In virus’ shadow, Putnam County property tax bills might be delayed Board yet to decide on late waivers

BY KIM SHUTE Shaw Media HENNEPIN — Putnam County’s board and treasurer are deciding whether to extend the mailing and due dates for property tax bills.

Treasurer Kevin Kunkel said there hasn’t been a decision yet, but it will be coming soon, as he has to give residents 30 days from the time bills are mailed. Right now that would put the county in the position of having to get the bills mailed by May 1 to make the standard June 1 deadline.

Though he was hesitant to blame COVID-19 for the delay, Kunkel said right now offices are short staffed, so at the very least, the reasons are entwined.

“Once the clerk passes them to

me, it will be about two weeks to process them and get them mailed out,” Kunkel said.

Kunkel said the board briefly broached the topic of waiving late fees associated with the first tax installment, but nothing was decided at its most recent meeting.

Kunkel said he has received several calls from county residents concerned about when the taxes will be due and any possible relief due to financial circumstances, but at this time, he said he doesn’t have an answer for them.

“The stimulus checks went out, so there’s that, but a lot of people have

other bills to pay, so we’ll see what happens,” he said.

Kunkel said there are concerns for the county in the long term as well.

The board was able to work with all county departments to slash nearly $1 million from its budget, and the recent economic downturn weighed heavily.

“Our local gover nments are going to need money to keep up services,” Kunkel said. “Income and sales tax coming to the county are going to be reduced, payroll taxes will be less, but we still have bills to pay.”

Kunkel said grocery sales may be higher right now, but he anticipates other sales taxes will be lessened for a while.

‘We’re going to have to see how it goes. I don’t think we’ve felt the full effect yet,” he said.

“I just told one of the board members we’re literally in uncharted water,” Kunkel said. “And right now, all we can do is wait.”

Lunch is served, thanks to Spratt’s Tap Hennepin business provides free lunches for Putnam County school children

BY KIM SHUTE Shaw Media HENNEPIN — A Hennepin couple is using their business to make the best of a bad situation for local kids.

Jennifer and Rob Spratt, owners of Spratt’s Tap, have provided, to date, more than 450 free lunches to kids in Putnam County while they’re out of school due to COVID-19.

Jen said the idea started small, just a thought that they could offer a hot dog lunch to any local kid who needed one while school is out of session.

Like most unexpected blessings, it grew from there.

Right now, five days of week you’ll find a crew lined up to package an average of 35-60 lunches that they deliver free of charge thanks to gen-

erous donors that keep the funding going.

“Once people heard what we were doing, we started getting donations in, so I changed up the menu and we’re now able to offer a variety of meals free to anyone that contacts us to sign up, “ Spratt said. “We were able to add delivery, which really has been a bonus for families.”

Spratt said the meals aren’t strictly for those with a financial need, although that is a driving force. She says parents who are working and want their kids to get a hot meal, or just those tired of the kids eating them out of house and home can get a gratis meal.

“If people want to call or Facebook message us, we’ll get them signed up,” Spratt said.

Spratt said due to support from the public and businesses, she and her husband are able to pay their employees for assembling and delivering the meals, something she’s grateful for.

“It wasn’t our intention to get donations,” she said. “At first it was just us saying we know some kids need extra and what can we do to help. But

“People also have been amazingly generous in tipping our delivery drivers to keep them going right now too,” she said. “The kids really like to get a delivery while they’re home, and seeing their faces when we show up is rewarding,” she said.

Spratt said any funds left once social distancing has ended will be donated to a local food pantry.

Schools staying closed for rest of academic year Pritzker says virus not yet at its peak

BY REBECCA ANZEL Capitol News Illinois ranzel@capitolnewsillinois.com SPRINGFIELD — Following the lead of nearby states, Gov. J.B. Pritzker on April 17 announced Illinois’ public and private schools will remain shuttered for the rest of the school year.

The announcement came one month after Pritzker first announced a temporary school closure amid the COVID-19 pandemic, and on the same day the state announced 62 more deaths and 1,842 new confirmed cases.

