Putnam County eases up on late fees for property taxes Board understands some taxpayers hurt financially by pandemic

The Putnam County Courthouse in Hennepin was built in 1839. Amid the coronavirus pandemic, the Putnam County Board has voted to waive late fees on property tax bills for the first installment due in June, as long as payments are received by Sept. 15.

BY KIM SHUTE Shaw Media HENNEPIN — Putnam County is doing what it can to help residents during potentially difficult financial times by waiving late fees for upcoming property tax payments.

Board members, in a special meeting April 27, acknowledged the strain that may be put on some families due to the COVID-19 shutdowns and voted unanimously to waive late fees for the first installment of property tax payments not received by Sept.

15.

Treasurer Kevin Kunkel said it’s his plan to mail bills May 14 or 15.

Payment is due on the first installment within 30 days.

This year, however, for those who are unable to make their payments, they won’t be assessed a late fee as long as payments are received by Sept. 15. Failure to make a payment by the September date, however, would assess fees retroactive to June 15.

The board discussed two possible solutions, the first being the waiving of first installment late fees. The second addressed whether to make a

Ultimately, the board opted to pass the initial ordinance and will revisit whether to adjust the second installment at a later date.

“I don’t think the problem is going away any time soon, “ Brad Popurella said. “I think we need to give people a break.”

Popurella said he thinks the majority of residents will pay tax bills as soon as they get them like always, and payments that are escrowed will be taken care of, so he doesn’t foresee a great deal of people needing an extension but thinks the option should be there for those who need it.

“I understand it will affect taxing bodies, but people are hurting and we want to let them know we understand,” he said.

Charlie Lenkaitis agreed, saying anything the board can do to ease some of the financial pain Putnam County residents are experiencing will help.

Even if some of the disbursements

are late, he thinks it’s necessary.

“Entire global entities are forgoing rent and payments right now,” he said.

Treasurer Kevin Kunkel weighed in on the possible effects of the decision, saying it takes a couple of weeks after receiving payments to start distributions, so there could be ramifications if fees need to be moved out in the fall and can’t be made before the end of the fiscal year.

As an example, Kunkel said last tax bill time he sent out 785 “friendly reminders” about late bills — about 220 by the time he was required to put a tax notice sale in the newspaper. The initial 785 added up to about $750,000 worth of taxes.

The board also discussed adding a notice to tax bills informing residents of the option to pay taxes monthly in order to avoid a large lump sum payment.

For those who make payments, any late fees assessed after the extended deadline would apply only to the unpaid balance.

BUREAU, PUTNAM AND MARSHALL COUNTY HEALTH DEPARTMENTS

12th confirmed COVID-19 positive test has been reported in Bureau County The Bureau, Putnam and Marshall County Health Departments are reporting two more residents of Bureau County have tested positive for coronavirus disease (COVID-19).

Public health officials were notified of positive tests, according to state and local public health protocol.

The two individuals are a male in his 60s and a male in his 40s. They are both recovering in isolation at home at this time.

Public health officials are in the beginning stages of the investigations and are working to identify individuals who were in contact with the cases. Federal privacy restrictions prohibit the release of any additional information regarding these cases. No further information regarding the investigations are available at this time.

There have now been now 16 confirmed cases of COVID-19 in the counties served by the Bureau, Put-

nam and Marshall County Health Departments. Bureau County has had 12 confirmed cases. Marshall County has had four confirmed cases. Putnam County has no confirmed cases. The first case was reported in Marshall County on March 23.

Residents are encouraged to learn more about COVID-19 and how to protect families and the community from being exposed to the virus.

The newly modified order states: “Beginning on May 1, individuals will be required to wear a face-covering or a mask when in a public place where they can’t maintain

a six-foot social distance. Face coverings will be required in public indoor spaces, such as stores.

This new requirement applies to all individuals over the age of two who are able to medically tolerate a face covering or a mask.”

Health department beginning COVID-19 testing

Drive-through tests will be done at Princeton office PRINCETON — The Bureau, Putnam and Marshall County Health Departments began testing for coronavirus (COVID-19) at the Prince­ton office, 526 S. Bureau Valley Parkway during the week of May 4.

