Unofficial election results are in Totals listed for contested races on county ballot

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — The ballots have been counted, unofficial results are in, and the several contested races on the April 2 Consolidated Election ballot in Putnam County have been decided.

Voter turnout was low at 22.1 percent with all eight precincts reporting. Seventy-four early or by-mail ballots were cast. Of the county’s 4,270 registered voters, 942 voted.

Four seats on the Putnam County School Board were up for election.

Membership on the board is restricted to a maximum of three members from any congressional township.

The area of residence of those elected to fill unexpired terms is taken

into consideration in determining the winners of the full terms.

Running for the unexpired twoyear term in Township 32N, Range 2W were Michael Borri and Mark J. Judd. In unofficial results, Borri won with 514 votes (62.15 percent) to Judd’s 313 votes (37.85 percent).

Competing for the three seats on the school board with full four-year terms were Adriane L. Shore and Gretchen Holloway Currie from Township 32N, Range 1W; Emily Chiado from Township 33N, Range 1W; and James A. Gibson from Township 32N, Range 2W. Shore received 642 votes (31.83 percent), Currie had 451 votes (22.36 percent), Chiado received 496 votes (24.59 percent) and Gibson received 428 votes (21.22 percent).

The village of McNabb had six candidates vying for three four-year terms on its village board. The candidates, as they appeared on the ballot, were Richard F. Haar, Maria Krowlek, Stacey McNaughton, Travis Keesee, Diane Cimei and James Wegrzyn.

PERU — The Illinois Valley Cadet Squadron of the Civil Air Patrol, based at the Illinois Valley Regional Airport in Peru, is seeking new cadets.

The Civil Air Patrol is a federally supported non-profit corporation serving as the official civilian auxiliary of the United States Air Force. It’s a volunteer organization for people of all backgrounds, lifestyles and occupations who have an interest in aviation.

It performs three congressionally assigned key missions: emergency services, which include search and rescue by air and ground; disaster relief; and aerospace education for youths and the general public, particularly through their cadet programs for teenagers.

Also running were McNaughton with 47 votes (16.91 percent), Haar with 43 votes (15.47 percent) and Keesee with 21 votes (7.55 percent).

McNabb also had one seat with a two-year term on the ballot. Patricia Strickler and Frank McNaughton ran for that seat. Strickler won with 61 votes (60.4 percent) to McNaughton’s 40 votes (39.6 percent).

Voter turnout in McNabb was 49.5 percent.

Four candidates ran to fill three seats on the Henry-Senachwine Community School District Board.

The candidates were Lori DeWeerth, Melissa Thompson, Derrik Gaspardo and James Downey.

In Putnam County, Downey collected 63 votes (36.21 percent), Thompson had 47 votes (27.01 percent), DeWeerth received 42 votes (24.14 percent) and Gaspardo received 22 votes (12.64 percent).

Putnam County Clerk Dan Kuhn’s office was in charge of conducting the election.

Drivers needed to take patients to treatment PRINCETON — The American Cancer Society is in need of more volunteer drivers to support the Road To Recovery program, which provides cancer patients with free rides to treatment.

This year, there will be an estimated 68,560 new cancer cases in Illinois in 2019, and for some, getting to treatments can be their biggest

All drivers must have a current, valid driver’s license; a good driving record; access to a safe and reliable vehicle; regular desktop, laptop or tablet computer access; and proof of car insurance.

The American Cancer Society stands shoulder to shoulder with cancer patients and those supporting them, focused on improving patient access to quality care, including transportation.

The American Cancer Society currently has dedicated and passionate volunteers throughout Illinois, but the need for drivers is greater than the number of volunteers. In many communities, due to the lack of drivers, transportation needs can go unmet.

Volunteer drivers are needed to help give cancer patients a much-needed ride. The organization screens and trains all volunteer drivers, and coordinates the rides for patients. Volunteer drivers donate their time and can provide as many rides as they want.

BY DAVE COOK news@putnamcountyrecord.com OGLESBY — In three years, the Illinois Valley Community College Foundation has raised more than $75,000 through its Giving Day events to help students achieve their academic goals.

