PC Board approves interfund loan to support financial operations Loan of up to $330,000 will be used to meet March, April expenses

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — The Putnam County Board’s Finance Committee, which is comprised of the county board’s five members, approved the creation of a resolution on March 4 to allow an inter-fund loan of up to $330,000 from the Federal Aid Matching Fund.

After that special meeting, the board then approved the resolution that will allow the county to meet its expenses for March and April.

Putnam County Treasurer Kevin Kunkel reported a balance of $139,000 in the county’s general fund at the end of February.

“Which is roughly $130,000 less than the month before,” he said.

“Is this the best way to go?” board member Sheila Haage asked Kunkel.

Kunkel also said local governments are having to operate on 30 percent to 40 percent less funding from the state than what they’ve received in years past.

He said there are two pieces of

pending legislation that could help restore some of that funding.

Cost of updating technology The county is also facing a need to update its computer systems after Microsoft’s announcement that Windows 7 will no longer be supported. Along with computers, the county’s servers and firewalls are also obsolete.

Putnam County Clerk Dan Kuhn estimated it would cost the county approximately $4,500 to update his office, and Kunkel said he’d received an estimate of about $12,000 to replace one of the county’s servers.

Kuhn told the board he’d hold off on replacing equipment until after the county receives its tax revenue.

BY GOLDIE RAPP news@putnamcountyrecord.com PRINCETON — It’s been about two months since Democratic Gov. J.B. Pritzker took office, and he can already put a check mark next to one of his top priorities: increasing minimum wage.

Now state legislators are turning their attention to his next priority — legalizing recreational marijuana.

One of the leading arguments given by proponents on this issue is that it has the potential to collect myriad tax dollars that could alleviate the state’s poor financial status.

But local drug prevention agencies, such as CPASA (Community Partners Against Substance Abuse), are not buying that argument.

Collectively, their stance is that the human and health risks far outweigh any monetary benefits reaped from legalizing marijuana as a recreational drug.

CPASA member Torri Reinbeck, who is also a public health educator

with the Bureau Putnam Marshall County Health Department, said her biggest concern lies among young people. She said she fears that legalizing the drug will only Torri make it easier to get Reinbeck into their hands.

She explained how there’s already an issue with electronic cigarettes and nicotine addiction in the area schools. She leads the Bureau Putnam Power youth coalition, which focuses on drug prevention among students. While schools are constantly battling the issue of keeping electronic cigarettes off school grounds, new cigarette models make it easier for kids to use the devices in school.

Reinbeck said kids are smart, and they will figure out a way to put cannabis oil within their devices.

“We’re are going to have an issue of parents not knowing what a Juul is, and whether or not the pod within that Juul is nicotine-based or marijuana,” she said.

“I feel like we’re creating a generation of addiction that is way beyond what we are prepared for, and it worries me.”

Reinbeck said marijuana is the No. 1 illicitly used drug by people ages 12 and up, and it’s been proved to impact the development of the brain, and lead to psychosis and schizophrenia.

“I really worry about it getting into the hands of kids, because the THC levels aren’t like what they were back in the ‘70s,” she said.

THC stands for tetrahydrocannabinol, which is the main psychoactive compound in marijuana that gives the high sensation.

Over the years, the marijuana plant has been genetically modified to produce a higher THC level.

CPASA members say that in 1983, the THC level in marijuana was 3.3 percent. In 2007, it was at 9.6 percent. Today, it’s 33 percent.

“The risk of marijuana poisoning has increased by 830 percent. I don’t think a lot of people realize that,” Reinbeck said.

CPASA Director Terry Madsen said today’s marijuana is not what his generation is familiar with.

CPASA member Hector Gomez, who is also the Bureau Putnam Marshall County Health Department director, agreed, and added, “It’s not your grandpa’s marijuana.”

Both beginning and advanced hunters can benefit from 10-hour course over two days PUTNAM — Area residents can learn the principles of safe hunting at a Department of Natural Resources (DNR) hunter safety course scheduled for Saturday, April 6, and Sunday, April 7, at the Putnam County Conservation District/Senachwine Unit located at 5769 Lake Road in Putnam.

A 1996 state law requires all hunt-

ers born on or after Jan. 1, 1980, to successfully complete the hunter education course before they can receive their first hunting license.

Participants completing the course will receive a Hunter Education Certification card verifying they’ve passed the course. Participants should provide their Social Security number at the time of the class.

“This will be an excellent opportunity for hunters who need the course to qualify for their hunting license. It can be beneficial for both beginning and advanced hunters, even those born before Jan. 1, 1980,” Randy Witko, of the DNR, said.

The minimum 10-hour course includes instruction in wildlife management, firearms safety, hunt-

er ethics, game identification, first aid, survival techniques and regulations.

