BY CRAIG STERRETT Shaw Media GRANVILLE — A freeze early Saturday morning, May 9, and temperatures in the low 30s at the end of the weekend caused a Putnam County family to look for damage to apple blossoms and some of their produce this week.

Denise Boggio said her family picked asparagus a little bit shorter than usual on Friday so it would not freeze and still could be sold to people who made orders and others who stopped by out in front of Boggio’s Orchard between Granville and Mark. The freeze might stall the asparagus harvest for a few days.

her grandchildren, but said she and her family will be checking over the next couple of days to see how much damage came from the late-spring freeze that affected much of northern Illinois and even areas to the south of Putnam County. She said the effects might be different at the family’s gardens at Granville than those at Hennepin, on lower ground about four miles to the west.

Temperatures fell to 32 degrees by 4:30 a.m. Saturday at Illinois Valley Regional Airport in Peru, then 29 degrees at 4:55 a.m. and then rose to 32 degrees between 5:15 a.m. and 6 a.m., according to National Weather Service.

“We were in full bloom,” Boggio said of the orchard’s apple trees. She said the trees live on hilly terrain, so some may have more damage to blooms than others, and some might not have any damage. “It’s a waiting game now.”

• ORCHARD Continued from Page 2 Prior to the freeze, the Boggios applied a spray to the blooming trees that’s designed to kill a bacteria that can cause more damage to blooms during a cold snap. She said there have been freezes before when the trees are in bloom, and when it happens, sometimes the trees produce apples on top and none on the bottom, or vice versa.

Boggio said she anticipates losing green beans that were planted early, but doesn’t expect to lose a lot of the other produce. As for the orchard, the plum and cherry trees were done or almost finished blooming in Putnam County, so the harvest loss there might not be severe.

On a positive note, Boggio said bees from 14 hives will be busy pollinating around the orchard.

Rezin: Restore Illinois plan ‘a step in the right direction’

BY DEREK BARICHELLO Shaw Media State Sen. Sue Rezin, R-Morris, called Gov. J.B. Pritzker’s “Restore Illinois” plan a step in the right direction.

The governor on Tuesday issued a roadmap with five phases designed to gradually bring the state out of quarantine and back to normal.

Rezin, who read the details of the governor’s plan only a couple hours after its release, said she hopes it gives confidence to small business owners that were deciding whether they should open. Rezin had recently written the governor a letter to consider reopening the economy in regions not hit hard by the coronavirus.

She said the element of the unexpected was becoming problematic for businesses, as they had to make decisions about their next 30 to 60 days of operation — whether to open, stay open or close.

“For the past several weeks now, we’ve needed a plan,” said Rezin, whose district includes Spring Valley, Ladd, other portions of eastern Bureau County, LaSalle, Peru, Streator, Ottawa and Morris.

“We needed to see from the governor, ‘where do you see this going?’ and put something in place that gives some confidence to small businesses on whether they can open up or not, and give them an idea of what’s to be expected.”

about splitting the state into regions.

The plan divides the state into four “health regions,” which will move through the five phases independent of one another, based on COVID-19 data and health care capacity within the region.

Bureau, Putnam and LaSalle counties in Rezin’s district join Livingston, McLean, Tazewell, Woodford, Peoria, Henry, Rock Island and counties west to Iowa’s border within Region 2.

Rezin said she was disappointed Grundy County was included in a region with Cook County, which is where the majority of the state’s cases have been. Roughly, 0.09% of Grundy County’s population has tested positive for COVID-19, compared to 0.77% of the population in Cook County.

“I will have a few questions for the governor’s office on why Grundy County was included with Cook County,” Rezin said. “I believe it is more rural and more similar to some of the other rural counties in number of cases.”

Rezin said she also would examine whether Kendall and Will counties should be included in those regions. Dependent on public health metrics, health regions will move forward through each phase, but they also may need to move backward if surges in cases occur.

Phase 3 would allow for manufacturing, offices, retail, barbershops and salons to reopen; and Phase 4 would allow for gatherings of 50 or fewer people, allowing bars and

restaurants to reopen.

The final phase of the plan, “Illinois Restored,” will likely be impos-

sible to reach without a COVID-19 vaccine or viable treatment option, Pritzker said.

May 1 reopening of state parks was a success

Director says agency working to reopen more parks as curve flattens

BY DEREK BARICHELLO Shaw Media The director of the Illinois Department of Natural Resources said opening of the state’s parks and recreational areas “went extremely well” over the past weekend.

State parks and land were opened May 1 in select areas, including Buffalo Rock State Park, Illini State Park, and the Illinois and Michigan Canal Trail in LaSalle County.

