Dead birds being accepted for West Nile virus surveillance, testing

Note to readers: The following information was released Friday by the Bureau, Putnam and Marshall County Health Departments.

Collecting and testing dead birds is an important component of the West Nile virus (WNV) surveillance program. West Nile virus generally appears in birds and mosquitoes before it is transmitted to humans; therefore, monitoring bird populations helps to predict when and where humans will be at higher risk for West Nile virus infections.

Your local health departments are now accepting dead birds for testing of WNV. The public is encouraged to help locate birds that may have died from the disease. Sick birds or birds that have been dead less than 12 hours may be eligible for testing. To qualify for testing, birds must meet these guidelines: Birds must be dead less than 12 hours (fresh) and the carcass must not have obvious signs of trauma (struck by a vehicle, window or animal attack), decay or strong odor.

Birds dying from WNV are usually found singly, scattered over a wide area. In contrast, birds that die from other causes (storm mortality, food poisoning, toxicants) often die in groups or clusters.

Eligible birds include: Crows, blue jays, house finches, house sparrows, robins; Perching birds such as blackbirds, bluebirds, catbirds, cardinals, goldfinches, finches, swal-

lows, wrens; hawks and owls.

Ineligible birds include: Waterfowl, gulls, vultures, turkeys, chickens or eagles.

Only adults should handle dead birds. Pick the bird up with gloves, tongs or a shovel. If you do not have gloves, insert your hand into a plastic bag like it is a glove, grasp the bird carefully and invert the bag over the bird. Each bird should be double-bagged in clear plastic bags.

The Bureau, Putnam and Marshall County Health Departments urge the public to take precautions to protect you and your family from mosquito bites. Outbreaks of West Nile virus (WNV) occur each summer in the United States, warmer temperatures mean more mosquitoes. Take these common precautions to minimize mosquito bites this summer: • Avoid being outdoors at dusk/ night and early morning, when winds are light and mosquitoes are active.

• When outdoors during these times, wear light-colored clothing and apply insect repellent.

• Ensure that doors and windows have tight, properly fitting screens.

• Eliminate all sources of standing water that support mosquito breeding (i.e. bird baths, wading pools, and flowerpots, tires, cans, buckets, clogged gutters, abandoned swimming pools, etc.) on your property.

This is especially important because

large numbers of mosquitoes that carry WNV can emerge from even one shallow container of stagnant water.

Community Foundation receives grants to combat COVID-19 impact The Starved Rock Country Community Foundation was selected as a Round 1 and Round 3 grant recipient of the Illinois COVID-19 Response Fund, receiving a total of $125,000 to distribute to area social service agencies providing frontline help to those most impacted by the COVID-19 virus.

Julie Sloan, Illinois Valley United Way; Beth Palm, Streator Area United Way; Kim Scott, Bureau County United Way; and Shelli Ocepek, United Way of Eastern LaSalle County joined SRCCF President Pamela Beckett to evaluate

the applications received in the grant approval process open to all non-profit human service providers in LaSalle, Bureau, Putnam, Livingston and Marshall counties.

The Illinois COVID-19 grant funding was distributed to the following organizations, and in some cases, additional grants were made from the Community Foundation’s local COVID-19 Relief Fund: Arukah Institute for Healing, A Servant’s Heart, Boys and Girls Club, Bureau County Food Pantry, Crossbridge Community Church, Educate 35, Futures Unlimited, Heartland

PRINCETON — Five new coronavirus cases have been confirmed in Bureau County.

On June 3, the Bureau, Putnam and Marshall County Health Departments reported that a 17th resident of Bureau County, a female in her teens, had tested positive for coronavirus disease (COVID-19).

Public health officials were notified of a positive test, according to state and local public health protocol. The teenager is recovering in isolation at home at this time.

Then on June 5, the health department reported that four additional residents of Bureau County had tested positive for COVID-19. Public health officials were notified of positive tests, according to state and local public health protocols.

