Jury convicts Andersen in killing of Ladd woman Standard man found guilty on murder and concealment charges

BY DAVE COOK dcook@shawmedia.com HENNEPIN — The family members of Deborah Dewey waited almost two years for justice.

On July 20, a Putnam County jury delivered it in the form of two guilty verdicts against in-law Clifford A. Andersen Jr. Andersen, 68, of Standard, was found guilty of the concealment of the homicidal death and first-degree murder of Dewey, his sister-in-law. After a twoweek trial, he now faces 20 to 60 years or more in prison, with no possibility of Deborah parole.

Dewey Dewey, 62, of Ladd was reported missing Aug. 23, 2016; her body was found that Sept. 12 by Illinois State Police investigators at a house in Standard for which Andersen was caretaker and only blocks from his home.

Sentencing was scheduled for 2 p.m. on Aug. 23.

Dewey’s family issued a joint statement following the verdicts and thanked the prosecutors, the Illinois State Police and the Putnam County Sheriff’s Office.

“Justice for Debbie has been a long time coming,” Sue Marshall, Dewey’s niece, said.

Before closing statements began the morning of July 20, Judge Stephen A. Kouri told the jury he appreciated their concentration and commitment through 55 witnesses and more than 600 exhibits.

“You are probably the finest jury Putnam County could offer and likely in the entire 10th Circuit,” Kouri told them.

Putnam County State’s Attorney Christina Judd-Mennie presented for the prosecution.

“Clifford Andersen had access and control to three properties in Standard, no one else could’ve gotten Dewey there,” she said, later adding that Dewey “was his golden goose.”

Jailhouse phone call reveals affair ‘There’s two or three things they got on me,’ Andersen tells wife; both sides rest

BY DAVE COOK dcook@shawmedia.com HENNEPIN — The prosecution entered an explosive piece of evidence against Clifford A. Andersen Jr. on the final morning of testimony July 19 in the case of Deborah Dewey’s murder.

Andersen Jr., 68, of Standard was later found guilty on July 20 by a Putnam County jury of first-degree murder and the concealment of the homicidal death of his sister-in-law, Dewey, 62, of Ladd.

Andersen is being held on $1.5 million bond. He faces 20 to 60 years or more in prison, with no possibility of parole.

Dewey was reported missing Aug. 23, 2016; her body was found that Sept. 12 by Illinois State Police investigators in the yard of a home in Standard of which Andersen was the caretaker and only blocks from his residence.

Assistant Illinois Attorney General Bill Elward played two phone calls for the jury July 19. Recorded on June 14, 2017, and July 21, 2017, while Andersen was in custody, the conversations between Andersen and his wife, Diane, revealed shocking new details regarding the

Cause of death Forensic pathologist Dr. Scott Denton of McLean County provided testimony regarding the cause of Dewey’s death.

Dewey had no defensive wounds and suffered four blows to the head, two in the back and two in the front.

Of the two wounds to the top front half of her head, Denton said “either would’ve been instantly fatal.”

He added they would have required severe force and the “extensively traumatic fractures” drove large skull fragments into her brain, killing her instantly.

Denton testified the wounds were consistent with those caused by a blow from a hard metal object with an edge, such as an ax, shovel, tire iron or crow bar.

The state then rested its case against Andersen.

began by making a motion to drop the murder charge because although he believed the state “could possibly prove concealment,” they had failed to prove Andersen committed a murder.

Elward countered by reminding the court that Andersen was the last person who had spoken with Dewey; was linked to hiding her vehicle; was on video purchasing the manure; had repeatedly lied; made the jailhouse phone calls; and was implicated through “an overwhelming amount of circumstantial evidence.”

Judge Stephen A. Kouri ruled he was “respectfully denying” the motion.

Andersen also announced his decision regarding his own testimony.

“I’m not going to testify, no sir,” he told Kouri.

The defense worked to convince the jury the DNA present in the carpet cleaner was the result of two wounds that had bled while Dewey recovered from a surgery at their home during 2015.

However, Dr. Ramon Inciong of St. Margaret’s Hospital testified the stitches of both wounds were intact when he examined Dewey nine days after her medical procedures and that the “bleeding and oozing” was normal.

Andersen’s son, Nathan Andersen, testified he’d been home all day in Standard on the day of Dewey’s

disappearance and that his father hadn’t come home during that time.

During cross-examination, Elward reminded the court that on Aug. 22, 2016, Andersen would have had the ability to change clothes at “the bowling ball house,” the other Standard property for which he was caretaker.

Diane Andersen provided the final testimony of the case. Diane said she didn’t recall seeing blood in her home after Dewey had left following her surgery, was unaware of her husband’s gambling, and only knew of one of his many high-interest loans.

“I wanted to ignore it. I didn’t want to know,” she said of Andersen’s gambling habits.

The Andersens had five sources of income totaling approximately $6,000 a month. They lived rent free and Diane Andersen said she only paid the one car payment, the insurance for that vehicle, and the utility bill.

She testified Andersen regularly withdrew roughly $5,000 a month and added while she knew he liked to pay for things in cash, she didn’t know what he did with the money.

Diane Andersen also testified she was with her husband when approaching the crime scene when investigators were recovering Dewey’s body. However, two Illinois State Police investigators previously testified Andersen had been alone.

relationship between Andersen and Dewey, as well as his involvement in Dewey’s death.

“There’s two or three things they got on me,” Andersen can be heard telling his wife.

Andersen then mentioned his purchase of manure, Dewey’s car, the truck stops, and the carpet cleaner with the DNA of both Dewey and Andersen present.

Diane Andersen can be heard warning Andersen not to take the stand because he “talks too much” and telling him that he didn’t have answers for the things investigators were asking him about. She was also aware he had possibly been seen entering the home where her sister’s body had been recovered with the carpet cleaner.

“Did you go in with the cleaner?”

Diane Andersen asked during the call.

“Yeah,” Andersen can be heard answering.

“We’ve got to come up with answers for some of this stuff. If you’re covering up for someone, tell me who it is,” Diane Andersen responds.

Diane Andersen can also be heard telling her husband that she knew if he did do it that he’d have “found a less messy way, without the blood.”

