Board tables enterprise zone abatement decision Elimination of position in county clerk’s office OK’d, effective Aug. 1

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — Projects in Putnam County’s enterprise zone currently benefit from a 100 percent tax abatement for a decade, but the board is considering amending that provision for the future.

The board has been told of many counties that abate only a portion of their taxes for industries within their enterprise zones and remain successful. The Putnam County Board is now considering the same in the hope it eventually helps provide much-needed additional revenue.

“If we’re going to ask the public for something, we should also ask our companies to do the same,” board member CharCharles lie Lenkaitis said of taxation increases at Lenkaitis the board’s Monday meeting.

Supervisor of Assessments Tammy Mehalic presented the board with hypothetical figures based on the addition of a $5 million project within the Bureau-Putnam Enterprise Zone and various levels of tax abatement.

She said an abatement of 75 percent on a $5 million project would bring $12,350 in annual revenue to the county. A 50 percent abatement would collect $24,700. Board Chairman Steve Malavolti requested the board approve an amendment setting the abatement for future projects at 75 percent.

Board member Luke Holly questioned whether new industry would come to Putnam County if the level of abatement was lowered. Lenkaitis said if that was what was said to be keeping a project away, the county wouldn’t be getting it anyway.

The board has also been discussing the creation of a public safety

levy to generate new revenue. Both Mehalic and Treasurer Kevin Kunkel reminded the board the two revenue-generating a l t e r n at ive s we re completely different solutions.

“I think you should table this decision because I’m seeing a lot of confusion,” Steve Mehalic told the board.

Malavolti said public hearings will be heard and that he wanted the enterprise zone amendment to be as easy to understand as possible. The board will also be working on another tax-raising referendum question for voters to consider in the next election.

Treasurer’s report The county received $887,240.59 from the recent tax disbursement.

Kunkel reported that to meet expenses, the county had borrowed an additional $50,000 from the Federal Aid Matching Fund in June, raising the total amount borrowed from the fund to $200,000.

The county’s next tax disbursement will be received in September, and Kunkel estimated the county would be starting 2020 with a balance of about $200,000 in the General Fund.

County Highway Department County Highway Engineer Pat Sloan said the condition of the Bot-

tom Road bridge continues to deteriorate. The weight limit over the bridge was previously reduced by half to eight tons.

Sloan said IDOT will be re-examining the bridge and determining how to proceed.

“If they tell me to close it, I have to immediately close the road,” Sloan told the board.

Sloan also said the project to rebuild the bridge will include the ability to accept a turn lane, but added that IDOT may or may not approve it.

He reported the sealcoating work on the west side of the river has been completed.

He also reported only 68 percent of the money collected through the recently doubled motor fuel tax will return to Putnam County.

In other news • The board approved the amendment to the fiscal year 2019 budget to minimize spending and provide balance to the estimated $2.9 million fiscal year revenue. The amendment will eliminate one position in the county clerk’s office, Luke effective Aug. 1.

Holly • Putnam County Probation Of ficer Patricia Hohulin reported she has approximately $8,700 left in her office’s budget.

• Zoning Officer Jim Burger reported the main structure at the steel plant has been taken down. He said he’s been told the site would be finished by August, but added he didn’t think it would be finished by that time.

• The board approved the annual payment to renew the county’s property damage, casualty and liability insurance with Gonet-Opper Insurance. Mike Gonet said the policy was essentially the same as last year, but with the addition of the county’s new salt storage shed. According to Gonet, the policy’s coverage was increased a standard 3 percent, and the cost for the approximately $54,000 policy is only $400 more than last year.

The next Putnam County Board meeting is scheduled for 8:30 a.m. on Monday, Aug. 12.

Find something different at Lost Duck Tavern New establishment features craft beer and cocktails with a hometown twist

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — The past several years have been a boon for those who enjoy a good beer. The craft beer industry has exploded, and beer lovers have more choices than ever when looking to hoist a glass.

Craft beer, made in smaller batches or by smaller, often local breweries, has become an undisputed success.

Many small breweries or establishments focusing on craft beer have become vital parts of their community’s revitalization efforts to attract more tourism dollars.

Granville’s Lost Duck Tavern is scheduled to open on Friday, July 12, and owners John and Tirena Sullivan are looking forward to helping their patrons enjoy something different when they take a seat at the bar.

“I’d like to help people broaden their horizons so they can begin to enjoy all of the good beer that’s available now. There’s so much out there,” John Sullivan said.

