BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — While the large parking lot next to Putnam County High School (PCHS) is typically filled with cars and trucks, this past Saturday it was filled with people and just about everything else you could think of in order to raise funds for the local FFA chapter.

The annual PCHS FFA Auction once again attracted large crowds of people who arrived on the morning of Aug. 5 to hopefully find a good deal and to support the efforts of local ag students. The auctions were run by Bradley’s Auction Service of Streator, and the auction was large enough they also brought help from other auction services.

“This is quite the event; it brings

everyone in PC out to support the FFA which is great to see. This is a major event for both us and the rest of the county,” PCHS Principal Clayton Theisinger said.

Items from throughout the area are donated to the auction, and the variety is impressive. One of the largest and most eye-catching items awaiting its turn on the block was a sailboat,

and several pieces of large agricultural equipment were also waiting for new owners.

There were several mowers; power tools; construction and antique farming implements; furniture; fishing equipment, remote control airplanes and supplies; fixtures of all sorts; bicycles; and

Granville looks at summer events No decision made on playground equipment at Veterans Park

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — The Granville Village Board meeting on Aug. 1 was short but productive, and members were also looking forward to the village’s annual summer events.

Changes by the Department of Labor prompted the board to approve an amendment to the Prevailing Wage Ordinance. The prevailing wage is defined as the hourly wage and typical benefits paid to the majority of workers and laborers in the largest city in each county. Prevailing wages are established by the Department of Labor for each trade and occupation employed in public work.

The board also approved a $500 payment from the village’s busi-

ness district fund to the water operating fund to reimburse the water/sewer extension to the business district where Dollar General was constructed.

The board also discussed the playground equipment in Veterans Park, but it decided to table the subject until their next meeting on Aug. 15.

Village President Jared Baker read a note of thanks from the Marshall-Putnam Fair royalty for Granville’s donation and also remind-

ed everyone about the summer’s annual village events including the movie night in Hopkins Park where the film “Sing” was shown. During the movie night, donations were collected for the Putnam County Food Pantry, and popcorn was provided

by Axline Pharmacy.

Other events from this past weekend included the cruise night, held on Aug. 4, which featured Spiderman, a petting zoo, and balloon art, and the townwide garage sales.

PERU — Nancy McDonnell, Illinois Valley Community Hospital’s chief information officer, has been included on the 2017 list of “100 Community Hospital CIOs to Know” released July 27 by Becker’s Hospital Review.

Becker’s is a monthly publication offering up-to-date busi-

ness and legal news and analysis relating to hospitals and health systems. The Becker’s staff accepted nominations for the list and developed the final list based on editorial research.

A news release from the publication says the CIOs on the list all lead the health IT

teams at community hospitals and health systems. It says the individuals highlighted have implemented electronic health record systems, lead cybersecurity initiatives and oversee telehealth/telemedicine programs.

McDonnell came to IVCH in 2008 after working at Old Sec-

ond National Bank in Aurora, where she was vice president of information services and responsible for technology security.

As CIO at IVCH, she is part of the hospital’s executive leadership team and heads the information systems department.

“There’s a great variety here, and the most important thing is that we’re helping the FFA,” said Freddie Immke of Immke Auction Services, who is also a farmer of 54 years.

PCHS ag science teacher John Heiser said the funds raised through the auction will help students attend leadership conferences, conventions and other events throughout the year, as well helping

to provide any needed supplies.

During the auction, FFA students sold food and refreshment to hungry bidders who were eagerly inspecting items and searching through the trailers filled with potential treasures.

Ron Diedrich and his wife, Martha, an antiques dealer, drove from Yorkville to Granville for a chance to take advantage of the opportunities provided by the auction.

During his tenure as CEO, the agency secured a $1.2 million grant from HUD to open four community homes for people with disabilities. A capital campaign raised an additional $1.2 million to close Horizon South, an 84-bed nursing home in Oglesby, and move the residents into smaller homes throughout the Illinois Valley. He introduced person-centered planning that allowed services and supports to be customized to fit each person’s unique needs and wants.

