Raindrops keep fallin’ While many area farmers finally made it into their fields to plant, heavy rains continue to threaten the newly emerging crops. Reports indicate that as of June 16, 88 percent of the state’s corn crop and 70 percent of soybean crop had been planted. During the same period, 74 percent of the corn and 50 percent of the beans had emerged. Work is continuing on drainage, water issues

Despite a wet spring, village has received fewer flooding reports BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — During the heavy rains of several years ago, reports of flooding in Granville were widespread. The village board has since worked to improve Granville’s drainage system. “We haven’t heard of as much flooding as we did then. Does that mean our efforts are working?” board member Jim Pettit asked village engineer Mike Richetta during the Granville Village Board’s June 18 meeting. Richetta said while there have been improvements with the drainage system, such as the identification of areas where there are improper connections, he added it was mostly because of weather patterns. “We’ve been lucky this year, because while we’ve had a lot of rain, the duration is different. The weather has given us breaks in between that have allowed the system to handle it,” he said. Richetta has steadily worked at identifying potentially problematic areas through systematic inspections, which have included smoke and dye testing. Kevin Moore, acting as superintendent of the public works department, reported improvements have been made around the village’s lagoon and that some drains had been repaired. He also said inspections of the drainage system are being done during rain storms. The board also discussed and

approved the addition of chains and a lift to the village’s storm pumps. Moore said without these items, it requires three people to lift the heavy pumps from the confined space with a 20-foot depth, and at a cost of $3,800. M o o re a l s o d i s cussed the improvements that need to be made to the generator at the waste water treatment plant and Jared Baker Granville will be getting estivillage mates. As the generator starts, the motors president draw too much amperage and are exceeding the limits of the circuit breakers. The likely remedy will be the installation of a “soft start” system. Richetta reported the new fan for the waste water treatment plant was rescheduled to be installed on June 28.

Granville Police Department In his role as chief of police, Moore told the board of the need to hire two or three additional part-time officers. The issue was tabled and will be on the agenda for the board’s next meeting. Moore also discussed the approaching arrival of the village’s new police department vehicle, as well as the fate of the outgoing 2013 model. The new 2020 Ford Explorer is expected to cost approximately $32,000, and only some of the older vehicle’s equipment could be transferred to it. The municipalities of Cedar Point and McNabb have expressed an interest in purchasing the used vehicle, and the board discussed whether it would be best to be able

to sell it as a “turn-key” vehicle. “I don’t want to give it away, but it would be nice to be able to help another local community that needs it. It also might make it more valuable to them if it’s ready to go,” Village President Jared Baker said. In addition to the new vehicle’s $32,000 sticker price, there will be an estimated $20,000 worth of equipment installed before it’s ready for duty. It was stated there is approximately $52,500 in the vehicle replacement fund, with additional money in the DUI fund. It was also estimated the sale of the outgoing vehicle would likely generate around $11,000 to offset costs. Moore added there’s a grant available that could reimburse the village for the cost of a camera system.

In other news • During the public comment portion of the meeting, Brian Gonet spoke on behalf of Granville’s Putnam County Community Church to thank the members of Ax Church. As part of their “Hope Week” events, members of the LaSalle church visited Granville to help paint the swingset at Veterans Park and the basketball courts at Hopkins Park. • The board approved purchasing new basketball rims for the courts because many eyelets were found to be damaged or missing. Members also discussed the condition of the swingsets. • The board approved a $25 donation to the PC Music Boosters 5K, which will be held July 4 in Hennepin. The next Granville Village Board meeting is scheduled for 6:30 p.m. July 2.

Service hours extended to evenings, Saturdays

PRINCETON — Effective Monday, July 1, Bureau-Putnam Area Rural Transit (BPART) vehicles will be taking to the area roads for even more trips. Hours will be expanded to 6 a.m. until 9 p.m., Monday through Saturday.

