The ceremony beginning at 7 p.m., as originally scheduled, would have prevented several students from attending their own graduation. BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — The Putnam County School Board has voted to change the start time of the May 17 graduation ceremony to 9 p.m. so senior athletes bound for the sectional track meet can attend their own graduation.

The board initially voted during its April 15 meeting to move the ceremony to 2 p.m. May 19.

However, because of procedural errors with the agenda, that action was “null and void,” according to Superintendent Carl Carlson.

The board then scheduled a special meeting on April 18 to discuss the years-long scheduling conflict.

Several other area high schools have previously had this same conflict with their graduation ceremonies and the sectional track meet and have made changes.

“This won’t happen again,” Carlson told the group of parents and students who attended the April 18 meeting in the high school auditorium. “The last thing we want is to make this a stressful situation, because the administration’s goal is to have all students walk.”

Several board members also apologized for having not corrected the recurring scheduling conflict in the past and said they were committed to

resolving the issue once and for all.

Many comments from the parents in attendance, as well as two students, focused on the problems the change of date would cause with travel arrangements and work schedules. They also said many of their family members and loved ones wouldn’t be able to attend the ceremony if the date was changed.

‘Difficult choices’ While all the speakers said they were sympathetic with the plight of the student athletes, several told them things such as “Life is full of difficult choices,” “Extra-curricular activities are a choice you made and now you’re going to have to decide what’s most important,” “Graduation marks the beginning of adulthood and it includes tough choices” and “You don’t always get what you want.”

Another asked whether this year’s students were more important than last year’s student athletes who couldn’t attend their own graduation. The board was also told they had to decide if “graduation is more about the students or the parents.”

Judy Patton, a grandmother of one of the student athletes, was the speaker at the April 15 meeting who initiated the request for a date change.

“I think the students are the most important part of graduation, and

families also have the option to videotape it for their family members who can’t attend,” she said.

A father of one athlete said many of the parents who’d spoken didn’t have children facing this decision.

He added the students had not only represented their school and county for several years, but were also being recruited by multiple colleges.

“Scholarship offers are a big deal,” he said.

The decision eventually came down to moving the May 17 graduation time to an earlier start time of 12:30 p.m. or a later start at 9 p.m.

The earlier time would have caused problems with student attendance throughout the district, as well as with work schedules and parking availability at the high school.

Motions were made for moving the time to 9 p.m. Before the vote, member Laurie Glenn said it was “an agonizing decision.” The board then voted unanimously to approve the change. School Board President James Gibson and board member Owen Mallery were the only members not in attendance.

“It’s more important to focus on the kids,” board member Jason Judd said, adding that graduation was one of life’s most important milestones.

“I’ll get a helicopter,” he said.

Judd said he’d ask Marquis Energy to use their helicopter and said it could land in the field behind the school.

While a two-hour change to the ceremony was a convenient solution, Carlson offered a warning that things may still not work out as hoped.

“We can’t control the weather and could end up having a two-hour lightning delay at the meet if the weather didn’t cooperate,” he said.

Acting President Rollie Copeland added that if he was told the night of graduation that the students were inbound that they would delay the ceremony as long as possible.

Carlson said there would be 20 booths at the Putnam County Summer Activity Fair from 5 to 7:30 p.m. on April 23 in the PCHS gymnasium.

“Many of the activities are free or cost-friendly,” he said.

The fair is also open to students from throughout the area, and the activities will span a wide age range.

Carlson reported as of April 15, the state owes the school district $533,907 Carl in categorically mandated funding.

Village eyes grant to tear down derelict buildings Deal signed with Wetlands Initiative for foot bridge access

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — While no action was taken during the Hennepin Village Board’s April 17 meeting about the village acquiring ownership of abandoned properties, village attorney Sheryl Churney continues to move forward with the lengthy procedure.

