kshute@shawmedia.com HENNEPIN — The Putnam County Board on Aug. 9 was slated to hear a presentation about the economic impact of wind farms, but several landowners, and their attorney, want to squash that idea before it takes flight.

Richard Porter of Hinshaw and Culbertson, with a Rockford office, implored the board, on behalf of a room full of landowners, to put a moratorium on discussions involving wind power coming into the county, saying the county’s ordinance is out of date and needs reviewed.

Scout Clean Energy, a Boulder, Colo., based energy company is proposing a 300 megawatt wind energy facility located on agricultural crop land in Putnam and LaSalle counties.

The group has not yet made an application in Putnam County, nor has the board spoken with them, Board Chairman Charlie Lenkaitis said, but opponents want to take measures to shut down talks before they begin.

Should they make an application, Porter said, the board would have to begin a series of public hearings, but issuing a moratorium would instantly block any applications while the board addresses a possible new set of ordinances to address the possibility of allowing wind turbines in the county.

“To our knowledge, no application has been made yet,” Porter said. “Scout

is here to present about wind energy and it’s wholly inappropriate for them to speak if we don’t know what they’re going to say. The wind energy ordinance is out of date and we want the board to halt discussions until the ordinance is up to date.”

Porter pointed to the current set back ordinance, which addresses the distance from which a tower can be installed, saying the current ordinance would have a negative effect on platted property.

A vocal opponent of the not yet proposed project, William Sherman III, told the board wind energy is not the way to go for the county.

“I came to protest wind turbines,” Sherman said. “It really upsets me losing the coal plant-wind is not the way to go, it’s like peeing in the ocean.

“It’s going to cost me $10,000 to $100,000 a year to spray fungicide from the air (if a windfarm comes in). So many people don’t want to see any of this. I don’t want to see the landscape of the entire county ruined,” he said.

“I’m going to hire Mr. Porter to go after anybody and everybody I can to reimburse me for fungicide costs.”

“We want the county to stay the same and not look at ungodly eyesores,” Sherman concluded. “Turbines decrease property value.”

Several other residents in attendance spoke up to put on record they were against wind turbines, saying they would ruin the natural landscape

of the small county.

Board Vice Chairman Steve Malavolti told the assembled audience ultimately the board does approve or disapprove proposals, however, the legwork is done by the zoning board, with input from public hearings. The board, he said takes into consideration the recommendations of the zoning board, who, he emphasized work for the county’s constituents.

“We’re just trying to get some facts here,” said board member Tony Rue. “No one on this board has ever talked to anyone from Scout before. We’re here so we can get some facts so we can talk to you when you have questions.

We brought them here so we know the right information to give you.”

Supervisor of Assessments Tammy Mehalic in her presentation on the economic impact, said the windfarm, if it existed in the county right now, would bring in just less than $1.5 million in tax revenue.

Mehalic said the tax rate would go from 0.97422 to 0.87819, giving the example that a homeowner paying $651.13 would see their bill decrease to $586.95.

The school’s tax rate was 4.33455 but would go down to 3.6518. A homeowner paying $2,897.04 would pay $2,440.72.

“Without growth, the tax rate will continue to go up,” Mehalic said.

“Wind power isn’t necessarily the answer, but revenue needs to come in.”

Assistant Fire Chief Dan Zilm died Aug. 9 following a short illness with his family by his side, said Granville-Hennepin Fire Protection Chief Neil P. Buffington.

“Dan dedicated his life to public safety and his commitment to safety and educating the future of the fire service over the years is immeasurable,” Buffington said in a statement. “He was an asset to our community, and always willing to go the extra mile no matter the task. His guidance, humor, and quick wit will be missed in fire houses across Illinois. Prayers to Dan’s family, friends and the community of emergency services during this difficult time. Rest In Peace 2706, we’ll take it from here.”

Zilm joined the Mazon Fire Department as a volunteer firefighter in 1978 and the M-V-K Ambulance service as a volunteer EMT in 1983. He was involved with the Chief Shabbona organization and its annual PowWow Fire School.

