Second Amendment proponents petition board once again KIM SHUTE

kshute@shawmedia.com HENNEPIN — A Lake Thunderbird attorney is encouraging Putnam County Board to declare the county a second amendment sanctuary.

Jeffrey Purtell made a second appearance before the board on May 10 hoping to convince trustees to pass an ordinance protecting the rights of gun owners, even in the face of what supporters say is a potential for federal interference.

During Purtell’s first appearance

before the board, which was attended by a packed courtroom of residents, the attorney cautioned the board that not enacting an ordinance to protect gun rights could setup gun owners for problems should the federal government try to limit the scope of gun ownership or possession. He and his supporters sought to empower the board to supersede federal interference, however Putnam County State’s Attorney Christina (Judd) Mennie told those assembled that the county cannot adopt any resolution that would supersede federal law.

Putnam County Board President Charlie Lekaitis said the board officially opposes any action passed by the General Assembly that infringes on second amendment rights but stopped short of promising any ordinance declaring the county a second amendment sanctuary.

“We feel that what we’ve done supports the Constitution and the second amendment and that sends a message,“ Lenkaitis said.

The board will make a final vote on a resolution during June’s meeting.

Sacrifices made: Caregivers for people with disabilities seek increased pay JAYCE EUSTICE

jeustice@shawmedia.com Around this time last year, Horizon House in Peru asked for caregivers to volunteer to provide around-the-clock, live-in care for its clients to keep them safe from COVID-19.

Heather Pizano-Olson, a direct support professional at Horizon House, and her caregiver colleagues left their families for weeks at a time to care for adults with disabilities. Horizon House manages homes where many individuals with disabilities live under the same roof and receive help with daily life.

Pizano-Olson participated in three live-ins throughout the last year, with she and her colleagues trading time with their families over Mother’s Day, Thanksgiving and Christmas to make sure those they served were safe.

“It was difficult,” Pizano-Olson said.

“We had to leave our families, and I know a lot of the staff wanted to do it, but some of them just couldn’t because of younger children.”

The caregivers slept on air mattresses and alternated day and night shifts, sleeping when they could. Their efforts and sacrifice were effective in keeping Horizon House residents safe from COVID-19, as the facility was free of any outbreaks and had just a few cases that resulted from non-live in care.

“We knew how important it was to make sure they were safe, because if you get one case in a home it wouldn’t have just been one case, it would have been

dealing with an entire house and everyone has COVID,” Pizano-Olson said.

Much of the caregiving work is being done for pay just above minimum wage.

The median wage for the caregivers, also called direct support professionals, in Illinois is $12.04 an hour. Some caregivers work 40 hours a week and take on a second job to make ends meet.

Senate Bill 2335 was introduced by state Sen. Celina Villanueva, D-Chicago, and House Bill 2752 was introduced by state Rep. Robyn Gabel, D-Evanston, to secure state funding to raise the caregivers’ wages by $2 an hour by July 1. Supporters want the bill to ensure extra funding is used only for wages. The bill has been referred to a rules committee.

The caregivers provide a variety of services to individuals with intellectual and developmental disabilities. The needs of these individuals can range from grooming, dressing, eating, job coaching and more.

In Illinois, more than 27,000 people live in congregate living facilities such as Horizon House, and rely on caregivers to enhance their quality of life and assist them in living as independently as possible. Friendship House in Ottawa, Streator Unlimited and Gateway Services in Princeton perform similar services.

The work staff members provide is essential for those in need and can be physically demanding and emotionally draining, Pizano-Olson said.

A developmental disability services study commissioned by the state of Illinois in 2018 found direct-care staff wages

should be maintained at 150% of the minimum wage for providers to remain competitive in hiring and retaining staff.

The study’s recommendation was that additional funding should be allocated for the use of residential and non-residential wages and benefits.

Meg Lewis, the director of special projects for the American Federation of State, County and Municipal Employees, a public employee trade union, helped serve as a bridge between lawmakers and caregivers.

“The problem is the wages that are paid,” Lewis said. “If the agencies can’t pay people and the agencies have huge turnover and vacancies rates, often 40 or 50%, it impedes the ability for individuals to get care in the communities.”

