheeler also gave the group a tour of his museum, as well sharing the history of his family farm.

Following the tour, the group enjoyed supper at Hennepin’s Walter Durley Boyle Park and welcomed new members Jim Bartoloni, and Russ and Marlene Myers.

Reforms nixed for jailhouse snitch transparency Measure could have shed light on shady dealings

hose word is less reliable, a jailhouse snitch’s or Gov. Bruce Rauner’s?

That’s a question I have been asking myself these past 2 weeks.

You’ll remember that the governor ran 4 years ago on a platform of free-market capitalism and criminal justice reform. Some cynics, at the time, questioned his sincerity. Was he just trying to woo African-American lawmakers to support some of his economic policies by promising them criminal justice reform in return?

If so, it would be pretty contemptible. African-Americans are unfairly and disproportionately affected by law enforcement.

A Brookings Institution study found that blacks are 3.6 times more likely than whites to be arrested for selling drugs, and 2.5 times more likely to be arrested for possessing them. But the drug usage rates

between the two races are identical, and whites are 32 percent more likely than blacks to sell drugs.

But it gets worse. Although black people account for only 13 percent of the U.S. population, 46 percent of exonerees are African-American, according to Maurice Possley, senior researcher for the National Registry of Exonerations. Think about that.

When the government sends the wrong person to prison, five out of 10 times their skin is black.

And according to John Hanlon, executive director of the Illinois Innocence Project, a top reason for wrongful convictions in Illinois is jailhouse informants who lie.

It works like this, someone is in a county jail awaiting trial and a cellmate or other inmate comes forward and tells the prosecutor handling that person’s case that he heard the accused admit to committing the crime.

And since jails aren’t usually filled

with Good Samaritans willing to testify just because it’s the “right thing” to do, they usually want something in return for their future testimony, such as leniency in their own case. And prosecutors give it.

A basic rule of economics is, if you create an incentive, people will respond to it. The current system gives inmates an enticement to commit perjury.

The Legislature passed a bipartisan measure, Senate Bill 1830, that requires that a hearing be held to determine the reliability of a jailhouse informant before the person’s testimony is admitted in a trial.

Also, prosecutors would have to disclose to defense attorneys any information obtained through informants within 30 days and whether any deals were made to obtain the information.

Sounds like a reasonable solution to a pernicious problem.

But earlier this month, Rauner vetoed the bill.

It was a curious move by the state’s chief executive. After all, it was jointly drafted by the Innocence Project and the Illinois State’s Attorney’s Association. And it received bipartisan support in the

Rauner said in his veto message that such rules already exist in Illinois death penalty cases.

I hate to break it to you, Governor, but Illinois no longer has the death penalty.

So, any laws regarding it are, well, meaningless.

It makes one wonder if his campaign rhetoric about criminal justice reform was sincere or just another cynical political ploy.

Education, training are giving inmates a real chance in life

I

just came back to my home office after attending the first-ever graduation of Illinois prison inmates who earned – outside their razor-wire fence “home” – their skilled welding program certificates at a Black Hawk College career training center in Kewanee.

Less than a year ago, I wrote in this space about a new, unique prison in Illinois called the Kewanee Life Skills Re-entry Center. The idea here is to provide career and behavioral training to medium- and high-risk offenders who are within 1 to 4 years of release.

Black Hawk College has a welding center a few blocks from the Life Skills Center. Why not have inmates take their training “outside,” at the center?

“No way, can’t be done,” the bureaucrats said, of course. State Sen. Chuck Weaver, R-Peoria, and nearby attorney and workforce development specialist Mike Massie said, “Phooey on you,” and the barriers to such were pushed aside.

The objective is, of course, to reduce the Illinois recidivism rate, one of the highest in the nation.

Recidivism refers to those released

UNDERSTANDING ILLINOIS Jim Nowlan from prison who are returned to incarceration within 3 years of release. In Illinois, the rate has been about half, and for African-Americans it has been three in five!

Here’s a real eye-opener: At the non-public graduation ceremony attended by top prison and college officials plus us media, state corrections director John Baldwin noted that smart students at the University of Chicago have been evaluating “big data” stats about released inmates.

The students and their professors found, preliminarily, that only 1.6 percent of all Illinois inmates released between 1999 and 2015 had experienced eight straight quarters of employment in any 2-year period!

This suggests strongly that ex-offenders are either barred from employment by statute or employer concerns, or they lack skills, or maybe motivation, or a combination of all the above.

