At special meeting, PC Board amends budget with another $150,000 in cuts County still faces an estimated deficit of up to $700,000

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — Facing a sizable six-figure budget deficit, the Putnam County Board has been challenged with making significant cuts, including the elimination positions within county offices.

During a July 29 special meeting, board members Steve Malavolti, Sheila Haage and Brad Popurella approved $150,458 in further cuts as they again amended their budget and appropriation ordinance.

Combined with previous cuts, there have now been $274,970 worth of spending reductions.

However, Malavolti, board chairman, estimated the remaining deficit could approach about $700,000.

“We’ve still got a lot to look at for next year, but we’re pretty much at a bare-bones level now. Our magic number is to get to $2.9 million,” he said.

That amount, $2.9 million, is the projected annual revenue for Putnam County. Treasurer Kevin Kunkel said the county has spent about $2 million so far this year, and that the county would again need to borrow early next year.

For the past two years, the county has relied on several hundred thousand dollars in interfund loans to continue operating, paying them back when tax revenue disbursements are made. While this solves

the immediate crisis, it also leaves the county with little money moving forward.

Kunkel has previously told the board there was a budget surplus of $1.5 million in 2008, Steve but in the nine years Malavolti following the 2009 Chairman, audit, the county had Putnam overspent in seven County Board of them. He also said if those overages are added up, they total $1.5 million.

As the county’s financial situation continued to deteriorate, the board was finally forced into action, but despite the significant cuts made since, cuts alone don’t appear to be enough to solve the problem. Another challenge the county’s leaders face is generating additional revenue through the creation of a new referendum that would appear on an upcoming election ballot.

More revenue needed Both Kunkel and Supervisor of Assessments Tammy Mehalic have previously said the county has, on several occasions, decided to bypass additional revenue it was entitled to have collected through many years.

While this benefited residents at the time, the county’s financial future will require citizens to consider a tax increase. Persuading the public of the county’s financial situation and the need for additional revenue will be a significant challenge for the board. Members previously said there would be a need for multiple town hall-style meetings and community forums to properly educate and inform the public.

Amended budget cuts While many reductions have been made, such as for meetings, office supplies and other operating expenses, some of the larger cuts are as follows: • $20,000 in equipment purchases.

• More than $17,000 for property damage, workman’s compensation and unemployment insurances.

• $50,000 for economic incentive rebates.

• The salary for the deputy clerk was reduced from $28,865 to $19,800.

In addition, overtime at the sheriff ’s office has been significantly reduced, and positions have been eliminated in the offices of the county clerk and circuit court clerk.

The lone increase in the July 29 budget amendment was a state mandated raise to the salary of the state’s attorney from $131,796 to $134,564.

The next meeting of the Putnam County Board is scheduled for 6:30 p.m. on Aug. 19.

In 2018, the county tried to raise revenue through an election referendum to increase the corporate tax rate from .37 to .67, but it was rejected by more than 75 percent of local voters. While 620 voters approved, 1,882 opposed the increase.

At the .37 rate, the county collects about $553,000 a year. The increased rate would have collected about $1.04 million. Had it been approved, it would have closed the current deficit and likely prevented staffing cuts and discussions of benefit reductions.

The board has yet to begin work on a new taxation referendum to present to voters, but the deadline to file for the March 2020 ballot is in August.

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — Judge James A. Mack has set the date for Billie J. Marcano’s next status hearing in Putnam County Circuit Court for 10:30 a.m. on Thursday, Sept. 26.

Marcano, 31, didn’t appear at the Aug. 1 status hearing for his charge of burglary.

Putnam County State’s Attorney Christina Mennie said Marcano was allowed to not appear at the hearing

out of concern for his well-being.

Staying with his family in Downers Grove, he is continuing to do well as he receives counseling. Mennie added his family is also working to arrange restitution.

After initially being found unfit to stand trial, and subsequently receiving mental health care, Marcano’s behavior in custody greatly improved. He was then ruled fit enough to face the court’s charge during a previous hearing.

In February, Marcano triggered a seven-hour standoff in McNabb with the Putnam County Sheriff ’s Office.

Deputies had received a call that a male, later identified as Marcano, had used a machete to break through a locked interior door in Moreno’s Restaurant in McNabb and entered while making threats. He had been renting an apartment adjacent to the restaurant for about a year.

He is also alleged to have gone to an upstairs apartment and broken in before returning to his residence.

A condition of his release is that he continues to take prescribed medications and also regularly see a counselor. After Marcano’s first court appearance, where his behavior was aggressive and erratic, Mennie said the county’s No. 1 concern was that he receive the care he needs.