The individuals include a female in her 40s, a male in his 40s, and two females in their teens. All are recovering in isolation at home at this time. They are the 18th, 19th, 20th and 21st Bureau County residents to test positive.

Public health officials are in the beginning stages of the investigations and are working to identify individuals who were in contact with the case. Federal privacy restrictions prohibit the release of any additional information regarding this case. No further information regarding the investigation is available at this time.

There have now been 27 confirmed cases of COVID-19 in the counties served by the Bureau, Putnam and Marshall County Health

Departments.

Bureau County has had 21 confirmed cases, including one death.

Marshall County has had five confirmed cases. Putnam County has had one confirmed case.

The first case in the three-county region was reported in Marshall County on March 23.

Exploring clinical care capabilities and offerings

PRINCETON — As Perry Memorial Hospital and the city of Princeton continue the due diligence process with OSF HealthCare to determine whether a transfer of ownership of the hospital will occur, learning and exchanging information about clinical care models is occurring along the way.

OSF HealthCare is known for its digital health capabilities where advanced videoconferencing technology is used to connect patients to specialists who may not physically have an office in certain communities.

OSF Digital Health has proven beneficial as it allows patients to access the right specialist for the care they need without having to leave their local communities. This quick access also helps ensure an accurate and timely diagnosis and the most appropriate and reliable treatment options.

One program OSF HealthCare has deployed across several of its loca-

tions is an eICU called OSF ConstantCare. OSF ConstantCare combines expert medical staff, digital technology and compassionate care to help hospitals provide the highest level of quality care to patients in intensive care units.

Vital signs, medications, blood test results, X-rays and other important information are monitored remotely by a specially trained team of critical care doctors and nurses who complement the local care team. Digital health services include neurology, cardiology, pediatrics, and more. Perry Memorial Hospital does not currently have an eICU and adding this capability could result in keeping more patients close to home versus transferring them to another community.

Another tool that OSF has made available across several communities is called SilverCloud, which is a secure, anonymous and interactive platform to help community members manage the feelings and causes of depression, anxiety and stress.

Virtual visits are another option

employed by OSF for the benefit of patients during the novel Coronavirus (COVID-19) pandemic. In fact, OSF managed more than 50,000 COVID encounters during the first 31 days of the crisis. Some of the digital tools OSF HealthCare has recently implemented include: • Clare, the virtual assistant chatbot on osfhealthcare.org, which is equipped to begin screenings and educate the public about COVID-19.

• Patients can also call the COVID19 Nurse Hotline at (833) OSF-KNOW (833-673-5669). It is staffed by OSF nurses around the clock.

• OSF COVID Companion is a free text messaging tool that the public can use to screen and track COVID symptoms. To sign up, text OSF Track to 67634 and follow the prompts.

As health care continues to evolve and strategic partnerships are formed, more resources between organizations can be shared for the benefit of patients and their communities.

Smaller facilities will be increasingly able to offer resources typically

only found in larger cities. Additional information and due diligence progress will be shared soon.

Curbside pickup continues at food pantry through July GRANVILLE — Throughout the COVID-19 pandemic, the Putnam County Food Pantry has remained open, thanks to Michelle Carboni and a group of dedicated volunteers.

According to Judy Hopkins, vice president of the Putnam County Food Pantry, through July

the pantry will continue curbside pickup. Clients line up in the pantry parking lot and are greeted there by a volunteer. Based on the number of people in the client’s family, bags of food are then placed in the client’s car trunk.

The Putnam County Food Pantry is open every

Saturday from 8:30 to 10:30 a.m. to anyone who lives in Putnam County. It is located in the Granville United Church of Christ, 103 N. Church in Granville. The pantry has plenty of food and household products and encourages anybody who needs food to visit the pantry.

Police said he tried to enter the burning pet store building

BY KIM SHUTE Shaw Media PRINCETON — A Hennepin man was arrested May 30 during a fire in downtown Princeton for refusing orders to stay out of the building, according to authorities.