The third annual Giving Day event, held April 3, exceeded its $25,000 goal before the spirited events in the gymnasium even began.

“These funds will be used to provide scholarships to well-deserving students to help them complete their education,” Fran Brolley, IVCC’s director of Community Relations and Development, said.

Funds are raised through a series of lighthearted competitions, raffles and social media interaction. Included in the day were a bake sale; a raffle for two tickets to a performance of “Hamilton” in Chicago, sponsored by IVCC; and a raffle for two tickets to a White Sox game, sponsored by NRG Media.

Past competitions have included challenges such as staff members seeing who could make the most free throws or do the most pushups. But, this year organizers changed the lineup to allow for more participation from both

PCR photo/ Dave Cook students and staff. However, one aspect that didn’t change was the popular “Slime Challenge.”

Each year the “winner” of this challenge is the staff member who collects the most monetary donations prior to the event. They are then “slimed” by a raffle winner who entered to be the “slimer.”

The IVCC Chem Club creates the thick, oozing green concoction that is poured over the winner’s head in front of the cheering crowd.

Sprint Relay. In this challenge, six teams of five competed in a relay race with a series of events. Teams included staff and a variety of members from the college’s athletic teams.

“We’re here to celebrate everything that makes IVCC great,” Janice Corrigan, IVCC Foundation assistant, said.

The first stage was a race with a balloon held between the legs of the competitors who then had to sit on and pop the balloon. Following that, the next team member had to quick-

ly rotate through a large stack of colored cups, or the “Stack Attack,” until reaching the sole cup of a different color.

The third event was the “Chuckin’ Chick’n,” in which teams had to successfully toss two rubber chickens into a distant bucket. The fourth stage, the “Pantyhose Pushover,” required placing a stocking with a tennis ball in the end over their heads and attempting to knock over a bottle of water.

The final stage required competitors to don safety glasses and mittens before quickly spinning around five times while leaned over with their forehead on a yardstick. They then had to stay leaned over while rolling a basketball through a series of cones before finally shooting a basket while wearing the bulky mittens.

Hometown National Bank was a major sponsor of the day, and Brolley said the bank has donated $3,000 each year toward the event.

Following the competitions, those in attendance were invited to enjoy the pizza provided by Marchelloni’s, the water provided by Pepsi and the popcorn made by the IVCC Athletic Department.

“We’re excited we’ve found a way to make giving fun. This event seems to grow and get better every year. All the donations, no matter how much they are, add up to help us provide access to higher education for our students,” Brolley said.

Final site selection expected this summer HENNEPIN — Chinese manufacturing executives from one of the 300 largest companies in the world toured the Hennepin area recently through an arranged site visit by the North Central Illinois Economic Development Corp.

During their five-day visit, the company reviewed two sites in Illinois for a new manufacturing operation.

Hennepin Mayor Kevin Coleman, Putnam County Board Chairman Steve Malavolti and NCI officials — Chairman Steve Aubry, President Ivan Baker and Manager Gina Czubachowski — joined other officials to welcome the executives and promote the region.

“Promoting the region for development and new, good-paying jobs is the goal of NCI,” said Aubry. “We made sure the team was in place to answer questions and that our presentations were professional and world-class.”

Energy aid still available through LIHEAP Applications will be processed through May 31 SPRINGFIELD — The Illinois Department of Commerce and Economic Opportunity (DCEO) announced that winter heating assistance through the Low Income Home Energy Assistance Program (LIHEAP) is still available.

Heating assistance and Reconnection Assistance (RA) applications will be processed through May 31 or until funding is exhausted. Even if your household has already applied for and received LIHEAP (bill payment assistance, but not the full RA benefit) since Oct. 1, 2018, you may be eligible for the RA benefit.

Reconnection Assistance is available for eligible households who are disconnected from their energy source needed for heating or are under imminent threat of disconnec-

tion (are within seven days of being disconnected or have less than 25 percent in their propane tank). The RA benefit may also be approved to help adults who are trying to establish heat-related energy services.