Henry Summer Festival set for Aug. 10 in Central Park

LASALLE COUNTY SHERIFF’S OFFICE Single-vehicle accident At 2:17 a.m. on July 27, LaSalle County Sheriff’s deputies, along with Peru Ambulance and the Standard Fire Department, responded to a single-vehicle traffic accident at the intersection of County Highway 63 and North 2550th Road in Peru Township.

Tyler Stephen-Samuel Boswell, 24, of McNabb was traveling south on C.H. 63 and stopped at the stop sign inter-

section with North 2550th Road. He attempted to turn right to continue on C.H. 63, but crossed the eastbound lane and crashed into the guardrail end on the south side.

He refused medical treatment at the scene.

Boswell was cited for failure to reduce speed to avoid an accident and was released with a notice to appear on a future court date.

uring this past Friday evening’s Granville Days Cruise Night, several village officials expected the event’s final numbers to prove what appeared to be the biggest cruise night yet. The crowd filling McCoy Street from one end to the other had an impressive amount of eye-catching vehicles to see, from classic Model A Fords and a Ferrari, to a cutting-edge pair of Teslas, and everything in between. In addition, members of the Putnam County High School Drama Club and Choir appeared as a variety of Disney characters; members of the Granville UCC sold many plates of raviolis and garlic bread; and the Putnam County Panteras (and Lil’ Panteras) performed dance routines.

The fun continued on Saturday with a number of other events.

LETTERS TO THE EDITOR State’s attorney clarifies that Illinois General Assembly sets her salary To the editor:

To the citizens of Putnam County: I have read articles printed in both the Putnam County Record and the News Tribune that outlined more cuts made to the Putnam County budget. Within the articles, both papers included that the state’s attorney was given a raise; however, both papers failed to explain the genesis of the increase. I feel as though I need to clarify, as I have heard and read comments that are simply not based on fact.

Illinois statute sets the salary of all state’s attorneys within the state. Ninety percent of that salary is reimbursed by the state of Illinois to the county. The increase

in pay was a 2.1 percent cost-of-living adjustment (COLA) approved by the Legislature in 2018 and 2019.

This adjustment is due to the fact that state’s attorneys have not been given an adjustment in pay in over 10 years.

This is a statewide adjustment for all state’s attorneys. It is not a raise imposed by our board nor was it an increase that I asked for.

I thought it only appropriate to spell out that the cost-of-living adjustment was set by the state, as the state is the only entity that can change the salary of a state’s attorney.

When I was appointed in 2014, I made self-imposed cuts to my office that made sense and have saved the county money. My office has always operated under budget, even when faced with two murder prosecu-

tions, with the first beginning in late 2016 and both concluding in late 2018.

I have made additional cuts to my operating budget yet again this year and will continue to try and find ways to streamline operations and be as efficient as possible.

All of us understand the serious financial situation Putnam County is now experiencing. Our County Board is working diligently to try to find answers to the difficult problems we face. As your state’s attorney, I will continue to work with our board and county officials to provide excellence for the people we serve.

NORTH PORT, Fla. — James “Jamie” Giuliani, 48, of North Port, Fla., formerly of Granville, passed away Thursday, May 30, 2019, with his loving family by his side, at Tidewell Hospice House in Port Charlotte, Fla., after a short, brave battle with cancer.

Jamie was born Oct. 18, 1970, in Spring Valley to Robert “Bert” and Cynthia (Deuth) Giuliani.

He graduated from Putnam County High School. Following graduation, he served four years in the U.S. Air Force at Grand Forks Air Force Base as security police. After leaving the service, he worked at Hennepin Steel Mill for several years. He then moved to Wisconsin and worked for his cousin, Dave Lipinski, in construction for many years until moving to Florida, where he continued to work in the construction business for 11 years until he became ill.

Jamie was an avid sports fan, especially to his favorite Pittsburgh Steelers and Chicago Cubs.

Jamie will be remembered for always having a smile and a heart of gold.

HENNEPIN — Ella Mae Cauley, 96, of Demotte, Ind., formerly of Hennepin, went to be with her Lord and Savior on Saturday, July 13, 2019.

Ella was born April 13, 1923, in Daviess County, Ky., to Samuel and Alice Henderson. She married Thomas Cauley in Dothan, Ala., in 1943.

After her husband returned from war, they began raising their seven children in the Jeffersonville, Ind., area.

Throughout the 1950s and 1960s they moved frequently, eventually settling in Northwest Indiana. Ella and Tom moved back to Kentucky in the early 1980s. Tom passed away in August 1985. Ella moved to Hennepin in 1988, near her daughter, Bonnie, and lived there until 2018.

