Mennie’s solar garden wins approval from county board Circuit Court Clerk Oliveri announces retirement effective May 1

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — A potential community solar garden built in conjunction with Mennie’s Machine Company and GEM Energ y received unanimous support from the Putnam County Board during its Feb. 11 meeting.

The construction of the two-megawatt, fixed solar array is dependent on the project being selected through the statewide Future Energy Jobs Act lottery program, which aims to increase Illinois’ renewable energy production to 25 percent by 2025.

“They haven’t announced yet when the lottery drawing will take place, but we’re expecting sometime around mid-March,” GEM Energy’s Jessica Tyler told the board.

If the project isn’t selected in the first lottery round, it might be during additional rounds. Bill Mennie said the 17-acre site would be placed near the factory, just off of state Route 71 and near the Ameren substation. He added Mennie’s was contacted by numerous firms and that GEM Energy had made the best proposal.

Hundreds of local Ameren customers would have the option to subscribe to receive the clean energy produced by the solar panels in exchange for a reduced utility rate.

“Depending on the substation’s capacity, the project could also potentially be expanded at some point,” Tyler said.

According to an analysis by Wood Mackenzie Power & Renewables, Illinois is projected to increase its solar capacity from 2018 to 2023 by nearly 1,900 percent, or an additional 1,857 megawatts.

This places Illinois as one of the top states in solar growth and would position it as a clean energy leader in the Midwest.

Circuit court clerk announces retirement After informing the board that her office had passed a recent audit, longtime Putnam County Circuit Court Clerk Cathy Oliveri announced to the board she would be retiring effective May 1.

“It’s been an honor to serve for the past 27 years,” she said before each board member thanked her for her dedication to the county and its residents.

Highway Department Putnam County Highway Engineer Pat Sloan announced the sealcoat work for this year, which will include Bradford Road, will be open for bidding on March 20.

On June 14, IDOT will be taking bids for the Bottom Road Bridge construction project. Additionally, Sloan said the county had purchased seven-tenths of an acre from the Spring Valley Boat Club in support of the upcoming bridge work, which he said should begin in August.

Putnam County Board Chairman Steve Malavolti asked Sloan how the county was doing with the amount of available salt.

Sloan said the county pays $50 per ton of salt and that the agreement is to purchase at least 80 percent of what’s expected to be needed for the year at that rate while being able to get up to 120 percent of that amount.

“We’re at about 100 percent right now, so we’re probably going to be using some more, but we should be OK,” Sloan said.

Putnam County Treasurer Kevin Kunkel reported a General Fund balance of roughly $68,000 and a balance of more than $270,000 across all funds. He added the county will be borrowing money “as needed.”

Following Microsoft’s announcement that the Windows 7 operating system would no longer be supported, Kunkel said the computer service company Connecting Point, of Peru, recommended new equipment.

In 2017, 16.7 million U.S. consumers were victims of identity fraud and theft totaling $16.8 billion, according to a letter sent to the FTC by the attorneys general.

These numbers are so high, they write, because not only are consumers increasingly unaware of just where their information is, but because identity thieves can so easily collect consumer data from broad breaches.

“We must keep in place federal protections for consumers to guard against identity theft and protect their finances,” Raoul said.

Bill aims to regulate homemade guns, blueprints Lobbyist for gun sellers says legislation violates Second, First Amendments ​BY JERRY NOWICKI Capitol News Illinois jnowicki@capitolnewsillinois.com SPRINGFIELD — A bill introduced last week in the Illinois House would add several layers of state regulation to the production and distribution of 3D-printed and home-assembled guns and parts.

Rep. Kathleen Willis, D-Addison, filed House Bill 2253, which would penalize as a Class 2 felony: the possession of an un-serialized firearm that has been 3D-printed or self-assembled; distribution of downloadable firearm printing instructions unless the distributor performs background checks and procedures consistent with a legal gun transaction; and unlawful manufacture of an un-serialized firearm.

Class 2 felonies are punishable by three to seven years in prison and up to $25,000 in fines.

“I’m not calling for a ban on them, I’m just saying that you need to have the same background checks as you would if you were going to purchase a regular gun at a gun dealer or a gun shop, and that means you have to have a valid FOID card,” Willis said.