If the village does take ownership of its derelict properties, demolition costs could be substantial. However, both Churney and Austin Taylor, a community planner with the North Central Illinois Council of Governments, provided information about a grant to help offset those costs.

Taylor said the grants are funded through the Illinois Housing Development Authority. They fund the grants through foreclosure filing fees.

“These grants are popular with many communities, and they allow them to request up to $75,000, with no community match, to deal with derelict properties,” Taylor said.

To apply the funds to a property, it must be abandoned and a residential property with no more than six units. The cost of applying for the grant is about $2,000, and Taylor said the next round of grants will be

Creek and onto the 2.7-mile Marquis Oak Ridge trail, which leads into the rest of the nature refuge’s trail system.

After 40 years, the agreement can be extended by 10-year increments. The agreement can only be mutually terminated by both parties, and any change in ownership of the property would require the

village’s approval.

Churney added there was some concern from the wetlands group about the effect bicyclists could have on the 3,000-acre site’s recovering ecosystems. Therefore, some trails will be marked as being accessible to bicycles while others will be only for hiking.

Relating to the bridge project, village engineer Ken Giordano told the board the boring company has been contacted to conduct the soil analysis for the company designing the footbridge.

The village will also be granting an easement in the area to allow Hennepin Marine access. Hennepin Marine donated land adjacent to the site that will allow access to the upcoming bridge.

“The village is very thankful for the gracious generosity Hennepin Marine has shown towards our community in helping to make this project possible,” Village President Kevin Coleman said.

Scholarship presentation The board awarded Justice Petersen an Adam and Ida Deck College Scholarship.

As recipient of the second-place award, she will receive a $1,000 annual award toward her pursuit of higher education.

First-place winner Madelyn Dzierzynski wasn’t present, but will receive a $1,200 annual award.

involved parking and abandoned vehicles, but one was for a home’s unfinished exterior.

• HENNEPIN Continued from Page 4 Giordano said he had toured the village with a representative of Advanced Asphalt and that they were in agreement about which areas along last year’s major street project needed to be re-seeded.

Work is expected to begin within several weeks and some areas, mostly along the eastern end of High Street, will also have soil added to account for what’s been lost through erosion.

Engineer Bill Shafer will be present as the work is completed, and once seeding has taken place, residents will be asked to help keep those areas damp until the grass has adequately taken root.

Giordano will also be looking into the previously approved work to improve the steps down to the river.

New liquor licenses The board voted to upgrade Hennepin Food Mart’s liquor license to allow alcohol to be consumed by those using the store’s new video gambling machines.

The state has approved the addition of the machines and will require that an employee who is 21 or older be present to supervise the area.

There are currently three other businesses in the village with licenses of the same class: Rolando’s, Spratt’s Tap and Vic’s Tap.

The board approved amending the Enterprise Zone ordinance to include an additional 18 acres to encompass expansions at the Van-Packer company in Buda and the Kasbeer Farmers Elevator Co-op in Kasbeer.

These additions won’t have any effect on Putnam County finances since they are both located in Bureau County.

Taylor said there were about 1,800 acres left of the zone’s 15 squaremile maximum size.

However, he added in the future the village would be changing this practice and businesses will be charged the fee in accordance with the existing ordinance.

The board also approved a blank, second license that will be kept aside in the event of another request. This was done to speed the process in that instance. Coleman said it was more efficient to do the paperwork for both licenses at the same time.

The village also has an ordinance allowing an annual charge for establishments with gambling machines. Coleman said the village hasn’t previously collected

will be held at the Henry American Legion from 5 to 7 p.m. Tickets are available at the door the night of the event and will be $10 for an adult, $5 for children age 3-12. Children under 3 years old will be free. Carry-outs are also available.

The popular silent auction will be open for bidding from 5 to 7 p.m. at the

American Legion. Teams have donated lots of great items for bidding.

At 7:30 p.m., the event will shift to Central Park for a program and ceremony.