Andersen also mentions “shacking up” with Dewey and that he’d

been worrying about “what Diane will think if she finds out about me and Debbie.”

“None of that bothers me, I’m worried about the serious stuff,” Diane Andersen replied during the call before telling him they needed to “pray for a miracle.”

During the recordings, both Andersen and Diane were also worried about facing a Putnam County jury.

DNA on carpet cleaner links Andersen, Dewey Defendant had history of 15 loans at more than 78 percent interest

BY DAVE COOK dcook@shawmedia.com HENNEPIN — DNA samples taken from a blood stain on the left wheel of a carpet cleaner seized from the home of Clifford A. Andersen Jr. have linked him with the crime scene and the murder of Deborah Dewey.

Forensic scientist Jennifer MacRitchie testified July 18 in Putnam County Circuit Court that the blood splatters on the wall and door within the vacant house at 104 Fifth St. in Standard matched Dewey’s DNA. The DNA degradation in the majority of the areas tested on the cleaner was attributed to the action of the machine’s cleaning fluid, but one sample did provide investigators with a breakthrough.

A sample taken from the inside of the left wheel contained a mix of three different people’s DNA, with Andersen’s being the dominant profile. The second most significant profile belonged to Dewey, and the third was ruled to exclude the DNA profiles of Diane Andersen, Christopher Dewey and Nathan Andersen.

Evidence from the “blood-caked clump of fibers” taken from the cleaner was inconclusive, but MacRitchie said the fibers weren’t similar to the fibers of the carpet found in the vacant home.

Other evidence tested for DNA, including Andersen’s shoes, vehicles, duct tape and tarp fragments and the hammers found at the home, were all found to be unusable mixtures of multiple people, incomplete or inconclusive.

Andersen, 68, of Standard, is on trial in Putnam County, charged with first-degree murder and the concealment of the homicidal death of Dewey, his sister-in-law. He’s accused of killing Dewey, 62, of Ladd and is being held on $1.5 million bond. He faces 20 to 60 years or more in prison, with no possibility of parole.

Financial testimony Misty Prueter, a former representative of Sun Loan Company, testified that Andersen’s account history comprised of a series of 15 loans at 78.25 percent interest.

On Aug. 22, 2016, the day of Dewey’s disappearance, Andersen was delinquent on a payment of approximately $151. Prueter said phone calls are made daily to delinquent account holders beginning at 8:30 a.m. and done alphabetically.

She said Andersen was “usually carefree” during previous interactions, but said he seemed rushed that morning.

“This time he wasn’t carefree,” she said, adding that Andersen told her he’d pay by Aug. 24.

Brenda Jensen, of Eureka Savings, testified regarding Dewey’s distribution of her individual retirement account’s certificate of deposit.

Opened with a balance of roughly $175,000, Dewey withdrew $107,000 over the course of 2015 and 2016.

Jensen also testified that in “general conversation” during one of Dewey’s many withdrawals, she had casually asked whether Dewey was remodeling.

GRANVILLE — Ola Mae Urnikis, loving wife, mother and adoring grandmother, 84, of rural Granville passed away Friday, July 20, 2018, at Loyola Hospital in Chicago.

Ola Mae was born April 9, 1934, in Hennepin to Lloyd and Mary (Young) Zenor, she married Albert “Ab” Urnikis on June 28, 1952, in Hennepin.

She graduated from Webster City High School in Webster City, Iowa. Ola Mae “Odie” was a homemaker, who was renowned for her amazing pies and sweet rolls.

Her love, strength, wisdom and many opinions will be greatly missed, but will live on in all those who loved her.

Survivors include her husband of 66 years, Ab Urnikis of rural Granville; one son, Rob Urnikis of rural Granville; two daughters, LuAnn (Harold) Hayward of rural Hennepin and Jennifer (Eric) Pyszka of Peru; one sister, Katie (Kearney) Lackas of Nebraska; and five grandchildren, Joshua Hayward, Maleaha (Dane Jasiek) Hayward, Ethan Pyszka, Evan Pyszka and Shelby (Tyler) Osborne.

She was preceded in death by her parents; three brothers and one sister, Harold “Doc” Zenor, Mary Lou Kuhne, Jack Zenor and Tom Zenor.

A memorial visitation was held Tuesday, July 24, at the Dysart-Cofoid Funeral Chapel in Granville. Cremation rites have been accorded.

In lieu of flowers, contributions may be made to Safe House Animal Rescue League, the American Lung Association and the American Heart Association.

LOSTANT — Aloysius John “Al” Kunkel, 93, of Lostant died peacefully, surrounded by family at 12:12 a.m. Thursday, July 19, 2018, at his home.

He was born on Sept. 4, 1924, to the late August and Teresa (Blume) Kunkel of Granville. Al attended grade school in a one-room schoolhouse (The Gehm School) then went on to graduate in 1942 at St. Bede Academy in Peru. His senior yearbook listed him as Intramural Boxing Champ (2, 3, and 4). He served in the Navy on the U.S.S. Vesuvius supply ship in the World War II Pacific Theater of Operations from December of 1944 until July of 1946.

He married Mary Rita Ehrnthaller on April 22, 1950, at St. Ann’s Church in Toluca. They are parents of John (Linda), George (Rochelle), Thomas (Laurel), Andrew (Debbie), Rosemary (James) Wall, Virginia (Steve) Jesiolowski, Stephen (Mary), Charles (Laurie), Paul (Debbie), Christina (Timothy) Corcoran, Daniel (Maria), William, Elizabeth (Herman) Emmerling and Dennis (Amy).

Al farmed in LaSalle County his whole life until his retirement in 1994, when his sons Tom and Steve took over the farming operations, while he continued to assist as long as he was able.

Always providing for his ever-expanding family, one night after supper, in the 1960s, when the family needed more bedrooms and another bathroom, he started the home expansion by digging the basement in the back yard while Rita rushed around saving her peonies. Now those bedrooms serve as the guest rooms for out of town family members.

He was an active member of the Immaculate Conception Church in Mt. Palatine, serving as a trustee and caretaker including St. Mary’s Cemetery. Later he attended St. John the Baptist Catholic Church in Lostant. Al was also a member of

the McNabb American Legion, the Farm Bureau and past vice-president of his local National Farmers Organization. He also served as Grand Knight in the Henry Knights of Columbus.

