Board approves $78,000 in personnel spending cuts County budget deficit still in the $500,000 range

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — During the Putnam County Board’s special meeting on Monday, June 3, members approved an amended budget with more than $78,000 in personnel cuts in an attempt to minimize the county’s deepening financial distress.

While those cuts will have an impact on those affected, Board Chairman Steve Malavolti estimated the county’s budget deficit will still be in the neighborhood of $500,000.

“The county board will continuously be looking at the budget for this year, and we will amend it accordingly, as needed. Basically, we need Steve everyone to minimize Malavolti spending as much Chairman, as possible,” he said Putnam before an executive County Board session.

As of May 31, halfway through the fiscal year, Malavolti reported the county has spent more than $1.4 million and that current calculations forecast a revenue total of approximately $2.9 million.

The county borrowed another $25,000 in May from the county’s Federal Aid Matching Fund to meet monthly payroll expenses. The total of interfund loans from that fund is up to $150,000, and up to $330,000 has been previously approved.

The debt will have to be paid back when tax revenue is received in July, and the county will also have to pay back the $250,000 it borrowed from its highway fund.

It is estimated that will leave the county with only about $100,000 to move forward.

At the end of April, Putnam County Treasurer Kevin Kunkel reported a total balance of roughly $88,000 across all portions of the General Fund. The county is spending more than it is taking in, with fiscal yearto-date balances at that time reported to be $715,121.49 in revenue and $1,275,318.38 in expenses.

Kunkel previously presented the

board with years of monthly reports he had submitted to the board addressing the county’s financial status. He has also discussed the yearly auditor’s reports warning of a building financial crisis.

“In 2008, we had a carryover of $1.5 million. That’s tremendous for a county this size. But, if you go through the audits since 2009, for seven of those nine years, the county has spent more than we’ve taken in. The auditor even had two pages in their 2011 audit to point this out. If you add up the overages of those seven years, it’s $1.5 million,” Kunkel previously said.

The cuts targeted the offices of the county clerk, circuit court clerk, sheriff and the probation officer.

Changes to health care benefits were discussed during previous meetings, but the board decided to leave them in place for now. However, without new revenue, those benefits might have to be reduced in the future because they are a major expense for the county.

Personnel spending cuts The five budgeted line items targeted by the board include the deputy court clerk, which will drop from $28,865 to $15,543; election judge spending, which will decrease from $12,000 to $5,925; “other election help,” which will drop from $2,550 to $1,174.98; parttime salaries in the probation office will be lowered from $16,068 to $8,484.50; and the largest reduction will be from “other salaries

and overtime” from the sheriff ’s office, which will drop from $480,919 to $430,919.

These cuts were effective immediately, and the officeholders will be responsible for making changes to their staffs.

Despite a small amount of new revenue approved last month and the new and previous expense cuts, the county still faces a lengthy financial challenge it likely won’t be able to solve through spending reductions alone.

More revenue needed Both Kunkel and Supervisor of Assessments Tammy Mehalic have previously said the county had, on several occasions, decided to bypass additional revenue it was entitled to have collected over the years.

However, while this benefited residents at the time, the county’s financial future will again require citizens to consider a tax increase.

Persuading the public of the county’s financial situation and the need for additional revenue will be the board’s next challenge. Board members previously said there would be a need for multiple town hall-style meetings and community forums to properly educate and inform the public.

On Nov. 6, 2018, the county tried to raise revenue through an election referendum to increase the corporate tax rate from .37 to .67, but it was rejected by more than 75 percent of voters. While 620 voters approved of it, 1,882 opposed the increase.

At the .37 rate, the county collects about $553,000 a year. The increased rate would have collected about $1.04 million. If approved, it would have closed the current budget deficit and likely prevented staffing cuts and discussions of benefit reductions.

The board has yet to begin work on a new taxation referendum to present to voters, but the deadline to file for one to appear on the March 2020 ballot is in August.

The next regularly scheduled Putnam County Board meeting will be at 5:30 p.m. on June 10.

Dead birds signal presence of the dangerous disease

component of the West Nile virus surveillance program.

West Nile virus generally appears in birds and mosquitoes before it is transmitted to humans. Therefore, monitoring bird populations helps to predict when and where humans will be at higher risk for West Nile virus infections.

