HENNEPIN — The balance in Putnam County’s General Fund is less than needed, and in order to meet payroll and other expenses, the county board has approved an interfund loan until the next tax revenue disbursements are received in July.

During the board’s April 9 meeting, Treasurer Kevin Kunkel explained how the county found itself in this predicament.

According to Kunkel, one of the biggest impacts on the county’s budget was prior to its adoption, the state had told the county it would be receiving approximately $280,000 in Personal Property Replacement Tax funds.

However, six months after budget approval, the county received notice from Springfield that it would receive only $205,000.

“We also had a lawsuit with IVCC, which was dropped, but still cost $260,000 over four years,” Kunkel said.

“Both myself and the county clerk were court-ordered to get attorneys, so that was an expense that couldn’t be avoided,” he said.

Additional unavoidable expenses that helped drain the reserves were the approximately $360,000 in repairs at the courthouse, which included a new boiler, a new cooling tower, and outdoor work to repair masonry problems.

Putnam County Board Chairman Steve Malavolti said the 2008 increases in health care costs also impacted the General Fund.

“We’ll have to weather the storm,” Malavolti said. “We’re locked into this budget, and we’ll be working month to month to adapt, but we’re also going to be making some tough decisions before the next budget is adopted.”

Currently, the county faces $60,000 in payroll expenses with an additional $44,000 in other expenses.

The balance of the county’s General Fund is roughly $53,000, and there’s approximately another $10,000 in the Illinois Fund.

Putnam County Board chairman $375,000 from the county’s Federal Aid Matching Fund until the next tax revenue disbursements are made in July.

To help reduce costs, board members reported they’ve declined mileage reimbursements, and the courthouse’s hours of operation were also altered. The board approved the change, which will have to courthouse open from 9 a.m. to 4 p.m. on Monday through Friday. Department heads were given permission to alter their schedules accordingly in order to serve the public, such as on Thursdays when court is in session.

This change in hours will save the county almost $40,000 a year, according to Kunkel.

Board member Duane Calbow, while acknowledging the seriousness of the situation, also looked to the positive aspects of the county’s finances. He cited the productive budget discussions that will ultimately be of benefit to the county, and also that the county has no longterm debt.

He reminded the public that the costs of the jail construction,

which were expected to take 20 years to pay off, were settled in 12 years, and that the county has been steadily increasing its services to the public.

The board was asked about future revenue from the Enterprise Zone projects that are nearing the end of their tax abatement periods.

“Even with the Enterprise Zone projects which will be coming off of abatement, that revenue will still be a couple of years away. We still need to be proactive to stay ahead things,” Malavolti said.

The board was also asked about the possibility of a tax increase.

“It’s possible, but we don’t want to because we’re already so highly taxed. If we did, we’d have to justify it and show a need to the public. We’re going to be continuing to crunch a lot of numbers,” Malavolti said.

Other board news

• County Highway Engineer Pat Sloan reported the one bid received for the upcoming sealcoat work was 16 percent less than estimated. He also advised residents to slow down and exercise caution near the Bottom Road bridge. He said the rough surface near the bridge will remain that way for the next year.

• There will be an electronics collection event for county residents from noon to 5 p.m. on April 20 at the Toluca Public Works building.

• The board approved the request for the Lake Thunderbird Association’s annual fireworks display scheduled for July 7.

• Countyside Lawn Care was awarded the contract to mow and trim the grass at the Florid, Caldonia and Old Granville cemeteries.

• The trustee resignation, appointments and reappointments for the fire protection districts of Magnolia, Standard and Henry were approved.

Weapon recovered in murder investigation Item being analyzed by State Police crime lab

BY DAVE COOK dcook@bcrnews.com GRANVILLE — A weapon believed to be connected to the murder of 16-year-old Diamond Bradley was recovered by the Putnam County Sheriff’s Office during a search at Color Point, the former place of employment of suspect RichDiamond ard A. Henderson.

During the ongoing Bradley

investigation, the Putnam County Sheriff’s Office developed information that Henderson, 26, of Standard, may have discarded evidence at the commercial greenhouse in rural Granville.

On April 11, the Putnam County Sheriff’s Office was assisted in the search by Tri-DENT, Illinois State Police Crime Scene Services, the Spring Valley Police Department and the LaSalle County Sheriff’s Office.

