Waltham’s Riker Fesperman wins ROE Spelling Bee in 17th round

BY DAVE COOK news@putnamcountyrecord.com OTTAWA — After an intense 17 rounds of competition, Waltham Elementary’s Riker Fesperman won the 59th annual LaSalle, Marshall & Putnam Counties Regional Spelling Bee on Saturday, Feb. 9.

Held in the auditorium of Ottawa Township High School, the bee featured 33 of the region’s most capable spellers who gathered on the stage to compete for awards and the chance to advance to the Grand Finals, which will be held in Peoria at the WEEK-TV studios at 1 p.m. on March 22.

“I like sports and this is just as exciting, there’s a real nervousness in the air. This is a fun day, and it’s always great to highlight academics and honor all of the hard work and achievements our students,” Regional Superintendent Chris Dvorak said before the contest began.

After allowing the students to settle in on stage, both Dvorak and pronouncer Rick Koshko addressed them to go over the rules and provide helpful advice and tips.

Following a practice round consisting of students spelling the first word in the name of their school, the competition was underway.

Five students exited in the first round; five in the second; eight in the third; one in the fourth; three in the fifth; and just one left in the sixth through ninth rounds.

The final two competitors were Fesperman, an eighth-grader who placed second last year, and Corrine Francis, an eighth-grader from Ottawa’s Shepherd Middle School.

The bee lasted five more rounds with the tension increasing word by word until Francis misspelled “accommodate” and Fesperman returned to the mic to correctly spell “egalitarian.”

Fesperman’s word list for the bee consisted of the following: orange, hurricane, polymer, leotard, incorruptible, clementine, confetti, orthodox, buccaneer, libretto, geisha, boudoir, obsequious, tortoni, taj, Geronimo and egalitarian.

He credited his success to a slow and steady delivery style, intently studying the provided word lists, imagining those words appearing on a screen or at a typewriter, randomizing them and giving extra focus to those words misspelled during practice sessions.

The competition was sponsored by the Ottawa Kiwanis Club and the Regional Office of Education.

First prize included plaques, $200, a $50 gift certificate to Prairie Fox Books and an additional, traveling plaque which will be displayed at Waltham Elementary for the year.

For second place, Francis was awarded two plaques, $100 and a $50 gift certificate to Prairie Fox Books.

While on-stage before the event began, Dvorak reminded the students that even if they were eliminated in early rounds that they “should all be very proud” of themselves because they’d already distinguished themselves just by making it to the regional finals.

Early voting begins Feb. 21 for Consolidated Election HENNEPIN — Putnam County Clerk Dan Kuhn announced that early voting for the April 2 Consolidated Election will be conducted in the county clerk’s office in the courthouse at 120 N. Fourth St., Hennepin.

Early voting will start Thursday, Feb. 21, and will continue through

Monday, April 1, on weekdays from 9 a.m. to 4 p.m. and also on Saturday, March 30, from 9 a.m. until noon.

“Any voter that is a valid registrant in Putnam County may vote during the early voting period after showing proper identification,” Kuhn said.

“However, any vote cast is final and may not be revoked. As a result, the early voter is not eligible to cast a vote on Election Day,” Kuhn said.

ILLINOIS VALLEY COMMUNITY COLLEGE

OGLESBY — There will be no tuition increase at Illinois Valley Community College in 2019-20, the board’s audit finance committee learned recently.

“There won’t be many community colleges in the state who will make that statement,” IVCC President Jerry Corcoran said.

IVCC will freeze tuition at $133 per credit hour for the summer, fall and spring semesters, Cheryl Roelfsema, vice president for Business Services and Finance, said as part of her report on the

three-year financial plan.

The administration will seek the approval of the full board on Feb. 14.

IVCC’s $133 rate compares to a “peer average” (for community colleges of similar size, location and resources) of $141.25 and a state average of $144.36.

Roelfsema said IVCC is hopeful that keeping costs down along with the addition of new programs in agriculture, cybersecurity and medical assistant will help enrollment.

“Our plan is optimistic about enrollment growth and cautious on state funding,” she said.

