True sign of commitment to motto, ‘Where all will learn’ Students, staff learning sign language ahead of deaf student’s arrival

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — In a fine demonstration of the Putnam County School District’s motto “Where all students will learn and succeed, and all means ALL,” a sign language program is well underway in anticipation of the arrival of a deaf student next school year.

During an update on a recently awarded library grant and other developments in the district’s media centers, Annette Davis, who is also a teacher for the hearing impaired, reported on the growing interest in the Sign Language Club at Putnam County High School.

“We currently have 25 kids and 10 to 15 staff members who are learning sign language, and the interest is growing. We’re getting a lot of support,” Davis said at the Feb. 20 school board meeting.

Additionally, Davis has been working with junior high eighth-graders twice a week to help establish a basic proficiency in sign language.

These efforts will certainly be appreciated by the new student who is expected to join the district at the beginning of the next school year. Superintendent Carl Carlson said the district has been sharing a vehicle with Ladd’s school district to transport two students to Ottawa’s district because of their educational program for the deaf.

However, Carlson said Ottawa is ending the program, and the student will be attending Putnam County High School next year. He also said the district is committed to making the student feel as comfortable as possible and that every effort is being made to ensure a welcoming and smooth transition.

Board member Jason Judd said he had spoken with officials from the Putnam County Emergency Medical Services and the sheriff ’s office, and that both organizations had expressed an interest in learning sign language. He suggested that perhaps they could be invited to join the club.

“This might be a way to generate a bit of additional revenue,” he said.

The library grant awarded to the district was for $750, and Davis is also applying for a grant to help fund the purchase of more non-fiction books. She said data has shown a growth in the reading skills of grades 3-8.

“We’re reading, we’re learning and we’re growing,” she said.

“She’s invaluable to our students for what she does for them,” high school Principal Clay Theisinger said of Davis’ commitment to education.

State funding Carlson reported the state currently owes the district more than $339,000 in mandated funding. This includes more than $27,000 for special education; more than $131,000 for transportation; more than $3,000 for driver’s education; roughly $274 for the free lunch program; more than $174,000 for pre-school; and approximately $2,500 for the agriculture program.

He also shared a thank-you letter from the sheriff ’s office in regard to the district’s cooperation during the recent standoff in McNabb. During the incident, the district rerouted buses to avoid restricted areas.

Security The board approved the next phase of security improvements for the district’s buildings. Carlson said more streamlined and secure entryways were recommended in each school. The entrances to the elementary school in Hennepin have already been improved, and the next phase will address the primary and high school buildings. Work at the junior high is expected to be completed as part of the district’s summer work.

Doors at the schools will now require a key reader for staff members, and visitors have to be buzzed in.

“Once the work at PCJH is completed, all schools will be on a single fob and the same entry system,” Carlson said.

Joint conference Carlson provided the district’s expense information for the recent joint conference of the Illinois Association of School Boards, Illinois Association of School Administrators, and Illinois Association of School Business Officials.

This three-day conference is one of the nation’s largest educational conferences and is an ideal opportunity for training and professional development.

The district spent approximately $12,000, or roughly $1,300 per attendee.

The group also strives to educate the public to the benefits of running and engages in activities that encourage distance running, including race management, fundraising activities, race circuits, and charitable community activities.

Jackson will receive the honor during an awards ceremony at the Maples Supper Club in Peru on Saturday, March 2.

“I haven’t done the calculations, but that’s a lot of mouths that have been fed,” Carlson told her.

Holocker was then asked what she planned to do as she enjoyed her retirement. “Quit cooking,” she answered with a laugh.

The board also accepted a retirement letter from Annette Davis, who will end her teaching career at the end of the 2022-23 school year.

The district hired Connie Hartman as a special education teacher at the elementary school and also hired summer workers to help complete the district’s various improvement and maintenance projects.

Finding beautiful art within the wood Sculptor Jim Wall takes his carving into the realm of impressionistic art

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — Wood is the medium in which he works, and carving is the method, but make no mistake about it, Jim Wall is a finely skilled artist.