In 2003, Al was awarded the Pere Marquette Award from the Diocese of Peoria for his dedication and work for the church. In 2008 he received the St. Bede Award “which recognizes an individual who successfully practiced the Benedictine ideals in his daily life.”

He is survived by 12 children; 33 grandchildren (15 of whom are married); 24 great-grandchildren; six step-grandchildren (four of whom are married) and 18 step great-grandchildren; brothers, Richard, Joseph, Lawrence, Eugene and Chris and one sister, Teresa (OSF).

He was preceded in death by his spouse, Mary “Rita”; children, William and Paul; great-grandchild, Max Imilian Bowser; his parents; and brothers, August and Kenneth.

A Mass of Christian burial was held at 10 a.m. Tuesday, July 24, at St. Mary’s Church in Wenona with the Franciscan Friars officiating. Burial followed in St. Mary’s Cemetery in Mt. Palatine with full military rites conducted by Granville American Legion Post 180.

Visitation was from 4 to 7 p.m. Monday, July 23, at St. John the Baptist Catholic Church in Lostant with recital of the Rosary at 3:30 p.m. and a prayer service at 7 p.m. Additional visitation was held from 8:30 to 10 a.m. Tuesday at St. Mary’s Church in Wenona.

His grandchildren served as pallbearers.

Memorials may be directed to St. Bede Academy, St. John the Baptist Catholic Church of Lostant, The Sisters of St. Francis, Clinton Iowa or Horizon House.

Defense attorney Rob Parker called the evidence “confusing” and questioned the “logistics and time demands” needed to commit the crime and the initial concealment.

Parker said he was taking the jury “back into the weeds” of arguably the most confusing day of the trial.

Because of how different carriers report their records and towers may switch because of reception, the records were widely acknowledged to be difficult to follow.

However, on Aug. 22, Andersen made four morning phone calls to Dewey and then never called her again despite a lengthy history of

multiple calls a day.

With help from his friend, Bob Hundt, Andersen drove Dewey’s car to the Denny’s and got a ride back home from Hundt. He was later seen parking at the edge of the lot, when he usually parked in the front row, entered a different vehicle and left.

Andersen parked Dewey’s car at the truck stop in Morris, called Hundt for a ride back to Denny’s, and then persuaded Hundt to lie about their whereabouts. Hundt eventually recanted his story and testified to their true actions.

The defense conceded Dewey was killed in the Standard home at 104 Fifth St. and acknowledged there

might be enough evidence for concealment, but not murder.

As for the many high-interest payday loans and his client’s fondness for gaming machines, Parker was skeptical.

“This isn’t like really owing money, like to the mafia or some nefarious force that’s coming to break your legs. You don’t owe money to gaming machines,” he said, adding a $1,200 payment “isn’t desperation.”

Prosecutor Mary Claire Nicholson reminded the jury that after Andersen told investigators he was desperate to find Dewey, he was seen on video gambling within the hour.

Assistant Illinois Attorney General Bill Elward said Mennie argued a wonderful case and gave all the credit for the state’s victory to her and Nicholson.

“You won’t see many murder trials like this. It was a very complex and nuanced case and they deserve all the credit,” he said.

Within a short period after this, a LaSalle County Sheriff’s deputy, who had deployed stop sticks on southbound I-39, radioed in that the suspect vehicle had struck the stop sticks. The county deputy, assisted by the Oglesby officer, re-initiated the pursuit.

At milepost 38 near Wenona in Marshall County, the suspect vehicle became disabled due to losing a tire and operating on a rim. A felony vehicle stop was conducted, and four individuals were taken into custody. The investigation is continuing by the police agencies and the LaSalle County State’s Attor-

As Dewey slowly drained her retirement account, Mennie said she eventually realized she’d not set enough aside for tax obligations and finally had cut Andersen off financially.

“His actions alone killed Debbie Dewey,” Mennie said.

She also described how much time Andersen had to cover his tracks.

“21 days. This defendant had three weeks to dispose of the weapon, bloody clothes, her phone, which has never been found, and to clean the crime scene,” she said.

Carpet cleaner seized from residence stained with blood in multiple areas

BY DAVE COOK Shaw Media HENNEPIN — The fifth day of testimony July 17 in the trial regarding Deborah Dewey’s death included hundreds of pieces of new evidence entered by the prosecution, as well as detailed descriptions of the crime scene.

Clifford A. Andersen Jr., 68, of Standard, on trial in Putnam County Court for the killing, is charged with first-degree murder and the concealment of the homicidal death of Dewey, his sister-in-law. He’s accused of killing Dewey, 62, of Ladd and is being held on $1.5 million bond. He faces 20 to 60 years or more in prison, with no possibility of parole.

Dewey was reported missing Aug. 23, 2016; her body was found that Sept. 12 by Illinois State Police investigators in the yard of a home in Standard of which Andersen was the caretaker and only blocks from his residence.

The trial’s previous day included the discovery of an error regarding two separate documents with the same evidence number, as well as repeated attempts by the prosecution to enter barred testimony.

On July 17, Assistant Illinois Attorney General Bill Elward began the day by apologizing to Judge Stephen Kouri and admitting he could be contentious.

“There’s no need to apologize,” Kouri said.

“I’m very impressed with both sides, and the law works best when both sides are representing their positions as best they can,” he said, before clarifying how the attorneys resolved the numbering error.

ISP Crime Scene Investigator Darrell Stafford described the crime scene at 104 Fifth St. in Standard, as well as the techniques and procedures used while evidence was gathered. He also described what was being seen in the dozens of photos shown by Elward.

The evidence detailed how the 13-inch deep grave was covered by branches, straw and manure; the way the body was concealed and recovered; and the debris and

Inside the residence, images were shown that detailed blood splatters on the wall and on a door that had been resting against the wall, as well as a large blood-stained area of carpeting nearby. This area also contained fragments of a blue tarp similar to what the body was wrapped in, insect larvae and gray hairs.

Other significant evidence seen in the photos were marks on the entry door’s threshold, which indicated something had been dragged across it.