He also was a leading force initiating the Chief Shabbona Basic Operations Firefighter Academy in 1999, according to his obituary, and was the graduation keynote speaker in 2012.

Zilm joined the Granville-Hennepin

Fire Department in 2005 when he moved to the community and he had been promoted to assistant chief.

The fire station in Hennepin was dressed up with banners in memory of Zilm.

by ZIP code residents 12 and older in Illinois who have received one dose, along with those who are fully vaccinated. Those who received the single-dose Johnson & Johnson vaccine are accounted for in both sets, officials said.

Data is as of Aug. 10.

ZIP code areas with more than 50% of residents fully-vaccinated include: Putnam (58.8), McNabb (54) and Spring Valley (50.7).

ZIP code areas between 40-49.9% of residents fully-vaccinated include: Ladd (49.5), Bureau Junction (49.3), Sublette (48.6), Princeton (48.5), Sheffield (45.8), Granville (44.4), Dalzell (43.8), Hennepin (42.8), Walnut (41.9), Arlington (41.5) and LaMoille (40.5) ZIP code areas with less than 40% of

residents fully-vaccinated include: DePue (39.8), Seatonville (39.6), Tiskilwa (37.9), Cherry (37.8), Magnolia (35.9), Wyanet (33.5) and Wenona (31.7).

There have been 51.4% of Illinois residents fully-vaccinated, meaning only Putnam and McNabb ZIP codes areas in Bureau, Putnam and portions of Marshall counties exceed the state’s pace.

The IDPH data, however, lacks clarity in some instances. ZIP code data in some cases shows higher vaccinations administered than there are residents living in certain ZIP codes, according to 2019 Census data.

Medical providers who administer the vaccine “directly input the data into the immunization registry, including the ZIP code,” Arnold said in an email.

Bureau and Marshall counties were listed as having a high level of COVID19 transmission, by the Centers for Disease Control and Prevention. Put-

nam County is considered to have a substantial level of transmission.

CDC’s Level of Community Transmission Alert Level looks at one value – the county case rate. Case rates are calculated based on the number of new cases per 100,000 population during a rolling seven-day period.

CDC data is updated daily. Areas of substantial transmission are considered by CDC to be those with 50 to 99 cases per 100,000 people during a seven-day period. Areas of high transmission are considered to be those with more than 100 cases per 100,000 people during a seven-day period. The community level of transmission can be found at https:// covid.cdc.gov/covid-datatracker/#county-view.

From July 31 to Aug. 13, the Bureau, Putnam & Marshall County Health Department reported 65 new cases in Bureau County, 48 new cases in Marshall County and six new cases in Putnam County.

First Marshall-Putnam Nutrient Stewardship Field Day showcases cover crop options for area farmers

MAGNOLIA — Marshall-Putnam Farm Bureau hosted its first Nutrient Stewardship Field Day on July 6 to highlight a multi-year cover crop project the group is managing not far from the Illinois River. Along with the Illinois Farm Bureau (IFB) and local partners, the long-term goal is to help area farmers successfully implement the management strategy to efficiently manage nutrients and build soil health.

“This is the beginning of a long-term project and only the start of the story,” said Lauren Lurkins, IFB director of environmental policy. “When it comes to ag best management practices, cover crops are the shining stars for reducing nutrient loads and meeting the 2025 nitrogen and phosphorus targets for the Nutrient Loss Reduction Strategy (NLRS). Farmers are making change for the better in Illinois.”

Shay Foulk, local farmer and ag business consultant with Monier Seed

and Service, coordinated the plot, planting about a dozen different single cover crops and seed mixes for evaluation side by side.

“I am passionate about making cover crops part of our system. But every farmer has to ask themselves what their goals are for cover crops, which can be any benefit including improved soil heath, nutrient stewardship, reduced input costs, better crop rotations and more,” he said.

“Different cover crop species have different functions and create different habitats. There is a complexity to cover crops we don’t fully know,” said Andrew Margenot, assistant professor with the University of Illinois Department of Crop Sciences, who studies how cover crops interact with the soil.