“It was beautiful — and not just the weather,” said Colleen Callahan, IDNR director, who noted she spoke with staff at several sites. “People were out all over the state enjoying our parks. When I visited parks near my home, I saw lots of cars, but few people which means people parked and then did what they needed to do to socially distance — they went hiking, boating, walking or mushroom hunting. They did these activities

Callahan acknowledges she’s received questions about why certain parks were chosen to open and not others. For example, Starved Rock and Matthiessen state parks, which receive more than 2 million visitors (based on estimates that

count each vehicle as 5.5 people), were not reopened.

Of course, protecting the health and safety of our site visitors, staff and first responders is our highest priority. With that in mind, IDNR worked with Gov. J.B. Pritzker and the Illinois Department of Public Health to develop a list of state parks, fish and wildlife areas, recreational areas and historic sites which considered many factors.

The 59 sites opened May 1 were chosen among sites that typically do not regularly draw large crowds, helping the state agency encourage social distancing at the sites, Callahan said.

Other factors also were considered.

The state agency wanted to offer a variety of recreational opportunities, restroom and handwashing facilities for visitors, and make sure different locations were selected throughout different geographical areas of the state.

“The sites opened May 1 allow for a slow, phased opening of outdoor recreation as we move into summer,” Callahan said.

“As Illinois continues to flatten, and eventually bend, the curve, we are looking forward to welcoming Illinoisans back to more of the state’s parks,” Callahan said.

Telehealth: Is it the future of health care?

Perry clinics average 100 visits a week

BY GOLDIE RAPP news@putnamcountyrecord.com PRINCETON — The use of telehealth has come a long way in just a short period of time due to the coronavirus pandemic.

During a time when people are forced to stay home under the shelter-in-place order, health providers are turning to technology to stay connected to their patients.

At Perry Memorial Hospital, the clinics have completed more than 700 telehealth visits since March 25, which averages out to be about 100 visits a week.

Telehealth can be done two ways — either by a phone call to the patient or visually over a computer screen or other technology device.

Telehealth is good for some patients, but not all.

Dr. Arnold Faber, a provider at Perry’s Family Health Clinic, warns while telehealth has been a good way to stay connected to patients during the health crisis, it does not entirely replace seeing a doctor in person, which is required in some cases.

“Given the situation with the shutdown, I think we still have managed to give at least a modicum of care to our patients that otherwise wouldn’t be there,” he said. “I would never say a telephone call fully replaces a face-to-face visit. ...You can’t replace seeing a patient for optimal care.”

Faber said telehealth is great for follow-up visits on “one issue problems,” say for a patient who was recently put on blood pressure medication and needs a follow-up to see how it’s working.

Or a patient needing general management of depression, anxiety or attention deficit disorder.

But telehealth is not ideal for patients who are dealing with multiple issues and need to be seen in person to evaluate their health, according to Faber.

“For some, it comes to a point where somehow, someway, that person needs to come in and get seen relatively soon for optical care,” he said.

In these instances, health care providers are urging patients to not put off an in-person visit to the doctor. There’s a fear out there that clinics and hospitals are where people are most likely to contract COVID-19.

Telehealth has come a long way in a short period of time. Before COVID-19, Perry’s Family Health Clinic was actually not authorized to do telehealth visits on a patient who wasn’t in the clinic building. Patients had to come to the clinic to talk with a provider who was distant.

Perry’s Director of Clinics Marla Beatty said telehealth has advanced further in just the past three weeks than it was originally projected to do in 10 years before COVID-19.

And it’s only going to keeping growing and becoming more advanced.

Beatty said there’s already technology out there that allows doctors to check in the ears or down throats over a computer screen. There’s also phone aps that are equivalent to an EKG. “The technology is very expensive. It’s cost prohibitive for us, but that technology is available and out there right now,” she said, adding it all comes down to how adaptable people are to it.

Faber foresees telehealth as being a great way for patients to stay connected to preventative health procedures that can detect cancers in their early stages. Medical office assistants have a system in place that is useful in keeping in touch with patients who are due for these procedures.

“Hopefully, we have less of the stories to tell about, ‘Oh, that got missed’ two years down the line. If it takes technology to do it, it’s better by a longwise,” he said.

Granville American Legion Post announces 2020 scholarship recipient

GRANVILLE — Each spring, the Granville American Legion Post 180 reviews applicants for their Veteran’s Scholarship award. The recipient of the $1,000 award for 2020 is Madison Brannon, a Putnam County High School senior from Granville.

In order to qualify for the scholarship, one of the first requirements specifies the recipient must be related to an individual who has served in any branch of the U.S. armed forces.

In Madison’s case her grandfather, Thomas Brannon, served as an Army specialist, trained as an armored personnel driver assigned to Quang Tri in South Vietnam. His duties took him for a time to the Demilitarized Zone within view of North Vietnam.

He served for more than 13 months in South Vietnam before being discharged in 1970.

Madison’s father, Sean Brannon, was also an Army veteran. He completed ROTC training while at Western Illinois University and received a commission as a second lieutenant in the Illinois National Guard. His duties as a military police officer in the Army Reserve took him to Panama and South Korea. During his 10 years of military service, he was promoted to the rank of captain.