In other business, audit finance approved bringing to the full board: • The administration’s recommendation to change 86 course fees: 62 increases, two new courses, 15 decreases and the assignment of fees to seven existing courses.

• Transfer of $450,000 to a Capital Development Board trust account for the building of an agriculture program storage building where the dairy barn once stood. Corcoran said the building design will require IVCC board approval before it can proceed.

• An intergovernmental agreement with the city of Ottawa for a 12-year extension of a downtown TIF district.

Pritzker’s February budget address, it expects state funding to maintain current levels.

Property tax income is expected to increase 1.5 percent per year, Roelfsema said, while noting Exelon Generating Station’s 2019 assessment will increase from $435 million to $460 million.

In a memo to Corcoran, Roelfsema said in summary: “The struggle to maintain enrollments is the highest priority. Over the next three years, it will be important to match personnel with enrollments. New programs will be considered and current programs evaluated for viability.”

McNabb standoff ends peacefully Residents thankful no one was hurt

BY DAVE COOK news@putnamcountyrecord.com MCNABB — An ongoing and escalating problem with an adjacent tenant boiled over at the Moreno’s On Main restaurant in McNabb Tuesday, Feb. 5.

At 1:47 p.m. the Putnam County Sheriff ’s Office received a call that a male with a machete, later identified as Billy J. Marcano, 31, had broken through a locked interior door in the back of the restaurant and entered while making threats.

“I’m so thankful Andy Jackson (director of the Putnam County Emergency Medical Services) was Billy J. here because I just Marcano froze,” Linda Moreno, owner of the restaurant, said Feb. 6.

“Andy told us all to get out, and he helped keep everyone safe until the police arrived,” Moreno said.

“I’m just happy everything ended peacefully and without anyone being hurt,” Jackson said at the restaurant.

to defuse the intensifying situation with Marcano in the days prior to the standoff.

Despite warnings to not park along the street during snowfall, Marcano

allegedly had done so, and his vehicle was then blocked in by the snow deposited from passing snowplows.

Putnam County Sheriff Kevin Doyle said the only history they had had with Marcano was minor and was in regard to the parking issues.

“He was bothering customers outside on the sidewalk and was making a lot of noise and banging on the wall. He destroyed the inside of the apartment. I’m afraid to go look at it,” Moreno said.

The day after the seven-hour standoff, shards of glass littered the sidewalk near Moreno’s from where Marcano broke out the apartment windows. Plastic sheeting now covers them. A reporter was granted access to the apartment to survey the interior damage.

The legs of a metal chair were stuck into a wall, and two golf clubs also protruded from different walls.

There were several large holes made in the walls, pieces of furniture and the back of a refrigerator, which had been moved to the middle of the room.

The couch was tipped on end. Duct work and wiring had been ripped from the ceiling. The furnace was smashed, and vent pipes had been ripped off. Smashed items, including a television, were strewn everywhere.

“The situation quickly escalated,

“We’re lucky this ended peacefully. There were a lot of prayers being said while we waited in there,” resident Betty Johnson said while sitting at a table in Moreno’s.

Moreno also wanted to be sure to thank those who came to McNabb’s aid during the crisis, including Magnolia resident Peggy Smith, who brought movies to the fire station for the waiting children, and Grandma Rosie’s, The Clover Club, and Maryfran Crist for the food they sent.

“I’m happy to have seen everyone working together to get this resolved peacefully, and I’m glad no one got hurt. The community really came together during this, and I want to thank everyone for all they’ve done for us,” Moreno said.

Doyle said the Putnam County Sheriff ’s Office was assisted by numerous agencies, including the Spring Valley Police Department, Marshall County, LaSalle County and the Illinois State Police.

Marcano is being held on a Putnam County warrant for burglary. He was scheduled to appear in Putnam County court on Feb. 7.

Man arrested in McNabb standoff will undergo psychiatric evaluation

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — The McNabb man who violently entered a McNabb restaurant with a machete Tuesday afternoon, Feb. 5, and triggered a seven-hour standoff with law enforcement made his first appearance Feb. 7 in Putnam County court.

