An abundance of life Dixon Waterfowl Refuge’s 2018 Bio Blitz documents nature’s return to restored area

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — While the restoration is still progressing, the rare and varied ecosystems of Hennepin’s Dixon Waterfowl Refuge are thriving. Their success was documented during The Wetlands Initiative’s (TWI) recent 2018 Bio Blitz.

Experts and citizen volunteers joined forces Friday and Saturday to conduct multiple surveys to document the bird, animal, insect, reptile, plant, fungi and aquatic populations of the 3,000acre site.

During TWI’s first Bio Blitz in 2015, more than 675 total species were identified. According to TWI’s Vera Leopold at press time, the very early number from this year’s diversity count was 444 species identified from a total of 779 observations.

“We’re still receiving a lot of information, and the 444 doesn’t

include all the insects or some other large groups,” she said, adding that officials from the Field Museum were helping with the identifications.

Leopold reported 111 plant species were found along the new Oak Ridge Trail and an additional 174 plant species were identified at Sandy Hollow, including some rarities that haven’t been seen there before.

“Fifty bird species were recorded at Sandy Hollow alone, including the state-endangered upland sandpiper, family groups of red-headed woodpeckers, several sedge wrens, multiple singing and calling yellow-billed cuckoos, and at least two Henslow’s sparrows, which hadn’t yet been seen at the site,” Leopold said.

Volunteers also identified a new butterfly species for the refuge, Horace’s duskywing. During the nocturnal surveys, at least two of the striking luna moths were seen.

She also said some scientists and volunteers chose to stay another night to conduct a second nighttime insect count at the new 300-acre Sandy Hollow tract. The first nighttime insect count was conducted near the water, and the Sandy Hollow survey was expected to reveal additional species that don’t live near water.

The number of volunteers was also much higher than in 2015.

“Last time, we had 100 people total with 50 being citizen scientists. This year we have a total of 150 people with 90 being citizen scientists. We’re very happy people are learning about this amazing site and want to experience it,” Leopold said.

A surprise highlight of the event included the sighting of the endangered and federally protected rusty patched bumblebee.

Some rare varieties of fungi were also found by surveyors.

Whether it was the somewhat official debut of the new and greatly improved McCoy Street, the efforts of the new organizers, or both, the 2018 Granville Cruise on Friday attracted a larger crowd than in years past and included several vehicles never before seen at the event. Attendees had fun looking at the cars parked up and down both sides of the new street, dancing, eating, drinking, visiting a petting zoo and more. The village of Granville continued its Granville Days celebrations on Saturday with an inaugural 5K, a kickball tournament, a movie in the park, inflatables, games and water fights.

For 50 years, there’s been no baloney with Cioni

Fords have been sold on the south end of Granville since 1934, and the Cioni family has been running the dealership since 1968. Al Cioni Ford celebrates five decades of hometown service

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — In 1934, a Ford dealership opened on the south end of Granville. It’s now 84 years later, and there are still shiny new Fords sitting on the lot.

For the past 50 of those years, it’s been owned by the Cioni family and is currently under the leadership of Granville native Al Cioni.

In 1956 Al’s father, also an Al, started working at the dealership originally opened by Doug Stonier.

He purchased it from Stonier in 1968.

After his father died in 1998, ownership passed to Al. In the 20 years since, he’s been proud to continue the long tradition of providing the best customer service possible.

His dedication has earned him the honor of winning the brand’s “President’s Award” seven times.

“It’s all about customer satisfaction. You can’t win that award without the customers, and they’re

always our top priority,” Cioni said.

He’s also aware of the place his family’s dealership holds in the history of the area.

“I’m very proud and brag on PC all the time. We’re the biggest city in the smallest county and also the county’s only dealership. I enjoy this. When I go to bed at night, I can’t wait to get back here because I love the people I’m around,” he said.

Cioni said the biggest change in the industry since he began has been with technology and safety.

“It’s been a huge change, even from just 20 years ago, let alone 50; and the change in mileage has been unreal,” he said.

When asked which vehicle he’d choose to represent everything that had been sold in Putnam County over the years, there was no hesitation or surprise.

