Putnam County Schools evaluate evolution of safety procedures

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — As the roster of schools suffering from massacres by heavily armed gunmen continues to grow, those schools not on that unenviable list are justifiably worried they’ll be next.

While the Parkland, Florida murders are the latest in the unending string of assault rifle-powered shootings, Putnam County Schools are using the killing spree to evaluate their own safety procedures.

The Feb. 20 Putnam County School Board meeting began with a moment of silence for the 17 people killed at Florida’s Marjory Stoneman Douglas High School on Feb. 14.

“We’d like to recognize the severity of that and have a moment of silence for the fallen families gunned down. It’s just a horrible situation,” Putnam County Superintendent Carl Carlson said.

He also addressed the district’s annual crisis prevention plan meeting and said local law enforcement and fire officials have worked with the schools to ensure everyone is familiar with the campus layouts and the procedures that would go into effect in the event of an emergency. There’s also an anonymous reporting system currently in place for students concerned about the behavior of another.

“We’re evolving to make sure our practices are best aligned with current methodology, and we’ve found we need to update some of our practices,” he said.

He said the practice of lockdowns is being questioned and discussed because that procedure can result in a situation where “everybody’s a sitting duck.”

“But, then there’s the other fear where if somebody pulls a fire alarm or forces an evacuation, those people instantly run out into harm’s way. That’s one of the worst fears.

Do you lock down, or do you try and let as many people escape as possible and minimize the damage?”

Carlson added.

Board member Adriane Shore proposed the county’s law enforcement officers hold an educational active shooter assembly such as the ones recently conducted in Bureau County schools by Bureau County Sheriff Jim Reed.

Missing student Carlson also addressed the case of the high school student who was reported missing earlier in the week. At the time of the meeting, her whereabouts were still unknown, but thankfully she was found safe the day after the meeting in a community more than an hour away from Granville.

“With the events that happened just a week and a half ago across the river in Spring Valley (the Diamond Bradley homicide), this is getting to be really too close to home too often, and it’s very concerning,” he said.

PCJH solar project Yona Lunken, from Solar Harvest, a Putnam-based not-for-profit residential and commercial solar energy systems company, presented preliminary information to the board in regards to a solar project at the junior high.

That school was chosen as the best choice for such a project because it has the newest roof. Lunken said it helps prevent future concerns if the roof Carl Carlson and non-penetrating solar panels can age Putnam County School together, reducing the superintendent likelihood of the solar system needing to be moved for roof repairs.

The system has a life expectancy of 35 years and would be warrantied for 25 years. Lunken said while the installation of a solar system would provide a good model of behavior for the students, promote clean air and sustainability, and make the world a better place for the children, the driving factor for the district is a significant reduction in operating expenses.

CLINTON, ILLINOIS

GRANVILLE — Kaylee Cox, 17, of Granville is safe. She was reported missing on Feb. 19, but was found Feb. 20 in Clinton, a city south of Bloomington and almost 90 miles from Granville.

Cox had last been seen in Granville on Saturday. She had spoken with her family at approximately 6

family the evening of Jan. 23 and was reported missing the next morning. Her body, stabbed multiple times, was found Jan. 27, not far from Granville, along 850th North Road.

Richard Henderson, 26, of Standard was later arrested for concealment of a homicide death and is in custody awaiting trial. More charges are expected as the investigation continues.

High School Principal Clayton Theisinger said Moore had spent several hours at the high school during the investigation and was hopeful she’d be found safe and unharmed.

Another teenage girl being reported missing had a chilling effect on the area, as it was only a few weeks ago that the case of another missing girl ended tragically.

Diamond Bradley, 16, of Spring Valley was last was seen by her

p.m. and was supposed to be on her way to a friend’s house in Mark, but reportedly never made it.

Her whereabouts were investigated by the Granville Police Department, and Police Chief Kevin Moore wouldn’t elaborate as to what Cox was doing in Clinton, but said it was still under investigation.

Hennepin bridge project has to span red tape Scott Mennie sworn in as newest board member

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — The village of Hennepin was hoping to be able to cut the ribbon for a new bridge onto the Marquis Oak Ridge Trail by the Fourth of July holiday, but there’s a substantial amount of red tape to be cut through first.

The village has the support of the land owners involved in the project, which will begin at the end of Third Street and span Coffee Creek. It will allow hikers and cyclists onto the new 2.7-mile trail, and hikers will also be able to continue on into the Dixon Waterfowl Refuge.

