Granville board prepares to replace problematic portion of water line Large hedge also is a topic at meeting

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — The replacement of a problematic length of water line near Shafer and South Streets will be a costly project for Granville, but the village board decided during its July 16 meeting it was time to move beyond repairs.

Kevin Moore, acting superintendent of the Public Works and Street Department, told the board there had been roughly seven repairs made along the seam of the same section of line over the past several years.

“I think it’s time we replace that section of water line then,” Village President Jared Baker said.

Engineer Mike Richetta said the 1.5-inch water line would require an upgrade to a 6-inch pipe, and added a composite estimate he’d formulated for 1,600 feet of water line in 2016 tagged the project with a cost of about $250,000. The board discussed replacing the line in that area east to Turner Street, and south to Hopkins Street.

Other undersized water lines, in the area of Harrison Court and South Street, were also discussed.

Board member Jim Pettit said the village has the funds available after water rate increases, so it could be done without the village taking on any debt. However, the village will also be exploring the availability of

grants, as well as low-interest loans from the EPA that include some debt forgiveness.

Sewer line sinkholes Moore informed the board of a failure in a section of 8-inch sewer line along the 500 block of Main Street that caused three sink holes and that had already been repaired.

Moore also suggested it was a good time to begin the inspection of the sewer trunk line that runs along the creek.

Elm Street project The board approved $12,200 to finish the preliminary engineering work for the upcoming Elm Street improvement project. Richetta estimated engineering costs of $15,000, and $2,800 was spent for the engineering required to apply for the $150,000 grant the village was awarded. The grant will cover construction costs, but not engineering or administrative expenses.

The project will widen Elm Street from Hopkins Street to Route 71, and will include two, 12.5-foot lanes, the addition of a sidewalk, curbing, gutters and storm inlets. It’s expected to relieve drainage issues in the area.

Richetta said he didn’t anticipate that any utilities would need to be moved, but added the village will need to obtain temporary construction easements from area property owners.

Pool fences Granville residences need to be aware of the village ordinance

regarding pool fences. Any pool with a water depth of more than 24 inches needs to be surrounded by a secure, four-foot-high barrier.

Residences with unsecured pools in violation of the ordinance might be cited.

In other news • The village has identified a large hedge at the intersection of Main Street and Division Street, and a large bush at the intersection of Hopkins Street and Division Street, as safety concerns because they obstruct the view of approaching traffic. The village will be verifying the property lines and the city right-of-way before moving forward.

• The village will be losing one full-time and two part-time officers with the police department. Police Chief Kevin Moore encouraged the board to begin interviewing applicants to replace them.

• Village attorney Brad Popurella advised the board to take proactive, rather than reactive, action in regards to the sale of cannabis in anticipation of the state’s legalization taking effect.

• The improvements around the waste water plant lagoon have been completed.

• The board approved an $11,550 expense to improve the generator system at the water treatment plant.

The next Granville Village Board meeting is scheduled at 6:30 p.m. on Aug. 6.

“Every district has limited funds, but they all need to be able to make the best decisions in regards to the condition of their buildings and equipment,” he previously said.

“The community has already decided what it wants in regards to its school buildings, so we’re not going to have that discussion.

Inspections of school buildings have begun

Registration will be Aug. 1 for upcoming school year Parents may also register students on Teacherease, then pay fees in person GRANVILLE — Online school registration for Putnam County students is now open on the Teacherease website. Parents may log in, register their students, and then come to registration event in order to pay fees.

Registration will be held from 8 a.m. to 7 p.m. Thursday, Aug. 1, at the Putnam County High School in Granville.

Registration is for all students in pre-kindergarten through high school.

School officials stress that all families registering for school this year are required to bring two forms of proof of residency.

There will be no exceptions.

Acceptable forms for proof of residency will be any utility bill, real estate tax bill, voter registration card,

driver’s license or cellphone bill.

Parents of returning students will have the opportunity to update student information and emergency contacts on the computer at registration. New families to the district may request access to Teacherease from the school district website under 2019-20 registration at www. pcschools535.org.

Parents are urged to register and pay fees on Thursday, Aug. 1. Late registration will be held during the week of Aug. 5-9 at each school.