“The F-150 and the entire F-Series, no doubt,” he said.

Cioni was also presented a special dealer’s pin featuring two diamonds, one for each 25-year period.

After presenting the pin, Boykin turned to Cioni’s daughter, Laura Vaessen, and said he hoped to be the one to present her with a three-diamond pin.

Vaessen said her and her husband, Jared, plan on continuing the dealership well into the future.

“I just want to be as good as my dad and to be able to keep up with all the technological changes,” she said.

dealership, and from all appearances, their three-year-old son, Luke, also enjoys being at the dealership and could realistically be the fourth generation to work there.

“He loves the trucks,” Monnie Cioni, Al’s wife, Laura’s mother and Luke’s grandmother, said.

When it comes to those special vehicles that he had to keep for himself, Cioni chose a blue 2002 Thunderbird and a bright yellow 2003 Mach 1 Mustang. The one he regrets letting get away was the red 2005 Ford GT, awarded to the dealership because of one of the many President’s Awards.

“I wish I’d have kept that one,” he said, smiling.

Cioni said customers have been another big change in the industry, and he described how well informed modern customers are because of the Internet.

“They know exactly what they want now,” he said.

On Aug. 3, Cioni Ford held a celebratory luncheon in honor of receiving an award for the family’s five decade connection to Ford. A plaque was presented by Ford’s Ivan Boykin, regional manager of sales and service, and Alex Reineke, a marketing manager.

“We only do one or two awards like this a year, and for a dealership to have been in the same location since 1934 is extremely rare. We’re very proud to have a dealership like Cioni Ford in our family, and a family connection is part of what makes Ford special,” Boykin said.

LOUISE MCKIRGAN SPRING VALLEY — Louise D. McKirgan, 87, of Spring Valley, formerly of McNabb, Princeville and Fort Myers, Fla., died Thursday, July 26, 2018, at Heritage Health in Peru with her family at her side.

Louise was born May 17, 1931, in McNabb to Glen Berry and Lemma (Heflin) Dunbar. She married John A. McKirgan on July 1, 1951, in McNabb.

She graduated from Magnolia-Swaney High School with the Class of 1949 and continued her education at Methodist Hospital School of Nursing from 1949 to 1951 before leaving to begin her family.

Louise was a member of the McNabb Methodist Church, Princeville United Methodist Church and Cypress Lake United Methodist Church in Fort Myers, Fla. She was active in her church and community no matter where.

Louise was a diehard Cubs fan who got to see her beloved Cubbies win the World Series. She was a member of Edgewood Golf Course, Fish-n-Fun in McNabb and the Junior Women’s Club. Louise taught Sunday school and Bible school. Louise was active in the Jamaica Bay Community while living in Fort Myers. She was a huge supporter of Putnam County sports and Dunbar High School (Fort Myers) girls’ basketball team.

Granny Goose, as she was called by her adoring grandchildren and great-grandchildren, loved spending time with them and was often at their activities.

McKirgan, Jennifer (Mike) Harmon, Tyler McKirgan, Matthew McKirgan, Natalie Faddis, Gina (Alex) Riva, Karla (Matthew) Carboni, Maria (Derek) Baird and Nick McKirgan; nine great-grandchildren, Coral (Sam) Hoff, John Gibson, Gage Gibson, Giuliana Riva, Dominic Carboni, Luca Carboni, Cecelia Baird, Bruno Baird and Luciana Baird; one great-great granddaughter, Alexandria Hoff; one sister, Nancy Dunbar; two sisters-in-law, Margie Kocher and Jo Dunbar; and many nieces, nephews and cousins.

She was preceded in death by her husband, John A., in 2002; her parents, Glen and Lemma Dunbar; a brother, Berry Dunbar; and a granddaughter, Truly Louise McKirgan.

A Celebration of Life will be at 11 a.m. Saturday, Aug. 11, at the Magnolia Methodist Church in Magnolia, with visitation from 10 to 11 a.m. The Rev. Karen Karczewski will officiate at the service. Cremation rites have been accorded. Interment will be in the Magnolia Cemetery.