After a cross-examination that

questioned how many officers it took to remove the body from the grave, Elward requested Stafford, while raising his voice and looking directly at Andersen, to “remind the jurors of what was found wrapped around the victim’s feet.”

“A rope,” Stafford answered.

“Which was used to drag the victim outside and into the grave,” Elward said, while again looking at Andersen.

“That’s the believed scenario, yes,” Stafford said.

A rope of the same type was one of the many items recovered when

investigators searched Andersen’s residence.

Kevin Zeeb, a forensic scientist with the Illinois State Police Crime Lab, testified the carpet cleaner seized from Andersen’s home tested positive for blood on the cord, and the inside and outside of both wheels.

Blood and fibers were also located in the brush area of the cleaner.

Many items, including both of Andersen’s vehicles, tested negative for the presence of blood.

While blood wasn’t located on Andersen’s cellphone, straw and debris were found inside its case.

Judge refuses to allow barred testimony Cellular confusion also arises during the fourth day of testimony

BY DAVE COOK dcook@shawmedia.com HENNEPIN — According to Judge Stephen Kouri, Assistant Illinois Attorney General Bill Elward’s repeated attempts to include barred testimony during the trial of Clifford A. Andersen Jr. on July 16 was “flirting with mistrial.”

Andersen, 68, of Standard is charged with first-degree murder and the concealment of the homicidal death of Deborah Dewey, 62, of Ladd. If convicted, Andersen faces 20 to 60 years or more in prison, with no possibility of parole.

Leslie Duntemann, a Veterans Administration social worker, met with Andersen in the Bureau County Jail to discuss his medical care. The prosecution sought to use her testimony regarding Andersen’s statements during their conversation about purchasing a large amount of manure. A bag of the same brand of manure was found where Dewey’s body was found.

Elward has argued the conversation should be admissible because Andersen himself acknowledges during the meeting that he knew it was being recorded. Judge Stephen Kouri barred this testimony during a pre-trial hearing because of a confidentiality statute. He said the only way he’d rule it admissible is if the

“You’re inviting a reversal on appeal. I’d rather do this once, than twice. You’re flirting with a mistrial by trying to introduce barred evidence,” Kouri told Elward before the lunch break.

Elward said he’d produce the waiver during the afternoon session, and at the end of the day, he presented Kouri with the waiver as Duntemann waited on the stand.

Kouri inspected the waiver and told Elward it only regarded Andersen’s request for his own medical information.

The defense objected to Elward’s attempt, with attorney Drew Parker saying, “This is not a proper forum for her to violate confidentiality.”

“I think you know this document doesn’t satisfy the statute, and I’m not going to allow it,” Kouri said firmly to Elward before dismissing Duntemann.

Stephen Kouri said he decided the jury will be provided a transcript of the call when it’s played for them during the next day of testimony scheduled for Thursday.

Elward said the call will show Andersen realized his story wasn’t satisfactory and that he needed to develop a story regarding his actions related to Dewey’s disappearance.

“We’re about to the end,” Kouri told the jury the afternoon of July 18, before complimenting their dedication and dismissing them for the day. Kouri and the legal teams then began work on the rules for deliberation for the jury who returned its verdict on July 20.

Cellular confusion The prosecution spent the afternoon of July 16 establishing Jeff Motter, with AT&T; Lynn McCloskey, with the Illinois State Police (ISP); Matt Windisch, with the ISP; and Shelly Moore, with IV Cellular, as respective cellular communication information experts.

No definitive outline of Andersen’s actions on Aug. 22-23, 2016, was clear, but they did establish a series of phone calls had been made between Andersen and Dewey; Andersen and his wife, Diane Andersen; and Andersen and witness Bob Hundt, as well as where they had possibly originated and ended.

The court learned, however, that two separate documents had the same evidence number.

“There have been 50,000 documents shared between the two parties, and there’s been a mistake. I find no fault with either attorney in this confusion,” Kouri told the jury before dismissing them for the day.

Testimony regarding Andersen’s cellular records was scheduled to continue on July 17.

Other testimony on July 16 included Morris attorney Robert Geiger, who assisted Dewey with her divorce in 2010. Regarding the divorce, Geiger testified Andersen “had a level of interest that was unusual.”

Melanie Zeigler, of LaSalle and a Denny’s waitress, cried while testifying about her relationship with Andersen, saying “he was very close to me, like a father.”

She said Andersen was at Denny’s almost every day and that Dewey was there occasionally. She described him as a generous tipper and how he had also paid for repairs and maintenance to her vehicle.

Hundt, who previously testified about initially lying to investigators about actually picking Andersen up at the truck stop in Morris where Dewey’s car was recovered, rather than Ottawa where they’d both said they’d been “helping veterans,” once again became part of the trial’s testimony.

As well as writing Andersen letters in jail, Ziegler testified about receiving a phone call from Andersen on Sept. 26, 2016, while he was in jail. It was concerning his “buddy, Bob,” and that while he said he couldn’t tell her more on the phone, Andersen said “Bob can get himself in trouble, and tell him he should shut the [expletive] up.”

Ziegler said Hundt was often referred to as “Slow Bob” and she said he was called that because “he’s slow to walk, slow to talk and slow to think.”

Regarding this phone call, Ziegler also testified to calling Diane Andersen before informing the ISP. Before the day’s proceedings, Kouri announced a juror had been relieved for reasons unrelated to the case, and one of the alternates filled his seat.

Corcoran says it would be a benefit to students, college OGLESBY — Illinois Valley Community College President Jerry Corcoran reiterated the college’s desire at last week’s board of trustees meeting to be the site for a LaSalle, Peru and Oglesby shared police station.

“When you take into account our 8,300 students, 400 employees and 20,000-plus visitors every year, partnering with local law enforcement on this venture makes great sense,” Corcoran said.

Corcoran also cited the learning opportunities the partnership could bring to the 500 students in IVCC’s criminal justice program, now headed by Kevin Hermes, a former 17-year Bensenville policeman.

“I have the highest regard for the leadership of the three cities, and I’ll support whatever decision is made,” Corcoran said.

