PC grad shows a student can serve on school board Streator teen tries to duplicate feat

BY DEREK BARICHELLO Shaw Media When Owen Mallery graduated from Putnam County High School, he joked with his superintendent if he should sit with his peers or with the school board at the ceremony.

In 2017, Mallery, along with Jake Leahy in Bannockburn District 106, were elected to school boards at age 18, while they were still high school students. Both are still serving on their respective school boards.

Unlike Leahy, Mallery was elected in his own district, making his situation even more unique.

On Thursday, Streator High School senior Richard “Hank” Tutoky is scheduled to go to court to try to get on the ballot of his high school’s board.

Tutoky filed paperwork to be a candidate in December, but he was removed from the race Jan. 2 after a hearing in front of the LaSalle County Electoral Board. Tutoky signed nomination paperwork when he was 17 saying he was at least 18 years old. On Jan. 3, Tutoky turned 18, the minimum age to serve on the school board.

Streator High School Board member James Parr filed the objection regarding the signature, but he said after the hearing he believed it was a conflict of interest for a student to serve on his own school’s board.

Parr was concerned about Tutoky being in a position of authority with teachers or fellow students.

member, Putnam County School Board won a seat on the Peoria School District 150 Board in 2001 when he was 19, making him the youngest Illinois school board member at the time.

According to the Illinois School Law Survey, the qualifications to serve as a school board member are, as of the date of the election: a U.S. citizen, a resident of the state and school district for at least one year preceding election, at least 18 years of age and a registered voter. State law also has additional prohibitions that govern qualifications.

Mallery said voters of the school district should decide what they believe is a conflict of interest, noting his nearly two years on the school board have been both a learning experience and productive as far as the perspective he’s able to give.

Mallery said he would have abstained from voting if he believed there was an issue with a teacher or coach he was close to, using the example of his baseball coach.

Mallery said he had to prove himself at first when it came to talking about issues, before he believed other board members started listening.

He said his recent experiences in school helped him inform board members who are decades older than him in regard to the importance of the ACT/SAT tests, advanced placement courses and applying for college, among other areas.

‘He’s been an asset’

In the Putnam County School District, Mallery, who now studies at Bradley University in Peoria, was elected to his school board as a write-in candidate. Although he didn’t have a challenger in the race, he collected the minimum 50 votes despite not having his name on the ballot.

Mallery said he heard some of the same complaints about conflicts of interest when he ran and after he was elected. Mallery was a student for one meeting in May, before he graduated.

“I heard through the grapevine some teachers were complaining about it,” he said. “I had one teacher in class ask me, ‘Don’t you think it’s ridiculous you are on the board as a student?’”

Putnam County School Board President Rhiannon Baker said Mallery’s presence on the board has given the board “good perspective.” “(A conflict of interest) hasn’t been a concern,” Baker said. “He brings a student’s aspect on potential votes on an old teacher, coach or whatever. He’s been an asset.”

Student representation is common on college boards where elected students are given binding votes.

Mallery said he’s learned a lot about district finances and how to find common ground with fellow board members on issues that are important to him.

“We all seven have different opinions, different political beliefs,” he said. “But we all respect each other.”

Mallery said he was inspired to run for school board to give back to his community and make his school a better place. He has no aspirations for a political career.

Experiencing life in the deep freeze Windchills dipped to 50 below zero in worst of cold snap

BY DAVE COOK news@putnamcountyrecord.com HENNEPIN — Oftentimes winter weather creates scenic beauty.

However, this past week in Putnam County was anything other than a wonderland.

Record-setting cold that provided a local experience of Arctic conditions swept across much of the nation last week and created life-threatening conditions. Snow quickly turned to freezing rain.

That was followed by more snow, wind, ice and then more snow.

Accompanying that was a dramatic drop into sub-zero temperatures on Wednesday and Thursday, with actual temperatures in the 20-below-zero range and frighteningly cold wind chills that approached minus 50 degrees.

Bob Byrne, a member of the Cooperative Observer Program with the National Weather Service — Quad Cities, said this January is making the record books.

Byrne said he has recorded the monthly snowfall in the area so far at 18.1 inches, which just beats the record of 18 inches set in January 2014.