According to Jeff Borelli, president of the Horizon House Board of Directors, “We appreciate all he has done for the people with disabilities and their families. Jim Monterastelli has left quite a legacy of accomplishments that have had a significant impact on the lives of people with disabilities.”

He continued, “In addition to having a strong vision for people with disabilities, Jim also assembled and honed a team of accomplished staff with many years of experience who will continue to provide the quality, breadth and compassion of services the agency has become known for.”

Dan Fitzgerald will be serving as Horizon House’s Interim CEO. Fitzgerald has been with the agency for 36 years. He has been the director of programs and services for nearly 30 years. He is active on a number of community organizations and boards. He lives in Oglesby with his wife, Nancy. He has two daughters, Dana in New York and Meg in Chicago.

Haze Smokehouse named a Top 10 spot LASALLE — Haze Smokehouse has been named one of Illinois’ Top 10 barbeque restaurants.

The classification puts this LaSalle eatery in the company of barbeque hot spots like Smoque BBQ in Chicago, and Urbana’s Black Dog Smoke & Ale House.

The Top 10 list was published by Best Things Illinois, a media site that ranks food, entertainment and recreation destinations across the state.

Rankings are based on customer reviews, the list-makers’ personal experiences, and other media sources, such as magazine features and reviews.

“Chicago has some amazing BBQ, and to see Haze ranked among the best is a testament to how hard our entire team works to make every guest experience a great one.”

Health department releases June inspection scores The Bureau/Putnam County Health Department makes routine and unannounced visits each month to various food service establishments in Bureau and Putnam counties to inspect the operations.

Health inspectors use an identical scorecard at each facility, where they check for health code compliance in 45 areas. Each area carries a rating from one to five, with five being the most critical.

Inspectors check the entire operations

of the facility in 14 different categories, such as food protection, personnel, and garbage and refuse disposal Beginning with a score of 100 points, the health inspector deducts one to five points for every violation. The final total is the facility’s inspection report score.

A passing food inspection score is 65 or above.

At 65, the Bureau/Putnam County ordinance allows the health department to close an establishment, but a score

doesn’t have to be that low for the department to close it. It depends on the number of critical and non-critical violations and the type of violations. Certain combinations can create a domino effect for food borne outbreaks.

All inspection reports are a matter of public record and can be seen at the Bureau County Health Department in Princeton.

STANDARD — Alfred Piccinelli, 76, of Standard passed away Thursday, Aug. 3, 2017, at St. Margaret’s Hospital in Spring Valley.

He was born June 22, 1941, in Spring Valley to Frank and Ann (Marchiando) Piccinelli. He married Jenece Mauer on Aug. 11, 1962.

He was a steel worker for American Nicholoid in Peru.

Survivors include one son, Tony (Johnelle) Piccinelli of LaSalle; one brother, Jody (Pat) Piccinelli of Standard; and one sister, Marguerite Sons of Standard.

He was preceded in death by his parents, his wife and one son, Harold Piccinelli.

Prayers were held Monday, Aug. 7, at the Dysart-Cofoid Funeral Chapel in Granville followed by a Mass of Christian Burial at Sacred Heart Catholic Church in Granville with Father Patrick DeMeulemeester officiated. Cremation rites followed the service.

Visitation was held Sunday, Aug. 6, at the funeral home.

Contributions may be made to St. Jude, the Standard Fire Department or Putnam County Ambulance.

Pallbearers were Peter Piccinelli, David Piccinelli, Jody Piccinelli, Scott Sons, Paul Marenda and Ron Frederick.

Agents arrest Streator man for cocaine delivery STREATOR — A Streator man is in the LaSalle County Jail after being arrested at 8:20 p.m. July 25 in a buy/bust operation in the 700 block of East Main Street in Streator.

During the operation, Tri-DENT agents conducted two controlled purchases of purported crack cocaine from Willie L. Chillis, 46, of Streator. During the first controlled purchase, a person assisting Tri-DENT agents purchased more than one gram of purported crack cocaine.