In lieu of flowers, contributions may be made to the Louise McKirgan Memorial Nursing Scholarship, in care of Spring Valley City Bank, 315 N. Cornelia St., Spring Valley, IL 61362.

Honorary pallbearers will be her grandchildren.

POLICE REPORTS LASALLE COUNTY SHERIFF Accident • At 6:49 p.m. on Aug. 1, deputies investigated a three-vehicle hit and run accident at Route 18 and East 3rd Street in Hope Township.

Nichole Baehr, 33, of Rochelle was eastbound on Route 18 when a silver vehicle attempted to pass at a high speed. It then went back into the eastbound lane because of a westbound vehicle. The silver vehicle struck the rear of Baehr’s vehicle and sped away. The westbound vehicle of Yulia Kostenkyo, 30, of Peoria swerved to miss the accident, lost control and entered a bean field south of the road. No injuries were reported, and the accident is under investigation by the LaSalle County Sheriff’s Office.

Illinois 200 years ago have since been destroyed by human development.

Today it’s understood that wetlands remove pollutants and control sediment to provide cleaner water.

They also offer food and safety to an incredibly diverse array of wildlife, as well as storing flood waters, which reduces damage from flooding. They also help fight climate change by capturing carbon and are beneficial to the local economy.

“So many wetlands have already been lost in the Midwest that the Dixon Waterfowl Refuge has become incredibly important, and we couldn’t be happier with the ongoing success of our restoration work,” Leopold said.w

“To find that an endangered species has returned to this area to make its home is fantastic, very encouraging to everyone involved with the restoration,” Leopold said.

Depending on their area of expertise or interest, groups gathered in the early morning at the refuge before setting off to explore the varied features of site. The system of interconnected trails allowed researchers to slowly traverse the refuge as they searched for each inhabitant, big or small.

“There’s nowhere like this around Chicago, so it’s great to be able to get away and explore a site like this,” Daniel Suarez of Chicago said.

Suarez helped to lead a team into Sandy Hollow to document native plants in the area.

“It’s not very often you can speak with people who have such focused areas of interest and you can learn so much from them,” Cassi Saari, another volunteer from Chicago, said.

However, you didn’t have to be a scientist, researcher or scholar to make valuable contributions to the count.

“When they said we needed to identify all the different types of prairie grasses, I realized how much I didn’t know, but I did find a small tree frog out in the prairie.

We marked its position on a GPS because it was far from the area where you’d expect it to be,” Citizen scientist and frequent TWI volunteer Eileen Jordan of Princeton said.

The afternoon events included additional surveys, as well as many family friendly displays and activities.

Founded in 1994, The Wetlands Initiative is a non-profit dedicated to restoring the wetlands of the Midwest to improve water quality, increase habitats and biodiversity, as well as reducing flood damage.

Looking for a strong message? Take the Pledge ‘With liberty and justice for all’ must not be empty words

Y

ou know the Pledge of Allegiance, probably by heart.

You may recite it only occasionally, or get the chance several times a week. Sometimes, I’m guessing, you say it mechanically, and other times filled with deep meaning.

I hope it’s more often the latter, because here’s what’s remarkable about the Pledge: in a few short phrases, it lays out the fundamentals of what our country represents and strives to achieve.

Let’s start with these words: “and to the Republic for which it stands, one nation, under God, indivisible.” It’s not just talking about any nation or form of government; it’s talking about a republic — a unified nation, under divine Providence, with three fully equal branches that are strong, independent, and each entrusted with limited and defined powers within their constitutional

The meaning goes even deeper than that. Really, we’re talking about power being dispersed across a large number of people and institutions. We’re talking about a system that was designed by people who were so wary of concentrated power that they made it difficult for any one person or institution to wield it.

They created a republic that to its core rejects autocratic political leadership and authoritarianism. It sees them as a threat to our democracy, and depends upon a system of elections in which ballots are counted fairly and citizens have equal voting rights.