The simple fact is that they are going to come out some day. So, how do we want them to come out?

Believers in the Kewanee concept feel recidivism can be reduced sharply, maybe down to the 25 per-

cent in nearby Michigan, which has a profile in inmates similar to that in Illinois. And do so even for the highrisk inmates who have been in the hoosegow for 10, 20 and more years.

Here is how the Kewanee center works: Inmates across Illinois prisons who have 1 to 4 years left to serve must write an essay as to why being transferred to Kewanee will benefit them and make them productive citizens once released.

Many are applying. It’s as if here we have a prison that offenders want to break into!

After about 1 year in operation, there are almost 300 inmates at the Kewanee IDOC center, and this number will slowly increase to a maximum of 670, as career programs and staffing expand.

At present, inmates may select among career training programs in restaurant management (inmates operate the food service and a café in the center), manufacturing skills, computer programming, custodial management, and welding. Additional programs will be offered in the future.

In addition to the career programs, these high-risk, high-need inmates also receive intensive counseling.

The Kewanee center looks and acts almost like a small college campus.

Staff and students (inmates) say “Hi” or high five one another as they pass in the corridors. Inmates have their own alarm clocks and dine

when they wish. They control their own schedules, though most of the time they are in class or learning a skill.

There is an art studio and even a menswear store, where inmates about to be released shop among racks of lightly used clothing for two sets of clothes, one for street wear and one for interviews.

After the graduation ceremony, welding graduate Samuel Stewart told me he already had a job with a manufacturing company, upon his release at the end of August. A native of the Quad Cities, Smith is finishing a 10-year sentence with IDOC. “This has been a great opportunity to learn a high-demand trade, become employable and earn a livable wage,” said Stewart.

Welding graduate John Palmer was elected by his fellow inmates to give a valedictory speech at the ceremony. “Thanks to all of you for taking this leap of faith in us,” Palmer said to the 50 in attendance, as his fellow graduates sat nearby in their caps and gowns, probably the first time many had ever worn such.

Now the challenge is to see that the inmates who wanted to break into Kewanee are able to succeed when they come back to society.

ildlife gives us a nice, surprising gift when we really are watching. A gray fox appeared in our orchard Monday.

We have pears and apples fallen from the trees, and sure enough, he trotted away into the corn with a pear. He looked scraggly, but I am assured that foxes look this way in early fall. I hope he comes again.

Life gives us hard times, and we wonder just how long this can go on. Tired and feeling alone, sure enough, here comes a fox into our

CONSIDERATIONS Nedda Simon lives. Reminding us to just wait it out. Of course, if things need to be changed, do it.

We are sometimes sure that if others would change, things would be better. Really?! This calls for an inventory of how we see things and other people.

I know that our circle of friends and acquaintance is getting smaller, but this allows us to focus on our outlook. We are not that busy, that

we can’t reflect on our emotional well-being and learn to forgive more and let go of nonsense feelings.

Resentments, anger, jealousy, and not enjoying the time we have.

Think about it. I don’t want to waste a single day being miserable. It is not a morbid thought at all. Living in the present is smart at any age.

By the way, what is this, “I’m so busy!” all about. Is that calling for an award or prize of some kind? Maybe we shouldn’t be so busy. Maybe our feelings and mind need some cleaning.

Grief can get us on a treadmill so we stay numb. Reflection and quiet time is good for children, why not older folks? Of course, things might bubble up, but that causes me to

look at it and deal with it or kick it out forever.

Of course, some would say that is wasting precious time. For me, quiet time energizes me.

Give a caregiver a hug and have a real conversation with them. Listen to what they have to say, and you don’t need to respond. Just listen and tell them they are doing a good job.

Tell them something funny that happened or a good story you know they would enjoy. Laughter is so healing.

Take care of yourselves, and I know you all will be kind.

Two PCHS FFA members travel to Washington, D.C.

GRANVILLE — Two members of the Putnam County FFA went on a trip to Washington, D.C., known as the Heritage and Co-op Tour, June 24-29. They were able to go on the trip due to an award they won sponsored by the Farm Bureau.

Not only did they spend time in Washington, D.C., but on the way they stopped at Gettysburg, Hershey Farms and Mt. Vernon. While in the Capital, they visited the U.S. Capitol building, the Arlington National Cemetery, the Holocaust museum, Library of Congress, Newsusem, Smithsonian museums, The National Archives (which holds the Consti-

tution and the Bill of Rights).