James Boekeloo, the brother of Tanks/Boek-el-Zoo owner Lori Boekeloo, was taken into custody after police said he attempted several times to enter the building to rescue animals while firefighters were actively fighting the blaze. He also is accused of having struck or shoved a Princeton police officer.

Boekeloo was taken to Bureau County Jail as a result of the incident.

Bureau County State’s Attorney Geno Caffarini on Sunday afternoon said he still is reviewing charges from the incident.

A group of friends of Jimmy Boekeloo gathered Sunday at the Bureau County Courthouse to protest his arrest. Boekeloo was taken into custody Saturday evening after fire broke out at Tanks/Boek-el-Zoo in Princeton and police said he disregarded orders to stop entering the building.

said they came to the courthouse to protest in support of their friend.

“That was his sister’s store, and he’s not going to stand there and let them stop him,” he said.

Attorney Kristen McDaniel, who was present, said she will be representing Boekeloo pro-bono. McDaniel said attorney Brad Popurella also stepped forward to take his case.

Hennepin man arrested during Princeton pet store fire shoved an officer, police said

‘While his efforts are noble, they were extremely dangerous’ Shaw Media PRINCETON — Princeton police issued more information about a Hennepin man who was arrested May 30 during a downtown fire at a pet store, stating he shoved a police officer twice, then resisted arrest.

While conducting crowd control efforts, James F. Boekeloo, 50, of Hennepin refused to listen to the officers’ orders to stay away from the building, police said.

Officers were notified by firefight­ ers within the building, who active­ ly were fighting the fire, of a man who had entered and was refusing to leave.

According to police, an officer approached the front of the building and asked the man to come outside.

He refused to comply with the offi­ cer’s request, police said. Additional orders were given to the man to exit, and he finally complied.

As Boekeloo was exiting the building, he shoved the officer who had given him the order to exit, police said. The officer then advised Boekeloo he was going to place him under arrest. When the officer approached him again, he shoved the officer again in the chest, according to police.

Another officer came to assist in the arrest; however, Boekeloo con­ tinued to resist, police said. Firemen who were outside of the building came to assist, ultimately placing Boekeloo under arrest.

No one was injured during the arrest. Officers only used their hands to place Boekeloo on the ground where, after further resis­ tance, he was handcuffed. He was not struck or tased by the officers, according to police reports.

Initially, Boekeloo was charged

with obstructing justice and aggra­ vated battery to a police officer, which is a felony.

On Sunday, a group of people gathered at the courthouse to pro­ test Boekeloo’s arrest.

Boekeloo, who is the business owner’s brother, was attempting to rescue animals from within the burning structure at the time of his arrest.

“While his efforts are noble, they were extremely dangerous,” Prince­ ton police said in a released state­ ment. “At any time, he could have been injured, causing firefighters to pause their firefighting efforts to rescue him. Fortunately, that did not happen.

Boekeloo’s charges will be reduced to misdemeanor battery, obstruct­ ing police/fire and resisting arrest.

Boekeloo is free on bond pending his next court date.

“I understand this situation was emotionally charged. I understand Boekeloo’s intentions were to res­

cue animals from within the build­ ing. That does not excuse his actions towards the police officers and fire­ fighters working to save his sister’s business,” police said.

On Sunday, a man threatened to cause problems in Princeton over the arrest of Boekeloo, police said. Specifically, the man stated he would burn down buildings in Prince­ton and riot. The on-duty ser­ geant spoke to the man and advised him he was allowed to peacefully protest if he wished. Ultimately, a peaceful protest occurred near the jail and courthouse on Sunday.

“We are saddened by the loss of animals’ lives and by the damage caused to one of our valued local businesses,” Princeton police said.

“We are also inspired by the com­ munity efforts displayed that night and the following day to help the businesses impacted by the fire. It is our hope [the owner] is able to rebuild and reopen as soon as pos­ sible.”

