Preschool screenings offered for Putnam County Schools

GRANVILLE — L.E.A.S.E. and the Putnam County School District will offer a preschool screening on Monday, Aug. 2, and Tuesday, Aug. 3. The screenings will be held during the hours of 9 a.m. and 2 p.m. at the Putnam County Primary School in Granville. A parent must accompany their child to the screening.

Putnam County children who will be 3 years old on or before Aug. 2 are eligible for screening. It will cover small and large muscle development, speech, language, hearing, vision, cognition and social skills. Parents, who have other developmental concerns about their child can discuss those during the parent interview. All Putnam County families with age-eligible preschoolers are encouraged to take advantage of this screening.

Results from the screening will be used to determine a child’s eligibility for the early childhood program at the primary school building in Granville. The preschool program (Preschool for All) is a state funded grant program from the Illinois Board of Education. The preschool program offers developmentally appropriate experiences for young children to strengthen their skills for success later on in school. The program includes hands-on activities presented in a positive and encouraging environment. Each child brings his/her own experiences to the program, which also helps to enhance the program.

Lifeguards in short supply as area pools open up post-COVID KIM SHUTE

kshute@shawmedia.com HENNEPIN — As temps start to soar, area pools are opening up for the first time post-COVID, but park districts and municipalities are finding lifeguards are in seriously short supply as they are all over the nation.

Sandy Hrasch, Hennepin Park District manager, said the pool like many others is experiencing a shortage of guards.

“We currently are a little short on guards,” she said. “I normally like to have eight or nine on staff going into summer (high schoolers and college kids back at home). I currently have six on staff and have not been able to hire anymore.”

“We are OK for June,” she said, “But July is going to get a little dicey as several of the guards are going on vacation and their vacations overlap some.”

Bureau County Metro Center, which oversees Princeton’s indoor swimming pool as well Alexander Pool is all too familiar with the lack of certified lifeguards and does not currently employ the number of guards needed to staff both pools.

Lifeguard trainer/Certification Specialist Elizabeth Arkels of Prince-

ton said a perfect storm of factors led to the shortage this season.

“During COVID the restrictions made it difficult for trainings to take place. Limited numbers and 6 foot distancing made it difficult to conduct any training,” Arkels said. “They are all very hands on and close contact.

Coming out of COVID, the community pools are able to open up and the hunt is on to find qualified Lifeguards to operate them.”

Metro Center Assistant Director and Superintendent of Recreation Nick Davis said his staff are trying their best to accommodate patrons during the lifeguard shortage.

“We apologize that we haven’t been able to provide open swim times at the BCMC pool to patrons under 16, now that we’ve opened our Alexander Pool” Davis said. “The fact of the matter is we simply don’t have enough lifeguards to guard at both pools. Our best solution is to allow our members to use Alexander Pool while we cannot provide open swim hours at the BCMC.” Davis said at this time all BCMC members can stop by the front desk at the BCMC to retrieve a card validating entry into the Alexander Pool. The card will be valid for all family members tied to the BCMC membership.

Walnut Park District Director Cory Peterson said he’s been able to bring back all the staff employed as guards in previous years, but still, due to availability, is facing some staffing challenges. Walnut’s Pool is open daily from 1 to 5 p.m. and 7 to 8 p.m.

But what’s less than ideal for some municipalities has been a boon to individuals like Arkels.

Arkels, formerly an aquatics instructor and lifeguard trainer with the Metro Center, has seen a spike in the number of people looking for private lifeguard training and certifications.

She’s an American Red Cross instructor, certified in lifeguard training, water safety, First Aid/CPR/AED and babysitter training. Having begun offering private training this spring, Arkels said she’s had a steady flow of those looking to pick up certifications that qualify them for the multitude of open positions.

“I offer lifeguard training to our local communities and provide in-service training to facilities to ensure they are upholding the Red Cross standards and the staff is staying to current to provide a safe and fun environment for local communities,” Arkels said.

training to local businesses and individuals who may need them as part of their job requirements. There are not many instructors in our area and I have the flexibility to hold courses in different locations to ensure they get the quality staff they are looking for.”

$1,500 grant will pay for newsprint and Adobe Creative Cloud software licenses SPRINGFIELD — The Illinois Farm Bureau and llinois Press Foundation recently announced the awarding of grants to 18 high school journalism efforts throughout the state, including Putnam County.

The awards are part of the Illinois High School Media Mini-Grants Program offered by the Illinois Press Foundation and financially sponsored this year by Illinois Farm Bureau.

More than $22,000 total in grants will be distributed to the schools in

the fall to pay for laptops, cameras, podcasting stations and more. The Illinois Press Foundation Board of Directors’ Education Committee selected the grant recipients from a large field of applicants.

