PC Finance Committee recommends payroll cuts County clerk, circuit court clerk, sheriff and probation offices would be affected by total cuts of about $77,000

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — Following the Putnam County Finance Committee’s May 20 special meeting recommendations, the Putnam County Board appears ready to approve staffing cuts that will affect the offices of the county and court clerks, the sheriff and the probation officer.

After years of overspending, dwindling revenue and multiple decisions to not pursue all the revenue it was entitled to, the county is facing a six-figure deficit that has forced the board into action.

While changes to employee health care benefits were previously discussed, employees want more information. The finance committee, which is comprised of the full five-member board, has chosen to leave things as they are for now.

“I think changing insurance now would do a disservice to our employees,” board member Charlie Lenkaitis said.

“For the time being, we won’t mess with health care,” board Chairman Steve Malavolti said.

Executive session, then cuts The committee then entered into a lengthy executive session before announcing they would vote on recommended staffing cuts during a yet-to-be-announced special board meeting.

A total of about $77,000 of staffing expenses will be cut from the budgets of the county clerk’s and circuit court clerk’s offices, and the offices of the sheriff and probation officer.

About $14,000 will come from the circuit court clerk’s office; $7,500

The Putnam County Courthouse, built in 1839 in Hennepin, has been in use for 180 years. from election judge appropriations; $6,000 for part-time help in the probation office; and $50,000 worth of overtime and other salaries in the sheriff ’s office.

These cuts are expected to take effect in June, and the officeholders will be responsible for making changes to their staffs.

The board previously agreed to “mothball” the county’s Office of Emergency Management building to reduce expenses, but coordinator Chauntelle Biagi-Bruer’s announcement of an agreement with the Marshall-Putnam-Bureau Health Department will keep it open.

The health department has agreed to pay $420 per month, or $5,040 a year, to hold classes in the building.

Despite the new revenue, and the new and previous expense cuts, the county still faces a lengthy financial challenge it likely won’t be able to solve through spending reductions alone.

An auditor previously reported the county overspent by approximately $230,000 last year.

Both Treasurer Kevin Kunkel and Supervisor of Assessments Tammy Mehalic have previously said the county board had on several occasions decided to bypass additional revenue it was entitled to have collected over many years.

However, while this benefited residents during those times, the immediate future will require citizens to once again consider a tax increase.

Persuading the public of the county’s dire financial situation and the need for additional revenue will be the board’s next challenge.

On Nov. 6, 2018, the county tried to raise additional revenue through an election referendum to raise the corporate tax rate from .37 to .67, but more than 75 percent of Putnam County voters rejected it. While 620 voters approved the increase, 1,882 were against the proposal.

At the .37 rate, the county collects about $553,000 a year. The increased rate would have collected about $1.04 million for the county’s General Fund. If approved, the increase would have closed the current deficit in the county’s budget and likely prevented the staffing cuts and discussions of benefit reductions.

Borrowed money The county has already borrowed more than $125,000 from its Federal Aid Matching Fund. The board previously approved loans of up to $330,000 from that fund. It has also borrowed $250,000 from its road and bridge fund in order to meet monthly expenses.

Those amounts will have to be paid back when the county receives its first installment of property tax revenue in July, and it is estimated the county will be left with only about $100,000 for the new fiscal year.

Malavolti said the county won’t be financially secure for several more years, but added it was important to stay committed to the process of due diligence and the necessary steps needed to correct the situation.

The next regularly scheduled Putnam County Board meeting will be at 5:30 p.m. on June 10. However, for the board to approve the finance committee’s recommendations prior to June, the board will need to hold a special meeting for which the time and date has yet to be announced.

The hospital will move forward with its construction plans, which begin next month. The new clinic will be located on two lots across the street from the hospital on Park Avenue East. The project is expected to

be completed in January 2020.

The new facility will house between 12 and 15 full-time family care physicians and nurse practitioners.

Teaching that’s tough and realistic, but safe Fire science training gives youths experience, possible career path

BY DAVE COOK news@putnamcountyrecord.com OGLESBY — More often than not, high school students are expected to not only go to college, but to also know what future career field they want to enter.