HENNEPIN — Stephen W. Voss, “Too Tall,” 62, of Hennepin passed away on Tuesday, May 26, 2020, at his home.

A celebration of life will be held at a later date because of the current pandemic. Dysart-Cofoid Funeral Chapel will be assisting the family with the arrangements.

Steve was born on October 11, 1957, in Joliet to Robert Lloyd and Christina (Wondrasek) Voss. He married Jolene “Jo” Gregory on October 28. They have been together for 31 years.

He graduated from Joliet West and attended IVCC College. Steve was a self employed carpenter for over 45 years. He was also an altar

boy in the Catholic Church for many years; and was a devout Frisbeetarian.

Survivors include his wife, Jolene “Jo” Voss of Hennepin; 13 children, Spencer, Mic, Mel, Natasha, Margaret, Allison, Venessa, Sean, Nathan, Nikita, and two grandchildren, Penelope and Braxton. Also including his other three children, Jonathan Voss, Stephen W. Voss Jr. and Rachel (Voss) Hornsby, and five more respected grandchildren. Also, two sisters, Carol and Sharon Voss; and one brother, Sonny Voss.

He was preceded in death by his parents.

The following statement was released by Illinois Sheriffs’ Association on May 28: Today, the Illinois Sheriffs’ Association (ISA) filed suit against Governor J.B. Pritzker and the Illinois Department of Corrections for their refusal to accept transfers of parole violators or convicted individuals from jails across Illinois.

On March 26, Gov. Pritzker unilaterally suspended all admissions to IDOC facilities in response to the global COVID-19 pandemic. At the time, the leaders at IDOC said they needed time to prepare and install proper intake procedures to reduce the spread of the virus from inmates transferred out of county jails. However, no such preparations have been made or implemented, despite repeated discussions between members of the ISA and IDOC. Rather than working together with the sheriffs to find ways to uphold the law while reducing the spread of COVID-19, IDOC has simply shut its doors.

This has left the sheriffs to bear not only the burden of protecting their detainees and county-sentenced inmates from the threat of the virus, but also those who rightfully should be in the custody of IDOC at a time when space and inmate population are critical components to battling the spread of the virus. Jails continue to accept new arrestees and manage the spread of the virus simultaneously.

Since March 26, IDOC officials have repeatedly denied requests from sheriff’s offices to transfer individuals to the agency’s custody.

Currently there are hundreds of individuals being held in jails across Illinois instead of a state correctional facility simply because Gov. Pritzker and IDOC have decided to wall themselves off rather than work with their fellow law enforcement partners to address the issue.

The task of safely housing detainees amid this unprecedented pandemic is challenge enough for Illinois sheriffs without having to also shoulder IDOC’s responsibilities as well.

DePue Boat Races canceled because of COVID-19

DEPUE — Over the past few months, members of the DePue Men’s Club discussed what to do about the Lake DePue Pro National Championship Boat Races amid the coronavirus pandemic.

This week, club and race officials made the decision to cancel this year’s races.

“With everything going on with COVID-19, that was a big concern,” said race chairman Paul Bosnich Jr. “Our biggest thing was liability. We didn’t know if we would be able to get a state liquor license or if the health department would let us open our (food) stands. Plus, we were concerned about the safety of people.

“We hated to cancel, but we thought it was in the best interest for everybody.”

DePue Men’s Club president Steve Solorio called the decision tough but inevitable in a news release issued by the U.S. Title Series.

“Many, if not all, of our area festivals have already canceled,” the release said. “For everyone’s health and safety as well as the club’s financial responsibility, it’s the right decision. We expect to come back strong next year.”

Bosnich Jr. said canceling the event, which draws racers and fans from around the country, is a blow to the men’s club and the community.

“It’s a big impact on DePue,” Bosnich Jr. said.

