Six-figure budget deficit forces county to think outside the box Proposed public safety property tax levy could free up General Funds for other expenses as county struggles to improve its financial status

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — According to Putnam County Treasurer Kevin Kunkel, if the county succeeds with a new approach to funding public safety, it would be the only county to do so, and it could encourage other counties to follow its example.

Having already made spending and personnel cuts, the county board is still facing a substantial six-figure budget deficit. With increasing expenses and insufficient revenue, board members are eager to find a way out of the count y ’s d e t e r i o r at i n g financial situation.

During the board’s June 10 meeting, Kun- Kevin Kunkel Putnam kel and Supervisor of County Assessments Tammy treasurer Mehalic discussed the tax abatements provided by the Bureau-Putnam Enterprise Zone, and public safety funding.

Kunkel proposed an idea to fund a portion of the county’s public safety expenses through a property tax levy, rather than through a sales tax as in other counties. Those expenses are currently funded through the county’s General Fund. A separate levy for public safety would allow the county to direct some of the General Fund money to cover other areas and close its budget deficit.

“Putnam County is not a sales mecca. What we’ve discussed has not been done in the state of Illinois.

We are thinking outside the box,” he said, adding he had already discussed the idea with the state revenue office.

“Anything passed by the electorate is allowed because they’ll be the ones paying it,” Kunkel added.

Putnam County Board Chairman Steve Malavolti said the proposed rate for the public safety levy would be .25 per $100,000 of property value. Kunkel later said if voters approved the levy, the county’s enterprise zone corporations would be providing a quarter of the provided revenue.

Kunkel reported the county has

taken in roughly $930,000 in revenue so far this fiscal year, but has spent more than $1.4 million. The county will also soon have to pay back the $150,000 it borrowed in an interfund loan from its Federal Aid Matching Fund, as well as $250,000 borrowed from the Highway Fund.

B-P Enterprise Zone Mehalic said she’d already met with Marquis Energy, the county’s largest taxpayer, and that they had agreed to sign off on forgoing an abatement of a public safety levy as long as there was a guarantee the money was actually going to fund public safety.

She additionally asked the board to consider whether it wants to continue transferring the abatements when an enterprise zone property is sold to a new owner.

Other than the .25 per $100,000 of value levied for the county’s ambulance service, which raises approx-

imately $104,000, Putnam County offers projects within its enterprise zone total tax abatement for 10 years.

“Most counties don’t totally abate.

You left $42 million in assessed value on the table, which equated to over $400,000. You don’t have to give everything away,” Mehalic said as she explained other counties only abate a percentage of their property tax revenues for similar, and equally successful enterprise zones.

Mehalic also suggested offering a near total abatement of property taxes for enterprise zone businesses was a reason the county’s referendum to raise the corporate tax rate from .37 to .67 in 2018 failed. Nearly 75 percent of voters opposed the referendum.

She said the feedback received by her office was that voters felt the county had chosen to lay aside the revenue potential of the enterprise zone, with many saying, “Now you want more money from us.”

Both Mehalic and Kunkel said the county needed to decide whether to either amend the enterprise zone ordinance to step down the percentage of abated revenue, or move forward with a new public safety levy.

The board approved a resolution for the creation of a question to appear on the March 17, 2020, election ballot.

Malavolti said he would like to have the question finalized for the board’s July meeting, which is scheduled for 8:30 a.m. on Monday, July 8.

Freshman rep says open mind key to his first year Yednock said he kept his 76th District in mind during votes

BY DEREK BARICHELLO Shaw Media Completing his first go-round in Springfield, state Rep. Lance Yednock said he voted many times to reflect the majority of his district, sometimes going against his initial belief or the party line.

One example was his vote in favor of the legalization of recreational marijuana.

“It was a difficult (vote) for me to make, I was back and forth on it,” the Ottawa Democrat said in an interview June 8. “Knocking on doors, I came across many people who were using marijuana anyways.”

Yednock said regulating and safeguarding it is better than people buying it from the black market. He said money generated from marijuana revenue will go into community revitalization.

“There’s still a personal responsibility to it,” said Yednock, whose district includes LaSalle, Bureau, Putnam and Livingston counties.