One Granville resident absolutely thrilled with the snow was Yoder, the husky belonging to Jenny Turner. They’re pictured with the Rev. Scheduled for 4 to 7 p.m. on Wednesday, Feb. 13, the evening will offer dine-in and carry-out options of chili, chicken noodle soup, stuffed pepper soup, vegetarian chili, potato soup, hot dogs, chili dogs, drinks and desserts. Admission is $7 for adults and $3.50 for children.

Schools across the Illinois Valley, including those in Putnam County, closed because of the hazardous

conditions, and many have used their allotted snow days for the year.

approved by the Regional Office of Education.

The mentoring program has proved successful in each of the three school districts in which it has been established, Putnam County, DePue and Henry-Senachwine.

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — The incentive program at Putnam County High School, sponsored through the generosity of Marquis Energy, has evolved since being established three years ago, and the benefits have gone beyond the educational and financial.

The mentoring program, now known as ME³, began after Marquis representatives met with Superintendent Carl Carlson in 2016 and shared a desire to define an academic goal-setting program.

It consists of students working with assigned mentors to submit an application detailing two goals they’d like to achieve during the semester. Depending on how well they meet those goals, the students are then financially rewarded.

“I’ve loved it as a principal. It’s helped build relationships between our staff and students in a very important way. When students have a problem, even if it’s not related to this program, they’ve begun talking about it with their mentors, and that’s an incredibly valuable thing to have,” Principal Clayton Theisinger said during the Feb. 1 award luncheon.

According to Theisinger, the goals “must be rigorous and based on previous academic and behavioral data.” Accepted students then continue to work with their mentors

Mentors can provide important and motivational assistance to the students because each works with only one or two students.

The first goal a student must set is a “quantitative goal,” one that can be measured to show an improvement in academic performance. The second can be another quantitative goal or a “qualitative goal,” one that facilitates and improves the quantitative goal and that can be observed rather than measured.

The fall 2016 semester served as the pilot and was offered only to seniors. It’s now being offered to freshmen, sophomores, juniors and seniors in the hope that early development of mentoring relationships will provide four years of academic achievement.

“Research shows a positive and focused relationship with a teacher directly correlates with academic and behavioral success, and the pro-

gram essentially provides explicit opportunity for this relationship to develop,” Theisinger previously said.

The program has also been expanded to include DePue and Henry-Senachwine schools.

“Each school has tailored it a bit in order to fit their individual needs,” Dennis Thompson of Marquis Energy said.

Students who attend all of their mentor meetings receive $100; students who meet one of their goals and attend all meetings will receive $300; and those meeting both goals and attending all meetings receive $600.

“This program helps our students foster a vision and also teaches them do what they need to be doing in order to achieve their goals in life,” Theisinger said.

Students have said it was learning how to define and set goals that was the most beneficial aspect of the program. Others said it’s helped them do better academically and

SPRINGFIELD — The Illinois Department of Commerce and Economic Opportunity (DCEO) has announced income-qualified households can apply for winter heating assistance through the Low Income Home Energy Assistance Program (LIHEAP).

If your last 30-day income has been affected by the federal shutdown, if you lost your job, if you are a student living away from home struggling to pay your utility bills, LIHEAP can help.

A single-person household can qualify with a monthly gross income of up to $1,518; a two-person household up to $2,058; a family of three up to $2,598; and a family of four up to $3,138. Benefits are paid directly to energy vendors on behalf of eligible households. The exception is households whose heating costs are included in their rent.

LIHEAP applications are processed through a network of 35 local admin-

istering agencies around the state.

Customers must bring all required documentation when applying for assistance, including: • Proof of gross income from all household members for the 30-day income period beginning with the date of the application.

• A copy of their current heat and electric bills issued within the last 30 days (if they pay for their energy directly).

• A copy of their rental agreement (if they are renting) showing that utilities are included, the monthly rental amount and landlord contact information.

• Proof of Social Security numbers for all household members.

• Proof that their household received TANF or other benefits, such as Medical Eligibility or SNAP, if receiving assistance from the Illinois Department of Human Services.

