Putnam County High School will host freshmen orientation on Aug. 14 GRANVILLE — Putnam County High School will host a freshmen orientation on Friday, Aug. 14, for incoming ninth-grade students. Both in-person and remote learners are encouraged to attend in order to meet their teachers.

The orientation will begin at 1 p.m. in the high school auditorium and conclude at 3 p.m. The agenda for the afternoon includes a presentation from administration and a mock daily schedule for students to meet their teachers.

Buses will be running from the fol-

lowing locations with a reverse route home: • Hennepin (PC Elementary), noon.

• McNabb (library), 12:15 p.m.

• Magnolia (library), 12:30 p.m.

• Standard (senior center), 12:45 p.m.

Students not riding the bus may enter through the main entrance.

All students must follow social distancing requirements, including the wearing of a face covering.

Tonica High School Alumni dinner canceled TONICA — The 2020 Tonica High School Alumni dinner that was to be held on Sept. 12 has been canceled due to COVID-19.

The Class of 1980, who is in charge of organizing the event, and the Oglesby Elks, where the event was to take place, have agreed that with the

current state regulations it could not logistically and safely take place.

The classes of 1980 and 1981 will be jointly organizing the 2021 alumni dinner and will honor classes that have milestone reunions in both 2020 and 2021. Next year’s dinner will be held on Sept. 11.

NEWS BRIEFS MCNABB — Putnam County Methodist churches will host the next Red Cross community blood drive in McNabb on Monday, Aug. 17, from 1 to 6 pm. The drive will be held at Goldasich Hall in the McNabb Fire Department on Illinois Route 89, south of McNabb.

Magnolia Days cancellation will impact village organizations

BY GOLDIE RAPP Shaw Media MAGNOLIA — The Magnolia Days annual celebration was set to be this weekend, however, like most summer festivals and events this year, it was canceled to prevent the spread of COVID-19.

The decision was made a few weeks ago by the planning committee, which includes Peggy Smith and Laurie Smith.

Peggy said by not having the annual event this summer, it’s going to impact many of the village’s organizations who rely on the busy weekend to raise money or host fundraisers for their cause.

Just to name a few: the American Legion, the fire department, the churches, the library branch, the baseball association, the village museum, as well as the local businesses who will lose out on the volume of customers visiting the attractions over the weekend.

While these organizations will have to find another way to raise money, some will go without in the coming year, such as the village

museum which raises money during Magnolia Days for programming.

The programming will have to be put on hold until funds next year can make up the budget to do so.

Peggy said before a decision was made to cancel the event, the village board had given the OK on some of the traditional events, like the annual car show, however said, “No” to having any music at the event in fear that it would attract more people.

She said it’s a struggle to put on an event that attracts as many people as it does each year to the small village, which has a population of only around 250.

Peggy said organizations have to spend money to make money and it wasn’t worth the risk this summer knowing attendance would be way down because of COVID, no matter what.

“We just figured it was not worth our while,” she said, about making the final decision to cancel the event.

Last year was one of the best Magnolia Day celebrations the village has had in a long time, according to Peggy. She said 75 cars showed up for the annual car show and the

Magnolia Days will be back in 2021. The village is also planning a bicentennial celebration in 2024 to mark when the village was founded. weather could not have been better.

That’s the hope for next year, as plans are already in the works for the 2021 celebration.

This weekend, the Magnolia branch library will still host a book sale on Friday, Aug. 14, from 5 to 7 p.m., and Saturday, Aug. 15, from 9 a.m. to noon, as a fundraiser for the library. Chalk art will also be available on Saturday in front of the library.

BY GOLDIE RAPP news@putnamcountyrecord.com GRANVILLE — Luke and Megan Holly of rural Granville recently sold a semi-load of their locally grown corn to Marquis Energy in Hennepin.

Instead of obtaining the profits, The Holly family asked that payment be transferred into a hand sanitizer donation. Their corn product produced 360-gallons of hand sanitizer, which the family kindly donated to several area schools.

“As I was hauling in the last of our 2019 corn crop May/June, I was intrigued about the new product, Marquis XT, the Hennepin plant was producing,” Luke said. “I spoke with Lester Smith at Marquis to inquire about how much hand sanitizer could be made with a semi load of grain. Turns out 360 gallons could be manufactured.”

Luke said with COVID fears on everyone’s minds, especially with

schools already preparing for fall, his family decided to split the donation up to five area schools.

