Marshall-Putnam Fair Association makes tough decision to cancel 2020 fair HENRY — With heavy hearts, the Marshall-Putnam Fair Association announced on June 2 the cancellation of the 2020 Marshall-Putnam Fair.

The board met several times searching for a way to hold the 2020 fair, including statewide webinars with multiple county fairs.

The board members also contacted many neighboring fairs, including Knox County, Heart of Illinois Fair and Fulton County Fair, who also have now all canceled.

Unfortunately, after looking at all the factors that go into bringing together an event of this size, the board felt that it was in the best interest of the communities and the fair as a whole to cancel the fair.

Some of the contributing factors that needed to be considered were the liability of not adhering to the government’s guidelines, the health and safety of board members, vol-

unteers and attendees, the financial support received from the Illinois Department of Agriculture, the sustainability of the fairground’s campground license, the ability to obtain a state and county liquor license and the overall financial burden.

Several of the event chairmen informed the association they would not be holding their non-grandstand events at the 2020 fair due to the concern of health, safety and the ability to provide enough man power to meet the necessary sanitation requirements. The fair association takes pride in providing a quality county fair and did not want to jeopardize its tradition of excellence.

The financial success of the Marshall-­ Putnam Fair relies partially on the support of local businesses. Due to the hardships that many of these businesses were

OGLESBY — Illinois Valley Community College’s 6,000-square-foot storage and routine maintenance building is on schedule for completion by the end of the month, board members learned on June 11.

In his monthly report, IVCC President Jerry Corcoran said a grand opening for the facility is underway.

“That event will be an opportunity to showcase the facility and thank our many generous donors who helped make Phase I of our ag complex a reality, especially donor

There’s also considerable activity on the farmland surrounding the new building.

Last week, ag program co-coordinators Willard Mott and Kathryn Lillie planted 86 acres of soybeans with equipment provided by the Case IH Innovation team of Burr Ridge and its local partners at Stoller International in Ottawa.

“Last weekend was a big week

for the ag program,” Corcoran said.

“We’re lucky to be able to work with our farm tenant, Luke Holly, on these field activities, as well as our friends from the Illinois Extension on research opportunities using Case IH prototype equipment.”

Following closed session, the board approved an information technology backup solution from Rehmann (RTS) for equipment, licensing, project management and three years support and maintenance.

“Our fiscal 2021 budget had includ-

ed off-site data backups,” Corcoran noted. “Unfortunately, the need for it became more urgent.”

The $165,111 project cost will be borne by a fund designated for IT, not the education fund.

Corcoran said all major IT functions have been restored and improvements scheduled for next year have already been completed such as moving staff email to Office 365, installation of Windows 10 on

This year’s Marshall-Putnam Relay For Life event will look a little different

Virtual silent auction will be held in July Relay For Life of Marshall and Putnam Counties is looking a little different this year, but the goal and the need remains the same.

Due to COVID-19, the local Relay, originally planned for April 24, has been postponed, but Relayers are still working hard to raise money to help put an end to cancer. Despite the pandemic, M-P Relay For Life has raised more than $30,000 toward their goal of $80,000.

The group still wants to honor those who have won the fight against cancer, those who lost their fight, and those who are currently fighting.

To do that, M-P Relay For Life is planning a virtual silent auction to be held in July. Stay tuned for more information on this event and how you will be able to participate.

Virtual luminarias will also be available for purchase by visiting the M-P Relay For Life web page.

The fight against cancer is facing challenges during the pandemic. According the American Cancer Society, during this time cancer can speed up with commu-

nities shut down, already vulnerable cancer patients can feel even more alone and with health care facilities and workers stretched to their limits, cancer will take more lives. Even if we cannot come together in person, we must come together as a Relay community to help save the fight against cancer.

Every year donations help the American Cancer Society offer cancer screenings, 24/7 navigation and support, along with conducting research for treatment and cures. Cancer hasn’t stopped during this pandemic, but neither will ACS and Relayers around the country.

The American Cancer Society has stepped up to help during the COVID-19 pandemic by keeping the National Cancer Information Center staffed 24/7 so families can talk with and get answers from a live person no matter where they are or what time it is. They are also updating Cancer.org and other social media channels with the latest information for cancer patients direct from ACS public health experts. Hope Lodge facilities have been made available for health care workers on the front lines of this crisis at no cost. These are just a few of the ways ACS has stepped up during this time.