“You can still be tested at work for it, and if you fail that, that’s your problem. Not ours.”

When it came to the Reproductive Health Act, which replaces the state’s current law with one backers and detractors agree will be the most liberal reproductive health

statute in the nation, he sided with his district over party.

“In the last five months of taking phone calls and polling, it was 20 to 1 against the ReproState Rep. ductive Health Act,” Lance Yednock said of the Yednock district.

The representative said he met many people who identified as prochoice who were not in favor of the bill.

He said he also sided with the district when it came to the proposed FOID overhaul. He believed the bill was too restrictive on law-abiding citizens, such as hunters, but he understood why some lawmakers supported it.

Yednock identifies himself as open-minded. He said he was visited frequently by fellow lawmakers and lobbyists from both sides of the aisle on a number of bills, trying to persuade him one way or the other.

“I’d tell them I’m 50/50 and take the opposite view they had, and make them get me to a ‘yes’ on their view,” Yednock said of his approach.

He said that strategy helped him understand the full perspective of what he was voting on.

Yednock said it was easy enough for people to get upset about the doubling of the state’s gas tax to 38 cents per gallon and an increase to driver’s license fees, but he said many of those people also told him the roads and bridges are in bad shape.

The revenue from the gas tax will go to the “horizontal” capital plan for transportation projects. He said many of these projects will benefit the district at the township, city and county levels.

“It’s better than the alternative of raising property taxes to borrow for emergency road repairs,” Yednock said.

Passing a balanced budget was the biggest accomplishment of both the House and Senate, according to Yednock.

“Everyone wanted something to be done, and it will benefit business and labor to have consistency,” Yednock said. “The chaos of the last four years left a sour taste.”

In the budget, lawmakers’ base salaries of $67,836 will rise by more than $1,600 on July 1 once statutory cost-of-living increases are applied.

They also receive per diem reimbursements, and some receive added pay ranging from $10,326 to $27,477 per year for committee chairperson and leadership positions.

The state rep said he was unaware of the pay raise for lawmakers put into the budget until the day after he got home from the House’s adjournment, but he said even if he knew of them prior to voting, it was unlikely he would undo all the work that went into the balanced budget.

Yednock voted in support of the gambling expansion bill, which is expected to produce $660 million in its first year due to licensing fees and taxes. It adds six casinos, expands video gambling and allows

sports betting. The money will fund the construction of college and community college buildings.

Again, he said most of his district was in favor of sports gambling, fielding calls from residents who said they wanted to see it pass, and even expand more into tip boards and other sports gambling.

He was happy to see his anti rightto-work zone bill pass, one he said was a big part of his campaign.

He said residents will get the opportunity to vote on the proposed graduated income tax in November 2020. The House approved a rate structure that would lower the tax rate on any individual or joint-filing couple making less than $250,000, while raising the rates on those above that threshold.

He said middle- to lower-class residents pay a higher percentage of income tax than the richest people in the state. He believes the tax will balance that in an effort to fix the state’s structural deficit.

“If it doesn’t pass, we’ll have to look at cuts of 10 to 15 percent across the board,” Yednock said.

Yednock was most surprised by the bipartisanship spirit in Springfield.

He said he expected it to be a little more polarized, and he didn’t find that to be the case.

Reflecting on the progressive agenda that was passed under the guidance of new Gov. J.B. Pritzker and a Democratic supermajority, Yednock said Democrats outside of Chicago and the larger cities are sensitive to it.

The farmers of the Illinois Valley finally caught a break with the weather last week and they were quick to take advantage of a rare few days of uninterrupted sunshine. Volunteers sought for fair duties HENRY — Preparations for the 98th annual Marshall-Putnam Fair are well underway, and organizers are still looking for a few more volunteers to help make this year’s fair a success.

The fair is seeking someone to serve as a textile superintendent.

If interested in helping with this department, contact the fair office as soon as possible. If unable to act as superintendent, but willing to give a little time, the help would still be appreciated.

Help is needed as articles are checked in Tuesday, July 9, as well as with assisting the judges on Wednesday, July 10, and watching over the department throughout the fair.