“Start small and simple. Check with your neighbors to see what has worked for them. Try cereal rye as a good first crop,” advised Margenot, who is explor-

ing such research topics as the impact of soil temperatures on cover and rotational crops, the economic benefits of co-planting species and more.

Foulk has created a value and analysis tool farmers can use to make their own unique cropping decisions. He adds that university research has generally shown planting cereal rye following corn harvest and oats after soybeans provides solid economic value to the rotation.

“Cover crops are one of the most useful ways for farmers to slow nutrient loss, avoid losing money and build soil health,” said Stacy Zuber, Illinois Natural Resources Conservation Service (NRCS) soil health specialist.

“Cover crops really fit the bill for most productive soils.”

Zuber urged farmers to contact local NRCS or Soil and Water Conservation District offices to learn how to obtain cost-share dollars to help implement cover crop practices.

OBITUARIES ANTHONY M. CIMEI Born: November 25, 1974 Died: August 6, 2021

Anthony Michael Cimei, 46, of McNabb, passed away on Friday, August 6, 2021 with his loving family by his side.

A service was Tuesday, August 10, 2021 at Dysart–Cofoid Funeral Chapel, Granville.

Cremation rites have been accorded.

Anthony was born on November 25, 1974 in Spring Valley to Anthony and Diane (Chiavario) Cimei.

He graduated from Putnam County High School class of 1993. He was the shift manager at LTV Steel before it closed, and had previously worked at BF Goodrich. He enjoyed fishing, baseball and golfing.

He fought multiple sclerosis for 21 years, which was a long and hard battle. His mom Diane was his caretaker.

Survivors include his parents, Tony and Diane Cimei of McNabb; one brother, David (Sarah) Cimei of Peru; niece, Isabella and nephew, Isaac Cimei of Peru and several aunts, uncles and cousins.

He was preceded in death by his grandparents and Uncle Bob. In lieu of flowers, donations may be made to his family.

Daniel (Dan) T. Zilm II, 65, of Hennepin, IL, passed away on August 9, 2021, at St. Margaret’s HealthSpring Valley with family by his side.

Dan was diagnosed with Progressive Multifocal Leukoencephalopathy (PML) on June 30, 2021. Facing this with grace, courage, and dignity, he spent 101 days battling this implacable disease in the hospital and at home.

Dan was born on April 11, 1956 in Morris, IL, to Daniel (Ted) and Theresa Zilm, their second of 9 children. Dan’s life centered around the 4 F’s…Faith, Family, Friends and the Fire Service.

Our youngest brother was born Aug. 29, 1969, at Peoples Hospital, Peru, Il. On June 5, 2021, he became first among us to leave us, at LaGrange Hospital, due to respiratory failure.

He is missed, by three brothers, one sister, Jeanne, and one son, Christian Sheridan O’Connor of Portland, OR. He had two nieces, and three nephews, and had served in the U.S. Army National Guard. He is survived by two aunts, one in Hennepin, IL, and one in Dothan, AL, and numerous cousins.

Dan is survived by his loving wife of over 46 years, their children: Craig (Missy) Zilm, Crystal Lake; Amanda (Duane) Carr, Farmington; and Heather (Dewey) Zilm Boecker, Findlay, OH; grandchildren: Madison and Parker Zilm; Cassidy and KayLynn Carr; Alex and Ian Boecker; and his dog Ellie. Dan is also survived by his mother, 7 siblings: Diane Huston (Dragan Pauljev), Denise (Duane) Hoeft, David (Julie) Zilm, Donald (Judy) Zilm, Tabitha (Jeff) Preston, Dean (Joleen) Zilm, and Dennis Zilm (Stacie Flaten), along with numerous in-laws, nephews, and nieces.

He is preceded in death by his father; brother Duane Zilm; nephew Steve Hudson; and in-laws, Bob and Ann Williams.

