Final hearing describes Clifford Andersen’s phone calls from jail Judge planned to rule on use of autopsy photos before this week’s trial

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — The prosecution’s desire to have recordings of phone calls made from jail by Clifford A. Andersen Jr. to his wife, son, a truck stop waitress, and a Veterans Administration social worker were a major element of his final pretrial hearing on July 5.

Andersen, 68, of Standard is charged with killing his sister-in-law, Deborah Dewey, and concealing her body. Dewey, 62, of Ladd was reportDeborah ed missing in August 2016. Her body was Dewey found on Sept. 12, 2016, in a shallow grave in a yard of a Standard home for which Andersen was caretaker.

Assistant Illinois Attorney General Bill Elward argued Andersen knew each call was being recorded because he referred to it repeatedly.

“He knew he was being recorded and used those calls to try and establish his evolving story,” Elward said.

The calls pertained to, among other things, whether manure was found at the grave site, his purchase of the manure, his changing story of what it was to be used for, a carpet cleaner, and financial matters.

“We have, in his own words, the defendant saying he carried the carpet cleaner into the home where her body was found. This is the carpet cleaner on which the state found Dewey’s blood in its wheel well,” Elward said.

The prosecution also stated it has video evidence of Andersen buying 12 40-pound bags of manure at a Walmart. In the phone calls, Elward said Andersen explained to his wife that it was for a large garden at the home for which he was caretaker, and then changed the reason to that it was to fill sinkholes at another property.

Elward said the call from Andersen to his wife pertaining to financial matters illustrates how little

she knew of his deteriorating financial situation and the “onerous debts with several payday loan companies.”

Andersen also allegedly told his wife during the call that the loans Clifford were taken out to build Andersen Jr. his credit rating.

Another recorded call was to a truck stop waitress in regard to the witness, a friend of Andersen’s, who drove him to the Morris location where Dewey’s car was recovered. During this phone call, Elward said Andersen was angry his friend was speaking with the police and told the waitress to tell him to “keep his mouth shut.” The judge denied the admissibility of this call.

The prosecution has previously stated the friend initially misled investigators at Andersen’s request, but then recanted his statement and admitted to driving Andersen to the truck stop on the day in question.

The defense argued the statements made by Andersen during the phone calls are being taken out of context and being “grossly over-interpreted.”

“They’re speculation and magnify a prejudice,” Attorney Rob Parker said.

Parker also said without a written waiver, regardless of jailhouse signs and Andersen’s own acknowledgement of being recorded, that the calls are inadmissible. He added the call with the VA social worker was to ensure his medical needs were being met, and regardless of Andersen going off topic and discussing other issues about the case, didn’t nullify their privilege of confidentiality.

Elward argued they show how Andersen was trying to build his story because, as Andersen’s wife had stated in a call, her husband didn’t have any answers for what was going to be asked about his actions and whereabouts in reference to Dewey’s disappearance.

The judge is reserving the right to make certain calls admissible, but also discussed the use of them and other evidence during opening arguments.

Autopsy photos and X-rays Attorney Mary Claire Nicholson argued for the prosecution to have the photos and X-rays from Dewey’s autopsy made admissible.

Nicholson said the photos, which she admitted were “gruesome,” would help to explain the extent of the five blunt force trauma wounds to her head and that there were no defense wounds on her hands or arms.

Defense attorney Drew Parker said to show jurors the photos of Dewey’s substantially decayed body would be “beyond prejudicial” and that doing so would “inflame the jury and make them angry.”

“They’re horrific, and their use would be an attempt to shock the conscience of the jury,” Parker said.

Nicholson said the use of the autopsy photos would strengthen and explain what the state needs in order to prove to the charge of concealment.

The defense conceded the cause of death and had no objection to the admission of the X-rays. Judge Stephen Kouri said he will rule on this issue prior to the trial’s beginning.