Children’s activities also need volunteers. Several events are planned, but a few extra hands are needed. “Family Fun Night” will be held Thursday, July 11, and help is needed to supervise various activities and games. On Sunday, July 14, a “Dinosaur Expedition” is planned for children ages 7 and under. A few volunteers are being sought to assist with this activity.

LASALLE — Dr. Daniel Sommer­ ville, director of orchestral activities at Wheaton College, has been named conductor of the Illinois Valley Sym­ phony Orchestra, becoming the 18th conductor to direct the orchestra.

The first appearance of the orches­ tra was for the 1949-50 season. Som­ merville will continue to strive to fulfill the IVSO in its mission: to entertain and inspire the community by performing live orchestral music.

Sommerville is an active guest conductor in the Chicago area.

Under his leadership, the Wheaton College Symphony Orchestra has received many accolades, including being awarded third place in the American Prize (college and univer­ sity orchestra division), performing at the 2018 Illinois Music Education Association annual conference in Peoria, being named one of the “20 most impressive college orchestras in America” by the Online Schools Centers, and performing at the national College Orchestra Direc­ tors Association annual conference at Northwestern University.

During Somerville’s tenure, the college orchestra has also appeared on Wheaton College’s professional Artist Series, collaborating with art­ ists such as Marvin Hamlisch, Joel Grey, Sylvia McNair, Hubbard Street Dance Company (Chicago), Lawrence Brownlee and singers from Lyric Opera’s Ryan Opera Center. He has also prepared the orchestra for large choral-orchestral works conduct­ ed by the eminent conductor John Nelson, including Berlioz’s “Requi­ em” and Britten’s “War Requiem,” among many others. Under Sum­ merville’s direction, the orchestra

At Wheaton College, Sommerville is professor of music and teaches conducting, orchestration and score reading, in addition to his work with the orchestra.

The 2019-20 season concerts will be held at the Dr. Mary Margaret Weeg IVCC Cultural Centre, LaSalle-Peru Township High School Matthiessen Auditorium, and Ottawa Township High School Auditorium. Program information will be available soon at ivso.org.

Stage 212 announces children’s theater production auditions

LASALLE — Stage 212 has announced auditions for the 2019 children’s theater production of “Dear Edwina, Jr.” will be at 6 p.m.

Friday, June 21, and at 10 a.m. Satur­ day, June 22, at 10 a.m. Those hoping to be cast will need to attend one of the auditions at the theater, located at 700 First St. in downtown LaSalle.

A full production by kids, for kids, “Dear Edwina, Jr.” is open to all children entering grades 4-8. Direc­ tor Karly Swords will cast approx­ imately 30 children in a variety of lead and supporting roles. Children will be taught a musical piece and

short dance to perform as part of the audition.

Some will be asked to read from the script. No advance preparation is necessary, but kids should come dressed in comfortable clothes with shoes suitable for dancing (no san­ dals or flip-flops). All auditioners should bring a calendar with all of their summer conflicts. No absences will be allowed after Aug. 5.

“Dear Edwina, Jr.” performances will be Aug. 16-19.

The public is invited to this free series, and the first session is titled “Landscape Invasives and Native Alternatives.” University of Illinois horticulture educator Kelly Allsup will discuss some of common land­ scape plants with potentially inva­ sive qualities in natural areas, and how you can replace them with native alternatives that are just as attractive.

Good idea to get schooled on wedding terminology METRO NEWS SERVICE Couples about to embark on their wedding journeys will likely learn a thing or two about party planning once their engagements are over and they are newly married.

Wedding planning can seem overwhelming and a tad confusing at times, but a crash course in wedding terminology can help couples make more informed choices along the way.

• Blusher: A short, single-layer veil that covers the bride’s face before the ceremony.

• Boutonnière: A single flower bud worn by the men in the bridal party.

• Canapés: Bite-sized appetizers served during the cocktail hour of a reception.

• Civil ceremony: A marriage ceremony conducted by a council official or justice of the peace at a municipal location rather than in a house of worship.

• Cocktail hour: Typically an hourlong interlude between the wedding ceremony and the main dinner of the reception. Guests have time to arrive and mingle before being seated.