Featuring better ingredients, a wider variety, bolder flavors and constant innovation, craft beer is the most rapidly growing segment of the industry.

“There’s a big difference between craft beer and an industrial beer like Bud Light,” he said.

Sullivan said freshness is a major issue with beer, and added that excessive transportation time, or a lengthy period sitting in a warehouse, results in the less-than-appealing, but all-too-familiar taste for regular beer drinkers.

The Lost Duck Tavern will still offer “industrial” beers such as Budweiser, Bud Light, Busch Light and PBR, but their specialty will be higher-quality offerings.

“A higher price for a craft beer can discourage some people from trying something different. I’ve learned it’s best to charge the same price as other beers in order to take that out of the equation,” he said.

Tangled Roots, the popular craft brewery in Ottawa, will have several of its beers available at the Lost Duck Tavern. Sullivan is also looking forward to seasonal offerings.

“That means we’ll have special beers for Ocktober Fest, for winter, and other seasonal varieties,” he said.

Selections from Revolution, Bell’s, Goose Island, Killian’s and Guinness breweries will also be part of the Lost Duck menu.

For those who would rather enjoy cocktail hour than “beer-thirty,” Sullivan will be serving a variety of drinks that have been given a unique twist and named with a nod toward their new home.

Sullivan described the drink, created in the 1930s by Swedish immigrant Carl Jeppson, as tasting like “gasoline and burnt rubber.”

Sullivan said they have repaired the building’s masonry and roof, and also rehabbed the entire interior. The large walk-in cooler that was previously inoperable has been repaired and will allow for the proper storage of the varieties of beer.

they could both live and work in, John said Granville and Putnam County offered exactly what they were looking for as they searched for an ideal location.

They are now dedicated to becoming a part of their new hometown.

They also hope to work with other businesses and groups to provide Granville with the types of entertainment options common in larger communities, such as regular block parties or street concerts.

As patrons enjoy their drinks, the Lost Duck will also be offering leagues for darts and pool, as well as a league for their bowling machine.

Sports fans can choose from three televisions to watch, and, in the future, Sullivan said they hope to offer quality pub food.

“This is a nice town, and we’re happy to be doing business here.

We’re really excited to be a part of this community, and it’s exactly what we were looking for,” Sullivan said.

Arrested for cocaine delivery On June 25 at about 4:32 p.m., the Streator Police assisted the Tri-County Drug Enforcement Narcotics Team (Tri-DENT) with an arrest of Davon A. Edwards, 23, of 1140 N. Lavergne Ave. in Chicago on a LaSalle County arrest warrant for three counts of unlawful delivery of a controlled substance (cocaine), a Class 2 felony.

The arrest warrant was obtained with the assistance of the LaSalle County State’s Attorney’s Office after a Tri-DENT investigation of cocaine sales in Streator. During the investigation, Edwards delivered, on three occasions, crack cocaine to Tri-DENT in multiple areas in Streator.

Edwards was transported to the LaSalle County Jail where he will be held on a bond of $500,000 (10 percent).

Tri-DENT consists of LaSalle, Streator, Princeton, Oglesby and Mendota Police departments along with LaSalle, Bureau and Putnam County Sheriff’s offices.

Failure to appear At 5:55 a.m. on June 30, Stephan Fihol, 29, of Chicago was arrested at the Riverfront Park in Hennepin on a failure to appear warrant for a DUI out of Cook County. Fihol posted bond and was released.

Accident At 6:24 a.m. on July 1, Margaret M. VanNess, 78, of Lacon was involved in a single-vehicle accident on Route 18 in Magnolia Township. VanNess struck a guard rail after leaving the roadway for unknown reasons. The Putnam County Sheriff’s Office was assisted by Putnam County EMS, Magnolia Fire Department, McNabb Fire Department and Henry Police Department. No injuries were reported, and no citations were issued.

Arrested for heroin delivery On June 27 at about 9:15 a.m., the Tri-County Drug Enforcement Narcotics Team (Tri-DENT), assisted by the Oglesby Police Department, arrested Jenna M. Savage, 28, of 202 E. Walnut St. in Oglesby on a LaSalle County arrest warrant for two counts of unlawful delivery of a controlled substance (heroin), a Class 2 felony.

The arrest warrant was obtained with the assistance of the LaSalle County State’s Attorney’s Office, after an investigation by Tri-DENT of heroin sales in Oglesby. During the investigation Savage delivered, on two occasions, heroin to a person cooperating with Tri-DENT while inside of Savage’s Oglesby apartment.