RA is provided to eligible households if: a) it will ensure reconnection and b) if the household has made a good faith effort to maintain energy services and/or can pay a portion of the balance due to the energy vendor, when applicable.

“We understand we’re coming out of an extremely cold winter, and Illinois residents’ heating bills are probably higher than they anticipated,” said Erin Guthrie, acting DCEO director. “This program was created to help our most vulnerable residents remain healthy, safe and warm during the winter months.”

A single-person household can qualify with a monthly gross income of up to $1,518; a two-person household up to $2,058; a family of three can earn up to $2,598; and a family of four can earn up to $3,138.

• A copy of their rental agreement (if they are renting) showing that utilities are included, the monthly rental amount and land-

• Proof of Social Security numbers for all household members.

• Proof that their household received TANF or other benefits, such as Medical Eligibility or SNAP, if receiving assistance from the Illinois Department of Human Services.

LIHEAP heating assistance applications, including Reconnection Assistance, will continue to be accepted through May 31, or until funding is exhausted. Applications are taken on a first-come, firstserved basis.

LIHEAP is a state and federally funded energy assistance program for low-income families in which heating bill payments are made on behalf of households. LIHEAP applications are processed through a network of 35 local administering agencies around the state.

The spring series of the University of Illinois Extension’s Four Seasons Gardening Program, which focuses on environmental stewardship, home gardening and backyard food production, gets underway in April. The public is invited to participate in this free webinar series. Remaining topics in the spring series are “Invasive Insects,” set for Tuesday, April 23, at 1:30 p.m., and “Which Grass is Which?

Identifying Grasses Made Easy,” set for Tuesday, June 11, at 1:30 p.m.

Programs are offered via a live webinar at the following University of Illinois Extension Offices: Bureau County in Princeton, Marshall-Putnam counties in Henry and LaSalle County in Ottawa. SPRINGFIELD — Walter G. Mecozzi, 95, of Springfield, formerly of Hennepin, passed away Saturday, April 6, 2019, at Mill Creek Special Care in Springfield.

Walter was born Feb. 23, 1924, in Peru to Nazareno and Rena (Capra) Mecozzi. He married Kathleen M. Podobinski on Feb. 4, 1950, in Hennepin. She preceded him in death on June 29, 2018.

After graduation, he served in the U.S. Air Force during World War II and the Korean Conflict. Walter was a navigator and he was a retired major in the Air Force after 25 years of service to his country. Walter received the Distinguished Flying Cross, the Air Medal with 7 oak leaf clusters and the Meritorious Service Medal.

Walter was supervisor of assessments in Whiteside County and retired in 1986.

Survivors include one son, Walter Paul

Police question boyfriend amid homicide investigation Deceased woman, 28, found in apartment

BY GOLDIE RAPP news@putnamcountyrecord.com SPRING VALLEY — The boyfriend of a deceased 28-year-old woman whose body was found inside a Spring Valley apartment Friday evening was taken into custody and

questioned by police Saturday.

According to a press release issued

by Spring Valley Police, Eddie L. Mentgen, 37, of 2 Ponsetti Drive, Apartment 2B — the apartment where Marissa S. Roberts was found dead — was picked up by Wisconsin State Police around 1 a.m. Saturday, April 6, after an Illinois Department of Corrections arrest warrant was issued for parole violation.

Mentgen was being held Monday in

Dane County Jail in Madison pending extradition. According to the release, Spring Valley officers traveled to Wisconsin and interviewed Mentgen. As of Monday, no charges had been filed against him or anyone else in regard to the death of Roberts.

Police were awaiting results from a pending autopsy and laboratory analysis of collected evidence.

According to an earlier release, police and 10/33 Ambulance were

dispatched to the apartment for an unresponsive female later identified as Roberts. Police called the incident a homicide and said the circumstances and manner of death were under investigation.

Spring Valley Police Department, Bureau County State’s Attorney’s Office, Illinois State Police Crime Scene Services and the Bureau County Coroner’s Office are investigating the incident.