He began carving ducks in the early 1990s with the late Charles Bray of Ottawa as his friend and mentor.

One of the most valuable skills Bray taught Wall was how to use the wood itself to compliment the overall look of the piece. After carving ducks for many years, Wall was drawn to more stylized and abstract work.

“It was a big change to go from ducks to the abstract and impressionistic, but I wanted to do something different and branch out. I’ve found my niche,” Wall said.

Before his recent, award-winning abstract works are mentioned further, it should be known that Wall’s ducks aren’t simple decoy-type of carvings. They’re beautifully finished pieces with intricate and flowing details that are enhanced by the wood’s natural warmth and grain.

• CARVER Continued from Page 4 That he competed against hundreds of other pieces and sculptors and won is a testament to his talent with finding the beauty within a block of hardwood.

“I love the warmth of wood, that it’s touchable and that you don’t always know what to expect with it.

Sometimes you have to work around what the wood wants and then figure out how to get there,” he said.

As Wall transitioned into his newer style of work, he received encouragement, advice and constructive critiques from Father Joseph Hyde, an art teacher at St. Bede Academy. Since finding his niche in the abstract, he’s gone on to create many pieces that are highly appealing in both in a visual and tactile sense.

However, he’s currently working on a piece that will blend birds with a flowing and stylized abstractness defined by the raw and multi-colored piece of wood from which

they’re taking flight. He also often incorporates the wooden bases of his sculptures to compliment the overall effect of the winding, twisting and curving lines of the piece.

One of his most complex sculptures took roughly 100 hours to complete and is basically a hollowed-out cylinder. The complexity comes from the walls of the cylinder being comprised of a continually twisting and turning web that encourages you, as all his work does, to keep running your hands over it.

Wall works with a combination of power and hand tools and uses a number of different hardwoods because of an appreciation of the variety they offer. He has worked with cherry, walnut, Kentucky coffeewood, tulipwood, bloodwood, red elm, butternut, juniper and many more.

“You want a hardwood that’s difficult to sand because that means you’ll get a nice finish when you oil it,” he said.

A challenge of working with wood are the flaws and variations that Wall said can either be a good sur-

prise or, in the worst cases, the end of the piece.

“Sometimes I’ll get frustrated with a piece and set it aside for a while and then come back to it later. Other times you hit a rotten spot you didn’t expect or find a blemish while finishing it. That’s tough after spending a lot of time on something,” he said.

Favorite work of art?

When asked if there was a favorite work, Wall answered it was easiest to say the latest piece, but then said it was a sculpture he has made several times. Frequently given as a gift or a charitable donation, his “cross within a heart” works may be simpler than his more complex creations, but they’re still identifiably in his style.

However, it’s the satisfaction received through giving them as gifts, often at weddings, which has earned them a warm spot in his heart.

Wall also makes small prayer crosses that are also given as gifts.

carver, but they’re still relatable to his style and equally comforting to hold and handle.

Wall has taken his creativity and abstract style into the negative space. At first glance, two sculptures on his wall appear as abstract as any. Further inspection, along with a hint from Wall, reveals the empty space within their boundaries are faces in profile, the other a baby in the womb.

Asked if there was anything he didn’t like about working with wood, he was quick to answer.

“Absolutely the dust, no question. I spend as much time sanding as carving. It’s nice out in the shop, though, when the doors are open and there’s a breeze blowing through it. Then it’s not a problem,” he said.

His daughter, Aubrie, is herself an accomplished carver. If her skills continue to develop into the fine art status of her father’s work, there should be little doubt there will continue to be award-winning wood carvings coming from the Wall family for many years to come.

Hennepin’s road salt supply has been nearly depleted

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — This winter’s rapid and extreme swings between snow, rain, ice and freezing temperatures have taken a toll on local salt supplies as communities have struggled to keep roads safe.

“We’re about out of salt,” Tim Rylko, of Hennepin’s Street Department, told the village board during its Feb. 20 meeting.

Rylko said there’s only one truck load left, but added that he’d recently purchased two pallets of salt and would be mixing it with traction sand to stretch it as far as possible.