Furnace assistance is available as well for households who qualify for LIHEAP, have an inoperable heating system, and are in need of furnace repair or replacement.

Several announcements were made throughout the week by area stores, restaurants and public buildings, including the Putnam County Courthouse and the Putnam County libraries, which kept their employees home during the worst of the weather.

Garbage companies pushed back their routes for the week, and the U.S. Postal Service suspended mail deliveries for the safety of their letter carriers. The Putnam County Community Center, along with the Bureau Putnam Rural Area Transit (BPART), also put out notices letting people know they would be closed.

“We’ve done very well, it’s kind of amazing. I feel very fortunate that we’ve had no 911 calls or cold-related emergencies,” Andy Jackson, director of Putnam County Emergency Medical Services, said of the recent deep freeze.

Putnam County Sheriff Kevin Doyle said the sheriff ’s office fared well and had few equipment issues.

“There were some generators that didn’t start on test operations, but we quickly got them running,” he said.

Deputies did have a few cold-related calls. One was to a house with furnace problems that had caused the indoor temperature to drop to 32 degrees. Doyle said the sheriff ’s office helped get a contractor

there to provide assistance.

“We’ve been very, very busy. There’s been a lot of ‘no heat’ calls and several broken water lines,” Heather Davis, dispatcher for Grasser’s Plumbing and Heating, of McNabb, said.

Local ethanol manufacturer Marquis Energy was asked if the polar temperatures had any effect on their production capabilities “During the extreme cold temperatures, we take extra precaution with the safety of our staff, but we continue to run at a full production rate of over a million gallons of ethanol per day,” reported Danielle Anderson of Marquis.

The commercial greenhouse Color Point, of Granville, was also asked how the glacial weather was impacting their operations and delicate products, but had yet to respond as of press time.

Following the extreme cold, temperatures rose almost as dramatically as they had previously fallen. Daytime temperatures during the following weekend rose well into the 40s and also brought some rain and fog.

While the surprising warmth diminished much of the snowfall, nighttime temperatures dropped back below freezing and kept icy roads a concern for snowplow drivers who worked to keep roads safe for local motorists.

As county residents emerge from bone-chilling cold amid the early days of February, keep in mind the first day of spring is only a little more than six weeks away.

LASALLE COUNTY SHERIFF’S OFFICE Single-vehicle crash At 4:26 p.m. on Jan. 26, deputies investigated a single-vehicle accident at Route 251 and Interstate 39 in Eden Township.

Cameron Serafini, 19, of Granville was northbound on I-39 and attempted to exit onto Route 251. Serafini was unable to stop because of road conditions and his vehicle slid into a lane usage sign on Route 251. No injuries were reported, and no citations were issued.

Scam alert The LaSalle County Sheriff’s Office is aware of a scam in the area where someone falsely claiming to be from the sheriff’s office, and using actual names and ranks of current deputies, asked the person they called, by name, why they’ve missed jury duty for grand jury.

The caller then tells the person they called their actual address to sound legitimate before attempting to obtain further information from the person.

The LaSalle County Sheriff’s Office wants the public to know to know they will not call to tell you that you have a warrant or owe fines and then provide you with options to pay by means of any form of gift cards. These are scam calls.

If you or someone your know receives a similar call, or if you’re suspicious of a call from someone claiming to from law enforcement, get the caller’s name and agency, hang up and call the law enforcement agency back using the agency’s phone number provided by their website or a phone book.

Speaker Madigan likes things as they are and will squelch any ideas of reform

T

wenty-nineteen is the golden anniversary of the last Illinois Constitutional Convention, in 1969. This year also notes the half-century mark in elected office for Illinois House Speaker Mike Madigan, whose served as a delegate to the convention.

I think it may be time for another convention. Thomas Jefferson felt constitutions such as our deified U.S. charter should be reviewed from time to time. Indeed, our state constitution, ratified by the voters in 1970, calls for a vote every 20 years on whether to call a new convention.

Voters rejected such a call in 2010, but the present dire state of our state induces me to think it might be high time to revisit our state charter.

The 1970 constitution was considered at the time to be a relatively modern, forward-looking piece of work. For example, municipalities were accorded home-rule authority, the governor was given four veto powers, and the personal property tax was abolished.