A preview of the attractions and events at the 97th Marshall-Putnam Fair

HENRY — The queens of the fair have been chosen, and it’s time to review the many attractions of the 2018 Marshall-Putnam Fair. Beginning today (Wednesday), there will be many returning favorites, as well as some exciting new additions.

On Sunday, Cecelia Lucente, Abbie Stanbary, and Emma Gaspardo were respectively chosen as the Miss M-P Fair Queen, the Junior Miss Fair Queen and the Little Miss Fair Queen. They’ll become familiar sights to fair-goers as they’ll now reign over a wide variety of family friendly fun. “The down-home country charm,� is what M-P Fair office assistant Lyn Smith described as her favorite thing about the annual fair, which has been held since 1921.

M-P Fair President Rob Stadel was asked about new attractions at this year’s fair. “We’re excited to bring back the stock pulls and are adding antique tractors, as well. Another new event is the free Wild Times Exotics Animal Exhibit on Saturday and Sunday from 11 a.m. to 5 p.m.. We’re also very excited to have tethered hot air balloon rides on Thursday evening beginning at 6:30 p.m.

There will be a cost for the balloon rides,� he said.

A “Kick-Off Dinner� will be held from 5 to 7:30 p.m. in the activity building. Diners will have their choice of either ribeye or pork chop sandwiches with available sides of green beans, sweet corn, applesauce and ice cream. Cooked by M-P-S Beef Producers, the meals for adults will cost $10, and children 10 and under can eat for $5.

Also on the first day of the fair will be non-livestock judging, which will take place throughout the day; the Kroger Kookie Stacking contest at 4 p.m.; harness racing at 5 p.m., which is the fair’s longest-running grandstand event; a talk with author Tim Pletkovich at 5 p.m.; a wine and beer tasting at 5:30 p.m.; music by Cody Caulkins from 6:30 to 8:30 p.m.; a hat contest at 7 p.m.; and ag-related crafts from 6 to 7 p.m..

The activities on Thursday will include a senior citizens program from 9 to 11 a.m.; a jeopardy game with author Tim Pletkovich at 11:30 a.m.; crafts and face painting from 4 to 7 p.m.; 4-H STEM Clubs from 4 to 7 p.m.; a balloon artist from 4:30 to 6:30 p.m.; inflatables and train rides from 4 to 8:30 p.m.; a climbing wall from 1 to 8:30 p.m.; carnival games from 4 to 7:30 p.m.; master gardener activities from 4 to 8:30 p.m.; ag-related crafts from 6 to 7 p.m.; the antique and stock tractor pulls will begin at 6 p.m.; and tethered hot air balloon rides starting at 6:30 p.m.

The village of Hennepin had a full day’s worth of patriotic partying with friends and family on the Fourth of July. The many activities included a golf cart parade, featuring the little fire truck of Jason and Tara Soule, of Mark, which included a siren, lights and a working hose; multiple vendors, including Tony of Tony’s Butt Shack of Peru working his grill; Maliyah Sedam swinging on the playground equipment; a performance by the Panteras and by the musical group Bagshot Row; the presentation of the Citizen of the Year award by Village President Kevin Coleman to Fred Lippincott; a bags tournament; face painting; inflatables; a car show; water fight; a 5K run and walk; live music and much more. Unfortunately, the evening’s thunderstorm caused the fireworks to be postponed, but the following evening brought perfect weather and a thunderous show.

GRANVILLE VILLAGE BOARD

Contract approved with minor changes

GRANVILLE — After the heated disagreements and assertions made during recent meetings, the Granville Village Board has approved a contract with the county for the Putnam County Sheriff’s Office (PCSO) to provide the village’s police department with dispatching services.

The approval came quickly and without much discussion during a special meeting held on July 3. Board member Jeff Greathouse passed on making a vote, and Jared Baker Jim Petit, the most Granville vil- outspoken board lage president member against the proposal, voted against it.