During the second controlled purchase, a person assisting agents purchased less than one gram of purported crack cocaine. Following the second controlled

purchase, agents arrested Chillis who was taken into custody without incident.

Chillis was transported to the Streator Police Department. Following the investigation, Chillis was charged with the Class 1 felony of unlawful delivery of more than one gram but less than 15 grams of a controlled substance (cocaine) and the Class 2 felony of unlawful delivery of less than one gram of a controlled substance (cocaine).

Police: DePue man had $40K in narcotics, $10K in cash departments, arrested Naichiem Saepharn, 20, of DePue. He was taken into custody on an original arrest warrant for unlawful delivery of a controlled substance, cocaine — more than 15 grams, but less than 100 grams, which is a Class X felony, in the 100 block of Fifth Street (Route 6) in Peru.

PERU — According to a press release from the Tri-County Drug Enforcement Narcotics Team (Tri-DENT), following a long-running investigation into cocaine dealing in the Illinois Valley, officers have made an arrest.

Go figure — Out of my element F I was knee-deep in a ditch of weeds. Clearly, it was not where I wanted to be. For a moment, I just stood there ... still and silent ... contemplating the what-ifs. What if there is a snake under these weeds? What FROM THE if some little creature is living EDITOR’S DESK in these weeds and decides to run up my pant leg? What if Terri large spiders are calling this ditch their home?

Simon I knew I needed to get from Point A to Point B by tromping through the weeds in that dang ditch, however, I wasn’t happy about it. I wasn’t happy about it at all. Carefully, I placed one foot in front of the other, attempting to part the weeds before I stepped into the unknown. I know I looked ridiculous, but I didn’t care. My heart was pounding.

A grasshopper came from out of absolutely nowhere and bounced off my forehead. I screamed — one of those school girl shortened screams, but nevertheless it was a scream. Even though there was nobody around to hear me, I felt better ...

Perhaps the sound of my shrill scream would send other critters skittering for cover.

The bee that was following me (I think it was mesmerized by either my hair spray or my perfume) was creeping me out. While I don’t make it a habit of wearing either into the wilderness, that’s a whole other story. Still, I had to deal with the buzzing, the swirling around my head and the distinct possibility I could easily be stung. I attempted to swat at the bee — hoping to send it into the next county, however it was relentless.

Bzzzzzz ... While I’ve never been allergic to bee stings before, this would have been the most inopportune time, since I was miles away from civilization.

Up ahead, I noticed the weeds moving. OMG! What the heck! My breathing got shallow, as I waited for some unknown creature to skitter, slither or scamper away. I could have cried, but it wouldn’t have done any good, since nobody was around to save me, much less hear me.

I was out of my element. Yes, I grew up on a farm, but that was quite some time ago — OK, it was years and years and years ago. And since those long ago days, I’ve changed. That’s right ... I scream at spiders; I cringe at even the thought of a mouse; and snakes, bats and bugs send me into oblivion. Sorry Grandma and Grandpa ... but your little country girl has changed!

Safely at Point B, in my vehicle and headed back to the safety of my insect-free home, I thought about my journey through the ditch, and I despite the horror of it all, I had to laugh. After all, I was the little country girl who spent hours catching grasshoppers — the same kid who carried around frogs and toads — the same little girl who would find baby mice in the granary and put them in a bucket and watch them for hours — the same kid who would catch a spider by one leg and enter it into a spider race with my other country friends.

What happened? When did that little girl who embraced all the creatures of the world turn into a sniffling “woman,” who detests all those things that skitter, scamper and slither? I’m not sure, but I don’t know that it really matters. The bottom line is that I need those little insects, rodents and reptiles to stay out of my life. It’s just that simple.

Isn’t it interesting how life changes you? My little girl infatuation with those little creatures has turned into a dreadful, awful scenario, complete with screams, tears and other elements of which I’m not very proud. Years ago, you should have seen my chaos when a huge spider built a web on my front door, and another equally large spider built another web on my back door. I was trapped.