The LaSalle-Peru Area Career Center has been providing students from across the Illinois Valley with practical, real-world experiences in a variety of trades that lead some directly into new careers they might not have previously considered.

Courses in the program include automotive, computer-aided drafting, welding, cosmetology, graphic communications, health occupations, machine technology, culinary arts, residential wiring, construction, child care and early education, computer repair and fire science.

“Any more, kids are expected to figure out their career paths so early that this helps them experience some different options and possibly discover something they may not have realized they’d enjoy doing,” Robbyn Partain, ACC instructor and Utica Fire Department firefighter, said during a recent training exercise held at the Oglesby Fire Department.

“If nothing else, it helps give them respect for what we do,” Partain said.

The fire science program attracts a variety of students. Some are actively pursuing a career as a firefighter and are already cadets on their local fire departments, some gained interest during shared medical training through the certified nursing assistant class, and others were just curious and may or may not decide to pursue it as a career.

The training at the Oglesby training building was conducted with help from the Tonica Volunteer Fire Department. The program includes students from Putnam County, DePue, Hall, Ottawa, LaMoille, L-P, Mendota, Henry and Princeton.

will earn certification as a medical responder.

Izzy Thompson of Hennepin, a Putnam County High School student, is in her second year of ACC training and discovered the fire science side of the program while enrolled in the course to be a certified nursing assistant.

“I really like the medical field and I might pursue this as a career, or maybe just volunteer,” she said before entering the training building.

More than a dozen students were split into four groups. Fully equipped, they were tasked with entering the smoke- and obstacle-filled building to experience how disorienting and potentially dangerous this can be during a real fire.

After that, the groups went to the building’s second floor to crawl and work themselves through a cramped maze as quickly and safely as possible.

The maze includes a number of wires hanging in the way, as well as some tight, awkwardly shaped holes they had to squeeze through while wearing breathing apparatus. All safety protocols were followed, just as in a real fire.

“This will be fun. Now, don’t get me wrong, it’s going to be tough and you’re going to have to conserve your air and work together as a team, but it will be fun,” an instructor told the students before entering the smoke-filled building.

“This program teaches them even before they’re out of school and let’s them figure out if they’d be interest-

ed in following this career,” Oglesby Fire Department Captain Dusty Shan said.

DePue High School senior Aracely Quintana is already a volunteer on her hometown fire department and enjoys the challenges posed by the ACC fire science program.

“I’m going into the Army, and this was the most structured, disciplined class I could take,” she said.

Tonica and Oglesby firefighter Dan Francisco said programs such as the ACC can hopefully help small departments find experienced help.

“A lot of departments, especially in smaller, rural areas, are struggling to find help. This program lets students get their feet wet, and if they eventually become interested in joining their local fire departments, then they’ll have some valuable and practical experience,” Francisco said.

ACC instructor and Tonica Volunteer Fire Department Captain Rick Turri said the students also get to work with rescue tools, hoses and ladders, and they also learn a number of knots and rope lashing techniques to hoist equipment.

Ottawa Township High School’s Katelynn Leix said she’s enjoyed the variety of hands-on activities in the fire science program.

“There’s been a lot of different challenges and there’s a lot more to this than just fires. Going into the building was kind of scary because you can’t see and everything is unfamiliar. It helped me understand what it could be like during an actual fire,” she said.

During the May 20 city council meeting, Princeton resident Geraldine Woodlief questioned the loss of parking spaces with a portion of

the clinic being built on the parking lot on Park Avenue East.

Perry’s Vice President of Operations Scott Hartman, who was in attendance at the meeting, confirmed the hospital will not lose any parking.

He said the construction plans show only one row of parking being eliminated from the current lot. Additional parking will be added around the new clinic that will make up for the row being eliminated.

Waste Management asks residents of Granville to help by sorting properly

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — Global issues with trash and plastic have complicated the process of recycling. During the May 21 meeting of the Granville Village Board, residents were asked for their help in making it easier.

Dave Schaab, a municipal marketing manager with Waste Management, spoke to the board about the rising costs of recycling. He addressed the challenges the world is facing after countries such as China and the Philippines have recently announced they’ll no longer accept waste from other lands, or have set the contamination levels for recycled materials at very low levels.