The American Cancer Society’s mission is critical to families facing cancer and their mission to save lives is at risk. You can help by making a personal donation to the event to help keep the mission alive or by purchasing a luminaria to honor a loved one.

Shaw Media OGLESBY — Illinois Valley Community College’s Board of Trustees approved salary increases June 11 for its top officials, as well as nonunion employees.

The board agreed to offer a threeyear employment contract for President Jerry Corcoran from July 1 to June 30, 2023, with a salary increase of 2.5 percent for fiscal year 2021, providing for an annual salary of $210,778 as well as benefits and other conditions presented in the contract.

Additional contracts approved for fiscal year 2021 include: • Cheryl E. Roelfsema, vice president for business services and finance, with a 5 percent salary increase, resulting in an annual salary of $143,552 and duties, benefits and other conditions as outlined in her contract.

• Deborah Anderson, vice president for academic affairs, with a 2.5 percent salary increase, resulting in an annual salary of $126,015 and duties, benefits and other conditions as outlined in her contract.

• Mark Grzybowski, vice president for student services, with a 2.5 percent salary increase, resulting in an annual salary of $92,759 and duties, benefits and other conditions as outlined in his contract.

After an hour and a half closed session, the board approved a 2.75 percent wage increase for nonunion employees for levels 5 to 7 and a 2.5 percent increase for all other nonunion employees, contingent upon evaluations and grant support in fiscal year 2021.

Nonunion increases affect about 300 employees.

The board also approved special salary adjustments for employees identified as warranting such in increase.

Two more COVID-19 cases confirmed in Bureau County

The Bureau, Putnam and Marshall County Health Departments have reported that two more residents of Bureau County have tested positive for coronavirus disease (COVID-19).

Public health officials were notified of the positive tests, according to state and local public health protocols.

The 22nd individual, recovering in isolation at home at this time, is a male in his 40s. The 23rd individual, also recovering at home at this time, is a female in her 40s.

There have now been eight new confirmed cases in Bureau County since June 1.

Public health officials are in the beginning stages of the investigation and are working to identify individuals who were in contact with the cases. Federal privacy restrictions prohibit the release of any additional information regarding this case.

In 2020 and 2021, Exelon’s tax distribution to IVCC will be slightly over $1.6 million annually, the same as 2019.

Today marks 100 years for Perry Memorial Hospital

PRINCETON — Today, June 17, 2020, officially marks 100 years since the doors to Perry Memorial Hospital opened to serve patients.

The history of Perry’s past century is rich — one that’s fill with both good years and bad.

The hallways at Perry are now lined with posters that tell about health care in Princeton before Perry existed and how the city came about having its own public hospital. Old photos, newspaper clippings and antique hospital records adorn the history.

The man behind all the work is Dane Stier, Perry’s digital marketing specialist. He’s spent more than 100 hours over these past few months digging through a century-worth of archives about the hospital.

He’s organized bins of newspaper clippings and historical documents, he’s looked through scrapbooks dating more than 70 years old, he’s made a few trips to the Bureau County Historical Society and even tracked down and interviewed relatives of Perry’s prominent names from the past.

Stier said he’s got an interest in history, but it was the detective work of tracking down bits of information or good quality photos that really excited him along this journey.

“It’s all fallen into place, and it’s been fun,” he said.

The work, while daunting at times, is important to Stier.

“I don’t think anybody else knows this stuff. I wanted to do as thorough job as possible so that no one has to spend this much time going through it again,” he laughed.

Once the hospital is able to reopen to the community following the COVID-19 situation, Stier said people will be encouraged to go in and take a look at the history so that they can reflect on all the ups and downs faced over the years.

“It’s important for people to know that the majority of Perry’s history has been very challenging,” Stier said. “Most people’s memory of the hospital starts in the 70s, 80s or 90s when it wasn’t a challenging time, but before the 70s, times at Perry were difficult.”

It seemed like just when Perry solved one issue at hand, another would rise up, and the hospital constantly played catch-up to maintain the best service it could for patients.