That represents an increase of 30 additional hours of service compared to the current schedule of 6 a.m. to 6 p.m., Monday through Friday. Riders must still call with 24-hour advance notice, taking

into consideration the dispatch hours of 7 a.m. to 5 p.m., Monday through Friday. Supervisory oversight is still provided for all working hours of the vehicles, as required.

municipal and commercial facilities, discussed the benefits of having a master facilities plan. “Every district has limited funds, but they all need to be able to make the best decisions in regards to the condition of their buildings and equipment,” he said. Patton proposed an extensive survey be completed at each building. He estimated it will take about 250 hours to inspect the approximately 225,000 Carl total combined square feet of the buildings. mated cost. Patton said his firm had previously done a similar survey for another area district, and they found the estimated costs were close to the actual expenses. The board approved $45,000 for the survey, and the firm will meet with the district annually as improvements are completed. Carlson said the cores of the district’s buildings are good, but that the board will soon face “some big ticket items” in the near future, such as multiple HVAC units, boilers and roofs. “Having a multiyear, prioritized plan will help us be a cohesive unit as to how we move forward. It will also help determine our funding options and how we want to present this to the public,” he said. He also said he’d like to plan the completion of improvements over the next decade, and to be able to request the needed funding at one time. “I don’t want to have to keep going back to the public and ask for more,” he said.

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — Realizing it is best to have a plan of action, the Putnam County School Board has approved the creation of a multiyear maintenance and improvement plan for the district’s four buildings. “The community has already decided what it wants in regards to its school buildings, so we’re not going to have that discussion. What we do need is to know how to best move forward with taking care of those buildings,” Superintendent Carl Carlson said during the June 17 school board meeting. In other news • Board member James Gibson was re-elected as school board president. • Carlson reported the district had recently received its mandated funding from the state for the third fiscal quarter, leaving approximately $45,000 owed. Prior to that, the state was roughly $533,000 behind in payments. • The board approved the high school grade level determination proposal that will appear in the handbook for the next school year. It will apply to incoming freshmen and provide, credit-wise, what it means to be a sophomore, junior and senior. Carlson said it will not only help students who are behind to get back on track, but also open up more opportunities for those who are ahead. The next school board meeting will be at 6:30 p.m. Monday, July 15.

Grass clippings blown onto streets also discussed BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — After the recent adoption of an ordinance targeting abandoned and derelict properties, the Hennepin Board is also considering the adoption of a nuisance ordinance focused on properties where there’s been ongoing criminal activity. Sheryl Vi l l a g e at t o r n e y Churney Sheryl Churney said Hennepin it was similar to ordinances used by village Streator, Peoria and a attorney number of other area communities. “It would encourage landlords to work with the police to abate ongoing criminal problems at their properties,” she said during the June 19 meeting. She said no one had yet been penalized under the Streator ordinance, but added the city has found it a useful tool. The ordinance would be triggered through court adjudications or police reports if there are three or more certain list-

ed offenses committed at the property within a year. “I’d think if you’re a responsible landlord, this would be a positive thing,” board member Lynn Haage said. The board is studying the details of the ordinance and will continue to discuss its possible adoption at future meetings.

Abandoned property Churney said a notice has been sent to the property owner of the abandoned house at 511 E. Sycamore St., but added the 30-day period to allow the owner to take action had not yet expired. “I’m hoping to hear they’ll convey the title to the village through a quit claim deed. However, I’ve been hearing rumors it may be sold. But if it’s not, we’re still ready to proceed,” she told the board.

Fireworks show Last year’s fireworks show during the “Thunder on the Illinois” Fourth of July celebration was rained out until the following day. Board member Scott Mennie reported he was recently told by the fireworks company that some of those shells had been damaged by the rain. To compensate the village, they’ve announced they’re going to provide several larger, 12-inch shells to be detonated during this year’s fireworks show. The larger shells are several inches larger than those typically used at the Hennepin show. They’ll be rising to nearly a thousand feet into the sky, several hundred feet higher than usual. The explosion diameter will also be substantially larger at up to 840 feet, hundreds of feet larger than what’s normally seen.

