Pet store destroyed by fire eyes mid-September opening at new location

PRINCETON — Hennepin native Lori Boekeloo is proving the saying “where there’s a will, there’s a way.”

A May fire destroyed her Prince­ton business, but not her drive to succeed, and just a few short months after the blaze, Boekeloo will be ready to reopen her pet store Boek-el-ZOO. The former Tanks/Boek-el-ZOO was gutted after an electrical fire May 30, and with it, years of work Boekeloo put into her beloved pet store. Boekeloo embraced the outpouring of support from loyal friends and customers and immediately began plans to rebuild the business as quickly as possible.

Community-supported fundraisers and a GoFundMe replenished her coffers enough to find a new location, still on Princeton’s South Main Street, just blocks from the former location.

“We are going to plan a celebration for a mid-September grand reopening,” Boekeloo said. “Our name will now just be Boek-el-ZOO.” “We have everything moved to the

new location and we’re now in the process of organizing. We were able to stay on the south end as we had hoped.”

Boekeloo said the fundraisers and donations were key in allowing her to get back on her feet so quickly. A dedicated group of Boek-el-ZOO fans also has been fostering animals since the fire.

“There will be many changes, but Howard (the duck), was rescued from the fire and will still be there. We are introducing Fred, a green naped lorikeet. The Learning Center will be dedicated to Laila the store cockatoo that perished in the fire.”

“I haven’t planned any of the fundraisers so far, and I’m not sure what my loyal customers have up their sleeves for the future,” she said. “Our only immediate need is a good, working upright freezer.”

Boekeloo has been able to keep up with some of her customer’s needs making feeders available while waiting to officially open the new store.

“Despite the tragedy, we were chosen as one of the 56 reasons to visit Princeton,” Boekeloo said.

Vote by mail encouraged for residents concerned about COVID-19 to submit your application for a ballot request or return to the Putnam County Clerk’s office by mail, in person or by email to: pcelections@ co.putnam.il.us.

• Ballots will be mailed to applicants beginning Sept. 24, which is also the first day of early voting.

• The deadline for applying for a vote-by-mail ballot is 4 p.m. Oct. 29.

After Oct. 29, voters can still receive a vote-by-mail ballot by applying in person at the Office of the Putnam County Clerk and Election Authority Office, 120 N. Fourth St., Hennepin. Ballots must be postmarked no later than Nov. 3 to be accepted and properly postmarked ballots will be accepted through Nov. 17.

The new law also establishes protocols to ensure proper verification of ballots before they are accepted and to inform voters in a timely manner if their ballot is rejected. This begins with a review of the voter’s signature by a panel of three election judges within two days of receipt of the ballot. A ballot may be rejected for an invalid signature only by a unanimous decision of the judges.

The ballot may be rejected if two of the three judges agree that: • The ballot envelope was delivered opened.

• The certification envelope contains no signature.

• The voter has already cast a ballot.

• The voter voted in person on Election Day. • The voter is not a duly registered voter.

If a ballot is rejected based on a

signature or lack of signature or because the ballot envelope was delivered opened, the voter must be notified within two days or within

one day if the rejection occurs after Election Day. The new law contains provisions for the voter to address these problems.

HENNEPIN — With coronavirus a continuing concern as the 2020 general election approaches, Putnam County Clerk Daniel S. Kuhn encourages voters to consider voting by mail as a safe, secure and convenient option to in-person voting.

The Illinois General Assembly signed into law on June 16, Public Acts 101-641 and 101-642 that provides many safeguards against the spread of coronavirus in the voting process for the Nov. 3 general election. Chief among them are provisions to increase voting by mail throughout the state of Illinois.

“Voting by mail has grown in popularity over recent elections, but it remains an unfamiliar process to most voters. The Putnam County Clerk and Election Authority’s Office can be an important asset in educating voters about the availability and security of voting by mail and the process for obtaining and returning mail ballots.”

Among the special vote-by-mail provisions for the 2020 general election are: • All voters who voted in either the March 2020 primary, April 2019 consolidated or November 2018 general election will receive by mail an application for vote-by-mail ballot.

• Those who registered to vote or updated their registration between March 18 and July 31 will be mailed an application for vote-by-mail ballot.

• The state’s online voter registration site now allows users to request a vote-by-mail ballot when they register.

Hennepin • Thursday, Aug. 27 — Local Author Ron Bluemer will discussing the 1950s in the Illinois Valley at 6:30 p.m. Participants can learn about the headline stories affecting Illinois Valley during the 1950s including illicit gambling, nuclear testing, Korean War, murders and much more. This will be on Facebook Live.

