Board OKs $250,000 loan from road fund to meet payroll “It’s this board’s County will have little left from July tax revenue job to procure the dollars needed to after loan repayments provide the services

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — At the April 8 meeting of the Putnam County Board, members were warned by both the supervisor of assessments and an independent auditor of the county’s deteriorating financial condition.

Treasurer Kevin Kunkel wasn’t in attendance, but board members said he’d have “difficult questions to answer” at the next meeting.

At the April 22 special meeting of the Putnam County Board, Kunkel not only answered those questions, but laid the blame for the county’s financial situation directly on the board.

The county previously approved as needed interfund loans of up to $330,000 from the Federal Aid Matching Fund to meet expenses until tax revenue is received at the end of June. Kunkel previously said he thought that would carry the county through its current crisis.

“There’s $156,000 left, so I want the board to approve being able to borrow money from the county bridge fund, an estimated $250,000, because we’re still only in April,” he said.

He added the county’s Bridge and Highway Fund has a balance of approximately $400,000. Of that amount, the county has budgeted to spend $155,000. County Highway Engineer Pat Sloan agreed to the request.

“Unfortunately, if you borrow the whole half million dollars and I only take in $570,000 to $600,000, when we pay it back you’ve got $100,000 going forward,” Kunkel said.

Supervisor of Assessments Tammy Mehalic predicted the county would need to borrow additional funds in July, and the next tax revenue installment won’t be received until September. If the county takes the full amounts of the agreed-upon interfund loans, it would total $580,000, and the county would still be facing a mostly, if not entirely, drained General Fund.

Kunkel added there were three payrolls to meet in July.

He said there were many things he’s been proud of since he’s taken

Putnam County treasurer office, such as computerizing his office, automating the tax bills, adding the ability to take credit cards, and working to make the county’s tax dollars go as far as they can.

Kunkel then began a list of the times the board missed opportunities for increased revenue. He first mentioned the county’s addition of the 911 dispatch center and how the board chose to pay for it.

“The county board Steve at that time could’ve Malavolti passed a bond issue Chairman, and put it on the tax Putnam County bill so taxpayers could Board pay for it for the next 20 years. Instead, because we had a retailer in the county that we were netting good profits off of, the board decided not to raise taxes,” he said.

He did add the debt was paid off in only 12 years and that as a result, the county had saved a sizable amount in interest charges.

Kunkel continued, saying when community leaders within the county requested more deputies and supported the creation of a referendum to pay for the additional law enforcement presence, that he’d asked board members when they were going to take the communities up on their offer.

“They said, ‘We’ll see,’” he said.

He said he believed these additions were needed.

“But, to procure the dollars to pay for everything is up to this board,” he said.

Then Kunkel mentioned the addition of the Emergency Management

Building. He said there were several times he encouraged the board to pursue all available funding before building it.

He then presented the board with years of monthly reports he’d submitted to the board addressing the county’s financial status. He also discussed the yearly auditor’s reports warning of a building financial crisis.

“In 2008, we had a carryover of $1.5 million. That’s tremendous for a county this size. But, if you go through the audits since 2009, for seven of those nine years the county has spent more than we’ve taken in. The auditor even had two pages in their 2011 audit to point this out. If you add up the overages of those seven years, it’s $1.5 million,” Kunkel said.

“It’s this board’s job to procure the dollars needed to provide the services to the people of this county.

If you can not procure the dollars, it is also this board’s job to tell the people of the county what services they’ll have to cut,” he said.

The board didn’t wish to spend any time looking backward at how the county’s dilemma came to be. They tried to figure when the last time was that the county had raised property Charles taxes and determined Lenkaitis it was approaching 20 member, years.

Mehalic said she and Putnam County Sheriff Kevin Doyle had approached Marquis Energy, who’s the county’s largest taxpayer, about the possibility of amending the Enterprise Zone ordinance to remove the Public Safety levy from abatement. They reported it was a good meeting and that Marquis was supportive of the request.

The county finance committee’s next meeting is scheduled for 9 a.m. on May 6. Members will be working on more detailed income projections and how to begin resolving the county’s mounting financial problems.

Board Chairman Steve Malavolti said another ballot referendum question to raise taxes and generate revenue is in the county’s future.