The Marshall-Putnam Relay welcomes Lindsey Anderson as this year’s honorary survivor, and she will speak about her cancer journey.

Ordinance violations

• The board discussed no longer decorating the large tree in Walter Durley Boyle Park and will be considering other options.

• The board also discussed the removal of stray cats. While not as bad as previous years, the cats’ numbers are increasing, community members have noticed. Board member Quentin Buffington reminded residents that cats kept as pets are not allowed to run loose outside.

• The board approved $1,200 for additional police protection during the village’s July 4 celebration.

• The board also approved a safe boating proclamation in recognition of Safe Boating Week, and Coast Guard Auxiliary member Jim Plunket was in attendance.

• Village garage sales are scheduled for April 26-27.

Traffic stop At 6:50 a.m. on April 8, the Putnam County Sheriff’s Office arrested and charged Tristan A. Lumpkins, 28 of Peru, with driving while suspended and speeding after a traffic stop on Route 29 in Senachwine Township.

Lumpkins was released on a notice to appear and given a Putnam County court date.

White calls on drivers to avoid distracted driving and adhere to Move Over Law

Single-vehicle crash At 10:05 a.m. on April 13, the Putnam County Sheriff’s Office arrested and charged Cody J. Rott, 22, of Hennepin with driving under the influence of alcohol, improper lane usage, failure to reduce speed to avoid an accident and failure to wear a seat belt after a single-vehicle crash on East Bottom Road in Granville Township. Rott was transported

by Peru Ambulance to St. Margaret’s Hospital in Spring Valley. Rott was released on a notice to appear and given a Putnam County court date.

SPRINGFIELD — Illinois Secretary of State Jesse White is calling on drivers to stop driving while distracted — with a special emphasis on avoiding texting while driving at all times.

He also underscored the importance of adhering to the Move Over Law, also known as Scott’s Law, designed to protect law enforcement and emergency responders who are stopped on the side of roadways.

“I am sickened over the recent tragedies that have taken the lives of law enforcement officers who are simply doing their jobs,” said White. “If you see a stopped emergency vehicle on the side of the road, reduce speed and change lanes if possible.”

White announced he is adding a reminder about the Move Over Law to driver’s license renewal notices. The office is required by state law to mail these notices.

“We have a responsibility to drive safely,” said White.

“And we have a duty to protect those who protect us by moving over when approaching a stopped emergency vehicle. Aside from that, it is the law.”

Motorists convicted of violating the Move Over Law face a minimum fine of $100 up to $10,000, and the offense goes on the motorist’s driving record. A violator’s driver’s license is suspended for 24 months in the event of a fatality and six months in the event of personal injury.

In addition to the importance of adhering to the Move Over Law, White called on motorists to avoid distracted driving and to stop texting while driving. According to NHTSA, a motorist traveling at 55 mph takes their eyes off the road on average for five seconds when sending or reading a text. This equates to driving blindly for the length of a football field.

White initiated a new law set to take effect July 1, 2019, that further cracks down on texting while driving by classifying first-time offenses as moving violations. Under the current law, which took effect in 2014, second and subsequent texting while driving offenses are treated as moving violations, while first offenses are treated as non-moving violations.

“Every month should be National Distracted Driving Awareness Month, not just April,” said White. “My office continues to look at new and innovative ways to raise awareness about this issue.”

GRANVILLE VILLAGE BOARD

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — Since 2016, the North Central Illinois Economic Development Corp. (NCIEDC) has worked to promote the assets of the Illinois Valley to industry professionals looking to expand or relocate their businesses.

To help fund these efforts, communities of the Illinois Valley signed three-year membership agreements with the NCIEDC that are now coming up for renewal. During the April 16 Granville Village Board meeting, the board declined the three-year renewal request that would have cost the village $1,776 per year.

“I don’t think it’s worth it,” board member Jim Pettit said.

“I’ve been watching them, but haven’t seen them really bring anything in. Show us some results, and then, maybe.”