This potential new evidence is being analyzed at the Illinois State

Police Crime Scene Services laboratory.

Bradley was last was seen by her family the evening of Jan. 23 and was reported missing the following morning.

Her body was found Richard A. Jan. 27 alongside 850th Henderson North Road in Putnam County. She had been stabbed multiple times.

Investigators think she and Henderson met online and that Henderson picked the teen up near her home between 6:30 and 7:30 a.m. on Jan. 24. Police believe Henderson then drove to the spot where her

body was found and killed her after an altercation.

Henderson was arrested after being interviewed at the police station. Tips, interviews, surveillance cameras, and cellphone pings link him to her death. Additional discovery evidence is still being developed.

Henderson’s most recent appearance in Putnam County court was April 17. The case is being tried

by Judge Stephen A. Kouri, and Henderson is being represented by his attorney, public defender Roger Bolin. Putnam County State’s Attorney Christina Judd-Mennie is prosecuting the case.

Balances top $450k; next year’s meeting date set

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — Township government has existed in Illinois since 1848. Each April, the 1,432 townships of Illinois hold their mandated annual meetings.

According to the state of Illinois, townships are to provide three services: help the poor, assess property for taxing purposes, and maintain township roads and bridges.

Granville Township’s annual meeting was held on April 10 and moderated by resident Matt Hostetter. The township officials in attendance were Supervisor Jim Moriarty, Road Commissioner Bob Dixon, Trustee Kelly Goetz and Clerk Rene Twardowski.

Twardowski began by reading the minutes from last year’s meeting, which were then approved.

The figures included: $23,269.14 in the General Assistance Fund; $1,843.40 in the Machinery and Building Fund; $13,366.39 in the Joint Bridge Fund; $134,271.36 in the

Permanent Road Fund; $217,977.86 in the Town Fund; $1,895.55 in the Road and Bridge Fund; and $61,825.95 in the Road and Bridge Insurance Fund.

Also approved were the revisions to the Tools and Equipment State of Repair list. The condition of the

township’s F-450 truck was changed to poor; its post-hole digger to good; and its Henderson spreader to good.

Hostetter was approved to receive $80 for moderating the meeting.

Next year’s meeting was scheduled for April 9, 2019, and the moderation fee will be unchanged.

PRINCETON — Darla Joy (Dionne) Gibson, 45, of Princeton passed away Friday, April 13, 2018, at Aperion Care in Spring Valley.

Darla was born April 25, 1972, in Peoria to Dale and Darlene (Thiel) Dionne.

Darla was the former manager for Pizza Hut in Princeton. She enjoyed music and camping with her family. She loved her dogs very much.

Survivors include her parents, Dale and Darlene Dionne of Granville; Brian Gibson of Princeton and her two daughters, Megan and Abby of Princeton; three sisters, De Anne (Monte) Flack of Champaign, Dawn (Dan) Cioni of Granville and Devin (Brian) Fenza of Peru; and her nieces and nephews, Amber, Nathan, Haley, Caitlyn, Carter

and Reese.

She was preceded in death by her grandparents.

A Mass of Christian Burial was held Monday, April 16, at Sacred Heart Catholic Church in Granville with Father Patrick DeMeulemeester officiating.

Cremation rites were accorded following the service.

Visitation was held Sunday, April 15, at the Dysart-Cofoid Funeral Chapel in Granville and prior to the service Monday at the funeral home.

ILLINOIS VALLEY COMMUNITY COLLEGE

Program allows seniors to enroll in IVCC classes OGLESBY — Beginning this summer, Hall High School students will have the opportunity to participate in a College Start program with Illinois Valley Community College, IVCC board members learned at their meeting April 12.

The program, modeled after the agreement IVCC has had with Putnam County High School since 2014, allows academically qualified Hall seniors to enroll in IVCC classJerry es as part of their high Corcoran school coursework.

IVCC president “This is another example of our providing higher education opportunities across the district, and it will strengthen an already solid working relationship between Hall and IVCC,” said Mark Grzybowski, associate vice president for Student Services.

Helping facilitate the initiative was IVCC board member and Hall interim-Superintendent Jay McCracken, Hall counselor Susan Lucas, and IVCC Associate Vice President for Academic Affairs Bonnie Campbell.