“It’s got to happen, and some services may falter,” he said.

Meaningful industry: Communication is key IVCC students learn lessons in business through MIMIC Fair

During the recent MIMIC (Making Industry Meaningful In College) Fair at IVCC, students Ellie Foockle (from left) and Kristin Kiest were sold out and taking orders for their colorful, cleverly designed planters made from ABS plastic and a 3-D printer. The popular and long-running program pairs students from different classes to meet the challenges of bringing a product from concept through completion.

BY DAVE COOK news@putnamcountyrecord.com OGLESBY — There are many facets in launching a new product or business into the marketplace.

To help students understand these different relationships, Illinois Valley Community College’s Making Industry Meaningful In College (MIMIC) program helps provide practical, real-world experience with designing, troubleshooting, manufacturing and marketing.

This nationally recognized program, now in its 24th year, places students from design, manufacturing and business programs into teams with the challenge of developing products from concept to completion.

The teams, called “companies,” simulate an industrial company structure. This allows them to experience a workplace environment in a classroom setting.

MIMIC gives students the opportunity to use creative thinking skills and teamwork to utilize the knowledge gained in their previous classes to help their team overcome the various problems that will

undoubtedly arise during any business venture.

Dorene Data, computer aided drafting (CAD) instructor, program coordinator and one of the MIMIC co-founders, said: “We want our students to not only have ability, but to be employable. Our students have skills with communication, teamwork, problem solving and time management. This is as close to real-life as we can get them. We found during the first year that we didn’t need to build in problems to their projects because they arrive on their own.”

There were five student “companies” displaying wares at the recent MIMIC Fair held on the IVCC cam-

pus. A sixth team held the responsibility of organizing and promoting the event, which was held in the cafeteria foyer.

Products for sale included modular desk organizers, yard decor, fountains, metal art, wireless charging tables and modular planters.

“We learned we couldn’t get too complicated because we only had so much time and the biggest lesson we learned was the importance of time management and communication,” MIMIC student Rebecca Reed of LaSalle said.

Reed was part of the Women In Technology (WIT) company, along with instructor Theresa Molln,

Amelia Stalter of Peru and Kiley Rosnes of Tonica.

Each team at the MIMIC Fair reported communication as the key lesson of the exercise.

“This was a nice experience, and I liked the creative freedom and working with the other classes to see their perspectives. The communication was challenging, but we learned how important it was while working with the welding team,” Shelby Chalus, of the Tabletown company, said.

“This taught us that you have to keep going if something doesn’t work out. You have to figure out how to correct it,” student Dalton Paulick said.

Sales at the MIMIC Fair were good as most teams reported they had either sold all or most of their products. Some teams were able to increase revenue through raffles or other attractions.

The most significant change to happen to the MIMIC program throughout the years has come from the advances in technology, and IVCC has kept pace with the ever-changing world.

Student Kristin Kiest’s team sold out of their modular planters created with 3-D printers and colorful ABS plastic.

“I liked educating myself with the design process and seeing the end result of the 3-D printing. It gave us a real sense of pride to sell so many,” Kiest said.

One-day conference aims to help incoming fourth- through ninth-grade students PRINCETON — Freedom House’s annual one-day Empowerment Program for incoming fourth- through ninth-grade students will be offered free this June at eight locations in Bureau, Henry, Marshall, Putnam, and Stark counties. This year’s theme is “Embracing Myself for All that I am Worth.”

The program will provide students with the tools to strengthen self-esteem, set goals and acknowledge boundaries. The program for incoming students in seventh- through ninth-grade will include combating negative self-talk, practicing self-compassion, self-respect, assertiveness, surviving conflict and implementing healthy relationship dynamics.

In the homestretch, May will be busy, important Legislature has hectic month remaining

F

rom the looks of things, the fine print of Gov. J.B. Pritzker’s most important legislative priorities should start becoming public not long after state legislators return from spring break on Tuesday, April 30.

Legislators, the governor’s office and stakeholders have been negotiating the nuts and bolts of numerous items for weeks, and they’re just about finished.

So, we’ll apparently start to see specific language pop out in public for things like the legalization of cannabis and sports betting.

The statutory language for the governor’s graduated income tax, which will set the various tax rates, will also likely be unveiled around that time.

