HENNEPIN — It was a full house at Putnam County’s March board meeting as a crowd of gun rights advocates packed the gallery over a proposed Second Amendment resolution.

A Lake Thunderbird lawyer wants Putnam County Board to protect its residents from what he called a tyrannical government takeover of Second Amendment rights by declaring the county a Second Amendment sanctuary. His demands are, in part, that the board empower the sheriff to arrest any federal agents that may show up to confiscate weapons from citizens.

Jeffrey Purtell distributed a letter prior to the meeting in which he informed residents that he had presented the board on Dec. 14 with a resolution to declare the county as a Second Amendment sanctuary county, to which he said the board did not respond.

Board Chairman Charlie Lenkaitis opened the meeting with a reading of a resolution drafted by the board with assistance from Putnam County State’s Attorney Christina (Judd) Mennie stating that the board officially opposes anything passed by the General Assembly restricting or changing Second Amendment rights.

“We have two Democrats and one Republican on the board,“ Lenkaitis said. “And we will never vote partisan lines, we will govern by what’s right for our county of 6,006 residents.”

While the resolution was met with applause, and some parts of the crowd disbursed after the reading, Purtell rushed to round some of those who were leaving, telling them the resolution “didn’t actually protect their rights.”

Purtell gave a lengthy summary of House Bill 127, a bill introduced by a Texas Democrat that would enact licensing and registration of firearms in addition to limitations on certain gun possessions.

“House Bill 127 is an aggressive act of tyranny that infringes on Second Amendment right to bear arms,“ Purtell said. “Americans are under attack right now from a tyrannical government.”

Purtell said among other provisions of the bill, which still is in the introductory stage, will establish a database which would “allow criminals to know where your guns are.”

During Purtell’s reading of the bill, board member Tony Rue, who attended the meeting virtually, pointed out that the board had indeed passed a resolution to protect the constitution, asking could Purtell agree that they had passed what he was asking for, to which Purtell disagreed.

Rue pointed out that the house bill was online and available for everyone in attendance to read, saying he preferred that constituents read for themselves rather than hearing it through the lens of one person. He proposed putting the discussion on next month’s agenda so that people could research the bill and reconvene — a request that didn’t go over well with the crowd.

“I have to assume that people are here because they’re interested in it so they’re familiar with what’s in it,“ Rue added, but several people in attendance said they didn’t know what was in the bill and wanted Purtell to continue reading it at the meeting.

Lenkaitis cut in, saying the legal teeth is the constitution, which they are supporting through the resolution, but Purtell countered saying “the”’ are trying to circum-

navigate the constitution.

“Keep in mind it is the sworn duty of the sheriff and state’s attorney to uphold the constitution of the state of Illinois,” Lenkaitis said. “Any changes to any amendments will be so followed.

“Moreover, this county board will always recognize the constitution a rule of the land,” he continued. “We will always do what’s best for the 6,006 residents of Putnam County and we will never govern out of fear. Common sense must rule the day.”

Mennie said the county cannot make a resolution that supersedes federal law.

Purtell told the board he’ll only be satisfied with a resolution that promises to overthrow any federal attempts to infringe on the 2nd amendment, including overriding any federal agent’s attempts to take residents’ guns.

“This means if any federal authorities come in here to Putnam County, the sheriff should override them and arrest the federal agents for infringing.” Purtell said.

Program will increase access for place-bound students to complete a bachelor’s degree and teacher licensure OGLESBY — Illinois Valley Community College is partnering with Illinois State University and four community colleges to address the teacher shortage, board members learned March 11.

IVCC, Heartland, Spoon River, Carl Sandburg, and Illinois Central are part of ISU’s “CommuniTeach: Community Partner Pathway Program” cultivating local talent to become teachers who return to their communities.

“We continue to hear about the problems Illinois superintendents are having filling open teaching positions and finding substitute teachers,” IVCC president Jerry Corcoran said.

Tammy Zywicki case will be explored on March 22 TV program Illinois State Police continue to investigate the case The 1992 disappearance and death of Tammy Jo Zywicki, the Iowa college student last seen after her car broke down on Interstate 80 near LaSalle, will be the focus of a Monday, March 22 “People Magazine Investigates” program.

The episode, titled “Highway Horrors,” is scheduled to air at 9 p.m. on Investigation Discovery and discovery+ and serve as the premiere for the fifth season of “People Magazine Investigates.”

long-haul trucker who’s been implicated in three women’s slayings in the 1990s and who, The Associated Press reported, could be responsible for other unsolved homicides.

A day after after, however, State Police released this statement: “At this time, (he) does not appear to have been involved with the murder of Tammy Zywicki, who was abducted and murdered by an unknown assailant after experiencing vehicle troubles alongside I-80 near La Salle, Illinois in August 1992.”

The episode will explore the role DNA advances may play in catching Zywicki’s killer.

HENRY — Members of the Chief Senachwine Chapter NSDAR enjoyed a presentation on the restoration of the Susan Lawrence Dana Cottage, given by Illinois State Historian Marria Blinn, at the chapter’s March 5 Zoom meeting.