Additionally, hikers and cyclists could use the trail as part of a loop traveling back toward the village on state Route 26 and onto Hennepin’s new bike path on High Kevin Street.

Coleman, Although Village Hennepin’s President Kevin Colevillage man has previously president said the Durley-Boyle Charitable Trust was amenable to the idea of funding the project, the solicitation of donations is also likely. However, no firm estimation of costs for the pre-fabricated bridge project is known yet.

During the Feb. 21 Hennepin Village Board meeting, village engineer Bill Shafer received approval

for $15,000 toward continuing the permit process, which has likely become more complicated than expected.

Along with the concept plan and preliminary surveying work, there will also need to be an initial archaeological survey, soil cores will need to be taken, and there will also be a 90-day review period that will include work with the Illinois EPA, the Department of Natural Resources, and the Army Corps of Engineers.

“The archaeological survey isn’t expensive, but it takes time,” Shafer said.

There’s additional concern about impacting the habit of Indiana bats, an endangered species. Shafer said he’ll be contacting the Wetlands Initiative, the organization managing

the refuge, to see whether any of their services could be used to help expedite the process.

“We’ll also need to determine that it won’t negatively impact the wetlands and we can’t do that until growing season, which will likely be April,” Shafer said.

“I know we were hoping to have it open by the Fourth of July, but that’s just not going to happen,” he added.

Board member Quentin Buffington said that the village had already approved $4,000 for the preliminary work and that with the additional $15,000 approved at the meeting, the costs were becoming a concern without a firm funding commitment from the Durley-Boyle Charitable Trust.

Fire Department flagpole The village and the fire department came to a friendly solution about the flagpole that was accidentally knocked down at the department by a village snowplow around Christmas.

Larry Brown, speaking on behalf of the fire department, said the 35-foot flagpole will cost $2,000 to replace. The village agreed to contribute $1,000 toward the new pole on the condition it could have the old pole, which will be used to create a 20-foot pole for the village.

The solution came about as a fair trade-off as the village has been plowing the department’s parking lot at no expense for approximately 20 years. Addi-

tionally, the department provides various work for the village at no cost, and both sides wished to continue their friendly and reciprocative relationship.

In other board news • The board is asking WIPFLi, the Sterling-based accounting firm the village uses for its annual financial audits, to provide a one-year proposal letter rather than a three-year proposal. The village will then be seeking proposals from local accounting firms and may be changing firms for next year’s audit if financially beneficial to the village.

• The board approved the following donations: six bottles of wine for the Steve Johnson benefit fundraiser; $300 for the Putnam County Rotary’s Afterglow event; $100 for the Red Cross; $100 for the YMCA Dolphins Swim Team; and $100 for the North Central Behavioral Health Teen Showcase.

• The board approved a $15,400 budget for the annual fireworks display.

Lunken presented a no-cost installation option to the board.

“We install, own and maintain the solar electric system and PCJH will get a 10 percent reduction in the cost of electricity the panels produce. After six years, there will be a 30 percent reduction in electricity costs. At that point, there’s the option of a fair market value buyout,” he said.

The buyout would reduce the solar energy cost to the district by approximately 70 percent. Lunken said at that point, the $700,000 solar system could be purchased by the district for about $210,000.

Solar Harvest would be using investment tax credits and solar renewal energy credits to reduce the costs.

Lunken said funding through tax credits is more desirable than grants because they’re more reliable and predictable and also offer a greater financial benefit. He said while grants may offer a cost reduction of more than 50 percent, tax credits can provide more than 70 percent and that the two can’t be combined.

Carlson reported there’s been a significant reduction in the high school’s electrical costs after the halogen lights in the gym were switched to LED lighting. He added that Ameren is willing to provide up to $4,400 toward the $8,000 it will require to change over the lighting in the PCJH gymnasium.

Annette Davis, of the district’s media center, reported the $750 received through the FY18 School Library Grant will be used to purchase books, audio and e-books, videos and other materials for students at all grade levels.

The state currently owes the district more than $450,000 in mandated funding, including more than $280,000 for transportation costs and more than $120,000 for Early Childhood education.

The third annual College and Career Day will be held from 6 to 8 p.m. on March 6 at PCHS. The Summer Activities Fair will be held from 5 to 7 p.m. on April 17 at PCHS. This fair will feature safe and inexpensive summer activity programs for pre-K to eighth-grade students to enjoy over their summer vacations.