Pritzker said the state’s COVID-19 curve is “flattening, not flat,” and key metrics to watch are hospitalization rate and how long it takes for the number of cases to double. Both are decreasing, but not at a level that indicates the curve is declining yet, he added.

As cases have now been confirmed in 92 of Illinois’ 102 counties, Pritzker made the call Friday to cancel school, public and private, for the rest of the academic year.

“Folks, I’ve said time and time again, my decisions are hard ones, but they will follow the science. And the science says our students can’t go back to their normal routine,” Pritzker said. “... My priority remains unchanged — how do we save the

In an average day, Pritzker said, 2 million K-12 students would meet in large groups in hallways, classrooms and extracurricular activities before going home.

That pattern “opens up a nearly limitless opportunity for potential COVID-19 infection in a time when our health care workers, our researchers, our scientists and our

first responders need us to bend the curve downward,” he added.

Illinois Department of Public Health Director Dr. Ngozi Ezike said social distancing is working and needs to continue.

The governor said one of the difficulties in the decision was the fact that students would have fewer instructional hours, and that Illinois is an education landscape in which some districts are better able to enact

remote learning than others.

But Illinois administrators and educators are “stepping up to ensure that every child in this state receives the education they deserve,” he said, even if the method varies by community.

Guidance offered by the Illinois State Board of Education includes daily check-ins on each student by the teacher and grading reflective of “the unprecedented circumstances in which students are attempting to continue their studies,” Pritzker said.

Pritzker also announced another $569 million in federal funding will be available to Illinois schools as part of the recent federal Coronavirus Aid, Relief and Economic Security, or CARES Act. Districts will receive a portion of that funding proportional to how many low-income students they teach. ISBE officials will allocate additional money to communities most in need of resources, the governor said. That funding may be spent on technology for students and teachers and meals to distribute to those youth that need them.

“Our school buildings may be closed, but the hearts and the minds of our teachers and students are wide open,” Illinois Superintendent of Schools Dr. Carmen Ayala said. “This pandemic has altered the fabric of how we teach, how we learn and how we connect, but it has not shaken the core of what our schools do, and that is to take care of Illinois’ children and prepare them for what is next.”

The Marshall-Putnam Fair Board of Directors would like to update the public on the 2020 M-P Fair. We believe it is too early to make any decision on canceling or postponing our county fair due to the current COVID-19 pandemic.

At this time, we are moving forward in preparation of our 2020 Marshall-Putnam Fair scheduled for July 15-19. However, should circumstances beyond our control occur, we will have to follow any recommended guidelines set for us.

As much as we take pride in our Marshall-Putnam Fair and look forward to seeing you every summer, our main concern is the safety and well-being of you, our communities, volunteers, staff, and board members.

We are still planning and preparing for the 2020 Fair as scheduled for July 15-19 with a full grandstand lineup. This year’s theme is “Olympic-A-Fair.” We are accepting vendor applications and are scheduling special attractions and entertainment. However, we are not canvassing our sponsors at this time. Many of these loyal businesses are suffering from hardships and dealing with the unknown future.

The support of our communities is always needed, but that need will be even greater this summer as we try to continue our tradition of excellence without the needed sponsorship of many of our past supporters.

Our county fair is so much more than just five days of entertainment.

It is where youths and adults display their talents and take pride in their achievements and hard work. It is also where friendships reunite, and a good time is had by all.

Many local fairs use revenue from off-season events and activities to “pay the bills,” said Ken Tyrrell, president of the state’s Association of Agricultural Fairs.

Guidelines from Gov. J.B. Pritzker’s office regulating the number of people allowed to congregate shrank over the past few weeks from 1,000 to 50, to finally, 10. County fairs canceled expositions, contests and other events back when

that number was 250.

The other problem, Tyrrell said, is a delay in reimbursements from the comptroller’s office for costs incurred last year. Under statute, the state is responsible for paying county fairs 66.67 percent of what organizers spent on agricultural premiums. That includes activities related to horticulture, poultry, livestock, horse races and rodeos.