Billy J. Marcano, 31, entered the courtroom heavily guarded, shackled and wearing a lime green jumpsuit and orange sandals.

Judge James A. Mack began the hearing by asking Marcano if he would be hiring his own attorney or if he would like to be represented by public defender Roger Bolin, who was seated next to Marcano.

“Yes, your honor. I can’t afford my own, thank you, your honor,” Marcano calmly answered.

and potential penalties. Currently, Marcano is charged with burglary, a Class 2 felony with a penalty range of three to seven years.

Before further proceedings continue, it was agreed by both the prosecution and defense that an order would be entered for Marcano to first undergo a psychiatric evaluation by Dr. Ryan Finkenbine of Peoria to determine his fitness to stand trial.

Mack also informed Marcano of the ramifications of refusing to cooperate or of attempting to use the doctor’s fitness report in a number of ways during continued proceedings.

Online posts considered After the hearing, Putnam County State’s Attor ney Christina Judd-Mennie said Marcano’s social media posts from Feb. 1 through the standoff would be entered as a consideration towards his mental fitness, as well as his prescribed medications.

During the hearing, Marcano was described as “exhibiting eccentric behavior” since being in custody. He’s

being held in the LaSalle County Jail because they have medical facilities.

The judge agreed that time counted toward the 120 days of the Speedy Trial Act would be halted until the psychiatric evaluation was completed. If deemed competent, Marcano will likely face additional charges, but Judd-Mennie did not elaborate.

“My main concern right now is towards his fitness. Once that’s determined, we’ll know how to move forward,” she said.

PUTNAM — Rhonda Sue (Fecht) Downey, 56, of Putnam passed away at 8:35 a.m.

Thursday, Feb. 7, 2019, at Heartland Health Care Center in Henry.

Rhonda was born Feb. 10, 1962, in Streator to Gerald and Pauline Fecht. She married Jonathan J. Downey on July 2, 1989, at the Antioch Christian Church in Toluca. He survives.

Rhonda was a 1980 graduate of Toluca High School, a graduate of Illinois Valley Community College and a 1985 graduate of Northern Illinois University in home economics. She taught home economics at Low Point-Washburn High School for five years. Rhonda was the Senachwine Township Clerk for 21 years and worked part-time at Henry-Senachwine Grade School in the cafeteria. Rhonda was also a homemaker, a stay-at-home mother, farmer’s wife and a friend to many. Rhonda was a member of the Henry United Methodist Church.

Rhonda’s many volunteer activities included serving on the Putnam County Board of Health, numerous committees and activities at the Henry United

Methodist Church, including Sunday school teacher and Henry vacation Bible school director.

She was extremely involved in her children’s activities, 4-H and the FFA. Rhonda was inducted into the Illinois 2018 4-H Hall of Fame. Rhonda was known for her culinary and baking talents.

She was an eager participant in family, community, school and church activities.

Also surviving, along with her parents of Toluca, are her children, James Henry Downey, Thomas Jacob Downey, Caroline Jessie Downey and Jonathan Walter Downey, all of Putnam; her siblings, Carol (Mike) Rinehart, Robert (Deanna) Fecht and William Fecht, all of Toluca; her nieces and nephews, Joseph Fecht, Katherine Fecht, Philip Rinehart, Bryan Fecht and Leah Fecht, and Stephen, David and Daniel Downey.

She was preceded in death by her grandparents, Frank and Jessie Fecht, and Russell and Anna Litchfield; and a sister-in-law, Gina Fecht.

HENNEPIN — Gail F. (Platt) McCauley, 74, of Hennepin passed away at 3:55 p.m.

Saturday, Feb. 9, 2019, in Heartland Health Care Center in Henry, after a short, courageous battle with cancer.

She was born Nov. 21, 1944, in Spring Valley to William and Sara (Belcourt) Platt. She married Paul McCauley Feb. 17, 1991, in Las Vegas. He survives.

She was retired from the housekeeping department at Perry Memorial Hospital.

