Rainy weather in April and May has caused the last several steps of Hennepin’s stairway to its riverfront to be underwater for a while now.

According to the National Weather Service, the flood stage of the Illinois River near LaSalle is 20 feet. As of Monday morning, the river was measuring 26.5 feet, but was expected to steadily decline throughout the week.

Defendant in McNabb standoff asks for jury trial Marcano faces burglary charge

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — Billy J. Marcano, 31, is once again being held in the Putnam County Jail after the receipt of psychiatric care, according to the Putnam County State’s Attorney Christina Judd-Mennie.

Following a May 9 status hearing, Judd-Mennie said Marcano’s behavior, previously erratic, aggres-

sive and defiant, had improved to the point where he was allowed to be uncuffed during the proceedings.

Represented by public defender Roger Bolin, Marcano, of Billy J. McNabb, requested Marcano a jury trial for the burglary charge he faces as a result of his February standoff with law enforcement.

Marcano also waived the holding of a preliminary hearing on the charge. His trial date will be set at a later date.

On Feb. 5, the Putnam County

Sheriff ’s Office received a call that a male, later identified as Marcano, had used a machete to break through a locked interior door in the back of Moreno’s restaurant in McNabb and entered while making threats.

He is also alleged to have gone to an upstairs apartment in McNabb and broken in before returning to his residence. He remained there until the seven-hour standoff ended at about 9 p.m. when he surrendered to law enforcement.

Judd-Mennie said Marcano is unlikely to face additional charges, and his next status hearing is scheduled for 10 a.m. on May 16.

Putnam County attorney among nine in LaSalle County prostitution bust Peru hospital executive, Sandwich mayor also charged

BY DEREK BARICHELLO Shaw Media Nine men, including a Putnam County attorney, a Peru hospital executive and the mayor of Sandwich, were charged after an investigation into prostitution in LaSalle County.

Roger C. Bolin, 64, Buda, was one of the nine charged with solicitation of a sexual act.

Bolin also was Roger Bolin charged with attemptPutnam ed solicitation of a County public sexual act and battery, defender stemming from an April 4 incident, according to court documents.

Bolin is a public defender in Putnam County.

Richard A. Olson, 66, Sandwich, was one of the nine charged with

solicitation of a sexual act, from a March 14 incident, according to court records.

Moving to Sandwich in 1994, Olson was the city’s police chief for 16 years before retiring.

He defeated longtime incumbent Tom Thomas in 2013 and was re-elected in 2017. His term expires in 2021.

He didn’t respond to telephone messages left by The Times of Ottawa.

Along with Bolin and Olson, Raul Barajas, 40, Peru; Dustin A. Meredith, 29, Streator; Joseph P. Hanley, 57, Earlville; Wiley M. Sawyer, 18, Waterman; James G. Schaefer, 53, Peru; Richard Peradotti, 55, Peru; and Alphonso T. Thompson, 33, Streator, were charged with solicitation of a sexual act.

Schaefer is the vice president of operations and physician services at Illinois Valley Community Hospital in Peru.

Documents for criminal charges were not filed with the LaSalle County Circuit Clerk as of May 10.

Docket entries were the only information provided.

According to a news release issued

by LaSalle County Sheriff Tom

Templeton, the investigation was conducted on three separate dates, beginning in December 2016.

The second portion of the investigation took place March 14, and April 4, in Ottawa and Peru.

This portion targeted people soliciting the sexual acts, also called “johns.”

The subjects were interviewed and released on these dates.

As a result of this investigation, eight people were charged with solicitation of a sexual act (a Class A misdemeanor) and one person with solicitation of a sexual act, attempted solicitation of a sexual act and battery.

All subjects were mailed a notice to appear with a 9 a.m. Friday, May 31, court date in Judge H. Chris Ryan’s courtroom.

The LaSalle County Sheriff ’s Office and Tri-DENT Drug Task Force worked together with Ottawa and Peru police departments.

The investigation was initiated after complaints from LaSalle County residents regarding prostitution, according to Templeton in a press statement.

problem with prostitution is closely tied to the growing drug addiction crisis.

“Some of the females in the Illinois Valley are not working in the sex trade by choice, but rather because they struggle with substance abuse and addiction and are attempting to fuel a devastating drug habit,” the sheriff said in a statement.