Other board news • The board approved $489.99 to buy a new 20-30 quart popcorn machine for the concession stand at the park.

The current machine broke at the end of last season. The request was made by Rhiannon Baker of the Granville Boys Baseball league.

“This doesn’t just serve baseball, but the entire village because it can also be used for other events,” Pettit said before the vote.

• The village received one bid for the village’s 2002 Ford F250 truck. The proud new owner was revealed to be Village President Jared Baker with a bid of $2,002. There were no bids received for the village’s air compressor, and the board will be deciding what to do with it.

• Public Works Superintendent Sheli Starkey reported the new controls for one of the wells had been successfully retrofitted and that it was operational. She also said the village’s storm pump was operational, but that they were still in the process of locating and correcting an intermittent problem with the controls.

• The village’s 2006 International dump truck is going in for repairs to its brakes and to locate and correct the cause of a visible leaning to one side.

• The board approved one two-week session of swimming lessons for village children at the Hennepin Park District pool. The sessions will cost $33 per child, and 20 to 30 are expected to participate.

• The board approved $6,600 to Hopkins & Associates for their yearly auditing services.

• The board approved the three-year contract with Peru’s TEST Inc. for their analysis services at the village’s water and sewer plants. The testing will cost $300 per month for each plant for the first year, followed by $350 a month during the second year, and $400 per month in the third year.

• The next Granville Village Board meeting is scheduled at 6:30 p.m. on May 7.

Popurella, who was recommended for the seat by both Holmes and the Democratic Committee, has previously run for a seat on the five-member board during past elections and will be seated once he is sworn in.

Popurella also serves as Granville’s village attorney.

M-P Soil and Water Conservation District offers summer scholarships HENRY — Marshall and Putnam County children over the age of 6 and with an interest in art and science can apply for a scholarship to attend the Sun Foundation’s Art & Science in the Woods Camp, which will be held this summer.

The Art & Science in the Woods Camp is a five-day program held Monday, June 10, through Friday, June 14. Classes will be from 9 a.m. to 3 p.m. Monday through Thursday and until 5 p.m. on Friday. Classes will be held, rain or shine, at the Sun Foundation Art and Nature Center located in Washburn, approximately 15 miles south of Henry.

The MP Soil and Water Conservation District and the MP River Conservancy District are offering the opportunity for several children to attend this camp on a scholarship.

Those interested must write a letter to the MP-SWCD and mail it to or drop it off at the MP-SWCD Office in Henry. It must include the following: name, age, county of residence, phone number, address, and a short essay explaining why you want to attend.

trical engineering from the University of Wisconsin and Stanford.

While serving with the U.S. Army at Ft. Monmouth, N.J., he worked on mathematical and computer simulation models. Following his military service, he became a faculty member at the Graduate School of Management at Northwestern University and later at Duke University he was a professor and an adjunct professor.

Also, with former students, he formed PRI Associates Inc., which

assisted legal teams with the use of statistics. Now in retirement, he enjoys researching his ancestors and learning who they were and what they thought and did.

HENRY HENRY — The Chief Senachwine Chapter of the National Society Daughters of the American Revolution (NSDAR) will meet for refreshments at 9:30 a.m., followed by the call to order at 10 a.m., on Saturday, May 4, at The Meeting Place in Henry.

It will be the chapter’s closing meeting of the current chapter year, and officers’ reports will be given, and chairmen are asked to file written reports.

New officers for 2019-21 will be installed, and a brief program on “Real Daughter” Clarissa McManners will be given by member Sha-

ron Bittner. McManners was a DAR member from 1910 to 1916 and also the daughter of Revolutionary War soldier John McManners, who served with Connecticut forces.

Following the meeting and program, the chapter will move to the Henry Cemetery for a re-dedication ceremony of the bronze marker on the stone of McManners at 11:45 a.m.

The public is invited.