They were scheduled to start by opening a drive-through testing site on Tuesday, May 5. Testing will be Tuesdays and Thursday from 9 a.m. to 2 p.m. Priority for 10-15 tests per day at the Princeton drive-through will be given to Bureau, Putnam and Marshall County residents.

Dates and times at the Princeton site may be adjusted as the situation changes. Testing at the Princeton site is intended as a supplement to

• Stay away from crowds and groups of people that are not members of your household.

• Wear a face mask or other face cover in public.

Testing at the Princeton site is subject to changes in guidelines from labs and the Illinois Department of Public Health.

The Princeton site will test persons that: • Have COVID-19 symptoms (cough, shortness of breath and fever); and • Have a risk factor, such as contact with someone confirmed to have COVID-19 or a compromised immune system or a serious chronic medical condition.

Testing is also available for those with or without symptoms who: • Work in a health care facility; • Work in correctional facilities,

with at least 60% alcohol.

• Cover your cough or sneeze with a tissue, then throw the tissue in the trash.

• Avoid touching your eyes, nose, and mouth.

• Clean and disinfect frequently touched objects and surfaces using a regular household cleaning spray or wipe.

Individuals who have questions or concerns about COVID-19 can contact the Illinois Department of Public Health Hotline at 800-8893931.

Testing will conducted car-side and will be by appointment only.

Residents are asked to call 815872-5091 to be screened by a public health nurse. Individuals who qualify will receive an appointment time and instructions including wearing a mask, bringing a photo ID, payment options and directions for how to drive into the site.

The test consists of a nasopharyngeal or oropharyngeal swab.

Samples will be sent to either the University of Chicago Laboratory or the Illinois State Laboratory for testing depending on eligibility factor for state testing. Turnaround for results varies based on the volume the lab is experiencing. All persons tested will be notified of results by the Bureau County Health Department and given educational material including instructions for quarantine and monitoring of positive individuals and their close contacts.

Free testing will be available on a limited basis to eligible persons.

If free testing is not available, the tests will cost $100, and can be paid by cash or check at the time of testing, or by credit card at the time the appointment is scheduled.

On Tuesday, May 19, through Thursday, May 21, the Dixon Waterfowl Refuge will be open to visitors from dawn to dusk for a trial run of public access during the COVID-19 epidemic.

We’re glad so many people treasure and enjoy this special place. Thank you for your understanding as we navigate this unusual and unprecedented time.

Only the trails will be open on these days. The lakes will remain closed to paddling and fishing at this time.

Please practice social distancing and stay at least six feet away from other people including TWI staff doing restoration and stewardship work. Of course, the standard rules for visiting, which are posted at the refuge, also still apply.

As always, parking is allowed only in the official lots.

If all parking spaces are filled, please visit the refuge at another time.

No portable toilets will be available, so plan your visit accordingly.

If all goes well during the three-day trial run and it’s clear that we can protect the health of both visitors and staff, we aim to keep public access moving forward into the summer. We’re hoping that everyone together can make this possible!

It can aid those with disorders of the brain and their caregivers S TA N DA R D — T h e P u t n a m County Community Center has funding available for persons with Alzheimer’s disease, dementia or a related disorder and/or their

primary caregivers for the 2020 fiscal year (October 2019-September 2020).

Funds are to be used for services and supports that enhance their ability to live in the community.

This includes things such as adult day care, behavioral health assessments and intervention, home health care, respite care, companion care, short-term care in health facilities, wanderer alar m sys-

tems, wanderer identification and location services and other gap filling needs (goods and supplies).

Eligible care givers are those who are responsible for directing and managing the care of a person with dementia. This definition refers to informal caregivers such as family or friends, not paid health care professionals.

The Putnam County Community Center is an aging and disability resource center partially funded by the Western Illinois Area Agency on Aging.

Brown challenged the denial in 2016 and persuaded Kouri to reverse the state police decision, citing mitigating circumstances of the 2001 incident that were corroborated by his ex-wife.

State police appealed Kouri’s ruling and the appeals court, in a 2-1 ruling, ruled against Brown. Justice Robert Carter wrote that Brown’s 2001 conviction “clearly qualifies” as a conviction for domestic violence as spelled out by federal law. The charge, Carter noted, was

never vacated or expunged.