The Julia Rackley Perry Memorial Hospital opened on June 17, 1920. It contained the latest equipment in the operating room and X-ray department. against a hurdle that has forced many small hospitals throughout the country to close its doors.

Advancements in technology, expensive regulations and financial complexity are hurting small hospi-

tal everywhere.

“There’s no way to keep up with it all as a small hospital,” Stier said.

“It’s always been a struggle to maintain. You have to wonder when are you going to reach that level of when

you can’t get over the next hurdle?”

Perry’s board of directors are in current discussions with OSF Health Care with a goal to keep a community hospital in Princeton for another 100 years.

Born: January 28, 1930; Magnolia Died: June 9, 2020; Normal

• The Putnam County Sheriff’s Office responded to an altercation at a residence in Hennepin Township at 10:19 a.m. June 8. As a result of this altercation, Adam Passini, 81, of Hennepin was charged with battery. Passini was charged after he sprayed an unknown substance in the face of Robert Girard, 77, of Hennepin.

Girard was also charge with battery after he struck Passini with a garden tool.

Both subjects were released on a notice to appear and given a Putnam County court date. The PCSO was assisted by Hennepin Fire Department and Putnam County EMS.

NORMAL — Elizabeth L. “Betty Lou” Bentlin, 90, of Normal (formerly of Magnolia) passed away on Tuesday, June 9, 2020, at Advocate Bromenn Medical Center, Normal.

Betty Lou was born on January 28, 1930, in Magnolia to Carroll and Thelma (Defenbaugh) Satterfield. She married Marion Bentlin on April 16, 1960, in Magnolia. He preceded her in death on July 24, 2016.

She graduated from John Swaney Consolidated High School. Betty Lou was a member of Magnolia United Methodist Church and Magnolia American Legion Ladies Auxiliary. She was a homemaker and worked at Westclox in Peru for several years and she also worked at the Toluca Garment Factory.

Survivors include one daughter, Mary Ellen Bentlin of Normal; and one son,

David Bentlin of Normal. She is also survived by nieces, nephews, and in-laws who were very special to her.

She was preceded in death by her parents; her husband, Marion; and one brother and three sisters.

In lieu of flowers, contributions may be directed to the Magnolia United Methodist Church.

A graveside service was held at 1 p.m. on Saturday, June 13, 2020, at the Magnolia Cemetery. Hurschell Kays officiated the service. Burial was in the Magnolia Cemetery.

IVCH announces COVID-19 visitor policy changes PERU — Illinois Valley Community Hospital began easing some visitor restrictions on June 8 as part of Phase 3 reopening of the state of Illinois.

Obstetrics patients who have sonogram appointments and all-day surgery patients will be allowed to have one person accompany them into the hospital. The visitors will be screened and required to wear masks at all times. A person accompanying a day-surgery patient will have to stay in the patient’s room at all times.

Edward was born May 26, 1959, in Chicago to Edward and Caroline (Brandstetter) French. He married Pam Crew on September 26, 2015, in Magnolia.

Edward loved music, writing songs, playing his guitar, raising and caring for his horses, listening and singing Elvis

Presley songs. He was also a talented handyman.

Edward is survived by his wife, Pam; his mother, Caroline French of Varna; two daughters, Christina (Corey) Bonk and Samantha French; two stepdaughters, Jessica (Chad) Coleman and Brittany (Brett) Crite; one son, Nicholas (Molly) French; 11 grandchildren, with another expected soon; one brother, Paul French of Bolingbrook; and one sister, Carol Mason of Bollingbrook.

Edward was preceded in death by his father, Edward, in 2013; and one stepson, Chad Griffin, in 2009.

Putnam County Sheriff ’s Office will increase enforcement around Fourth of July holiday HENNEPIN — The Putnam County Sheriff’s Office will step-up its traffic enforcement around the Fourth of July holiday and focus on impaired and unbuckled drivers.

The safety campaign started June 15 and will run through the early-morning hours of July 6 to encompass three summer weekends leading up to and after Independence Day. “We’re asking all of our residents and visitors to celebrate Independence Day safely,” said Putnam County Sheriff Kevin Doyle. “It’s simple: If you’re driving, don’t drink, use marijuana or other drugs. Our deputies will be working around the clock to keep impaired drivers off the road and enforce all other traffic laws.”