The cottage, located on the grounds of the Susan Lawrence Dana House, and the Dana House are both labeled state historic sites. The Dana House, remodeled by nationally-known architect Frank Lloyd Wright, is a major attraction frequently visited by tourists in Springfield.

The importance of the Dana Cottage is primarily due to the leadership of Ms. Dana as a suffragist in the women’s drive for the approval of the 19th Amendment that granted full voting rights for women in 1920.

The Illinois State DAR Organization, under the leadership of State Regent Sharla Luken, has joined the Illinois Department of Natural Resources in restoring the cottage.

The eventual plan for the restored cottage is that it will become a library of resource material for the Illinois Suffrage Movement and of architectural information on Frank Lloyd Wright.

Putnam County Junior High School sixth-graders participate in Rebecca Caudill Young Reader’s Award program MCNABB — Putnam County Junior High School sixth-grade students participated in the Rebecca Caudill Young Reader’s Award program.

This Illinois award is determined by student votes. This award encourages students to read for personal satisfaction and develops a statewide awareness of outstanding children’s literature. The book “Long Way Down” was chosen as being the favorite among the sixthgrade participants out of the 20 nominated books.

This program was introduced to the students through a cooperative effort among Mrs. Carboni’s sixth grade classes and Mrs. Thompson, PCJH media paraprofessional. A special thank you goes to the Putnam County Educational Foundation for approving the grant that helped pay for copies of the books and the treats for the party. Thank you also goes to Ms. Davis, PC District librarian, not only for helping set up the program, but giving input on the grants, she also took the time to pick up all the treat items

and came down to help with the party. Thank you to Mr. Olson and Mr. Carlson for supporting this program. Thank you to Casey’s General Store for making the cookies for the party. After each student reads one of the books, they must pass the test, and then fill out a story balloon. A balloon report helps the student understand the parts of the novel.

After reading and reporting on three Rebecca Caudill books, the student receives a certification stating they are eligible to attend the party and to vote for the Rebecca Caudill Young Reader’s Book Award. On Feb. 23, 11 students were given invitations to the party which was held on March 4. Also on Feb. 23, 11 students voted and a total of 74 books have been read so far by just sixth graders. Students were treated to cookies, soda, ice cream and toppings in celebration of Rebecca Caudill’s February birthday.

Any sixth-grader who reads all 20 of the Rebecca Caudill books will have their name engraved on a plaque to be displayed at the school

Harold graduated from Hopkins High School. He served in the United States Merchant Marines during World War II. He was a maintenance man at B.F. Goodrich before he retired.

Ag students at IVCC develop skills with simulator Precision agriculture students at Illinois Valley Community College recently enjoyed using a sprayer simulator on loan from GRAINCO FS. The simulator provides introductory, intermediate and advanced training in driving, field navigation and row crop production. Students are required to complete four simulator

Survivors include two sons, Harold Faletti of Boulder, CO, and Kevin Faletti of Boulder, CO; one daughter, Cyndy (Gary) Bruch of Magnolia; a brother-inlaw, Leonard Strowzewski of LaSalle; a sister-in-law, Jean Faletti of Granville; two grandchildren, Katie (Erik) Main and Chris Bruch; and three greatgrandchildren, Miles Main, Emmett Main and Mason Bruch.

He was preceded in death by his parents; his wife; four brothers, Robert Faletti, John Faletti, Ronald Faletti and Tom Faletti; and three sisters, Edith Loger, Charlene Strowzewski and Carol Wallin.

KEVIN HIERONYMUS khieronymus@bcrnews.com GRANVILLE — The Putnam County Lady Panthers regained the lead for good early in the third quarter and never gave it up en route to a 41-36 Senior Night victory over Princeton Tuesday, March 9, at RM Germano Gymnasium.

Senior Sophia Harris celebrated the night with a game-high 14 points, and classmate Chloe Hinton added 10 points, as did freshman Ava Hatton.

PC coach Jared Sale said it was nice to turn around the Lady Panthers’ 32-26 loss to Princeton in the season opener on Feb. 6 “It’s not our last (game) here hopefully. To be able to come here and after the first one, a tight game, and flip the script a little bit, obviously it’s nice to pick up the W, especially with all the struggles we’ve had throughout the year,” Sale said.

“I was impressed with our kids.

I thought we played really well tonight. Shot the ball better from the floor. Forced turnovers. In terms of that, it was really a positive night.”

Hatton scored on a putback to put the Lady Panthers up 23-21 at halftime.

Senior guard Brynn Hieronymus, who led PHS with 11 points on 4-of4 shooting, hit her third 3-pointer of the night to give the Tigresses a short-lived lead at 24-23 to open the third quarter.

Zofia Uzella scored on an inbounds play to put the Lady Panthers back in front for good. Harris scored six straight points and Hatton scored on another putback to give PC a 35-30

lead at quarter’s end.