The district is considering waiving the Casimir Pulaski holiday for the 2018-19 school year.

WHAT WE THINK

All roads lead to ruin if not kept up Illinoisans might have good reason to wonder whether their leaders have a workable plan to fix the state’s crumbling highway system, which has suffered additional deterioration because of harsh winter weather.

P

erhaps it’s unfair to judge a state’s highways by how they look in the dead of winter — with bumps, potholes and crumbling pavement emerging from beneath the ice and snow.

Even so, Illinois’ rural roadways have definitely seen better days.

As weather clears so state road crews can patch up those holes and cracks, the damage to tires and suspensions of motor vehicles should lessen.

Several extreme cold snaps that began at the first of the year have been rough on pavement.

When water gets into cracks in the asphalt and concrete and freezes, then thaws, then freezes and thaws again, road surfaces start look-

ing less like smooth, 21st-century highways and more like the Ho Chi Minh Trail after a particularly heavy U.S. bombing attack during the Vietnam War. Gov. Bruce Rauner, in his budget address a few weeks back, pledged $2.2 billion for the state’s roads program for Fiscal Year 2019. He said he’s adding $511 million in new capital funds for other Illinois Department of Transportation needs.

According to IDOT’s website, Fiscal Year 2018 started with $2.2 billion as well, but the General Assembly approved a bill to transfer $303 million of that away to somewhere else, leaving $1.9 billion for road work.

mal projects for Putnam County.

IDOT budgeted $72,000 for engineering work on a proposed bridge project on Bottom Road over an Illinois River tributary, three miles northeast of Granville.

That’s it -- though, of course, county residents stand to benefit after the new state Route 89 bridge over the Illinois River is completed later this year.

Perhaps minimal road improvements should be expected in a state whose financial situation is as rough as Illinois’ is. Rauner spent most of his budget address on other aspects of the state’s financial ills.

But for people who spend part of their days traveling on deteriorating roadways, the need for a new

capital infrastructure plan becomes increasingly obvious, particularly as former Gov. Pat Quinn’s capital road repair plan has long since expired.

The Legislature should address the state pension crisis. Lawmakers should figure out how to get its bills paid on time. Human services and education programs should be better supported. Increased revenue from last year’s income tax increase should help in that regard.

An overall plan to keep the state’s highway system in much better repair should also receive greater attention in the weeks and months ahead in Springfield.

The unsung heroes who shaped Illinois

n this 200Th anniversary year of statehood for Illinois, I will, now and then, profile Illinoisans who played key roles in shaping our state, but whom most readers probably don’t know.

EDWARD COLES was a Virginia patrician with a strong sense of nobles oblige. He served in the White House for six years as James Madison’s personal secretary and later led the first mission on a U.S. warship into the Baltic Sea, where he successfully smoothed over a diplomatic problem with the czar.

Yet Coles was drawn to Illinois.

Before reaching our state in 1819, he freed his inherited slaves. In the Prairie State, Coles developed a big farm near Edwards.

Elected governor with one-third of the vote in 1822 in a multi-candidate race, Coles faced a pro-slavery legislature.

Slavery was, you might say, quite popular in early Illinois. Almost immediately after adoption of a constitution in 1818, Illinois enacted a Black Code harsher and wider in scope than some in the South, according to the late Illinois histori-

Blacks in Illinois had no real freedoms.

Encouraged by the admission in 1820 of Missouri as a slave state, the legislature mustered the required three-fourths majority to call for a vote in 1822 on a new constitution that would surely enact a proviso to make Illinois a slave state.

Coles bought one of the few newspapers in Illinois to trumpet his opposition, spent much money, wrote persuasive articles, created anti-slavery societies, and devoted all his time to defeating the call for a new constitution.

With the leadership of Coles, the anti-convention cause triumphed by a vote of 6,640 to 4,972.

Had the call for a convention succeeded, “undreamed of turmoil would have resulted,” writes Howard. Growth in the Northwest

would have slowed, and the conflict between North and South would have developed along different, much more worrisome lines.

THE WORLD’S Colombian Exposition of 1893 is the signature event that introduced Chicago and Illinois to the world. Called the White City for the alabaster walls of the graceful, classical beaux arts buildings spread across a square mile, the Chicago World’s Fair of 1893 to this day inspires novels and scholarly volumes of adulation.

Yet the fair would never have happened if not for the “numbers man” and natural leader Harlow Niles Higinbotham.