Lewis said that the state is under a consent decree to show it is making progress to improve the lives of people with disabilities and those who serve them.

When the pandemic hit, that meant making sacrifices, Pizano-Olson said.

The clients the caregivers serve were no longer allowed to work, go shopping, go out to eat or interact with people outside of the home. They depended on their caregivers to stay with them and keep them safe — and the team at Horizon House fulfilled that obligation.

“At the beginning of the pandemic, we kind of shut everything down, which was great because it really helped us make sure the people we serve stayed safe,” Pizano-Olson said. “But they had to quit doing everything that they used to do.”

Festival 56’s summer season to be held outdoors at Bureau County Metro Center

PRINCETON — Festival 56 and the Princeton Park District are partnering to present the 2021 Festival 56 summer season outdoors at the Bureau County Metro Center.

Instead of a densely-packed season centered at the Grace Theater, Festival 56 will present a slightly shorter (and much safer) season on an outdoor stage in the field behind the Metro Center, offering three productions, all centered on the idea of community and building a stronger, more inclusive future.

Tammy Lange, executive director of the Princeton Park District, said, “A call to a friend involved with Festival 56 to discuss some ideas has resulted in this great partnership.

Our talks began in January and we could not be more pleased with the subcommittee that we have had the opportunity to work with. It has been a pleasure to work with both the Festival 56 Board and the Park District Board to bring this offering to the Bureau County Metro Center.

“This is a time for transformation.

As the management team here has discussed that point, it became clear that they want the Princeton Park District to be not only a premier park district in the area, but also an approachable, responsive and cooperative public agency in the community. With COVID-19 changing the

rules, outdoor activity has become even more important. Accordingly, the goal of the Princeton Park District is to provide as many safe outdoor recreation opportunities as possible.”

Princeton Theatre Group president Ron McCutchan said, “Having to cancel the summer 2020 season was the most difficult thing Festival 56 has had to face, and we are grateful that the Princeton Park District has been so welcoming in our search to find an outdoor alternate for Summer 2021. Speaking personally, I have done theatrical productions at the Metro Center myself over the years, from the now-departed Act IV community theater to the Princeton High School madrigal dinners, and it’s wonderful to be instrumental in bringing theatre again to the Metro Center.”

The season will run from June 17 through July 25. Festival 56 will produce three shows at the Metro Center: a Theatre for Young Audiences production, which will be a musical with reduced-price tickets for children 10 and under; a free Shakespeare (note: at the Metro Center, not in Soldiers and Sailors Park); and a well-known Broadway musical intended for all ages that will also feature youth from Camp 56, Festival 56’s summer theatre camp. IVCC approves cannabis business proficiency certificate

Cannabis science, business practices and legal compliance will be emphasized Illinois Valley Community College trustees approved a 10-credit, one-semester certificate to provide students with cannabis business proficiency.

Courses include Advanced Cannabis Production, Introduction to Agricultural Business Management and Greenhouse Management. Cannabis science, business practices and legal compliance will be emphasized in the fall program.

In personnel action, the board approved the retirement of Vice President for Academic Affairs Deborah Anderson effective Dec. 31.

Anderson, hired in 2014, said her tenure was “incredibly rewarding” as academic affairs completed a division reorganization, an academic plan, added programs in agriculture, cybersecurity and medical assistant, and developed an enhancement plan for struggling career and technical pro-

grams.

Trustees also approved the retirement of computer networking instructor Gina Elias after more than 31 years.

In her retirement letter, Elias said, “I have had such wonderful students and have enjoyed watching them progress from struggling with a new, complicated topic to graduating with knowledge, ability and skills necessary to work in an ever-changing field.”

The board also approved: The resignation of Director of Admissions Quintin Overocker effective June 30. “I have been incredibly fortunate to work at IVCC for the past 5.5 years,” Overocker said. “I’ve had the privilege of working and becoming close friends with so many good, kind, and caring people in Student Services and across the college, all of whom share the same purpose: giving students access to higher education.”

PRINCETON — Tracy Wright, CEO, announced that Gateway Services Inc. has been awarded the three-year Quality Assurances Accreditation from CQL, The Council on Quality and Leadership.

This award confirms that the organization embraces person-centered solutions to improve the quality of life for people receiving supports and services.