We could maybe even see parts of the infrastructure bill by early May, and possibly some language for a new graduated tax on video gaming.

Those unveilings will all be followed by a couple of weeks of hearings in both chambers and then floor votes will commence.

COMMENTARY Rich Miller There are actually five scheduled post-break session weeks ending on the final deadline of Friday, May 31, which is fortuitous for the Pritzker administration because they’re going to need every possible day they can get.

Everything has a long way to go before any of this is a done deal.

Successful negotiations don’t automatically guarantee majorities in both chambers. And some negotiations are still not finished.

Nobody yet knows for sure how the infrastructure bill will be funded, for example, which is pretty darned important. Infrastructure costs real money, and that money has to come from somewhere.

Big decisions And, as I write this, big decisions still need to be made about cannabis and sports betting legalization, although proponents hope to circulate a draft of the cannabis bill to stakeholders sometime this week.

As you can clearly see, this is not a light load, particularly since the governor’s office, and not legislative staff, appears to be drafting the final versions of their bills, and the governor’s staff is not exactly brimming with extra people just waiting around for assignments. I think Pritzker’s staff is probably the smallest one I’ve ever seen.

There’s also this thing called the budget that still must be worked out. Gov. Pritzker’s budget proposal seeks to plug some big fiscal holes by using revenues from cannabis, sports betting, the new tax on video gaming, and a bunch of other things that aren’t easy to pass.

And that’s just the revenue side.

There will be disagreements over spending as well.

Amanda Kass, the associate director of the Government Finance Research Center at the University of Illinois at Chicago’s College of Urban Planning and Public Affairs, crunched the governor’s pension proposal numbers this month and didn’t have good news.

The governor has claimed he wants to put about $900 million a year less into the pension systems than state law requires, but Kass’ research turned up a significantly higher $1.1 billion projection for next fiscal year

(and for six years after that), which is giving folks heartburn.

The governor’s budget also proposes stuff like phasing out the private school tuition tax credit program, which has strong support among some Catholic, Jewish and other legislators.

Shopping bag tax?

He would also impose a tax on disposable plastic shopping bags, which has the potential to anger millions of Illinoisans every week for the grand revenue total of a mere $20 million a year.

Not to mention that the Senate may be combining some energy-related bills into an omnibus package.

And the House is working on a massive ethics/sexual harassment proposal.

And don’t forget the hundreds and hundreds of bills that were passed during the first few months of the spring session and are now awaiting committee hearings and floor votes in the opposite chambers.

This could turn out to be the busiest and most consequential final month of session I’ve ever seen.

2020 presidential race might be Nixon-McGovern 2.0 Dems could lose big time if they choose the wrong candidate SPRINGFIELD — Back in 1972, I was in the second-grade at Bateman Elementary School in Galesburg, and our teacher, Mrs. Turner, had us studying that year’s presidential election.

Of course, we know how the story ended, President Richard Nixon was re-elected and resigned in disgrace two years later.

When you think about it, the 1972 election was one for Democrats to lose. Nixon barely won the office in 1968 when running against Hubert Humphrey, an establishment Democrat. His time in office was marred by an ugly, unpopular

COMMENTARY Scott Reeder war in Vietnam, there were riots in the streets and, let’s face it, Nixon wasn’t a particularly likable person.

He was a polarizing figure hated by many Democrats, prone to paranoia and not above lying to further his political ambitions. He earned the moniker “Tricky Dick” all on his own.

So how could Nixon, with all of those liabilities, carry 49 states in 1972?

Well, Democratic primary voters chose a candidate who was perceived by many voters as being out of the mainstream. George

McGovern advocated the federal government giving every American $1,000 (about $6,000 in today’s dollars.) He also was one of only a dozen members of Congress who opposed American military involvement in Vietnam from the beginning. While today we might view his position as prophetic, in 1972 he was still viewed as too dovish to be commander in chief.

His nomination resulted in a landslide victory for Nixon.

As regular readers of this column know, I’m an advocate for lower taxes, less regulation and fewer barriers to trade. And I’d also like the idea of less government.

Most folks would call that conservative. But I won’t support someone of any political stripe who fails to display integrity.

And I can say with near certainty that Trump will not receive my

vote next year. Why? I don’t view him as an honorable man. Honorable men don’t cheat on their wives, lie with daily regularity or chose vulgar discourse over constructive debate.