Tyrrell said fair organizers “have never received that” — in recent years, they were reimbursed 25 per-

cent of eligible costs.

“That’s beginning to hurt a lot of fairs in the state of Illinois. We’re told it’s been at the comptroller’s office since December,” he said.

“Possibly if the state would pay their bills, it would really help fairs.”

County fairs in Illinois begin hosting their main events in June. If the novel coronavirus pandemic continues into the summer, forcing fairs to begin canceling, Tyrrell said “it would be devastating.”

During this time, older adults do not have to meet the usual criteria to receive Home Delivered Meals (homebound, frail, isolated, etc.)

PERU — Catherine Whitaker, 95, of Peru (formerly of Granville) passed away on Thursday, April 16, 2020, at Heritage Health Care in Peru.

A celebration of life will be held at a later date. There will be a private graveside service. Cremation rites have been accorded.

Dysart-Cofoid Funeral Chapel will be assisting the family with the arrangements.

Catherine was born on August 6, 1924, in Genoa City, Wis., to Carl E. and Elnora (Darling) Williams. She married James H. Whitaker on October 28, 1950, in Genoa City, Wis. She graduated from the University of Wisconsin at Whitewater and received

her master’s in education at Illinois State University.

Catherine was a high school teacher and taught at LaSalle-­ Peru High School until her retirement in 1980.

She was a member of United Church of Christ in Granville and the Women’s Fellowship. Cathrine was also treasurer for the Lads and Lassies preschool for many years.

Survivors include one son, Mark (Pam) Whitaker of Granville and one daughter, Becky (Roger) Perkins of Peru, and one granddaughter, Kristin.

She was preceded in death by her parents, her husband, Jim, and one brother, Carl Williams.

Born: October 28, 1940 Died: April 14, 2020 MAGNOLIA — Karen A. (Billups) Holmstrom, 79, from Magnolia, IL died Tuesday, April 14, 2020, at the Bayfront Port Charlotte Hospital in Florida.

Karen was born on October 28, 1940, at St. Margaret’s Hospital, Spring Valley, IL, to Lloyd and Eva Billups. She was the oldest of two children. Karen attended and graduated from the Magnolia/ Swaney Schools in Magnolia, IL and McNabb, IL. She married Duane “Humpy” Holmstrom in 1962 and later divorced, having four children.

She was a member of the Mt. Palatine Church, the Magnolia Fire Department, and the Marshall/Putnam Farm Bureau.

Karen worked for Owens Glass Factory and Caterpillar. She owned and operated the Silver Dollar Saloon in Magnolia, and she was a truck driver of various companies until her retirement.

Karen will be deeply missed by her three sons, Brett Holmstrom of Mag-

Virtual commencement ceremony planned College makes many adjustments due to coronavirus pandemic OGLESBY — A virtual commencement ceremony is being planned for May 16, Illinois Valley Community College President Jerry Corcoran announced at the April 9 board meeting.

“Instead of the traditional ceremony, we will conduct a virtual event next month and invite this year’s graduates to join us at the May 2021 commencement,” Corcoran said.

The April 9 meeting was held via Zoom technology with only board Chairwoman Jane Goetz, Vice Chairman Everett Solon, CorcorJerry an, board secretary Judy Day and Corcoran IT director Chris Dunlap in the board room. Other trustees particIVCC ipated remotely via computer or president phone.

Corcoran praised IVCC staff for continuing to serve students while following Gov. J.B. Pritzker’s executive order to stay at home. Employees have “risen to the challenge” posed by the COVID-19 pandemic, he said.

Goetz opened the meeting by recognizing student trustee Matthew Klein at his final meeting. The chair said Klein gave generously of his time, energy and talents and contributed to IVCC’s growth. Last month, the board nominated Klein for the ICCTA’s state student trustee award.

Superfund stalls, delays cleanup of contaminants Residents continue to wait for project to start

BY KIM SHUTE Shaw Media DEPUE — Hurry up and wait.