This, in turn, provides a system that has the capacity to reform and renew itself, because its institutions rest on the political involvement of our citizens. Elected representatives make the laws, but government is

bound by the electoral process, an independent judiciary, and constitutional guarantees of freedom of speech, assembly, religion and the press.

This brings us to the final words: “with liberty and justice for all.”

These are crucial to understand.

They represent what some pundits have called a framework of decency: a system built on individual dignity and respect for each person. This is a monumental achievement – a country that seeks liberty and justice for all within its borders, and often beyond them, with no limitations or caveats. Liberty and justice are not reserved for white males, or even for citizens only.

In all this, we recognize and tolerate our differences. We may not always measure up to our ideals, but we certainly know what they are. We expect differences in race, religion, and political beliefs. We don’t try to demonize those who are different.

At heart, then, this is a system based on a core belief that we’re all in this enterprise together, and all connected to one another.

Everyone has the right to enjoy the promise of America.

Put these two parts of the Pledge together, and what it’s telling us is that we live in a system that binds us together by adherence to rules of political engagement, respect for the rule of law, and belief in our democratic institutions.

We may disagree about all kinds of issues, but we firmly believe in equal political rights and equal opportunity. “Liberty and justice for all” means giving individuals the space to make choices in their own lives that will enable them to flourish.

What the country expects in return is that most individuals will live a life of honor, excellence and responsibility. The system demands hard work on the part of its citizens if it is to succeed.

So the next time you stand as the Pledge is recited, think about what you’re saying. It’s deceptively simple. But it packs a powerful message.

In education, unfunded mandates can go both ways F

or decades, the two dirtiest words in Illinois education were “unfunded mandates.”

Local school boards and administrators hate these orders that come from Springfield but don’t come with a check attached.

For example, this year Gov. Bruce Rauner has signed four new unfunded mandates pertaining to civics exams, concussions, suicide prevention, and discipline policies.

Since 2000, there have been more than 130 new, unfunded mandates that have affected the school districts across our state, WCIA-TV recently reported.

To be sure, the state of Illinois isn’t putting its money where its mouth is.

Back in the dark ages, when I was in high school, the unfunded mandate that administrators were griping about was called “consumer education.” I don’t remember anyone who wanted to be in that

class. But we were stuck there for a semester because the lawmakers in Springfield said we had to.

And, of course, the physical education requirement is a perennial complaint among school districts.

Some argue that these decisions on what youngsters are taught are best left up to local educators to decide.

But here’s a dirty little secret about unfunded mandates: they flow both ways.

Illinois taxpayers are on the hook for the bulk of tax dollars spent on educator pensions.

So, when Calumet City’s school board decided to pay their superintendent $400,000 a year, folks in

Galesburg, Alton, Kankakee and elsewhere in Illinois are chucking in dough for that fellow’s gold-plated pension.

Why? Because the Calumet City School Board sent an unfunded mandate to Springfield leaving all of the state’s taxpayers responsible for footing the bill.

When a school district agrees to pay an exorbitant salary, Illinois taxpayers follow up by paying an exorbitant pension.

Please keep in mind, the state has a total unfunded pension liability of $130 billion. We can’t afford to keep doing things the way they have always been done.

In Springfield, Republicans blame Democrats and Democrats blame Republicans for the state’s pension woes. The truth is, both groups are to blame.

But another group that bears responsibility is local school boards. For generations they have

gamed the system by giving end-ofcareer pay raises to teachers contemplating retirement. They do this to artificially bump up pensions paid by the state.

Yes, that’s another unfunded pension mandate flowing to Springfield.

One has to wonder whether it is the best public policy for the state’s taxpayers.

The General Assembly has done little to curb this practice. But it did pass and Rauner did sign a measure capping end-of-career pay raises at 3 percent. The state’s largest teacher’s union issued a press release this past week arguing the cap ought to be raised to 6 percent.

I can understand why they are calling for this. After all, it’s their job to advocate for their members.

But is this what is best for the state’s taxpayers?

IN BRIEF ISP to conduct Occupant Restraint Enforcement Patrols LASALLE — Illinois State Police (ISP) District 17 will conduct Occupant Restraint Enforcement Patrols (OREP) during August.

