Putnam County Board eyeing vote by mail, census numbers

HENNEPIN — Putnam County Board is on a mission to get its residents counted, both for the upcoming election and the current census.

Board members discussed this week issues related to election costs and mail-in voting, as well as the lack of local response to the census.

County Clerk Dan Kuhn said information about how to vote by mail is available on the clerk’s website. Information was also mailed to residents. As of this week, he said his office has received almost 100 applications for mail-in voting.

Early voting will start at the clerk’s office Sept. 24.

Kuhn also gave the board a run down on the extra costs that will be associated with the upcoming election, but says grant monies should cover the expenses he’ll take on by hiring extra help. Kuhn estimates the county will outlay about $17,000 for election-related expenses, which will then be reimbursed by grants.

“Vote by mail is going to be a huge undertaking,” Kuhn said, “But I think right now we’ve got a good handle on it.”

The board likely will amend the budget for election expenses capping the amount at the maximum

grant Kuhn expects to receive.

“I’d rather cap it and and work backwards from there,” board member Brad Popurella said.

The board also is worried about a different kind of number— the census numbers.

Perry Maier of the Illinois Public Health Association was on hand to brief the board on the numbers related to the ongoing census, which he said is on par with national numbers, but still not ideal.

Right now, Maier said 63.1% of people nationally have completed the census, in Illinois that number is 68%. Putnam County is lagging behind with just under 61% of residents completing the census.

“It’s lower than normal, likely due to COVID-19,” he said. “But the date was extended for people to get it completed.”

That extension however, isn’t without issues.

Maier said the date initially was extended to Oct. 31. then changed to Sept. 30 at which time seven states, including Illinois, filed a lawsuit against the census bureau to demand more workers to help people complete the census.

Putting it into financial perspective, Maier said each person counted in the census is ‘worth’ $1,400 which multiplied by the 5,700 people

in Putnam County equals about $3.2 million in revenue or $32 million that could be ‘left on the table’ over a 10-year period.

There will be census takers going door-to-door and residents are encouraged to answer the door.

Workers will be identified with badges and bags.

There also will be a drive-up census spot set up at a future date, or he said, people can complete it in just minutes online at www.my2020census.gov.

“We want 100% participation,” Putnam County Treasurer Kevin Kunkel said. “Because that’s where our money comes from —sales tax, property replacement tax.”

The county’s emergency management agency also gets grant monies based on population so the census ensures maximum dollars go to local emergencies.

SCHOLARSHIPS AWARDED Erna A. Moews Scholarship GRANVILLE — The Granville National Bank, trustee for the Erna A. Moews Educational Trust, has been notified of the winner for the trust’s 2020-21 scholarship.

This year’s scholarship winner is Kathryn Bouxsein, daughter of Kevin and Kari Moore of Granville. The recipient is chosen on the consideration of scholarship and community service activities.

One must be a resident of Granville Township and meet other criteria set up under the Erna Moews will. The recipient will receive $470 for the 2020-21 academic year. The applicant is chosen by a committee which consists of the local school district superintendent and one other school administrator.

The committee shall make awards to

those students who are enrolled in the College of Architecture or the College of Fine Arts, or any college in which the applicant will be working towards a degree with a major in any science, mathematics or computer degree.

I.F. Stonier scholarships GRANVILLE — The Granville National Bank, trustee for the I.F. Doug Stonier Ella Stonier Educational Trust, has been notified of the winners for the trust’s 2020-21 scholarship.

They are: Kathryn Bouxsein, daughter of Kevin and Kari Moore of Granville; Megan Brooker, daughter of Jim and Sue Brooker of Granville; Caleb Dzierzynski, son of Anton Dzierzynski and Theresa Taliani of Hennepin; William Faletti, son of William and Wendy Faletti of Granville; Jordyn Friel, daugh-

ter of Michael and Joanne Friel of Hennepin; Olivia Holmes, daughter of Michael and Stephanie Holmes of Hennepin; Owen Mallery, son of David and Denise Mallery of Hennepin; and Brea Schorn, daughter of Dale and Carey Schorn of Granville.