I think I might have even called in sick to work — which wasn’t a lie, since those spiders nearly made me sick to my stomach.

It’s funny how we change as we travel through life. Even more interesting is the acknowledgment that we’re different than we used to be. As I’ve thought about this most recent episode in the ditch, I’ve come to realize I enjoy looking back to see who I was and what I’ve become — all the time wondering what changed me.

I am fat, my friends

If you were using it in a sentence, is it a noun? Is it an adjective? So many people use it as a judgment (English teachers: Is that an official label for certain words?).

Often times I refer to myself as fat. There is no denying it. I am not blind. I can see myself in the mirror. To me, the word is an adjective. I am fat. I am also 5 feet, six inches tall. I also have long hair. I also am known for my over enthusiasm in life. Those are traits — not indicators of my success in life, my like-ability or my character. Of course, I did not come to this conclusion overnight, or without many tears, insecurities, bad choices and maybe a little counseling.

When I tell people I’m fat, it sends them into panic mode, and they begin to stammer. “You’re not fat!”

LIE! “You are beautiful inside and out!” DODGE “How about those Bears?” AVOIDANCE “SQUIRREL” DISTRACTION Why do we get nervous? Why do we freak out? When will we see the word FAT as merely an adjective, as it should be? When will the stigma be lifted from that word?

I always tease that fat people are actually nicer people because they try harder due to low self esteem and the effort to be seen as worthy in the eyes of the world. I also say I’m glad I grew up with fat girl mentality because it made me develop a personality to fall back on. Woes be to the overly confident skinny girls who skated by on stunning smiles, girlish giggles and hair flipping, but then inevitably got old. Now they’ve got NOTHING! I hid my insecurities by punching boys in the arm

I want to go back to the attitude from the Baroque period when being fat was revered.

Being fat indicated wealth because those people had an abundance of food and an abundance of money that allowed them to sit around and eat and not work. Yeah — I think going back to that type of thinking is a winning game plan.

First, become fat. I have that one nailed. Second, become wealthy.

That may take awhile.

In my youth (as with so many others), I felt my worth was tied to my weight like an ox in a yoke. I was able to blame my failures and shortcomings on the fact that my jeans didn’t fit, or people were judging me. The funny thing is, now that I’m older and a wee bit wiser, I have actually talked to skinny people who felt the same way. WAIT! WHAT? In my world, if I had been skinny, my life would have been a breeze. I could wear cute clothes and smile with confidence. What worries would I have if I didn’t have to count calories and chart physical activity and drink horrible protein shakes and shop endlessly for something affordable that fit and consume mass quantities of leafy greens? I would be carefree and skip through life with a smile on my face and peace in my heart.

It was really big news to me to converse with a skinny person who

had many of the same worries, only in reverse. She struggled with feeling ugly because her bones stuck out. Heck, I haven’t seen my collarbones in years. Hip bones? Hidden beneath a protective layer of body fat.

My skinny friend indicated she often had to shop in the children’s section of the clothing store, and so her clothing choices tended toward immature. She didn’t want to wear Dora and Diego leggings, or Sesame Street characters on her shirts. I’m sure I looked oddly puzzled during our conversation because I had never encountered this mindset. It was as foreign to me as the desire some people have to launch themselves out of a perfectly good aircraft to plummet to the ground in an adrenaline flooded rush.

Why would you do that? Why would you want to? Why would you think that? Why wouldn’t you want to be skinny? My friend gave me some very good reasons.

So, on the eve of my 50th birthday, I have decided I will spend the second half of my century on earth (keep your fingers crossed that I last that long) viewing the word fat as merely an adjective and will launch a campaign to enlighten the masses. I will wear my label with pride and encourage others to do the same. I will eat the Twinkie, enjoying every morsel and knowing it will not condemn me to a life of depressing solitude.