“When you don’t have a place to dump, it it’s a bad scenario,” he told the board.

He added the global waste issue is something every community is going to be forced to deal with and that the most important part of the solution will be public education.

“The solution will have to be domestic, so we don’t take it across the Pacific and be told ‘We don’t want it,’ and then have to pay to ship it back here,” he said.

According to Schaab, the impact of other countries refusing to import waste has been a huge upheaval in the industry, which will result in a new standard. One of the biggest problems is the placement of unacceptable items into recycling bins.

“We don’t expect anyone to know the five different grades of plastic.

We have people who can do that, but we need people’s help in only putting acceptable, clean items in their recycling bins,” he said.

Schaab said putting plastic bags and other unacceptable items into bins was the biggest issue.

“We have to stop our equipment

every couple of hours so we can cut plastic bags out of our machines.

They can be recycled, and great products are made with them, but the place for plastic bags is in the collection boxes at the store,” he said.

“Recycling isn’t going anywhere.

We believe in it, and the younger generation has really locked on to it. It’s an important thing to do, and we’re committed to the process of helping to educate the public,” he added.

However, these global changes to how such waste is handled will come with a cost. Waste Management wants to honor its municipal contracts, but is proposing a future increase of 37 cents per household per month.

“We understand this request is unexpected and unprecedented.

However, the impact of the upheaval in the global recycling industry is likely to be the new standard, resulting in significantly higher costs. Unless we recover some of the increased processing fees, the result could be the reduction of recycling or a shocking increase in the cost of service when the contract expires or

renews,” he said.

He also predicted that in the years to come, household recycling fees will eventually reach up to $5 per month.

“While the industry adapts, the best we can ask for is awareness and to get more information into the hands of the public. We all have to work together on this issue,” he said.

Schaab also reported Waste Management had collected more than 19 tons of material during the recent cleanup day in Granville.

Streets and sewers Village engineer Mike Richetta will have a $100,000 streets repair plan to present to the board next month. Seal-coat work in the amount of $80,000 will be included, and Richetta said that should amount to approximately 18 to 20 miles worth of repairs. The remaining $20,000 will go toward three to four days of spray patch repairs.

He recommended the village use flow monitoring during heavy rains to identify which areas should be repaired for the most cost-effective impact.

The board later announced Granville Police Chief Kevin Moore will be supervising the Public Works and Street Department.

Village President Jared Baker said Sheli Starkey remains a village employee.

In other board news • The board approved a bid of $5,850 from Putnam County Painting to paint the roof at the water treatment plant.

• The board approved a $2,434.81 quote from Cummings Sales and Service to repair and maintain the generator at the waste water treatment plant.

• The board is researching whether the village can obtain new equipment insurance coverage. Several years ago, the village previously had this type of insurance coverage, but was dropped by the carrier after several expensive claims were paid.

Deer accidents At 1:33 p.m. on May 16, Larry R. Jamison, 78, of Beardstown struck a deer on Route 26 in Hennepin Township. No injuries were reported, and no citations were issued.

At 9:23 p.m. on May 18, Rita J. Borri, 68, of McNabb struck a deer on Route 26 in Hennepin Township. No injuries were reported, and no citations were issued.

At 8:55 p.m. on May 20, Jake G. Ruff, 31, of Peoria struck a deer on Route 18 in Magnolia Township. No injuries were reported, and no citations were issued.

At 5:22 a.m. on May 22, John E. Rand, 68, of Streator struck a deer on

Route 26 in Hennepin Township. No injuries were reported, and no citations were issued.

Single-vehicle crashes At 7:30 a.m. on May 17, the department responded to a single-vehicle crash on Route 26 in Magnolia Township. A vehicle driven by Kyler T. Hanson, 23, of Henry went off the road and struck a tree. Hanson stated he fell asleep while driving and was issued traffic citations for failure to reduce speed to avoid an accident and no insurance. He was transported to St. Margaret’s Hospital by Putnam County EMS. Henry Fire, Henry Police and the

McNabb Fire Department assisted.

At 8:28 p.m. on May 19, the department responded to a single-vehicle crash on East Bottom Road in Granville Township. A vehicle driven by Gage G. Presthus, 18, of McNabb went off the road and struck a utility pole. Presthus and the passenger refused medical treatment, and no citations were issued.