The Putnam County Sheriff’s Office will join the Illinois State Police and more than 200 local police and sheriff’s departments for the increased statewide enforcement effort.

Use these tips to help ensure a happy and safe holiday:

Get your air conditioner checked & cleaned or replace that old unit with a new high efficiency Goodman unit.

• Designate a sober driver and give them the keys before going out.

• Don’t let friends or family members drive under the influence.

• If drunk or impaired by marijuana or other drugs, call a taxi, use a ride-sharing service or call a sober friend or family member.

• Promptly report drunk drivers to law enforcement by pulling over and dialing 911.

• Make sure everyone in the vehicle wears a seat belt. It’s not only the law, but also the best defense against an impaired driver.

The “Drive Sober or Get Pulled Over” and “Click It or Ticket” programs are made possible by federal traffic safety funds administered by the Illinois Department of Transportation. • FAIR already facing, the board decided to suspend the soliciting of sponsorships and donations. The grandstand events rely on this financial assistance and a full house of attendance to generate a profit. This profit then pays for free entertainment held throughout the fair and also contributes to the premium payouts for the general and livestock exhibits.

In addition, the financial hardship was affected by the cancellation of the annual spaghetti dinner fundraiser, as well as the inability to rent the grounds for camping groups and other events.

The fair association is so thankful to those who have donated to the fair through this difficult time.

Even without a fair, the organization faces many financial responsibilities.

The fair association thanks those who have shown support through phone calls, emails and Facebook.

“We understand that everyone is disappointed and unhappy with the cancellation of our fair. When looking at our fair as a whole and then understanding all the components that help create our fair, we hope you come to realize why we made the decision to cancel,” the association stated in a press release.

“Some of you have asked if there is anything you can do for the fair.

In addition to financial support, the fair is always in need of volunteers to help maintain the grounds and buildings.”

Planning for the 2021 fair is already underway and the fair is always looking for additional events or attractions to offer to attendees.

Volunteers will also be needed during next year’s fair to assist the event chairmen with their activities or to supervise the exhibits.

Three area girls will attend Illinois Girls State

MAGNOLIA — The American Legion Auxiliary, Magnolia Post 254, has announced Gabriella “Gabbie” Smith, Emma Edens and Chloe Linton will attend Illinois Girls State.

Gabbie is the daughter of Adam and Carrie Smith of McNabb; Emma is the daughter of Eric and Michelle Edens of McNabb; and Chloe is the daughter of Wesley Linton and Jennifer Glenn of Magnolia.

As part of the premier ALA program, the girls will study local, county and state government processes during the nonpartisan political learning experience.

ALA Girls State attendees, known as “citizens,” receive special instruction in parliamentary procedure and organize themselves into two mock Gabriella Smith political parties. The young women then campaign, hold rallies, debate and ultimately vote to elect city, ed to office, delegates are sworn in county and state officials. Curbside pickup continues at food pantry

GRANVILLE — Throughout the COVID-19 pandemic, the Putnam County Food Pantry has remained open, thanks to Michelle Carboni and a group of dedicated volunteers.

According to Judy Hopkins, vice president of the Putnam County Food Pantry, through July the pantry will continue curbside pickup.

Clients line up in the pantry parking lot and are greeted there by a volunteer. Based on the num-

ber of people in the client’s family, bags of food are then placed in the client’s car trunk.

The Putnam County Food Pantry is open every Saturday from 8:30 to 10:30 a.m. to anyone who lives in Putnam County. It is located in the Granville United Church of Christ, 103 N. Church in Granville. The pantry has plenty of food and household products and encourages anybody who needs food to visit the pantry.

4-H members are accustomed to pledging their “health to better living,” which is no different during the current global health situation.

With a focus on managing the safety of event participants and the community, Bureau, LaSalle and Marshall-Putnam Counties 4-H has pivoted its traditional in-person 4-H fairs to an online virtual format.

4-H members will have an opportunity to exhibit their project work and be judged, providing vital learning feedback.

Participants will continue to receive the same awards and recognition they would if the fair were held in-person, including promotion to the state fair.