“It was something we could do to help the schools not only financially, but more importantly we thought of all of the little and big hands and in turn bodies that this would help to protect against COVID,” he said.

One other interesting piece is that the Holly family farms for St. Bede Academy and Illinois Valley Community College, so some of the corn produced on their land went into making the hand sanitizer that they will be able to provide to their students.

“It’s an interesting circle of locally-grown corn, locally-produced hand sanitizer and used by local students,” Luke said. “Sounds like a win, win to me. We’d like to thank the Marquis team members for the help in manufacturing and distribution to the area schools.”

TRI-DENT Ottawa man arrested following investigation of illegal narcotic sales OTTAWA — An Ottawa man was arrested on a warrant for two counts on unlawful delivery of a controlled substance, a Class 1 felony, on Aug. 4 in the 1100 block of West Main Street in Ottawa.

Cody E. Willet, 30, was arrested by LaSalle County Sheriff’s Office. The arrest warrant was issued, with the assistance of the LaSalle County State Attorney’s Office, following an investigation into illegal narcotic sales in the Ottawa area by the Tri-DENT Drug Task Force in fall of 2019.

During the investigation, Tri-DENT agents conducted several controlled purchases of illegal narcotics from Willet where he delivered less than one gram of cocaine and less than one gram of heroin/fentanyl.

Willet is being held at the LaSalle County Jail on $1 million bond, 10% to apply.

Peru man ordered held on $500K after buy-bust operation A Peru man was ordered to be held on $500,000 bond Aug. 7 after police said he sold heroin to an undercover agent — and while he was awaiting trial on a Tazewell County gun case.

Justin C. Cornelison, 29, formerly of Angola, New York, was charged with unlawful delivery of a controlled substance (heroin) during a buy-bust operation at 5:44 p.m. Thursday in the 2900 block of Fourth Street, Peru, the Tri-County Drug Enforcement Narcotics Team said in a news release.

Cornelison allegedly sold less than 1 gram of heroin to an undercover agent.

The charge is a Class 2 felony carrying a sentencing range of three to seven years in prison if convicted. However, prosecutors said Cornelison has a pending weapons charge, also a Class 2 felony, pending in Tazewell County. By law, crimes committed while out on bond make the defendant eligible for back-to-back prison sentences; Cornelison could end up serving six to 14 years if convicted in both counties.

GRANVILLE — Anna Irene Wink, 79, a loving wife, mother, grandmother and friend, formerly of Granville, IL, passed away Saturday, August 1, 2020, in GalenaStauss Nursing Home in Galena, IL. Due to the COVID19 situation, services will be private. Private burial will be in St. Anthony’s Cemetery in Hennepin, IL. The Helmer-Shields Funeral Home in Granville is assisting the family with arrangements.

Mrs. Wink was born January 12, 1941, in Spring Valley to William and Irene (Urnikis) Biagi. She married Ronald Wink on December 19, 1964, in McNabb, IL. Mrs. Wink was a graduate of Hennepin Township High School, and a member of the First Lutheran Church in Granville, IL where she served on the church board and taught Sunday school for many years. She served as a member of the Granville Fire Plugs for many years when her husband, Ron, served as a fireman. Along with being a housewife, she worked many years at the Granville Library.

Mrs. Wink is survived by her husband, Ronald of Galena; one daughter, Robin

(Pete) Pearson of East Dubuque, IL; one son, Raymond (Sherry) Wink of McNabb, IL; six grandchildren, Lily Wink, Ryan (Kelly) Wink, Courtney (Quinton) Burcar, Matthew Wink, Megan Wink and Bradley Wink; three stepgrandchildren, Emili Howell, Jonathin Brandner and Keenin Brandner; three great-grandchildren, Paul Wink, Jameson Wink and Emma Foltynewicz; sister-in law, Kristi Biagi; son-in-law, Michael Dabler; nephew Brian Biagi; aunts, uncles, nieces, nephews, cousins and a host of family and friends.

Mrs. Wink was preceded in death by her parents; a daughter, Rebecca, in 2018; a son, Ronald, in 2014; and her brother, William “Billy” Biagi, in 2004.

Memorials may be directed to the family, Granville Library, Putnam County Senior Center or the Putnam County Food Pantry.

Pallbearers will be Ryan Wink, Pete Pearson, Ray Wink, Brian Brandner, Keenin Brandner and Brian Biagi.

