The ‘hardening’ of schools in a violent era Security expert offers advice, services to local schools

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — Mass shootings at schools have become so common that every school, no matter its size or location, must consider the possibility of the unthinkable.

During the May 21 Putnam County School Board meeting, board members were presented with several practical and affordable measures that would quickly “harden” the county’s schools against potential attacks.

The additional training would help everyone be more knowledgeable of what steps they’d need to take in the event of an attack, and also how to maintain control of their physical reactions.

It would additionally include instruction on providing emergency medical care to anyone who’s been wounded.

“Ten seconds is a long time if you know what to do with it, and 10 seconds is no time at all if you don’t,” he said.

He said his company makes the bulk of its money through multiple overseas government contracts with the military and intelligence communities, but has lately begun focusing on helping thousands of schools across the nation improve security.

Before Trudeau went into the details of his product, he first shared how some simple and fairly inexpensive items, such as fire extinguishers or strobe lights, can be used to great defensive effect.

He also offered to purchase them for the district if they were unable to afford them.

“It’s a misconception these people (shooters) want to fail. Failing is their biggest fear. They want to succeed and be all over the news.

We’re about breaking the attack cycle and helping you to gain the upper hand, and when you get the upper hand, you get more time to act,” he said.

He also realistically explained why an armed staff, not including a resource officer, isn’t the best security decision, and how it could quickly turn disastrous for teachers, students and responding officers during the chaos of an attack.

Trudeau offered to return and repeat his presentation to the board and anyone they’d like to invite from the community.

“If you really want your schools to be safer, you need a safer community,” he said.

If the district has Clear-Armor’s window coatings installed on any of its buildings, once a total of 2,500 square feet has been installed, Trudeau said he’d pay to provide the Guard 911 phone app to the district.

Guard 911 immediately syncs the administration with all law enforcement officers in the area in the event of an attack.

“Every cop in a five-mile radius, U.S. Marshal, ATF, Secret Service — any police officer will respond.

It doesn’t matter if they’re off-duty or on vacation, they’ll get an alert on their phone, and they’ll come here. And, I’ll pay for it myself. I don’t get anything from them,” he said.

He said 1,000 square feet, the average of what’s typically needed per building, of installed window laminate would take approximately three days at a cost of $25 per square foot. This would also include the initial training

workshops. Pricing is locked in, so schools can easily budget from year to year and improve their security gradually as they can afford it.

He also advised the district as what to do first, and to not widely publicize the specifics of new security measures in order to keep an attacker from being able to plan on how to circumvent them.

Clear-Armor has 66 crews with eight people in each, and Trudeau said the majority are veterans with combat experience.

Trudeau also didn’t mince words about the harsh realities of school shootings and the unfortunately common parental behaviors that have helped to create the disconnected youth who have begun to react violently.

“He said a lot of things we’ve all been thinking and would like to say,” Superintendent Carl Carlson said after the meeting.

The district’s Safety Committee seemed to take Trudeau’s advice and tabled its discussions until members could discuss the implementation of new safety measures in private.

Other board news: • As of May 21, the state owes the district $239,299.23 in mandated funding, including more than $140,000 for transportation costs and almost $62,000 for early childhood education.

• The board renewed the contract with Hillmann Pediatric Therapy.

Carlson said the rates were competitive and also included no travel charges since they are based in LaSalle.

• The district renewed its health care contract with Blue Cross/Blue Shield.

The rebirth of a wetland habitat Spring planting at Dixon Waterfowl Refuge’s newest tract shows recovery there is well underway

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — On June 15, visitors will be able to begin exploring the rolling hills of Sandy Hollow, the newest addition to the Dixon Waterfowl Refuge.

The 283-acre tract was far mland only a few years ago and has responded incredibly well to the early restoration efforts of The Wetlands Initiative (TWI), a non-profit organization dedicated to restoring the wetland environments of the Midwest.

“We’re seeing a lot of increased diversity, especially for it only being the third growing season since we began the restoration,” TWI ecologist Anna Braum said during the group’s May 19 spring planting event.

Located just south of Hennepin and the 3,000 acres of the wetlands, Sandy Hollow is comprised of a variety of rare habitats.