The public is encouraged to help locate birds that might have died from the disease. Sick birds or birds that have been dead less than 12 hours may be eligible for testing. To

According to a news release issued by the departments, collecting and testing dead birds is an important

To help local residents stay informed about the wide variety of health care and assistive products and services there are, the Putnam County Community Center (PCCC) held its annual Senior Health Fair on May 30.

“This event is important because it helps our residents to be aware of how many benefits and services are available to them and they’re often easily overlooked,” PCCC Outreach worker Janice Holst said.

The fair hosted booths that included product demonstrations, health information and other help from representatives of the U of I Extension, Social Security, Axline Pharmacy, St. Margaret’s Hospital, Perry Memorial Hospital, Western Illinois Area Agency on Aging, PCCC Outreach, Illinois Valley Center for Independent Living (IVCIL), Caring Friends Alzheimer’s support group,

“I’m very interested in nutrition, so I loved being able to speak with the U of I Extension people because they offer such great help and informational programs about healthy eating,” Nancy Antkowiak of Peru said.

Prizes included gift cards from Hy-Vee and Dollar General, a Sally Sue’s coffee basket, a collection of herbs from the Illinois Valley Herb Guild and a decorative flower pot.

Anna Dragoo, of the Western Illinois Area Agency on Aging, which serves 10 counties, said she had been asked frequently about their fall

prevention and mobility program, which helps seniors learn the dangers of accidental falls and how to best avoid them.

“We understand that no one wants to leave the home they’ve been in for most of their lives to go live in a nursing home, and the training we offer can help prevent avoidable falls,” she said.

Liz Bedford, of the IVCIL, said age-related hearing loss is common and that help is available through a program that provides free amplified phones to those who qualify.

Vanessa Hoffeditz, of the Tri-County Opportunities Council, was there to help with a variety of assistive programs, but reported she had shared the most information about the council’s Foster Grandparent program. This program allows seniors to work in schools to help students and also provides them with a small stipend that is exempt from other income limits.

St. Margaret’s nurses were on hand to not only answer a variety of health care questions, but to also provide easy blood pressure and blood sugar tests.

Recycling lessons more important than ever Students use creativity and imagination at annual expo

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — Putnam County Elementary School recently hosted its 18th annual Trash to Treasure Expo. With global pollution and the challenge to find effective ways to deal with overwhelming amounts of waste, this event is more relevant than ever.

This project challenges fourth-grade students to find castoff materials around their homes and transform them into something new and useful.

During the event, the students bordered the gymnasium with their projects and shared the details with a large crowd of family, friends and staff who had gathered to view the dozens of items, which included bird feeders, a dog feeder, a floor mat, wall art, a light display, yard art, a

bank, Foosball table, tote bag and more.

“It helps the students realize they can use items considered trash to make new and useful things,” fourth-grade teacher Val Peterson said.

This successful annual project incorporates elements from the social studies, science, English and writing curriculum as the students have to be able to explain and write about their creations and the work involved.

“Every year the students surprise me with something new. They’re always so creative,” Peterson said.

For his framed wall art, student Jaxon Weger used a variety of bottle caps collected from several local establishments to create an eye-catching and accurate replica of the Chicago Cubs logo.

“There’s so much pollution, it’s going to be bad for all of us. The Earth isn’t healthy, and we need to do something to help it,” he said.

The Trash to Treasure Expo also encourages students to continue with other recycling and repurposing projects.

“They see what their friends have made, and a lot of them go on to make each other’s projects afterwards for themselves. They always have a lot of fun with this project,” Peterson said.

Student Miley Dolder used old garden hoses and cable ties to construct an appealing and durable floor mat. The project caught the eye of many adults who appreciated the idea since every household likely has an old hose or two lying around.

“I liked using my imagination with this project. This was an important assignment because there’s so much pollution everywhere,” she said.

Fourth-grade teacher Debbie Ward said she enjoys seeing the creativity students use with their projects.

She added the lesson also teaches them the importance of planning, time management and, of course, to be environmentally friendly, saying, “This is their world, and they need to know they can make an impact towards making it a better place.”

The Putnam County High School Band performed in both Granville and Hennepin, and local members of the VFW and American Legion posts conducted color guard ceremonies and rifle salutes.

