Amid his loud complaints, Marcano ruled unfit to stand trial at hearing Defiant McNabb standoff defendant verbally assails court

BY DAVE COOK dcook@bcrnews.com HENNEPIN — An angry and defiant Billy J. Marcano appeared in Putnam County Court on the morning of Feb. 28, where he was found unfit to stand trial. His behavior during the status hearing to determine his fitness appeared to only bolster the psychiatrist’s evaluation.

Upon entry into the courtroom, Marcano immediately began yelling for his family and accusing deputies of keeping him from them. Shackled and standing, he loudly accused the people of Putnam County, particularly the residents of McNabb and members of the sheriff ’s department, of conspiring against him.

It was at 1:47 p.m. on Feb. 5 when the Putnam County Sheriff ’s Office received a call that a male, later identified as Marcano, 31, had used a machete to break through a locked interior door in the back of Moreno’s restaurant in McNabb and entered while making threats.

Marcano also is alleged to have gone to an upstairs apartment and broken in before returning to his residence. He remained there until the seven-hour standoff ended at approximately 9 p.m. when he surrendered to law enforcement.

Marcano had been a tenant of the apartment next to Moreno’s for almost a year. Despite warnings to not park along the street during snowfall, he is said to have done so. His vehicle was then blocked in by snow deposited from passing snowplows.

In court on Feb. 28, appearing tense and with his hands cuffed in front of him, Marcano loudly complained that after his car had been plowed in that McNabb residents mocked him as he attempted to shovel it out.

He also accused unnamed bikers he knew of cutting his brake lines in an attempt to kill him.

Twice, he said, the sheriff ’s office was called for help, and he said he had been ignored. he had been treated. “ Yo u ’ r e p r o t e c t ing your own, you should’ve been fired. I want to show what this town has been doing to me,” he vehemently yelled at one of the Billy J. Marcano many deputies surrounding him.

He said that before the standoff, he had no vehicle, no food, nowhere to go, and that no one would help him.

He then said everyone in the county was racist and that he’d also been mistreated and threatened with “an attitude adjustment” by deputies while in custody.

‘You’re fired,’ he tells lawyer Surrounded by several deputies, Marcano angrily turned his attention toward Public Defender Roger Bolin.

“You don’t care about me, you threatened to hang up on me when I called you for help, so f--- you, you’re fired. I’ll represent myself,” he yelled at Bolin, who had moved away from the defense table.

Judge James Mack informed Marcano that Bolin was only representing him for this particular matter and nothing else.

“Where’s my rights? I’m not a law guy, but I believe I have the right to choose who represents me,” Marcano angrily told Mack.

He also took issue with being evaluated by psychiatrist Dr. Ryan Finkenbine, chair and professor of Clinical Psychiatry at the University of Illinois College of Medicine in Peoria.

Marcano said Finkenbine was an atheist who had mocked his religious beliefs. He then told Mack he wanted to be re-evaluated by a Christian and began speaking of biblical prophecies.

“Surely you can respect my request to be evaluated by someone of my own faith who won’t mock my beliefs,” he told the judge during one of the few calm exchanges.

stand trial, Marcano’s anger quickly returned.

“Why are you still talking? I told you you were fired, so shut the f--up,” he yelled at Bolin.

Mack threatened Marcano with removal from the courtroom if he didn’t change his behavior.

“Mr. Marcano, these tirades aren’t getting you anywhere,” he calmly said.

“Why should I behave? This isn’t justice. I curse all of you. You’re throwing my life away. They want me to look insane and ruin my life.

Who’s going to hire me now? I had a TSA security clearance at O’Hare, but who’s going to hire me now?

Don’t you see what you’re doing to me?” he yelled at the court.

Marcano’s social media posts were also considered during his psychiatric evaluation.

“At a stand off. I assure you people of this area. My blood is on your hands. And God will avenge me.”

Marcano posted on Facebook during the incident.

Next hearing is May 23 The evaluation was ordered sealed, but Finkenbine advised he felt it could be shared with Marcano and his family without harm. Another status hearing was scheduled for 1:30 p.m. on May 23. Before that hearing, Marcano will have been treated and re-evaluated. Upon hearing that he’d remain in custody until at least that date, he made another angry outburst.