The recipients are chosen on financial need and academic ability. They must be residents of Putnam County and meet other criteria set up under Stonier’s will. Each recipient will receive $2,080 for the 2020-21 academic year.

This scholarship fund was set up in the will of I. F. Stonier, a Putnam County businessman for many years.

The selection committee consists of the Granville National Bank trust officer, one Putnam County School District administrator and one community member.

GRANVILLE — Putnam County High School Assistant Principal/ Athletic Director Christopher Newsome recently completed a national certification for athletic administration.

To earn this distinction, Newsome demonstrated the highest level of knowledge and expertise in the field of interscholastic athletic administration. The voluntary certification process included a thorough evaluation of the candidate’s educational background, experience and professional contributions, as well as a

rigorous, comprehensive written examination.

Newsome is one of an elite group of interscholastic athletic administrators nationwide to attain this level of professionalism.

Putnam County Schools Superintendent Carl Carlson congratulated Newsome on this distinguished accomplishment.

“We at Putnam County are very fortunate to have an athletic director like Mr. Newsome that demonstrates the importance of continued learning while improving the extra-

curricular programs and facilites for our students,” he said.

The National Interscholastic Athletic Administrators Association (NIAAA) is a national professional organization consisting of all 50 state athletic administrator associations and more than 12,000 individual members. It is dedicated to promoting the professional growth of high school athletic administrators and preserving the educational nature of interscholastic athletics and the place of these programs in the secondary school curriculum.

Traffic soars as parks break records Matthiessen sets all-time mark; Starved Rock hovers at 400,000 visits

By TOM COLLINS tcollins@shawmedia.com Plenty of Americans sit in traffic during their morning commute, but Tiffany Koehler abruptly joined their ranks this summer — and she works in Utica.

Koehler owns T’s Midwest Boutique on Mill Street, the village’s primary business corridor, and the density of traffic on Route 178 has risen sharply this summer.

“Even just trying to get downtown is kind of crazy,” she said.

The explanation is simple. Starved Rock and Matthiessen state parks again broke attendance records.

Utica, no stranger to brisk tourism, is awash with unprecedented crowds.

“It’s definitely increased,” agreed Cindy Trench, who manages Clark’s Run Creek Gift and Wine Shop. “It’s always been busy, but since they roped off [Mill] Street, it’s crazy busy.”

Mark Wenzel is co-owner of August Hill Winery. Between concerns about the pandemic and brisk business at his Utica tasting room, Wenzel decided to open his hillside vineyard in rural Peru to visitors (albeit with social distancing) for the first time since he opened in 2002.

“We had no intentions of doing this at the winery,” Wenzel said, “but we’re doing it because of the pandemic and to take the pressure off the tasting room.”

However, none of those interviewed were braced for the preliminary July totals from the two parks.

Through July 30, Starved Rock welcomed 391,155 visitors and had an outside chance of finishing the month with 400,000 or more visitors for only the second time in its history.

Matthiessen also reported an eye-popping total. The park had 111,205 visitors through July 30, which not only is a record but the first time the park has crested 100,000 visitors in a one-month span.

The return of the 60-acre sunflower field after a one-year hiatus has been a steady attraction at Matthiessen.

It’s good news/bad news for Utica and for the parks. On the plus side, Utica business owners who depend on tourism to make ends meet were glad for the upturn in business after park visits ground to a halt at the peak of the COVID-19 pandemic (April visits were zero).

The downside is the influx of visitors from across Illinois has coincided with an uptick in COVID-19 cases that, as of Thursday, had Gov. JB Pritzker threatening to reinstate tighter infection controls.

Koehler acknowledged that although she’s glad for the increase in foot traffic, she’s had to be doubly vigilant with her customers. She has stood firm on the use of masks and hand sanitizer and has periodically asked shoppers to wait outside to limit the head count inside her boutique.

“Even just trying to get downtown is kind of crazy,” Utica business owner Tiffany Koehler said about traffic in Utica, where visitors have been known to make their own parking on routes 71 and 178 when the parks are full.

Pam Grivetti wishes there was a way to manage the foot traffic inside the park — “The litter problem is atrocious” — but the sheer size of the tourist influx may simply be unmanageable.