MARK — Rose Marie Niewinski, 89, of Mark passed peacefully on Tuesday, May 28, 2019, in her home.

Rose was born July 18, 1929, in Mark to Peter and Mary (Riva) Ellena. She married Francis J. Niewinski Sr. July 18, 1953, at Sacred Heart Catholic Church in Granville.

She graduated from Hopkins High School and worked at Westclox in Peru. Her biggest joy in life was being a grandmother and a mother.

Survivors include her husband, Francis J. Niewinski Sr. of Mark; one son, Frank (Julie) Niewinski of Mark; one daughter, Linda (Bernard Mertes) Beattie of Mark; five grandchildren, Stephen Beattie, Courtney Obermiller, Michael Beattie, Taylor Niewinski and Alex Niewinski; and eight great-grandchildren.

PERU — Barbara A. (Adrian) Erjavsek, 91, of rural Peru passed away Saturday, May 25, 2019, at OSF St. Francis Medical Center in Peoria.

Barbara was born Nov. 18, 1927, in LaSalle to Joseph and Veronica (Hybki) Adrian. She married Stanley V. “Stizz” Erjavsek on May 27, 1951, in LaSalle.

Barbara was a member of Sacred Heart Church in Granville. She was employed through the years at Wesclox in Peru, Blakeley’s Department Store in LaSalle and retired from Debo’s Hardware in Peru. She loved to bake and enjoyed sharing her goodies with family and friends. Her greatest joy was spending time with her grandchildren and great-grandchildren, and visiting her friends.

Illegal consumption At 9:45 p.m. on May 24, the Putnam County Sheriff’s Office charged Anthony M. Kerivan Jr., 19, of Hennepin, Dominic L. Green, 19, of Standard, Jace B. Schorn, 19, of Granville and a 16-year-old from Hennepin with illegal consumption of alcohol by a minor.

Stolen road sign At 12:20 p.m. on May 25, the Putnam County Sheriff’s Office arrested and charged Justin J. Lyons, 21, of Tonica and Austen M. Biskie, 19, of Spring Valley with theft under $500. Lyons and

Biskie were charged following a brief investigation into the theft of a stolen road sign from Granville Township. They were released on a notice to appear and given a Putnam County court date.

North Central Behavioral Health Systems and Chestnut Health Systems have announced an agreement to improve access to both inpatient and outpatient substance use/addiction services for clients and communities served in North Central’s seven-county service area.

The agreement, effective May 1, will ensure that individuals will be linked through a new collaborative

process from North Central’s outpatient addiction programs to Chestnut’s detoxification and adolescent and adult residential treatment programs.

Clients from North Central’s service area receiving Chestnut’s services will also be referred back to North Central’s intensive outpatient and other substance use treatment services for local area follow-up.

“This new partnership with Chestnut will allow our clients and service area much needed access to detoxification and inpatient adolescent and adult residential treatment services not available locally and provide a better continuum of services for our clients receiving outpatient services who may need inpatient admission or linkage back to our treatment and recovery

services in the community,” Don Miskowiec, North Central’s chief executive officer, said.

North Central Behavioral Health Systems Inc. provides a comprehensive continuum of mental health and addictions services through eight service sites across seven counties, with offices in LaSalle, Ottawa, Streator, Princeton, Macomb, Canton, Lacon and Toulon.

Solicitation of sex cases for ex-Sandwich mayor, others delayed

BY BRENT BADER Shaw Media OTTAWA — The court proceedings of former Sandwich Mayor Richard A. “Rick” Olson on charges of soliciting sex from a woman he thought was a prostitute has been continued into July.

Olson, 66, Sandwich, was charged along with eight other men as the result of a sting operation conducted by the LaSalle County Sheriff ’s office in March.

Olson made his first court appearance Friday morning where court proceedings were continued to 9 a.m. Wednesday, July 10.

Olson was a longtime police officer who had served as Sandwich’s police chief for 16 years. He was elected mayor in 2013 and was in the middle of his second term when he resigned shortly after charges were made against him.

Also charged in the operation was Illinois Valley Community Hospital’s Vice President of Operations

and Physician Services James G. Schaefer, 53, of Peru, and a Putnam County public defender Roger C. Bolin, 65, Hennepin.