GRANVILLE — Marie V. Jeffrey, 94, of Granville passed away on Wednesday, June 19, 2019, at St. Margaret’s Hospital in Spring Valley. Born Oct. 29, 1924, in Spring Valley to Edward and Nellie (Sparland) Wallin, she married Charles “Cody” Jeffrey on Aug. 22, 1943. She graduated from high school and went on to college to get her nursing degree as an LPN. She worked at St. Mary’s, which is now Illinois Valley Community Hospital, as an LPN. She was a member of the Granville VFW and a former member of Keys Club. She loved to crochet and knit in her free time. She enjoyed and looked forward to playing bingo. Survivors include one son, Charles C. Jeffrey Jr. of DePue; one daughter, Linda (Robert) Munson of Granville; two sisters, Evelyn Burress of Princeton and Geraldine (Don) Sickley of Streator; six grandchildren, Tammy Anderson, Chuck Jeffrey, Robert Edward Munson Jr., Crystal Loughran, Joe Piwonski and Tina; 12 great-grandchildren; and many nieces and nephews. She was preceded in death by her parents; her husband Charles “Cody” in 1980; a daughter, Leota Rinehart; and two grandchildren, Penny Shapiro and Mike Piwonski. Services were held Saturday, June 22, at the Dysart-Cofoid Funeral Chapel in Granville with the Rev. Karen Karczewski officiating. Cremation rites have been accorded. Burial was in the Granville Cemetery in Granville. Visitation was held prior to the service at the funeral home. In lieu of flowers, contributions may be made to the family. No valid license At 12:30 a.m. June 15, the Putnam County Sheriff’s Office charged a 16-year-old from Hennepin with no valid driver’s license, and additional charges were recommended to the Putnam County State’s Attorney’s Office. The teen was released into the custody of a grandparent. Failure to appear On June 14, Austin E. Hall, 28, of El Paso turned himself in at the Putnam County Sheriff’s Office on a Putnam County failure to appear traffic warrant. Hall posted bond and was released. On June 14, Andrew B. Bruns, 25, of Oglesby turned himself in at the Putnam County Sheriff’s Office on a Putnam County failure to appear traffic warrant. Bruns posted bond on the Putnam County warrant. PC Rotary presents awards GRANVILLE — Four outstanding Putnam County High School graduating seniors received special recognition by the Putnam County Rotary prior to graduation. Claudia Alonzo received the club’s Co-Op Student of the Year Award and $200 toward future education costs, recognizing her outstanding participation in the school’s work-education program at Boggio’s Orchard, Ali’s Pantry and Walmart-Peru, gaining experience and insight in each business setting. Her employer was also recognized for continuing support of the PCHS Co-op Program. Madison Keegan was honored for “Student Service Above Self,” exemplifying the Rotary ideal of helping others locally and internationally, through her many extracurricular activities including her service as president of the Rotary-sponsored PCHS Interact Club during her senior year. The club’s recognition comes with a donation to Interact, and will be followed by presentation of the award at the club’s annual dinner meeting. With annual summer volunteer experiences at St. Jude’s among her accomplishments, she will be attending the University of Michigan on her path toward a career in pediatric oncology.

NSDAR marker rededication HENRY — Members of the Chief Senachwine Chapter of the National Society of the Daughters of the American Revolution (NSDAR) recently traveled to the Henry Cemetery to rededicate the grave of Real Daughter Clarissa McManners. The label “Real Daughter” is applied to a DAR chapter member whose parent was involved in the Revolutionary War. Clarissa’s father was a militia member from Connecticut during the war. She and her brother David moved to Henry in 1849, where Clarissa later joined the Christopher Lobingier DAR Chapter, established in Henry in 1910. Clarissa remained a member until her death on May 21, 1916. On Decoration Day in 1922, extensive ceremonies were conducted during the unveiling of a DAR plaque on her cemetery stone. The Chief Senachwine Chapter NSDAR is the current protector of the cemetery stone and plaque. During the May 4, ceremonies, a United States flag, a wreath and prayers honored Clarissa’s location, and a brief history of her life was related. Also in attendance were Debra Coe, IL DAR state historian, and Linda Poundstone, past regent of Illini Chapter NSDAR, Ottawa.

HENNEPIN — The Putnam County Library District has released the following information and program announcements for the month of July: All libraries will be closed Thursday, July 4, in honor of Independence Day. They will re-open on Friday, July 5. All libraries will close at 1 p.m. Friday, July 12, for a staff meeting. They will reopen at 9 a.m. on Saturday, July 13.

Hennepin At 4 p.m. on Thursday, July 4, Pete “Freight Train” Hamilton will perform on stage during the village’s holiday celebrations. He’ll be playing songs from B.B. King, Eric Clapton, Stevie Ray Vaughn, and more. At 3 p.m. on Thursday, July 11, “Wall-E” will be presented on a big screen as part of an afternoon movie matinee that will include snacks and drinks. At 2 p.m. Sunday, July 28, historian Jim Gibbons will present information on both World War I and World War II. At 10:30 a.m. each Friday, story time will be held for children ages 2 to 5.