“While we had initially planned to award 15 grants, the committee was more than happy to be able to get a few more schools involved in this year’s program with the funding we had available,” said Jeff Rogers, director of the Illinois Press Foundation. “The Foundation and its board are so proud of the program, and of the work being done by student journalists and their remarkable advisers throughout the state.”

Chris Magnuson, executive director of Illinois Farm Bureau’s News and Communication division, congratulated the 2021 grant recipients.

Senior Days are here again at M-P Fair

HENRY — Senior Day at the Marshall-Putnam Fair is back in business — just in time to help celebrate the fair’s 100th birthday.

Seniors are welcome to attend, free, on Thursday, July 15, from 9 to 11 a.m. in the Hunt Building. Doors open at 8 a.m. when seniors will be greeted by local officials of the two counties.

Retired Marshall-Putnam Judges Mike McCuskey and Scott Shore will emcee the event, with free refreshments, many donated door prizes for those over 65, and a guest appearance of the fair royalty, all adding to the fun.

The Henry Torpedo Boys will also perform once again, back by popular demand. The group includes Terry Feldott, the proprietor of the Guitar Junkyard in LaSalle on banjo; Rich Selquist of Henry on dobro; multi-instrumentalist Dave “Barney” Erickson of Lake Wildwood on mandolin, fiddle and guitar; Tom Bogner of Henry on bass; and Todd Witek of LaSalle on guitar.

The group’s fame has grown over the years as they treat audiences to a mixture of bluegrass, new grass and some country.

“We are very much looking forward to performing for our seniors again,” Bogner said.

COVID precautions are in place; vaccinations are very highly recommended; those who have not yet been fully vaccinated (both shots at least two weeks prior to the event) are asked to wear a mask and socially distance, at all times.

They are Lillian Sandberg of McNabb, the daughter of Ryan and Brandi Sandberg, and Jadin Trone of McNabb, the daughter of Daniel and Kristine Trone.

• Monday, July 5 — The Putnam County Public Library District will be closed due to Independence Day (observed). They will reopen on Tuesday, July 6.

• Thursday, July 8 — Bad art craft will be clay plant impressions. This graband-go craft art program will be available all day for all audiences. This event is held on select Thursdays.

• Monday, July 12, Wednesday, July 14, and Friday, July 16 — University of Illinois Extension will offer a Walking Club Pop-Up from 1:30 to 3 p.m. for youths ages 8-12. Participants will setting a goal and learning to count their steps. They will also complete some crafts and trying new activities (like giant walking shoes), and learning nutrition facts. A snack is included. Participants will be required to have on their mask and follow social distance guidelines.

Born: August 8, 1944; Moline Died: June 11, 2021; Hennepin HENNEPIN — Larry De Paepe, 76, of Hennepin, formerly of East Moline, passed away on Friday, June 11th, surrounded by family after an extended illness with congestive heart failure.

The service was Wednesday, June 16, 2021, at Dysart-Cofoid Funeral Chapel. Burial was at Riverside Cemetery, Hennepin.

Larry was born in Moline, IL, on August 8, 1944, to Charles De Paepe and Margaret (State) De Paepe Larson.

He married Cheryl (Correll) De Paepe on August 16, 1969, in Peru.

Larry worked for Eagle Food Centers in East Moline, Peru, Morris and Princeton in several capacities before being employed at Dynegy Midwest Generation, formerly Illinois Power, in Hennepin, IL, as a lab technician. He served on the Hennepin Water Board and the Hennepin Park District Board. He was also a member of the Hennepin Lions Club.

Survivors include his wife, Cheryl Correll De Paepe of Hennepin; son, Craig De Paepe of Corona, CA; granddaughter, Cadija De Paepe of Corona, CA; brothers, Donald (Debbie) Larson of Davenport, IA, and Ronald (Sherri) Larson of Alsip, IL; sisters, Lori Larson (Tim) Tigges of East Moline, Susan Larson La Caille of Rock Island and Kym Larson Kershaw of Florence, AL; and a number of nieces and nephews.

He was preceded in death by his parents; his sister, Diane De Paepe Clodfelte; and a grandchild, Julian Phoenix De Paepe.

Born: January 30, 1962; Spring Valley Died: February 20, 2021; Alhambra, California ALHAMBRA, California — Christopher Michael Kuhn, 59, of Alhambra, California, formerly of McNabb, IL, passed away unexpectantly on Sunday, February 20, 2021, in his residence.

Cremation rites have been accorded. A funeral Mass was held Saturday, June 19th, 2021, at St. Patrick’s Church in Hennepin, IL, followed by a private graveside service. The Helmer-Shields Funeral Home in Granville assisted the family with arrangements.