“However, if the LPO group decides to share resources with IVCC, the community will be well served, and we’ll have one of the safest community college campuses in the nation,” he said.

The college’s preferred location for the new police station and possibly the emergency call center would be just south of the south entrance near the old barn. With Jerry that in mind, CorcorCorcoran, IVCC president an said the barn demolition proposed at the June 14 meeting will be put on hold.

In other action, the board approved a tentative $34 million budget for fiscal 2019. Anticipated revenue of $31.6 million represents a 1.3 percent increase over the 2018 budget, and $34.4 million in expenditures marks an 8 percent increase over the previous year’s budget.

Operating revenue is up 2.4 percent to $21.8 million, and expenditures rose 3.2 percent to $22.1 million.

To help balance operating funds, a transfer of $260,000 will be made from the auxiliary fund for IT infrastructure improvements, said Cheryl Roelfsema, vice president for Business Services and Finance.

New positions proposed for the coming year include a cybersecurity instructor/program coordinator, Emergency Medical Services

instructor/program coordinator, manufacturing and electrical instructor/program coordinator, and a full-time recruiter for Student Services.

Following a public hearing, the board will move for final approval of the budget at its 6:30 p.m. Thursday, Aug. 16 meeting.

• Renewal of VMWare maintenance and support for one year for $19,936 from CDW. VMWare provides virtual desktops for staff, students, labs and servers.

Corn Belt Energy Corp. marks 80th year BLOOMINGTON — Corn Belt Energy Corp. celebrated its 80th anniversary at its annual meeting on June 22 at Central Catholic High School with more than 1,500 people in attendance.

During the business meeting, Denise Mayes of Bloomington (District 1), Janice Reimer of Carlock (District 1), Gary Archey of Clinton (District 4), and Charles Meisenheimer of Walnut (District 7) were elected to serve three-year terms as directors.

After the business meeting, the directors held a reorganizational meeting and re-elected Rae F. Payne as chairman, Meisenheimer as vice chairman, Albert Hagenbuch as secretary/treasurer, and Reimer as assistant secretary treasurer.

Attendees enjoyed a presentation by local historian, Don Meyer, about the history of rural electrification and the progression from 80 years ago to the present day.

Rosie Socrates from Bloomington, who was selected as one of four students to represent Corn Belt Energy at Youth to Washington Tour in Washington, D.C., this June, spoke to members about the trip and her experiences.

Street violence mars cultured Chicago R

egular readers of this space might recall that I have a love affair with Chicago. I take Amtrak in, revel in the incomparable offerings of symphony and jazz, art and museums, all within walking distance, and follow up with dinner from an endless selection of clever restaurants.

Yet I continue to be haunted by the paradox of mindless street violence playing out daily, almost in the shadow of this oasis of high culture.

How can the two worlds exist side by side, I wonder, in a civilized society?

I have written about this before, based on visits I have made to the city’s poorest neighborhoods. Yet I feel compelled to weigh in again, for the violence, now chronicled in leading national and international publications, threatens to mar this great American city.

In recent weeks, there have been incidents of apparently lawless groups of youth brazenly walking off their gang turf and into the vibrant city center, generating high anxiety among the culture seekers.

Violence in Chicago is actually down significantly from what it was in the 1990s. But it wasn’t much reported then, as it is now, and most present mayhem occurs within a few poor, largely minority neighborhoods to the west and south of the city center.

UNDERSTANDING ILLINOIS Jim Nowlan According to the Heartland Alliance, a poverty research group, in 2016, African-American men aged 15-34 represented just 4 percent of Chicago’s population, yet made up more than half the city’s murder victims.

Many other victims have been innocent bystanders caught in the crossfire of young gang members, who often seek murderous revenge for as little as a social media slight about a gang member’s girlfriend.

With teenage prefrontal cortexes not fully developed, and few positive authority figures in their lives, these gang members have little concept of right and wrong.

Guns flow into their neighborhoods in a torrent from Indiana and downstate Illinois, fueling gang members’ violent impulses.

According to my friend Berto Aguayo, a former gang member who has worked for an anti-violence group, two-thirds of black high school dropouts do prison time. Sixty to 80 percent of black 16- to 24-year-olds are without jobs.

And there are precious few suitable marriage partners for young

women, who nevertheless want to have children, and do.

The dominant American culture of opportunity, work and reward is largely out of reach, or has been rejected. For example, doing well in school in gang-infested neighborhoods is not “cool.”

In other words, in these desperate, high-violence settings, an alternative culture has been created, with gangs fulfilling the deep-seated need for a sense of belonging.

The local schools, which exist after all to educate, plus phalanxes of social workers and do-good groups seem not enough to transform toxic, deep-rooted, anti-establishment cultures.

So, what can be done to transform young minorities so often headed for a life of gangdom?

One idea would be to get them out of the neighborhood. That’s what others who can do so are doing; blacks are fleeing violent neighborhoods in Chicago.

I propose we renew the national Civilian Conservation Corps, this time for teens otherwise headed for trouble.

From 1933 through 1942, three million young men (mostly white; Southern segregationist political leaders resisted enrolling African-Americans) worked and learned in wilderness camps, where they planted ga-jillion trees, prevented soil erosion and the like.

Half the CCC members lacked a high school education, and 70 percent were malnourished when they entered the program. When World War II broke out, CCC graduates became a core element of the burgeoning armed forces.

Second, back in the ’hoods, we need to reinstitute the old “cops on the beat” concept, where police become a part of the neighborhood, establishing trust and communication.

This is easier said than done, as it would require more police, yet where would the money come from?

Chicago mayor Rahm Emanuel is, after all, looking at an increase of $400 million next year in just the cost of helping keep solvent his undernourished police, fire and city employee pension funds.

Third, parents and grandparents (mostly mothers and grandmothers, that is) in gang-infested neighborhoods must be counseled on how to be more effective at rearing their children. As many of the children are already in the compensated foster care of their grandmothers and other relatives, the counseling could be required in return for compensation by the state.

I weep that gang violence is marring the city I love.

Farm Bureau continues to beat the trade drum T o say we’re between a rock and hard place this year is an understatement.