Granville At 1 p.m. Monday, July 1, and July 15, the book group will meet

to discuss what they’ve been reading. The group meets the first and third Monday of each month and there are no assigned books to read. The meetings are group-directed, and insights, opinions and recommendations are welcomed. At 5:30 p.m. Tuesdays, July 2, 9, 23 and 30, Lego Hour will be held for children. At 1 p.m. Saturday, July 13, “In French Fiddle Tunes and Tall Tales: The French Creole Story of Illinois” will be presented by musician and cultural historian Dennis Stroughmatt. Those attending will learn about traditions such as the 300-year-old annual “La Guillannee” French New Year celebration, and the enduring French identity of historic Illinois through story and song. At 6 p.m. Tuesday, July 16, NASA Solar System Ambassador Thomas Willmitch will present “Mars is There, Waiting to be Reached — Buzz Aldrin.” Willmitch is from Illinois State University and will discus Mars, the current missions, and the future plans NASA has for the red planet. At 2 p.m. Saturday, July 27, the Movie Day presentation will feature “How To Train Your Dragon: The Hidden World,” and snacks will be provided. At 11 a.m. every Tuesday, preschool story hour offers children ages 2 to 5 the opportunity for sto-

ries, crafts, activities and more. At 10 a.m. each Thursday, the “Wee Ones” program offers those under 3 years old 30 minutes of stories and songs.

Magnolia The Magnolia branch will celebrate with “Down the Rabbit Hole” Saturday, July 20. From 10 to noon, an ice cream social can be enjoyed, followed by an Alice in Wonderland Story Hour at 2 p.m. A tea party will be hosted at nearby LJ’s at 3 p.m. From 5 to 7 p.m. Tuesday, July 23, and Thursday, July 25, a rocket-building program will be presented by 4-H and the U of I Extension Office. At 11 a.m. Saturday, July 27, those rockets will be launched at the ball field with help from the 4-H and the U of I Extension Office.

The program will feature Jacquie Schattner, who lives in the Chicago suburbs. Schattner enjoys giving programs on genealogical subjects, and is a frequent speaker in northern Illinois. The second night for the Illinois Valley High School Summer Golf League brought 24 players to Edgewood Park Golf Club in McNabb last week. Putnam County’s own Ian Roach (36) and Ali Cuicci (47) were the leading scorers playing on their home course. The league will hit several courses around the Illinois Valley with upcoming stops at Senica’s Deer Park Golf Club in Oglesby (June 26), Wyaton Hills Golf Course in

Princeton (July 3), Mendota Golf Club (July 11), Pine Hills Golf Club in Ottawa (July 17) and Senica’s Oak Ridge Golf Club in LaSalle (July 24). Hall High School coach Mason Kimberley, a former Princeton High School golfer, started the league in 2017 to give area players a chance to keep their game fine-tuned throughout the summer, playing competitive rounds at the area’s best courses at an affordable rate. “As a high school golf coach, I noticed there wasn’t a lot of opportunity for high school kids to get competitive exposure during the summer, at least locally,” Kimberley said. “It’s a great way for high school golfers to get to know the competition in the area and pre-

OTTAWA — The Arts of Starved Rock Country Fund, a new fund of the Starved Rock Country Community Foundation, has announced they have awarded their first round of grants to local arts organizations. The fund offers financial support through competitive grants to charitable organizations and agencies engaged in the world of art throughout Starved Rock Country, and provides a non-competitive, neutral hub to engage and connect local artists and arts organizations, cultural organizations, sponsors, patrons and venues.

In May 2019, the first round of grants were awarded through the new Arts of Starved Rock Country Fund, throughout the three-county region. A total of $15,375 was awarded to 11 organizations, in support of 15 arts-related projects. Grants were awarded to NCIArtworks, Ottawa Concert Association, Illinois Valley Symphony Orchestra, LaSalle County Historical Society, Stage 212, St. Michael the Archangel Catholic School, Princeton Theater Group (Learning Stage), Poco a Poco, Community Outreach Teen Center, Spring Valley Library,

Prince ton Community Band and Oglesby Public Library. “This is a great start to the fund’s ability to support the arts in our area,” said Shanna Dugan, the Arts of Starved Rock Country Fund administrator. “We have recently applied for funding through the state of Illinois, and hope to receive even more financial support to expand our impact.” For more information on the fund, grant applications and the upcoming launch of the new art-centric website, visit srccf.org/donate/artsof-starved-rock-country-fund.