Master Gardener program is accepting online applicants ‘Helping Others Learn to Grow’ is its mission For the University of Illinois Extension Master Gardener program, the past four decades can be measured by the millions of volunteer hours given to help bring horticultural help to communities across the state.

This year marks the 48th anniversary of the Illinois Master Gardener program. With more than 3,000 members today, Illinois Master Gardeners have given more than 2.3 million volunteer hours — a value of more than $46 million — to the state.

Today, Master Gardener volunteers, who come from farms, small towns, suburbs and cities, offer numerous educational opportunities related to gardening in nearly every county in the state.

The mission of the Illinois Master Gardener program is “Helping Others Learn to Grow.” After 60 hours of training in topics such as vege-

table and flower gardening, insect problems and plant diseases, the volunteers participate in programs throughout their communities.

Some of those opportunities may include speaking at garden clubs, civic groups or schools; answering calls or emails at help desks; establishing demonstration gardens that serve as educational tools; and educating citizens on how to establish community gardens.

You don’t have to be a gardening expert to become a Master Gardener.

All you need is an interest in gardening, some time to volunteer in the community, and a desire to share your knowledge with others.

The program is more about connections: connecting people with other gardeners, with their community, and with reliable resources for information. Once connections are forged, it’s time to get sowing and growing in many meaningful community projects.

The University of Illinois Extension is now accepting applications to

participate in the Online Master Gardener Training Program. This new online program allows volunteers, who may never have been able to in the past due to schedule or time conflicts, to complete the training.

This online, self-guided course for Illinois residents can be completed any time of day or night. Set aside about four hours per week for videos, reading the manual and completing quizzes, and the training will be completed in 14 weeks.

The 2019 summer Master Gardener Online Training includes 13 modules — an introduction and 12 subject-areas. Module topics include botany; soils and fertilizers; plant diseases; entomology; integrated pest management; annuals and perennials; trees, shrubs and woody vines; lawns; small and tree fruits; vegetables; composting/organic gardening; and living with wildlife.

Each module consists of several videos and an online quiz; therefore, a strong internet connection is highly recommended. Please note

this training is not being offered in local Extension offices, but must be completed through use of a personal computer or other computer access. The registration cost for the program is $300, which includes the Master Gardener manual.

Registration for the summer 2019 class is open now and will continue through Monday, May 20. The class will start Monday, June 3.

The American Cancer Society Cancer Action Network (ACS CAN) is an advocacy group that works to make cancer issues a priority nationally and at the state level.

It is a nonprofit, nonpartisan advocacy group affiliated with the ACS that funds aggressive grassroots lobbying and media campaigns.

ACS CAN has been involved with legislation related to tobacco control, cancer research funding and access to health care.

Currently in Illinois, ACS CAN is working to raise the minimum age of sale of tobacco from 18 to 21 years old.

Irish program presented to Omicron chapter members on March 19 OTTAWA — The Omicron Chapter of the Delta Kappa Gamma Society International met March 19 at the Pitstick Pavilion in Ottawa.

President Mary Sue Myers conducted the business meeting.

Members brought cash donations for local food pantries. The Personal

Growth and Services Committee is in charge of disbursal of the donations. In April, the committee will be collecting donations for Under His Wings.

Patty Hopkins and Teresa Cameron presented an Irish program. Hopkins led the group in singing sever-

al Irish songs. She then presented information about the history of those songs. Cameron presented an Irish bingo game and rainbow game that were suitable for classroom use. Marilee Applebee and Jane Hart shared pictures and souvenirs from their travels to Ireland.

Charlotte Farrell announced that the chapter’s candidate for a Lambda State M. Josephine O’Neil Grant, Carrie Thompson, had been selected to receive $1,000. Thompson will be honored at the Lambda State Convention’s awards breakfast on Sunday, April 28, in Decatur. The daughter of David and Theresa Thompson of Marion, Carrie is a junior at Millikin University.

Paula Freepartner, Literacy chairwoman, announced that Cameron’s literacy project had been selected to

receive funding from the chapter’s Martha’s Books Project. Cameron teaches at the Herman E. Dummer Elementary School in Sandwich.