The site will be open to the public on June 15, and TWI has constructed trails through the rare prairie habitats that also link to the trails of the wetland area of the refuge.

• WETLANDS Continued from Page 6 Young oaks have been planted sporadically in the area, and as visitors move from one area to another, they’ll notice a change in plants, as well as the presence of different insects and singing birds.

Several volunteers traveled from the Chicago-area to help with the spring planting, and there was also a strong local presence.

“I’m here to see the birds,” Jeff Smith, of Woodridge, said.

While there’s little doubt Smith saw some songbirds he’d be unlikely to see in Woodridge, the group also had the pleasure of seeing a large flock of pelicans. Approaching from the south, they made low-flying circle over the prairie as they prepared to land at the nearby wetlands.

“I love coming out here because

it’s beautiful. It’s wonderful to stand in the middle of all of this and be surrounded by so much nature,” Princeton’s Mary Ann Smith, a regular TWI volunteer, said.

Eileen Jordan of Princeton was another of the several local volunteers who’ve enjoyed returning to the site and seeing the progression of the restoration efforts.

“I like that the work I’m doing here is going to last and is being done to help nature. One hundred years from now, the plants on this prairie will have grown from what I’ve helped plant today,” she said.

In early August, volunteers will have the opportunity to help The Wetlands Initiative conduct their second BioBlitz, a detailed survey of the wetlands biodiversity. During the first BioBlitz conducted in 2015, more than 675 species were identified, and both ecologists and volunteers are expecting to document

even more this year.

Individual surveys will include searches for fungi, birds, wildflowers, trees and shrubs, ants, bees, butterflies and dragonflies, aquatic invertebrates, fish, aquatic plants,

MARK — Paul E. Richardson, 77, of Mark passed away Monday, May 21, 2018, at St. Margaret’s Hospital in Spring Valley.

He was born Dec. 27, 1940, in Burkhart to Emery and Leota (Harbert) Richardson.

Paul was a laborer for National Metal Ware.

Survivors include one son, Roger (Shannon) Richardson of Hennepin; five brothers, Emery Richardson of LeRoy, Bill (Cathy) Sanders of Granville, Mike Sanders of Princeton, Jeff Sanders of Granville and Mark Sanders; two sisters, Shirley (Pete) Turchi of Spring Valley and Sharon (Donny) Egan of Sterling; five grandchildren, Sabrina, Jakke, Arica, Myah and Blake; and one great-grandchild.

He was preceded in death by his parents.

Paul’s family will be honoring his request to have direct cremation and no service.

Earlville residents arrested for heroin delivery

LASALLE COUNTY SHERIFF Accident At 10:42 p.m. on May 18, deputies investigated a single-vehicle accident on North 23rd Road in Eden Township.

A vehicle driven by Nathaniel Welch, 18, of Granville was westbound on North 23rd Road, east of Meridian Road, when he lost control, left the road and the vehicle rolled onto its side. Tonica EMS responded to the scene. There were also two male juveniles in the vehicle. There were no injuries and no citations issued.

SANDWICH — David W. Jaco, 28, and Breana L. Leppert, 30, both of Earlville, were picked up on LaSalle County warrants for unlawful delivery of a controlled substance in the 1300 block of North Main Street in Sandwich at 4:01 p.m.

According to a Tri-DENT press release, the arrest warrants were issued following a several month investigation into heroin sales in Earlville and Sandwich areas by

the Tri-DENT Drug Task Force.

During the investigation, Jaco and Leppert delivered heroin to Tri-DENT on several occasions.

Jaco and Leppert were transported to the LaSalle County Jail.

Jaco is being held on a $1 million bond, 10 percent to apply, for one count of unlawful delivery of a controlled substance, over one gram of heroin, a Class 1 felony, and unlawful delivery of a controlled substance, less

than one gram of heroin, a Class 2 felony.

Leppert is being held on a $500,000 bond, 10 percent to apply, for one count of unlawful delivery of a controlled substance, less than one gram of heroin, a Class 2 felony.