The races, which begin on a Wednesday with testing and run through a Sunday, serve as a homecoming for DePue residents, with events surrounding the races such as a 5K, reunions, beer gardens and live entertainment.

“Everybody is devastated by what is happen-

ing,” Bosnich Jr. said. “We didn’t want to cancel, but it’s in everybody’s best interest. There was a big reunion planned with (multiple) classes.

There are people who come back in town who haven’t been back in years. There are a lot of people who you don’t see during the year who you do see during the races. Sadly, that will be missed.

“We’re going to work for next year and put on a show for the fans in 2021.”

In response to the prevention of the spread of Coronavirus (COVID-19), the Putnam County Community Center is closed to the public until further notice.

MORRIS — State Sen. Sue Rezin (R-Morris) released the following statement in response to the protests across the country and the need for change: “What happened to George Floyd was unconscionable. The death of an unarmed black man by police is becoming too common of a sight, and Americans are rightfully upset and have the right to protest and peacefully assemble to voice their pain and demand change. “In the last several days, we have watched hundreds of thousands of people protesting for positive change to only have their peaceful protests repeatedly hijacked by professional agitators with their own agenda. These agitators are determined to infiltrate peaceful protests and turn them violent — regardless of the cause. “These criminal elements of outside agitators are a persistent enemy to the movement for positive change.

They are a powerful enemy to social justice and healing — everything that 99 percent of protesters advocate for so strongly. “The protest hijackers don’t want peace. They thrive on violence and

glom onto every opportunity to hijack peaceful movements to bolster their misguided agenda while endangering the lives of our law enforcement and the livelihoods of our communities. “Many people are currently hurting in our country, but harming others and damaging property will only lead to more pain. In our state, small businesses have been struggling to stay afloat due to the coronavirus pandemic and may never recover.

Very few can afford to rebuild at this time. “Violence is always the wrong way to accomplish change. Turning peaceful protests into rampages of crime is a crime not just against property but is a crime against the cause of social justice. “Community and government leaders must listen heavily and then take long-overdue action to deal with systemic and reoccurring racial problems that DO exist in our country. “The history of our nation consists of pivotal moments in time that will shape who we are for generations.

THIS IS ONE OF THOSE MOMENTS. Our kids are watching and learning.

“This is the time to change, but to truly accomplish meaningful change, we must be willing to openly and honestly engage with each other. ‘No one learns only by staring in the mirror. We all learn, and are sometimes transformed, by encountering differences that challenge our own experience and assumptions.’ These words by university professor Marty Linsky exemplifies the need for our community and leaders to come together to find a better solution.�

Tim and Nadine Parmenter are announcing the graduations of their daughters, Elizabeth and Rebecca.

Elizabeth, of Otisco, Ind., formerly of Joliet, graduated from Henryville High School in Henryville, Ind. She will attend Purdue University and study engineering.

Rebecca, of Otisco, Ind., formerly of Joliet, graduated from the University of Notre Dame, majoring in pre-medical studies with a minor in anthropology.

They are also the granddaughters Nancy Parmenter of Granville, and the great-granddaughters of the late Anne and Arnie Madson of Granville, and the late Nancy and Rollo Parmenter of Hennepin.

MCNABB — Putnam County Junior High School sixth-graders Beckham Baker, Drew Carboni and Annamae Smith completed the 2019-20 Rebecca Caudill Reading Challenge.

Even with all that schools and students are going through right now, these three sixth-graders had a goal in mind from the beginning of the school year, and they accomplished it by the deadline of May 1. They read the 20 books, completed story balloons and passed the tests.

These three students’ names will be added to the plaque at the junior high and they will receive a medal for their accomplishment.

NASHVILLE — Pamela Needs of Peru qualified for the spring 2020 dean’s list at Belmont University. Eligibility is based on a minimum course load of 12 hours and a quality grade point average of 3.5 with no grade below a C.

A virtual commencement exercise was held on May 9.