Granville • Saturday. Aug. 1 — A “Grab N’ Go” pick up and take home craft, popsicle stick pencils and paper plate felt apples, will be available at 10 a.m.

It was proposed and adopted to benefit all relevant parties and stakeholders involved in eviction cases.

Self-represented landlords benefit by being required to attach the demand, notice and lease, when applicable, to the complaints, as those documents are necessary to establish a landlord’s right to an eviction.

Self-represented tenants, who would have access to the relevant information at the outset, rather than having to wait for discovery or trial to understand the nature of the allegations against them, can better understand the basis for the eviction action and be better prepared to assert timely defenses.

Attorneys can more fully assess eviction cases to advise landlords and tenants on how to proceed on their own, or to determine whether to accept a matter for representation. And judges sitting in eviction courts would benefit from having the demand, notice or lease available and in the record from the initiation of an eviction action.

Chief Justice Anne M. Burke and the Illinois Supreme Court have announced the approval of new Rule 139 regarding practice and procedure in eviction proceedings. The new rule requires an eviction complaint to include a copy of the written eviction notice or demand and, where applicable, the relevant portions of the lease. The new rule is effective immediately.

Open enrollment for energy assistance program began July 27 Tri-County Opportunities Council’s Low Income Home Energy Assistance Program (LIHEAP) may be able to help with a one-time payment toward utility bills.

LIHEAP will be available to all households. There will be no priority periods. Households in need of energy assistance, especially those with disconnection notices, high past-due balances and the general population that has been most likely affected by wage fluctuations due to COVID-19 are encouraged to apply. In addition, propane customers are strongly encouraged to apply in August when fuel prices

are at their lowest.

Open enrollment for the PIPP program also began July 27. Applications will be taken on a firstcome, first-serve basis until March 31 or until funds are exhausted.

To receive assistance a household must be within the income guidelines and provide the following information: copies of social security cards for every member in the household, 30-day income for every household member 18 years of age or older, a current complete gas and electric bill and Medicaid card for any household member that may receive one. Additional

information may be requested at the time of application.

Walk-in applications will not be taken. Applications will be taken in-person by appointment only at all satellite offices or remotely through various means such as mail, fax, email, etc. The Rock Falls office is accepting appointments Monday through Friday from 8 a.m. to 4 p.m. Contact the Rock Falls Office at 815-625-7830 or 800-323-5434 to make an appointment or visit our website at www.tcochelps.org for locations and dates/times for LIHEAP applications at the agency’s satellite offices.

IESA cancels most fall sports

Girls basketball on hold for now

BY KEVIN HIERONYMUS khieronymus@bcrnews.com BLOOMINGTON — The IESA Board of Directors held a special meeting on Thursday, July 23 to discuss fall sports and whether those activities could be held in accordance with the current limitations placed on schools and activities by the Illinois Department of Public Health.

After much discussion, the board unanimously approved to cancel the regular season and IESA state series in the sports of boys and girls golf, boys baseball, girls softball, and boys and girls cross country for the 2020-21 school year.

There are no plans to try and reschedule the activities or conduct

them later in the school year in part due to if and when high schools in Illinois play their contests.

The board delayed any decision on girls basketball.

“The decisions made by the IESA Board of Directors were by far the most difficult decisions I have ever witnessed the board make in my tenure with IESA,” IESA Executive Director Steve Endsley said. “The current limitations on schools mandated by the Illinois Department of Public Health were brought up many times during the meeting. With there being so many unknowns regarding the re-opening of schools, the safety of the very students who participate in junior high and middle school activities was at the very center of the discussion.

“After each member had an opportunity to discuss the IDPH limitations and safety of the students, the board ultimately decided to cancel

golf, softball, baseball, and cross country for the fall of the 2020-21 school year. Our sincere hope is that there are changes to the limitations placed on schools which will allow the remainder of the activities in the upcoming school year to be held as scheduled.”

Endsley said the IESA knows there will be people within the school system applaud this decision and others who will be strongly opposed.

The mandate that there can be no physical contact between athletes and that students must be socially distanced (6 feet of separation) makes the administration and conduct of games and contests very difficult and in some cases impossible to adhere,” he said.

“While there are plenty of youth league baseball and softball teams playing games and tournaments this summer, many are not adhering to the same stringent guidelines.