Appellate court calls for review of campaign spending

Shaw Media SPRINGFIELD — The state Board of Elections will revisit a complaint regarding former state Rep. Frank Mautino’s campaign spending after an Appellate Court decision was made Wednesday.

The 4th District Appellate Court in Springfield says the Frank state elections board Mautino should address MauIllinois auditor tino’s campaign general committee’s expenditures on fuel and car repairs, as well as expenditures at a local bank.

Mautino’s campaign spent more than $225,000 on gas and repairs

Board of Elections public information officer over a roughly 16-year period.

Last May, the board fined Mautino, of Spring Valley, $5,000 for failing to produce requested records, but it did not say whether the spending was proper.

The board, through its attorney, noted it was hampered to do so by the lack of records, and in turn, Mautino’s camp has argued it can’t produce records, because there’s no committee to do so.

Streator resident David Cooke, who filed the complaint, wanted that answer. He contested, for example, the committee was supposed to reimburse car expenditures through mileage, because it didn’t own or

The Board of Elections now must decide to bring the matter in front of its full board Tuesday, June 19, to consider evidence already presented, or if the matter should go back to a public hearing officer for additional evidence, said Matt Dietrich, public information officer for the Board of Elections.

“I’m not sure which of those two it would be, but that decision will be made in the next day or two,” Dietrich said. “We have to take some sort of action and have at least five board members weigh in one way or the other.”

Schwab, of the Liberty Justice Center, which is tied to the conservative Illinois Policy Institute, said their preference would be to go in front of the full board, because they believe they’ve presented enough information to the hearing officer.

“But if they want another hearing, we can do that, too,” Schwab said.

“Having the board decide seems reasonable and a way to save time.”

Either way, Schwab is calling the appeals decision a victory for his client.

Since the Board of Elections depends on citizens to make complaints, Schwab has argued the absence of a ruling on the expenditures — deemed the heart of the matter by his client — discourages future citizens from participating in the process.

Mautino, a Democrat, served as a state representative from 1991 until he resigned in 2015.

On Jan. 1, 2016, he took office as auditor general for the state of Illinois, a position he currently holds.

Santa Fe shooting: ‘So much suffering here’ Region previously hit by a hurricane SPRINGFIELD — Thirty years ago, I received my master’s degree, packed up my Ford and headed for an adventure in Texas.

I’d accepted a job as the education reporter for the Galveston Daily News and was assigned to cover nine school districts and a medical school.

My first day on the job, a fellow reporter, Doug Loveday, drove me to Santa Fe, a small town near Galveston. We ate lunch at the Busy Bee Café.

When we walked into the diner, all the men were wearing cowboy hats and boots. These weren’t fashion affectations. They wore them to work in the factories, oil refineries, building sites and shipyards.

Most of the folks in this town of 10,000 had calluses on their hands and took showers when they got home from work – not before they left.

As Willie Nelson and Hank Williams played in the background, Doug and I sat in the café, ate chicken fried steak and talked about the community.

The schools were good, the parents supportive and the churches strong. The town was so quiet that the newspaper never sent a reporter to review the daily arrest reports at the police station. After all, nothing ever happened in Santa Fe. Folks from Santa Fe could fit well in just about any downstate Illinois community. They work with their hands, love their kids and value their faith.

The town reminded me of my hometown of Galesburg.

Early last Friday morning, my computer began chirping. Prayer requests from friends in Galveston County poured in. These were earnest supplications, not those throw away “thoughts and prayers” lines you so often hear from so many politicians.

My first clue something was amiss was when a friend posted this: “My beautiful, beautiful niece is ok, but we are waiting for her boyfriend, whose been taken into surgery at the hospital. … but please pray for

everyone involved here. There are lots of families who are devastated here.”

I received that note, before word of the shooting made it on to the national news.

I remember wondering, “What is she talking about? A shooting?”

And then there were calls for blood donors. Later came more calls for prayers for the many victims. Pictures of grieving mothers and children soon filled my newsfeed along with fragments of information: Everyone’s favorite teacher shot dead. Blood in the hallways and classrooms. Children being carried on stretchers.