Neither Donald Trump nor Hillary Clinton received my vote in 2016. Instead, I voted for a third-party candidate.

I am hoping that Democrats nominate a moderate candidate of integrity, who can appeal to a broad ideological spectrum of voters. Otherwise, we should expect a repeat of 1972.

And like 1972, it could mean the re-election of a deeply flawed man, who is far from guaranteed to have a scandal-free second term.

SPRINGFIELD — Health insurance companies would be required to offer generic alternatives for EpiPens under legislation sponsored by state Sen. Sue Rezin (R-Morris).

Senate Bill 2047 passed the Senate unanimously.

EpiPen is the brand name of a device that delivers the drug epinephrine, which is a life-saving medication used when someone is experiencing a severe allergic reaction. Cost for this drug, which can be in the hundreds of dollars range, often place it out of reach to those who need it most. SB 2047 would also require health insurance companies to offer generic alternatives for insulin auto-injectors. The bill is now under consideration by the House of Representatives.

The hospital invested in training and marketing, and realized a cost savings of $160,000 in reduced admissions. For the patients, families and communities Perry Memorial Hospital serves, the project improves diabetes self-management, promotes preventive health and lifestyle changes, and increases access to local resources.

IHA’s Quality Advocacy Showcase, in its fourth year, visually demonstrates the work of physicians, nurses, quality improvement leaders and hospital administrators to develop and implement solutions to improve care. IHA produced one 30-by-42-inch poster per hospital or health system project for the event.

Illinois Valley Herb Guild will host annual plant sale and Herb Faire PERU — The Illinois Valley Herb Guild will host its annual plant sale and Herb Faire from 9 a.m. to 2 p.m.

Saturday, May 11, in the gymnasium at St. Bede Academy.

More than 50 varieties of herbs will be available, from common herbs like basil, rosemary, and lavender to more unusual species such as pennyroyal and patchouli. IVSO will present final concert of the 2018-19 season on May 4 OGLESBY — The Illinois Valley Symphony Orchestra will present the final concert of its 2018-19 season at 7 p.m. Saturday, May 4, in the Dr. Mary Margaret Weeg Cultural Centre at Illinois Valley Community College.

The guest conductor will be Daniel Sommerville, director of orchestral activities at Wheaton College.

The concert will feature Ravel’s jazzy “Piano Concerto in G Major” with pianist Sun Chang, “Capriccio Espagnol” by Rimsky-Korsakov and “Beethoven’s Symphony No. 5.” A reception, hosted by the Illinois Valley Symphony Guild, will follow the concert.

Maestro Sommerville is an active guest conductor in the Chicago area.

Under his leadership, the Wheaton College Symphony Orchestra has received many accolades, including being awarded third place in the American Prize (college and university orchestra division), performing at the 2018 Illinois Music Education Association annual conference in Peoria, being named one of the “twenty most impressive college orchestras in America” by the Online Schools Centers and performing at the national College Orchestra Directors Association annual conference at Northwestern University.

During Sommerville’s tenure, the college orchestra has also appeared on Wheaton College’s professional Artist Series, collaborating with

artists such as Marvin Hamlisch, Joel Grey, Sylvia McNair, Hubbard Street Dance Company (Chicago), Lawrence Brownlee and singers from Lyric Opera’s Ryan Opera Center. He has also prepared the orchestra for large choral-orchestral works conducted by the eminent conductor John Nelson, including Berlioz’s “Requiem” and Britten’s “War Requiem,” among many others. Under Sommerville’s direction, the orchestra also performs children’s concerts to more than 4,000 students annually and performs at the Wheaton College Christmas Festival, which is broadcast nationwide over PBS. His conducting teachers include Sir Georg Solti, Herbert Blomstedt, Franz Allers and John P. Paynter.

At Wheaton College, Sommerville is professor of music and teaches conducting, orchestration and score reading, in addition to his work with the orchestra.

Sun Chang is a 23-year-old Korean-American pianist and harpsichordist. After graduating from the Bienen School of Music at Northwestern University in 2017 with a Bachelor of Music, she is now pursuing a master’s in historical performance at the Royal Academy of Music in London. Between degrees, she traveled and performed on Holland America Line as part of Lincoln Center Stage Piano Quintet.