Kennedi Bazydlo shared her thoughts on the tour: “On our tour I learned lots of new things that I never knew before and I also made a lot of new friends. I’m hoping that next year we get the opportunity to go again because I want people to experience all the new sights and have fun learning new things. My trip to Washington, D.C., was one that I’ll never forget.”

Cassie Johnson said, “I thought it was a great, one-of-a-kind experience that also gave me a bonding experience with many other FFA members from all around Illinois.”

IVCIL will present free IEP workshop LASALLE — The Illinois Valley Center for Independent Living Youth Services Program will present a free workshop, “Effective Participation in the Development of Individualized Education Programs” (IEPs) from 6 to 8 p.m.

Thursday, Aug. 30.

Marla Michalak, the Youth Services coordinator, will be presenting. This is for anyone wanting to know more about special education and how to prepare for an IEP meeting, how to interpret the IEP document, understanding the purpose of the IEP, the IEP notice, scheduling and team members, along with IEP

maintenance, organization, format and documentation.

Refreshments will be available.

IVCC theatre department announces audition dates for fall production OGLESBY — Auditions for the Illinois Valley Community College theatre department’s fall production of “Something Wicked This Way Comes” will be Wednesday, Aug. 29, and Thursday, Aug. 30, in the Dr. Mary Margaret Weeg Cultural Centre, with check-in at 6:30 p.m. both days.

ORDINANCE 18/19-2 ANNUAL BUDGET AND APPROPRIATION ORDINANCE FOR THE FISCAL YEAR BEGINNING THE FIRST DAY OF JULY, 2018 AND ENDING THE 30TH DAY OF JUNE 2019 WHEREAS, The Board of Library Trustees of the Putnam County Public Library District, of the County of Putnam, State of Illinois, has prepared or caused to be prepared a tentative form of the Annual Budget and Appropriation for said Public Library District for the fiscal year beginning July l, 2018 and ending June 30, 2019 and the same has been conveniently available for public inspection for at least thirty (30) days prior to final action thereon; and WHEREAS, a public hearing was held as to such Annual Budget and Appropriation Ordinance on August 13, 2018, notice of which was given at least thirty (30) days prior thereto by publishing notice thereof in the Putnam County Record, a newspaper of general circulation in the Putnam County Public Library District; and WHEREAS, all other legal requirements have been duly complied with by the Board of Trustees of Putnam County Public Library District; NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF LIBRARY TRUSTEES OF THE PUTNAM COUNTY PUBLIC LIBRARY DISTRICT, IN THE COUNTY OF PUTNAM AND STATE OF ILLINOIS, AS FOLLOWS: Section l: That the following sums, or so much thereof as by law may be authorized, be and the same are hereby budgeted, set aside and appropriated for the specified Library Purposes for the fiscal year beginning July l, 2018 and ending June 30, 2019; and the objects and purposes for which said appropriations are made, and the amounts thereby appropriated are as follows; to-wit: FOR CORPORATE PURPOSES [75 ILCS 16/35-5]: 1.For salaries $196,000 2.For library materials (inc. books, periodicals) $49,900 3. NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS August 22, 2018 Village of Standard North 1st Street, Box 238 Standard, IL 61363 815-339-6784 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Village of Standard.

REQUEST FOR RELEASE OF FUNDS On or about September 7, 2018 the Village of Standard will submit a request to the Department of Commerce and Economic Development (DCEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974 (Public Law 93-383), as amended , to undertake a project known as Storm Water Pumping Station for the purpose of operating a new automated duplex storm water pumping station to replace a manually operated station located in the intersection of 5th and Taft Streets. The total project cost estimate is $81,500, of which all will be covered by HUD funds.

FINDING OF NO SIGNIFICANT IMPACT The Village of Standard has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Standard Village Hall at North 1st Street, Standard, IL and North Central Illinois Council of Governments (NCICG) at 613 W. Marquette Street, Ottawa, IL and may be examined or copied weekdays 9 A.M to 3 P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the office of NCICG. All comments received by September 7, 2018 will be considered by the Village of Standard prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION The Village of Standard certifies to DCEO that Frank Vulcani Jr. in his capacity as Village President consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.DCEO approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Village of Standard to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS DCEO will accept objections to its release of funds and the Village's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Village of Standard; (b) the Village has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by DCEO; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to DCEO at 500 East Monroe, Ridgley-2nd Floor, Springfield, IL 62701. Potential objectors should contact DCEO to verify the actual last day of the objection period.