The bill also requires a FOID card for anyone possessing “unfinished frames or receivers” defined in the bill as “a frame or lower receiver blank, casting, or machined body that requires further machining or molding to be used as part of a functional firearm.”

The unfinished receiver provision contains exceptions for “an unfinished part within a manufacturing process that includes serialization where the name of the manufacturer and an individual serial number.”

Willis said she understands gun assembly is a hobby for some, but she said unregulated, “untraceable” guns could be a dangerous tool.

Todd Vandermyde of the Federal Firearms Licensees of Illinois, a lobbyist on behalf of gun sellers, called the bill an attempt to criminalize the distribution of information, which goes against not only the Second Amendment, but also the First.

“It makes it illegal to digitally share files and blueprints, so if you’re trying to get a custom part made and you need to have a blueprint of a part made and you try to transmit that via a PDF or a drawing or with the actual code, this criminalizes the sharing of that information,” he said.

Vandermyde said there are already federal regulations in place that the bill duplicates. Willis’s bill requires any 3D-printed gun to contain enough

metal to be caught by a metal detector, a provision Vandermyde said is already on federal books.

He also said that the criminalization of self-assembled guns without serial numbers is problematic, because hobbyists are already prevented from selling or trading homemade guns, the activity serial numbers are designed to track.

“Now she’s trying to make it illegal for the home hobbyist to own or possess firearms they’ve made,” he said. “They’re going after an industry and a hobby and lawful gun owners.”

But Willis said the bill didn’t ban any weapons or go after FOID card holders. Her aim was to add a layer of regulation to otherwise untracked weapons.

“It’s not that expensive to buy a 3D printer right now,” she said. “And if we’re trying to cut down on illegal gun trafficking and illegal guns out there, if we don’t have some protections in there to prevent these from getting in the wrong hands, why bother?”

But Vandermyde said there’s been no proof that self-manufactured guns are used in crime, and the bill does not have any language to curtail actual sources of gun violence.

“If they want to talk about going after felons in possession of firearms they shouldn’t have, we’re more than happy to sit down and talk about and work on that,” Vandermyde said. “But any bill we have seen that they want to go after, goes after the industry, goes after federal firearms licensees, and goes after the law-abiding gun owner.”

The Illinois Rifle Association is opposed to the bill as well, listing it on its website among eight bills it opposes this legislative session.

A spokesperson for the Illinois State Police said the agency is still reviewing the final bill before taking a position.

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — The Golden Apple Award is presented each year to Illinois’ outstanding high school educators. Following more than 550 nominations, Putnam County High School’s Wendy Louis has been named one of only 32 finalists for 2019.

The Golden Apple Award for Excellence in Teaching & Leadership was the idea of founder Martin J. Koldyke, who felt that exemplary educators weren’t being adequately recognized for their dedication to their life’s work.

Since 1986, the non-profit Golden Apple organization has chosen outstanding teachers to receive the prestigious Golden Apple Award for Excellence in Teaching.

“Golden Apple is honored to recognize outstanding educators whose quality of teaching and passion for growing their students create an environment in which students are inspired to persevere and attain their dreams,” Alicia Winckler, CEO of Golden Apple, said in a press release.

Louis began teaching special education at Putnam County High School in 2002. She’s since earned her master’s degree in school counseling. She briefly left the district for two years before returning in 2013. She’s been teaching for 23 years total and at Putnam County for a total of 15 years.

She teaches 9th-12th grade Special Education, Life Skills, Transition, and Practical Assessment Exploration System (PAES) classes.

“The simplest way to identify an excellent teacher is by observing the care they show for students through their interactions and willingness to build positive and learning-oriented relationships,” Putnam County High School Principal Clayton Theisinger said.

“Mrs. Louis pours her heart and soul into her service for students by getting to know students, creating bridges between academics and their needs, and making plans to further learning applications,” Theisinger said.

“In many cases, students or others may have thought such transitions would be insurmountable, but she resiliently works to push students towards higher expectations and eventually find the desired success,” Theisinger said.

In recognition of her achievements, Louis was asked what she enjoys about her work.