“Many of these women are stuck in a cycle of drug addiction that is an ongoing crisis in our community. Our goal is to improve the safety and quality of life in our community and hopefully deter people from engaging in this type of activity and push them to get help for their addictions.”

Princeton mom delivers baby en route to hospital

BY GOLDIE RAPP grapp@bcrnews.com PRINCETON — Roaring east on Interstate 80 past midnight on May 5, Princeton residents Matt Holland and his very pregnant wife, Jolyn, hoped to reach Exit 73, zoom down Plank Road toward Peru, and reach Illinois Valley Community Hospital so Jolyn could give birth there.

But soon-to-be-born Emma Holland had other ideas.

She was ready to “exit” near Exit 70 not far from Ladd and Spring Valley.

And “exit” she did.

Mother’s Day for Matt and Jolyn Holland felt a little extra special this year as they recounted the exciting birth of their second daughter who was born along Interstate 80 en route to the hospital.

Jolyn said Sunday night, May 5, around 11 p.m. she began experiencing contractions, but they weren’t strong enough to cause any worry.

At around 1 a.m., however (on her actual due date), she got out of bed, woke her husband and told him they better get to the hospital fast. IVCH is

about a half hour drive from Princeton. As they began making the trek on Interstate 80, Jolyn said she told Matt he had better “hurry up.”

In a panic, he floored it and got the family Jeep up to 95 miles per hour.

“My first thought was, we are not going to make it to the hospital.

I’m going to have this baby in the car. I kept saying, ‘She’s coming, she’s coming’ over and over,” Jolyn recounted.

As luck would have it, Matt passed a Bureau County Sheriff ’s deputy patroling the interstate who immediately flashed his lights and pulled them over near the Ladd/Spring Valley exit. Matt said he could see his daughter’s head coming out at that point, so he immediately rolled down the window and frantically waved to get the deputy’s attention, and eventually jumped out of the car to yell that they needed help — that his wife

was delivering their baby.

Luckily, the deputy remained calm, didn’t make any movements toward his gun, and walked up to the car to see exactly what was going on.

By that time, Jolyn had given birth to their baby girl, Emma, and was holding her for the officer to see.

The officer calmly told her to wrap the baby in clothing to keep her warm, and radioed for the 10/33 Ambulance out of Spring Valley.

“It all happened so fast. I just couldn’t believe I delivered her in the car, but I was relieved when I was holding her and knew she was OK,” Jolyn said, adding it was pure instincts telling her what to do when delivering her baby in the heat of the moment.

When the first responders got to the scene, they let Matt cut the umbilical cord right there on the side of the road. On Emma’s birth certificate, her place of birth reads, “born en route on Interstate 80.”

In hindsight, the couple believes it was a blessing that they did get pulled over, otherwise they are unsure whether they would have kept speeding to the hospital or pulled over to call 911. Only one thing is certain. Jolyn was going to deliver her baby there in the front seat of the family vehicle, no matter what.

Baby Emma is perfectly healthy and mom is “feeling great” less than one week after giving birth. The family is falling into a new normal as a family of four.

Mentgen appears for May 9 hearing in Bureau County; grand jury to hear case

BY GOLDIE RAPP grapp@bcrnews.com SPRING VALLEY — The man police questioned during a homicide investigation in Spring Valley last month has been charged with obstructing justice in the investigation.

Eddie L. Mentgen Jr., 37, who is currently in the custody of the Illinois Department of Corrections, appeared in Bureau County Court Thursday after being charged with the Class 4 felony.

Police say Mentgen knowingly reported false information to prevent Spring Valley Police from locating two children of Marissa S. Roberts, 28, whose body was found inside her Spring Valley apartment around 1 a.m. April 5.

According to the indictment, police attempted to locate her two youngest children, a 3-year-old son and 7-month-old daughter, during an investigation of the disappearance of the children.

Those children were found and are now staying with a maternal aunt. Roberts’ oldest child, a 5-yearold daughter, is staying with her father. Police have said Mentgen was Roberts’ boyfriend at the time of her death.

Bureau County State’s Attorney Eddie L. Geno Caffarini confirmed Thurs- Mentgen Jr. day that Mentgen is not the father to any of Roberts’ children.