PHS tried to use some younger, fresher legs of sophomores to try to pick up the defensive pressure and Mariah Hobson made a steal and layup. PC still was able to extend its lead back to seven at 41-34 on a hoop

by Harris with 2:45 to play.

“We dug ourselves in a hole early. We never really got down in terms of points, but I would not be surprised if we weren’t turning it over on more than half our possessions,” PHS coach Tiffany Gonigam said. “We just couldn’t get into our offense and were forcing things.

Part of that, they were face-guarding Taylor (Quiram) a little. That usually leaves opportunities for other players. Brynn Hieronymus, for example, was 4-for-4 from the floor.”

McKenzie Hecht tallied 10 points while Quiram, PHS’ top gun was held scoreless with just three shots on the night.

PHS committed 25 turnovers to PC’s 16. The Lady Panthers also outrebounded the Tigresses 33-22.

The Tigresses (5-4) took an early 5-1 lead on a hoop by Hecht and a trey by Hieronymus. They needed a buzzer-beater by Hecht to close within 10-9 at the end of the first quarter.

Back-to-back 3-pointers by Savanna Birkey (off the glass) and Hieronymus kept PHS within 16-14. Hieronymus and Hecht hooped inside to pull the Tigresses even at 19.

Hecht hooped again for another tie at 21, but Hatton’s putback pushed PC back in front at halftime.

Notes: There was no sophomore game Tuesday, as the younger PC squad was out on quarantine.

R Grotto Ristorante’s nachos really hit the spot R Grotto Ristorante in downtown Ottawa is known mostly as a pizza place.

While they have great deep-dish pizza loaded with a thick layer of cheese and big hunks of sausage, their thin crust is my personal favorite.

Most residents in the Ottawa area know R Grotto’s pizza, but the restaurant has a lot more to offer.

The menu features sandwiches, pastas and starters, and I learned quickly that some of these appetizers can stand alone as their own meal. The loaded nachos have me hooked.

My dinner companion and I ordered the loaded nachos ($7.95), an order of eight medium buffalo wings ($7.50), and the homemade tortellini ($9.95). Don’t let this fool you, this is a lot of food.

The loaded nachos are listed as an appetizer, but this is no small pre-meal snack for one or two diners – instead, it’s a platter that can whet the appetite of four to six people. Alternatively, it can be ordered in lieu of a meal.

As a meal for one, the nachos are filling, and there’s a good chance you’ll have some left over for round two of snacking later. R Grotto makes the nachos easily customizable – they automatically come with chips piled high with cheese, tomatoes, diced onions, black olives, jalapeños, refried beans and sour cream.

Customers can ask to omit an ingredient (my dining companion requested no tomatoes or black olives), and there’s also an option to add one of three meats: ground beef, grilled chicken or taco meat. As you can imagine, those hit the spot.

I ordered my hot wings medium – and they weren’t too spicy. I could’ve probably dialed it up a notch to their “hot.” I have my limits, and I’ve been burned too much by a restaurant’s “hot,” but also disappointed by the lack of heat at other establishments’

The wing itself wasn’t covered in breading like some places, instead the chicken skin was cooked to be crispy. Orders come in six or 12 pieces.

The homemade beef tortellini is enough to feed two people, and we shared the entrée. R Grotto buries their

tortellini in a meat sauce loaded with ground beef, but marinara is an option.

Diners also can order the four-cheese tortellini or get meatballs with it. The tortellini comes with a side salad and bread.

We reluctantly skipped the signature garlic nuggets to try some new dishes.

The nuggets are deep-fried

squares of dough loaded with garlic-buttery flavor and are addictive. It’s hard to eat just one.

Normally open until midnight every day, R Grotto is a great late-night option if you miss the dinner hour. You can order and pay online.

The restaurant delivers but also has carryout. It’s also a good place to catch a game

and have a beer once dining restrictions are loosened.

Notice of Proposed Tariff Changes Electric Service Schedule Ill. C. C. No. 1 To the Electric Patrons of Ameren Illinois Company d/b/a Ameren Illinois: Ameren Illinois (or Company) hereby gives notice to the public that on February 26, 2021, it filed with the Illinois Commerce Commission (ICC or Commission) evidence (direct testimony) regarding the reconciliation of revenues collected from its electric customers under the Company's Hazardous Materials Adjustment Clause (HMAC) Rider, with actual and prudent associated costs from January 1, 2020 through December 31, 2020. The HMAC Rider is applicable to Rate Zone III only (formerly Illinois Power Company d/b/a AmerenIP service territory). This reconciliation may result in changes to the Company's rates and charges with respect to electric delivery services in the Company's Rate Zone III service area in Illinois.

The changes in rates and charges will take effect after hearings and after the Commission issues its final Order.

The Commission docketed the filing as Docket No. 21-0096. A copy of the evidence may be inspected at Ameren Illinois' offices located at 300 Liberty Street, Peoria, Illinois or online at www.icc.illinois. gov/e-docket/.