Parents who miss the Aug. 1 registration will need to register at the school at which their child will attend.

Federal law now requires all children from age 5 to have a Social Security number.

The first day of school will begin at 8:05 a.m. Thursday, Aug. 15. Regular bus runs will begin on that date.

School will be dismissed at 2:05 p.m.

Two men arrested on drug paraphernalia charges On July 16, the Putnam County Sheriff ’s Office, along with members from Tri-DENT and the Illinois Valley Special Response Team, conducted simultaneous search warrants at two locations in Hennepin.

The two search warrants were served at 410 Pintail Drive (Hennepin Trailer Court), and 328 Old Route 26, Apt. 5, following a lengthy investigation into the distribution of heroin in Hennepin.

The address at 410 Pintail Drive netted the confiscation of purported heroin and items used to package and deliver heroin, along with drug paraphernalia and hypodermic needles.

Taken into custody at 410 Pintail Drive was Michael P. Kasperski, 37, of 410 Pintail Drive, Hennepin.

Kasperski has been charged with one

count of possession of a hypodermic needle, but further charges may be warranted against him after the state’s attorney reviews the reports and the results from Michael P. the state crime lab.

Kasperski Kasperski is currently out on parole for charges for the sale of heroin. He was released on a notice to appear.

Toby J. Harper Sr., 40, of 410 Pintail Drive, Hennepin, was also taken into custody on a failure to appear warrant out of LaSalle County for domestic battery. Harper later posted bond and was released with a LaSalle County court date.

The address at 328 Old Route 26, Apt. 5 netted the confiscation of purported cannabis, items of drug

paraphernalia, hypodermic needles, and items used for the packaging and delivery of heroin.

Taken into custody was Robert W. Kiehn, 63, of 328 Old Route Robert W. 26, Apt. 5, Hennepin.

Kiehn Kiehn was charged with criminal possession of drug paraphernalia. He was also charged under the local Putnam County ordinance for possession of cannabis and drug paraphernalia.

He was released on a notice to appear and given a Putnam County court date. Further charges may be warranted against Kiehn after the state’s attorney reviews the reports and the results from the state crime lab.

Additional charges against other

individuals may be forthcoming.

The Putnam County Sheriff ’s Office was assisted by the Putnam County State’s Attorney’s Office, Tri-DENT, Putnam County EMS and the Illinois Valley Special Response Team.

Sheriff Kevin Doyle would like to emphasize to the citizens of Putnam County that even during this time of budget constraints on his office, the sheriff ’s office will maintain the fight to keep the sale and distribution of illegal narcotics out of the community.

He also reminds the public that many hours of investigation went into the charges for the warrants, but the work continues regarding building a strong case for additional charges against individuals who are distributing illegal narcotics in the community.

Village also plans to ticket underage golf cart drivers

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — During its July 17 meeting, the Hennepin Village Board voted to adopt a new ordinance focused on properties where there has been been ongoing criminal activity.

Village attorney Sheryl Churney based the nuisance ordinance on similar policies used by Streator, Peoria and a number of other area communities.

“It would encourage landlords to work with the police to abate ongoing criminal problems at their properties,” she previously explained.

Churney has also said while no one has been penalized under the Streator ordinance, the city has found it a useful tool. It will be triggered through court adjudications or police reports if there are three or more certain listed offenses committed at the property within a year.

“There will also be no penalties to landlords or owners for situations of domestic violence or sex crimes because we don’t want it to be used against the victims in any

way,” Churney added.

The ordinance will be effective 10 days after its adoption date and will apply to not only the deed holder, but also to those with equitable interest in the property.

Village President Kevin Coleman questioned whether that could be a possible infringement of rights, but Churney said homeowner information is easily available through tax and court records. She said she didn’t think simply having the names of who is living at a certain property could be considered an invasion of privacy.

Board member Lynn Haage said it would be extremely helpful for the sheriff ’s office for deputies to know who is expected to be living at a property when they receive a dispatch.

• There has been no contact from the owner of the abandoned Sycamore Street property, so the village is moving forward with its efforts to take ownership and have it demolished.