Preferred memorials can be donated in Dan’s name to Mazon Fire Department, M-V-K Ambulance, Granville-Hennepin Fire Department and Wheeler Cemetery.

Visitation for Dan will be held on Sunday, August 15, 2021 from 3:00 pm to 8:00 pm at the U.C. Davis-Callahan Funeral Home. A Fire Department walk through will be held at 7:00 pm with a Bell Service to follow. Enhanced video tributes will be played during the visitation. Dan’s family will Celebrate Dan’s life on Monday, August 16, 2021 at 10:00am.

Raised and educated in Mazon schools, Dan graduated from M-V-K High School in 1974.

He graduated with his Associate Degree in Fire Science from Joliet Junior College in 1998. Dan married his high school sweetheart, Terrie Williams, on January 4, 1975, and they had three children that they raised in Mazon.

Dan worked at Personal Products Company in Wilmington for 23 years as an electrician and as part of the fire brigade. Following the closing of the plant in 2001, Dan was employed at a number of companies that utilized his electrician and maintenance skills; working his last 5 years at St. Margaret’s Health in Spring Valley.

Dan joined the Mazon Fire Department as a volunteer firefighter in 1978 and the M-V-K Ambulance service as a volunteer EMT in 1983. Dan was highly involved with the Chief Shabbona organization and their Annual PowWow Fire School. He was a leading force initiating the Chief Shabbona Basic Operations Firefighter Academy in 1999 and was the graduation keynote speaker in 2012.

IVCC offering SHIELD Illinois tests to students twice a week

Mass vaccination clinic for students set Aug. 24 Illinois Valley Community College is taking steps to limit the spread of COVID-19 on campus.

SHIELD Illinois will provide saliva-based COVID-19 testing twice-aweek at the college starting Monday, Aug. 23. Additionally, a mass vaccination clinic for students is Tuesday, Aug. 24.

“We’re doing all we can to keep employees and students safe during these difficult times,” said IVCC President Jerry Corcoran. “It hasn’t been easy and you’re never going to have 100% buy-in on sensitive matters like face masks, vaccinations and social distancing, but I’m proud of how things are being handled here and by all district schools.”

Following a public hearing, the Illinois Valley Community College board gave final approval Thursday to a $34.4 million budget for fiscal 2022.

The budget is up 7% over the previous year because of the more than $3 million in pandemic-related federal funding.

IVCC received $3.2 million from the Higher Education Emergency Relief Fund to address student and institutional needs resulting from the COVID-

19 outbreak.

In other business, the board approved: • $50,000 in fuel cards for the Truck Driver Training Program from WEX Inc. • Janitorial supplies from Home Depot Pro for $35,000 and $30,524 in elevator maintenance services from ThyssenKrupp Elevator of Peoria.

• A Treasurer’s bond for Vice President for Business Services and Finance Matt Seaton for three years for $28,788 from R.J. Galla and property/casualty insurance from Corkill Insurance Agency for $131,336.

dbarichello@shawmedia.com Magnolia, Spring Valley, LaSalle and Utica are among 74 local governments receiving funds in the first wave of federal COVID-19 relief money.

Gov. JB Pritzker’s office is reminding 1,250 cities, towns and villages to get their application in by Sept. 30 to cash in on their portion of more than $742 million in American Rescue Plan Act funds.

LaSalle received $610,797.33, Spring Valley $348,357, Utica $90,810.73 and Magnolia $16,857.

These federal relief dollars can be used to cover expenses incurred while responding to the COVID-19 pandemic.

Governments that don’t take steps to apply for these funds in time will not be able to claim the money for their communities later on.

“My administration is committed to ensuring that relief made possible through the American Rescue Plan Act reaches all of our communities as

quickly as possible,” Pritzker said in a press release.

To date, half of eligible municipalities have taken steps to claim federal funds by completing a submission.

Those which have submitted, but have not yet received payment, are under review. Local government portal contacts should keep an eye on the email for correspondence from the state on the status of their submission.