The chapter’s next meeting will be held Tuesday, April 16, at the Pitstick Pavilion in Ottawa. The dinner cost will be $21. The program speaker will be Josh Englehaupt.

Teach a family to garden, you feed them for life.”

This proverbial wisdom, adapted from the popular “Give a man a fish …” saying, is the driving goal behind the Healthy Gardening Project chaired by University of Illinois Extension Master Gardener Barb Dahlbach of Marshall County. The project is in its eighth year and was conceived by Dahlbach because, according to her, “if you cannot afford to put food on your table, you certainly cannot afford to buy plants to start a garden.”

The underlying goal of this project is to empower families to provide themselves with lowcost, healthful, fresh food through establishment of a home garden.

How does she accomplish this?

Dahlbach, along with other Marshall-Putnam Master Gardener volunteers, provide families in need with initial supplies and skills to start a home garden. Additionally, they encourage youth participation through classes teaching basic gardening and cooking using fresh, home-grown produce.

An ongoing problem with reaching this goal was finding the resources to support it. Every year, local companies graciously

donate most of the supplies to fulfill the project’s mission; however, resources often fall short of what is needed. Through the Know More Grow More mini-grants provided by the U of I Master Gardener and 4-H programs, this struggle will be minimized.

On March 7, Dahlbach was awarded $780 to further support this successful program that’s offered to families in need in Marshall and Putnam counties. This year, thanks in part to the grant award, the Master Gardeners will partner with U of I Extension 4-H and Nutrition and Wellness programs to involve youths by having older 4-H members teach cooking classes to younger children through programs offered at local libraries.

Anyone interested in attending container gardening classes taught by the Marshall-Putnam Master Gardeners will may attend any one of the following classes: Thursday, April 11, at 6 p.m. at the Magnolia Library; and Tuesday, April 16, at 6:30 p.m. at the Toluca Library.

These classes are free to the public and pre-registration isn’t required. A panel discussion will follow the class to answer questions about gardening.

STANDARD — The Putnam County Community Center in Standard will host an AARP Smart Driver safety program from 8:30 a.m. to 12:30 p.m. Monday, April 15, and Tuesday, April 16. The program is a classroom-based refresher course designed especially for drivers aged 50 and older.

This program aims to help community members retain their driving competency. Learn strategies, understand the effects of aging on driving, reduce the chance of having an accident and know when to retire from driving. Upon completion of this course, participants

will receive a certificate that can be presented to their automobile insurance holder that may entitle them to a discount.

There is a $15 fee for AARP members (with AARP membership card) and a $20 fee for non-members on the first day of class. Fees are payable to AARP for the instruction book and materials, and you must attend both days.

Max Hood, formally of Folsom, W.Va., and Carol Capponi McCullar of Minonk were married April 12, 1984, in the Immanuel Lutheran Church in Minonk by Pastor Donald Kumpf.

They are parents of Julie (Mark) McNamara of Minonk, Kellie Glick of Farmerville, Matt (Loanna) Hood of Blue Springs, Mo., Shane (Amanda Brennecke) Hood of Christal

City, Mo., Cole Hood of Brenham, Texas, Adam (Jessica Baldwin) Hood of Minonk and an AFS, foreign exchange daughter, Laura Luche from Sassari, Sardinia, Italy.

They also have 14 grandchildren and three great-grandchildren.

Max worked for the El Paso-Gridley School District driving a school bus for 18 years, retiring in 2002, and drove a semi-truck for Meierhofer Farming and Trucking, retiring in 2018. Carol taught school for the Putnam County School District for four years and for

the Minonk-Dana-Rutland, Fieldcrest School District for 31 years, retiring in 2002. Carol and Max

have also owned and operated the East Side Dog Grooming Shop in Minonk for 39 years.

Putnam County fell behind 6-0 after 4 1/2 innings before starting its comeback, scoring three in the fifth, one in the sixth and three more in the seventh for the win.