Upstart, raw Chicago surprised everyone when it won the rights to hold the single U.S. fair commemorating the arrival of Columbus in 1492. People inside and outside Chicago doubted the city and state could pull it off.

Two Fair presidents resigned under the stress, leaving fair planning and finances in shambles.

Vendors saw the fair as a soft touch. For example, local electric companies submitted bids for

lighting that averaged $18 (in 1893 dollars) per incandescent light. But they failed to reckon with Higinbotham, who took over the presidency when no one else would touch it.

Harlow played companies off against one another and reduced the price to $5.95 per light. He brought electric lighting costs for the sixmonth fair to $399,000 versus the $1.7 million originally demanded.

Multiplied by other such examples, the fair went from likely collapse to financial success. And all during the Panic of 1893, when even the bank on the fairgrounds to serve exhibitors failed.

Harlow worked 12- to 16-hour days for two years straight to bring off the fair. And what a success.

Twenty-seven million persons came through the gates (the Illinois State Fair today generally draws 800,000).

Six thousand addresses by experts were presented at Fair events such as the World’s First Parliament of Religions.

Putnam County citizens can cast ballots early in person, by mail HENNEPIN — Putnam County Clerk Daniel S. Kuhn said that absentee voting for the upcoming March 20 primary is now in progress.

“Any registered voter who expects to be absent from the county on March 20 may make applica-

tion by mail or in person to the county clerk to receive an official ballot,” Kuhn said.

Anyone wishing to vote absentee by mail may call the county clerk’s office at 815-925-7129 and request an application. An official ballot will be mailed after the correctly completed, signed application is returned to the county clerk’s office, Kuhn said.

“The last day for the county clerk’s office to mail an absentee ballot is March 15, therefore, correctly completed applications for absentee ballots must be received no later than March 15,” Kuhn said.

Anyone wishing to vote absentee in person may stop by the county clerk’s office between the hours of 8:30 a.m. and 4:30 p.m. Monday through Friday.

The county clerk’s office will also be open on Saturday, March 17, for in-person absentee voting from 8:30 a.m. until noon.

The last day for in-person absentee voting is Monday, March 19, during regular office hours.

MENDOTA — The Princeton Tigers basketball team edged the Putnam County Panthers on Feb. 19 at the Mendota Class 2A Regional, 46-40.

The Tigers didn’t get their first lead of the game until late in the third quarter and that was a brief one-point advantage. They regained a lead midway through the fourth quarter and made just enough free throws (12 of 23 in the fourth quarter, 18 of 34 overall) to win.

The Tigers took their first lead of the night at 26-25 on a steal and layup by freshman Jamie Reinhardt.

Jacob Williams grabbed the lead back for PC with a 3-pointer before quarter’s end. Garrett Allen hit a 3-pointer from the top of the key at 4:00 to regain a 34-33 lead for the

Tigers. He then made a free throw off a steal to make it 35-33.

Reinhardt and senior Christian Parry each sank a pair of free throws to keep the Tigers on top at 39-36 with 3:14 left to play. Then things got hairy as the Tigers missed four straight free throws and six out of their next eight.

Even still, the Tigers were able to stretch their lead to 41-36 with under two minutes to play. Reinhardt, sneaked inside for a hoop to put the Tigers up 43-38 with 0:52 remaining.

Parry hit 1-2 free throws and junior Beck Robbins sank a pair from the charity stripe to stretch the Tigers lead to 46-38 at 20.2.

Leading scorers for Putnam County were Kaleb Wright with 14 points and Luke Carlson with 11. Williams added nine. Daniel Sabotta had four points while Logan Kreiser added two.

PC Library District announces upcoming activities The Putnam County Library District has announced upcoming activities: • A classic movie matinee will be at 6 p.m. Tuesday, March 6, at the Magnolia Library Branch. They will show “Cool Runnings.”

• A Library Science event will be at 5:30 p.m. Wednesday, March 7, in McNabb. This month they will explore how electricity works with Snap-Circuit kits.

• Library Science/Popcorn Lover’s Day experiments will be at 4 p.m.

• The Leather Guild will meet at 6 p.m. Thursday, March 8, in Hennepin. Aaron Lindstrom will be there to make leather bookmarks and coin purses. This program is for all ages.