Alan Chow, she was also an active member of Chicago’s music scene.

She gave a recital at the Chicago Cultural Centre, was a featured artist on Live from WFMT, where her two-hour recital was broadcast live, and collaborated frequently with the area’s leading chamber orchestra, Camerata Chicago.

Despite her solo engagements, Chang’s biggest passion is chamber music, because she believes that “musicking” is a social activity. Her long-term goal is to found and direct a female-centered ensemble that performs music composed by women from the Renaissance and Baroque

eras. She is thrilled to be back in Illinois to collaborate with Maestro Sommerville for the second time, and also to be in the presence of so many amazing musicians.

The concert is also a farewell to Montgomery, who retires May 18 after more than 30 years with IVCC.

In his retirement letter, he recalled, “It was approximately 29 or 30 years ago that I was sitting in the office of Dr. Sam Rogal, dean of what was then the Humanities/Fine Arts Division. We were lamenting the fact there had been a several year hiatus of having an instrumental performing group at IVCC, and he asked me if I knew of anyone capable of re-instating the ensemble. Although I was still a full-time public school instrumental and choral teacher, I quickly answered that I would be more than happy to accept the challenge,” Montgomery wrote. “Since that time, the IVCC Wind Ensemble has been widely respected among music educators in Illinois.”

Robyn Schiffman, dean of Humanities, Fine Arts and Social Sciences, said: “Gene has grown the Wind Ensemble over the years to represent the best of community and student musicians. PRINCETON — Textile art by Jacqueline Hughes will be showcased at the May gallery show at Princeton’s Prairie Arts Center. There will be an opening reception, free to the public, from 6 to 8 p.m. Friday, May 3, at 24 Park Ave. East in Princeton.

Funded in part by the Illinois Arts Council, the National Endowment for the Arts and OmniArts, the show will continue on weekends, from 1 to 4 p.m., throughout May. For Hughes, sewing and stitching is a family affair. Her mother painted and sewed, and her grandmother quilted. She has two daughters and four grandchildren who encourage her daily, and she loves to teach all types of sewing and fabric art.

Inspired by color and nature, Hughes says, “I love mixing textures.

I’ve taken a few classes in quilting, silk ribbon and embroidery, but mostly I just like to explore.”

She gets excited over old-time trims, laces, beads and buttons, and often hides little details in a piece.

She says, “I want my pieces to evoke emotion and playfulness. I want my art to be touched.”

The bride-elect is a 2007 graduate of Putnam County High School in Granville. She attended college at Loyola University of Chicago, later transferring and graduating in 2012 from OSF Saint Francis College of Nursing in Peoria. She is a pediatric surgery clinic nurse at Children’s Hospital of Illinois OSF Saint Francis Medical Center in Peoria.

Free youth bicycle workshop planned in Princeton during Bike Safety Month Registration deadline is May 8 PRINCETON — University of Illinois Extension, in partnership with the Princeton Bicycle/Pedestrian Commission, will offer a free youth bicycle workshop during Bike Safety Month.

Youths ages 6-18 are invited to attend this fun, informative workshop from 4 to 6 p.m. Wednesday, May 15, at the Perry Memorial Hospital employee parking lot, corner of Park Avenue and Fifth Street in Princeton.

Those in attendance will be led through multiple stations to learn about safety, maintenance and more from Princeton bicycle patrol officers, Bicycle Commission members and bicycle enthusiasts. A meal will be provided at the conclusion of the workshop.

“I am ecstatic to extend the invitation to area youth to attend this popular event,” Danielle Saletzki, University of Illinois Extension 4-H and Youth Program coordinator, said.

“Participants will be able to acquire knowledge and skills that can be utilized as a family recreational activity,” she said.

OTTAWA — The Omicron Chapter of the Delta Kappa Gamma Society International met at Pitstick Pavilion in Ottawa on April 16. President Mary Sue Myers conducted the business meeting. The program, “A Dream That Came True,” was given by Carol Englehaupt and her son, Josh.

In a powerful presentation, Carol Englehaupt shared how her never-give-up attitude has helped her son, Josh, achieve his dreams. Birth trauma resulted in Joshua being diagnosed with cerebral palsy. Now, at age 39, he is an accomplished artist and has begun writing stories that address the questions he is often asked about cerebral palsy.