Justice William Holdridge dissented.

He pointed out that under California law Brown was revoked for 10 years from the date of his conviction, ending in autumn 2011.

“Thus, after the 10-year revocation period expired, Brown’s right to possess a firearm was automatically restored by operation of California law,” Holdridge wrote.

THIRD DISTRICT APPELLATE COURT Appeals court sends FOID dispute back to Putnam County OTTAWA — A Putnam County man thought he finally had the OK to keep his firearm owner’s ID card despite a years-old misdemeanor conviction. An appeals court had other ideas and sent the case back.

On April 30, the 3rd District Appellate Court reversed a lower-court decision forcing state police to renew Thomas D. Brown’s FOID. The case was ordered

back to Hennepin and to Judge Stephen Kouri.

A message left for Brown through his attorney was not returned on Friday.

Brown incurred a misdemeanor charge in 2001 in California involving his then-wife; under federal law, a domestic violence conviction means no owning a firearm. Years later, Brown tried to renew his FOID in Illinois; but when state police learned of the conviction, they denied his renewal.

RICHARD A. SCHERI

PERU — Richard A. Scheri, 74, of Peru died Friday, April 24, 2020.

A Mass of Christian Burial will be held at a later date. Cremation rites will be accorded. Dysart-Cofoid Funeral Chapel will be assisting the family with the arrangements.

Rick was born on September 4, 1945, in Spring Valley to Andrew and Darlene (Yerly) Scheri. He married Kathy Szalek on October 12, 1985, in Peru.

He graduated from St. Bede Academy, Peru, and attended Illinois Valley Community College. Rick served in the United States Army and he worked in maintenance for the United States Postal Service in LaSalle.

He was a member of the American Legion Post #237 in Oglesby, the K of C Calvert Council #792 in LaSalle for 55 years, Saint Stephens Society of St. Hyacinth in LaSalle, Blood Sweat & Gears Car Club where he served as Secretary, President, Treasurer and currently Vice President.

He was also a board member of the Cedar Point Sportsman Club.

Survivors include his wife, Kathy of Peru; three sons, Rick (Jennifer) Scheri of Peru, Tony (Sara) Scheri of Darien and Michael (Grace) Scheri of Willowbrook; one daughter, Nina (Josh) Poulaki of Naperville; one brother, Don (Sue) Scheri of Spring Valley; eight grandchildren, Shay, Jack, Joe, Grace, Henry, Kendall Scheri, Claire and Luke Poulaki. He is also survived by numerous aunts, uncles, cousins, nieces and a nephew.

He was preceded in death by his parents; and his sister and brotherin-law, Linda and Carl Lundstrom.

Wait, we agreed to this? Cell data being used to track social distancing

BY MICHAEL URBANEC Shaw Media Cellphone owners already are being tracked by their cell network carrier and private companies have begun using that data to track how counties are following social distancing practices amid the COVID-19 pandemic.

Popular apps already track users’ locations to provide more convenient service. Snapchat has SnapMap, which allows users to see where their friends are and Instagram automatically will tag a location if a user posts a photo without doing it themselves.

Northern Illinois University professor David Gunkel said this technology is not uncommon, nor is it difficult to use. Most cellphone applications ask for the right to use data location services in the terms of service, which can be overlooked.

“When you download an app like Whatsapp or TikTok, many of these apps use geolocation to offer consumers convenience so they can find friends or places,” Gunkel said.

“They share your geolocation. In most cases, these are things that everyone is opted into by default.”

Google releases this data every few days as a part of its COVID-19 Community Mobility Reports, available with a quick search for “Google mobility data.” It provides numbers that explain whether Illinois residents are traveling or not.

Illinois resident travel is down 53% for retail and recreation, down 24% for grocery and pharmacy trips and down 29% for trips to parks. Travel to workplaces is down 39% and travel to other residences are up 13% from where they were on Feb. 16.

According to Google, “no personally identifiable information, such as an individual’s location, contacts or movement, will be made available at any point.”