Presenters will be Duane Friend, a Extension educator for Energy and Environmental Stewardship; Caroline Wade, nature conservancy director; and Jean McGuire of the Wetlands Initiative. They will discuss the importance of clean water, preventing pollution in waterways, nutrient loss reduction strategy, and how urban and rural

property owners can work together to improve water quality for the future.

• A Crafty Thursday event will be at 4 p.m. Thursday, March 15, in Hennepin. Participants will create salt paint shamrocks with Paula for St. Patrick’s Day. • A Library Science event will be at 4 p.m. Thursday, March 15, in Magnolia. • Jerry Eicher, Amish author, will be in Hennepin at 6 p.m. Thursday, March 15. He has 10 fictional series and five non-fiction books under his belt, including “Susanna’s Christmas Wish,” “My Amish Childhood” and “The Amish Family Cookbook.” He will give answers to questions about Amish, Amish fiction, publishing, self publishing, story writing, plot lines and getting published.

• Teri Smith of Freedom House will present a program on bullying at 6 p.m. Tuesday, March 20, in Granville.

She will discuss the different forms of bullying from physical to Internet.

Jammin’ for Johnson event set for March 3

GRANVILLE — Jammin’ for Johnson to benefit Steve Johnson will be from 5:30 to 8:30 p.m. Saturday, March 3, at Putnam County High School in Granville.

Johnson has worked in education for 42 years. He has been employed at Putnam County High School for 16 years. Previously, he worked for Streator Woodland High School and in Wisconsin. As a guidance counselor, he had a positive impact on the numerous students he worked with daily, as well as the lives of his co-workers. He always fought for what he felt was in the best interest of the students.

The event will include a 50/50, raffle items, a silent auction, live music and a pork chop dinner.

Tickets, which includes dinner and entertainment, are $20 for adults 19 and over, $15 for ages 4-18, and free for children 3 and under. Tickets may be purchased in advance from the PCHS main office, 815-882-2800, ext. 4, or at the door the day of the event.

PCEF announces 2018-19 scholarship availability

GRANVILLE — The Putnam County Educational Foundation (PCEF) has announced the availability of the following scholarships for the 2018-19 school year.

All scholarship applications are available from the guidance counsel office at Putnam County High School or online from the PCHS website. Applications need to be returned to the guidance office or the office of the PC Schools Superintendent by April 1.

Hazel Marie Boyle Memorial Scholarship Created by the legacy of Hazel Marie Boyle, a longtime teacher and leading citizen in Putnam County, the scholarship is awarded to PCHS graduates attending or planning to attend Illinois Valley Community College, Illinois Wesleyan University or the University of Illinois.

The criteria for the scholarship awards is based on the academic achievement and extracurricular/community service records of the applicants. Awards range from $1,000 for IVCC attendees to $2,000 for students attending Illinois Wesleyan or the University of Illinois.

Multiple awards will be made.

Durley Boyle Memorial Scholarship Made possible through the legacy of Walter Durley Boyle, the longtime Putnam County States Attorney and a leading citizen in Putnam County, the scholarship is awarded to PCHS graduates attending or planning to attend Illinois Valley Community College, Illinois Wesleyan University, Bradley University or the University of Illinois. The criteria for the scholarship awards is based on the academic achievement and extracurricular or community service records of the appli-

cants. Awards range from $1,000 for IVCC attendees to $2,000 for students attending Illinois Wesleyan, Bradley University or the University of Illinois. Multiple awards will be made.

The scholarship is available to PCHS graduates attending or planning to attend Illinois Valley Community College, Bradley University or the University of Illinois. The principle criteria is based on the applicant’s academic and extracurricular/community service records — especially as they relate to mathematics, science and engineering.

Recipients may receive awards of as much as $1,000 to attend IVCC or $4,000 to attend Bradley University or the University of Illinois.

Offered in memory of Eric Ciucci of Hennepin. Ciucci was well known for his work in starting and coaching the PCHS girls golf team in addition to his professional excellence as a banker and officer with the North Central Bank.

Four $500 scholarships will be awarded to PCHS graduates with special strengths in the areas of academics, extracurricular activities, leadership and community involvement.

Hubert J. “H.J.” Mennie Memorial Scholarship Made possible by the Mennie family and the Mennie Machine Company in memory of Hubert Mennie, a leading Putnam County and Illinois Valley businessman, the scholarship is awarded to a PCHS graduate pursuing an industrial technology career by attending Illinois Valley Community College or a comparable two-year institution of higher learning. The award of $2,000 will be based on the applicant’s record of academic achievement and extracurricular/ community service efforts.

