news@putnamcountyrecord.com GRANVILLE — Following the success of McCoy Street’s major renovation and the well-attended Granville Cruise, Granville Village Board members were eager to share their appreciation with all those involved.

“I want to thank everyone involved who made these projects possible and who helped make everything look nice this past weekend. It means a lot to the village,” board member Jim Petit said during the Aug. 7 meeting.

The McCoy Street project was originally estimated to cost $550,000, but LaSalle’s Universal Asphalt & Excavating was awarded the contract after submitting a bid of $368,231.

Because of the difference, the contractor was willing to extend the project and Granville approved an approximately $35,000 extension that stretched the improvements to Silverspoon Avenue. Extensive sidewalk and curb renovations were also

included in the project.

Village engineer Mike Richetta, of Chamlin & Associates, reported 95 percent of the project was complete, with only a retaining wall Jared Baker and some additional minor work left to be Granville done. village He added he was very president happy with the project and that the contractor enjoyed it because they knew what an impact it was going to have on the village.

“Because of this, they went above and beyond normal efforts to make sure it was ready for the car show,” he said.

Water treatment plant The board approved a $192,000 payment application from Vissering Construction, of Streator, for the work the company completed to the village’s water treatment plant through July 31.

The application will be forwarded

to the North Central Illinois Council of Governments (NCICG).

The NCICG will then pay Vissering from awarded grant funds and inform the village of its share of the costs.

Richetta also reported 80 percent of the outside work at the plant has been completed and that the extensive interior improvements and renovations were progressing as according to their planned sequencing.

Public Works Superintendent Sheli Starkey reported the plant’s lift station had been cleaned and was now working properly. She also reported the changes in water pressure throughout the village that residents may be temporarily experiencing were related to the work at the plant.

Waste water plant Richetta reported the Illinois Environmental Protection Agency (IEPA) had recently visited Granville’s waste water treatment plant and now wants to re-open the Small Plants Project it had initiated three years ago.

Bigger, better and buzzier Nature refuge’s new species count of 792 tops previous 675 figure

HENNEPIN — Ecologists, researchers and citizen scientists gathered at the Dixon Waterfowl Refuge south of Hennepin Aug. 3-4 to conduct a species count to gauge the site’s biodiversity.

During the first Bio Blitz in 2015, researchers tallied 675 species. This year, species totals have risen to 792, and there are still observations waiting to be identified, so that number will likely climb.

“This doesn’t include any of the Field Museum entomologists’ finds, which are still being identified and tallied, and there are many observations yet to be identified,” Vera Leopold of the Wetlands Initiative said.

For the past several years, the land, which had previously been drained farmland, has been undergoing a transformation to its natural state with help from the Wetlands Initiative, the non-profit organization dedicated to restoring the wet-

lands of the Midwest.

During the 24-hour event, the 3,000-acre site, including the recently added 283-acre Sandy Hollow portion, was surveyed for as many species as possible, including plants, insects, reptiles, fungi, arachnids, birds, mammals, amphibians and fish.

“Of the 358 plant species compiled so far, 13 haven’t been previously recorded at the refuge. Some highlights were about 100 dwarf blazing stars, a rare species not often found in Illinois. We also found prairie onion, another rare and sensitive species, as well as some swamp

Ninety-five bird species have been identified, including many unusual or declining species. The upland sandpiper, a state-endangered species that hadn’t been spotted at the refuge before, as well as a little blue heron, family groups of red-headed woodpeckers, sedge wren, many yellow-billed cuckoos, and Henslow’s sparrows were all found at the site.

Regarding insect species, 265 were

found living in the various ecosystems of the refuge, including the rusty patched bumblebee, an endangered species. Other insects found were 136 species of moths, including the spectacular luna moth, of which two were seen.

“Luna moths are a huge, beautiful, pale-green moth many nature enthusiasts dream of encountering,” Leopold said.

• GRANVILLE Continued from Page 2 The IEPA is requesting the village begin an infiltration and inflow study to help determine the cause of the increased amounts of ammonia found in the water during testing. It’s believed there’s possibly an outside source of water entering the village’s sewer system that could be responsible for the increased ammonia levels.