My friend Ted Hanley called from Galveston. He said first the police and ambulance sirens sounded as emergency personnel raced to the neighboring town. Then helicopters carrying the wounded kept roaring over his house. Later, a large gray van carrying the bodies rolled by his office on its way to the county morgue.

“It’s so hard to wrap my mind around. It was only seven or eight months ago when this community was hit by Hurricane Harvey. There has been so much suffering here already,” Ted told me.

LETTER TO THE EDITOR Let Hennepin do a trap-neuter-return program To the editor: Hennepin’s feral cats [“Feral felines have worn out their welcome,” Putnam County Record, May 23] present a perfect opportunity for a targeted trap-neuter-return (TNR) program.

TNR involves trapping outdoor cats, having them evaluated and spayed or neutered by a veterinarian, vaccinating them, and then returning them to the place they were found.

If friendly or socialized cats or kittens are trapped, they can be sterilized, vaccinated, and offered for adoption by a local group.

TNR is helpful for residents and feral cats.

It reduces nuisance behaviors among intact cats, such as aggression, yowling and spraying, through sterilization. Once cats are sterilized, they are less aggressive and are less likely to roam or vocalize because they are no longer looking for a mate. Less of these behaviors also leads to fewer nuisance calls to animal control, which saves time and taxpayer money.

Feeding bans, such as the one Hennepin is considering, actually create more nuisance behaviors while leaving the root problem unaddressed.

Perhaps, more important, the Jesse Tree has a team of grief counselors who will work with children at Santa Fe High School and with others in this community that has suffered much.

“I just keep thinking about the high school graduation coming up,” Ted told me. “There will be all of those students who won’t be there to graduate. This community will never be the same.”

Malnourished cats are more susceptible to diseases and parasites, and because feeding bans do not address reproduction at all, the malnourished cats will often give birth to sickly kittens who will suffer and die at a young age. The kittens who do survive will then go on to reproduce and create a whole new group of cats to be managed.

The village board should take the lead and offer an effective and humane solution for managing Hennepin’s feral cats by implementing a trap-neuter-return program. With the leadership of the board, a TNR program could create new partnerships between government and private businesses, local nonprofits, volunteers and the community, as well as helping, and managing, Hennepin’s feral cat population.

Lady Panthers end year with 3-0 sectional loss Walker coaches last game after 19 years at PCHS ABINGDON — Chris Walker will no longer be the head girls softball coach at Putnam County High School after 19 years.

Walker told his players after their 4-2 loss to Lewistown in the Abingdon 1A Sectional game on March 22.

The Lady Panthers finished their season with a 17-12 record.

Walker has amassed a record of 190-152 at Putnam County High School. He will continue coaching

at the junior high level until he retires from teaching in the near future, he said.

The Lady Panthers scored two runs in the fifth inning. Paige Veronda and Olivia Holmes drove in the team’s two runs.

Alivia Resurreccion took the loss, going four innings. She was tagged with a homer by Lewistown’s Shaeffer and scattered four hits.

She walked five and struck out three batters. Haley Cioni pitched the final three innings, striking out two, walking one and allowing two hits.

BY TOMMY ROSE Shaw Media BLOOMINGTON — Two teams of Panthers, one from Putnam County and one from LeRoy, tangled Wednesday in the 1A sectional semifinals at Illinois Wesleyan University’s Horenberger Baseball Field.

In a fast-paced game that lasted barely 90 minutes, Putnam County’s Panthers prevailed to win 3-0 over LeRoy to advance to Saturday’s championship game against Ottawa Marquette (who in the evening’s game defeated Roanoke-Benson 12-5).

Luke Carlson pitched all seven frames for PC, notching five strikeouts and catching back to back line drives to the mound in the fifth inning. In spite of four team errors, his fielders aided him in limiting LeRoy to only two hits as well as the shutout.

“Luke pitched well,” Panthers coach Chris Newsome said. “It wasn’t our cleanest defense, that we have to shore up for sure, but Luke commanded the zone so it was a good game for us.”

“When we needed to make the plays on defense we did, but there’s definitely still some things we need to clean up a little bit.”