In other business, the board honored out-going student trustee Matthew Pehoski of La Salle for “dedicated and enthusiastic” representation of students and welcomed new student trustee Joseph Marenda of Spring Valley.

Pehoski was recognized last week for earning IVCC’s highest academic achievement when he was named one of 12 McCormack Scholars.

In other business, the board approved: • Elevator upgrades totaling $19,494.

• Purchase of Citrix App Layering maintenance and support for $13,440 to manage virtual desktops for staff. It allows software to be added and updates made to numerous machines at once.

• Seeking bids for the purchase of a utility vehicle for the agriculture program to facilitate data collection (field mapping and soil sampling) and equipment simulation in the field. The estimated $14,000 purchase will be paid for by a donation to the ag program by LPO Junior College alumnus Ralph Scriba of Palos Verdes, Calif.

• Seeking bids for slope and road work to improve drainage in three areas: the south side of the gym, south of the parking lots, and the north side of Building D. The project is estimated at $50,000.

• A $107,200 bid from Vanguard Contractors of Pekin for exterior stair upgrades.

Illinois political parties morally bankrupt New party badly needed to take on Dems, GOP

T

he two major political parties in Illinois are morally bankrupt. We need a serious, credible new party to challenge them and provide an alternative for voters.

Creating a new party is easy in concept, yet incredibly difficult, though not impossible, to pull off.

The straw that broke this camel’s back came in the past week. I was shown to be incorrect in my belief that an extraordinary majority of lawmakers could wrest a bill from the clutches of the Illinois House Rules Committee, which is controlled absolutely by Democratic House Speaker Mike Madigan.

In fact, in the Illinois House, a single, solitary objector to a motion to discharge a bill from committee kills the effort.

When a discharge motion – to free a bill for consideration by the whole body – is proposed in the Illinois House, Madigan’s chief henchwoman, majority leader Barbara Flynn Currie, simply stands up to say she objects, which kills the effort. Unbelievable.

If 95 percent of Illinois House members favored the idea of actually voting on a proposal that the speaker

has buried in Rules Committee, the speaker alone can keep it from ever reaching members for a vote.

This makes an absolute mockery of democracy – from the Greek demos (people) and kratia (power).

Ironically, since Democrat Madigan is seen by most as the fount of all political devilry, it should be noted this capacity of the speaker to dictate outcomes was put into House rules in 1995 by Republicans, during two short years the GOP had a majority. Madigan simply kept that rule when he returned to power, which he has held since.

This means that the current idea of taking the redistricting process out of the hands of Speaker Madigan is doomed, no matter what a supermajority might wish to do.

It’s no better on the Republican side. Gov. Bruce Rauner has literally bought the state Republican Party apparatus, lock, stock and barrel. He has contributed a hundred million dollars or so to take over the staff and elected membership of the Illinois Republican State Central Committee.

There is a Rauner Party, but no

longer a true state Republican Party.

Illinois politics offers but an illusion of democracy.

So, what to do?

Some months ago, I floated the idea of creating a new political party in Illinois. My premise is that neither major party in Illinois, nor those at the national level, represents the broad swath of us located somewhere between the Left and the Right.

The idea isn’t so far-fetched.

Columnist Matt Tiabbi, writing recently for a national audience in Rolling Stone, says the present two-party system is ripe for a re-ordering: “… huge pluralities of voters on both sides of the aisle feel unrepresented and even insulted,” seeing both parties as tools of the very rich.

The biggest challenge in launching such a venture is to find a compelling message.

In 1854, the nascent Republican Party started the process of replacing the feckless Whig Party. The new party had a clear, focused, emotional rallying cry and objective: Stop the extension of slavery into Kansas-Nebraska and beyond.

Organizers of this new party had other attractive planks: “free soil” (which meant both free land and no slavery) for farmers moving West, and railroads and infrastructure to build the expanding continent.

By 1858, in just four short years, the Republican Party had morphed from nothing to a national force.

But what might be the name and rallying cry of a new party of the middle? Peoria friend and very smart fellow Jack Gilligan came up with a great name: The Party for the Common Good.

Yet, we all have our own definitions of what that common good might be. Some might see the common good in more government spending, others in less.

Maybe the common good can be defined instead as problem solving in the long-term interests of our children and grandchildren. Our political party leaders posture a lot, but they avoid tough decisions.