“We’ve started this with smoke testing and will continue with two days of testing yet to be completed. The IEPA will be sending the village a report of findings regarding this visit, and we’ll discuss it at the next meeting,” Richetta reported.

Thirty-four varieties of fungi and slime molds were found, including one that is the second ever recorded in the state and the only one seen in the Upper Midwest/Great Lakes region.

Sixteen species of amphibians and reptiles were documented; seven types of fish; and 12 members

of the mammal family were also identified.

One difference from the 2015 Bio Blitz was the Wetlands Initiative’s use of the new cell phone app iNaturalist, which helped quickly identify and confirm a wide variety of species.

• The board approved the $1,350 purchase and delivery of 75 yards of mulch from McNabb’s Double Z Trucking. The village will install the mulch around the playground equipment at both Veterans and Hopkins parks.

To help keep track of the weekend’s activities, the following is a day-to-day schedule:

Friday, Aug. 17 The fun will begin downtown with the Cruise-in from 5 to 8 p.m. Registration for those showing cars is $10 and begins at 4:30 p.m. The voting and judging starts at 6:30 p.m., and the awards, prizes and the 50/50 drawing will be announced at 8 p.m. Music will be provided by AMC Sound.

Attendees are invited to bring lawn chairs or blankets to the village park at dusk to enjoy a family movie.

Food and drinks will be offered by the Legion Auxiliary at the fire department. Lemon shake-ups will be offered by the baseball association, and kettle corn will be available at the United Methodist Church. From 4 to 7 p.m., there will be ice cream offered at the Magnolia Township Preservation Association (MTPA) building on Chicago Street.

At 6 p.m., there will be a children’s craft and book sale at the library.

From 6 to 9 p.m., bingo can be played at the fire department.

Saturday, Aug. 18 Begin the day with the pancake and sausage breakfast served at the fire department at 7 a.m.

From 11 a.m. to 2 p.m., there will be children’s games at the ball diamond, including chicken, shoe, and stick horse barrel races.

The weekend men’s softball tournament will also begin Saturday.

On Friday, Aug. 17, there will be treats from Grandma Rosie’s on Chicago Street next to the library, and the MTPA Quarterly Program will be at 6 p.m. in the Community Room on the lower level of the museum at 110 N. Peoria St. in Magnolia. The program is “History of Agriculture in PC” presented by Gary Bruch.

On Saturday, Aug. 18, lunch and a bake sale will be offered in the Community Room, and the exhibit rooms on the upper level will also be open from 9 a.m. to 3 p.m.

On Sunday, Aug. 19, lunch and a bake sale will be offered to the public from 11:30 a.m. to 2 p.m. with lunch reserved for the Illinois River Valley Tractor Drive upon its arrival (ETA 12:30 p.m.); the exhibit rooms will be open from 10 a.m. to 3 p.m.

The building is ADA accessible. ADA parking is available in the northeast corner of the parking lot. The east entrance is ADA accessible for both levels of the building.

Sunday, Aug. 19 There will be a community church service in the park hosted by the Crossroads Community and United Methodist churches at 10 a.m.

Health inspectors use an identical scorecard at each facility, where they check for health code compliance in 45 areas.

Each area carries a rating from one to five, with five being the most critical.

Inspectors check the entire operations of the facility in 14 different categories, such as food protection, personnel, and garbage and refuse disposal.

Beginning with a score of 100 points, the health inspector deducts one to five points for every violation. The final total is the facility’s inspection report score. A passing food inspection score is 65 or above.

At 65, the Bureau-Putnam County ordinance allows the health department to close an establishment, but a score doesn’t have to be that low for the department to close it. It depends on the number of critical and non-critical violations and the

type of violations. Certain combinations can create a domino effect for food-borne outbreaks.

All inspection reports are a matter of public record and can be seen at the Bureau County Health Department in Princeton.

Confederate flag on pickup stands for intolerance Springfield was scene of terrible race riot in 1908 SPRINGFIELD – When I saw the two Confederate flags flapping from the bed of a pickup last week, I groaned.

I wondered: “Why would anyone fly those symbols of treason and white supremacy in Abraham Lincoln’s hometown?”

Worse yet, the fellow driving the pickup was near the Illinois State Fairgrounds at a time when tens of thousands of African American motorcyclists were camped there for the 41st National Bikers Roundup.