Tears fell on Illinois

had a dream during the recent turmoil over enactment of a state budget. The statuary on the Capitol campus in Springfield had tears running off their bronze cheeks onto the manicured lawn.

The box score for the recent enactment of a full-year yet incomplete budget would read: Illinois House Speaker Mike Madigan, 1; Gov. Bruce Rauner, 0, though indeed nobody in Illinois came out a winner.

Madigan won the box score because he prevailed in his quest to enact a budget without any of the business-friendly reforms demanded by Rauner.

Rauner may have won the politics of this ongoing soap opera, at least for the present, as he now has some money to spend and avoids blame for supporting the tax boost.

Early in his term, Rauner had been told by veteran outside counselors the new governor could work with Madigan on a budget plus get some reforms.

And he could do this all the while campaigning aggressively on the outside to oust Madigan and his majority from office, as nothing was ever personal with Madigan. But no, outsider Rauner knew better.

The problem with the Rauner strategy was, from the git-go, the hostage state of Illinois was much less important to Madigan than was maintaining his near-dictatorial lock on power in Illinois politics.

So the hostage was meaningless, offering no leverage whatsoever.

Madigan would wait out Rauner,

UNDERSTANDING ILLINOIS Jim Nowlan which he obviously did, until such time as Democrats and a few Republicans said, “Enough already. This damaging dysfunction can’t go on any longer.”

The irony of this tragedy is that Rauner is correct in his belief that the Springfield government/political establishment should be thrown out.

This establishment — of Democrats and Republicans, lawmakers, governors, judges, bureaucrats, staff, lobbyists, union leaders — has been around for several decades now, though the cast of characters changes.

The establishment determined that while it was doing good for some, it could also do well for itself.

Few of us who have been around the game are blameless.

[The present public employee pension albatross is both symbol and substance of the damage the establishment has wrought.]

In the early 1990s, I headed a statewide trade group that lobbied in the Capitol. I recall “shining the rail” under the capitol dome on the third floor, where our types as well as lawmakers and reporters would kibitz during lulls in the action.

“The ‘pension bill’ is on the move,” I remember one lobbyist reporting. This was the biennial, thick bill of pension sweeteners for judges, lawmakers, public employ-

ees, widows, local firefighters and police, and more.

The bill always moved through the process very quietly, near the end of each session when people were busy with other stuff.

Just one of many illustrations: As a result of sweeteners over the years, judges receive 85 percent of their salary after 20 years of service. They can even count toward the 20 years the time they spent prior to going on the bench for service as assistant state’s attorney, lawyer for a park district, or whatever.

In retirement, judges receive more net than they did on the bench (at least $188,000), as they no longer pay into the system; the pensions are untaxed in Illinois; they receive free health care; and a 3 percent minimum increase annually.

The chickens have come home to roost.

There is no way the state of Illinois can ever, belatedly, salt away enough money to make pension payments independent of state funding.

Right now, we are paying about $9 billion a year into pension systems, trying to catch up. I’m sure that isn’t enough, even though it amounts to fully one quarter of our general funds budget spending.

The statues have a right to be shedding crocodile tears.

Ladies from Spring Creek, Chapel Hill, Green River, Hidden Lake, Oak Ridge and Edgewood are among area clubs to be invited.

Cheri Russell of Morris is the defending champion. Newcomer Prophet Hills (Prophetstown) won the 2016 low gross team title at Oak Ridge.

Entry fee is $65, which includes a practice round, tournament green/cart fees and lunch/appetizers.

• IV Summer League: The finale of the inaugural Illinois Valley High School Summer Golf League was held at Senica’s Oak Ridge Golf Club Wednesday, Aug. 2. The six-week summer league consisted of 30 area high school golfers, all competing as individuals rather than a team

competition.

Golfers played six 9-hole rounds at six different area courses, including Edgewood Park, Pine Hills, Mendota, Spring Creek, Senica’s Deer Park and Senica’s Oak Ridge. Each golfer’s four best scores out of the six rounds were counted.