Health department will now report COVID recoveries

PRINCETON — The Bureau, Putnam, Marshall County Health Department is going to start reporting COVID-19 recoveries.

This will be a new number added in the daily reports sent out by the health department releasing the number of new cases.

Laurie Geuther, the health department’s director of nursing, said public health officials have realized the importance of relaying this information to the community and will now do so. The recoveries recorded will be a 15-day count after the person tested positive.

“While most people do recover in 14 days, there are some individuals who take longer to recover,” Geuther said. “Recovery is different for everyone. There is such a wide variability and we’re learning as we go, but we also realize the importance of (recoveries) for the community to be aware.”

Reporting of asymptomatic cases Since the outbreak, people have wondered why the Bureau, Putnam,

Marshall County Health Department does not report asymptomatic cases, while other area health departments do. Geuther’s reasoning for this is that putting that number out “gives a false sense of security” and the information changes in some cases.

“We’re not going to do that one,” she said. “It’s a wide-spectrum of illness.”

Geuther said there’s been cases where people show no symptoms when getting tested, and then develop a loss of taste and smell two days later.

“This is a novel virus. It’s new to all of us and the scientists and to everyone. It’s not that the guidance changes or people don’t know what they’re doing, it’s that as we learn more, we become wiser,” she said.

Henry DAR chapter honored at national conference HENRY — The Chief Senachwine Chapter of the National Society of Daughters of the American Revolution has received news of several awards received at the first-ever virtual meetings of Continental Congress, Washington, D.C., held June 24-28.

The virtual conference was held due to COVID-19, however, the pre-recorded video programming gave thousands of members the opportunity to “attend” which otherwise they would not have had.

Under the Membership Luminary Committee Challenge, the chapter was honored for achieving the Radiant Level in membership growth and for having a 10% or higher member increase. The chapter was also noted for having zero member resignations or drops.

The DAR Magazine Committee honored the chapter for having the DAR “American Spirit” magazine on display at every chapter meeting in order to encourage member subscriptions. Articles of interest were

often discussed by the chapter’s magazine chairman Nina Herridge.

Chapter members who watched the virtual national conference online were impressed by the thousands of hours of volunteerism devoted to chapters’ communities and the large amounts of funds raised for good causes. Outstanding citizens and military personnel were honored, as well as the accomplishments of DAR chapters and the 185,000 NSDAR members in the U.S. and abroad.

‘YOU ARE NOT HONORING ME’

Native American mascot debate reignites at Illinois high schools

Note to readers: This is the first of a three-part series by Shaw Media Illinois investigating the use of Native American mascots and imagery in Illinois schools.

Jimmy Holmes and Ava Bezaire, two rising seniors at Minooka Community High School, watched the George Floyd protests play out on the news and in their social media feeds.

While watching activists demand change across the country, they began to think about their own community.

Holmes grew up attending Minooka schools, but never thought much about the high school mascot until he was walking through the schools’ halls himself. The school cheers for the Minooka Indians, it sports a logo with a Native American headdress, even the gym uniforms state: “Fit to be an Indian.”

The town name itself, Minooka, comes from a Pottawatomie word meaning “good land,” according to the village website. A drive through Minooka will reveal street names like Arrowhead Drive, Blackhawks Drive, Chippewa Drive, and Crowfoot Lane, to name a few.

As debates swirled about race in America this summer, Holmes and Bezaire knew it was time to do something about their school’s mascot, one of 50 or so Native American mascots remaining at Illinois high schools.

They started a change.org petition seeking a new mascot.

“If everybody thinks they’ll just let somebody else do it, then nobody does it,” Holmes said. “There’s got to be someone that does it.”

Similar petitions have popped up at Marengo, Morris, Lane Tech in Chicago, Waubonsie Valley in Aurora, among other schools across the state. Schools all over the country are reconsidering their Native American mascots, as well as mascots that refer to the Confederacy.

In the NFL, the Washington Football Team (as its currently known) announced last month that it will retire the Redskins nickname, which it had used since 1937. The abrupt change came after years of criticism, and years of refusing to change.

The Washington Football Team’s change has fueled a nationwide effort to change other Native American mascots at all levels of sport.

The petition sent to Minooka superintendent Kenny Lee and other district leaders, which Shaw Media Illinois obtained through a Freedom of Information Act request, asks the district to remove depictions of Native Americans

The Minooka petition had one thing other high school petitions didn’t: backing from a celebrity. Actor Nick Offerman, a Minooka native, threw his support behind the petition in June.