She was a member of the Hennepin and Tiskilwa women’s clubs, and the Tiskilwa Historical Society, and she volunteered many hours over the years with various children’s organizations.

Also surviving are three daughters, Kimberly Clark of Crestview, Fla., Lisa

(Greg) Braswell of Centerton, Ark., and Kelly (Joe) Eiken of Tiskilwa; one son, Greg McCauley of League City, Texas; 10 grandchildren; two great-grandchildren; and one sister, Sharon Samuelson of Oxford, Wis. She was preceded in death by a son, James E. Tyler Jr. on Feb. 28, 2018.

Funeral services will be at 12:45 p.m.

Saturday, Feb. 16, in the Helmer-Shields Funeral Home in Granville with Pastor Betty Delgado officiating. Burial will be in the Riverside Cemetery in Hennepin.

Visitation will be held prior to the service, from 10 a.m. to 12:45 p.m. in the funeral home.

Memorials may be directed to the family for donations to the Putnam County Ambulance Service and the Tiskilwa Historical Society.

PC Sheriff Kevin Doyle will award one scholarship HENNEPIN — The Illinois Sheriff’s Association will award more than $50,000 in college scholarships throughout the state of Illinois to students wishing to pursue higher education during the 2019-20 academic year.

The scholarships are to be applied to tuition, books and fees only. The students must be enrolled full-time at a certified institution of higher learning within the state of Illinois.

Sheriff Kevin Doyle, Putnam County, will award one scholarship in the amount of $500. There will be no restriction on any applicant by reason of race, age, creed, color, sex or national origin. The only limitations are as follows:

• Applicants must be permanent Illinois residents.

• Scholarships must be utilized at institutions of higher learning within the state of Illinois.

• Students must be enrolled as a full-time student during the 201920 school year (excluding summer session).

Applications are now available at the Putnam County Sheriff’s Office or online at www.ilsheriff.org. Students must complete the application, answer the essay question and return all documentation to the sheriff’s office in their permanent county of residence by March 15 (must be postmarked by this date).

PC FFA will host annual breakfast and labor auction on Feb. 16 GRANVILLE — The Putnam County FFA will host its annual FFA breakfast and labor auction on Saturday, Feb. 16.

The breakfast will be held in the commons at Putnam County High School from 7 to 10 a.m. Food being

served at the breakfast will include pancakes, sausage, applesauce, milk, coffee and orange juice. To eat, the cost is only $8.

At 8:30 a.m, the Putnam County FFA officers will be auctioned off in their annual labor auction.

Genealogy guild will meet Feb. 16 OTTAWA — The LaSalle County Genealogy Guild will meet at 1 p.m.

Saturday, Feb. 16, at 115 W. Glover in Ottawa. The speaker will be Seattle Sutton, who will give a presentation on healthy living.

In 1985, Sutton decided, as a registered nurse in her husband’s medical practice, that patients needed healthy portion-controlled meals that they could use to help improve

their health. It grew from that idea to a national company serving people from coast to coast, healthy, freshly prepared meals. Today, she is happy that it has all grown to a three-generation family-owned and operated business. She will serve samples and give away lots of prizes, including a watch.

BRIEFS IVCC will hold free volunteer tutor training OGLESBY — The Adult Education Community Tutoring Program at Illinois Valley Community College will conduct free volunteer tutor training from 8:30 a.m. to 4 p.m. Saturday, Feb. 23, in Room C325.

Volunteers must have a desire to work with adult learners and be willing to tutor two-to-three hours each week. Teaching experience is not necessary, however, 10 hours of training through the program is required. Visiting an Adult Education classroom is an additional training component.

After completing training, volunteers have the option of tutoring in an English Language Acquisition class, an Adult Basic Education class or a High School Equivalency class. These classes follow the IVCC semester schedule in fall and spring. One-to-one tutoring might

be available during summer months.

Free online tutor training is another option for volunteers whose schedules do not allow them to participate in the spring training session. For information, go to http://www.ivcc.edu/communitytutoring.

IVCIL offers equipment loan closet LASALLE — The Illinois Valley Center for Independent Living (IVCIL), located at 18 Gunia Drive, LaSalle, has an equipment loan closet.