Savage was transported to the LaSalle County Jail where she will be held on a bond of $500,000 (10 percent). Tri-DENT consists of LaSalle, Streator, Princeton, Oglesby and Mendota Police departments along with LaSalle, Bureau and Putnam County Sheriff’s offices.

Board approves widening of road to schools

Work expected to correct drainage issues along roadway

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — During the Granville Village Board meeting on July 2, a variety of improvements to the village were advanced through the next step toward their completion.

The board approved up to $4,000 for the estimated materials required to improve the portion of County Road 1300 East, which runs between the primary and high school grounds.

The village will be undertaking the labor required to widen the area, and provide additional off-street parking for when there’s activity at the adjacent ball field.

The work will also correct the drainage issues caused by the area’s ditch not being pitched in the proper direction. Moore reported an engineer and the property owners in the area both recommended the same improve-

ments. The ditch will be cut deeper where needed to encourage drainage.

Shug Grosenbach, representing the North Central Illinois Council of Governments, spoke to the board to administratively close out the Community Development Block Grant that funded a number of improvements at the village’s water treatment plant.

The project, which was overseen by village engineer Mike Richetta of Chamlin and Associates and completed by Vissering Construction, included improvements to the plant’s storage tanks, pumps, piping, controls and more.

Grosenbach reported the total cost for the project was $602,768.95. The village was required to provide roughly $200,000 toward the effort. The balance was funded through the grant.

Grosenbach also reported the benefit to low-to-moderate income persons for the project was 80.93 percent.

This figure was determined by a 2013 community survey.

Of the approximately $400,000 in grant funding, $323,826.83 directly

Board member Jim Pettit said Richetta would soon begin the design process for the village’s Elm Street project. Village President Jared Baker previously announced state Rep. Lance Yednock will be helping the village to secure $177,000 toward the work through the state’s recently passed capital improvement budget.

The funds are expected to cover engineering expenses and the work required to widen Elm Street from Route 71 to Hopkins Street, as well as the addition of curbs and a sidewalk.

Waste water treatment plant Acting Public Works and Street Department Superintendent Kevin Moore told the board that two-thirds of the work to improve the area around the waste water treatment plant’s lagoon has been completed.

Improvements to the path leading to the lagoon are also being made to improve safety and may include the

possible installation of a handrail.

The large fan to help dry the plant’s waste polymer has been installed.

Moore also said research is continuing into the recommended improvements to the generator at the plant. As the generator starts, the motors draw too much amperage and are exceeding the limits of the circuit breakers.

The likely remedy will be the installation of a “soft start” system that will gradually bring the generator online.

In other news • The board approved hiring three part-time police officers, one of whom will be a retired LaSalle County deputy.

• New swings have been installed in Veterans and Hopkins parks.

• New basketball hoops have been installed at Hopkins Park.

• Pettit continues to work on the upcoming village budget.

• On the agenda for the next board meeting will be possible acceptance of two lots that the current owners would like to donate to the village.

Baker recommended accepting them, as the lots are small, not suited for development and contain utilities.

Rotary gavel changes hands GRANVILLE — The Putnam County Rotary’s annual banquet was held June 20 at the Clover Club, with more than 30 Rotarians and guests in attendance.

Matt Hostetter was installed as the club’s new president, receiving the gavel from outgoing President Brandy Sandberg, who also remains on the board as past president. Other board members installed were Tina Bergen, vice president; Beth Acuncius, treasurer; Scott Shore, secretary; Bob Cofoid, sergeant-at-arms; and Ron McNeill, club chaplain. Additional board members are Brenda Bickerman, Debbie Buffington, Nancy Burress and Adriane Shore.

Sandberg thanked the club for a year of fun and service, including projects helping youths, senior citizens, students with special needs and clients of the food pantry. The club also sponsors Red Cross blood drives, the PCHS PostProm Afterglow, International Youth Exchanges, senior scholarship awards, and Interact Clubs at Putnam County Junior High and Putnam County High School. She was also recognized with a plaque

and scrapbook commemorating her year of leadership. She had also been recognized by the Rotary District as Club Officer of the Year.