Offerman is best known for playing Ron Swanson on the TV show “Parks and Recreation.”

As of last week, the Minooka petition had more than 17,000 signatures.

“It was definitely easier for us than other petitions because we got support from a celebrity,” Holmes said. “That very much boosted our [petition], and so we’re very thankful to Nick Offerman for that.”

During a June 17 school board meeting, the Minooka school board heard recommendations from Walker Thomas Group, which performed a third-party cultural assessment of the district. Mentioned along with other diversity and inclusion aspects was a recommendation to convene a task force to review the mascot.

••• Dorene Wiese visits schools “constantly” to talk about Native American mascots and negative imagery.

Wiese heads the American Indian Association of Illinois, a nonprofit in Chicago. She grew up on the White Earth Indian Reservation in Minnesota and came to Chicago for college when she was 18. Some 50 years later, she remains active in the Chicago Indian community.

The last big push against Native American mascots in high schools came about a decade ago, Wiese said. Over the years, the debate has gone through ebbs and flows where it is discussed often, then fades into the background.

The George Floyd protests revived

the discussion again.

“What people don’t understand is that we’re so small in number because we’re the remnants of a huge genocide,” Wiese said. “We’re lucky to even be here at all.

We’re always struggling to get any attention to our issues.”

According to the website mascotdb. com, which collects mascot names from all across the country, more than 2,000 schools still use Native American mascots in America.

The Native American mascot has become deeply entrenched in many communities. Illinois’ flagship public university, the University of Illinois at Urbana-Champaign, demonstrates perfectly the opposition that changing such symbols encounters. In many ways, the “Chief Illiniwek” debate still persists on the campus, even though the symbol was retired in 2007.

The same arguments are recycled year after year to defend the Native American mascots and imagery: The mascot is school history, and the mascot honors and respects Native Americans.

One letter sent to the Minooka school board, obtained by Shaw Media Illinois through a FOIA request, implored the board to let the community vote on the mascot.

“The Indian mascot honors strength and power with pride in teamwork and community,” wrote the community member, who identified as a longtime Minooka resident. “Never has it been a racist issue.”

Wiese argues this assertion is simply wrong.

“What we say, generally, is: You are not honoring me,” Wiese said. “I do not feel honored by this image and we wish that you would please stop using it.”

In Wiese’s eyes, the mascot issue has perpetuated for so long because schools don’t teach an accurate portrayal of Native Americans in the classroom.

Feathers and headdresses around Thanksgiving, celebrating Christopher Columbus, the idea that North America was “discovered” by Columbus, it’s all wrong, Wiese said.

“You cannot separate American Indian history from American history because we were there the entire time,” Wiese said. “We were trying to exist and we’re still trying to survive as sovereign nations. We need to be included in any effort that talks about race. We’re constantly left out.”

••• When a professional sports team brands itself using what many consider a racial slur, what does that say to high schools using the same mascot? What does it mean for those schools now that the Washington Football Team has finally changed?

The National Congress of American Indians called it “a day for all Native people to celebrate.” The organization has been at the forefront of ending Native American mascots.

Five high schools in Illinois still use the Redskins as their mascot: Momence, Morris, Nokomis, Sullivan and Shawnee in Wolf Lake.

At Morris, the school board heard comments from the public regarding the mascot last month.

“The board heard those comments and indicated they would like to explore the process,” District 101 Superintendent Craig Ortiz said. “They haven’t made any formal decisions yet. They do want to take the time to explore what the process involves. This is not going to be a low-cost change. What will we have to do with flooring, signage, uniforms? How much time might that take?

The cost of changing a mascot is a real hurdle, and understandably so.

Last month in New York, John Jay High School announced it would change its mascot from Indians to Wolves.

According to one news report, the district superintendent estimated replacing all athletic uniforms in one year – for a school with an enrollment of about 1,000 – would cost about $69,000. Repainting the gym floor would be about $30,000.

Replacing signs throughout the school would be another $25,000.

The most recent mascot rebrand in Illinois will cost $150,000 on uniforms alone. At Rich Township High School in Richton Park, the district is closing one of its three campuses and combining athletic teams. What had been three separate schools will now compete in athletics as one. The school chose a new mascot, too: the Raptors.

According to a FOIA request obtained

by Shaw Media Illinois, the district has already spent $80,000 on new uniforms and expects the number to total “close to $150,000.”