“Approaching the village for payment of services wasn’t meant to be controversial or to cause a disturbance. Approaching Granville, as well as the other villages throughout the county, is strictly a long-overdue intergovernmental contract,” Putnam County Sheriff Kevin Doyle previously stated in response to the arguments.

The board agreed to a slightly revised agreement with an initially shorter term that will charge the board $5,558.64 for a pro-rated, 10-month period and $7,633.85 for the next year. Following that, the village can negotiate for four-year

renewal terms.

Granville will receive approximately $1,000 a year in a reimbursement from the village of Standard in relation to its separate law enforcement services contract.

The other change to the agreement was the Granville Police Department must answer dispatched calls while on duty, which, according to information from the Putnam County Sheriff’s Office, is roughly 80 percent of the time.

During the times when the Granville P.D. is off-duty, the PCSO will continue to cover the village.

Services included in the dispatching agreement include fingerprint and booking services, intoxilyzer, radio frequency, radio tower, records management data, and access to the Law Enforcement Automated Data System (LEADS).

According to Sheriff Doyle, these added services wouldn’t have likely been included in agreements with other area dispatching centers.

During the June 19 Granville Board meeting, Putnam County Board Chairman Steve Malavolti stated the proposed dispatching fees amounted to roughly 94 cents an hour.

The Granville Village Hall reported $173,595 was spent by the village last year to fund Granville’s own police department, not including additional insurance costs.

HENNEPIN — Bonita “Bonnie” K. Lund, 73, of Hennepin died Tuesday, July 3, 2018, at home surrounded by her family after a battle with lung cancer.

Bonnie was born Oct. 17, 1944, in Jeffersonville, Ind., to Tom and Ella Cauley. She married Richard Lund, the love of her life, on Dec. 22, 1962, in Osceola, Mo. After living in Kansas, California and Indiana, she and Richard settled in Hennepin in 1967 to raise their family.

Bonnie was a homemaker when her children were young and then worked for over 20 years at the North Central Bank in Hennepin. Bonnie was an extremely devoted wife, mother and grandmother, and her greatest joy was spending time with her family and spoiling her grandchildren. She was a friend to all who knew her and surrogate mom to many of her children’s friends. To know Bonnie was to love Bonnie.

She will be dearly missed by her husband, Richard of Hennepin; two daughters, Robin (Danny) Morez of Demotte, Ind., and Ronda (Pete) Vacca of Somerset, Ky.; one son, Bob (Janet) Lund of Hennepin; seven grandchildren, Mason Morez, Madison and Abigail Vacca, and Josh, Colby, Megan and Ryan Lund, two stepgrandchildren, Mathew and Sarah Schen-

She was preceded in death by her father; her brother Glen Cauley; and a niece, Kristine Whitaker.

A graveside service was held Friday, July 6, at Riverside Cemetery in Hennepin with Elder Dwayne Wilson officiating.

Pallbearers were Danny Morez, Mason Morez, Gregg Schwarting, John Sullivan, Pete Vacca and Tom Dore.

In lieu of flowers, memorials can be made to donor’s choice.

The family would like to extend a special thank you to Mary Norton. Mary was Bonnie’s hospice nurse for most of this last year. Mary was compassionate, caring and supportive not only to Bonnie, but the entire family. She perfectly balanced her professional duties with the family’s specific needs. The family is forever grateful for her kind heart and loving nature.

SVFD wins national fire safety sweepstakes SPRING VALLEY — The Spring Valley Fire Department is helping residents In Spring Valley make their families safer from the dangers of carbon monoxide poisoning thanks to First Alert.

Last month, First Alert launched its “60 Years of Thank Yous” sweepstakes to mark the 60th anniversary of the company’s founding.

The Spring Valley Fire Department is one of 60 fire departments

randomly selected from hundred of entrants to win 60 carbon monoxide alarms to help with community risk reduction initiatives.

“It is important to work with the community to help prevent injury and death from carbon monoxide,” said Greg Lauf, assistant chief of the Spring Valley Fire Department. “Grant and donation programs allow us to reach more members of the community, and we are grateful to First Alert for

helping us make our community safer from the potentially deadly threat of carbon monoxide.”