In addition to being related to a member of the armed forces, the applicants for this award are also expected to have outstanding academic grades in their high school courses and score very high on the required SAT. Madison showed evidence of those expectations taking courses in journalism, business, statistics/college algebra and Spanish.

She also demonstrated leadership as class president her sophomore, junior, and senior years at Putnam County High School. She was also a member of the Pantera squad in her sophomore and junior years.

Community service is another attribute that is highly regarded by the Granville Legion. Madison began at age 13 volunteering to raise money for the Eric Ciucci Scholarship and other fundraisers in the years that followed. Her membership on the Pantera team gave her opportunities to work with younger children at the Little Pantera Camps and dance routines at the Hennepin Fourth of July celebration and Granville Cruise Night. She described her work with the girls in grades K-5 saying she had “the opportunity to be a positive role model.”

life experiences was performing volunteer duties in the IVCH Emergency Room assisting in the registration of patients and cleaning rooms. According to Madison, “I would go every Sunday from 8 a.m. to 12 p.m. I have always had a passion for helping people which is why I first thought I wanted to be a pediatric nurse.”

That career option was reassessed during her senior year at PCHS. Part of her high school education involved helping in a kindergarten classroom at the primary school in Granville.

She had opportunities to work with individual children who needed extra help as well as assisting Miss Angie Serafini. The primary school routine included working with the children in their music classes, computer time and library sessions. She received first-hand experience with the Christmas concerts, and at the Christmas and Valentine’s Day parties in addition to the “Doughnuts with Dad” Day. Her experiences at the primary school initially required one class period per day, but that changed to a two-period day.

“Going to the PC Primary School this year is what completely changed my career path decision,” Madison said. “Every single kid in that class

will always have a special place in my heart, and they truly inspired me to want to be a kindergarten teacher myself, along with the best role model, Miss Serafini,” Madison concluded about her future educational plans.

She said the scholarship award will be used to defray expenses at Bradley University, where she will major in early childhood education. She has an older cousin already attending Bradley and two younger siblings.

The University of Illinois Extension Bureau, LaSalle and Marshall-Putnam 4-H is honoring the seniors of 2020.

Molly Boyd is a member of the PC Progressors, M-P Federation (officer), M-P Ambassador and participated in Soo 4-H Sewing SPIN club in Marshall-Putnam.

Boyd enjoys the cooking projects the most. This is because “I will forever remember waking up and staying up at crazy times to bake with my gramma.”

In 4-H, Boyd learned to speak to people other than her family members, introduce herself to new people, be a leader and so much more.

“4-H has shaped me into the person that I am today.”

4-H plays a big role in Boyd’s best memories. Some of those memories include numerous fashion reviews, achievement nights, 4-H fun days and 4-H fairs.

The 54th annual commencement, the first to be held entirely online, will feature photos of graduates and a keynote address by former IVCC trustee Melissa Olivero.

Olivero, of Peru, an administrative law judge for the National Labor Relations Board, served IVCC from 2009 to 2019. As board chairwoman, she oversaw the opening of the Peter Miller Community Technology Center in 2014 and other major campus renovations.

Also at commencement, IVCC President Jerry Corcoran will welcome graduates and guests, former student trustee Matthew Klein will deliver the invocation and board chairwoman Jane Goetz will introduce trustees.

Nasrina Bellel will read her winning Paul Simon Essay, and Vice President for Academic Affairs Deborah Anderson will present the Class of 2020. Corcoran will confer degrees and certificates, and new student trustee Manuel (Tony) Galindo will deliver the benediction.

Chief Senachwine DAR Chapter inviting women with Revolutionary War roots HENRY — Women interested in researching their colonial ancestry are invited to supply information on their first three or four generations, which will then be studied to see if they lead to a Revolutionary War ancestor. The goal would be membership in the Chief Senachwine Chapter Daughters of the American Revolution, especially during the current spring membership drive.

The process requires supplying as many as possible names, birth dates, death dates and locations known about one’s parents and grandparents and even perhaps one’s great-grandparents.

Often, an interested party might believe that her parent, grandparent or great-grandparent arrived in the U.S. in the 1850s or 1900s — too late, they say, to trace to a Revolution-

ary ancestor. However, often the “late-comer” has married someone with roots tracing back to Revolutionary times, and the patriotic connection can be proved.

The DAR national motto of all DAR chapters is God, Home, and Country. Special interests are education, historic preservation and patriotism. Women in chapters around the world devote thousands of hours of service in their communities.

In order to qualify for school board membership, an individual must be, as of the date of the appointment, a U.S. citizen, a resident of Illinois and Putnam County School District for at least one year preceding the appointment, at least 18 years of age, a registered voter and have not been convicted of an infamous crime or a violent offense against a child.

Following a review of the submitted materials, the Board will schedule interviews with the selected candidates on May 20th. Not all of the candidates for the board vacancy will be interviewed.