Also recognized was non-Rotarian Peggy Smith of Magnolia, exemplifying Rotary’s motto of “Service Above Self,” for her countless volunteer hours and commitment to Magnolia and Putnam County. Among her many volunteer endeavors, Smith has hosted the local St. Jude fundraiser for more than 10 years, and for many years has served as president of Magnolia baseball/softball, as a volunteer with the Magnolia Fire Department and formerly as a volunteer EMT first responder. She has also served for many years as a trustee on the Magnolia Village Board and longtime coordinator of Magnolia Days. More recently, she took on the role of president of Magnolia American Legion Auxiliary, and is a founder and curator of Magnolia Township Preservation Association. She chose the latter organization as recipient of the Rotary Club’s $100 gift in her honor.

Donald and Marcella Bouxsein celebrate 60th wedding anniversary

Mr. and Mrs. Donald (Marcella Mills) Bouxsein of Granville recently celebrated their 60th wedding anniversary.

The couple were married June 27, 1959, at St. Mary’s Roman Catholic Church in DePue by the Rev. Andrew Dzuryo. Their attendants were Kenneth Bouxsein, cousin of the groom, and Lois Grilc, sister of the bride.

They are the parents of four children, Jill Ketter (and Phil Pistorius) of Peoria, D. Jon (Barbara) Bouxsein of Hennepin, Jeffrey Bouxsein (deceased) and Jennifer (John) Pembleton of Princeton. They also have nine grandchildren, Gina (Louie) Parnell, Elyse Ketter, Tyler (Katie) Ketter, Jake (Jessie) Bouxsein, Nick Bouxsein, Nicole Bouxsein, Katy Bouxsein, Victoria Pembleton and Hailee Pembleton, and four great-grandchildren, Ethan and Wyatt Parnell, Ila Bouxsein and Bodie Ketter.

Stepping out of the limo, they were greeted by guests, including original members of the wedding party, close friends and family. Father Patrick DeMeulemeester heartwarmingly conducted the blessing and renewal of vows, while these special moments were all being captured by Quentin Buffington. Following the services, the party enjoyed lunch and cake in the sunroom at Plantation Grill. Marshall-Putnam Fair will offer a variety of kids’ activities This year’s fair starts today and runs through Sunday HENRY — The 2019 Marshall-Putnam “Jurassic-A-Fair,” set for Wednesday, July 10, through Sunday, July 14, will offer a large variety of children’s activities.

“Jurassic Kick-Off Wednesday” brings a chance to stack the tallest tower of cookies during the Kroger Kookie Stacking Contest beginning at 4 p.m. in the Hunt Building.

On Thursday, from 1 to 8 p.m., see how far you can ascend on the Upper Limits Climbing Wall.

Starting at 4 p.m. in the Activity Building, Family Fun Night will be filled with a large array of entertainment, including face painting, balloon artist, games and other activities. Included in the Family Fun Night festivities is a traveling dinosaur bones exhibit called T-Rexplorers.

Also returning this year are ImAGination Acres and ag things to make and take. M-P Farm Bureau’s ImAGination Acres continues to grow each year.

This year the Marshall-Putnam Farm Bureau is celebrating its 100th anniversary by presenting “Farming through the Seasons,”

including a 7-foot snow globe. A miniature covered wagon will give the children a chance to learn what farm life on the prairie was like.

Special activities are planned for each day.

On Saturday, taking us back to the early 1900s, several of the Farm Bureau members will appear in appropriate time-period attire and they invite everyone to join them as well. The agricultural town under the big tent will be open Wednesday from 4 to 8 p.m., Thursday and Friday from noon to 8 p.m., Saturday from 11 a.m. to 7 p.m. and Sunday from noon to 3 p.m.

The area fire districts will again bring their fire trucks to the fair to let children check out their equipment and the opportunity to ask a real fireman questions. Trucks will be on display Wednesday through Friday from 6 to 9 p.m., Saturday from 3 to 9 p.m. and Sunday from 3 to 5 p.m.

Also returning will be M & K Party inflatables and a children’s train Thursday through Sunday.

On Thursday, the inflatables are free. For Friday through Sunday, a daily band can be purchased for $5 or a three-day band is $10.

A new Jurassic-A-Fair theme

activity will be the Dino Digs. Children can take on the role of a paleontologist as they dig through sand for dinosaur bones and treasures.

Dino Digs will take place Friday at 4:30 and 7:30 p.m., Saturday at noon, 2, 4 and 6 p.m., and on Sunday at 11:30 a.m. and 4 p.m. in the children’s activity tent.