He also said he’d checked with other municipalities and said each was basically dealing with the same challenge.

With spring only a few weeks away, the village, and everyone else, is hopeful the potential for more ice storms and other wintry weather is winding down.

Engineer Ken Giordano’s report to the board about the village’s streets rising and falling was similarly focused on the winter’s weather.

“This has been a bad one for that.

We’ve had a lot of mixed rain and ice and once the water gets underneath the road and freezes, it lifts and breaks them up and also helps to create potholes,” he told the board.

square feet of bridges requiring maintenance and updates,” he said. “That’s over 730 state bridges. We also have a need over the next 10 years of additional funding of $13-15 billion for our highways. That is just maintenance.

We also have a need for capacity (highway expansion) that is in the billions of dollars.”

In addition to highways, Magalis said there is a long list of needed upgrades for other forms of transportation: $250 million in state funds for airports around the state, not including Chicago’s O’Hare and Midway airports; $19.1 billion for public transit; $800 million for passenger rail; and $4 billion for freight rail.

Also, Magalis said, locks and dams along the state’s waterways, which carry a significant volume of freight, are facing costs in the “hundreds of millions of dollars.”

HENRY — Donald Francis Fulks, 77, of Henry passed away Saturday, Feb. 23, 2019, at OSF St. Francis Medical Center in Peoria.

Don was born Sept. 22, 1941, in Princeton to Oliver and Ellen Fulks and resided in Senachwine Township, Putnam. He married Jean (Finfgeld) on May 22, 1964, and they celebrated 55 years together. She survives.

Don was a graduate of Henry Senachwine High School and was a grain and livestock farmer on the family centennial farm for over 50 years. He served in the Army National Guard, based in Kewanee.

He was a member of the Putnam Grade School Board for over 10 years and served as president for part of his tenure. He was a board member of the Putnam Grain Company, where he also served time as president. He served as a member of the Putnam County Library Board, and the Agricultural Stabilization and Conservation Service committee for 29 years.

Don was a member of the First Christian Church in Henry, where he served as chairman of the board, vice chairman, historian and trustee.

He enjoyed hunting, was an avid reader,

Mennie was released on a notice to appear and given a Putnam County court date.

Founders ‘kicked the can down the road’ on two thorny issues

I

have been asked by the Kewanee Public Library, near my residence in central Illinois, to lead discussions on “Revisiting the Founding Era.” What lessons might there be for us today, and what might we do today to honor those who made our nation possible?

Library director Barbara Love was awarded one of a very few grants from a New York City foundation to explore the topic. Over the coming six weeks, I will sit in the moderator’s chair at sessions in the library, and in classes at the local community college, high school and state prison.

I am a political scientist, yet have always enjoyed history, though I am not expert in the Revolutionary Era. To prepare, I just finished “American Creation,” by Joseph Ellis, author of the best-selling “Founding Brothers.”

The Founders, led by Adams, Washington, Jefferson, Franklin, Hamilton, Madison and, of course, others, were not demigods. They were indeed true radicals, intelligent, imperfect.

Their audacity was breathtaking — a tiny band of disparate colonies of barely 3 million people taking on the world’s mightiest military.

Nor was there consensus in the

UNDERSTANDING ILLINOIS Jim Nowlan America colonies. Ellis estimates that only one-third of the colonists supported the Revolutionary cause; one-third, opposed; and one-third sat on the fence.

Gen. George Washington lacked the troops to confront the world’s most powerful military machine frontally. So, after several defeats, he played a defensive game from 1777 until 1780.

The French, always happy to team up with opponents of their mortal adversary, England, played a decisive role at Yorktown in 1781 in defeating the army of Cornwallis, causing the English to sue for peace.

Convention convened Laboring under the woefully inadequate Articles of Confederation, the Founding Fathers convened a convention in 1787 to write a charter that would bind the new states more tightly and increase national power.

At the convention, there were basically three geo-political factions: New York and the Northeast; the slave-holding planter states led by Virginia; and the small states of New Jersey, Maryland and Delaware, which feared the big states would control all.

however, that unification was more important than fundamental differences, so they compromised.