Gateway Services provides supports to adults with intellectual and/or developmental disabilities in Bureau, Marshall and Putnam counties through a variety of programs including residential services, community employment, day program, homebased support and community mental health counseling. Supports are tailored to individuals’ choices in order for them to live the lives they dream of.

Gateway’s mission is “Empowering People, Enriching Community.”

“We are pleased to have received another three-year accreditation,”

Wright said “We have gained so much knowledge in the past three years that we have partnered with CQL, and we’re not done learning yet. The accreditation process has helped us bring about some positive changes, and our focus is much more person-centered, as it should be. It’s important that we continue to set higher standards and not just settle.”

When Gateway Services partnered with CQL to pursue accreditation, it undertook a rigorous process to review and improve supports and services.

The efforts of Gateway Services were focused on empowering the people who receive supports to pursue what really matters in their lives, and achieve their personally-defined outcomes.

Youths can learn the basics for showing livestock at 4-H fairs

Youths who plan to show livestock animals at their local 4-H shows in La Salle, Bureau, Putnam and Marshall counties can participate in a June training program at Illinois Valley Community College.

The Youth for the Quality Care of Animals Training will be 10 to 11 a.m.

Saturday, June 12, at the Dr. Mary Margaret Weeg Cultural Center on the IVCC Oglesby campus. The program is tailored to 4-H Club members who will show beef cattle, dairy cattle, swine, goats and/or sheep at county fairs.

Online registration is open at YQCA.org. During registration, enter IVCC for the training site and Anne Scheel for the instructor. A $3 fee is due at the time of registration.

Chapter year ends for Chief Senachwine NSDAR

HENRY — The 2020-2021 closing meeting of the Chief Senachwine Chapter NSDAR was held via Zoom on May 7. Illinois Chaplain-elect Rebecca Lock, who is also an associate member of the chapter, presented a program on the DAR schools, which are supported by member donations. The five schools, generally located in the Appalachian Mountain-area, were opened in the early 20th century in locations under-served by public schools. For most of the schools, their mission has changed in the 21st century; however, they remain generously supported by the members of the National Society Daughters of the American Revolution.

Lock also installed the 2021-2023 Chief Senachwine officers: Sharon Bittner, regent; Carol Byrd, vice regent; Diana Williamson, chaplain; Nancy Gillfillan, recording secretary; Dolores Dace, corresponding secretary; Adelaide Flanigan, treasurer; Nina Herridge, registrar; and Diane Zimmerman, historian/librarian.

The 2019-2021 chapter regent, Dolores Dace, reported that the chapter had received a Bronze-level award for subscriptions to the national “American Spirit” magazine as well as four State Conference Awards for American history, honoring patriots, and most news articles and most photos for the State Regent’s press book. Additionally, nine certificates of award were received for the Women’s Issues report, Level 1 Chapter Achievement, American Heritage, Commitment to Conservation, Constitution Week program on the Bill of Rights plus outstanding Constitution Week scrapbook, re-dedication at the Henry Cemetery, Literacy Promotion and activity for veterans.

Members will be attending District II’s June 3 meeting in Rochelle and the 125th anniversary of Illini Chapter in Ottawa on June 5. Officers and chairmen gave end-of-the-year reports and Regent Dace was voted an honorary chapter regent.

The six national observances are:

Loyalty Day (May 1), Public Service Recognition Week (May 2-8), Military Spouse Appreciation Day (May 7), Victory in Europe Day (May 8), Armed Forces Week (May 9-15) and Day (May 15) and Memorial Day (May 31), originally known as Decoration Day. In 2000, Congress passed the National Moment of Remembrance Act, asking that Americans pause at 3 p.m. on Memorial Day to remember the meaning of the day and to

honor those who have fallen in service to their country.

Another important May observance is held May 6-12: Health Care Week.

About 78% of health care workers are female, opening them to COVID-19 infections and transmissions and concerns over child care and family health. Members are encouraged to extend thanks to nurses and other health care workers during these stressful times.

OTTAWA

Born: October 24, 1938; Streator Died: May 10, 2021; Peru GRANVILLE — Ann Kettman, 82, passed away on Monday, May 10, 2021, at Heritage Health, Peru.

Service will be held at a later date.