Friday, beginning at 1 p.m., children can check out the fun games at Fossil Follies. Then at 1:30 p.m., they can release their creative side as they decorate a cookie at the cookie decorating contest. At 2 p.m., it’s time to burn off some of their energy as they can race around the fairgrounds in the Fossil Search Contest.

Saturday morning offers several children’s contests, beginning with the Down in the Barn activities at 10 a.m. Contests include: Cutest Farmer and Longest Ponytail for 2- to 11-year-olds, Dino Way Dog Costume Contest and the Jurassic Costume Contest for anyone 11 or under.

Registration for the kiddie tractor pull will begin at 10 a.m., and pulling will start at 11 a.m. At 3 p.m., kids can use their creative side again during the potato decorating contest.

Wrapping up the fair is Sunday Funday. Children’s activities begin at noon. A Dino Egg Expedition, a guided trek around the fairgrounds solving clues on a map to find nests of dinosaur eggs, sneak the treasures out and return the eggs to the nest without being caught by any of the dinosaurs. The Dino Egg Expedition will begin at the fair office.

At 1 p.m. in the Hunt Building, the Dance Central Performance Team will share their talents. Kids’ Karaoke by Mara will be from 1 to 3 p.m. in the children’s activity tent. Participants can have some fun sharing their talents singing their favorite tunes, then they can bust a move at the Dino Dance Party, brought to the fair by Dance Central. Sunday Funday children’s activities are sponsored by LaPrairie Mutual Insurance. Wednesday through Sunday, various dinosaur-themed movies will be shown on the LaPrairie Mutual Blow Up Screen. The movie schedule is still being finalized.

BY TOMMY ROSE news@putnamcountyrecord.com PRINCETON — The Illinois Valley High School Summer Golf League reached its midway point of the season with play on a hot, calm Wednesday morning last week at Wyaton Hills Golf Course on the outskirts of Princeton.

It was a homecoming of sorts for several involved, beginning with league organizer Mason Kimberley, who played golf for Princeton High School and is currently the coach for the Hall Red Devils.

Kimberley’s grandfather, Fred, according to Wyaton Hills owner Max Halberg Jr., was one of the first golfers off the tee when Carl Gustafson opened the course in 1960.

“That’s really cool, because Mason would grow up to play in tournaments with his grandfather as partners,” Halberg said.

“Personally, I grew up on this course,” Kimberley said. “So I know how challenging it can be for the kids. This is the third year I’ve done this league but the first year we’ve come to Wyaton Hills.

“But that’s whole purpose (of the league), so that kids could see the courses before the fall, so they know what they’re getting into.”

This fall with be the first time in a long time for the PHS golf teams, both boys and girls, to make Wyaton Hills as their home course for the season.

“The girls team was last here when Roger Lowe was their coach,” Hal-

berg said. “Last year, they played the Tiger Invitational here, so I’m excited to see them come out and play.

“A lot of these kids I gave lessons to when they were little, and some of them I gave lessons to their fathers,” he said. “I’ve been around here long enough that it’ll be the grandfathers next,” he said, laughing.

PHS golfer Caleb Alter, who will be a senior this year, said he is happy his team is setting up shop at Wyaton Hills for home meets.

“I didn’t do this (summer league) last year, but I really like it because it’s not that serious,” Alter said.

“But you still get to see some of the competitors you’ll have during the season, and see how they’re doing.”

Putnam County’s Ian Roach, who tied for 10th at the 1A State meet in

Bloomington last season, is looking forward to improving in his senior year.

“I’ve been doing a lot of practicing in my back yard,” he said. “Working hard on my short game to keep my scoring good even when my long game is off.”

Ali Ciucci, who will be a senior for the Lady Panthers this fall, made the most of the league’s stop at Wyaton.

“This course I really enjoy,” she said. “It’s hilly, it’s challenging, but I like it. Looking forward to playing this year, especially with my sister (Gracie), who’s a freshman.”

League play will resume at Mendota Golf Club on July 11, followed by Pine Hills Golf Club in Ottawa (July 17) and Senica’s Oak Ridge Golf Club in LaSalle (July 24).

SECTION 5: There is hereby certified to the County Clerk of Putnam County, Illinois, the several sums herein set forth, constituting the said total amount of Twenty-Two Thousand Eight Hundred Eighty-Five Dollars ($22,885) which amount the Village of Mark, Illinois, requires to be raised by taxation for the current fiscal year of the Village, and the Village Clerk is hereby ordered and directed to file with the County Clerk of Putnam County, Illinois, on or before the time required by law, a certified copy of this Ordinance.