Grivetti is president of Starved Rock Foundation, and she said the volume and frequency of closures is unprecedented. She long remembered weekend closures because of reaching capacity at Starved Rock, but only in 2020 have closures happened Monday through Friday. Similarly, she drove to Matthiessen the last Sunday in July to see the wildflowers and found the park filled to capacity.

It was 9:25 a.m.

“And that’s Matthiessen, not Starved Rock,” Grivetti said. “It wasn’t even until recently that Matthiessen was even closed. But with the floods we have had in recent years, Starved Rock was closed,

and people discovered Matthiessen.

Now, everybody locally knows if you want to go to the park you need to be there by 7 a.m. and be out of there by 10 a.m.

“And they are anticipating this is going to continue through the fall, because the schools are going to be closed and people aren’t returning to work.”

If it does continue, Starved Rock and Matthiessen both could topple annual records, which looked like an impossibility after the spring closures wiped out April and suppressed attendance by more than a quarter.

As of July 30, Starved Rock was on pace to miss 2 million visitors, but just barely; the projected total is 1.9 million, and that presumes only average attendance the remainder of the year. Matthiessen was on pace for a nearrecord of 430,767.

As part of their mission, the organization will use the funds to continue their emergency response and rescue efforts in the Granville community.

IVCC approves tentative 2021 budget

OGLESBY — Illinois Valley Community College’s board gave tentative approval to the 2021 budget Aug. 13 — a plan that is not expected to result in a tax increase, Vice President for Business Services and Finance Cheryl Roelfsema said.

Overall, revenues are projected at $32.1 million, less than 1% over 2020.

Expenditures of $32.5 million are up less than 1% over the previous year.

The general fund is $22.5 million, an increase of 1.4%. The fund, comprised of the education and operations and maintenance funds, includes a $600,000 contingency to protect the college against a potential enrollment drop during the pandemic and the possibility state support could decrease if the proposed income tax increase fails in the Nov. 3 election.

Final budget passage is expected Sept. 10 following a public hearing.

In other business, the board approved:

• Purchase of $50,000 in fuel cards

• Of a Memorandum of Understanding (MOU) with the American Federation of Teachers (AFT) Local 1810 entitled “Full-time Counselor Alternative Service Delivery.”

• Corcoran lauded LaSalle County Health Department Administrator Julie Kerestes for providing “tremendous feedback on IVCC’s COVID–19 Operations and Safety Plan.”

• Corcoran commended employees for overcoming a myriad of impediments this spring and summer. “A lot of good people have worked hard on marketing, outreach and student support under difficult circumstances. Other than a pandemic, state directive to close the campus in the middle of a semester and move everything online, a cyberattack, derecho and two-day power outage, 2020 has been a routine year.”

After graduation, Ben enlisted in the United States Army, where he eventually served as a sergeant, stationed at Fort Carson in Colorado Springs, CO. He was assigned to the Forward Support Company I, 1st Battalion, 38th Infantry Regiment, 1st SBCT. Ben worked as a Stryker Systems Maintenance Sergeant.

Ben loved being part of the Army and planned to continue his Army career for many years.

Lyle Eiten hired as a new Channel Seedsman St. Bede graduate assisting area farmers

The 2012 St. Bede Academy has recently been hired as a new Channel Seedsman, serving the needs of Bureau County farmers.

Eiten studied agron- Lyle Eiten omy at the University of Nebraska and put that education into practice for the last six years assisting farmers in Bureau, LaSalle and Putnam counties in selecting seed for their fields, assessing crops and reviewing yields.

The Peru native is living in Ladd with his wife, Casey, and dog, Stetson.

Eiten said he often is asked why he moved back to his home area considering the current economic state of Illinois. He credits a message from a speaker he had in the entrepreneurship program he was involved at the University of Nebraska.

“I was lucky to get to listen to a lot of different speakers but many carried the same message, which was go wherever you find a career you enjoy and can make a lot of money at, and do big things and then you can donate generously,

etc.,” he said.

He also learned that if you don’t go back to your hometown and be successful, no one else will.