Because summer leagues and travel ball are taking place, this may make the decision of the IESA Board of Directors seem odd. The difference is that schools will be held to the IDPH mandates and the youth summer contests are not.”

Girls softball practice was scheduled to start July 27. The baseball and cross country seasons were scheduled to start Aug. 3.

The first day of girls basketball practice is scheduled for Aug. 31. The board will meet again in late August to make a decision regarding girls basketball.

The Board did review and approve a plan submitted by the Speech Advisory Committee that allows schools to hold their own speech contest during the upcoming school year. Schools that participate in speech will receive information at a later date.

No decisions regarding any other activities were made.

Fresh ingredient flavor focus is about Thyme If you’ve ever eaten Indian, Creole or Cajun cuisines, then you’ve probably had the experience of not noticing individual ingredients. Those cuisines attune you to flavor combinations, not to the individual parts.

Thyme Craft Kitchen in Peru is at the other end of the culinary spectrum.

Most of Thyme’s menu items bear a capsule description of where the meat or produce was procured. Wyanet Locker butcher shop appears with meat dishes, for example, while vegetable-heavy dishes are linked to farms in Leesburg, Indiana, and Fairbury and Atlanta, both in Illinois. Notably, a kitchen helper (no chef’s whites) popped outside to snip fresh herbs from a planter at the edge of the patio.

Ingredients matter here. I ordered an Italian dish while my dinner companion went Mediterranean, and chose a more exotic “shakshouka,” an Israeli dish of eggs, tomato, goat cheese and vegetables.

The evident goal here is to get diners to taste and savor those farm-fresh ingredients, which are necessarily paired with milder flavors and textures to make the chef’s preferences stand out.

I ordered gnocchi (Italian potato dumplings) tossed with locally procured sage sausage, red pepper and asparagus. Against the neutral dumplings, the farm-to-table meat and veggies left a strong response on my palate.

This is most certainly by design. Cooking with farmfresh ingredients is such a culinary priority here that one feels as if other service aspects are secondary.

A peek inside the dining room showed a minimalist sensibility. The relaxed aesthetic is echoed in the table décor and place settings. My dinner companion and I both ordered tomato and red pepper bisque and these arrived in mismatched bowls. The dinner entrees also arrived

The outdoor dining area is a mix of indoor laminated tables, unvarnished picnic benches and wrought iron patio tables. The message is clear: You’re here for the food.

None of which is to say

they scrimp on value. Two soups, two soft-drinks and two rather exotic entrees came to $47 before the gratuity.

Thyme offers curbside pickup, delivery and both patio and indoor dining.

If freshness matters – and it should – come to Thyme,

but expect an ever-shifting menu dictated more by availability of ingredients than by which way public tastes are trending. And don’t expect to be overwhelmed by ancillary issues such as table settings, décor and overall ambience.

That’s not what Thyme is about.

ORDINANCE NO. 2020-2 AN ORDINANCE MAKING APPROPRIATIONS FOR THE MARSHALL/PUTNAM RIVER CONSERVANCY DISTRICT FOR THE FISCAL YEAR COMMENCING ON THE 1 ST DAY OF MAY, 2020 AND ENDING ON THE 30TH DAY OF APRIL, 2021 BE IT ORDAINED BY THE President and Board of Trustees of the Marshall/Putnam River Conservancy District: SECTION 1: That the following sums or so much thereof as may be authorized by law, be and the same are hereby appropriated for the purposes of the Marshall/Putnam River Conservancy District, as hereinafter specified, for the fiscal year commencing on the 1st day of May, A.D., 2020 and ending on the 30th day of April, A.D., 2021 Trustees per diem $1,500.00 Mileage $500.00 Insurance $700.00 Legal fees $500.00 Publication/Printing $500.00 Office expenses $150.00 Payroll taxes $150.00 Audit/accounting $1260.00 Program development $21000.00 Contingencies $10,090.00 TOTAL APPROPRIATIONS $35000.00 SECTION 2: That said several sums of money are hereby appropriated from monies received by said Marshall/Putnam River Conservancy District from all sources.

SECTION 3: That any unexpended balance of any items of any appropriation made by this Ordinance may be expended in making up any insufficiency in any other item of appropriation made by this Ordinance.

SECTION 4: That if any section, subdivision or sentence of this ordinance shall for any reason be held invalid or unconstitutional, such decision shall not affect the validity of the remaining portion of this Ordinance.

SECTION 5: This Ordinance shall be in full force and effect from and atter its passage, approval and due publication, in accordance with the law.