According to the National Fire Protection Association (NFPA), three out of every five home fire deaths result from fires in homes with no smoking alarms or no working smoke alarms.

The NFPA recommends installing smoke and CO alarms on each level of the home and In or near every sleeping area.

“Throughout our history, we have been fortunate to work with local fire departments and safety

officials across the country to help spread awareness of the dangers of smoke and carbon monoxide,” said Tarsila Wey, director of marketing at First Alert.

“To celebrate our 60th anniversary, we wish to thank these invaluable partners by equipping them with alarms to help them continue the great work they do in their community,” Wey said.

Summit hosting expert on small towns, rural trends SPRING VALLEY — North Central Illinois Council of Governments’ Economic Development District (NCICG EDD) has announced plans for its upcoming Economic Development Summit.

The summit will be from 7:30 a.m. to 1 p.m. Thursday, July 12, in the Hall High School auditorium in Spring Valley.

This year’s event will feature

Becky McCray, a nationally known speaker on small towns and rural trends. She has also co-authored a book titled “Small Town Rules: How Big Brands and Small Businesses Can Prosper in a Connected Economy.”

In her presentation, McCray will focus on positive rural trends, opening up to new ideas, and innovative rural business models. She

will also address how rural youths will play a vital role in the future of our area.

At the end of her presentation, she will invite anyone interested in the future of their town to walk with her through downtown Ladd.

During the walk, McCray will help find potential and identify the specific steps people can take to make meaningful change and how to use

these same principles in any small town.

NCICG EDD’s goal in bringing McCray and her knowledge of small communities to the region is to provide new ways to enhance rural economic development.

Volunteers paint Mark Park’s playground equipment

Amy and Mike Davenport led the 24 volunteers who painted playground equipment at Mark Park during Ax Church’s Hope Week.

MARK — Hope Week, organized and headed up by Ax Church of LaSalle, recently helped paint playground equipment at the Mark Park.

Mike and Amy Davenport led the project in Mark with 24 volunteers.

This park holds a special place in Mark Davenport’s heart because he grew up in March and spent a lot of time there as a child.

Hope Week is in its fourth year.

Twenty-four volunteers from the Ax Church in LaSalle painted playground equipment at the Mark Park during Hope Week.

It always takes place during the week leading up to Father’s Day. Ax Church funds all of the projects out of their church budget. Volunteers range from young children to senior citizens. There are projects

and jobs for every skill level.

Year one started in two cities and has grown each year.

The church was able to spread hope into 10 cities this year including LaSalle, Peru, Oglesby, Utica,

OTTAWA

Marshall-Putnam 4-H Show set for July 16-20 HENRY — The Marshall-Putnam 4-H Show is a special event for all 4-H’ers in the counties. It is the highlight of the year for the members and the community is invited to the fairgrounds in Henry to enjoy all of the activities.

This year’s show begins on Monday, July 16, with the dog show beginning at 6 p.m. in the Activity Building.

It continues through Thursday, July 29, with closing ceremonies at 7 p.m. There are a variety of events and activities for both youth and adults to take part in.

The Fashion Review will be at 7 p.m. Tuesday in the Hunt Building. The 4-H members who participate in clothing projects model their items in the Fashion Review. At 6:45 p.m., prior to the Fashion Review, the new 4-H Ambassadors Ceremony will take place.

On Wednesday, from noon to 5 p.m., the American Red Cross will be conducting the annual 4-H blood drive. Everyone is encouraged to call the Extension office at 309-364-2356 to schedule an appointment to donate blood.

The Sale of Champions is also on Wednesday and will begin at 7 p.m. The Marshall-Putnam-Stark Beef Improvement Association sponsors this event. In addition to 4-H members auctioning off their champion livestock, 4-H Federation members auction off their homemade pies in the special M-P 4-H Show pie plate.