• Corkage fee: A fee some establishments charge to allow guests to

bring their own wine.

• Dais: A podium or platform raised from the floor where the bride and groom are seated.

• Deposit: A percentage of the total cost of service given to a vendor to secure a date for their services.

• Dragées: Round, small edible balls of sugar that appear on wedding cakes.

• Escort (seating) cards: Printed cards that direct reception guests to their seats.

• Fondant: A sweet, plyable product used to decoratively cover layered cakes. It can be used in lieu of straight buttercream.

• Handle wrap: Ribbon or fabric that wraps around the stems of a bouquet the bride and wedding party carries.

• Maid/matron of honor: The title

given to the woman who assists the bride and stands closest to her at

the altar. “Maids” are those who are unmarried, while “matrons” are women who are.

• Master of ceremonies: An individual who will work with the DJ or band to announce the various components of the wedding reception.

• Nosegay: A small bouquet or flower arrangement typically given to the mothers of the bride and groom before the ceremony.

METRO NEWS SERVICE Each year, millions of couples around the world tie the knot. But before couples walk down the aisle, the proposal to get married must take place.

Many couples mutually agree to get engaged, while the experience may be a surprise for others who have thought about it, but may not have been sure when one partner or another would “pop the question.”

Upon getting engaged, couples may ponder how long their engagement should last. There is no perfect answer, and engagement length typically depends on personal preference and the needs of the couple.

In fact, according to The Knot 2017 Real Weddings Study, the average length of an engagement is 14.5 months.

Quakers will host yearly meeting Kegan speaking on “Keeping Courage and Faithful Focus in a Crisis Driven Society.” Kegan is legislative director on domestic policy for the Friends’ committee on national legislation.

On Thursday evening, Aaron Fowler and Laura Dungan will lead “How Can I Keep from Singing and Other Spiritual Songs,” focusing on songs in the folk tradition about courage and resiliency. Friday evening offers traditional dancing on the front lawn.

Saturday evening’s program will feature Eileen Flanagan speaking on “Effective Activism, Climate Change and Environmental Justice.” Flanagan is a Quaker activist leader and author of “Renewable: One Woman’s Search for Simplicity, Faithfulness, and Hope,” and two prior books.

Afternoon workshops, from 2:30 to 3:45 p.m. on Thursday, Friday and Saturday, will feature sessions on creativity, a bicycle ride along the canal, financial support for the religious community, options for pacifists, Kenyan and Bolivian Quakers, managing conflict within monthly meetings and engaging families.

The Clear Creek Monthly Meeting of Friends is the oldest continuous monthly meeting in the Illinois Yearly Meeting. The Meetinghouse at 14365 N. 350th Ave. (“Quaker Lane”) was built in 1875, although Quakers had worshipped at the site of what is now the Friends Cemetery (where Quaker abolitionist Benjamin Lundy is buried) since 1843.

MCNABB — The Clear Creek Religious Society of Friends (Quakers) will host their 2019 yearly meeting Wednesday, June 19, through Sunday, June 23, at the historic meeting house located south of McNabb.

Workshops and talks by featured speakers are open to the public at no charge. This year’s theme is “Facing Fear with Faith,” in response to the current breakdown of civil discourse, the political use of hatred and fear, and the normalization of violence.

The Plummer Lecture at 10 a.m. on June 23 will be titled “What Canst Thou Say?” presented by Gwen Weaver of the Lake Forest Friends meeting. Weaver is assistant director of academic advising services at the School for New Learning, of DePaul University in Chicago. She previously held posts at Roosevelt University and Northwestern University.

The title of this year’s Plummer Lecture is taken from George Fox, the 17th-century founder of Quakerism, as he described the phenomenon of awakening to active Christianity.

The yearly meeting is a retreat for approximately 200 Quakers who attend from local meetings throughout Illinois and parts of Iowa, Indiana and Missouri. It offers workshops, featured speakers, recreational programs, business meetings, camping facilities, programs for children and meals prepared on-site.

Amateur Radio Field Day scheduled for June 22-23 in Hennepin

HENNEPIN — The Illinois Valley Radio Association will hold an Amateur Radio Field Day Saturday, June 22, and Sunday, June 23, at Bassi Memorial Park in Hennepin.