‘Part of a great team’ “Most importantly, I’m part of a great team of people working to provide all we can. I enjoy coming to work and love seeing students succeed. We started our Individual Transition Plan Life Skills Program and the PAES program four years ago, and since then, our students have thrived. We have two teachers, two paraprofessionals and one job

coach. It’s truly a team effort,” she answered via email.

Louis is particularly proud of the PAES program. She said it’s changed how students in her classroom are viewed by peers and community members.

“It gives students with disabilities opportunities to explore areas in which they have interest and have success in doing. Students have more than 260 simulated jobs which they can try, and it provides employment training and the skills needed for independence,” she said.

The simulations help the students in broad skill areas that can be monitored and measured. Louis utilizes PAES for not only her 9th-12th grade students, but also for her transitioning students who can attend school until they turn 22 years old.

“I’m so proud of our program because we’ve been able to secure a full-time job coach who has our students working in the field on a daily basis. Currently they’re on a

“In the past, it’s been hard getting any community to accept workers with challenges. Over the past four years, we were able to purchase the PAES program and convert our classroom into a lab setting where students could practice tasks. They were essentially employees and the teacher the employer,” Louis said.

She added the lab setting is being used as a competitive work assimilation where job exploration can be done using real tools. Work behaviors are also emphasized and practiced on a daily basis, and these skills relate to most careers.

“The skills they’re learning and mastering help with vocational training, placement, and independent living. Students leave our program knowing what they’re good at, what their strengths are, how to work through problem-solving skills, what behaviors are expected on the job, and what careers interest them,” she said.

Louis is thrilled that in the past two years, several local businesses have supported the school’s program, including Hennepin Foods, Putnam County EMS, Valley Flowers, Lily Pads, and Bridgeview Veterinary Hospital. The students also do jobs for all Putnam County schools.

Louis said she’s been a little overwhelmed with her nomination from Principal Theisinger, but added that it was a pleasant surprise.

“I feel like I’m just doing my job, a job I absolutely love. To see success with my students is the best feeling in the world. It’s a feeling that’s hard to put into words and often brings me to happy tears. Most importantly though, I work with an awesome group of people. I couldn’t do all I do without a fantastic team of administrators, educators, and paraprofessionals. We do it all together. Without this group effort, we couldn’t have pushed this program to where it is today,” Louis said.

Passini opened Jenn’s This and That soon after Christmas, and despite the recent weather, business has been good.

“The weather hasn’t cooperated at all, but sales have been increasing as the word-of-mouth spreads. I’m really looking forward to spring,” she said.

Passini shared how she’d always wanted to own her own business, but wasn’t sure what kind of business it should be. Inspiration struck after a friend gave her a large amount of clothing.

“It was kind of a fluke. I was just sitting there looking at all these beautiful clothes and wondering what to do with them. Once I saw this unit for rent, I thought, ‘That’s it, we’re going to have a

As she’s taken care of the many minute tasks associated with a new business, Passini has also been brainstorming as to how This and That will be evolving.

“I really want to make coming here an experience for shoppers. Everyone has been sharing their ideas, and I’ve been listening to all of them,” she said.

Potential ideas include highlighting local vendors, artists and home businesses, as well as a variety of shopping events and aesthetic changes to create the desired upscale ambiance.

Along with clothes, This and That also offers an ever-growing selection of housewares and other items.

Two college programs placed on inactive status Enrollments down for human services, graphic design tech OGLESBY — Illinois Valley Community College placed its Human Services and Graphic Design Technology programs on inactive status at Thursday’s board meeting due to “unsustainable enrollments.�

Trustees approved discontinuing a Human Services Associate in Applied Science (AAS) degree and certificate, as well as Substance Abuse Treatment certificates.

However, to allow students already in either program the opportunity to complete certificates or degrees, program courses will continue through the end of spring 2020 in a “one-year teach-out,� said Vice President for Academic Affairs Deborah Anderson.

The decision was based on the administration’s annual review of “program viability.� The programs had previously gone through

“enhancement plans� in an attempt to generate enrollment.