I enjoyed having breakfast with the bikers at Café Coco, the diner where I eat most mornings. It was great hearing their stories of traveling to our state’s capital from all corners of the nation.

And it was fun to admire their machines and hear their laughter.

I hoped that they felt welcome.

And then I got to thinking about those flags.

When it comes to race, Springfield and Illinois have a mixed legacy.

The Rev. Martin Luther King said in 1966, “I think the people from

Mississippi ought to come to Chicago to learn how to hate,” after his march in the Windy City met violent opposition.

And in Springfield, the story is much the same.

While it is the hometown of the Great Emancipator, Abraham Lincoln, it is also the scene of the 1908 Springfield Race Riot in which 5,000 white rioters lynched two innocent black men.

The National Association for the Advancement of Colored People had its inception in Illinois’ Capital City as a response to that disgraceful act.

For some folks, the Confederate flag conjures up notions of the “Lost Cause.” They think of noble men riding steeds across glorious plantations to protect the honor of state’s rights.

What a crock of crap.

Last year, I called up Civil War historian Edward H. Bonekemper III,

who wrote, “The Myth of the Lost Cause: Why the South Fought the Civil War and Why the North Won.” And I asked him why we still argue about symbols such as the Confederate flag.

His answer: “This country has a race problem. You don’t see us this divided over the causes of the Revolutionary War or World War II. But the causes of the Civil War are all about slavery. And because this country has a race problem, it really hasn’t come to terms with why the Civil War was fought, yet.”

True.

That, of course, raises the question of why someone in Central Illinois would fly the Stars and Bars. It certainly isn’t a reflection of our state’s heritage. Two of our state’s most famous sons, Abraham Lincoln and Ulysses S. Grant, are the individuals most responsible for defeating that revolt.

Illinoisans died at places like Gettysburg and Shiloh so that flag and all that it represents would not prevail.

I’m the descendent of men who fought for both the North and the South. I fully acknowledge that both are part of my heritage. But not all

One can only hope that the Confederate-flag-flying pickup driver learns this.

For I’m certain that the thousands of men and women encamped in Springfield this past week already know that.

Determination, attitude make all the difference

I

have been reading a 2017 report, “Cycle of Risk: The Intersection of Poverty, Violence and Trauma” by a century-old social services organization in Chicago called the Heartland Alliance.

Since the stated objective of the organization is to end poverty, maybe it follows that the 43-page report seems to hammer away on the theme that poverty is the fount of all social pathologies.

I beg to differ.

Doing so will put these scribblings in the middle of an intense, ongoing, half-century-old debate about the roles of culture and poverty in shaping our society.

The Left tends to agree with the Heartland Alliance, while the Right tends to see dysfunctional culture at the family and community level as the root of poverty, not the poverty itself.

As I read the report, two families from my post-World War II childhood in rural central Illinois came immediately to mind. Please indulge me.

The Hughes family Bertha Hughes of LaFayette, Illinois (pop. 300), lost her young husband to a fatal heart attack in 1945, when her four children ranged in age from 13 down to 6. She was left with nothing but the family’s $500 home, which had no plumbing.

UNDERSTANDING ILLINOIS Jim Nowlan Bertha took in laundry, did sewing and scrubbed floors. She told her children once that her own earnings one year were $940. Bertha also received $15 per child per month from Social Security survivors’ benefits Adjusted for inflation, the family’s total income would be about $17,600 today, or just barely above the “extreme poverty” category, according to the Heartland Alliance.

“We were poor,” recalls Pete Hughes, now 82, “but we didn’t know it. I guess we did know it when we were directed to pick edible dandelion leaves from a fence line on a field across from the house. This was a task I did not want – knew we were at the bottom of the barrel then. I know it was an awful time for Mother – but she persevered!”

Bertha told her children, simply: You have to work, and you have to go to college.

My friend Pete recalls working at Grimm’s grocery in LaFayette, sweeping out and stocking shelves each morning before school and on Saturdays; he and his brothers worked on farms in the summer.

A teacher told Bertha, who knew nothing of higher education, about tiny Blackburn College in Carlinville, Illinois. Students had to (still have to) work 15 hours a week for the college, to include even bricklay-

ing for a new building in Pete’s day.