OREPs allow the ISP to focus on safety belt and child safety seat laws. Illinois law requires all vehicle passengers (front and back) to be buckled up.

Safety belts are still one of the most effective safety devices in vehicles, estimated to save nearly 14,000 lives each year. Half of vehicle occupants killed in a traffic crash were not properly buckled up. The objective of this program is to increase occupant restraint compliance.

The annual FFA fundraising auction was held Saturday in the parking lot of Putnam County High School.

Bargain hunters from throughout the Illinois Valley gathered to outbid each other on the wide variety of items that had been donated to the group for this popular event. While the majority of items are often farmrelated, there’s no telling what will be going up on the block. While smaller than the one auctioned last year, those bidding this year also had a sailboat to consider.

Fundraiser at the Pizza Peel will benefit Alzheimer’s Association LACON — A fundraiser benefiting the Alzheimer’s Association Walk to End Alzheimer’s will be held Thursday, Aug. 16, at the Pizza Peel, 340 Fifth St. in Lacon.

Funds raised will be donated to the Elsie’s Whistlers team. Elsie’s Whistlers is participating in the Bloomington/Normal Walk to End Alzheimer’s.

Fifteen percent of the day’s sales will be donated to the Elsie’s Whistlers team and the Alzheimer’s Association. Final program announced in summer gardening series The summer series of the Four Seasons Gardening program from University of Illinois Extension concludes with a session titled “At-Home Micropropagation: In Vitro Plants.”

Members participate in 4-H Show HENRY— 4-H members from across Marshall-Putnam counties participated in the Marshall-Putnam 4-H Show, July 16-20. The 4-H Show was at the Marshall-Putnam fairgrounds in Henry. The 4-H Show is where the youth display what they have learned during the last 4-H year.

On July 16, the show began with the dog show. Youth compete for a spot at the state dog show in Dixon.

They need to compile enough points to attend state. M-P will be sending two members to the state dog show on Aug. 25.

General project judging began on

Tuesday, along with the rabbit, poultry and horse shows. On Tuesday evening, the Fashion Revue took place with 4-Her’s modeling their clothing and shopping exhibits.

Prior to the Fashion Revue, the new 4-H Ambassadors were announced.

Of course, the show does not go on without the help of many volunteers.

The volunteers work many positions such as judges, assistant judges, superintendents, junior superintendents, set up and take down, cleaning crew, building supervisors, food stand, blood drive helpers and pie makers. It also takes many trophy sponsors to pull off a show like this.

Stonier scholarship recipients announced

GRANVILLE — The Granville National Bank, trustee for the I.F. Doug Stonier‑Ella Stonier Educational Trust, has been notified of the winners for the trust’s 2018-19 scholarship.

This year’s winners are: Mekenzie Ahlstrom, the daughter of Jim and Erin Ahlstrom of Granville; Rebec‑ ca Arnold, the daughter of Shannon Arnold of Peru and Sandra Arnold of Lostant; Jeffrey Baker, the son of Leland and Juli Baker of Granville; Marlee Giacometti, the daughter of Ryan Giacometti of Granville and Dean‑ na Giacometti of Peru; Kelsey Grosenbach, the daughter of Larry and Cheryl Grosenbach of Granville; Ashlyn Haage, the daughter of Bryan and Tracie Haage of Gran‑ ville; Madalyn Loiselle, the daughter of Paul and Jane Loiselle of Hennepin; and Courtney Ossola, the daughter of William and Kelly Ossola of Granville.

The recipients are chosen on financial need and aca‑ demic ability. They must be residents of Putnam County and meet other criteria set up under Stonier’s will. Each recipient will receive $2,780 for the 2018-19 academic year. This scholarship fund was set up in the will of I. F. Stonier, a Putnam County businessman for many years. The selection committee consists of the Granville National Bank Trust Officer, one Putnam County School District 535 administrator and one community member.

IVCC theater department seeking alumni

OGLESBY — The Illinois Valley Community College theatre department is celebrating its 60th year of pro‑ ducing musicals, plays and other forms of entertainment by reaching out to theatre alumni.