PC got nine hits off of losing pitcher Will Dooley, led by Logan Kreiser (2-4, 1 run, 1 RBI), Max Huffstodt (2-4,

1 run), and Caleb Dzierzynski (2-4, 1 run).

The Panthers’ Nolan Whitney made two important RBIs in the game, the first a third inning single to score Huffstodt, and the second a sacrifice bunt to bring Kreiser across home plate.

“They weren’t that pretty, but they got the job done,” Whitney said.

“Put a couple of runs on the board and gave Luke a little cushion to do his thing on the mound.”

A successful RBI bunt by Kreiser to score Dzierzynski in the first inning made up the other run in the game for the Panthers.

“I’m glad we got this out of the way,” Newsome said. “Hopefully the errors won’t sneak up and hurt us on a game in the future. It was good that Luke was throwing that well.”

For his part, Carlson said, “I was hitting my spots, but the guys were making great plays defensively to help me out, and when they score runs that gives me confidence when I’m pitching.”

On facing Marquette, Newsome said, “It’ll be a dogfight, that’s for sure, since we’ve faced them twice (already). It will be nice to have a Tri-County Conference sectional, that’ll be cool.”

Illinois hunters shoot 13,500 turkeys in 2018 Boys basketball Putnam, Marshall counties follow statewide trend Hunters in Illinois harvested fewer turkeys in 2018 than they did in 2017.

A preliminary statewide total of 13,500 wild turkeys were taken during the 2018 Spring Turkey Season, including the youth season, the Illinois Department of Natural Resources (IDNR) recently announced.

The 2018 total compares with the statewide turkey harvest of 15,720 in 2017. The statewide preliminary total includes the Youth Turkey Season harvest of 1,139 birds, compared with the record youth harvest of 1,539 turkeys in 2017. The statewide record total was set in 2006 when 16,569 turkeys were harvested.

Spring turkey hunting was open

in 100 of Illinois’ 102 counties. The 2018 season dates were April 9 to May 10 in the South Zone and April 16 to May 17 in the North Zone. The Youth Spring Turkey Season was March 31 to April 1 and April 7-8. This was the second year the youth turkey season was open for two weekends statewide.

Turkey hunters this spring took a preliminary total of 5,514 wild turkeys during all season segments in the South Zone, compared with 6,842 last year in the south. The North Zone preliminary harvest total this year was 7,986 wild turkeys, compared with 8,878 in northern counties in 2017.

Putnam County hunters shot 39 turkeys in 2018, compared to 45 in 2017. Marshall County hunters shot 60 turkeys in 2018, compared to 82 in 2017. Bureau County hunters shot 182 turkeys in 2018

compared to 163 in 2017. LaSalle County hunters shot 126 turkeys in 2018, compared to 117 in 2017.

Multiple factors likely contributed to the reduction in harvest totals this season.

“We anticipated some declines as a result of the poor production of young turkeys noted during our 2017 Brood Survey last summer,” said Luke Garver, IDNR Wild Turkey Program manager. “Youth season hunters experienced cold and wet weather during both weekends in much of the state, and winter-like conditions continued into the early season segments in both the north and south zones. It is not often Illinois turkey hunters can say they’ve had the opportunity to experience both snowfall and 90-degree weather in one season.”

Third- and fourth-graders will be there from 8:30 to 9:30 a.m., fifth- and sixth-graders from 9:30 a.m. to 11 a.m. and seventhand eighth-graders from 11 a.m. to 12:30 p.m. Campers are expected to sign up based on their 2018-19 grade level.

Cost is $30 per camper or $25 per camper if more than one from the same family.

T-shirts for each camper and prizes will be awarded for contests and game winners.

The camp focuses on player experience rather than a grade-based approach.

Beginner camp covers basic skills such as serving, passing, setting, hitting, blocking, digging, serve receive, and game strategies. The camp is an introduction to volleyball and is recommended for ages 8 to 12 and for those from basic middle school programs.

The high school prep camp is designed for players with a higher

level of experience (regardless of age) with multiple years of club or from advanced middle school programs. Focus will be on refining individual skills, running quick offenses and multiple defenses.