As a result, tuition, room and board in 1954 totaled $400 a year ($3,747 in today’s dollars).

The three Hughes boys went to Blackburn. And they all achieved. Ph.D. Pete is a retired, beloved school superintendent. John became an orthopedic surgeon. (He drove a Chicago Transit Authority bus during medical school to help pay tuition at the University of Illinois medical school.) Their sister, Julia, manages a successful law firm. And in turn, their children are doctors, veterinarians, dean of an engineering college, and more.

The Harrington family Over in the neighboring town of Toulon (pop. 1,200 then and now), where I grew up, Joe and Dora Harrington reared their five children in quiet modesty. Joe worked for the town’s water and sewer department, and Dora stayed home. The family went religiously, you might say, to the Baptist Church. The children all became model citizens.

Sara Jane attended Illinois Wesleyan University and authored a book about her husband, a distinguished general. In 1945, the high school held its first homecoming celebration, and Dave Harrington was elected “king” by his fellow students.

The Harringtons were the sole African-American family in Toulon.

Anecdotal illustrations are powerful, but they don’t prove anything, of course. And more money is better than little money in a household. Yet these cases show that poverty alone is not a bar to achieve-

ment. Family, community, church, attitude are more important.

Sure, things have changed. I am guessing there are fewer jobs around for young people now. And poverty is much more concentrated than it was then; my illustrations are from middle-class farm towns.

And the family has changed.

The culture of the post-war period offered little room for divorce. Many couples suffered through hideous relationships, I’m sure, because of good old-fashioned peer pressure, and until the kids were through school.

And there are also success stories today in high-poverty neighborhoods. One of the brightest students I ever had, this one at Knox College, was an African-American who was reared in a Chicago housing project by her determined, loving grandmother. This former student is now a professor at a college in the East.

I also had a white, young-adult student assistant at Knox, who had three children. She became the partner of a black woman. The couple reared my student’s three children nicely, went to graduate school, and the couple are now professors.

I worry, nevertheless, that policymakers and social service providers put way too much emphasis today on the deleterious impact of poverty, which can itself become an excuse for not achieving.

Instead, we need to focus on strengthening the family and community, and on creating positive cultural values in benighted communities.

One Colorado pot dispensary advertises 20 percent off everything with student I.D. Others use colorful cartoon characters like Fred Flintstone and Cookie Monster.

Vape pens are made to look like Hello Kitty and little alien robots.

Tobacco addiction is bad, but marijuana addiction is worse.

Aden Lamps Foundation run/ walk will benefit local hospitals SPRING VALLEY — The Aden Lamps Foundation will host its sixth annual 5K run/ walk at 9 a.m. Saturday, Sept.

15, at Hall High School in Spring Valley.

Registration will begin at 7 a.m. The registration fee for adults is $20 until Sept. 10 and $25 after Sept. 10. The cost for children ages 14 and under is $15, with a fun run for children ages 3 to 7, which is $10.

There is also an untimed 1 mile walk. The fee includes a T-shirt for all ages. New this year are raffles and a 50/50.

The Aden Lamps Foundation helps spread awareness for SUID (Sudden Unexpected Infant Deaths). The Foundation was started in 2014

by Aden’s mother, Ashley Lamps, and since the inception, the foundation has been able to purchase 3,700 sleep sacks and more than 2,000 safe sleep board books, which are then donated to Illinois

Valley Community Hospital, St. Margaret’s Hospital and LaSalle County WIC. Every local newborn receives one of the sleep sack packages, with a retail value of approximately $25. The sleep sack package contains a reusable bag, a sleep sack (zip up wearable blanket) and an infant board book.

The mission of the Aden Lamps Foundation is to educate local families on the dangers of an unsafe sleeping environment for infants. The sleep sacks are a safer alternative to having loose blankets in the crib. Aden Lamps, the son of Andy and Ashley Lamps, died in 2013 of a SUID at the age of 4 months.

LASALLE — For the University of Illinois Extension Master Gardener program, the last four decades can be measured by the millions of volunteer hours given to help bring horticultural help to communities across the state.

This year marks the 48th anniversary of the Illinois Master Gardener program.

With more than 3,000 members today, Illinois Master Gardeners have given more than 2,309,348 volunteer hours — a value of more than $46 million, to the state.