Amateur Radio Field Day is an exercise in emergency preparedness (communications) held every year where amateur radio operators set up in locations that are not normal

or ideal. They will need to use generators for power, set up portable antennas and work in uncomfortable conditions to see whether they can communicate reliably. This is to make sure, in case of a disaster, they could provide emergency communications to aid local governments carry on as normal as possible. The public is welcome.

Ron Bluemer will present program on June 23 to historical society Historical society is marking the 150th anniversary of historical John Wesley Powell Expedition HENNEPIN — The Putnam County Historical Society is marking the 150th anniversary of the historic Powell Expedition with a program by local author Ron Bluemer at 1:30 p.m. on Sunday, June 23 at the Meeting House located at 403 Old Hwy. 26 in Hennepin.

In 1869, John Wesley Powell, a scientist and Civil War amputee, led nine other men in four small wooden boats on a 95-day journey down the Green and Colorado Rivers, going through the Grand Canyon, a territory then unknown to Americans.

Powell was the principal of the Hennepin schools in 1860 when the Civil War began. He lost his right arm at Shiloh in April 1862, but continued to serve. After the war, he taught at Illinois Wesleyan and Illinois State Normal and began exploring the Rocky Mountains.

After his successful explorations, Powell was made the second director of the U.S. Geological Survey;

RESOLUTION NO. 2019-06-04-01 A RESOLUTION APPOINTING KRISTIN TONOZZT AS VILLAGE CLERK OF THE VILLAGE OF MARK, ILLINOIS WHEREAS, the Village of Mark (hereinafter “Village”) is an Illinois municipal corporation with a population of 555 according to the latest official census; and WHEREAS, Section 5/3.1-25-90 the Illinois Municipal Code permits any village of fewer than 5,000 inhabitants to adopt a resolution permitting the village president to appoint a village clerk with the concurrence of the village board; and WHEREAS, Stacy Veronda served admirably as the Village Clerk for the past ten years; and WHEREAS, Stacy Veronda has tendered a letter of resignation to the Village indicating she will resign from the position of Village Clerk effective June 18, 2019, and WHEREAS, Section 2-136 of the Village Code provides for the appointment of a Village Clerk by the Village President with the concurrence of a majority of the Village Board; and WHEREAS, the Village President has recommended that the Village Board authorize the appointment of Kristin Tonozzi to fill the vacancy in the Office of Village Clerk, effective June 18, 2019, for a term to run concurrently with the Village President's current term of office, and NOW, THEREFORE, BE IT RESOLVED

BY THE VILLAGE BOARD OF THE VILLAGE OF MARK, PUTNAM COUNTY, ILLINOIS, AS FOLLOWS: SECTION 1: The Village President with the concurrence of at least two-thirds of the Village Board of Trustees hereby appoints Kristin Tonozzi as Village Clerk with all the duties, responsibilities and authority of said Office.

SECTION 2: The term of the Village Clerk shall run concurrently with the term of the sitting Village President.

SECTION 3: This Resolution shall be in full force and effective on June 18, 2019 after its passage and approval as provided by law.

PRESENTED, PASSED, AND ADOPTED at a regular meeting of the Village Board of Trustees of the Village of Mark, Illinois, by an aye and nay roll call vote, with 6 voting aye, 0 voting nay, 0 absent, and Village President Frank Niewinski NOT voting, which meeting was held on the 4th day of June, 2019.

NOTICE OF PROPOSED CHANGE IN JOINT PURPA IMPLEMENTATION PLAN OF CERTAIN ELECTRIC COOPERATIVES Wabash Valley Power Association, Inc. (“WVPA”) on behalf of itself and its member distribution cooperatives listed below (collectively, the “Participating Members”) hereby gives this notice of its intent to file with the Federal Energy Regulatory Commission (“FERC”) requesting approval of a change in the Joint Implementation Plan (“Joint Plan”) which jointly implements their respective obligations under Section 210 of the Public Utility Regulatory Policies Act of 1978 (16 U.S.C. § 824a-3) (“PURPA”) and under Part 292 of FERC's Regulations.