“In high school there was no shortage of classmates who couldn’t wait to leave for bigger and better things, as some have,” Eiten said. “But my point and the speaker’s point is that small towns are suffering and no one is coming to save them besides the people that grew up in them, for the most part.

“More profitable growers are more generous and spend more money in the small towns where they live. I have been very lucky to have worked with great people so far in my career and look forward to meeting more in the future.”

Eiten said his job with Channel will consist of many different aspects of farming, the most important of which is placing the right product (seed) on the right acre to maximize the growers return on investment.”

“I am also involved in every step beyond that, not only getting it ordered, but treating soybean seed, delivery, helping in anyway I can during planting, scouting at different growth stages from before emergence to harvest, weighing plots, helping to calibrate combines and grain carts with a weigh wagon during harvest, and then evaluating how the crop performed through analyzing yield data, satellite and drone imagery, etc. and seeing how we can improve upon that in the upcoming season,” he said.

Inside the trailer were several storage cases and other containment items that did not belong with the encolosed freight, agents said. Agents searched those items and discovered the money.

After an investigation of the driver, passenger and freight from California, along with the assistance of the Bureau County State’s Attorney’s Office, officers determined to release the driver and passenger with a notice of forfeiture for the money.

The investigation continues, including the possibility of pending charges against the driver and/or passenger, according to Tri-DENT agents.

IVCC students received more than $650,000 in CARES Act assistance OGLESBY — More than 1,000 Illinois Valley Community College students received more than $650,000 in federal CARES Act funding this month.

Vice President for Student Services Mark Grzybowski said 1,087 students received a total of $654,600 with awards ranging from $200 to $1,000. The average student received about $600.

Specifically, 305 students received

$1000, 126 students received $800, 294 students received $600 and 362 students received $200. The grants, based on credit hours enrolled, went to students who were at IVCC when the pandemic began last spring.

The Coronavirus Aid, Relief, and Economic Security (CARES) Act, a $2 trillion economic relief package, was passed by Congress in late March.

Where pride gave way to prejudice A history of Illinois high schools that have removed Native American mascots

Editor’s note: This is the second of a three-part series by Shaw Media Illinois investigating the use of Native American mascots and imagery in Illinois schools.

Over the past three decades, at least seven high schools in Illinois have dropped Native American mascots or imagery. In each case, it was a decision made by the school’s board or administration that met with controversy.

Tradition is valuable, but can be excruciating to part ways with.

1992 On June 15, the Naperville Community Unit School District 203 Board voted, 5-2, at its meeting to cease use of the nickname Redskins at Naperville Central High School after 54 years in response to complaints that its use was a racial slur against Native Americans.

James Yellowbank, coordinator of the Indian Treaty Rights Committee in Chicago, said he believed it to be the first time in Illinois that a school scrapped an offensive Native American name. Yellowbank, who said the decision was “historical,” was among the 150 in attendance at the meeting, and at the time had been unsuccessful in persuading the University of Illinois to eliminate Chief Illiniwek, who had danced at halftime of football and basketball games.

Of the five board members who voted for the change, one said he would “rather give up a little of our tradition and some heritage” than to “diminish someone’s respect and dignity of their lifestyle,” while another responded with “only the people affected know how demeaning and degrading the impact is.”

On the other side was a student who said 93% of the students polled that year favored continued use of Redskins.

“We should listen to the majority and not let the minority make our decision,” she said. To her, the name meant “pride, honesty, courage and integrity.”

In October, about 2,400 students and facility voted from nine choices on a new mascot, and Naperville Central become home of the Redhawks.

Before the change, Marist had been operating essentially without a nickname and mascot for that time, although Redskins still was listed as part of the school’s entry in the Illinois High School Association directory and used by media. In fact, during the 199697 athletic season, the freshman football team was the only squad that still had uniforms containing the old nickname.

2000 In October, the board of Niles Township High School District 219 voted, 6-1, to drop the Indians team name at Niles West High School.

“This is not a popular decision, but every once in a while you do what you think is right,” said one board member.

At least 200 people attended the meeting, with most of them – including students, parents and alumni – speaking in favor of keeping the name. When students at Niles West voted the previous week on the issue, 67% voted to keep the name.