Human Services’ duplicated headcount fell from 140 in 2012 to 61 in 2018 and credit hours generated from 420 to 180. The program had 13 graduates earn the AAS or a certificate in 2016; just three students completed in 2018.

In a Jan. 14 memo to IVCC President Jerry Corcoran, Anderson lamented the program’s demise after Jerry 16 years.

Corcoran “Human Services IVCC has strong ties to the president social service agencies in the Illinois Valley. Many of these agencies rely on our students to serve as interns and to staff their entry level positions,� she said. “In a very humane sense, the program underscores our mission to contribute to the quality of life in the Illinois Valley. Unfortunately, the dire need for people to serve in this field has not attracted students to the program.�

who retired as a full-time instructor in July, is teaching part-time this semester. No courses were offered in fall 2018. “Despite ongoing monitoring, this program remains low-enrolled and unable to generate revenues that cover its expenses,� Anderson said.

After just two students graduated from the program in fiscal 2016, graphic design rebounded with 11 graduates each in 2017 and 2018. “While some limited instruction is available this spring, it is unclear if that will generate the credit hours necessary to demonstrate program viability,� Anderson said.

Corcoran credited Batson-Turner and Skoflanc for their commitment to the college and students. “Jean and Francie have been wonderful representatives of the college across the community in their many years of employment. They are well respected professionals among their peers and have never given less than 100 percent to their students,�

Human Services prepares students for careers in family support, alcohol and drug abuse counseling, adult day care, client and child advocacy, social services and community organizing and outreach, among many other occupations.

Program coordinator and instructor Jean Batson-Turner, leader of the program since 2002, will have the opportunity to remain at IVCC as she is qualified to teach sociology, Anderson said.

A few of the Human Services students asked the board Thursday night to reconsider dropping the program. Second-year student Cyndi Freeman said the program produces individuals “who mend the broken back to wellness.�

When informed of the college’s plan to allow those already enrolled to finish the program, first-year student Patricia Dillard said, “That relieves a lot of fear for me.�

• District high school superintendents have responded positively to a plan to market IVCC’s Ottawa Center as a transfer academy. For the plan to be successful, more high schools must be receptive to releasing seniors early in the afternoon to enroll in college classes.

“We will do everything we can to incentivize high schools on the east side of the district to consider this,” said Corcoran. “Ottawa Center’s fall schedule will be transfer-focused and we’re optimistic it will have an impact on enrollment.”

• Next fall, the Illinois Valley Crime Prevention Commission will have advanced law enforcement classes for police officers at IVCC. The commission plans to offer courses for police officers who want to become field-training officers. “I believe this will strengthen the partnership between the training commission and local law enforcement and encourage officers interested in furthering their education to do so at IVCC,” said Corcoran.

• The annual recruitment day for local hospitals at IVCC Jan.

“Rep. Yednock was very clear in his appreciation for IVCC; I know he’ll do a fine job representing our interests,” Corcoran said.

• A total of 165 fall graduates earned 186 degrees and certificates compared to 161 students earning 202 degrees and certificates in 2017.

• In a letter to the board, University of Illinois Extension ag program coordinator Daryle Wragge praised the college for revitalizing its ag program. “After being in agricultural education for 40 years at the high school, community college and university levels, I cannot tell you how much I appreciate your support of our young people in the agriculture industry. Your addition of a full-time instructor, land lab, and an additional course structure is truly exciting.”

Louis was asked what she’d like to do with her award money if she’s chosen. One significant thing would be an assimilated apartment setting so independent living skills can be practiced. She’d also love to have

a therapy dog available to Putnam County Schools.

“These skills are true to life, and if we can give the students experiences true to life, there is no greater gift I could ever teach them.

That would mean the world to me,” Louis said.

CINDY HARTMAN GRANVILLE — Cindy M. Hartman, 59, of Granville passed away Sunday, Feb. 10, 2019, in her home.

Cindy was born Jan. 17, 1960, in Burlington, Wis., to Gene and Harriett (Bigley) Davis. She married Kerry Hartman July 31, 1993, at the United Church of Christ in Granville.

Cindy was employed by HyVee in Peru, where she enjoyed her job and co-workers and customers. She also managed Hardees in Spring Valley, and she also managed Dollar General stores in the local area for many years. Cindy and Kerry owned and operated Blue Lake Resort in Okaboji, Iowa, for three years.