For example, Northern leaders, many of them fervent abolitionists, gave in on the slavery issue. As a result, African-Americans, mostly slaves, were not mentioned by name in the Constitution. These so-called “other persons” were counted as three-fifths of a person each for census purposes and allocation of seats in the new U.S. House.

Over Madison’s strenuous objections, big state leaders gave in to the small ones, granting every state two U.S. senators, a provision that appears unamendable in our Constitution.

And the issue of what to do with the estimated 800,000 American Indians, who stood in the way of white settlers’ ravenous, irresistible hunger for their land, was left to future treaties with these tribal “foreign nations.”

Ellis considers the (mis)handling of the issues regarding slaves and Indians to be tragic compromises within an otherwise masterful creation.

But, were there any alternatives that would not have doomed the enactment of a Constitution?

No good alternatives come to my mind.

For Southern leaders, touching the slavery issue was a non-starter.

As for the Indians, efforts by Washington in his first administration to protect Indians by treaty were overrun, literally, by our forbears’ lust for the land.

Today, we would say the Founders

Observations So, any useful observations?

First, humans are evolving animals. Simplistic stereotyping and “us versus them” views of the world, successful survival tactics in the past, are still with us, unfortunately.

Second, sometimes tragic compromise is apparently necessary, at least in the short run, with resolution of the resulting problems to be determined later.

What to do, today? Many African-Americans and Indians are not assimilated into our majority white world. Maybe some don’t want to be; after all, ours is not a perfect world.

Thus far, our nation seems incapable of closing the big education and economic achievement gaps between whites and blacks, and many Indians live on reservations in what appear to be sorry conditions.

What to do? I don’t favor money reparations at this late date, nor simply throwing more money at the issues, not without sound strategies for positive change.

I have many thoughtful readers, based on email correspondence. So, I solicit ideas from readers that might enrich and inform the discussions I am to lead in Kewanee, Illinois.

HENNEPIN — “I love to draw,” one Putnam County fifth-grader said as she worked on her Super Hero drop of water graphic novel.

Students had just completed the “Incredible Journey.”

This activity, provided by University of Illinois Extension, Marshall-Putnam Ag in the Classroom, helps students understand water movement within the water cycle.

Using dice, each student recorded their drop of water as it moved through a random path. Water might circulate between oceans, rivers, lakes, clouds, animals and groundwater, to name a few. Once they completed numerous paths, they

PC Sheriff Kevin Doyle will award one scholarship HENNEPIN — The Illinois Sheriff’s Association will award more than $50,000 in college scholarships throughout the state of Illinois to students wishing to pursue higher education during the 2019-20 academic year. The scholarships are to be applied to tuition, books and fees only. The students must be enrolled full-time at a certified institution of higher learning within the state of Illinois.

Sheriff Kevin Doyle, Putnam County, will award one scholarship in the amount of $500. There will be no restriction on any applicant by reason of race, age, creed, color, sex or national origin. The only limitations are as follows:

• Applicants must be permanent Illinois residents.

IVCC Wind Ensemble concert on March 7 OGLESBY — The Illinois Valley Community College Wind Ensemble will offer a free concert at 7:30 p.m. Thursday, March 7, in the Dr. Mary Margaret Weeg Cultural Centre. HENRY — River Valley Players Inc. has announced applications are now available for its $500 annual scholarship.

River Valley Players is a community theater group founded in 1977 that believes strongly in furthering the arts in education and the community. The qualifying applicant will have provided service to the organization to further this belief.

Application forms are now available from board members or may be obtained by sending a letter of inquiry to River Valley Players, P.O. Box 259, Henry, IL 61537, with a stamped, self-addressed envelope. A form is also available online at www.rvphenry.org.

The application will include a request for a brief summary of the applicant’s background and a two-page essay. Applications are to be completed and submitted to the above River Valley Players address by April 15.

The applicant must have been involved in a minimum of four productions with River Valley Players. Productions are counted from sixth grade to the present.