“This is a great way for high school golfers to get a good dose of competitive exposure in a low-pressure atmosphere,” said league-creator and director Mason Kimberley, head golf coach at Hall High School. “All the kids had a lot of fun being able to compete against other players that were purely local, and if this league has shown us anything, it’s that there are a lot of talented players in our area.”

Box 19276, Springfield, Illinois, 62794-9276 (herein Agency) that a draft National Pollutant Discharge Elimination System (NPDES) Permit Number IL0001554 has been issued under 40 CFR 124.6(d) for Dynegy Midwest Generation, LLC, 13498 E. 800th Street, Hennepin, Illinois, 61327 for discharge into the Illinois River from the Hennepin Power Station, Hennepin, Illinois, Putnam County. The applicant is engaged in operating of an existing coal-fired, two-unit steam electric generating facility capable of generating approximately 290 MW (SIC 4911).

Plant operation results in an average discharge of 192.2 MGD of condenser cooling water from outfall 001, 0.02 MGD of boiler blowdown from internal outfall A01, 5.7 MGD of intake screen backwash from internal outfall B01, an intermittent discharge of roof drain discharge from internal outfall C01, an intermittent discharge of stormwater runoff from internal outfall D01, 43 MGD of condenser cooling water warming line from internal outfall E01, 1.1 MGD of East Ash lagoon discharge from outfall 003, and an intermittent discharge of west ash lagoon discharge from outfall 005.

The following modification is proposed: Condenser cooling water warming line was added as a contributory wastestream to outfall 001. Chemical Metal Cleaning Wastewaters and Dry Grit Blasting Waste Material were added as contributory wastestreams to outfall 003.

The application, draft permit and other documents are available for inspection and may be copied at a cost of 25 cents per page at the Agency between 9:30 A.M. and 3:30 P.M. Monday through Friday. Music Suite 408 announces upcoming events PERU — Music Suite 408 in Peru has announced upcoming events.

On Thursday, Aug. 10, a vocal masterclass with Sarah Arter, mezzo-soprano, and Jeni Roether, soprano, will be held from 3:30 to 5 p.m.

The cost is $10 for Music Suite 408 students, $15 for all others. An additional $10 2017-18 facility use applies to new students.

This masterclass is an opportunity for singers to gain valuable feedback on their singing from experienced instructors. They will sing in front of a group of other singers in a relaxed environment and will have

the chance to work through sections of their music. This is perfect for students that need to practice performing, are looking to gain confidence, need solo and ensemble practice, or those that want to get some feedback from other vocal instructors.

The group will warm up together at 3:30 p.m. and then each student will get approximately 10 minutes to perform and practice. Stonier scholarship recipients announced GRANVILLE — The Granville National Bank, trustee for the I.F. Doug Stonier‑Ella Stonier Educational Trust, has been notified of the winners for the trust’s 2017-18 scholarship. They are: Jeffrey Baker, the son of Leland and Juli Baker of Granville; Kelsey Grosenbach, the daughter of Larry and Cheryl Grosenbach of Granville; Madalyn Loiselle, the daughter of Paul and Jane Loiselle of Hennepin; Monica Monroe, the daughter of Jon and

Susan Monroe of McNabb; Taylor Pettit, the daughter of David and Cynthia Pettit of Mark; Justin Pettit, the son of David and Cynthia Pettit of Mark; Gina Seibert of Mark, the daughter of Richard and Jamie Seibert of Hennepin; Samantha Smoode, the daughter of Joe and Jennifer Smoode of Granville; and Nathan Ward, the son of David and Deborah Ward of Hennepin.

The recipients are chosen on financial need and academic ability.

They must be residents of Putnam County and meet other criteria set up under Mr. Stonier’s will. Each recipient will receive $2,500 for the 2017-18 academic year.

This scholarship fund was set up in the will of I. F. Stonier, a Putnam County businessman for many years. The selection committee consists of the Granville National Bank trust officer, one Putnam County School District 535 administrator and one community member.