Cindy enjoyed spending time with her grandchildren and family. Her favorite holiday was opening day of duck season with her family and Labs.

Cindy is survived by her husband, Kerry; her mother, Harriett Davis of Burlington, Wis.; two children, Ryan (Connie) Hartman of Granville and Dane (Shelly) Hartman of Rossville; one sister, Linda Kryzaniak of Plymouth, Minn.; four brothers, Gene (Sheila) Davis of Silver Lake, Minn., Wayne Davis of Milwaukee,

Funeral services were held Feb. 16 in the United Church of Christ in Granville with Pastor Ron McNeil officiating. Visitation was held prior to the service in the church.

Historical society will meet Feb. 24

HENNEPIN — The winter program of the Putnam County Historical Society will be at 1:30 p.m. Sunday, Feb. 24, at the Meeting House, 403 Old Highway 26 in Hennepin (in between the Ag Museum and Pulsifer House).

Sidney Whitaker, president of the historical society, will discuss

the society’s collection of Civil War memorabilia. Sidney will show a variety of items from the collection, and discuss the donors and some of the stories behind the items.

GRANVILLE — Putnam County High School will host a freshmen open house for all current eighth graders who will be transitioning to the high school for the 2019-20 school year. The event is scheduled for 6:30 p.m. Thursday, Feb. 28, at PCHS. All incoming students are encouraged to attend with their parents/ guardians. Course registration and

general expectations will be presented by administration, student representatives and other personnel. This evening will serve as the primary opportunity to review the registration process and expectations as your child moves from junior high to secondary level.

Fish fry fundraiser on March 15

LASALLE — The LaSalle-Peru High School band and the Better Fishing Association will host a fish fry fundraiser from 5 to 8 p.m. Friday, March 15, at the LaSalle VFW, located at 2325 Donahue St. in LaSalle.

The cost is $8 for adults, $5 for children under 11. Carry-outs are 50

cents extra.

The meal will include fish, fries, coleslaw and coffee. The event will also include a bake sale, 50/50 raffle and bar on site. The L-P Jazz Band will also perform.

PRINCETON — GriefShare, a support group for those who have lost a spouse, child, family member or friend, will be starting a new meeting session from 6 to 8 p.m. beginning Tuesday, March 5, at the Evangelical Covenant Church, 24 N. Main St. in Princeton.

Meetings will be every Tuesday through June 4. There will be no meeting on April 16 during Holy Week.

OGLESBY — Illinois Valley Community College’s 14th annual Edible Car Contest will be at noon Wednesday, Feb. 27, in the cafeteria.

The contest, which celebrates National Engineering Week, was originally sponsored by the National Science Foundation. Check-in begins at 10 a.m., with judging at 11:30 a.m. and racing at noon.

“Our purpose is to demonstrate

that STEM, or science, technology, engineering and math, can be creative and fun,” said Computer Aided Design instructor Dorene Data, organizer and coordinator of the event.

In addition to IVCC students, faculty and staff, area high schools are also invited to compete. Participants work in teams to come up with creative and workable designs.

In 2016, the contest received its

fourth nomination for a prestigious Bellwether Award, a national award recognizing outstanding and innovative community college projects.

In 2012, the contest was one of 10 finalists.

“Last year we had a record num-

ber 36 entries with 18 cars created by students from five local high schools. We’re excited to see this year’s designs,” Data said.

14th annual Edible Car Contest scheduled for Feb. 27

Garnet Rogers returns to Princeton Coffeehouse PRINCETON — Acclaimed Canadian singer/ songwriter Garnet Rogers will perform at 7:30 p.m. Saturday, Feb. 23, at the Princeton Coffeehouse. He last appeared at the coffeehouse in 2013.

Since then, Rogers has released a memoir, “Night Drives: Travels With My Brother,” about a rough, scary and often exhilarating life on the road performing with his older brother, Stan Rogers, the legendary folk music composer and singer. This was in the 1970s before the independent music scene had really taken off. Following Stan’s untimely death in 1983, Garnet continued performing, primarily as a solo artist.