OTTAWA — State Rep. Lance Yednock, D-Ottawa, sponsored a resolution in the Illinois House of Representatives to help recognize the Galetti family, which has had eight brothers who have served their country in the military.

“When we look for real heroes, we don’t need to look any further than the

Galetti family,” Yednock said.

Lawmakers approved House Joint Resolution 61, which would designate a stretch of Route 6 from Hollowayville to the Ladd junction as the “Galetti Brothers Memorial Highway” in honor of the brothers and their services.

The Galetti brothers have had members serve in the U.S. Army, U.S. Air Force, U.S. Navy and the U.S. Marines.

American Legion scholarship awarded GRANVILLE — At the recently held annual Honors Night awards ceremonies at Putnam County High School, Ron Bluemer, Americanism Officer from American Legion Granville Post 180, presented the Veterans Scholarship certificate to Rebecca Ramey of Granville.

The Veterans Scholarship is offered to any PCHS senior or college student who hasn’t received a degree, and who’s had a family member who had served in any branch of the U.S. military. Her father, Arthur Ramey, served in the Army from 1984 to 1986 and was stationed at Ft. Lewis, Wash.

Recipients are evaluated by the post members with regard to the recipient’s academic achievement, extracurricular activities and community service. Ramey had top grades and was active in a number of school organizations and community service. She was a member of the cross country and track teams for four years, and was also a member of the Scholastic Bowl team.

During her freshman year at PCHS, she joined the Natural Helpers organization now known as PACC (Positive Actions Create Change). She was inducted into the National Honor Society her sophomore year and served as presiding secretary.

Ramey has already enlisted in the Army Reserves and informed the post of her pending military assignment.

“I ship for basic training June 24 for the U.S. Army Reserves. My basic training and AIT (advanced individual training) will take place at Ft. Leonard Wood, Mo. After AIT, I will attend Southern Illinois University in Carbondale and study Forensic

Anthropology. I will also be participating in their ROTC program,” she said.

In January 2020, Ramey will begin her eight-year program of college courses at SIU. The $1,000 scholarship will be sent directly to SIU.

CHICAGO — The Illinois Department of Commerce and Economic Opportunity, Office of Tourism, has announced funding for two grant programs designed to increase tourism across the state. The grants, which haven’t been awarded since 2015, will help bolster the state’s tourism industry, which generated more than $3 billion in tax revenue for state and local communities last year.

The Tourism Attraction Grant Program will help develop new or enhance existing tourism attractions to grow visitation and overnight stays in Illinois. DCEO provided grant funding to 13 organizations in the amount of $1.4 million.

There was significant demand for this grant program, receiving four times the number of requests than available funding. The Tourism Private Sector Grant Program will help attract major new events to the state or significantly enhance existing events to increase visitation. DCEO provided grant funding to four applicants in the amount of $402,160.

Locally, the Canal Corridor Association was awarded $134,474. The historic I & M Canal Visitor Center will enhance the visitor experience along the I & M Canal State Trail through a system of bike rentals.

These modest improvements will enhance the visitor experience substantially while visiting the Illinois & Michigan Canal National Heritage Area. The improvements are based upon visitor requests along the I & M Canal Trails.

‘You try not to get a little too comfortable out here’

BY BRENT BADER Shaw Media LASALLE — Illinois State Police Sgt. John Morscheiser II grabs his trooper hat and prepares to exit his vehicle onto Interstate 80 to speak with a driver he clocked going 16 miles above the speed limit.

He opens the door slightly and looks behind him, toward what he says is the greatest hazard any Illinois State trooper faces: oncoming traffic.

Once the road is clear, he walks over to the vehicle and speaks with the driver before walking back to his clearly visible and illuminated Illinois State Police SUV. He pauses in front of the vehicle on the side of the road.

A truck with an attached trailer whizzes by a few feet from the officer at more than 70 mph, shaking both Morscheiser’s vehicle and that of the driver who was pulled over.

Once the road is cleared again, he steps back into his vehicle.

“He could have gotten over,” Morscheiser said.

“Like I said, it’s constant.”