While it’s certainly true that trade issues with China need to be addressed, and the North American Free Trade Agreement (NAFTA) needs to be updated, it leaves most farmers, myself included, feeling helpless as we watch carefully curated and growing global markets shrivel in the face of trade disagreements and tit-for-tat tariffs.

As an organization, we’ve done our best to impress upon our congressional delegation and high-level administration officials the important role trade plays for farmers here in Illinois and across the country.

We’ve attended meetings, visited Capitol Hill, written public statements and letters, and taken to the airwaves, calling on the president to go back to the negotiating table and follow a rules-based system of trade agreements that would allow

for fair trade deals that are beneficial to everyone.

The drumbeat has been steady, and I was able to continue beating that drum Thursday, July 19 when I spoke with Vice President Mike Pence at a campaign event for Congressman Mike Bost.

I told him how these tariffs and trade tensions have impacted Illinois agriculture. I told him how important it is that we get to the bottom of this and get it resolved sooner, rather than later.

I told him we need to get to the negotiating table, because we’re already in the fifth straight year of decreasing farm income and there are some tough times ahead

for farmers, especially our young farmers who may not have enough capital to weather the storm.

I told him about members I’ve spoken with across the state – members who will have a tough time getting financing next year if prices don’t improve. I reminded him that combines are just a couple of months away from rolling into the fields to gather this year’s harvest – a harvest that looks to be a bin buster yet again – and that a plentiful crop will have a negative impact on already bottom-of-the-barrel prices.

Finally, I reiterated that the tariffs that have already been implemented, and the tariffs that are set to go into effect later this summer, have already affected not only the price of corn, soybeans and wheat, but also cattle and hogs. I impressed upon him the need for trade deals with Mexico, Canada, Japan and the European Union so that farmers can get back to doing

what we do best: providing food for the world.

At the end of our conversation, this is what he said: “Rich, I got it.

I’ll share it with the president when I get back to D.C. this evening.”

I couldn’t have asked for more while representing Illinois farmers to one of the administration’s highest-ranking officials. It was comforting to know the vice president understands how dire things could become here in farm country, and I certainly hope he keeps his word and carries that message back to President Trump.

From there, we can only hope our message will have an impact.

We hear that a lot, right?

They are right, of course, which leads me to my topic this month.

I’m having a series of minor eye surgeries, so I’ve been a little backed up. It is nice to be half way.

That is minor to seeing a new greatgreat-grandson son, sitting in the shade, reading, sitting in the shade, reading. …

Why is it so important to get others to do something we want them to do? It is the “should” sentence.

You’ve heard it, and you have shelled it out to your kids as they were growing and maybe now, after they have grown.

Of course, we care about our friends and family, and we want the very best for them. But there is a fine line where caring and pushing almost become the same. Even

“You should wear that more often” can seem to say “Sometimes you don’t look so attractive” for some who are not feeling so confident.

As we age, we get the feeling of entitlement that allows us to use “should” when we see things not going the way we think they might.

Some folks feel fragile sometimes, and when we use words like should, it becomes hurtful, and then they rightfully feel a need to defend themselves. This leads to more hurt feelings.

These phrases remind us of childhood scoldings. This phrase says we are not doing what we really should be doing, or we are less of a person in doing what we are.

On the other hand, I think if we do hear a “should,” it is smart to hear them out. We can assess whether this is good advice or not.

We can be polite and say a gracious thank you and change the subject.

Hopefully they will get the hint.

If you see someone you love harming themselves, come up with an alternative plan with kindness and refer them to a person who is a specialist they can ask for help.

Shaming just makes it worse, and resistance sets in. Make “I” statements, such as, “It scares me when I see you doing that.”

This leads to kind of an aside about another subject. We can sometimes encounter people who

are really hurtful, and approach each subject that makes them think it requires them to have an opinion, and sometimes a mean opinion about you or others. What do we do when we see them approach?

Here are some tips. Speak politely and move right on or hide behind a bush, start talking to a perfect stranger, run to your car and speed away, act as if you have just been called on your cell phone, or if you get trapped, pull out every “should” you ever heard of and have at it.

(The heat just caught me off guard.)

Isn’t life fun most of the time?

Be kind as I know you are, and more later when inspiration arrives.

With families in mind, reform criminal justice laws

T

here is no more depressing place to be than in a prison visiting room when children come to see their mom or dad.

During my 30 years as a journalist, I’ve found myself in many state prisons waiting to interview inmates. Watching youngsters run across a room to hug a father or mother they haven’t seen for months is heart-rending.

Thirty years ago, I spent Mother’s Day in a women’s prison working on a feature on the children of the incarcerated. The children visiting their mothers that day wanted the same thing all kids want: love and attention.

Unfortunately, with a parent behind bars, attention is hard to come by.

There may be some hard-hearted souls out there who say, “Who cares? These people committed a crime, and they deserve to suffer.”

But here’s the deal: Their children didn’t commit a crime. And they, too, are suffering.

In recent days, a lot of attention has been paid to what is happening on the Mexican border. The abhor-

What is happening there is tragic and wrong, a national shame.

I am in no way trying to create a “yardstick of pain,” comparing the suffering of one group to another.

Any time a child is separated from a parent, it is heartbreaking.

But this tragic situation highlights the problems with forcibly separating parents and children.

I’ll be the first to admit that there are some violent people who belong behind bars. But this nation locks up entirely too many people. In fact, we lock up a higher percentage of our citizens than any other country.

“It’s taking a financial, emotional and societal toll,” says state Rep. Kelly Cassidy, the leading criminal justice reform advocate in the Illinois General Assembly.

lies all too well. Her sister and two nephews have been locked up on drug charges.

“It’s critical that families be kept intact. When inmates leave prison, they need a support system that will keep them from reoffending,” she said.

Not only that, but the kids benefit from continuing the relationship.

Perhaps the best option for fostering these parental bonds is to reduce the number of people being incarcerated.

For many, mental illness has contributed to minor brushes with the law. For some, community-based mental health care may be an appropriate option. For others who have committed non-violent offenses, in-home detention may be

a worthwhile alternative.

And let’s face it, we live in a nation that has too many laws on the books.

The Wall Street Journal has cited the work of Boston civil-liberties lawyer Harvey Silverglate, who contends the average American unwittingly commits three felonies a day because of vaguely written laws.