No productions will be counted prior to sixth grade. Involvement shall be considered active service in one or more

of the following areas: on-stage performances, set construction, costume committee, technical crew, production crew, orchestra and Board of Directors (junior or senior board member).

The applicant must be in good academic standing, have good character and a positive attitude.

The applicant must plan to attend and be accepted at a two- or four-year college or plan to pursue his or her studies to develop his or her talent at a vocational or trade school.

The applicant must submit a two-page written essay addressing the topic of how the student was involved in River Valley Players and how it has influenced and will continue to influence the applicant’s life.

If no applicant is qualified for the scholarship in a particular year, the scholarship will not be given. An applicant may apply multiple times but may only receive the scholarship once.

The one-year scholarship in the amount of $500 (funded by the late Fr. W. Breuning and RVP fundraisers) is to be used for tuition, books, fees or other related educational expenses. Usually, only one scholarship is awarded each year.

Continued from Page 7 In addition to transportation infrastructure, the Senate panel heard Thursday from community college and university officials who say they are grappling with a backlog of long-deferred maintenance projects to their buildings and other campus facilities.

Still, highways and bridges are likely to draw the most attention as lawmakers put together a capital plan because, according to Magalis, many are nearing the end of their useful life, especially interstate highways that date back to the 1960s, and the 730 bridges for which the state is responsible, many of which date back to the 1970s.

“Unfortunately, as you can tell traveling around our state, our infrastructure continues to deteriorate faster than we can maintain it,” Magalis said.

Putting together a financial package to address all, or even most, of those needs would be a challenge anywhere in the United States. But it will be especially difficult in Illinois, which already carries a heavy debt load and is looking to

take on more, and whose bond rating with Moody’s Investor Services is just one notch above junk status.

Sen. Andy Manar (D-Bunker Hill), who chairs one of the Senate’s two appropriations committees, conceded that the state will need to find new revenue to pay for any new bonds that are issued to fund another capital plan.

“Any time that the state issues debt, there has to be a dedicated revenue stream,” he said during a news conference Thursday following the committee hearing.

That could mean higher motor fuel taxes, higher sales taxes, or some other form of revenue.

Manar was joined at the news conference by Sen. Martin Sandoval (D-Cicero), who chairs the Senate Transportation Committee.

He said Illinois might have to look beyond motor fuel and sales taxes and focus on other, more creative ways to finance a capital plan.

Over the next several weeks, they have scheduled a series of five more public meetings around the state in which they will solicit input from local officials about their needs.

Panthers upset Princeton, fall to Red Devils

BY TOMMY ROSE Shaw Media PRINCETON — The Putnam County Panthers played spoiler in the opening night of the Princeton 2A Regional, defeating the host Tigers 58-56 on Feb. 18 at Prouty Gym. You couldn’t blame the Panthers for wanting to keep the high going.

Unfortunately for them, it didn’t last long, the Panthers falling to rival Hall 62-33 in the regional semifinals.

Putnam County ended its season with a 12-20 record.

The Tigers had the advantage for most of the first half, but the Panthers caught up, grabbed the lead, and kept ahead just enough to earn the right to move on.

Each team made big 3-point shots (9 each), but the Panthers had a better night at the free throw line (9-15, compared to Princeton’s 3-11) and at the glass.

First-year Princeton High School coach Kevin Howard was surprised to see Putnam County get nearly half of their points from behind the arc.

“I thought our half-court zone pressure would be fine, and it was, but then they hit some open threes,” he said. “I didn’t plan on them shooting like that, I didn’t think they were that good of a shooting team overall.

“Every guy, it seemed, was hitting threes. We scouted them but I did not see it that way. They shot the ball very well.”

“Their zone was giving us problems, so we took Carlson and put him at the high post, running the baseline,” PC coach Harold Fay said. “We made them get into a man-to-man where I thought we had a real good advantage, and it obviously helps to hit big shots from the outside, and it

cleans everything up.

“I’d say that was key to the game, the three or four shots that put us up five or six and made them switch defenses, because if they stayed in that zone, we would’ve had trouble if we didn’t shoot well.”