Josh connects with family, friends and teachers using a sophisticated communication device. Carol, an artist and published author in her own right, plans to illustrate Josh’s books.

During the business meeting, Janna Greanias, Personal Growth and Services chair, thanked mem-

bers for their contributions to Under His Wings. Linda Ernst, North Central Illinois Coordinating Council representative, reminded members that the group will be touring the LaSalle County Historical Society on June 19.

The chapter’s next meeting will be held Tuesday, May 21, at the Pitstick Pavilion in Ottawa. A memorial service for Wilma Gehrke will be held at 6 p.m. The chapter’s 2019 Personal Growth and Services grant recipient and Grant-in-Aid recipient will speak to the group after dinner.

IVCC commencement on May 18

OGLESBY — Illinois Valley Community College has announced LaSalle County Circuit Judge Joseph P. Hettel, an IVCC graduate, will deliver the college’s keynote address at its 53rd annual commencement at 1:30 p.m.

Saturday, May 18, in the gymnasium.

A native of Ottawa, Hettel graduated from Marquette High School and in 1987 earned an associate’s degree from IVCC. He was a National Junior College Athletic Association Honorable Mention All-American linebacker.

After earning the juris doctorate from Chicago Kent College of Law, he began his legal career as an assistant LaSalle County state’s attorney in 1994.

He was elected state’s attorney in 2000 and re-elected in 2004.

In 2006, the Illinois Supreme Court appointed Hettel resident circuit judge of the 13th Judicial Circuit, LaSalle County. He ran unopposed in 2008 and was retained in 2014.

He resides in rural Ottawa with his wife, Leah, and their three children.

About 200 students are expected to walk at the commencement ceremony, including some of the 158 summer 2018 graduates, 165 fall graduates, 379 projected spring graduates and 82 projected summer 2019 graduates.

Panthers top GSW, 9-5 The Putnam County Panthers scored three runs in the top of the first inning and went on to a 9-5 win at Gardner-South Wilmington April 26.

The Panthers collected 10 hits on the day, led by Jacob Pyszka (2 doubles, 3 RBIs) and Luke Olson (double, 3 RBIs), who had three each.

Luke Carlson, Jacob Weisbrock (RBI), Nolan Whitney and Ethan Staley (RBI) all hit safely as well.

PC scored two in the top of the seventh to go up 9-1 before GSW pushed across four runs in the home half.

Kyle Gorisek went six innings for the win, scattering six hits while allowing just one run.

People who donate to the PCCC for any reason through July 1, are asked to consider making their checks payable to “QC Golf Classic Charitable Foundation” and send them to the PCCC. The center will receive the total donation as well as a bonus of 5 percent to 10 percent back.

Yednock acts to raise awareness of veterans’ suicides Resolution encourages a memorial to victims SPRINGFIELD — To bring attention to the recent epidemic of suicide among veterans, state Rep. Lance Yednock, D-Ottawa, is sponsoring a resolution that supports veterans who may be facing mental illness. It also requests the state create a memorial for veterans who have been lost due to suicide.

“As the son of a United States

Marine, I know that the physical and mental scars suffered abroad by our bravest citizens are often brought back home and can last forever,” Yednock said.

“That’s why we need to make it clear to our veterans that we support them in many ways, not just with words, but with action. As a state, we should both honor our fallen heroes and do everything we can to support future and current veterans who may face mental illness by providing the services and support

that they deserve.”

Many veterans returning from active duty experience physical and psychological ailments. In 2016, the suicide rate for veterans was 1.5 times greater than non-veterans and accounted for 14 percent of all adult suicide deaths in the U.S, even though only 8 percent of the population has served in the military. In 2016, 162 veterans died by suicide in Illinois.

House Resolution 168 states support for veterans currently struggling with mental illness and sui-

cidal thoughts and pays tribute to veterans who have lost their lives to suicide. HR 168 encourages the state of Illinois to create a memorial for veterans who have died of suicide to be included at Oak Ridge Cemetery in Springfield, where other war memorials commemorate Illinois’ veterans.

“It’s important to establish a memorial to honor our veterans who have been lost to suicide, because they are still very much casualties of war,” Yednock said.