It’s time Illinois addresses meaningful criminal justice reform, if not for the incarcerated, for their families.

Putnam County Rotary gavel passes to Brandy Sandberg GRANVILLE — The Putnam County Rotary’s annual banquet was held July 12 at Rolando’s in Hennepin, with presentations, awards and the installation of Brandy Sandberg as 2018-19 club president.

Outgoing President Debbie Buffington reflected on the past year of fun, fellowship and community service. Among the year’s highlights were the tree project, a part of Rotary’s worldwide effort to plant 1.2 million trees worldwide to raise environmental awareness; PC Rotary’s “End Polio Now” project, engaging eighth graders and the community to help in the “final mile” of Rotary’s global efforts to fight polio — a fight that has seen the incidence of polio drop from 350,000 child victims a year to just 22 cases so far in 2018; and the club’s “Only One You” project at the PC Primary School,

encouraging children to be proud of who they are and to understand and accept differences among friends and fellow students.

Other projects have included the Dictionaries Project, providing every third grader with their own personal dictionary; the Rotary Readers Program in the primary and elementary Schools; poinsettia deliveries to every Putnam County senior citizen; Toys in the Pantry for children of clients of the food pantry; Rotary’s annual Agri-Business Night celebrating agriculture; the annual PCHS Post-Prom Afterglow; sponsorship of Interact Clubs at the PCJH and PCHS; co-hosting of two Red Cross blood drives; sponsoring annual Field of Dreams events; and participation in Rotary International Youth Exchange, among other projects.

Buffington was recognized by fellow Rotarian and Past Rotary District Governor Scott Shore for earning District recognition as “Club Officer of the Year” for clubs under 40 members, and presented the outgoing president with a plaque and scrapbook commemorating her year as president. In turn, she thanked her board and club officers for their support throughout the year.

Accepting the president’s gavel, Sandberg outlined her goals for the year and the theme shared by 35,000 clubs worldwide this year to “Be

Mother praises first responders for saving daughter’s life Teagan Pantenburg collapses after Hennepin race HENNEPIN — A Putnam County mother is thankful for Putnam County first responders who saved her daughter’s life after she collapsed at the end of the race on July 4.

Kristen Pantenburg, mother of Teagan Pantenburg, who graduated from Putnam County High School in May, recounts the scary details of that day.

The following are in Kristen Pantenburg’s own words: ••• So I’d like to first say that Teagan is doing AMAZING and it is truly a miracle that she is recovering as if nothing ever happened. Before I get into my PSA on heatstroke, we need to thank all the “TOOLS OF GOD,” as I like to call them.

These miracle workers saved her life July 4th, 2018, and that is no exaggeration.

The first people I remember taking control of the situation were Julie Fahning and David Sabotta, PCR photo/Shannon Jenkins who carried her into the shade as Teagan Pantenburg, who will run cross country for St. Ambrose this fall, collapsed at she was having a seizure and began the end of the Movin’ on Music race July 4 in Hennepin and was later taken to OSF St. assessing the situation.

ing first responders in Hennepin Fire Chief Daryel Petersen, Neil Buffington, Quentin Buffington, Jonathan Massutti and Lynn Haage, who before we knew it, dressed in plain clothes, were at the race finish-line placing ice packs and pouring water over her to cool her body temp down.

She was unresponsive during this entire time, and at times combative as we would soon find out that her outside body temp, not even her core temp, was 106 degrees!

Andy Jackson of PCEMS would provide the life-saving cold fluids on site, as we were told by the doctors.

Andy was out along the race course making sure the racers were safe and healthy, so his response time was quite fast when he was notified.

The doctors at OSF Children’s Pediatric ICU, that’s where Teagan was airlifted to from IVCH, told us that the fast-acting first responders, all who worked tirelessly to cool her body down, saved her life and helped to protect her from serious brain

to hold her or comfort her because me loving her wasn’t going to save her life, but a man who she didn’t know had the ability to. He was able to get her temp down to 97.2 within 15 minutes by covering her in ice and blowing fans all over her.

I think maybe not even that long, but he told us that she wasn’t out of the woods as her kidneys were possibly shutting down. He would then go on to tell us that heatstroke as severe as she has is a 25 percent mortality rate and then gave of a detailed account of how when he worked in Chicago in 1995, 80 people were dispatched between three hospitals with heatstroke, and after one week, only 18 survived.

Before we knew what was hap-

pening, two Life Flight nurses were rolling her out and I remember the tall man telling me in the sweetest calming voice, why don’t you give her a kiss and tell her you’ll see her soon; we will take could care of her.

This same nurse would call me to tell me she was now at OSF Children’s Pediatric ICU and what floor and room number she would have at this point, Britain and I had only made it to Lacon, but I had an overwhelming sense of calm that she was going to be just fine.

It’s weird, but at some point I just let God take the reigns because I just knew that she was safe and that everyone who was a part of the day

The ER doctor Dr. Sabir, who did not sugarcoat it for us (I wasn’t ready for his interpretation of the situation, though) — either was Ray or Britain. He was in the very midst of doing everything in his power to save her, and she didn’t understand what was happening. He was yelling at Teagan that she was going to die today if she didn’t stop fighting them. Yep, I had to listen helplessly to my child, knowing that it didn’t matter that she was scared and was crying out to me but I wasn’t allowed

to maintenance issues at Lake DePue DEPUE — Waterfowl hunters planning to attend the annual Lake DePue State Fish and Wildlife Area duck blind drawing on July 29 should be aware that due to infrastructure damage at the site, boat access to waterfowl blind locations cannot be guaranteed for the 2018-19 waterfowl season.

Water levels in the site’s Spring Lake will rise and fall with the level of the Illinois River, which may create anywhere from mudflat to deeply flooded conditions at blind sites.

Hunters concerned about access to blind locations should consider attending a blind drawing at another IDNR site.

Specific questions should be directed to the Lake DePue SFWA office at 815447-2353.

Duck and goose hunters must register in person for waterfowl blind site drawings and must be present at the drawing – held at designated locations immediately after the registration period – to claim their blind sites. Mail-in registrations are not accepted. Unless otherwise stated, blind allocations for these sites are good for one year.