Following the hearing, Putnam County State’s Attorney Christina Judd-Mennie said they were still searching for a facility to treat Marcano and that he would be evaluated every 90 days.

“We’re not moving forward with any other charges until he’s cared for. That’s all we’re concerned with for now,” she said, adding that with treatment, he may be determined to be fit to stand trial in a year.

Marcano is being held in the LaSalle County Jail on a Putnam County warrant for burglary.

BY DAVE COOK news@putnamcountyrecord.com MAGNOLIA — Tyler Reaska has used enthusiasm and innovation to not only oversee the creation of an impressively growing small business, but he is also dedicated to helping restore the vitality of his hometown.

A thriving coffee roasting business seems like the type of business that would have been at home in Magnolia during the time of the railroad.

In those days, the village had regular train routes, a bank, doctors, sawmill, photographer, butcher, blacksmith, theater, grain elevator, barber, insurance agent, restaurants, ice house, brick yard, grocery store, hardware store and many other things.

“It was important to me to come back to try and help my hometown,” Reaska, founder of Sally Sue’s Coffee, said.

roaster, and just like when they’re brewed, they reveal their smooth and complex flavors without a hint of bitterness.

Sally Sue’s new building also features an up-front cafe designed for Magnolia residents and taste testing.

“I thought it’d be neat for our residents to be able to take a walk down the street and get some really good coffee right here in Magnolia,” Reaska said.

The name Sally Sue’s was inspired by his mother and the business is helped by several family members, including Reaska’s fiancee, Emily Wingate.

• COFFEE Continued from Page 4 However, one needs to look back a bit further into Reaska’s story for what’s unique about his surprising journey. After earning his master’s degree from Western Illinois University with a thesis on the coffee industry, Reaska’s interest only grew. Through reading, online research and plenty of trial and error, he was able to teach himself the finer points of roasting coffee.

For a roaster during those early days, he tapped into his own cleverness and made his own from a George Foreman oven and a heat gun. Housed in a backyard shed, he was soon using the makeshift roaster to fill orders.

“It was working, but I realized how inefficient it was and that I needed something better,” he said.

Less than three years from those early days in the shed, Reaska has moved into a building at 110 N. Chicago St. in Magnolia. Featuring two industrial roasters and grinders, Sally Sue’s is now capable of roasting 235 pounds of raw beans an hour, and the demand is only growing.

“We’re not even done remodeling this building and we’re already planning for an expansion.

We’re also looking at getting another building here in town for additional storage,” he said.

Hennepin Canal breaches levee near Tiskilwa Engineers evaluating situation to determine how best to repair it

Water flows out of the Hennepin Canal through a breach in the canal’s banks. Bureau County Emergency Management Agency Director Keenan Campbell said there was a concrete box culvert running beneath the canal. The culvert fed the nearby creek, and Campbell said erosion, cycles of freezing and thawing, and high water runoff were possibly responsible for the rupture. Engineers from the Illinois Department of Natural Resources are evaluating the area to determine both the cause of the failure and the best course of action for repairs.

BY DAVE COOK news@putnamcountyrecord.com TISKILWA — The eastern bank of the Hennepin Canal, near Lock 6 east of Tiskilwa, has failed.

The ruptured wall of earth and concrete sent enough water and debris to knock down multiple nearby trees and move a flatbed trailer serving as a foot bridge over a creek.

The break has caused the water level in that area of the canal to drop by several feet.

The Illinois Department of Natural Resources is responsible for the Hennepin Canal State Park.

Keenan Campbell, director of the Bureau County Emergency Management Agency, said last week that engineers are evaluating the area to determine the cause of the levee failure and the best way it can be repaired.

“There’s a type of concrete box culvert running under the canal, and they believe the frozen ground and excess water runoff could’ve possibly eroded it and caused the breach, but we’re not sure yet,” Campbell said.

The canal, which opened to commerce in 1907 between the Mississippi River near Rock Island to the Illinois River near Hennepin, was later converted to recreational use.