The Joint Plan provides that (1) WVPA and each Participating Member will interconnect with and operate in parallel with any QF that adheres to applicable rules and regulations pertaining to generator interconnection; (2) on behalf of itself and each Participating Member, WVPA will purchase capacity and energy from QFs at a rate that is at least equal to WVPA's avoided costs, subject to each Member Cooperative's obligation to purchase directly from QFs with nameplate capacity of no more than 25 kW, and at the Member Cooperative's option, to purchase directly from QFs with nameplate capacity of greater than 25 kW; (3) each Participating Member will sell supplementary, back-up and maintenance power to a QF, upon request, on either a firm or interruptible basis, in accordance with the applicable law and the Participating Member's applicable rates, rules, and regulations governing retail service, and on the terms that are consistent with the ones offered to the Participating Member's other customers with similar load or other cost-related characteristics; and (4) no QF will be subject to duplicative charges for interconnection or wheeling solely as a result of selling to WVPA and buying from a Participating Member.

Copies of the proposed Joint Plan will be sent to interested parties upon request.

WVPA will also accept written comments on the proposed Joint Plan. WVPA intends to file for approval of the Joint Plan with FERC following publication of this notice. FERC will publish notice of WVPA's filing in the Federal Register following receipt of the filing. That notice will specify that any person desiring to be heard in this matter can make the appropriate filing with the FERC. PUBLIC HEARING NOTICE

The Village of Granville will hold a public hearing on July 2, 2019, at 6:30 p.m., at Village Hall, 316 S. McCoy, Granville, IL to provide interested parties an opportunity to express their views on the completed federal funded Community Development Block Grant (CDBG) project (water treatment plant improvements).

Persons with disabilities or non-English speaking persons who wish to attend the public hearing and need assistance should contact North Central Illinois Council of Governments (NCICG), 613 West Marquette Street, Ottawa, IL, 815-433-5830 no later than June 28, 2019.

Every effort will be made to make reasonable accommodations for these persons.

On September 30, 2016, the Village of Granville applied to the Illinois Department of Commerce and Economic Opportunity for a grant from the State CDBG program (funded by Title I of the federal Housing and Community Development Act of 1974, as amended).

Funds were used to for water treatment plant improvements. The total amount of CDBG funds used is $400,132. The amount of CDBG funds used for activities that will benefit low-to-moderate income persons is approximately $243,440. The Village of Granville also spent $202,375.08 in non-CDBG funds on the project. These non-CDBG funds were from the Village of Granville's Water Operating Fund.

Information related to the project is available to view prior to the public hearing as of June 28, 2019 at NCICG's office between the hours of 9:00 am and 3:00 pm.

Interested citizens are invited to provide comments either at the public hearing or by prior written statement.

Written comments should be submitted to NCICG no later than July 2, 2019 in order to ensure placement in the official record of the public hearing. A plan to minimize displacement and provide assistance to those displaced has been prepared by the Village of Granville and is also available to the public.

Festival 56 will presents ‘Pinkalicious: the Musical’

PRINCETON — Festival 56 in Princeton will present the first show of its summer theater lineup, “Pinkalicious: the Musical.”

Offered at Princeton’s Grace Performing Arts Center Friday, June 21, through Friday, June 28, the show is about a little girl who is so enamored of the color pink that she eats too many pink cupcakes and turns pink — even to crying pink tears. But she loves being pink and doesn’t love the doctor’s advice, a diet of greens to cure her Pinkititis disease. Against the doctor’s advice, she sneaks one more cupcake and to her dismay

turns fire-engine red. What to do now?

Young audiences (and parents weary of resisting the I-told-youso urge) will enjoy this tale about what one reviewer called “wonderful-to-wretched excess.” Catchy songs and lively dance moves will entertain the whole family. Special $5 kids tickets (ages 10 and under) are available for this show that is based on the series of books by Victoria and Elizabeth Kann. The books were also the basis for “Pinkalicious and Peterrific,” which premiered on PBS Kids last year. Festival 56 productions are made possible in part

by the National Endowment of the Arts and the Illinois Arts Council.