Camps are led by head coach Erin Polte and assisted by the IVCC volleyball team and assistant coach Mariela Serrano.

Historical actor Betty Kay will begin this historical presentation as Jenny Hodgers of Belvidere, also known as Albert Cashier, a woman who passed as a man and fought in the Civil War. She will then portray Mother Bickerdyke of Galesburg, who established 300 field hospitals during the war and assisted wound-

ed soldiers on 19 battlefields. She will then conclude as Julia Dent Grant, wife of the commanding general of the Union Army.

Stage 212 announces children’s theater production auditions LASALLE — Stage 212 has announced auditions for the children’s theater production of “Mary Poppins, Jr.” will take place at 6 p.m. Friday, June 15, and 1 p.m. Saturday, June 16, (attend one) at the theater, 700 First St. in downtown LaSalle. A full production by kids, for kids, “Mary Poppins, Jr.” is open to all children entering grades 4 to 10.

Director Reid Tomasson will cast approximately 30 children in a variety of lead and supporting roles. Kids will be taught a portion of the song “Feed the Birds” from the musical,

a dance combination and will do a reading from the script. No advance preparation is necessary, but kids should come dressed to move. Flipflops are strongly discouraged. All auditioners should bring a calendar with all of their summer conflicts.

No absences will be allowed after Aug. 1.

Toni Lawley and her daughter, Olivia, will present a program on the life of Hazel Biszak, who enlisted for nursing service at the beginning of World War I and after the war opened the Edgewood dining and dancing pavilion known as O’Hazel’s. Following the presentation, there will be a dance performance showcasing the dances popular at the time, along with refreshments from recipes used by Biszak. Admission is free; the venue is ADA accessible and all are welcome.

“Take a Bow” will be a look back at Stage 212’s past productions through song, dance and

All past Stage 212 participants are encouraged to audition, as are new participants looking to make their debut. Those auditioning should come prepared to

PAC announces ‘Barefoot in the Park’ tryouts PRINCETON — The Prairie Arts Center (PAC) in Princeton has announced tryouts for writer Neil Simon’s “Barefoot in the Park.” Tryouts will be at 6:30 p.m. Saturday, June 9, at 2 p.m. Sunday, June 10, in the PAC theater 24 Park Ave. East in Princeton.

Director Larry Kelsey will be looking for a male and female in their 20’s and 30’s for the lead roles. There will be three males and one female in their 40’s and up supporting roles.

“Barefoot in the Park” focuses on newlyweds Corie and Paul Bratter and their adventures living in a minuscule sixth floor walk-up apartment in a Greenwich Village brownstone in 1963. Stuffed-shirt Paul is a hard-working young attorney just starting his practice, while spontaneous bride Corie is determined to create a romantic environment in one room with no heat, a hole in the skylight and oddball neighbors.

The play will be performed during Princeton’s annual Homestead Festival. Performances will be at 7:30 p.m.

Sept. 6-8 and 2 p.m. Sept. 9.

Reddick Mansion will participate in Blue Star Museum Program OTTAWA — The Reddick Mansion will again offer free admission to all active duty military personnel and their families this summer as part of the Blue Star Museums program.

Blue Star Museums is a collaboration of the National Endowments for the Arts, Blue Star Families, the Department of Defense and more that 2,000 museums across America to offer free admission to all military personnel and their families from Memorial Day through Labor Day. Blue Star Families is a national, non-profit network of military families from all ranks and services, including guard and reserve, dedicated to supporting, connecting and empowering military families. According to Lorraine McCallister, president of the Reddick Mansion Association, “The Reddick Mansion is proud to be part of this national appreciation program — it is one way for us to express our gratitude to military families for their sacrifice, service and dedication. We look forward to showing them the Reddick Mansion — one of Ottawa’s and Illinois’ cultural treasures.

During the past five years, we have had several veterans and their families tour the Mansion as part of this program and we are hoping for even more participants this year.”

The Reddick Mansion, built in 1858, is listed

on the National Register of Historic Sites and is open for tours four days a week (Friday through Monday). The Mansion, at 100 W. Lafayette St. in Ottawa, also has meeting/reception rooms available for rent for special events.