Municipalities completing the portal submission, including all of the documentation required by U.S. Treasury, can expect to receive half of their funding in about 30 days with the remaining half roughly a year later.

With these payments, a total of $80 million of the funding has been claimed.

DCEO’s NEU Support team stands ready to assist small cities, towns and villages with their applications to request these recovery dollars, which will help restore economic vitality for communities statewide.”

The Coronavirus Local Fiscal Recovery Fund was established to provide a critical source of relief for local governments, including smaller governments that have not received direct fiscal assistance from the federal government since the onset of the COVID19 pandemic. States, including Illinois, are receiving funding from the U.S. Treasury Department to distribute to smaller local governments on a per-capita basis. Larger cities and counties already have received funding directly from the federal govern-

ment.

Eligible local governments include cities, towns and villages serving populations of less than 50,000, that did not receive direct aid from ARPA. These smaller units of local government are being allocated funds they can use to cover revenue losses and the costs of responding to the COVID-19 public health emergency or to its negative economic impacts on households, small businesses, impacted industries, essential workers and the communities hardest-hit by the crisis. These funds can also be used to invest in building, maintaining, or upgrading water, sewer and broadband infrastructure.

Each local government receiving funds is required to provide a project expenditure report to the U.S. Treasury by the end of October, then annually thereafter. Each must follow all federal compliance and reporting responsibilities. DCEO will help local governments navigate the reporting requirements.

Ottawa scavenger hunt returns to Reddick Mansion

The Reddick Mansion Association is bringing back its Architectural and Historical Scavenger Hunt of Ottawa beginning 3 p.m. Sunday, Aug. 22, at the mansion.

Hosted once again by Reddick Mansion Association Board Member Steve Novario, the scavenger hunt will begin at the mansion where participants will receive a packet of photos and clues of architectural and historical highlights

throughout Ottawa. People will have about 90 minutes to walk or drive around to identify as many photos as possible. Water and snacks will be provided, as well.

“We have new categories this year including ‘Where is the Playground, Susie’ and ‘Waving Through a Window,’ “ Novario said. “Some of the photos will be easily recognized, but others will require participants to look at

local landmarks from new and different perspectives.”

At 4:45 p.m., the teams will check back in at the mansion where the winners will be determined and prizes awarded. It is recommended participants park along Columbus Street next to the mansion.

The cost is $10 per person. Individuals or teams are welcome to partici-

IVCC offers late start classes online

A series of 12-week, late-start online courses including speech, English, geography, psychology, statistics and theatre will be offered at Illinois Valley Community College beginning Wednesday, Sept. 15.

The three-credit, transfer-eligible courses are World Regional Geography (GEG 1004), English Composition I (ENG 1001), Fundamentals of Speech (SPH 1001), General Psychology (PSY 1000), Introduction to Theatre (THE 2002–101)and General Elementary Statistics (MTH 1008).

“It’s not too late to create a full-time schedule online,” said counselor Renee Prine.

The courses are offered fully remote; no campus visits will be

required.

Prine noted the geography and psychology courses are ideal for education majors and English, psychology and speech work well for students pursuing Associate in Applied Science degrees.

“The flexible online format fits well with the unique scheduling of career and technical education courses,” Prine said. “All six courses work great for students starting or completing an associate’s or bachelor’s degree.”

Putnam County Community Church hosted vacation Bible school Aug. 2-5 with a sports theme.

Students and volunteers gathered each night to practice new sports skills and learn how to have the heart of a champion. A fun rotation of snacks, crafts, interactive Bible lessons and sports instruction made sure there was something fun for all attendees.

The kids learned God’s love never gives up on them, that He sees their needs, and they can have victory with Jesus in their hearts. They were able to learn baseball, soccer and volleyball skills with local coaches and a player from the Pistol Shrimps baseball team.

If families are interested in continuing to foster faith into their families all are welcome to attend on Sunday mornings at 10 a.m. where children are provided their own fun and engaging programs during the regular service.