This year’s plate features a hand-painted tractor, handmade by Ann Crosby of Annie’s Little Pots in Princeton.

Throughout the 4-H Show, the food stand will be selling their famous super nachos, sno-cones, roast beef sandwiches and homemade pies, along with many other tasty foods. On Wednesday evening, prior to the Sale of Champions, from 4:30 to 7 p.m., there will be pork chop sandwiches available as well sponsored by the Mar-

shall-Putnam Farm Bureau.

The real excitement of the show is the 4-H’ers and their projects. Beginning Monday evening, 4-H projects will begin to fill the buildings and fairgrounds. The public is encouraged to come to the Marshall-Putnam fairgrounds in Henry to view the projects, watch the livestock shows and encourage the 4-H’ers.

Projects will be on display in the Commercial Building and Art Hall. Livestock will fill several barns.

Throughout the show, many events will keep everyone busy.

Some of the major events to take place include: Monday — Dog show at 6 p.m.; Tuesday — Horse show at 5 p.m.; Style Review at 7 p.m.; and Wednesday — Swine, sheep and beef shows begin at 8 a.m. and run consecutively throughout the day; American Red Cross blood drive from noon to 5 p.m.; pork chops supper starting at 4:30 p.m.; Sale of Champions and pie auction at 7 p.m.; Thursday — Cloverbud Fun time (free activities for youth 4-8); rocket launch at 4 p.m.; evening show and closing ceremonies ((presentation of awards) at 7 p.m.

The silent auction runs from 2 p.m. Tuesday until 6 p.m. Thursday.

The 4-H show’s main goal is to give 4-H’ers the opportunity to exhibit the projects in which they have enrolled. The youth are conference judged with their project and awarded a blue, red or white ribbon.

Top projects are chosen for trophies and state fair honors. There are also some special awards given, including a special book, silver trays and Genhger scissors. The awards are announced at the evening show.

There are many donors who make the trophies and gifts possible to help honor and recognize the 4-H’ers.

LaSalle County Genealogy Guild will meet July 21 OTTAWA — The LaSalle County Genealogy Guild will meet at 115 W. Glove in Ottawa, at 1 p.m. Saturday, July 21. The speaker will be Heinz Suppan, a native of Springfield.

Suppan received his Associate of Arts from Springfield Junior College, his Bachelor of Arts in History and German from Illinois College in Jacksonville and his master’s degree from the University of Illinois at Springfield. He has authored three books that dealt with Illinois history, “Remember Indian Creek,” “In the Shadow of the Black Hawk War” and “Making Time: The Radium Girls of Ottawa.” He has given several presentations at the annual conference on Illinois history in Springfield. He lives with his wife, Leslie in Ottawa.

The title of his presentation is “The Regulators and the Banditti of Northern Illinois.” In the 1830’s and 40’s, an organized gang known as the “Banditti of the Prairie” was active on the Midwestern Frontier and in particular, in Ogle, DeKalb and Lee counties.

HENRY — What can you learn at Squeal School? Teachers from Marshall, Putnam and LaSalle counties signed up for this University of Illinois Extension Marshall-Putnam Ag in the Classroom workshop to find out.

They participated in a variety of STEM (Science, Technology, Engineering and Math) projects led by Julie Read, M-P AITC coordinator, that incorporated either pigs or cows.

Marshall-Putnam Farm Bureau donated the book “The Girl Who Thought in Pictures” by Julia Finley Mosca and Daniel Rieley to each attendee. This tells the story of Dr. Temple Grandin, who was diagnosed with autism but went on to become famous for her designs of cattle equipment.

Teachers mapped out their own farm as an activity that could accompany this book. From there they worked in teams building barns from a variety of materials that would hold up to the Big Bad Wolf’s huffing and puffing.