“We are not a trophy to be hung on a wall. This doesn’t honor us,” said Mat-

thew Beaudet, president of the Illinois Native American Bar Association.

He and others said the name invokes images of a feathered, tomahawk-waving warrior, which they said misrepresents the history and culture of Native Americans.

In August, both Bloomington and Chatham Glenwood high schools made changes to their mascots, the latter also choosing a different nickname.

Bloomington dropped its logo, a Native American chief head, because it was deemed offensive, but students at that time voted not to replace the Purple Raiders nickname.

“It was a courageous decision by the school board, because it was not a popular idea with the community,” BHS Principal Barry Reilly said at the time.

The picture of the Native American on the gym floor was removed that summer as was a large medallion outside of the south gym.

“The Native American mascot was seen as degrading in some cultures, and the school board did not want to be associated with that,” Reilly said. “I do not see [having a mascot] as a necessity ... the school will function just fine without it. People do not come to sporting events to watch the mascots, they come to watch the players.”

Glenwood, just south of Springfield, changed from Redskins to Titans after what was described to be a decade-long outcry that forced the school board to change the name. The Ball-Chatham board voted 5-2 to get rid of Indian mascots and nicknames in district schools,

including Glenwood Junior High also moving to Titans from Braves.

District 210 board voted to remove the nickname Injuns as well as its mascot because of the fact it was offensive to Native Americans.

However, soon after a group of alumni and community members organized a petition to restore both.

“It’s so hard for me to understand,” said a Lemont graduate. “We hold the Native Americans in the highest honor and always respect them. It was never, ever taught to me as a child as something to make fun of or ridicule.”

Lemont officials had quietly done away with much of the school’s insignias over the previous seven years, including purchasing new uniforms that did not display the Injuns name or logo.

“A mascot that uses a pejorative term for a racial group is not sensitive or respectful,” the school board president said at the time.

Lemont called its teams the Indians until the mid-1960s when a surplus of schools using the same mascot prompted the change to Injuns. In 2005, a community vote narrowly favored the name Titans over the Engines, a near homophone of the outgoing mascot.

In February, the board of Huntley School District 158 voted unanimously to drop the Redskins nickname and mascot used by the high school and middle school teams rather than spend money to defend them in court.

According to the school board president at the time, the school was approached early in 2001 by representatives of the Native American Bar Association, who said Redskins was a racial slur and threatened to sue the district if the name was not changed.

Shortly after the threat was made, the board voted to both keep the Redskins name and also take away restrictions on its use on uniforms.

Attempts were made thereafter to reach a compromise, but, in November of 2001, NABA filed a civil rights suit.

It was dropped a week before the board decision after it was said an agreement was made to change the name.

Huntley students voted for the new nickname to be Red Raiders with a Red Stallion logo.

In April, Maine West High School ended its long tradition of having a student dressed in a Native American-themed costume perform at football games and pep rallies. The decision came after Native Americans raised objections to the mascot after viewing the images on social media.

At the time, Principal Audrey Haugan said in an email to parents that the school wanted to honor its tradition “while eliminating practices that were increasingly viewed as insensitive or demeaning.”

Also, a spokesperson for Maine Township High School District 207 said, “It has never been our intention to be disrespectful of Native Americans or Native American culture. I would say the leadership team decided it was better to discontinue the practice than risk giving offense and redirect attention from all the positive things happening at Maine West.”

Maine West still uses the Warriors nickname, but has moved from a depiction of a Native American with a feather in their hair to just an “M” and “W” in blue and gold as its logo.

In June 2019, Brett Clark, head of communications for the district, said, “As we learn new information that this is offensive to the people we were trying to respect, we changed our position.

“We’re moving forward, and we believe that’s a respectful path.”

IVCC earns more than $80,000 for CTE programs

OGLESBY — Illinois Valley Community College was recently awarded more than $80,000 in grant funding to support adult learners in its Career and Technical Education (CTE) programs.

Specifically, the $81,665 grant will reinforce IVCC’s Adult Learner Initiative and enhance its ability to recruit, serve and retain adult students in technical fields.