School finances should continue to be published hen local governments want to publicize upcoming events, they don’t just post them on their websites — they go to the local newspaper.

They do this because they know that the local media are the most effective way of to get information to their constituents. Lawmakers long have recognized this, too. That’s why Illinois requires each of its more than 800 public school districts to publish an annual statement of affairs in local newspapers.

Yet every so often, the complaints rise anew that these notices, which are placed in the newspapers at discounted advertising rates, are burdensome.

The latest proposal, HB 2485, would remove the requirement that school districts publish financial information in local newspapers.

These statements are detailed reports on the financial activities of

the local government that is by far the largest beneficiary of homeowners’ property tax bills. They tell, in detail, how much of our property taxes are spent each year on education, operations and maintenance, debt service, transportation and other categories.

They also list the names of people employed by the district and the contractors with which it does business.

Looking them over, you can see how many people earn salaries of more than $90,000 a year, for example, or which companies are the district’s largest vendors.

This is important information, and it is important that citizens continue to be presented with it on an annual basis in the newspaper.

Removing that requirement in favor of just having the information posted in a hard-to-find corner of the internet — if indeed it is posted at all — would be a move toward more

government secrecy.

For one, people won’t look for this information on their own. This is what newspapers do: Present readers with information. For those who do seek it out, legal notices from every newspaper in Illinois already are available online a publicnoticeillinois.com, which is maintained free of charge by the Illinois Press Association.

For another, many school districts will not post this information online, and no one will ensure that all 800 do so. Ample proof exists that many government bodies already fail to live up to requirements about posting information online.

Utah is the only state to remove the requirement that public bodies post public notices about their activities. They did so in 2009; by 2011 the requirement was reinstated because local governments were not meeting the requirements online.

The same would be true here. A recent study by the Citizens Advocacy Center of more than 750 public body websites in Illinois found that only three-quarters posted notices of upcoming meetings, less than 60 percent complied with posting meeting agendas, and less than half complied with the requirement to post approved meeting minutes on their website.

We have not seen any data that suggests local government will save any appreciable money by not having to publish public notices. And the public certainly will not be better served.

Newspapers are the most reliably published source of local information in our society today. It’s why we call what they print “the record.”

Removing the requirement that school districts publicly disclose a detailed account of their finances in local newspapers is not reform. It is regression. The General Assembly should vote down the proposal.

We also need your help in discouraging any possible post-prom parties or activities that would draw students away from the enjoyment of this event. We hope for 100 percent participation in this year’s Afterglow “Carnival” on April 27. Thank you for your support!

Commit to not using your cellphone while in the driver’s seat.

Adjust seat position, radio, temperature control and navigational system before leaving the driveway. Confirm all passengers are properly buckled. Pets should be inside a crate.

Organize food, drinks, tolls and other items you might need to access during the trip.

Fully engaged motorists are ready to react when unexpected weather, traffic or roadway situations arise.

Make safe driving your top priority.

Everything else can wait. Let’s all do our part to protect first responders and improve Illinois’ highway crash statistics.

Conservation application deadlines are April 19, May 17 CHAMPAIGN — State Conservationist Ivan Dozier announced the U.S. Department of Agriculture, Natural Resources Conservation Service (NRCS) will offer funding in Marshall and Putnam counties for the MRB-Big Bend Enhancing Water-Soil-Habitat Quality project through the Regional Conservation Partnership Program (RCPP).

NRCS partners with the Marshall-Putnam Soil and Water Conservation District to help producers address resource concerns such as degraded water quality and soil erosion.

Producers can apply for assistance through the Environmental Quality Incentives Program (EQIP) to implement practices such as denitrifying bioreactors, grassed waterways, and water and sediment control basins.

The project focus is to improve water quality in Marshall and Putnam counties.

NRCS RCPP funding will be available

only to producers with land located in Marshall and Putnam counties. To take advantage of this conservation funding opportunity, interested producers should submit applications by the application cutoff dates of April 19 and May 17, 2019.

However, producers are welcome to submit applications at any time to the NRCS Field Office in Henry, because applications are accepted throughout the year.