Christopher was born January 30, 1962, at St. Margaret’s Hospital in Spring Valley, IL, to Stanley and Margaret (Byczynski) Kuhn. He graduated from Putnam County High School in 1980, attended Illinois Valley Community College and shortly after, moved to California where he pursued a career in the food catering business. Christopher became well known in Southern California for his expertise in catering. One of his many business achievements was acquiring a lucrative contract with the Huntington, a renowned library, art museum and botanical garden located in San Marino. Christopher also contracted catering for numerous dignitaries and Hollywood actors.

Christopher is survived by two brothers, Gregory Kuhn of McNabb, IL, and Daniel (Lynn) Kuhn of McNabb. He is also survived by his life partner of 36 years, Michael Sabatino, and a very special cousin, Sarrah Selby-Woods. Others include two nieces, Whitney (Kwynn) Campbell of Hennepin and Angela Kuhn of Chicago; a grandniece, Joella “Joey” Campbell; and a grandnephew, Niko Campbell.

Christopher was preceded in death by his father, Stanley, in 2002 and his mother, Margaret, in 2018.

Marshall-Putnam Master Gardeners supervise planting of community garden in Toluca

The community garden in Toluca has lettuce, radishes and onions available right now ready to harvest. Tomatoes, green beans, broccoli, carrots and cucumbers are still growing for later harvest.

This garden was planted by the third-grade students at Fieldcrest Intermediate School in Toluca under the supervision of the Marshall-Putnam University of Illinois Extension Master Gardeners as part of the University of Illinois 4-H Seeds to Harvest program offered each spring at Fieldcrest.

Everyone is welcome to harvest from this garden as the students would like to see this garden enjoyed by anyone in the community. All that is asked is that you use what you take.

The Master Gardeners were surprised at the amount of knowledge the students had learned in school about gardening; the difference of fruits and vegetables, how the seeds sprout, and why plants need sun, water, air and soil to grow. Plus, they appreciated the outstanding behavior of the students

which was rewarded with each student taking home a tomato plant for their home garden. The students and Master Gardeners wish to thank Tim O’Connor from Toluca for growing the tomatoes for their garden and the special one for each of them.

The four beds are located on the south side of the Fieldcrest Intermediate School in Toluca.

Festival 56 will open season with ‘Polkadots: the Cool Kids Musical’

PRINCETON — Festival 56 will open its first production of the 2021 summer season at 7:30 p.m. Friday, June 25, with “Polkadots: the Cool Kids Musical.”

Festival 56 positions itself in offering several productions in the summer that features a cast and crew of professional theatre artists assembled from across the summer to live and work in Princeton during the season, and they are thrilled to be able to produce a show designed for young audiences. Performances continue through July 21.

This colorful and creative musical takes the actual experience of the Little Rock 9, a group of young students who were the first to be integrated in to public schools in Arkansas in 1957, and uses their courage and perseverance to reimagine their story in the fictional Rockaway Elementary

School, where Lily Polkadot is the first polkadot in an all-Square school.

Lily develops a friendship with the shy Sky Square, and their pal-ship helps her to find her pride and her strength. The score is so catchy and so much fun, that all audiences will love this colorful show.

Different from years past, all of Festival 56’s performances will be held on an outdoor stage behind the Bureau County Metro Center, 837 Park Ave. West, Princeton, in order to ensure the health and safety of all artists and patrons. Concessions will be available for all to enjoy, but audience members should bring their own lawn chair, bug spray or sunscreen.

‘Young people don’t want to do this job,’ one chief says TOM COLLINS

Peru once drew 55 applicants, but that total recently slid to six. Spring Valley lost three officers and one of the seven applicants had any prior experience.

Police chiefs in Starved Rock Country say recruits were getting hard to come by even before Springfield enacted new curbs on law enforcement. Now it’s harder. Despite the attractive pay and benefits, the state’s new limits on pursuits, restraints and liability are scaring off would-be police officers and threatening cities with shortages of officers.

“Young people don’t want to do this job with politicians gunning for them every day,” said LaSalle Police Chief Mike Smudzinski. “Police are not going to risk their life savings for situations where they have to make a split-second decision on an unruly subject who can’t conform to being a law-abiding citizen.”

Weeks before Gov. JB Pritzker signed the much-disputed law, the chiefs warned the legislation would be the last straw for many sworn officers.

The law generally requires police to let a fleeing suspect go, prohibits certain restraints and exposes officers to greater liability. Fear of prosecution and civil judgment has spurred fears of an exodus; but so far the problem isn’t keeping existing officers but rather attracting new ones.