Another team activity was solving clues to open the Pig Escape Box. A presentation provided by Susan Glassman, food and nutri-

tion educator for Bureau, LaSalle, Marshall, Putnam Extension Unit, was titled “Muscle, Meat and Protein Foods.” She explained the science behind cooking meat and how to prepare it for optimal tenderness and flavor. Her demonstration of peach glazed pork loin served as a main dish for lunch. Lunch was sponsored by COUNTRY Financial.

Representatives Steve Vogel, Jonathan Krieghauser and Matt Hostetter joined the group for lunch and shared discount program information.

The afternoon was spent touring the pig barn at Darren Brown’s farm. Brown and Alan McCully, DVM, explained how the pigs were cared for in this brand new barn.

Their tour included Brown’s sorting barn for cattle. Teachers were able to see stanchion equipment similar to what Dr. Temple Grandin designed. Brown’s farm has a menagerie of animals from donkeys to ducks, as well as Rhode Island Red chickens and one proud peacock.

At the end of the day one teacher stated, “I really enjoyed my time!

We are HER provides voice for abuse survivors Hennepin native’s blog impacts seven states, three other countries After helping more than 100 survivors of abuse through the website “We are HER,” Hennepin native and Putnam County High School Class of 2010 graduate Stevie Croisant was awarded a 501(c)(3) tax-exempt non-profit status. She’ll be using her new online community to help more abuse survivors.

The We are HER community currently spans seven states and three other countries, Denmark, Germany and the Philippines. The website has provided a voice for abuse survivors by giving them a way to share their stories with others who

may be experiencing similar situations.

“I am so grateful that HER has moved to this next stage.

It means HER can help even more survivors as they begin their healing journey,” Croisant said.

Croisant created the community in 2016 after leaving an abusive relationship. Since then she has worked to help other survivors find the resources and support they need, and many have shared their stories on the We are HER website.

Goals for 2018 include the expansion of the community through the creation of more survivor-centered events and a podcast.

PRINCETON — Every June, Google celebrates GoogleServe — a month-long campaign to empower Googlers to volunteer in their communities. This year, Google chose Illinois 4-H as their GoogleServe Partner, and offered 50 youth the chance to learn from the pros.

Participants were led by a team of Googlers through both online and offline Computer Science activities at Google Chicago Headquar-

ters on June 15. Activities included CS First’s Create Your Own Google Logo in Scratch, Color Your World using graph theory and computer science, and a presentation on how to stay involved with Google and the opportunities available to Illinois 4-H youth.

Of the 50 4-H participants, Bureau County 4-H members Hugh and Alex Holt of the Fine Arts & Science Team, were able to claim a spot at the event.

VBS planned in Granville GRANVILLE — The Granville United Church of Christ will host its vacation Bible School, Rolling River Rampage, from 6 to 8 p.m.

July 23-27 at church.

At Rolling River Rampage, students will discover an interactive, energizing, Bible-based program that will give them an opportunity to experience the ride of a lifetime with God.

The students will participate in a variety of activities — making art projects at the craft station, singing new music at the music station, exploring at the science station, participating in recreational activities at the recreation station, and enjoying tasty snacks at the snack station.

July 18 — Roast beef with gravy, mashed potatoes, baby carrots, cinnamon applesauce, dinner roll.

July 19 — Grilled burger and bun, potato wedges, baked beans, carrot sticks, pasta salad, plums.

July 20 — Pork chops, baked potato, cauliflower, apricots, wheat bread.

Bread, butter, fruit juice and 2% milk are available with meals. For reservations, call 800-757-4579 24 hours in advance of the day’s meal. The menu is subject to change. Meals are available to senior citizens 60 plus at no cost, but donations are appreciated.

The meal program is partly funded by donations, so they have a suggested donation of $5 per meal. Lunch is served at 11:30 a.m.

Registration through July 21 is $25.

5K T-shirts are available for purchasing the day of the event.

A 5K course for walkers or with

The university held its spring commencement ceremony on May 12 at the TaxSlayer Center in Moline.

Yepsen, who graduated magna cum laude, received a bachelor’s degree in accounting.