The class will be held from 10 a.m. to 4 p.m. on Saturday, and from noon to 4 p.m. on Sunday.

PC Junior High kids learn about ‘fast’ food Junior high teams compete in IVCC’s Edible Car Contest for the first time

BY DAVE COOK news@putnamcountyrecord.com OGLESBY — On the surface, Illinois Valley Community College’s annual Edible Car Contest might appear to be nothing more than good, silly fun.

While it is highly enjoyable, there’s also a lot to be learned through the construction of a track-worthy yet edible vehicle.

IVCC hosted its 14th annual Edible Car Contest on Feb. 27 in the cafeteria, and each year it seems to be more popular. The contest, which celebrates National Engineering Week, was originally sponsored by the National Science Foundation.

More than 12 area schools competed this year’s races, which were the first to include an invitation to local junior high classes.

Putnam County Junior High School fielded several entries.

“It seems to get bigger every year, and everyone involved always enjoys it,” track inventor and organizer James Gibson said.

Jennifer Dudek, who teaches science at Putnam County Junior High, said her students assembled eight cars for the competition.

“I enjoyed watching how excited they got during the building process and with having a reason to do it successfully in order to be competitive,” she said of her student teams.

One of the best aspects of the competition is surveying the ingredients used in each car. Wheels not only need to easily spin, but the cars also have to remain in one piece and roll straight down the track.

Many end up in pieces after their trip down the track, but that’s part of the fun and challenge of the event.

Common items include Pee p marshmallow or gummy bear drivers, summer sausage, ringed cookies, hard candies, graham crackers, fruits and vegetables, blocks of cheese, loaves of unsliced bread or rolls, rice cakes, unboiled pasta and several other household ingredients.

“The hardest part was getting the wheels to stay on while also working past the resistance so they spin easily,” Putnam County’s Mikenna Boyd said.

Those cars that make agonizingly slow trips down the track often result in a roar of applause and cheering from spectators.

This year, however, Molln saw his team’s sweet-potato-bodied “Speed Potato” streak successfully down the short track before launching itself onto the plastic-lined floor of the cafeteria.

The Putnam County Junior High entry “Sugar Rush,” built by seventh-graders Makenzie Hanson and Emelia Grant, took home a first-place award for creativity.

Other awards earned by Putnam County’s edible entries include second places for creativity and design, and a third place for design.

“We had no idea what to expect, but this has been a great educational event that’s also a lot of fun.

We’re already looking forward to next year,” Dudek said after the announcement of the awards.

New generation trained to treat opioid addiction Dr. Bonucci shares skills with providers at Perry’s Prompt Care PRINCETON — Dr. Paul Bonucci opened Prompt Care in Princeton in 2011 to fill a community need for minor illness and injury health care.

Offering Suboxone treatment for people with opioid addictions was not in his business plan until he was approached with a request and discovered through research it was significant community need.

Within two years, and with the assistance of internet locators, the program was at its maximum capacity. This was as Bonucci, who operated Princeton Prompt Care for six years before Perry Memorial Hospital purchased and renamed it in the fall of 2017, was transitioning out of Perry Prompt Care as a provider.

However, the hospital’s goal is to keep the treatment program going, and Bonucci, who also wants the program to continue, is assisting the transition over the long term.

Kramer received his Suboxone certification in December 2018. He is now training one-on-one with Bonucci on how to develop treatment plans for new patients toward their recovery path.

Bonucci’s mentoring continues with Perry’s recent addition of Pozzi. She collaborates with Bonucci to understand the medication while providing the follow-up therapy for a patient’s recovery, which is estimated at one and one-half years.

Valerie is survived by her mother, Frieda Patarozzi of Mark; her sister, Palma Lyons, and her husband, Kevin, of Byron; her husband, Ron Hrovat of McNabb; her oldest son, Eric Hrovat, and his wife, Amy, and stepgrandchildren, Taylor, Noah and Brooke of Bloomington; and her youngest son, Aaron Hrovat of Bloomington. Many nieces, nephews and their children also survive her.

A memorial Mass will be at 10:30 a.m. Friday, March 15, at Sacred Heart Church, 311 Hennepin St. in Granville with Father Patrick DeMeulemeester officiating.

Visitation will be from 4 to 8 p.m. Thursday, March 14, at the Dysart-Cofoid Funeral Chapel, 208 N. McCoy St. in Granville, where a rosary will also be recited at 8 p.m.

MCNABB — Valerie Ann Hrovat, 74, who sometimes loved to be called just “Val”, passed away peacefully, surrounded by her beloved husband, Ron, and boys, Eric and Aaron, on Friday, March 8, 2019, due to a long fight with cancer.

She was born Jan. 19, 1945, in Mark to Sisto and Frieda Patarozzi. She graduated high school in 1962 and began beauty school in 1963. After finishing school, she married the love of her life, Ron, on Oct. 5, 1968.