Today, Master Gardener volunteers, who come from farms, small towns, suburbs and cities, offer numerous educational opportunities related to gardening in nearly every county in the state.

The mission of the Illinois Master Gardener program is “Helping Others Learn to Grow.� After 60 hours of training in topics such as vegetable and flower gardening, insect problems, and plant diseases, the volunteers participate in programs throughout their communities. Some of those opportunities may include speaking at garden clubs, civic groups, or schools; answering calls or emails at garden help desks; establishing demonstration gardens that serve as educational tools; and educat-

ing citizens on how to establish community gardens.

You don’t have to be a gardening expert to become a Master Gardener. All you need is an interest in gardening, some time to volunteer in the community, and a desire to share your knowledge with others. The program is more about connections; connecting people with other gardeners, with their community, and with reliable resources for information. Once connections are forged, it’s time to get sowing and growing in our many meaningful community projects.

University of Illinois Extension is now accepting applications to participate in the Online Master Gardener Training Program. New for 2018, the online program allows volunteers to complete the training who may have never been able to in the past due to schedule or time conflicts.

This online, self-guided course for Illinois residents can be completed any time of day or night. Set aside about 4 hours per week for videos, reading manual and completing quizzes, and the training will be completed in 14 weeks.

Scholarships are available for any student enrolled in a two-year or four-year college or university that has been involved in any capacity at Engle Lane Theatre in the past five years. Community Players of Streator Inc. has been awarding student scholarships since the organization

began in 1958. In just the past five years, Community Players of Streator Inc. has awarded nearly $25,000 in scholarships to just over 100 eligible recipients.

HENRY HENRY — During the Marshall-Putnam Fair, ImAGination Acres was the place to find ag fun for children.

On Wednesday, children arranged a variety of fruit and vegetable cutouts for Fred and Fern Fruithead’s hats. Family Fun Night brought lots of youngsters in to make Beaker Bobs on Thursday night. Made by layering colored salt in a recycled bottle, each child completed their unique Bob with google eyes and pompom hair. On Friday children planted “magic” bean seeds to make a Jack and the Beanstalk bottle.

AARP driver course will be offered in Standard STANDARD — An AARP Smart Driver Course will be offered from 8:30 a.m. to 12:30 p.m. Monday, Sept. 17, and Tuesday, Sept. 18, at the Putnam County Community Center in Standard. Space is limited. To reserve a spot, call 815-3392711.

The program is a classroom driver refresher course designed especially for drivers age 50 and older.

The program aims to help class participants retain their driving competency.

At completion of this course, participants will receive a certificate that can be presented to their automobile insurer and may entitle them to a discount.

There is a $15 fee for AARP members (with membership card) and $20 fee for non-members due on

the first day of class and payable to AARP. Participants must attend both days to complete the course.

Lunch is available both days; indicate if you would like to eat when you call to register. Meals are provided at no cost for those over 60, however there is a suggested donation of $5. Meals are available for those under 60 for $7.

Aug. 16 fundraiser will benefit Alzheimer’s Association LACON — A fundraiser benefiting the Alzheimer’s Association Walk to End Alzheimer’s will be held Thursday, Aug. 16, at the Pizza Peel, 340 Fifth St. in Lacon.

Funds raised will be donated to the Elsie’s Whistlers team. Elsie’s Whistlers is participating in the Bloomington/Normal Walk to End Alzheimer’s.

The fundraiser will take place from 11 a.m. to 9 p.m. Dine-in, carry-out and delivery orders all benefit the fundraiser. Fifteen percent of the day’s sales will be donated to

the Elsie’s Whistlers team and the Alzheimer’s Association. Elsie’s Whistlers team members will be assisting Pizza Peel staff in the dining room from 4 to 9 p.m.

The Pizza Peel serves pizza, sandwiches, calzones and salads.

According to the Pizza Peel’s website, www.pizzapeel.com, they hand craft their dough daily. In addition, all of the veggies are cut fresh daily and they always use the best toppings they can find. The SPOTM (Specialty Pizza of the Month) for August is the BBQ feast.

The Bloomington/Normal Walk to End Alzheimer’s will take place at 10 a.m. Saturday, Sept. 15, on the Heartland Community College campus in Normal.