Others charged with solicitation of a sexual act as a result of the operation include Raul Barajas, 40, Peru; Dustin A. Meredith, 29, Streator; Joseph P. Hanley, 57, Earlville; Wiley M. Sawyer, 18, Waterman; Richard Peradotti, 55, Peru; and Alphonso T. Thompson, 33, Streator.

In addition to the soliciting charge, Bolin was also charged with battery.

The LaSalle County Sheriff ’s Office used a female informant posing as a prostitute for most of the sting operation. Websites were used to set up meetings at hotels in Ottawa and Peru.

LASALLE — Stage 212 in LaSalle will offer two children’s theater workshops early this summer.

“Theatre Basics Workshop,” led by instructor Phil Grant, will meet from 12:30 to 2 p.m. Monday, June 17, through Friday, June 21, and is for students entering grades 2-4 in the fall. The workshop covers all the basics of the theater experience and will allow children to dabble in creative drama activities. The cost of the workshop is $60.

“Audition Bootcamp” will meet from 2:30 to 4 p.m. June 17-21, and

is for students entering grades 5-9 in the fall. Instructor Phil Grant will prepare young actors for what to expect at their next audition, with an emphasis on singing, dancing and acting. Skills learned will apply to any audition, but the workshop will focus on the upcoming “Dear Edwina, Jr.” auditions. The cost of the workshop is $60.

Officers installed for Chief Senachwine chapter of NSDAR HENRY — New officers were installed at the closing meeting of chapter year 2018-19 of the Chief Senachwine Chapter NSDAR, called to order by Regent Nancy Gillfillan at the Meeting Place in Henry on May 4.

Serving for the next two years will be Dolores Dace, regent; Diane Zimmerman, vice regent; Diana Williamson, chaplain; Nancy Gillfillan, recording secretary; Carrie Schwiderski, corresponding secretary; Wendy Welch, treasurer; Sharon Bittner, registrar; and Florence Finfgeld, historian/librarian.

The installation ceremony was conducted by Linda Poundstone, past regent of the Illini Chapter NSDAR, Ottawa. The special guest was Debra Coe, state historian.

Reports from the state conference, held April 26-28, were given by attendees who announced the election of member Sharon Bittner as state recording secretary. Yearly reports were filed by outgoing officers and chairmen. Nina Herridge of Lacon was voted as a chapter prospective and Rebecca Lock of Petersburg, District V director, was voted an associate member.

Members donated 27 packets of garden seeds to Hindman DAR School, located in Hindman, Ky., as part of the school’s “Seed Shower” and “Grow Appalachia” program. Packets are distributed to families throughout the area.

Discussion and votes were held on several bylaw changes to be considered at the national convention in Washington, D.C., on June 26-30.

The chapter presented a Historic Preservation Recognition Award to the Perdew Museum Association Board on May 26 on the museum grounds. On Memorial Day, flowers were placed at the Hennepin grave of Verne Greiner, World War I veteran whose grave was

Phi Theta Kappa is the only internationally recognized scholastic

honor society for students of community colleges. Membership is by invitation only and is based on scholarship, leadership, fellowship, and service. Membership in ICC’s chapter requires that a student complete at least 12 credit hours of college level coursework with at least a 3.5 grade point average. They must be enrolled at ICC in the semester for which they accept membership.

Freedom House offers Empowerment Program in June Freedom House’s annual oneday Empowerment Program for incoming fourth- through ninthgrade students will be offered free this June at eight locations in Putnam, Bureau, Henry, Marshall and Stark counties. This year’s theme is “Embracing Myself for All that I am Worth.”

One of the conferences will take place in Granville on Thursday, June 20, at Putnam County High School from 8:15 a.m. to 2:30 p.m.

Additional conferences will take

place in Spring Valley on Thursday, June 13, at Hall High School, and in Henry on Tuesday, June 18, at the Marshall-Putnam County Farm Bureau. Those conferences will take place from 8:30 a.m. to 3:30 p.m.

The program will provide students with the tools to strengthen self-esteem, set goals and acknowledge boundaries. The program for incoming students in sevenththrough ninth-grade will include combating negative self-talk, practicing self-compassion, self-respect,

assertiveness, surviving conflict and implementing healthy relationship dynamics.