Anne Cioni Memorial Teachers Scholarship Created by the legacy of Anne Cioni, whose teaching career spanned more than 50 years, this scholarship award of $2,000 will be made to a PCHS graduate who

Mike Anders Language Scholarship This scholarship award of $1,000 made in memory of language teacher Mike Anders will be given to a PCHS graduate pursuing a Liberal Arts and Sciences degree at an institution of higher learning. The award is based in equal parts on the applicant’s record of academic achievement, community service and extracurricular achievement.

Extra consideration will be given to an applicant with either a major or minor in a foreign language.

Eloise Howland Memorial Scholarship Given in memory of Eloise Howland, a well-known local restaurateur, this award of approximately $300 will be provided to a PCHS graduate residing in Hennepin Township and is based solely on the applicant’s grade point average.

Special education records will be destroyed GRANVILLE — The Special Education Office for Putnam County School District 535 has announced that it plans to destroy all temporary special education records of students who have transferred, graduated or have otherwise permanently withdrawn from school by the end of the 2011-12 school year.

Information to be destroyed includes: intelligence test scores, evaluations, IEPs, psychological reports, social/ developmental histories and other data classified as “temporary records� in the Illinois Records Act. The files will not include academic transcripts, attendance records or other records contained in the student

permanent record. Access to the special education records by parents/ guardians or students aged 18 and over may be obtained by contacting the Special Education office at 815-8822800, option 8, no later than March 1.

Third annual College and Career Expo set for March 6 GRANVILLE — The third annual College and Career Expo will be from 6 to 8 p.m. Tuesday, March 6, at Putnam County High School, 402 E. Silverspoon Ave. in Granville.

Wink named to dean’s list EAST PEORIA — Bradley Wink of Granville was named to the president’s list at Illinois Central College in East Peoria for the fall 2017 semester. This academic honor is presented to students who earn a perfect 4.0 grade point average on a 4.0 scale.

Area students on ICC dean’s list EAST PEORIA — Illinois Central College in East Peoria has released the names of students who earned dean’s list honors during the fall 2017 semester.

The academic honor is presented to students who earn a 3.5 to 3.99 grade point average on a 4.0 grading scale.

Area students included on the list were Kasara Hayden of Putnam and Amanda Heinz of Peru.

Yepsen named to dean’s list DAVENPORT, Iowa — Shelby Yepsen of Granville was named to the St. Ambrose University dean’s list for the fall 2017 term. Students who achieved a grade point average of 3.5 or higher on a 4.0 scale were included on the list.

Annual spaghetti supper set for March 1 HENNEPIN — The Hennepin Team, Relay for Life, will hold its annual spaghetti supper from 4:30 to 7 p.m. Thursday, March 1, in the community room of the Hennepin Park District. The menu will consist of spaghetti with homemade sauce, salad, bread, garlic butter and homemade dessert. Tickets are $8 for adults, $5 for ages 5 to 12 and free for those under 5 years old. This conference is an activity of the National FFA Organization made possible by title sponsors as a special project of the National FFA Foundation. This two-day event is focused on student development and helps FFA members become aware of all aspects of personal growth.

St. Margaret’s will offer prenatal classes SPRING VALLEY — St. Margaret’s Prenatal/Lamaze classes for expectant mothers, called “1-2-3-4 What To Expect From Labor/Delivery and More,”

The four-week series of classes will

Food course set for April 11 OGLESBY — The Bureau, Putnam and Marshall County Health Departments have announced an upcoming eight-hour certified food protection manager course will be offered at the Princeton office.

A minimum of eight hours is required by the Illinois Department of Public Health for certification.

The class will be from 8 a.m. to 5:30 p.m. Wednesday, April 11. Class will run until about 3 or 3:30 p.m., with the exam to follow. Attendance for the entire day is required to take the exam.

The fee will be $125 (non-refundable) and payment is necessary at the time of registration to guarantee a seat. Registration forms, PowerPoint and study material, including a practice test, can be found at bpmchd.org.

Registration for the class can be done at the Bureau County Health Department. 526 Bureau Valley Parkway, Princeton, from 8 a.m. to noon and 1 to 4 p.m. Monday through Friday. Participants must bring a photo ID the day of class for exam.

Young Performers Competition winners will perform March 11 OTTAWA — The Illinois Valley Symphony Orchestra, under the direction of Conductor Lucia Matos, will present performances by winners of its 2018 Young Performers Competition at 3 p.m. Sunday, March 11, at Ottawa Township High School.