The main canal covers more than 75 miles, and the feeder canal

that connects to the Rock River is nearly 30 miles long. It is listed on the National Register of Historic Places, and the state park is a popular recreational area in Bureau, Rock Island, Henry, Lee and Whiteside counties.

Consolidation of health care operations will be studied in coming months St. Margaret’s Health in Spring Valley, a member of SMP Health System, and Illinois Valley Community Hospital (IVCH) in Peru have signed a non-binding letter of intent to consolidate their health care operations and form a regional health network.

Hospitals seek reform of Medicaid managed care Slow payments, unnecessary denials putting them at risk

BY PETER HANCOCK Capitol News Illinois phancock@capitolnewsillinois.com SPRINGFIELD — Hospitals in Illinois are complaining that slow payments and unnecessary denial of claims from the state’s privatized Medicaid system are putting both hospitals and their patients at risk, and they are asking state lawmakers to do something about it.

At issue is the state’s privatized Medicaid system known as HealthChoice Illinois, which uses private insurance companies known as managed care organizations, or MCOs, to coordinate each patient’s care by making sure they receive regular exams, follow-up treatment and specialist care when needed.

The companies also process claims from health care providers for reimbursement.

The idea behind the system, which was expanded statewide in 2015 and now covers about twothirds of all Medicaid patients in Illinois, was that by hiring private companies to manage and coordinate each patient’s care, patients would receive better, more comprehensive care.

In addition, the state would ultimately save money — and the companies would earn their profit — by reducing unnecessary expenses for things like emergency room visits and hospital readmissions.

Instead, the hospital association argues, the new system has produced only bureaucratic delays that make it more difficult for hospi-

tals to get paid, and for patients to access the care they need.

“The state’s Medicaid managed care program, which now covers more than 2.2 million Illinoisans, has failed to realize the promise of increased care coordination, improved patient outcomes, greater efficiencies and lower costs,” A.J. Wilhelmi, president and CEO of the hospital association, said in a news release.

“Instead, the program has been crippled with increasing administrative burden, lack of standardization, lack of uniformity of rules and insufficient oversight — putting extreme financial pressure on hospitals, jeopardizing Illinoisans’ access to care.”

IHHA spokesman Danny Chun said in an interview that the problem is especially hard on small, rural hospitals, known as “critical access” facilities, where Medicaid payments often make up half or more of the hospitals’ entire revenue.

“Many of these were struggling before managed care,” he said.

“Many were already losing money.”

Since the change to the managed care model, Chun said, about 26 percent of all hospital claims have been denied after the initial submission. Before managed care, and for the limited group of patients who still have traditional fee-for-service Medicaid coverage, the denial rate is typically around 5 percent.

Often, he said, claims are denied because of administrative paperwork delays, such as when a new provider is added to an MCO’s network, but the MCO is slow to update its own roster, resulting in bills from that provider initially being denied.

Other times, he said, MCOs will withhold payments, but they will take weeks, or even months, to send follow-up questions to clear up the delay.

In response to concerns raised by hospitals and other health care providers in the Illinois Medicaid system, lawmakers have introduced three pairs of bills, with identical versions in both the House and Senate.

One pair of bills, Senate Bill 1697 and House Bill 2715, would require all MCOs to use standardized processes for a number of different functions, such as deter mining whether a service is medically necessary. And while there are processes in place that allow hospitals to appeal a denial, that process can drag on for months, and the process is different for each of the six MCOs

PCES students vote for their favorite 2019 Rebecca Caudill book HENNEPIN — Nine fifth-graders gathered to vote for their favorite 2019 Rebecca Caudill title on Feb. 27.

Students have been participating in the Rebecca Caudill Young Readers’ Book Award this school year, selecting books to read from the 20 nominees. To be eligible to attend the party, students had to read at least three titles from the list, discuss the book with Mrs. Mertel, and complete a worksheet detailing elements of the book. Students and staff enjoyed cookies, soda and ice cream with toppings.