DePue residents have been familiar with that sentiment for two-plus decades when it comes to cleanup of heavy metals and contaminants left in land villagewide and lake by now-defunct manufacturing facilities.

While mitigation efforts have been made by Exxon Mobil on the contaminated gypsum stack north of the village, residential cleanup, the responsibility of CBS/Viacom, seems to be at a standstill, Village President Eric Bryant said.

Bryant said last fall residents were asked to reply to a survey allowing their properties to be tested. For those residents with a high concentration of heavy metals, CBS/Viacom is slated to provide remediation to restore the soil to a safe state. Residents would then be provided with a certificate to indicate clean property to provide to buyers upon resale of the property.

Bryant said he can’t say for sure whether the spring delay is “related to the virus thing,” but said that he hasn’t seen any sign of responsible parties in the village since they shut down work for the winter.

“I would guess they don’t want to put their people at risk, but I don’t know that for sure,” he said.

A call to a CBS/Viacom spokesperson for more information went unanswered.

The project oversight has transferred from the Illinois Environmental Protection Agency to the U.S. EPA, but Bryant doesn’t attribute that to the current delay. About 40 properties were tested on the pilot study for residential remediation; Bryant said the majority of residents have been receptive to it, although, bewilderingly,

They’re going to want that certificate saying their property is clean if they ever want to sell it, or want to pass the land down.”

Bryant said residents have no reason to be concerned about the process, saying the responsible parties are required to return yards to their original state.

Bryant is urging anyone with concerns about remediation to reach out for more information, saying it’s not too late to sign on to get a soil test.

Bryant said besides residential cleanup, studies still are being done to determine the best method of cleanup for Lake DePue, but he’s not feeling

especially optimistic about the eventual outcome.

“The lake is undergoing testing,” he said, “but a remedy has not been decided.”

Bryant said in his opinion, the responsible parties would rather pay a fine for damaging a natural resource than sink their funds into what likely would be a costly remedy for cleanup.

“The state owns 75-80 percent of the lake,” Bryant said. Mobil owns some, and the village owns 10 to 12 percent, so it’s not certain how the village would fare if a payout was the solution.

Bryant said a potential solution would be to dredge the lake six feet down and cap it at that depth, but that would require maintenance to prevent it from re-silting. “We have no input on the solution,” he said, “We can only make noise.”

IN BRIEF Rezin calls on Pritzker to help unemployed ‘gig’ workers State Sen. Sue Rezin (R-Morris) has asked Gov. J.B. Pritzker to act quickly to get unemployment benefits to self-employed “gig” workers.

Self-employed “gig” workers, according to ADP Research Institute, make up 18 percent of Illinois’ workforce, according to a news release issued by Rezin. Under the recently signed federal stimulus law, these gig workers are now eligible for unemployment benefits, and states must modify their websites in order to review these claims. Unfortunately, according to Rezin, no modification has been made to the Illinois Department of Employment Security’s (IDES) website. Therefore, no claims can be submitted.

Rezin said that weeks ago, Illinois constituents were told the IDES website would be improved, and access would be enhanced. However, based on what lawmakers are hearing from their constituents, delays with the site continue, and frustrations continue to mount.

“It is imperative that the state provides timely access to all existing benefits during these challenging times,” Rezin said. “It is unacceptable that we are not provided relief to eligible recipients, especially when other states already have their system in place to handle similar claims.”

A number of other states, such as New York and Iowa, have already provided guidance for gig workers on their websites, and Michigan began accepting claims online April 13. Unfortunate-

ly, Illinois lawmakers have been told Illinois’ IDES website will not be able to accept claims until May 11.

“We must not make the recovery from this health crisis any harder than it already is,” Rezin said.

Volunteers are the heart of Illinois 4-H, and the University of Illinois Extension 4-H Youth Development program salutes volunteers in Bureau, LaSalle and Marshall-Putnam counties, during National Volunteer Week, April 19-24.

National Volunteer Week is about inspiring, recognizing and encouraging people to seek out imaginative ways to engage in their communities. It’s about demonstrating that by working together, communities have the ability to meet challenges and accomplish goals.