They don’t solve problems.

For example, there hasn’t been a legitimate, timely budget at the national level in years; worrisome, multitrillion-dollar debt keeps piling up under both Republican and Democratic presidents. Social Security and Medicare need attention if to survive for the long term.

In Illinois, from 2015-17, we lacked a state budget, the fundamental task of elected officials. This has made us a laughingstock nationally among government watchers.

A new political party is easy to set up. A compelling name and message by which to build a credible party are harder to come by. Reader suggestions appreciated.

We know that one month is not enough to solve the serious and widespread issue of sexual violence. However, the attention April generates is an opportunity to energize and expand prevention efforts throughout the year.

We respond to hospitals to assist victims through medical and legal procedures. We provide victims with assistance in obtaining orders of protection, civil no-con-

tact orders, or stalking no-contact orders.

Freedom House offers counseling to survivors and significant others to help them cope with the feelings associated with the trauma of sexual assault. We are also able to provide professional trainings to law enforcement, civic groups, schools and health providers, and education presentations in schools.

We encourage everyone to take steps to address sexual violence in their communities. Sexual violence impacts everyone, regardless of age, ethnicity, race, sexual orientation or socioeconomic status.

Last year, Freedom House provided almost 1,200 hours of service to more than 100 survivors of sexual violence in Bureau, Henry, Mar-

Marquis Energy hosts Big Hope 1 barge to help find a cure for cancer

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — The rivers of Illinois are busy routes of international commerce, and the sight of a barge is commonplace. However, the sight of a bright pink barge is anything but common, and that’s exactly the intention — to catch the public’s attention.

Marquis Energy is hosting Big Hope 1, Ceres Barge Line’s floating fundraiser for cancer research, after making a $10,000 donation to Mary Crowley Cancer Research.

“Cancer has touched everyone’s life in some way; we all know someone who has had to fight it,” Danielle Anderson, Marquis’ director of public relations, said.

Anderson also said the symbolic barge’s appearance at Marquis’ dock was occurring at an important time because the three-year-old daughter of Chief Operations Officer Jason Marquis has been successfully fighting leukemia.

“It’s a personal connection, and we’re proud to be a part of the research efforts,” Anderson said.

Each year, Marquis Energy also chooses a beneficiary to receive the donations of its employees, which the company matches with a multiplier of five. Anderson said last year’s recipient was St. Jude Children’s Research Hospital.

Putnam County’s girls track team competes in meets The Putnam County girls track team competed in tow meets last week.

Hall High School The Putnam County girls track team placed third in a five-team meet on April 10 at Hall High School.

The girls scored 69 points to trail Erie with 106 and IVC with 96. Hall was fourth with 52 while Kewanee had 22 points.

First-place finishers for Putnam County were Katrien Holocker in the 100 meter hurdles in 18.16, Lindsey DiazDeLeon in the 800 meter run in 2:39.09, Olivia Lawley in the 300 meter hurdles in 54.06, and Madi Keegan in the discus in 114 feet.

Second-places were won by Katrien Holocker in the 300 meter hurdles in 56.38, and the 4x400 meter relay team of Emilee Walker, Madi Keegan, Olivia Lawley and Lindsey DiazDeLeon in 4:51.84.

Putnam County 12, Wethersfield/Annawan 2 Alivia Resurreccion was the winning pitcher against Wethersfield/Annawan on April 13 when the Lady Panthers won 12-2 in six innings. Resurreccion walked four and struck out five while allowing three hits.

Morgan Hundley was 3-4 at the plate including a triple. Olivia Holmes and Jordyn Friel both had two hits with Holmes driving in four runs.

Putnam County 7, Roanoke-Benson 0 Putnam County pitcher Alivia Resurreccion threw a three-hitter against Roanoke-Benson on April 12. She struck out 12 and walked two in seven innings. Resurreccion also helped herself by driving in two runs during the game. Paige Veronda and Olivia Holmes both had two hits in the game.

Blood drive nets recent record units GRANVILLE — Putnam County Rotary’s Good Friday blood drive netted a recent record of 40 units — nearly double last year’s total of 21. The event, held March 30 at Putnam County High School, was co-sponsored by New Hope Parish and PCHS Interact, working together with the Red Cross.