Students liked many of the books and the winner was “Moo” by Sharon Creech. The following books each received one vote: “Better

Nate Than Ever” by Tim Federle; “Booked” by Kwame Alexander; “Ghost” by Jason Reynolds; “Lily and Dunkin” by Donna Gephart; “Ms. Bixby’s Last Day” by John David Anderson; “Sachiko” by Caren Stelson; and “We Will Not Be Silent” by Russell Freedman. All votes were submitted to the state Rebecca Caudill website and an overall favorite of all students in the state of Illinois will be announced in March.

Russell retired from Dynagy Midwest Generation, Hennepin, on July 4, 2007. Gloria, in her working years, held several secretarial positions

in and around the community. The couple enjoys spending time with their family and traveling.

They are the parents of a son, Darren (Jill) Tonarelli of Romeoville, and a daughter, Nicole (Brian) Washkowiak of Granville. They also have six grandchildren, Colton, Isabella, Anna, Chase, Aiden and Evan.

Panther girls, boys awarded TCC All-Conference honors Senior Madelyn Dzierzynski, a unanimous first-team selection, was one of three Putnam County seniors named to the 2018-19 Tri-County All-Conference girls basketball team.

Classmates Megan Wiesbrock and Lindsey DiazDeLeon were named to the second team.

Other unanimous first-team all-conference selections were senior Abriana Jashari of TCC newcomer Seneca and sophomore Maddie Monge of Roanoke-Benson. Also selected to the first team were senior

Lexi Greve of Seneca and junior Maddie Grandsart of Midland.

Rounding out the second team are seniors Hannah Cowie of Marquette and Kaye Brown of Midland, and junior Arberita Jashari of Seneca.

Third-team honors went to freshman Nakeita Kessling of Henry-Senachwine, seniors Molly Baker of Seneca and Maggie Hettel of Marquette, and juniors Bailey Leman of Roanoke-Benson and Tiffany Mallow of Peoria Christian.

TCC Boys

Putnam County placed two boys on the TCC All-Conference team.

Senior Caleb Wright made second team and senior Luke Carlson was named to the third team.

Unanimous selections Jack Snook of Marquette and Jake Weber of Roanoke-Benson, both seniors, headed up the all-conference first team.

They were joined by seniors Chase Thumm of Marquette, Sam Grushkin of Seneca and Will Pep-

pers of Peoria Christian.

Also named to the second team were seniors Marcus Winfert of DePue, Kyle Voytko of Woodland, Gabe Meister of Peoria Christian and Logan Komater of Marquette, and junior Jack Weber of Roanoke-Benson.

Third-team honors went to seniors AJ Foster of Midland, Connor Greves of Seneca and Josh Maubach of Henry-Senachwine, and sophomore Luke Braman of Roanoke-Benson.

Thundercats advance to sectional The Putnam County Junior High Thundercats competed at the IKWF wrestling regionals Feb. 23 at LaSalle-Peru.

Four of nine wrestlers advanced to sectionals hosted by Rock Island — Cayden Bouxsein (90 pounds), Evan Turner (115), Bailey Herr (158) and

James Irwin (170).

Irwin, a sixth-grader, placed second at sectionals at Rock Island.

The fresh/soph state series opened with regionals Feb. 24 at Morrison.

PC’S Connor Brooker was regional champion at 152 and advanced to sectionals at Bloomington.

TEMPORARY FARM WORKERS Harmony Valley Farm in Viroqua, WI is hiring 40 temporary farmworkers from 4/01/19 – 12/30/19: Each worker must have 3 mths verifiable experience driving 35hp or larger tractors. Workers will drive tractors, pulling harvest wagons and move irrigation equipment. They will work in greenhouses and transplant plants using mechanical transplanters.

Workers will dig, cut, pick, bunch wash and pack crops by hand. Must be able to lift 50lb crates, and make 50 bunches/hour of leafy greens.

Wage rate is $13.54/hr.,40hrs/week. Guarantee of ¾ of the workdays. All work tools, supplies and equipment furnished without cost to the worker along with free housing to workers who cannot reasonably return to their permanent residence at the end of the workday. Transportation and subsistence expenses to the worksite will be paid by the employer, with payment upon 50% completion of the work contract.