Junior division winner Aubrey Garretson, flutist, will perform “Papillion” by E. Kohler. She is the daughter of Chris and Todd Garretson of Peru.

She is a freshman at LaSalle-Peru High School and is in the L-P band.

She has been a student of Sue Gillio for five years and is also a member of the Illinois Valley Flute Ensemble, in which she plays alto flute. She has participated in the Summer Flute Retreat and the ninth and 10th annual Flute Days. In addition, she has earned first division ratings for her solos at Band-O-Rama and was selected to participate as fourth chair at the 2016 IMEA District 2 Music Festival in Rock Island. In 2017 she performed in the Senior Division ILMEA band.

Senior division winner Jessica Znaniecki, flutist, will play “Hypnosis” by Ian Clarke. She is the daughter of Linda and Neal Znaniecki of Oglesby and a junior at LaSalle-Peru High School. She is a member of the L-P marching and symphonic bands and

participates in the spring musicals.

She has studied flute with Sue Gillio for five years. She is also a member of the Illinois Valley Flute Ensemble, in which she plays the contrabass and subcontrabass flutes. She was selected for District 2 ILMEA for the past six years and in 2017 for the Senior Orchestra. In January 2017 and 2018, she performed in the All-State Honors Band at the Illinois Music Education Conference held in Peoria. She was the winner of the IVSO Young Performers Competition junior division in 2015 and was honorable mention in the senior division in 2016 and 2017.

She participated in the annual Summer Flute Retreat in Peru and performed in the master class of Gerald Carey, flute professor emeritus, Western Illinois University, for the past four years. She has also performed on the baritone for the 2015 Tuba Christmas at IVCC. She was a NCI ARTWorks SHINE honoree and performed at the SHINE Gala in May 2016. She is a member of the Chicago Flute Club and National Flute Association.

Also on the program is Symphony No. 8 in G Major by Dvořák, described as “a classic example of music in which a simple and direct exterior hides a very sophisticated

and multi-layered interior” by Kenneth Woods, Principal Conductor of the English Symphony Orchestra and Artistic Director of Colorado Mahler Fest. The first movement begins with a hint of darkness. The melody in G minor is very lyrical. The strings open the second movement with a heartfelt and somewhat sentimental melody.

The third movement is in the style of an Austrian folk dance. In the fourth movement a fanfare is heard again and again.

Admission to the concert is by season subscription or individual ticket, available at the door or online at ivso. org. Adult tickets are $20 and students K-12 are free with a student ID. College students with ID are $5. This program is sponsored by the Miller Group Charitable Trust and partially sponsored by a grant from the Illinois Arts Council Agency. Season sponsors are Ning Communications and Ottawa Radio. The auditorium is handicapped accessible.

Illinois Sheriffs’ Association announces scholarships

HENNEPIN — The Illinois Sheriffs’ Association announces it will be awarding $53,500 in college scholarships throughout the state of Illinois to students wishing to pursue higher education during the 2018-19 academic year. The scholarships are to be applied to tuition, books and fees only.

The student must be enrolled full-time at a certified institution of higher learning within the state of Illinois.

Sheriff Kevin Doyle, Putnam County, will award one scholarship in the amount of $500.

There will be no restriction on any applicant by reason of race, age, creed,

color, sex or national origin. Applicants must be permanent Illinois residents; scholarships must be utilized at institutions of higher learning within the state of Illinois; and students must be enrolled as a full-time student during the 2018-19 school year (excluding summer session). Applications are

now available at local sheriff’s offices or on the ISA website, www.ilsheriff. org. Students must complete the application; answer the essay question and return all documentation to the sheriff’s office in their permanent county of residence by March 15 (must be postmarked by this date).

Orders for plants, trees, fish due in April HENRY — The Marshall-Putnam Soil and Water Conservation District in Henry has announced its spring fish, tree and plant sale. Plant and tree orders are due by Friday, April 13. Plants will be available Thursday, April

19, and Friday, April 20. At 7 a.m. Thursday, April 19, the Marshall-Putnam Soil and Water Conservation District will have its annual spring fish delivery. All order forms are available in the office and online at www.marshallputnam.

com. Forms may also be emailed, mailed or faxed to you.

The deadline for grass carp is April 6. All other orders for fish, as well as the trees and plants, are due in on April 13.