“I don’t have anybody leaving in my department, not at this moment,” Bureau County Sheriff Jim Reed said.

“They’re going to stick it out.”

They’ll tough it out because their salaries and benefits would be tough to replace, at least in the local jobs market. Shaw Media analyzed local police compensation and computed a median starting salary of $52,340.

That’s higher than the median salary in LaSalle County ($47,631) and just a few thousand less than the Bureau County median ($55,940), according to data supplied by Rick Pretzsch, professor of economics at Illinois Valley Community College.

“Looking at the median salaries for the counties suggests that it would be difficult to find starting salaries in the

area comparable to the starting (police) salary of $52,340,” Pretzsch said.

And that’s at the starting end. Exit salaries are harder to compute because of variables such as overtime, bonuses, stipends, seniority and rank; but a review of police payrolls show a number of senior officers earning more than $70,000 a year.

The most recently-retired officer at LaSalle police made $86,000. Thirteen deputies at the LaSalle County Sheriff’s Office make more than $75,000 in base salary, before benefits. One assistant chief of police makes $99,724.57.

“Though a new officer may only look at the starting salary, which is very competitive, these other incentives are something to consider,” Ottawa Police Chief Brent Roalson said. “In addition to paid-time off and sick leave there are opportunities to increase your pay based on education and training incentives.”

However competitive the salaries and benefits, the drawbacks of the job, such as stress and the profession’s poor media portrayal, are deterring young people from applying for police jobs and even inquiring about such benefits. Already the volume of recruits is below replacement level for some departments.

“We have lost three officers – two to retirement and one for personal reasons — in the last eight months,” said Spring Valley Police Chief Adam Curran. “In a small department like ours, that makes a big difference, especially when you factor in that we have to send a new recruit to the police academy for 14 weeks.”

Those cadets who pass muster will have their pick of jobs. Curran said he’s conferred with local chiefs and it’s clear they’re competing for the same candidates.

“It seems like we are all pulling from the same — now much smaller — pool of applicants,” Curran said.

Mendota Police Chief Greg Kellen said the shrinking pool is the culmination of several factors starting with the adverse social and political climate coupled with “the inherent dangers and the demonstrative social and political attacks portrayed through the media.”

“Although I believe here at home in Mendota the community strongly supports its law enforcement efforts,” Kellen said, “it’s just the mainstream media repeatedly driving this profession into the ground sends a demoralizing message to any young man or woman who’s dream it was to serve as

Sgt. Sarah Kinkin set a precedent this year, becoming the first female officer in the Spring Valley history to be promoted to the rank of sergeant. She and other officers have a new challenge: Trying to recruit new cops in the face of bad publicity and adverse laws enacted by Springfield.

“We have lost three officers — two to retirement and one for personal reasons — in the last eight months,” said Spring Valley Police Chief Adam Curran. “In a small department like ours, that makes a big difference.” a law enforcement officer.”

But Peru Police Commander Sarah Raymond said the social climate is only partially to blame for the failure to cultivate the “calling” to be a police officer. Many youths dream of careers in law enforcement, she said, but still need encouragement and opportunities presented to them at high school or in college.

“We need to do a better job with recruitment,” Raymond said. “We’re not at job fairs like we should be. We’re not at the colleges talking about the opportunities in law enforcement. I think getting the word out about the profession — what it entails, what it offers, how it can be rewarding — will be a huge benefit.”

Peru police are planning a new and expanded recruitment program. The department is assembling a recruitment video and plans to travel to colleges and universities as the pandemic eases.

“We will have our women and other minority officers as well as our veteran officers part of that process,” said Police Chief Doug Bernabei. “We will showcase (our) competitive pay, the construction of the newest state-of-theart police headquarters, will showcase our diversity in our troops, we will

show off the state-of-the-art equipment and squad cars and we will do so with the goal in mind that PPD is the place to be.

“We will not lower our standards,” he emphasized. “We will just move recruits to the next level.”

Meanwhile, the chiefs are urging lawmakers to reconsider some of the more onerous curbs enacted by Springfield and to uphold qualified immunity, which protects police from being sued during the normal exercise of their duties.

Attorneys consulted for this article say the potential loss of qualified immunity is a bit overstated, not least because officers never have been immunized from acts of police brutality. The situation is fluid, however, and police are watching to see whether the Illinois General Assembly and U.S. Congress expose them to greater liability.

But the damage may already done from a recruitment standpoint.

“The recruitment process is longer than most jobs,” Curran said, outlining an extensive protocol of interviews, tests, medical and psychological evaluations plus background checks. You cannot just hire someone off the street in a full-time role.”