Mentgen went before Bureau County Circuit Judge C.J. Hollerich on Thursday. His bond was set at $500,000, with 10 percent to apply.

Mentgen is in custody for violating parole. He was picked up by Wisconsin State Police April 6 after an Illinois Department of Corrections arrest warrant was issued during the homicide investigation of Roberts.

During court on Thursday, Caffarini said Mentgen was eligible for an extended term sentence based on his prior criminal history. This means if Mentgen is found guilty, his maximum prison sentence could be extended from three years to six years. Mentgen could also face probation time and be forced to pay fees and fines of up to $25,000 with the felony charge.

Mentgen carries an extensive criminal record.

He served multiple prison sentences between 1999

and 2008. Many of them were for burglary offenses in LaSalle County and one in Grundy County.

His most recent prison stint was for a Class 1 felony for manufacturing cocaine.

Bureau County Assistant Public Defender Brad Popurella was appointed to represent Mentgen.

His next court appearance was expected to be at 2 p.m. May 13 for an arraignment, if the grand jury returned an indictment.

Caffarini asked that Mentgen be remanded to the Bureau County Jail pending bond. However, Mentgen asked Hollerich to remand him back at the Department of Corrections, because of a parole hearing.

Hollerich was hesitant about allowing Mentgen to return to DOC, stating convenience issues with having to transport him back to Statesville Correctional Unit on Thursday, only to return on Monday to Bureau County Court. Hollerich ended up agreeing to Mentgen’s request, but made it clear it would most likely not happen again as it could hinder his defense if he’s not able to meet with Popurella before his hearing.

The homicide investigation involving Roberts continues. Caffarini said police are still waiting on evidence analysis. He said some results have come back, but more evidence was recently sent out to be examined.

This past winter took its toll on the nearly $400,000 McCoy Street project that was completed last year. and repairs to it are already needed.

He estimated $19,500 for four days of spray patching to various streets,

which would use 2,600 gallons of oil and 88 tons of chips.

Richetta also provided the board with costs of seal coating and hot mix asphalt repairs, but requested a budget value from the board before proceeding with estimates on various locations.

He said the village could easily exceed $80,000 for a seal coat project based on the list of street locations needing repairs. The cost of hot mix asphalt exceeds the expense of seal coating, so a smaller area would be able to be repaired.

The list of proposed spray patch sites include areas on Laughlin Avenue, West South Street, School Street, East Hopkins Avenue, West Harrison Street, Sheridan Street, Edwards Avenue, Elizabeth Street, West Hopkins Avenue and Cleveland Circle.

Trustees grant 2.75 percent raises for staff OGLESBY — Illinois Valley Community College’s agriculture program was recently bolstered when coordinator Willard Mott took delivery of a new Case IH Magnum 340 tractor through a Case IH School-Program, President Jerry Corcoran announced at the May 9 board meeting.

Use of the tractor was facilitated

by Kyle Dooley of CNH International, and a vertical tillage tool has also arrived compliments of Stoller International Equipment of Ottawa.

Corcoran said Stoller also donated a utility tractor to support research being conducted on college land in partnership with University of Illinois Extension.

“Thanks to CNH, we may soon have a planter for some of our own work and the hardware needed to collect field data from the tractor and combine,” he said.

• GRANVILLE Continued from Page 6 Richetta provided the board with the first draft of a proposed preventive maintenance schedule for the village’s waste water treatment plant. At the next meeting, the board will receive a similar plan for the water treatment plant.

Richetta also estimated $2,000 per unit, per month, for two or three flow monitor recorders to measure the flow rates of storm water at various locations. The information will help the village assess how to best handle increased rainfall and prevent or reduce the occurrences of widespread flooding.

Other public works projects The board approved $1,800 for tools and repair kits for six of the village’s fire hydrants. Public Works Superintendent Sheli Starkey said the village only has one inoperable hydrant and 10 left to flush. She said there are also a couple of hydrants the village will be removing from service, but added she was waiting for guidance from the EPA as to the proper procedure.

The village has also ordered a new chlorine pump for the water treatment plant.

had been damaged by debris and the recent high water levels. Repairs will be made once water levels recede.