Gunkel said the only way to stop sharing geolocation data is by going into a phone’s settings and unmarking the checkbox that allows for data sharing. “Another way that geolocation data is taken is through your cell company,” Gunkel said. “They know where you are at all times. When you go from cell tower to cell tower, your signal transfers, so they now know where your device is. AT&T, Verizon, they all ostensibly know where all devices that use their services are located.”

Gunkel said this data is used for products such as Google Maps, which can show what traffic is like on busier roads.

This is based on anonymized data that determines data concentration at a certain point on the road.

Anyone using the data doesn’t have access to identifying information as to where specific people are located.

“Places where there are specific identifiers, like Singapore or South Korea, are requiring a specific app for tracking whereabouts in regards to virus protection,” Gunkel said.

“It would need to be deliberate to get person information; right now, all of this information stays with private companies.”

Gunkel said there would need to be a law change to allow the government to use this data: Americans will have to decide whether they want to trade privacy for safety.

“This virus is going to be a shortterm thing in relative terms and we have to think about whether or not we want to trade privacy for security,” Gunkel said. “What are the civil liberty implications downstream depending on what laws are passed?

cerned with anything that doesn’t have an expiration date.”

Gunkel said handling the issue becomes complicated because each jurisdiction is going to push out their own laws in a piecemeal fashion, which makes cooperation among jurisdictions complex because the problem is global.

“One way that is being used right now is the modeling approach,” Gunkel said. “You can find where people are congregating during a time of quarantine and use this data to see if people are staying home, or if they’re going to beaches or bars.”

Gunkel said there are draconian measures like what is seen in South Korea, which would be constant tracking. The issue he sees in this method is that not everyone has a cellphone. In order for this process to work, every person in America would need to own a device that could be tracked.

He mentioned that the problem is similar to the one public schools face now that they’ve moved to online education. Too many families don’t have access to a computer or a tablet with internet connectivity, impeding its impact.

EDUCATION BRIEFS Area students recognized by University of Illinois CHAMPAIGN — The University of Illinois at Urbana-Champaign announced dean’s list honorees and graduates for the fall semester 2019, as well as those who graduated in August 2019. A total of 7,440 students were named to the dean’s list in December. Dean’s list eligibility is limited to the top 20 percent of a student’s college class or curriculum. To be eligible for the dean’s list recognition, students must complete at least 14 academic semester hours taken for a letter grade. Graduates in December totalled 3,187; in August, 1,507. HENNEPIN — Law Day on May 1 took on a “remote” look this year in Putnam County. It also did not include the PC Bar Association’s 41st annual event hosting PCHS seniors at the courthouse. But as life adapts, so does the practice of law — and our nation’s celebration of the rule of law and the importance of our Constitution in protecting liberty and promoting justice.

This year’s national Law Day theme, “Your Vote, Your Voice, Our Democracy,” highlights the importance of voting — including women’s right to vote, celebrating the 100th anniversary of adoption of the 19th amendment in 1920.

The Putnam County Bar met by Zoom this year, in an event “suitable for framing” — continuing a 30-year tradition of taking a decennial picture of its member attorneys.

Judge James Mack, PC Resident Circuit Judge currently presiding in Tazewell County, has helped in handling local matters and emergency hearings in Putnam County between scheduled court dates.

He says “being thrown head-first into technological change was a bit daunting at first, but has now given way to conducting remote hearings.” He adds, “My only regret is having to do so without a recent haircut as I’m getting a bit shaggy!”

Also commenting on the unusual circumstances facing law and lawyers, PC State’s Attorney Christina Mennie says it has been a challenge, especially meeting constitutional safeguards in criminal cases. As an example of that, she conducted a Zoom-style preliminary hearing — a proceeding requiring presentation of witnesses and exhibits, to determine whether there is probable cause to proceed with a felony

Enrico Eattoni, who practices law in the Oglesby office of Perona, Peterlin, Andreoni and Brolley, says it’s business as usual in many ways. He says his office is meeting the needs of people who still need legal help, but with creative flexibility — even meeting with clients and

witnessing documents in the firm’s parking lot. Luckily, he says, the weather has been mostly cooperative. Given the circumstances, Eattoni says he has found that clients, court staff, judges and other attorneys are understanding, accommodating and patient.