Princeton had the upper hand at the start, jumping out to an 8-0 lead, ending the first period ahead 13-8.

“We knew Princeton was gonna be tough tonight,” Wright said. “They had that early run in the beginning, but we didn’t hang our heads.

Military brother surprises sister at an away game Sam Cirilo, an eighth-grader at Putnam County, was surprised at an away game at El Paso-Gridley by her brother, who has not been home since enlistment.

Airman First Class Sergio Cirilo is stationed in Aviano, Italy. He graduated from the eight-week basic military training at San Antonio, Texas in September 2017. After that, he went to San Angelo, Texas, to complete 68 days of tech school.

Once done with all his training, he was off to his first duty station, and he will stay there until July 2021.

Right from the opening tip, though Putnam County took the early lead, neither team played like their fans were used to seeing, with the Panthers ahead 9-6 at the end of the first quarter.

Fay said, “We kept them on the perimeter and had a little more energy.”

Things livened up for Hall in the second, with Devin Soldati tying the score at 15-15 with his only basket of the game. Chance Resetich (12 points) drained the third of his four first-half treys to give the Red Devils an 18-17 lead, and Cole Wozniak (7) nailed a 3-pointer to extend Hall’s advantage to 23-19 at halftime.

“I was waiting for this game,” Resetich said. “Usually I have a couple games where I don’t miss a shot.

This happened to be one of ‘em.

First half I was in the scoring, second half I facilitated more and that helped us.”

For PC, however, save for an early trey by Jacob Williams, their 3-point shot was a no-show, while Hall sunk eight.

Only the Panthers’ big man Wright scored in double figures with 11 points, with Sabotta tallying seven and Williams with five.

“The coaches had a hell of a game plan for the first half, and it looked like we’ve never played basketball,” Hall coach Mike Filippini said.

“Coach talked to us in our first timeout, we lit a fire under ourselves and just played hard.”

The Panthers rallied to get within one point, with Wright sinking a fadeaway jumper at the buzzer to put PC ahead 27-26 at the half.

“That fadeaway, in all honesty, I just caught it, turned around and shot because I knew we didn’t have much time,” Wright said. “The fact that it went in helped us tremendously.”

The second half started with PC maintaining the advantage but Princeton staying within reach, with the Panthers ahead 41-38 at the

end of the third period.

The pressure was really on Tigers in the game’s last eight minutes, behind as far as 52-44 but battling back to get within one point, 57-56 at :34 left in the game.

A miscue on a inbounds pass from Robbins to Caleb Haring necessitated a quick foul on Carlson, who made one out of his two free throws to make it a two-point lead, 58-56.

Princeton (11-16) got a couple of more chances in the final seconds, but a layup by Hjerstedt rolled around and off the rim and a last-second shot by Reinhardt bounced off the goal just before the buzzer.

“I’m glad that shot didn’t go in, I know that,” Fay said.

“Once we just relaxed and played, we were fine. Chance and Cole kinda carried us in the first half. Coaches can draw up anything, but it’s the kids who make plays.”

Once the third quarter began, Hall senior Jimmy DeAngelo was “the kid who made plays,” scoring the majority of his 22 game points in the second half, and going 6-10 at the free throw line.

“We played good defense, but on

offense we had a slow start in the first half, like we were nervous,” DeAngelo said. “Then Fil(ippini) told the three seniors ‘start acting like senior captains,’ and I feel all three of us did.”

DeAngelo led the Red Devils to a 39-25 lead at the end of the third period, and kept the shots falling until he and his fellow starters made way for their reserve teammates at 3:41 left in the game.

“We came out in the second half and were just standing,” Fay said. “You could just see, and coach (Jim) Vipond looked at me and said, ‘they’re gassed,’ and that was it.

“Then they (Hall) do what they do good: penetrate, kick and score. We couldn’t match it.”

The AMA District 17 state champion of the 125 Open Class is Gavin Sienkiewicz, and third-place finisher is Hunter Billingsley.