IVCC CTE programs include cybersecurity, business technology, welding, dental assisting, CAD, computer networking, manufacturing, HVAC, industrial maintenance, automotive

technology, electricity, electronics, EMS, nursing, therapeutic massage and others.

Statewide, community colleges offer over 4,300 CTE programs. As workers struggle with COVID-19-related job losses, community colleges prepare students for high-skill, in-demand jobs across a number of career fields.

“This funding supports students in high-need industries, including information technology and education,” said Brian Durham, executive director of the Illinois Community College Board.

“The grants allow colleges to make a signifi-

cant investment in advising, coaching and mentoring CTE faculty and students, at a time when the need for a connection between teachers and students is paramount.”

Statewide, 21 community colleges received nearly $1.7 million in CTE Improvement Grant funds. Recipients can use the funds to enhance student transitions, provide student-centered support services or strengthen the CTE educator pipeline.

Grants are funded through the federal Strengthening Career and Technical Education for the 21st Century Act.

was never officially adopted. However, the Lemont sports teams never took to competition as the Titans, as elections brought in new school board members who fulfilled their promise to restore the Indians mascot.

The face and headdress still are gone as the school uses an “LHS” logo with a single feather and a flame in reference to the Potawatomi tribe that once inhabited the region, but the Indians nickname has stayed. The word “Potawatomi” means “keeper of the fire.”

PUBLIC NOTICE

MCNABB FIRE PROTECTION DISTRICT ORDINANCE NO. 2020-002 AN ORDINANCE CONCERNING FEES CHARGED TO NON-RESIDENTS WHEREAS, numerous state statutes permit fire protection districts to bill for services provided, to wit: a. 70 ILCS 705/11f Charge against Non-Residents, b. 430 ILCS 55/5 Hazardous Material Emergency Response Reimbursement Act, c. 415 ILCS 5/22.2 Environmental Protection Act, d. 625 ILCS 5/11-501.01(1) Required to make restitution ...for costs of emergency response (DUI), and; WHEREAS, the MCNABB FIRE PROTECTION DISTRICT (the "District") may be called to render service to non-residents and others who by operation of law can be required to pay for services in specific circumstances.

THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE MCNABB FIRE PROTECTION DISTRICT OF PUTNAM COUNTY, ILLINOIS: SECTION 1: PERSONS AND AMOUNT. It shall be the policy of the District to charge for its services when such services are provided: a. outside the geographical taxing area of the District; b. to persons, companies or businesses not a resident of the District; c. as the result of a spill and Spiller Pays Law can be invoked; or d. are related to DUI charges.

The fees for these services shall be in accordance with the Illinois Compiled Statutes whenever such Statutes clearly establish fees or limits. Fees for services not set by law, shall be in accordance with the schedule of fees set by the District from time to time. These services shall be billed to the persons receiving services from the District.

SECTION 2: EXCEPTION. Services rendered pursuant to a mutual aid call in accordance with a bona fide mutual aid agreement shall not be billed, unless otherwise permitted by state or federal law.

SECTION 3: PROCEDURE. The Fire Chief or Officer in Charge shall determine the name and address of the person receiving service at the time services are rendered. Within five (5) days, the Fire Chief will determine if such person is a candidate for billing under this Ordinance. Any questionable candidates shall be referred to the Board of Trustees for determination. The Fire Chief shall bill the recipient and all bills remaining unpaid more than sixty (60) days shall be referred to the Board of Trustees for handling. a. REIMBURSEMENT FOR HAZARDOUS MATERIAL EMERGENCY RESPONSE: In the event the District is not reimbursed by a responsible party for services rendered in connection with a hazardous materials emergency response, the District, in accordance with Section 5 of the Hazardous Materials and Emergency Response Reimbursement Act, 430 ILCS 5/5, shall make application to the emergency response reimbursement fund of the State of Illinois.

SECTION 4: VALIDITY. The invalidity of any part of this Ordinance shall not affect the validity of any portion which can be given effect without such invalid part.

SECTION 5: EFFECTIVE DATE. This Ordinance shall take effect and be in full force from and after its passage and approval.