The Boston Globe has called Garnet Rogers “one of the major talents of our time.” In live performances, Rogers customarily plays three vintage Gibson acoustic guitars, a National guitar, a Fender Stratocaster and occasionally a Hammertone Octave 12. His songs tend to be somewhat less traditional than those he played with his brother, drawing from folk, rock and blues influences.

In 2000, Rogers was the winner of the Helen Verger Award, given annually to an artist who has made valuable contributions to Canadian folk music. Other winners have included Sylvia Tyson, Bruce Cockburn, Buffy Sainte-Marie, and Kate and Anna McGarrigle.

Rogers encourages concert-goers to bring donations of non-perishable food or personal items, like shampoo and toothpaste, which will be given to the Bureau County Food Pantry.

Sponsors of the Garnet Rogers show are Rick and Sarah Brooks.

Admission is $20 at the door. Doors will open at 7 p.m.

The Princeton Coffeehouse is located at Open Prairie UCC Church, 25 E. Marion St. in downtown Princeton. The venue is completely accessible and there is ample free parking nearby. Fair trade coffee, tea and homemade desserts will be available.

Governor says he will sign bill ‘in coming days’

BY JERRY NOWICKI Capitol News Illinois jnowicki@capitolnewsillinois.com SPRINGFIELD — A bill to raise Illinois’ minimum wage to $15 by 2025 needs only Gov. J.B. Pritzker’s signature to become law, and his office said he stands ready to act in the coming days.

“Today is a resounding victory for the 1.4 million Illinoisans who will soon get a hard-earned and well-deserved raise,” Pritzker said in a news release Thursday, Feb. 14. “After nearly a decade of delay, I applaud the House and Senate for passing a living wage with the fierce urgency this moment requires.”

The House galleries were filled with cheers from advocates — many of them currently making the minimum wage — as the final 69-47-1 favorable vote became official.

Prior to the final vote, Pritzker was on the House floor smiling and shaking the hands of Democratic lawmakers — even as Republican Minority Leader Jim Durkin was lamenting the lack of bipartisanship behind the effort in his floor speech.

“This is not the way to start out the General Assembly,” Durkin said, adding Republicans had “basically been told your interests and your thoughts are not valid and we don’t care.”

“The small family farms will suffer the worst with the organic farms, orchards, vineyards, wineries, and the livestock industry being hit the hardest of all,” Meier said. “This is another Illinois law that will yet again put our region at a disadvantage.”

Rep. Tom Bennett, a Gibson City Republican, cited a National Federation of Independent Businesses study which said Illinois would

see 93,000 jobs lost because of the increase. Rep. Terri Bryant, a Murphysboro Republican, said the bill would cost Illinois’ public universities $112 million by the time it is implemented.

Republicans also brought up the hundreds of millions of dollars the bill would add to the state’s expenditures as human service providers — especially nursing homes, 25 of which have closed since 2014 because of inadequate Medicaid reimbursements — universities and other departments request more funding to pay for the higher labor costs.

But Rep. Will Guzzardi, Senate Bill 1’s House sponsor, continued to point to data which shows no impact

on job losses when communities see an “incremental” minimum wage increase, and spoke to the dignity of the worker.

“The only way to stop being poor is to have more money,” he said. “And that’s what this legislation is going to do. The working poor in our state are going to have more money. We will treat their labor with the dignity and respect it deserves, and we will allow them to provide a better standard of living for themselves and their families.”

While Republicans continued to argue that the studies cited by Guzzardi predict only an incremental increase — not an 82 percent spike in six years — many Democrats were convinced by the moral argument.

Rep. Emmanuel “Chris” Welch of Westchester was among them.

“People should not go to work 40 hours a week and still not be able to put food on the table,” he said. “Dr. King said there is nothing but shortsightedness to prevent us from guaranteeing a livable income for every American. Let’s not be shortsighted today.”

Rep. Celina Villanueva, a Chicago Democrat, said further progress was necessary and the fight for 15 was only the “first step” toward worker dignity.

“What we’re really talking about is the dignity and respect of our workers,” she said. “I don’t think 15 is enough. I’ve never thought 15 was enough.”