••• At Minooka, and schools like it, there is a long road ahead. Petitions are met by counter-petitions. Opposition to the change remains vocal.

“There is obviously a faction of the community that is saying no,” Holmes said.

A Minooka counter-petition, titled “Support Indian Pride in Minooka & Channahon” has garnered nearly 4,000 signatures.

In two tweets last month, Offerman urged the community to change and called the resistance “dumb and shameful.”

“If the NFL and NASCAR can make course corrections away from racism, can’t our school system?” Offerman wrote. “Step up.”

The Contact Tracer will work with patients to help them recall everyone with whom they have had close contact during the time-frame while they may have been infectious, then contact the individuals to let them know of their potential exposure. Contact Tracers will be provided scripts to follow, and must comply with policies and procedures provided by IDPH, and comply with Human Subjects training regarding confidential information related to personal information.

Essential Duties & Responsibilities Participate in IDPH training to learn procedures for contact tracing and scripts to follow. Follow scripts when communicating with patients and contacts. Contact Tracers are not permitted to deviate from the script or provide information that is not included in the script. Call patients who have been newly diagnosed with COVID-19 to provide support and gather information. Help patients recall everyone with whom they have had close contact during the time-frame while they may have been infectious.

Call the contacts to discuss their potential exposure. Communicate with contacts in a professional and empathetic manner. Collect and record information on symptoms into a Client Resource Management platform CRM. Provide contacts with information about how to separate themselves from others who are not exposed, how to monitor themselves for illness, and if appropriate, refer them to testing according to procedures or to a Resource Coordinator for additional resources. Call each person under active monitoring daily for 14 days to check that there is no onset of symptoms. Maintain contact with supervisor. Conduct other related duties as assigned.

CONTACT TRACER SUPERVISOR The Bureau, Marshall, Putnam County Health Departments, is hiring numerous Contact Tracer Supervisor to support Illinois Public Health's efforts in performing COVID-19 contact tracing.

Position Summary BMPCHD is organizing teams of community contact tracing staff across our Tri-County, as a key strategy for preventing further spread of COVID-19.

The Contact Tracer Supervisor will supervise a team of six to nine Contact Tracers who are working with COVID-19 patients to help them recall everyone with whom they have had close contact during the time-frame while they may have been infectious, then contact the individuals to let them know of their potential exposure, and connecting contacts with various services (including social support structures, testing, clinical care, etc.). The Contact Tracer Supervisor will track progress against target goals and provide supervision and mentorship to staff.

Essential Duties & Responsibilities Supervise a team of between seven to ten people that collectively performs all functions of the COVID-19 Community Team response. Coordinate the team's schedules and provide supervision and troubleshooting. Resolve issues and brainstorm and implement solutions. Call patients who have been newly diagnosed with COVID-19 to provide support and gather information. Help patients recall everyone with whom they have had close contact during the timeframe while they may have been infectious. Call the contacts to discuss their potential exposure. Communicate with contacts in a professional and empathetic manner. Collect and record information on symptoms into a Client Resource Management platform CRM. Provide contacts with information about how to separate themselves from others who are not exposed, how to monitor themselves for illness, and if appropriate, refer them to testing according to procedures or to a Resource Coordinator for additional resources.

Track daily and weekly progress for the team against target goals including cases contacted successfully, contacts tracked and referred, and patients and contacts referred to social support systems. Perform quality assurance through listening in on calls or to recordings of calls and providing feedback to team. Liaise with partners and stakeholders at the Bureau, Marshall, Putnam County Health Departments and IDPH. Call each person under active monitoring daily for 14 days to check that there is no onset of symptoms. Maintain contact with supervisor. Conduct other related duties as assigned.

Minimum Qualifications Bachelor's degree or 4 years of related professional experience. 3 years of related professional experience (in addition to the educational requirements). Experience supervising staff. Excellent interpersonal skills and ability to interact professionally with culturally diverse individuals during a time of crisis and distress. Ability to communicate verbally in a professional and empathetic manner. Good project management skills and ability to track progress of a team. Excellent organizational skills. Good critical thinking skills. Ability to handle confidential information with discretion and professionalism. Proficiency with computer software and ability to learn how to use CRM platform. Work experience and/or lived experience with communities experiencing/at risk of disproportionate COVID-19 impact. Ability to speak, read, and write in English. Familiarity with our Tri-County geography.