Cremation rites have been accorded.

Burial will be in Sacred Heart Catholic Cemetery, Granville. Dysart-Cofoid Funeral Chapel will be assisting the family with the arrangements.

Ann was born on October 24, 1938, in Streator to Anthony and Ann (Novak) Forino. She married Frank Kettman on October 25, 1958, in St. Mary’s Catholic Church in Streator.

Frank preceded her in death on June 24, 2007.

She graduated from Streator High School. Ann was the bookkeeper and co-owner with her husband, Frank of Kettman Heating and Air in Granville.

She was a member of Sacred Heart Catholic Church.

Survivors include two sons, Craig Kettman of Granville and Kory (Julie) Kettman of Ottawa; two daughters, Kim Kettman of Granville and Kelly (Jim) Haun of Mark; one brother, Paul (Delphine) Forino of Ottawa; one sister, Patti (Scott) Vogal of Streator; 10 grandchildren; and one great-grandchild.

She was preceded in death by her parents; her husband, Frank; and one sister, Marion Yuhas.

Putnam County has best offensive outing in win over Hall KEVIN CHLUM

kchlum@shawmedia.com The Putnam County softball team’s young lineup had its best performance of the season Tuesday.

Six of the nine players in the PC lineup had a run or an RBI as the Panthers held off Hall for a 5-3 victory in a non-conference game in Spring Valley.

“We played really well,” said Putnam County coach Angie Heiser, whose roster does not have a senior.

“We were really strong in every single inning both defensively and offensively. This is by far our best outing this season.

“The thing that’s really cool about us is we are a really young team. The fact we were able to generate that many runs and have six of the nine girls produce is really big for us. That’s going to be big moving into the rest of our season and into future years for our program. The girl did a really great job making adjustments, not giving up and

“I thought we did pretty well today,” Balma said. “Our defense was really good and this was one of our best hitting games we’ve had so far.

Promise Yong will deliver keynote for commencement Illinois Valley Community College chemistry instructor Promise Yong will deliver the keynote for the 55th annual commencement premiering virtually at 1:30 p.m. Saturday, May 22.

About 200 students are expected to participate in the online ceremony available for viewing at www.ivcc.edu/commencement, said Vice President for Student Services Mark Grzybowski.

Yong was co-winner of the 2017 Stephen Charry Memorial Award for Teaching Excellence. In his nomination, students credited Yong for teaching real-world lab techniques and ensuring they understand exactly how and why they are conducting an experiment.

One student wrote, “He is the most motivational/caring teacher I have ever had. He teaches with so much enthusiasm and is always giving us real-world examples of how chemistry impacts our daily lives, urging us to make positive change and be the best scientists, doctors, teachers possible.”

“We just have to continue to keep our energy up and keep encouraging our team.”

“We never squared the ball up,” Hall coach Mike Filippini said. “Everything was off the end of the bat. We hit a bunch of pop ups. We hit a bunch of weak ground balls. It was just not a very good day at the plate for us. That’s what cost us.”

Stunkel started in the circle for PC (3-4), allowing one run on four hits with three strikeouts and one walk in three innings.

“They work really well back to back because they throw differently,” Heiser said. “I think that really helped us keep their offense on their toes. It worked in our favor today.”

Yong, who began teaching at IVCC in 2008, received his bachelor’s in chemistry from the University of Buea in Cameroon and doctorate in organic chemistry/photochemistry from the University of North Dakota.

Yong has spoken of losing his mom at age 10 and his struggles to stay in school due to a lack of financial resources in his native country, the Republic of Cameroon in central Africa.

Hall’s Taytum Hahn wins first in essay-writing contest for region

The Community Bankers Association of Illinois Foundation for Community Banking selected its 2021 annual scholarship program winners.

In its 34th year, the program offers $21,000 to 24 high school seniors via an essay-writing contest via an essay-writing contest; $500 is awarded to the first-place winner’s high school. This year, 82 member banks representing 238 students statewide, participated in the contest.

North Central Bank announced Taytum Hahn has been named the first-place winner for group 5; the bank sponsored Hahn for the contest. She has been awarded a one-time $1,000 to be used for higher education beginning next fall.

Details will be available in September 2021 for the 2022 scholarship program.