The numbers included eight student donors, one of whom was a first-time donor. In an unusual twist, two of the Red Cross staff even donated, one donating “double reds.”

In addition to saving lives, dona-

tions made during drives held at PCHS result in scholarship donations made by the Red Cross to benefit graduating senior blood donors.

Rotary extends thanks to all who join in giving the gift of life as blood donors. Total Putnam County blood donations, including drives sponsored by Rotary, Interact, NHS and several sponsored by New Hope Parish over the past 12 months, have totaled 216 units.

BCGS will meet April 26 in Princeton PRINCETON — The next regular meeting of the Bureau County Genealogical Society will be at 7 p.m.

Thursday, April 26, at the Society library, 629 S. Main St. in Princeton.

The featured speaker for the program will be Bill Ewalt, a BCGS member from North Carolina. “Is There a Pilgrim Behind that Brick Wall of Mine?” will be the title of his presentation.

Ewalt will share his personal experiences in applying for membership in the Alden Kindred of America.

His initial filing was questioned by the organization. Through the use of

DNA and additional evidence, he was accepted into the Alden Kindred as a direct descendant of John Alden and Priscilla Mullins through his maternal line of Stephen Decatur Porter and Celia Cole.

The public is invited to come hear this interesting topic. The 400th anniversary of the Mayflower will be celebrated in 2020. All meetings at BCGS are free and open to the public.

After the meal, the Templeton Family Band from Lostant will entertain those in attendance with old-time blue grass, Celtic and gospel music. OAL will award scholarships OTTAWA — The Ottawa Art League is announcing the creation of two new scholarships for local students who are following their artistic passions.

Each scholarship will be $1,000, paid out in $250 increments for each of four years, to a senior this year who is planning on majoring in an artistic field in college or art school. Applications can be downloaded from the OAL website, ottawaartleague.org or email ottawaartleague@yahoo.com for a copy. The deadline for entry is May 15. The scholarship winners will be announced May 25.

The Putnam County Library District has announces two upcoming programs — Bees! and the Hindenburg Disaster. Bees! will be presented at 6 p.m. Tuesday, May 1, in Magnolia. Anthony Gedritis will talk about bees and their habitat and the importance of their existence. This program is for kids and adults. Hindenburg Disaster will be presented at 6 p.m. Thursday, May 3, in Hennepin. Historian Jim Gibbons will discuss the famous Hindenburg Disaster, a horrific day in our nation’s history that killed 13 passengers, 22 crewmen and one ground crewman. He will explain the various theories on how the tragedy struck and how the disaster marked the end of airship travel as we knew it.

OAL members donated material and time to update the paintings for sale.

The second is the Mary Ellen Davies Scholarship. Mary Ellen was a longtime member of the Ottawa Art League and her family and friends donated money in her memory to help young artists. For many years the OAL has used this money to present artists with awards at the annual youth art show. Since that show will not be held in the future, the OAL has decided to offer a scholarship instead.

Chicken and spaghetti dinner will be held April 20 in Henry HENRY — Relay for Life will be Friday, April 20, this year with a chicken and spaghetti dinner at the Henry American Legion and Central Park, but there is another way you can get involved with fighting cancer.

ACS CAN (American Cancer Society Cancer Action Network) is an advocacy group that works to make cancer issues a priority nationally and at the state level. It is a non-profit, non-partisan advocacy group affiliated with the American Cancer Society. By funding aggressive grassroots, lobbying and media campaigns ACS CAN has worked to make changes at the local, state and national level.

To date, ACS CAN has been involved with legislation related to tobacco control, cancer research funding and access to healthcare. Currently in Illi-

nois, ACS CAN is working to raise the minimum age of sale of tobacco from 18 to 21.

The event will culminate in the luminaria ceremony, to be held in Central Park, beginning at 7:30 p.m. The luminaria ceremony is a gathering of the community and loved ones to remember those lost to cancer, to celebrate those who have conquered the disease and support those as they continue their fight. After the sun sets, luminaria light up the night, reminding us all why we fight back.

Luminarias can be purchased before the event by mailing forms and money to Cindy Stange, 1102 Malibu Drive, Henry, IL 61537. White luminaria bags can be purchased for a $10 donation and gold luminaria bags are available for a $25 donation.

There will also be entertainment, games and the silent auction throughout the evening.