• The contract with KCK in regard to the easement for the bridge to the wetlands is closed and will be finalized by the end of the month. On a related issue, the board decided against looking into a grant program for the bridge because it could substantially delay the project and possibly be complicated by other related issues that have already been resolved.

• The board approved the ordi-

nance that will place a stop sign at the intersection of Mulberry and Sixth streets.

• Churney recommended a special meeting be held so the board can discuss how it wishes to handle cannabis legalization when the new law takes effect. Topics would include sales, zoning, employment policies and DUIs. • The board approved $6,320 to improve electrical components at Walter Durley Boyle Park.

Upgrades will include LED lighting in the shelter and bathrooms, the addition of GFCI outlets, a new panel, occupancy sensors, and lighting over the bathroom doors.

There will be an increase in vendor fees, and they will no longer be allowed to hook themselves up to the park’s electrical service.

The fee increase will help pay for an electrician to do the work and avoid the types of damage that has been caused in the past.

“We’ve made a lot of improvements, and this will help protect our investment,” board member Quentin Buffington said.

In the future, there will be a citation issued if an underage child is seen driving a golf cart within the village. Haage also pointed out that if a 15-year-old was cited as an unlicensed driver, it could make getting their license more difficult.

IVCC volunteer tutor training OGLESBY — The Adult Education Community Tutoring Program at Illinois Valley Community College will conduct free volunteer tutor training from 1 to 4:30 p.m.

Tuesday, Aug. 6, and Thursday, Aug. 8, in Room CTC221.

Volunteers must have a desire to work with adult learners and be willing to tutor two-to-three hours each week. Teaching experience is not necessary, however, 10 hours of training through the program is required. Visiting an Adult Education classroom is an additional training component.

OTTAWA — Two Ottawa High School graduates were awarded grants at the May 21 meeting of Omicron Chapter of the Delta Kappa Gamma Society International.

Cally Diss of Marseilles, an OHS graduate in 2017, received the $750 grant-in-aid. She will be a senior at Southern Illinois University, studying agriculture education.

Chloe Bruck, a 2019 graduate of OHS, received the $750 Omicron recruitement grant. She will enter Illinois State University in the fall and major in secondary English education.

A memorial service for 42-year Omicron member Wilma Gehrke of Mazon was conducted by Fran Ogden, membership chair. Judy Hopper gave the tribute. Gehrke taught home economics, consumer education, child development and health at Mazon High School for 35 years.

During the business meeting, President Mary Sue Myers shared highlights of the Illinois (Lambda) State Convention held in Decatur in late April. Carrie Thompson, spon-

sored by Omicron Chapter, a student at Millikin University majoring in graphic design and mixed media, which includes ceramics and photography, received a $1,000 M. Josephine O’Neil Arts Award.

Three Omicron members were recognized for 40 years of membership — Pauline Brown of Crest Hill, Char Farrell of Morris and Jean Naretto of Braceville. Omicron Chapter was recognized for contributions to the Schools in Africa International Project and the Illinois (Lambda) State Project, Marion Medical Mission, for fresh water wells in Malawi. Omicron also received a certificate of recognition for their participation in the Chapter Bazaar.

Eight Omicron members attended the convention.

Thank-you notes were read from Under His Wings of Ottawa and Mendota Area Christian Food Pantry for the recent donations.

The next regular meeting will be in September.

OGLESBY — An elementary education scholarship has been established with the Illinois Valley Community College Foundation in memory of longtime educator and World War II veteran Clarence Sapienza of Peru.

The annual scholarship was set up by Sapienza’s widow, Myrle, and their son, Mike, and his wife, Jackie, of Peru. It will award $1,000 to a fulltime elementary education major who has graduated from LaSalle-Peru Township High School, St. Bede Academy or Putnam County High School.

Sapienza died April 14 at age 99. A graduate of L-P, he earned a teacher’s certificate from LaSalle-Peru-Oglesby Junior College in 1940 and bachelor’s and master’s degrees in education from Bradley University. He was a teacher, principal and retired as superintendent of Oglesby Public Schools.

Before beginning his teaching career at Sprinkleburg School, a one-room schoolhouse in Putnam County, Sapienza served in World War II for the U.S. Eighth Army Air Corps as a belly gunner on a B-17 bomber.