IVCIL is a non-profit agency that assists people with disabilities to live independently in the communities of

Bureau, LaSalle, Marshall, Putnam and Stark counties.

Donations of used equipment, which are clean and useable such as walkers, canes, commodes and wheelchairs, are welcome and appreciated. Before donating equipment, call IVCIL during business hours. Donations will only be accepted during business hours. The community is welcome to call and borrow equipment free of charge. Some equipment, which is valued over $100, requires a $100 cash security deposit. The security deposit will be reimbursed upon return if equipment does not show damage and/or wear and tear. For such equipment, it is required to bring it in to be inspected by IVCIL staff on a periodic basis. Some equipment can be loaned only for a specified time period determined at time of loan.

GRANVILLE — On Jan. 20 and 21, Augustana College hosted its annual Honor Band Festival in Rock Island.

The festival consists of students from all over Illinois, as well as various schools from Iowa. Students are selected for participation based on director nominations and playing experience.

Five Putnam County High School students attended this two-day event. Kaleb Wright, tenor saxophone, and Emily Ely, oboe, were members on the festival blue band, conducted by Stephen Pratt. Wesley Grimshaw, clarinet, Kalyn Grant, clarinet, and Isaac Wujek, trumpet, were members of the festival gold band, under the direction of guest conductor Michael Fiske.

The festival focuses on preparing music for a finale concert after many hours of rehearsal over the two-day event. The finale concert features both the gold and blue honor bands, as well as a performance by the Augustana Symphonic Band.

IVCC will offer dental clinics OGLESBY — Illinois Valley Community College’s Dental Assisting Program has begun their free/ reduced-cost dental clinics for IVCC students, staff and the community.

Clinics are 8 a.m. to noon Fridays, February through May (excluding Feb. 22, March 8 and 15), in the Dental Lab (B214). Patients can call 815-224-0227 to schedule an appointment for a comprehensive exam and X-rays. Qualifying patients will then be scheduled for a cleaning ($30 or free if IVCC student, faculty or staff), sealants (free) or full mouth series of X-rays (free).

Dental assisting program coordinator Heather Seghi said, “Our students are excited to start their

clinics to hone their skills. They need a required number of patients, so reliable patients are desired as there is not time for rescheduling missed or canceled appointments.

“We do have outside resources for those unable to have the cleaning completed in our clinic, and we are very happy to help in any way we can to ensure they receive the best care,” she added.

Last year’s clinics scheduled more than 106 appointments and attending doctors found several undiagnosed conditions ranging from a fractured tooth under a crown, an abscess, wisdom teeth impaction and rampant decay caused by xerostomia (dry mouth).

Kelly Raineri achieves nursing milestone at Lakeview College DANVILLE — Lakeview College of Nursing recently held a ceremony to recognize students who achieved the transition into clinical practice within their bachelor’s degree nursing program.

Kelly Raineri of Peru was one of the students who received a white coat during the celebration. Raineri attends Lakeview’s Charleston Campus.

More than 30 students from Lake­ view’s Charleston and Danville Campuses participated in the event that was held recently at the I-Hotel and Conference Center in Champaign. A large number of supportive family members and friends also attended.

The college’s faculty, who were also wearing white coats, cloaked the students with their new garments. The white color of the coat represents compassionate caring, and the student’s receipt of the jacket demonstrates a commitment to this compassionate and humanistic care, according to Lanette Stuckey, who is the dean of Nursing at Lakeview College of Nurs-

ing. Stuckey spoke at the event about the symbolism that the white coat represents.

“Historically, the white coat ceremony has been reserved for a college of medicine as a way of welcoming new physicians into professional practice. The new physicians would receive their white lab coats upon graduation in recognition of their accomplishment,” said Stuckey.

Within the nursing community, the right of passage into professional practice has traditionally been symbolized by graduates receiving their college’s official nursing pin. Although this tradition continues, the nursing profession, as well as overall health care, has changed, explained Stuckey.