“Our numerous volunteers are the lifeblood of our program, offering their own unique skills and knowledge to help educate our youths. We are immensely grateful for the time, energy and dedication they provide our 4-H program,” said Danielle Gapinski, Bureau County 4-H program coordinator.

“Our many 4-H volunteers are engaged in taking action and encouraging 4-H members to provide service to others and their community,” said Toni Pienta, LaSalle County 4-H program coordinator.

National Volunteer Week encourages people to be engaged in their community. 4-H volunteers are actively engaged in their communities by impacting the lives of youths, sharing time and talents with youths through 4-H clubs, Special Interest clubs, after-school programs, workshops and camps. In addition, many volunteers provide a role at local 4-H shows and county fairs as superintendents and judges who contribute significantly to the positive growth and development of 4-H members through the exhibit and judging process.

“Each volunteer brings with them different life experiences that help our youths learn and grow,” said Anne Scheel, Marshall-Putnam 4-H program coordinator.

4-H volunteers are empowering and preparing youths for success as 4-H members provide service to others and their community. Today’s 4-H youths are engaged in learning activities as they are practicing skills employers want; growing and distributing food to communities in need; stewarding the natural resources; making a difference in local, state, national, and

global issues; and influencing positive choices for healthy living. None of that would be possible without our volunteers who help to lead and mentor 4-H participants.

Klein nominated for student trustee award OGLESBY — Illinois Valley Community College student trustee Matthew Klein of Utica has been nominated for the 2020 Gigi Campbell Student Trustee Excellence Award.

“Matt is an effective student trustee who listens to students’ concerns and gracefully communicates them to board members and administrators,” said IVCC board chairwoman Jane Goetz.

The award, sponsored by the Illinois Community College Trustees Association (ICCTA), honors student trustees for effective communication with the students they represent, active engagement in board meetings and for acting in the best interests of students and the college. The winner will receive $500 and be honored at the annual ICCTA Awards Ceremony in Chicago this summer.

In 2019 and 2020, Klein assisted the IVCC Foundation with testimonial videos that helped raise

more than $40,000 in Giving Day contributions.

In addition, he created a thank-you video for a major donor that inspired the benefactor to make another $50,000 gift.

UNIVERSITY OF ILLINOIS EXTENSION

Ag-Bags provided four different lessons focusing on agriculture University of Illinois Extension Marshall-Putnam Agriculture in the Classroom Program and the Marshall-Putnam Farm Bureau, collaborated to provide Ag-Bag lessons to school classrooms.

Due to the stay-at-home order, students are not able to participate in their regular “Ag in the Classroom” lessons. Abrianne Holler, University of Illinois Extension Ag in the Classroom community worker, and Tiffany Moody, executive director of the Marshall-Putnam Farm Bureau, provided four different lessons focusing on agriculture for students who pick up a weekly lunch at school.

“Let’s Grow at Home” was the first Ag-Bag. In this bag, students were given pots, seeds, magnifying glass or ruler, along with a way to mark their

plants. A brief lesson about plants was enclosed with the supplies including a germination journal to keep track of what they did each day with the plant.

“Let’s Get Poppin’” lesson was based on the Illinois state snack: POPCORN! Each bag had popcorn facts, a small bag of popcorn, and a popcorn craft.

“Why Did the Chicken Cross the Road?” lesson was focused on the embryology project most students would have experienced first-hand in the classrooms with Extension’s incubator project.

This bag included a snack that was made to look like a chicken, chicken activities, and 4-H resources to watch chicks hatch online.

The fourth Ag-Bag was “Calling all Conservation Superheroes.” This bag was focused toward Earth Day which is coming up on April 22. The lesson focused on resources on how to reduce, reuse, and recycle.

University of Illinois Extension Ag in the Classroom and the Marshall-Putnam Farm Bureau will continue to work together to support students, teachers, schools and parents, with the Ag-Bags and to provide experiential lessons highlighting the importance of agriculture.