EDUCATION BRIEFS Kim Mucu earns degree SALT LAKE CITY — Kim Mucu of Granville has earned her Master of Science, Nursing - Education (BSN to MSN) from Western Governors University. The online, nonprofit university held its 70th (Orlando, Fla.), 71st (Cincinnati, Ohio) and 72nd (Anaheim, Calif.) commencement ceremonies this year to celebrate the graduation of more than 22,000 students from across the country.

Lincoln College graduate at IVCC OGLESBY — Illinois Valley Community College has a program that allows students to get a bachelor’s degree and walk at IVCC graduation.

This year, David Page of Standard graduated at IVCC with a Bachelor of Arts in Liberal Arts from Lincoln College.

Students in the program attend class one night per week for four hours supplemented by online learning. They only take one class at a time, but each class lasts only five weeks. With nine sessions available each year, a student can earn up to 27 credits per year on a part-time basis. They’re allowed to “step-out” of this intensive program for a term or more for work, family, or personal reasons, then jump back in the following term.

The programs offered are Bachelor of Business Administration in Business Management, Bachelor of Arts in Liberal Arts, Bachelor of Science in Health Services Administration, Bachelor of Applied Management in Entrepreneurship, and Bachelor of Applied Science in Organizational Leadership. The last two require an earned Associates of Applied Science for admission. Because of the broad skill-set learned, many career options are available to students graduating with a liberal arts degree. Graduates will possess the ability to communicate

Pursuing a career in accounting, Yepsen has been employed as a student with John Deere in Moline since 2018.

She started a full-time position in June of 2019. She is the daughter of Dr. Alan Yepsen and Michelle Yepsen of Granville.

OGLESBY — Susan Glassman, a nutrition and wellness educator with the University of Illinois Extension, will soon be offering school nutrition professionals a chance to earn six credit hours of professional development for the 2019-20 school year.

School nutrition professionals are eligible to attend and receive continuing education hours at the Extension’s “ABC’s of School Nutrition Summer Learning Institute.”

Topics will include food handler training (receive a certificate, good for three years), portioning, merchandising, and food presentation. It will also include special programs on bento boxes, and how to reduce food waste in school cafeterias.

The ABC’s of School Nutrition Summer Learning Institute is scheduled for 9 a.m. to 3:30 p.m. Fri-

day, Aug. 2, at Illinois Valley Community College, Room CTC-124.

Patton said his firm had previously done a similar survey for another area district, and they found the estimated costs were close to the

actual expenses.

While the cores of Putnam County’s school buildings are solid, the district is facing “some big ticket items” in the near future, such as multiple HVAC units, boilers and roofs, as well as the water system at the junior high building.

“Having a multiyear, prioritized plan will help us be a cohesive unit as to how we move forward. It will also help determine our funding options and how we want to present this to the public,” Carlson previously said of the survey.

The board is expected to formulate the improvements over a decade and wants to coordinate the

funding for the improvements at one time.

In other news • Carlson reported the district is expecting to soon take delivery of two new activity buses. He also said the air conditioning had failed in the district’s current activity buses. One appeared to be a simple fuse-related issue that had been repaired by Al Cioni Ford of Granville. The other, still under warranty, was still being diagnosed by JP Chevrolet in Peru.

Nominees sought for Women of Distinction Public invited to assist in honoring deserving women PCR STAFF news@putnamcountyrecord.com Nominations are being sought for Illinois Valley Living magazine’s seventh annual Women of Distinction Awards.

The deadline to receive nominations is Friday, Aug. 2, according to Jim Dunn, editor and general manager of Illinois Valley Living.

“The Women of Distinction Awards luncheon has become a traditional highlight of autumn in the Illinois Valley,” Dunn said.

“We look forward to area residents putting forth another group of accomplished nominees for 2019.”

Women of Distinction was launched by Terri Simon, then-editor of Illinois Valley Living, and Sam Fisher, then publisher, and the staff of Illinois Valley Living in 2013.

The program continued in succeeding years, featuring nominees, an awards luncheon, speeches, and an overall positive get-together to recognize the achievements of nominated women across the Illinois Valley.