McManners is important in the history of the DAR since she’s labeled a “Real Daughter” by the national society. The term is used when a DAR member was also the actual daughter

of a Revolutionary War patriot.

McManners was a member of the Christopher Lobingier Chapter NSDAR that was organized in Henry in 1910. She was a resident of Henry for many years, arriving with her brother David in 1849, the year after their father died. For the last three months of her life, through special dispensation, she resided at the Home for Soldiers’ Widows in Wilmington.

McManners died May 21, 1916, at the age of 82 years, 1 month and 2 days.

On Decoration Day 1922, a bronze marker was placed on the stone shaft, denoting her grave. Reported-

ly, impressive ceremonies were held for the unveiling of the marker. The speaker was Dr. G.A. Zeller, Superintendent of the State Institution for the Insane at Bartonville, husband of a member of the Christopher Lobingier Chapter. Zeller’s speech outlined the history and sacrifices of members’ forefathers during the revolution.

On Oct. 11, 2018, members of the Chief Senachwine Chapter cleaned McManner’s stone and 96-year-old marker, placed flowers and held a recognition ceremony on the DAR National Day of Service, which is designated for community volunteerism.

ILLINOIS VALLEY COMMUNITY COLLEGE BOARD

Transfer Academy pilot will start this fall OGLESBY — Illinois Valley Community College will pilot a Transfer Academy this fall allowing dual credit high school students to be released in the afternoon for classes at Ottawa Center, board members learned on April 11.

The initiative will allow high school students to complete all general education core courses over four semesters — with the possibility that a few summer courses might also be needed.

“The schedule at Ottawa Center will be well-suited to students pursuing studies in humanities, social sciences and those uncertain what their major will be,” said Deborah Anderson, vice president for Academic Affairs.

As with all IVCC dual credit courses, students will receive a 25 percent tuition discount and those qualifying for the federal Free and Reduced Lunch program will pay just the $5 registration fee.

“I anticipate this will bring a new demographic to the Ottawa Center in the afternoons as students are released to take classes there,” Anderson said. “I am also optimistic the experience of the college campus will attract more students to IVCC after high school graduation.”

IVCC is also developing a plan to allow Jerry dual credit students Corcoran seeking STEM-relatIVCC ed careers to attend afternoon classes on president main campus.

The board also learned IVCC’s 60-credit Associate of Applied Science degree in Cybersecurity has been approved by the Illinois Community College Board.

We were lamenting the fact there had been a several year hiatus of having an instrumental performing group at IVCC, and he asked me if I knew of anyone capable of re-instating the ensemble.

choral teacher, I quickly answered that I would be more than happy to accept the challenge,” Montgomery wrote. “Since that time, the IVCC Wind Ensemble has been widely respected among music educators in Illinois.”

Seneca 6, Putnam County 5: The Irish rallied for five runs in the top of the seventh inning to overturn the Panthers April 16.

Nolan Whitney and Luke Olson had each two hits. Olson, who came on to pitch in the sixth, took the loss in relief.

Putnam County 8, Seneca 4: The Panthers returned the favor April 18 at Seneca, scoring four runs in the fifth inning to take the lead for good.

Jacob Williams led the Panthers with three hits, including a double and an RBI. Other leading hitters were Whitney (2 hits, RBI), Luke Carlson (1 hit, RBI), Brayden Holmes (1 hit), Jakob Pyszka (1 hit, 1 RBI) and Dan Sab­ otta (2 RBI).

Carlson pitched six innings for the win.

Princeton 7, Putnam County 1: The Pan­ thers were held to four hits by four Princeton pitchers in defeat April 20 at Jenkins Field.

Whitney had two hits for PC. Olson took the loss, surrendering four runs off six hits over three innings.

BY KEVIN HIERONYMUS news@putnamcountyrecord.com GRANVILLE — St. Bede gave the Putnam County Panthers a Grammer lesson last Wednesday, April 17, at Jenkins Field at Putnam County High School.