To participate in a drawing, all applicants must present a 2017 or 2018 regular Illinois hunting license (no apprentice or youth license), a 2017 or 2018 Illinois Migratory Waterfowl Stamp at the time they register, unless exempted by law, and valid photo identification.

Applicants must be at least 16 years old by the date of the drawing.

Applicants needing to purchase new licenses and stamps should do so prior to the drawing. Most blind drawing locations will not have license sales available. Licenses and stamps are available at any DNR Direct license and permit vendor, through the IDNR website at www.dnr.illinois.gov, or by calling 1-888-673-7648.

Registrants are no longer required to possess a valid Illinois Firearm Owner’s Identification (FOID) card from the Illinois State Police to participate in blind drawings. Also, in order to be an eligible applicant for the drawing, the participant must not have his or her hunting privileges suspended or revoked by the IDNR or any other jurisdiction at the time of the drawing.

Out-of-state residents must have an annual (5-day licenses not accepted) 2017 or 2018 non-resident hunting license for Illinois and a 2017 or 2018 Illinois Migratory Waterfowl Stamp.

OSF Children’s was incredible.

Each and every nurse, CNA and Peds doctor created such comfort for us that it didn’t even feel like ICU. This place is truly a blessing for anyone who must stay there.

So if you stayed with me this long, I’ll explain now why I decided to give such a detailed account of what happened to Teagan on July 4th, and here it is. Teagan was doing what she has done more than 100 times in the past two years: she was running a race in the heat no different then cross country, no longer distance than a marathon that she has run 5 times, but there was something different.

The first two miles she remembers her time was fast and she even had a convo with Cam Colby around mile 2.5. As she was about a football field away from the finish line, we noticed something was off as she looked to be “high kneeing,” something they do in a warm up but she was doing that down the road. We later found out that her eyesight at that point was gone and

she was moving on muscle memory, according to the doctors.

She made it to the finish-line, she was maybe 10 feet away with the help of Julie Fahning and I, we thought she may pass out, or she had a pulled muscle. We still didn’t know how serious it was, and she began to have a seizure or what looked to be a seizure, and Davis Sabotta would carry her into the shade.

Teagan had just started a new prescription the week before that had caused her major stomach upset and diarrhea, which then dehydrated her. Even though she only drinks water and had been training, she still wasn’t hydrated enough, and that’s what created the perfect storm for heatstroke.

Teagan was released for PICU only after 27 hours and she left an entire Peds staff and team or doctors, cardiologists and interns in awe as we were told that she would be there a minimum of a week, but she had other plans. She is 99 percent recovered from this with absolutely no lasting effects from the heatstroke.

I say only 99 percent because when this happened she presented with something called a long QT syndrome. It has to do with the heart rhythm on the down beat going too long in between. She was

told by the cardiologist and pediatrician that she absolutely can continue to run competitively with it, but it very well may just be a glitch from all the stress her body was under during this episode.

It’s been tough keeping her relaxed. They said no running until (later) but she can slow bike and walk and that is just what she’s been doing since she has been working real hard to get in shape for college cross country and doesn’t want to lose any progress (her words).

So I would like to continue to ask for prayers from everyone that she will no longer continue to have this long QT and she can continue training and just being a healthy, happy future college student and runner again.

Oh, we would later find out that Teagan’s race team of Ashlynn Haage, she came in first of the woman, Jon Sabotta, Matt Haage, Tracie Wilson Haage, Teagan Pantenburg and Chad Haage would win the fastest team award. I think she was like No. 8 or 9 runner in that day, which is ridiculous in itself.

Please share our heartfelt gratitude to the wonderful first responders in our community, if you happen to know them. They are a godsend to us.

Cast announced for Stage 212 children’s theater production LASALLE — Stage 212’s 50th anniversary season continues with the children’s theater production of Disney and Cameron Mackintosh’s “Mary Poppins, Jr.” A musical based on the stories of P.L. Travers and the Walt Disney film, “Mary Poppins, Jr.,” is an enchanting mixture of irresistible story, unforgettable songs and breathtaking dance numbers.

Cast in “Mary Poppins, Jr.” are Macy Anderson as Mary Poppins, Elijah Arthurs as Bert, Nick Hancock as George Banks, Jaidynne Lash as Winifred Banks, Isabella Pecchio as Jane Banks, Ayla Dawson as Michael Banks, Sydnee Wright as Mrs. Brill, Max Wertz as Robertson Ay, Hannah Barrie as Katie Nanna, Katelyn Pullam as Neleus/Statue, Nora Maier as the Bird Woman, Zoe Kidd as

Miss Smythe, Jaxon Schneider as the Chairman, Cooper Vaske as Von Hussler, Aiden Schneider as John Northbrook, Olivia Paden as Mrs. Corry, Avery Brovelli as Miss Andrew and Cecilia Verucchi as a Statue.

Appearing as featured dancers are Nora Maier, Katelyn Pullam, Cecilia Verucchi, Claire Boudreau, Isabella Argubright, Alecia Hoelscher, Emma Wasilewski, Alina Allen, Makayla Heller and Addison Duttlinger.

Featured in the ensemble are Hannah Barrie, Tadyn Chase, Bella Baracani, Lydia Dornik, Liliana Cabrera, Emily Kmetz, Eric Lockwood, Adrian Silva, Jaiden Allen, Andrew Beer and Hailey Dzik.

The production staff includes director/choreog-

rapher Reid Tomasson, producer Traci Tomasson, music director Abby Smith, production assistant Andrew Pohar, dance captain Courtney Ries, stage manager Zoe Piano and light operator Yvette Lucas.

Performances will be presented at 7 p.m. Thursday, Aug. 9, and Friday, Aug. 10; at 1 and 7 p.m.

Saturday, Aug. 11; and at 1 p.m. Sunday, Aug. 12.

Performances will be at Stage 212, 700 First St., LaSalle. Tickets will be available to the general public for $10 each beginning July 30, and may be purchased by visiting the box office Monday from 4 to 6 p.m. and Saturday from 9 a.m. to noon, or by calling 815-224-3025 during the same hours.