Members of Lakeview’s Student Government Association led the Nightingale Nursing Pledge and the White Coat Oath. Students recited verses that call for practicing the profession to the best of their ability as well as to promote, advocate and strive to protect the health, safety and rights of the patient.

IVCC Ottawa Center will host ag night OTTAWA — Illinois Valley Community College’s Ottawa Center will host an Ag Information Night from 5:30 to 7 p.m. Monday, Feb. 25.

“We welcome students, parents and anyone with an interest in learning about advances in agriculture,” said Mott. “This is a rare opportunity on the eastern side of our district to explore career opportunities.”

IVCC softball clinic

OGLESBY — Illinois Valley Community College’s softball team will host the 20th annual IVCC Eagles Softball Clinic Saturday, Feb. 16, and Sunday, Feb. 17, in the school gym.

Coaches and current players will offer softball instruction in hitting, bunting, fielding, throwing, base running and communication.

There are two sessions each day. On Saturday, participants in grades 2-4 will meet from 8 to 10:30 a.m., and grades 5-8 will meet from 11:30 a.m. to 2 p.m. On Sunday, grades 2-4 will meet from 10 a.m. to 12:30 p.m., and grades 5-8 will meet from 1:30 to 4 p.m.

Hall girls knock out Putnam Bailey Herr wins County in 2A regional action first championship PCR SPORTS STAFF SPRING VALLEY — At the Hall Class 2A girls regional on Feb. 6, the host Lady Devils, led by cousins Hanah and Janessa Hart, blew the game open early and kept piling on the points to cruise to a 49-21 win over Putnam County, ending the Lady Panthers’ season at 17-14.

Hall (19-8) was quick to dismantle whatever game plan Putnam County planned to use against them, starting off the game with a 12-0 run that turned into a 16-6 first period lead.

Powered by points leaders Hanah Hart (19) and Janessa Hart (14), the Lady Devils hit the court running and never let up, with the Hall defense shutting down outside shooting opportunities for the Lady Panthers.

“They did a nice job of taking away everything we had,” PC coach Jared Sale said. “They got off to a fast start tonight and we didn’t, unlike Monday. A 12-0 (deficit) is hard to come back from.”

Hall coach Brian Holman was pleased to see his team’s play fall into place early.

“Yeah, we executed awfully well,” he said. “We finally put some things together toward the end of the season, and that’s probably one of our better efforts.

“I thought we played hard on the defensive

end. Even the baskets they made, we made them tough to get.

“We’ve got a lot of stuff we can do, it’s just a matter of whether it’s going to work and look good.”

Hall continued to plow their way through the next period, ending the half ahead of PC 27-14, helped in no small part by Janessa Hart stepping up her presence in both the paint and perimeter.

“When we played them at their floor earlier this season, I had trouble guarding the post against the two people they had on me,” Hart said. “But we practiced on it, and that helped me a lot with my rotations.”

“Janessa deserves the credit,” Holman said.

“She’s been an absolute force, and I’m awfully proud of her.”

The Lady Panthers’ woes continued in the second half, outscored 11-0 in the third period and 11-7 in the fourth.

Gabby Englehaupt (6) and Jacyln Cinotte (5) also kept the Hall offense rolling throughout the game.

Putnam County’s Madelyn Dzierzynski (8) and Lindsey DiazDeLeon (6) led the scoring effort for the Lady Panthers.

IN BRIEF NCICG helps Oglesby win a $400,000 OSLAD grant OGLESBY — The North Central Illinois Council of Governments assisted the city of Oglesby in obtaining $400,000 of Open Space Land Acquisition and Development (OSLAD) grant funds from the Illinois Department of Natural Resources for the development of Senica Square in the heart of downtown Oglesby.

The city will be matching the grant with $191,200 for a total proj-

ect cost of $591,200.

In 2010, the city acquired this half-acre site that was once a dilapidated commercial building that has since been razed and converted into public green space.

The vision of the space is to offer universal access for a four-season community park capable of offering a wide range of active and passive recreation opportunities such as music and theatrical performances, picnicking, a water feature and ice skating.