Around 30 kayakers participated in the inaugural Lake Kayak/Canoe/Boat Float voyage to Henry on Aug. 7. Kayakers departed the Walnut Grove Resort shoreline of Senachwine Lake and paddled to Henry. Around 30 people participated in the inaugural three-mile trip. Afterwords, boaters had a cookout in Walnut Grove and a fun foam party for the kids.

Notice of Proposed Tariff Changes Electric Service Schedule Ill. C. C. No. 1 To the Electric Patrons of Ameren Illinois Company d/b/a Ameren Illinois: Ameren Illinois (or the Company) hereby gives notice to the public that on April 15, 2021, it filed with the Illinois Commerce Commission (ICC or Commission) proposed changes in its rates and charges for electric delivery services throughout its territory in Illinois pursuant to its Rider MAP-P, performance-based formula rate tariff, and updated its calculation of rates and charges per the formula rate tariff. The changes are applicable to Ameren Illinois Rate Zones I, II and III, as more fully described below. The changes in rate schedule are proposed to take effect with the January 2022 billing period - after the Commission issues its final Order. The Commission has up to 240 days to complete this proceeding and issue its final Order.

This filing conforms to Illinois Public Acts 097-0616, 097-0646 and 098-0015 (the "Law"). These Public Acts also require the Company to spend $625 million in electric system modernization investments over a 10-year period. This modernization will benefit customers and create 450 new jobs during the peak program year. In addition, the Law requires the Company to meet various performance metrics intended to increase reliability, reduce outage durations and provide improved service to customers, or be subject to financial penalties.

The proposed updated formula rate revenue requirement results in an overall annual increase of $64.09 million from the electric revenue requirement last ordered by the ICC in Docket No. 20-0381. Proposed rates in this proceeding will reflect rate design changes, including rate uniformity among the same Rate Classes in different Rate Zones, with two exceptions as approved in Docket No. 19-0877. The Pole Charge for DS-5 lighting customers in Rate Zone III and Meter Reassignment Charge for certain DS-3 and DS-4 customers in Rate Zone I will remain independent by Rate Zone.

For the DS-1 Residential Delivery Service classification, the proposed increase in electric delivery service and electric distribution tax (EDT) cost recovery revenue is 6.2 percent.

The rates for delivery service and EDT cost recovery constitute only a portion of the total bill of a customer currently taking bundled electric service from Ameren Illinois or taking supply service from a third-party supplier. The following compares the Company's proposal to the bundled bill (delivery service charges that are in effect today and purchased power charges effective through May 2021) for residential customers: 1) For a residential customer using 5,000 kWh annually (or average of 417 kWh monthly), the effect of the delivery service bill changes being proposed by the Company produces an average monthly increase of $1.86.

2) For a residential customer using 10,000 kWh annually (or average of 833 kWh monthly), the effect of the delivery service bill changes being proposed by the Company produce an average monthly increase of $2.77.

3) For a residential customer using 18,000 kWh per year (or average of 1,500 kWh monthly), the effect of the delivery service bill changes being proposed by the Company produce an average monthly increase of $3.69.

For non-residential customers, the proposed changes in electric delivery service and EDT cost recovery revenue are as follows: • For DS-2, Small General Delivery Service, 10.2 percent increase; • For DS-2, (Optional Charges), Small General Delivery Service, 11.6 percent increase; • For DS-3, General Delivery Service, 12.1 percent increase; • For DS-4, Large General Delivery Service, 11.2 percent increase; • For DS-5, Lighting Service, 11.9 percent increase; and • For DS-6, Temperature Sensitive Delivery Service, 12.1 percent increase.

The Commission has docketed the matter as 21-0365.

A copy of the proposed change in schedule may be inspected at the Ameren Illinois offices at 300 Liberty Street, Peoria, Illinois or online at www.icc.illinois.gov/e-docket/.

Customers should be advised that the Commission may alter or otherwise amend the rates or conditions of service after hearings are held pursuant to 83 Ill. Adm. Code Part 200, and may increase or decrease individual rates in amounts other than those requested by Ameren Illinois.