Morscheiser agreed to let a Times reporter ride with him for a four-hour stretch to understand not only the dangers of passing vehicles on the side of the roads at high speeds but also the high number of people who do it.

In just one instance of a traffic stop, five vehicles raced past the police vehicle in the right lane at speeds breaking 70 mph. That’s also not counting the number of vehicles topping the speed limit in the left lane, where drivers are still expected to reduce their speed.

“They’re not going by me with ‘due caution’ as the law says,” he added.

Morscheiser was on his own at this stop and was unable to educate those particular drivers of what’s known as “Scott’s Law” or the “Move Over Law” that requires drivers coming up on an emergency vehicle to proceed with “due caution” by changing lanes if possible and reducing speed.

Other laws also request the same due caution for passing others on the side of the road such as construction vehicles, passenger vehicles, disabled vehicles and more.

“If you’ve ever had a flat tire on the side of the interstate and people are just constantly (rushing by), you’ll know why it’s important,” Morscheiser said.

And this doesn’t mean drivers speeding 85 mph should slow down to 70 mph. Morscheiser adds he doesn’t want drivers hitting their brakes to go 30 mph and cause an accident, but generally he likes to see drivers cognizant of their environment by slowing down to a comfortable speed, with both hands on the steering wheel and driving in a relatively straight line as the road allows.

Sgt. John Morscheiser II returns to his vehicle on the side of Interstate 39 while keeping an eye on traffic. The Illinois State Police have been cracking down on Scott’s Law violators after the deaths of three officers this year. Drivers are advised to move over and slow down when vehicles, emergency or otherwise, are parked on the side of the road.

Whether a driver gets a warning or a citation is up to officer discretion, according to Morscheiser, and the situation in which the driver violates the law, but citations often come with a mandatory court appearance and a fine of no less than $100 and no more than $10,000.

He’s had his own close calls with vehicles on the road, but violations of Scott’s Law have picked up an increased focus after the deaths of three state troopers in three months this year.

Illinois State Police District 17 troopers issued 50 citations for Scott’s Law violations since Feb. 1 of this year, and issued three citations over the same time period last year.

The district has not had any vehicle hit in 2019, but the recent deaths of Troopers Christopher Lambert, Brooke Jones-Story and Gerald Ellis have served as a wake-up call for some.

“I don’t think it’s necessarily changed what I do, but you do remember what we’re doing out here,” Morscheiser said. “You do get a little complacent, you try not to get a little too comfortable out here, but anything can happen at any time, so you want to keep your head on a swivel.”

The increase in citations is rippling through the entire state with the Illinois State Police stating on Facebook troopers have issued 2,558 citations since the beginning of the year, which is an increase compared to the 339 that were issued over the same period last year.

Morscheiser said they’ve been educating for many years but he’s been leaning more toward citations lately rather than warnings due to the number of troopers who have already been hit in 2019.

“It’s being blasted so far now with media and

social media. If somebody’s not familiar with it, they must live under a rock as it’s been blasted in all sorts of outlets,” Morscheiser said.

Morscheiser parks his vehicle behind Illinois State Police Officer Casey Huebbe, who had another vehicle pulled over on the side of the road, for the sole purpose of conducting Scott’s Law stops for the day.

In short order, a large truck passes on the right side of the road at high speeds near Huebbe’s vehicle despite having space in the left lane to get over and seeing two police vehicles with lights activated. Morscheiser drives after the truck and pulls over the driver. The Texan driver said he was familiar with Scott’s Law but misjudged how far back the car behind him was. Morscheiser opted for an educational moment this time and let him off with a warning.

Morscheiser said while the department is handing out more citations lately, ultimately the main goal is to inform others and keep everyone driving on the roads safe.

As he continues to watch traffic every time he steps out of his vehicle, it’s his hope that drivers drop cellphones as well as their speeds and be mindful of their surroundings.

Not only for his safety and the safety of his fellow officers, but also for their own.

“Everybody’s busy, everybody’s got a place to be but the most important thing is to arrive at your destination safe,” Morscheiser said. “It seems like everybody has an excuse for their actions, but at the end of the day, is it really worth it to save yourself 30 seconds or a couple of minutes here or there?”