The department has started the search for IVCC stage alumni, those who have either performed in or worked on productions at IVCC. The campaign for stage alum‑ ni began on the IVCC Fine Arts Facebook page which announces performances and events.

“Response is so positive, and we’re finding all kinds of hidden treasures about our past shows,” said director and choreographer of musical theatre, Don Grant Zell‑ mer. “We’ve received copies of press releases, programs, pictures, and heard from those who want to share their memories.”

Boyd is a member of PC Progressors. She is the daughter of Helen Lenkaitis of Hen‑ nepin and attends Putnam County High School. She is also a member of Ag SPIN and Soo 4-H Sewing clubs. Over the years, she has participated in several projects includ‑ ing clothing, dairy cattle, foods, intercultur‑ al, interior design and several more. As an ambassador, she would like to encourage more youth to join 4-H. Johnson is a member of PC Progressors.

She is the daughter of Brandon and Becky Johnson of Magnolia, and attends Putnam County High School. She is a member of 4-H Federation, Ag SPIN, Sooo 4-H Sewing and

Dog SPIN clubs. During her 4-H career she has participated in clothing, crops, dogs, electricity foods, horticulture, poultry and visual arts to name a few. As an ambassador, she would like to be a part of state commit‑ tees to help organize 4-H events on a state level.

Lindstrom is a member of Saratoga Lead‑ aways. She is the daughter of Aaron Lind‑ strom of Henry and she attends Henry-Sen‑ achwine High School. She is an active mem‑ ber of Federation, Sooo 4-H Sewing, M-P Robotics, Shooting Sports and Tech Wizards.

She has enjoyed learning about Robotics, 3-D printing, foods, shooting sports, weld‑ ing, clothing and visual arts. She is excited to spread the word of 4-H and be on state committees to further support 4-H as an ambassador.

High school equivalency classes offered OGLESBY — The Adult Education pro‑ gram at Illinois Valley Community College will offer free Adult Basic Education (ABE), High School Equivalency (HSE) traditional and online preparation classes, as well as English Language Acquisition (ELA) and Citizenship classes beginning Aug. 20 and 21.

ABE/HSE and ELA classes are offered at the IVCC Oglesby campus and the IVCC Ottawa Center. In Mendota, DePue and Stre‑

PUTNAM

PUTNAM — On June 19, the Marshall-Putnam River Conservancy District, the Marshall-Putnam SWCD and the Marshall-Putnam U of I Extension office held the annual Conservation Camp at Lake Thunderbird.

Fifty grade school-aged kids, along with 10 volunteers and presenters, offered a day of fun and learning about nature and conservation. The weather was not quite so happy, however. The morning’s events were held inside due to the heat, and as soon as lunch was over — the rains came. However, with this turn of soggy events, the kids were able to still enjoy the day.

There were four groups of kids, assisted by a few adult volunteers to head to different stations. Jeff Winner, Winner Reptiles, brought

his collection of reptiles to the camp.

He had snakes, lizards and turtles.

He showed the kids how to properly handle good snakes and how to identify the ones to stay away from in the future. This was his last year with the camp and he will be missed at future camps. His enthusiasm for sharing the positive things about reptiles will live for a long time in the lives of kids that were able to listen to him. The University of Illinois Master Gardner’s taught a tree identification class. They did the best they could, by bringing in leaves, a tree cookie and other things to learn to identify, as well as how to identify some of the flora and fauna at the lake. Amber Grimes brought her medical knowledge to camp, and was able to teach the kids the basics of first aid and CPR. Chef Tony Wright

came and taught the kids how to make their own solar ovens, pizza dough in a bag and use both at a campsite. The campers then enjoyed pizza for lunch. Julie Read, Ag in the Classroom – Extension, came for dessert and helped the kids to make ice cream in a bag. It took about 15 minutes of prep and shaking, but they all got a tasty treat to enjoy.

After lunch, as the clouds dark-

ened the sky and thunder rolled, swimming was not allowed by the LTB Lifeguard staff. This was a big disappointment to the kids.