Senior Dylan Grammer pitched a three-hit shutout to lead the Bruins to a 4-0 win over the Panthers. It was Grammer’s third complete game of the season (the Bruins’ fourth of the year), using a pitch count of just 74 pitches. It also marked first time the Panthers have been shut out this year.

“He had 74 pitches, and that’s what you got to do,” SBA coach Bill Booker said. “He can throw three pitches for a strike. He’s never going to be overpowering with a fastball. He pitches backwards a little bit. He throws his change-up, his curveball and as long as he stays ahead of hitters, he keeps people off balance.”

Grammer said he just stuck to the game plan.

“If you can locate your change-up or curve, it’s very important for a guy like me who’s not going to blow by anybody,” said Grammer, who struck out five. “It’s really about focusing up, getting ahead of batters, not allowing them to sit back on fastballs. That’s mainly what it’s all about.

“The game plan was good, My teammates were really encouraging me to do well and had confidence to do well. Then on the mound, I was confident in my defense, and they made some good plays, and I got the win.”

PC’s Chris Newsome acknowledged the Panthers had a hard time solving Grammer’s pitching.

“We really struggled adjusting to someone who didn’t throw very hard. It may be a little carryover from last night’s game when we saw higher velocity guys,” he said of April 16’s game, which saw Seneca rally with five runs in the top of the seventh to beat the Panthers 6-5.

Trevor Mooney drove in two runs in the top of the seventh to put the Bruins up 4-0. Grammer said that made things a lot easier taking the mound for the seventh.

“Two-run lead, anything can happen in baseball. So, seeing those four runs up there, gave me a lot of confidence and helped me out for sure,” Grammer said.

Luke Olson singled to lead off the seventh for PC, but St. Bede right-fielder Kaile Williams snagged a liner off the bat of Luke Carlson and threw to first base for a

Williams also came through for the Bruins with his bat, knocking in their first run of the game in the top of the second.

Ben Bernabei led off the third with a deep double to the center-field fence and then scored from third

base when PC starter Kyle Gorisek bounced a pitch into the dirt to make it 2-0.

The Panthers put runners on in each of the final four innings, five times overall, but could not score off Grammer.

While Booker was unhappy with

the Bruins baserunning, he was pleased with their defense behind Grammer.

“I’m glad it didn’t cost us in the end, because early on, it could have,” Booker said.

He also said winning takes care of everything.

Panel discussion will focus on failure, how to recover Staff members and IVCC students will share their own stories OGLESBY — Illinois Valley Community College will hosts “The Struggle is Real,” a panel discussion about failure from 12:30 to 1:30 p.m. on Thursday, April 25, in Rooms CTC 124-125.

The free event will feature IVCC

Dean of Learning Resources Dr. Patrice Hess, Assistant Director of Admissions, Records and Transfer Services’ Aseret Loveland, and students Nic Bollis and Lillian Rodrigues sharing their own stories of failure and how they bounced back.

Disability Services Coordinator and instructor Tina Hardy said, “We hope attendees will come away with the idea that struggle, failure and disappointment are common, just part of being human. Everyone

experiences these things, no matter how put together others look on the outside or on social media.

“We’ll also discuss coping strategies and the resilience that’s needed to make it day-to-day in this world.

Successful people aren’t perfect.

They’ve just figured out ways to cope, adjust and move forward,” she added.

Students are preparing for final exams, determining what college they’ll transfer to and applying for jobs in the workforce. Hardy has

advice if things don’t work out how they initially hoped.

“Acknowledge the disappointment.

Take ownership of the things that you did and did not do to get to the point where you are. Get moving and make a Plan B. It’s the rare person whose Plan A has worked out start to finish. Seek help from your family, friends, and all the great resource people at IVCC as you move forward.

As the quote on my wall says, ‘Failure is not the opposite of success, it is part of success,’” she said.