Resident sewer issue Granville residents with clogged sewer drains are advised to call the village hall before calling for outside help.

Recently a citizen called Roto-Rooter for a backed-up sewer. After 120 feet, the clog still wasn’t cleared, so the resident contacted Illinois Valley Excavating. That company arrived with a Vactor truck that cleared a clog that was 125 to 150 feet away from the home and beneath the alley.

The citizen then asked the village to pay for both services since the clog was located in an area for which the village is responsible. Roto-Rooter was said to charge roughly $150 for a service call, and Illinois Valley Excavating charged approximately $370.

“The communication is after the fact,” Village President Jared Baker said.

Board member Tina Dolder and Starkey both agreed the resident should have called the village first.

“Why didn’t they call us first?

Ninety-five percent of the time the problem is on the resident’s end, so it’s worth the money for us to call Roto-Rooter,” Starkey said, adding that when a Vactor truck is required,

Clark, 36, of Granville swerved to miss a deer, left the roadway and struck a tree. No injuries were reported and no charges filed.

Failure to appear On May 6, Chelsea C. Frawley, 24, of Streator turned herself into the sheriff’s department on a Putnam County failure to appear warrant for DUI. Frawley posted bond and was released with a Putnam County court date.

A 15-year-old male from Peru was charged with failure to reduce speed to avoid an accident and for no valid driver’s license after a vehicle he was driving went off the roadway and struck a utility pole. Robert F. Somers, 75, of Granville was a passenger in the vehicle, and he was given a citation for permitting an unauthorized person to drive. There were no injuries reported.

Parked car struck At 5:03 p.m. on May 7, the sheriff’s department responded to an accident on Milwaukee Street in Mark. A vehicle driven by Victoria S. Napier, 57, of Mark struck a parked motor vehicle. No injuries were reported and no charges were filed.

PERU — Registration for Carus Corporation’s 2018 Summer Science Camp began at 8:30 a.m.

Tuesday, May 14. This free camp, for students who will be entering sixth-grade, will be held June 24-28.

This year’s camp will offer students a chance to learn inside St. Bede Academy’s brand-new STEM (science, technology, engineering, and math) addition. In 2018, Carus campers became the first students to conduct experiments in the new space.

The head of the school’s chemistry department, Dan Fitzpatrick, is returning as camp director.

Carus is also working with the Canal Corridor Association to bring back “Camp Day at the Canal.” Always popular, Canal Day offers camp-

Gift from Ralph Scriba improves IVCC Nursing program

OGLESBY — A gift from Southern California philanthropist Ralph Scriba has led to significant instructional enhancements within the Illinois Valley Community College nursing program.

Scriba’s $50,000 September donation led to the recent purchase of two patient simulators including “Nursing Anne” to replace the former “Meti man” manikin the department used for more than a decade.

“The differences between the manikin and the new simulator are tremendous,” said nursing lab instructor Laura Hodgson.

One difference include wireless technology which makes “Nursing Anne” much more lifelike. The previous manikin had a large electrical cord.

Another is that “Nursing Anne’s” compressor is built into her left thigh. The previous manikin was tethered to a large compressor with a 25-foot hose.

“I hid the compressor in the closet due to the noise and the size,” Hodgson said.

Nursing Anne also has lifelike movable joints.

Along with the simulators from Laerdal Medical Corporation, the donation enabled upgrades on two older manikins to “Nursing Anne’s” capabilities.

“This increases the availability and frequency of simulation to more students,” Julie Hogue, director of the Nursing Division, said.

OGLESBY — Illinois Valley Community College recently honored several members for their dedication to the school and students.

Gerilynn Smith of Wenona received IVCC’s 2019 Connie Skerston Memorial Award for Support Staff Distinguished Service; Mary Black of Oglesby received the Stephen Charry Memorial Award for Teaching Excellence; and Craig Castaneda received the Outstanding Part-time Faculty Member Award at IVCC’s 23rd annual employee recognition event held at the Grand Bear Lodge.

Other nominees for the distinguished support staff award were Ida Brown, financial aid and veterans benefits adviser, and Crystal Credi, student services administrative assistant.

Smith, the administrative assistant for facilities, was nominated

by Business Services and Finance administrative assistant Jan Full.