Ella was a homemaker for most of her life, and worked as a cook in various establishments after her children were raised. She enjoyed quilting and reading. And she loved the Lord. She was an active, devoted member of Bethel Baptist Church in Princeton while living in Illinois.

After registration, a brief meeting and social time at the Heritage Center, members began their tour of the LaSalle County Historical Museum. The first stop was the blacksmith shop, where a demonstration was given. Next, a visit to the Aitken one-room schoolhouse and then an informative presentation on the Radium Girls. Lunch at Canal Port concluded the day’s activities.

The meal program is partly funded by donations, so they have a suggested donation of $5 per meal. Lunch is served at 11:30 a.m.

ImAGination Acres draws young people to M-P Fair HENRY — The young, and young at heart found plenty to do at ImAGination Acres during the recent Marshall-Putnam Fair.

Celebrating the M-P Farm Bureau’s 100th year, the attraction adopted the theme of “Westward Bound” and offered activities that went back in time. Featured was the wagon trail where children could ride in a “pintsized” covered wagon, pick up supplies at the general store, and head along the trail past prairie dogs, hawks, foxes and howling coyotes.

Visitors could stop at the lake and fish before cooking their catch over the campfire. Other attractions under the big tent included an all-seasons globe that rotated daily through the seasons. Traditional favorites, such as Dr. Spager’s Vet Clinic, Pagano’s Pizzeria, the Grain Wagon and Mini Acres Farm, were busy with imaginative youngsters.

On Saturday, folk singer Barry Cloyd was accompanied by fiddler Sarah Arter, and they entertained with historical songs and stories about Illinois history.

Edgewood looks forward to more home cooking

McNabb course will host invitational tourney Sunday

BY KEVIN HIERONYMUS news@putnamcountyrecord.com MCNABB — Some home cooking is in store for the 61st annual Illinois Valley Women’s Golf Invitational Sunday, Aug. 11 at Edgewood Park Golf Club in McNabb.

Edgewood has hosted the area’s showcase event four times in the past 23 years, and all four times they have won, most recently in 2013. The Edgewood ladies have also defended their home course in 1996, 2002 and 2007.

So will that trend continue this time around?

“It would be good if we did this time, too,” Edgewood’s Connie Casford said.

It does not appear Edgewood will have its old stalwarts, however, like Carol Balconi and Penny Derick, who came out of retirement to help the club win the 2013 title.

“I’m just not sure we can put enough pressure on them to come out again,” Casford said with a laugh. “It puts a little more pressure on

the remainder group who’s playing.”

The home course suited Wyaton Hills just fine last year when it captured the IVWGI crown, led by individual champ Carol Towne.

Other top contenders once again figure to be last year’s runner-up Aiko Mendoza of Spring Creek, two-time champ Cheri Russell of Morris and Shelly Fezske of Prophet Hills.

• New year, new champ: Including Towne, there have been different individual winners in each of the past eight years. Former pro Carrie Riordan, who had won three straight prior from 2007-09, rejoined the field to win on her home course at Spring Creek in 2011.

She has been followed by Katie Farrell of the former Hunter’s Ridge in 2012, Carol Balconi of Edgewood at Edgewood in 2013, Tammy Howlett of Green River on her home course in 2014, Michelle Schmidt of Spring Creek in 2015, Cheryl Morris of Morris, who won her second title in 2016 and Cathy Verhulst of Prophet Hills at Prophet Hills in 2017.

Prophet Hills won the team title in its first two years in the field in 2016 and 2017 before giving way to the Wyaton women last year.

Remembering Mary: There will be a special remembrance of Mary Dagraedt, the matriarch of the women’s tournament, who passed away July 1 from complications of a stroke. She helped to found the event in 1958.

Casford said she will especially miss having Dagraedt on hand this year to make any necessary rules as she was so adept at.

There will also be a Celebration of Life for Dagraedt from 3 to 6 p.m. Aug. 18 at Spring Creek Golf Course.

‘Fore the Hospital’ set for Aug. 23 The 17th annual OSF HealthCare Saint Paul Medical Center “Fore the Hospital” golf outing will be Friday,

Aug. 23, at the Mendota Golf Club.

The 9-hole golf scramble will begin with a shotgun start at 2:30 p.m. Complimentary sandwiches will be available prior to the start. Dinner with choice of steak or pork chop will follow golf. A program with prizes will begin at 6:30 p.m.

Participants can register as a foursome, or groups can be assigned for individuals and couples. The cost for golf, cart and dinner is $60 per person.