Valerie found her passion and purpose early in her life when she chose to be a hairdresser in Granville and opened her salon on the main street in town. She loved her job and more importantly all the people that came into her life on a daily basis at her salon. Her salon was not only a place to get your hair done, but it was a place where people came to spend time with her because she was such a loved and beautiful person. Valerie had a smile that could light up the room, and when she walked in, you felt her presence immediately. If it wasn’t her ability to talk with everyone, it was her fiery personality or maybe a loving tap on the back of the head to make sure you knew she was there.

She loved the people and her job so much that she was doing hair up until just a few weeks before God took her home. When Valerie asked how you were doing, she really took the time to listen, and that was something that drew people even closer to her. She made so many friends and touched so many lives over the years, which social media would be envious today.

Valerie loved the sun and traveling to warmer weather places. She also found great pleasure in decorating the house for every holiday and making sure everyone felt loved on those days with food, wine and fun conversation. She loved watching

GRANVILLE — Peggy LeDuc, 68, of Granville passed away Thursday, March 7, 2019, at Heritage Healthcare in Peru.

Peggy was born Sept. 5, 1950, in Princeton to Douglas and Olyne (Wilson) Willett and grew up in Dover. She married Dan LeDuc, and they were married for 22 years.

Dan preceded her in death on Feb. 18, 2017.

Peggy worked in housekeeping at Perry Memorial Hospital in Princeton for 22 years.

She enjoyed being with her family.

Survivors include one son, Steve Lucas of Spring Valley; one daughter, Lori Kitterman of Granville; one sister, Ruth; three stepsons, Brent, Aaron and Randy LeDuc; two grandchildren, Isaiah Clingman and Corinne Clingman; and one great-granddaughter, Dayana Clingman.

She was preceded in death by her parents; her husband; and one brother, “Sonny”.

A celebration of life will be held at a later date. Cremation rites have been accorded.

Contributions may be made to the donor’s choice.

Madsen said while people like to argue that marijuana isn’t any worse than alcohol, he thinks about the number of people who die every year in alcohol-related accidents.

“Are we going to increase that number by 100 percent or 150 percent? Somewhere there’s a number that’s the number of lives we are willing to write off in order to get the tax money,” he said.

Bonucci holds an American Board of Emergency Medicine certification and recently received an Addiction Medicine certification from the American Board of Preventative Medicine (ABPM).

The ABPM explains that addiction medicine assists with the prevention, evaluation, diagnosis, treatment and recovery of persons with the disease of addiction, of those with substance-related health conditions, and of people who show unhealthy use

of substances including nicotine, alcohol, prescription medications and other licit and illicit drugs.

Bonucci said he is pleased to guide the next generation of health care providers.

“The opioid addiction is not easily understood by the general public,” Bonucci said.

“Cory’s energetic ability to relate well to patients and Ariel’s involvement in counseling is a complement to Perry’s commitment to meet the needs of the community,” he said.

Illinois Sheriff ’s Association will award more than $50,000 in scholarships throughout the state HENNEPIN — The Illinois Sheriff’s Association will award more than $50,000 in college scholarships throughout the state of Illinois to students wishing to pursue higher education during the 2019-20 academic year.

The scholarships are to be applied to tuition, books and fees only. The students must be enrolled full-time at a certified institution of higher learning within the state of Illinois.

Sheriff Kevin Doyle, Putnam County, will award one scholarship in the amount of $500. There will be no restriction on any applicant by reason of race, age, creed, color, sex or national origin. The only limitations are as follows: • Applicants must be permanent Illinois residents.

• Scholarships must be utilized at institutions of higher learning within the state of Illinois.

• Students must be enrolled as a full-time student during the 201920 school year (excluding summer session).

Applications are now available at the Putnam County Sheriff’s Office or online at www.ilsheriff.org. Students must complete the application, answer the essay question and return all documentation to the sheriff’s office in their permanent county of residence by March 15 (must be postmarked by this date).

OTTAWA — The Reddick Mansion will host a children’s painting party from 2 to 4 p.m. Sunday, March 24.

Lori McCarter, local artist and experienced party host, will instruct attendees as they complete their “Bunny Tails” painting.

The painting features an Easter/ spring theme of bright-colored polka dots and a floppy-eared bunny.

According to McCarter, “This piece will be done with step-by-step instruction and as much help as needed to help each young artist go home with their own original piece of art to proudly display. We will focus on fun and friendship, and enjoying a spring afternoon together.”

Everything will be provided to complete the paintings that afternoon. The paintings will be done on a 11-by-14-inch wrapped canvas that will be ready to hang — no framing necessary.

Snacks and beverages will be provided, and the artists may bring a treat to share, if they like. McCarter also recommends that old clothes or a paint shirt be worn.