“Gerilynn always has a smile on her face. She is also a friend to both newcomers and experienced staff. She has a welcoming attitude at work, which makes a co-worker feel a part of the team,” Full said.

Smith has more than five years’ experience in the facilities department and maintains the day-to-day operations in addition to scheduling events and ensuring proper set-up. She’s also served on numerous committees and teams.

Black, developmental mathematics laboratory instructor, is the first instructor to win both the part-time teaching award (2010) and the top award for tenured faculty. Other nominees for the Charry award were Keith King, biology; Willard Mott, agriculture; Bob Reese, marketing and Jeff Spanbauer, history and anthropology.

The student who nominated Black for the award said, “Mrs. Black helped me stay on track and supported me in every way possible when I got behind.”

Over a 20-year career at IVCC, Black has taught pre-algebra, basic and intermediate algebra, geometry and technical math. She was also instrumental in initiating the successful “Fast Track to College Math” program.

Castaneda, now in his 13th year as a part-time anatomy & physiology instructor, is renowned for his ability to make highly complex material clear and understandable.

The student who nominated him for the award said he encouraged her to persevere when she was about to drop his course because of a recent surgery. She successfully completed the course. Castaneda’s full-time position as a physical therapist in a local hospital strengthens his classroom and lab instruction, the student said.

Trisha Blood, professional tutor in IVCC’s Peer Tutoring center, was also nominated for the award.

The event also recognized Heather Knoblauch, Amber Knowlton, Tammy Landgraf, Mott and Andrew Seeger for earning tenure and employees for milestone years of service.

Honored for five years of service were Deborah Anderson, Candice Chaffee, Heather Crawley, Bradley Fritz, D. Scott Johnson, Tracy Lee, Susan Martyn, Julie Milota, Leonard Newell, Erin Polte, Kathryn Ross, Robyn Schiffman and Kristopher Sienza.

Rock Island - Western Illinois Area Agency on Aging (WIAAA) Public Information Document (PID) provides a summary of our FY2020 Area Plan. Each year we submit an Area Plan to the Illinois Department on Aging requesting federal and state funding to provide home and community based services for older adults, and their caregivers and in some instances adults with disabilities living in Bureau, Henderson, Henry, Knox, LaSalle, McDonough, Mercer, Putnam, Rock Island, and Warren counties in Illinois. We will also be submitting a request for funding for the Regional Ombudsman Program to serve Adams, Brown, Calhoun, Hancock, Pike and Schuyler counties in West Central Illinois. The Area Plan is developed by assessing the needs of older adults, their caregivers, and adults with disabilities through our Aging and Disability Network services to identify issues for short and long range planning and setting priorities for funding.

• One-year extensions of the contracts in place for President Jerry Corcoran, Vice President for Business Services and Finance Cheryl RoelfJerry sema, and Vice PresCorcoran ident for AcademIVCC ic Affairs Deborah president Anderson.

• The resignation of developmental mathematics lab instructor Emily Lesman effective Aug. 10.

Following closed session, a 2.75 percent salary increase for all employees not affected by a negotiated labor agreement — contingent upon evaluations and grant support.

The board also approved special salary adjustments for four employees identified as warranting in fiscal year 2020.

The board learned: • About 80 employees were honored at the 23rd annual Employee Recognition Event April 18 in Utica.

• Del Baracani is the new maintenance department groundskeeper and Jayna Leipart Guttilla has been hired as collection development and access librarian.

• Duplication Center operator Sandra Kosciewicz is retiring June 30 after 33 years. “I will take many fond memories and friendships with me,” Kosciewicz said in her retirement letter.

• Allied health instructor Linda

Pinn will retire at the end of the spring semester, adult education instructor Tracy Makransky will retire after eight years, Terumi Scully, administrative assistant for Project Success, submitted her letter of resignation effective May 16, and women’s basketball coach Tom Ptak resigned April 30.

• The theatre production of “Mama Mia!” — playing over two weekends in April in the Dr. Mary Margaret Weeg Cultural Centre — broke attendance records, Corcoran said.

• IVCC geology instructor Mike Phillips was recognized May 2 at the Regional Office of Education’s 31st annual Excellence in Education awards banquet for his many years on the Lostant School Board.