Scott Shore, who retired as a judge in 2014 and now practices law in Hennepin, said he is working remotely 90 percent of the time. “Much of the work, such as research, drafting and correspondence, is on a computer or online, and can be accomplished remotely,” he said. Hearings in most civil cases, though, have

been postponed by the courts, and client meetings have been handled by phone. He has conducted three “curbside” closings, and concluded one client’s estate plan on his back porch by co-witnessing her signature on various documents from inside the house. “Where there’s a will, there’s a way,” he quipped.

Though the COVID-19 pandemic has turned our lives and livelihoods on end, the rule of law remains vital, lawyers continue essential services, and the Constitution, though written 233 years ago, remains both flexible and steadfast in an ever-changing world.

She has received numerous awards for the excellence of her leadership skills and has been actively engaged in the communities of the hospitals in which she has served. She retired in July 2019 as CEO of Holy Family Medical Center in Monmouth.

Rural health care leader appears on C-SPAN channel Pat Schou talks about challenges hospitals face during coronavirus outbreak

BY GOLDIE RAPP grapp@bcrnews.com PRINCETON — A local woman who has been a voice for rural health care around the nation was recently featured on C-SPAN talking about the challenges rural health faces amid the coronavirus pandemic.

Pat Schou of Princeton is president of the National Rural Health Association and executive director of the Illinois Critical Access Hospital Network (ICAHN).

Being from the rural health care community and having a strong background in health care, she was asked to speak about the challenges rural hospitals are navigating during these challenging times.

It was her first live national interview taking questions from callers during a 45-minute segment.

Many of the callers had concerns about the financial status of their rural hospital as they had to put a halt on normal procedures and elective surgeries to prepare for any sudden uptick in COVID-19 patients. This resulted in many furloughs and layoffs of employees to

help balance the budget, as these procedures are where hospitals make their revenue.

Since the interview aired, Gov. J.B. Pritzker has allowed hospitals to bring back these procedures, but before that decision was made, Schou said it was a big topic of conversation.

“We’d been talking about it for awhile, because our business was gone,” Schou said.

But Schou warned opening up isn’t going to be as easy as it sounds.

One of the stipulations to bringing back elective surgeries is patients must first test for COVID-19 before being approved for a procedure.

Schou said rural health care facilities don’t have the testing they need.

“We have the equipment to do it, but we don’t have the materials to test. We can draw specimens or take the nasal swab and send that out, but we don’t have the ability to test,” she said.

Rural hospitals have received some relief funding through various sources, including Small Business Association loans and FEMA. Schou said this will help now, but two or three months from now will be pretty telling for rural hospitals.

“Many of the hospitals had to furlough or people took census time or were laid off. ... How do we bring those people back? We’re concerned about medical providers and practitioners. Will this discourage people from practicing medicine or going into nursing or radiology or become

Schou is also thinking about what happens when flu season hits again this fall or another wave of the virus.

“How prepared will we be? Will we panic or will we be more in control of what we’re doing?” she asked.

“We want people to feel it’s safe to come back to the community hospitals.”

Schou said the pandemic has also forced hospitals to rethink their business as they prepare to utilize telehealth and televisits more than ever before.

“All of a sudden, visits with a medical provider or nurse practitioners might be done with the use of your smartphone, or we may see more drive-up for lab tests,” she said.

The big question is going to be how will health care facilities get better at providing services this way?

“I don’t think we’ve done it very well. We’ve done it just enough to get through the demand and needs, but we haven’t really thought about training people for better documentation for better clarity when you do a telehealth video conference, and not everyone has the capability out in the community to do telehealth,” she said.

Schou also pointed out there are elderly patients who are not as familiar with the technology and even younger generations of people who don’t like the use of technology with it comes to health care.

“We’re not organized. This all happened so fast. Now we have to re-evaluate it and see what we did well and what we need to do better,” she said.

As hospitals return to a new normal, Schou is focused on doing what’s necessary to keep the rural health care facilities running during these times.

“I’m very concerned about our rural hospitals. They provide a very important part in our local communities and an access point for health care. You don’t want people to have to travel too far for an emergency,” she said.