GRANVILLE — The 2020 Hopkins Alumni Scholarship winners have been announced. Tianna Green received a $1,500 scholarship award, and Katrien Holocker, Lucas Olson and Dylan Zupec each received $1,000 scholarships.

Green is the daughter of Tami Green of Standard. Her family includes an older brother, Dominick. During her four years at Putnam County High School, she participated in Panteras, National Honors Society and PACC. She volunteered service at junior high track meets, church pancake breakfasts and senior center activities as well as working part-time at Target. Her future plans are to attend Illinois Valley Community College and then pursue a degree in business and psychology at a four-year university.

Holocker is the daughter of Aaron Holocker and Alexis Chambers of Granville. Her family includes two younger siblings, Mavrick and Enzo Holocker.

She has attended all 12 years of school in the Putnam County school district. During her years at Putnam County High School, she has participated in Panteras, track, theatre and National Honors Society. Her volunteer work includes helping with local area run/walks, church Sunday schools and blood drives for NHS as well as working part-time at Target and Tastee Freez. Her future plans are to attend Illinois Valley Community College and transfer to Northern Illinois University for a degree in elementary education and a minor in psychology.

Olson is the son of Michael and Amy Olson of Granville. His family includes his brother, Chad, and sister, Payton. He has attended all 12 years of school in the Putnam County school district.

During his four years at Putnam County High School, he has participated in basketball, baseball, golf, PACC and National Honors Society. During

the summer, he has also been a volunteer Little League coach as well as doing part-time custodial work for the school district. His future plans are to attend a junior college while playing baseball and then a four-year university to study pharmacy or law.

Zupec is the son of John and Kelly Zupec of Granville. His family includes his sister, Ashley, and brother, Devin. He has attended school in the Putnam County school district since second grade.

During his four years at Putnam County High School, he has participated in Illinois state Sen. Sue Rezin’s Youth Advisory Council and National Honors Society; did an independent study of computer science and programming; and also volunteered at the Putnam County Food Pantry.

His future plans are to attend Illinois Valley Community College and then transfer to a four-year university to study electrical engineering.

HONORING SENIORS

Scholarship contest winnings awarded to PC student HENNEPIN — The Community Bankers Association of Illinois (CBAI) Foundation for Community Banking has selected its 2020 Annual Scholarship Program winners.

Now in its 34th year, the program offers $21,000 to 24 high-school seniors via an essay‑writing contest; $500 is also awarded to the first‑place winner’s high school.

This year, 90 CBAI member banks representing 246 students statewide, participated in the contest.

North Central Bank has announced that Megan Brooker, a 2020 graduate of Putnam County High School, has been named the first-place winner for Group 5; the bank sponsored Brooker for the contest. She has been awarded a one-time $1,000 scholarship to be used for higher education beginning next fall.

University of Illinois Extension is honoring the seniors of 2020 The University of Illinois Extension Bureau, LaSalle and Marshall-Putnam 4-H honor the seniors of 2020.

Cassandra “Cassie” Johnson is a member of the PC Progressors, M-P Federation (officer), Marshall-Putnam 4-H Ambassador, Tech Changemakers and, over her 4-H career, participated in Shooting sports, Sooo 4-H Sewing SPIN Club and Teen Teachers.

Her favorite project is usually a project in visual arts. “I like to express my creative side. I really like creating my clay/ceramics projects.”

While in 4-H, Johnson learned how to be speak up and take charge.

She learned about leadership, community service and she said,

“4-H has made her into who she is today.”

“It’s hard to pick a favorite memory, but I loved spending time with my club at our fun night and countless events during fair week,” Johnson said.

Johnson’s advice to younger 4-H’er is “don’t be afraid to try new things, you may just find something you love.”

Johnson plans on going to Illinois Valley Community College and transferring to a four-year college and major in graphic design.

When asked if she had anyone she would like to thank, she replied, “I would like to thank my parents, Tonni Wink, Margy Mattern, Anne Scheel and so many others who has helped me in any way.”