While they know this is not the outcome many wanted to hear, they are committed to the safety of its members and volunteers.

PRINCETON — The Down on Main Street concert originally scheduled for July 3, featuring the Joe Stamm Band, has been canceled.

This comes after careful consider-

ation for public health and safety and is in compliance with Gov. J.B. Pritzker’s five-phase plan to safely reopen the state.

ton Tourism, said: “We will continue to evaluate future street concert dates, and that it is our hope that future concerts will occur as scheduled.”

IN BRIEF 2021 Miss Illinois County Fair Queen Pageant canceled SPRINGFIELD — With many county fairs having to cancel due to COVID-19 restrictions, the Board of Directors of the Illinois Association of Agricultural Fairs voted to cancel the 2021 Miss Illinois County Fair Queen Pageant.

Contestants for the January competition would have been chosen at Illinois county fairs this summer. Current Illinois County Fair Queen Kelsi Kessler will remain throughout 2021 and give up her crown at the 2022 IAAF Convention and Pageant.

In addition, the board voted to cancel the state Talent Show competition, also held in January, due to many county fairs canceling and not having competitions this summer.

The 2021 IAAF Convention, scheduled Jan. 15-17, will still go on at the Crowne Plaza Hotel in Springfield.

The ever-popular Trade Show and Showcase of Entertainment is expected to be bigger than ever, as county fairs book entertainment and talent for their 2021 fairs.

NOTICE TO TAXPAYERS All property in Putnam County, other than farmland and coal, are assessed at 33.33% of the fair market value. Your property is to be assessed at the above listed median level of assessment for the assessment district. You may check the accuracy of your assessment by dividing your assessment by the median level of assessment.

(33.33%) The resulting value should equal the estimated fair cash value of your property. If the resulting value is greater than the estimated fair cash value of your property, you may be over-assessed. If the resulting value is less than the estimated fair cash value of your property, you may be under-assessed. Your assessment, less exemptions will be used to determine your 2020 payable 2021 property tax bill. For example: Take your equalized assessed value, subtract any exemptions to determine your net taxable assessed value. Take that times the most current tax rate to get an estimated amount of your property tax bill.

Taxpayers who consider their property incorrectly assessed need to contact the Supervisor of Assessments at 815-925-7238 to discuss their property. If you are not satisfied with the results you may file an assessment complaint with the Putnam County Board of Review by July 17, 2020.

YOU MUST FILE AN ASSESSMENT COMPLAINT WITH THE BOARD OF REVIEW TO PRESERVE YOUR RIGHT TO AN APPEAL. All assessment complaints filed with the Board of Review must be in writing using the forms provided by the board. Assessment complaint forms and instructions can be acquired from the Putnam County Supervisor of Assessments office in the Putnam County Courthouse at 120 N. 4th Street, Hennepin, IL. or downloaded and printed on line at co.putnam.il.us. exemptions if the property is your primary residence, you are liable for paying the property taxes, and in some instances, meet additional qualifications.

Owner Occupied Exemption: $6000 reduction in EAV Senior Citizen Homestead Exemption: this exemption is for people ages 65 and older $5000 reduction in EAV Senior Citizen Tax Freeze Exemption: is for taxpayers who will be 65 or older during the assessment year and have total household income of less than $65,000 for the prior year. This exemption freezes your assessed value NOT your property taxes!

Home Improvement Exemption: reduces the value by the amount of increase in assessed value due to improvements being added to an existing residential structure or a rebuilding of residential structures following a catastrophic event. This is a four year exemption for improvements up to $25,000 in assessed value.

Disabled Veteran’s Standard homestead Exemption: If the veteran has a service connected disability of 30% but less than 50% the annual exemption is $2500. If the service connected disability of 50% or more but less than 70% then the annual exemption is $5000.

If the service connected disability is 70% or more, then the residential property is exempt from taxation under this code.

Disabled Veteran Homestead Exemption: Specially adapted housing) up to $100,000 reduction in EAV if the federal government has approved payment to construct or modify your home if you are a 100% disabled veteran.

Returning Veteran Exemption: $5000 reduction in EAV the year that you return from an armed conflict and the following year.

Disabled Person: $2000 reduction in EAV if you meet disability requirements.