The document also empowered the voters to amend the legislative article by initiative and referendum, but the Illinois Supreme Court sub-

For example, the state high court has rejected the voters’ right to consider redistricting reform and term limits, both wildly popular with the voters. I am agnostic on term limits, which concept has pluses and minuses, and much would depend on the length of the terms allowed.

Yet, I do favor the concept of term-limiting lawmakers as legislative leaders. Legislative leaders have statewide influence, yet voters statewide cannot turn a leader like Madigan out from his “rotten borough” (district gerrymandered by him to be safe).

Limit leadership tenure Limiting leadership tenure would not violate the power of local voters to keep their lawmakers in office, if they wish. Limits would, however, limit the capacity of longstanding legislative leaders to aggrandize too much power, as in the case of Speaker Madigan, who has held that post for almost four decades.

Issues such as term limits, an independent redistricting commission, pension reform, a functional legislative initiative and much more

could be debated at a constitutional convention.

To look back half a century to the last convention, I called my old friend John Alexander, owner of Books on the Square, delightful stores in Springfield and John’s hometown of Virden, chock full of old American history books. John was vice president of the 1969-70 Constitutional Convention.

“Mike was a quiet back-bencher in 1969,” recalls John, “studious, observant, learning his craft.” After the convention, Mike moved from the Old State Capitol to the present one, with its glorious interior dome, to begin his service in the House.

In not much more than a decade, Mike was House speaker, and he is now the longest-serving speaker in the history of the United States.

Unfortunately, I can only muse here about a new Con-Con. Speaker Madigan would never allow it to be discussed in his chamber, which is prerequisite to getting it on the ballot. Over the decades, Madigan has become obsessed not just with power but with control. And he probably couldn’t control a convention, which would have delegates elected separately from the Legislature.

Madigan continues his dictatorial, total control over not only what will be considered in the Legislature but even over what can be discussed, through his control of the House Rules Committee.

Madigan cares and feeds his fellow House Democrats well, so they

continue willing to support him and join him in blocking ideas he doesn’t like, thus forfeiting democracy.

Recent illustration Here is a recent illustration of Madigan’s obsession with control.

In December, his minions in the 13th Ward on the Southwest Side of Chicago (Madigan’s primary fief) tried to muscle off the ballot a college student who had the audacity to propose a challenge to Madigan’s own longtime alderman. The minions claimed, incredulously, that 2,000-plus 13th ward residents wanted to recant their signatures on the college kid’s petitions.

In embarrassment at this overreach, Madigan’s lawyer finally withdrew the speaker’s objections to the student’s petitions, so as not to have investigators look into how these recantations might have been coerced or fabricated.

Mike Madigan has no other life than politics. He has no hobbies.

Politics and control are his passion. He has no idea of a life after politics, so don’t expect him to step aside. So long as he is speaker, possibly good ideas like a convention will never be discussed.

Tuck the Con-Con idea in your bonnet. The people will be able to consider it, some day.

IVCC Theatre Department announces cast for ‘Mamma Mia!’ OGLESBY — Illinois Valley Community College Theatre Department’s April production of “Mamma Mia!” will feature one of the largest and most varied casts assembled for a show on the IVCC stage.

Director and choreographer Don Grant Zellmer said, “This is a big, exciting production and we had an amazing turnout of talent. We have a cast of about 50 percent students — many of them theatre students — and the other half a combination of experienced performers that are community members, alumni, faculty and staff.”

He added, “This show is wellknown from the stage, the movie, and simply because it’s all ABBA music. We’re fortunate to have this much talent available to us, because the bar is set high.”

Assistant Director Chad Brokaw of Princeton said, “It’s a geographically diverse cast. We have actors from Princeton to Morris, and Lacon to Mendota and beyond. At the first table read, it turned out that many of the performers had acted with others in various venues, and paths that have crossed are amazing.”

Putnam County School District announces plan to destroy records MCNABB — The Special Education Office for Putnam County School District 535 has announced that it plans to destroy all temporary special education records of students who have transferred, graduated or have otherwise permanently withdrawn from school by the end of the 2012-13 school year.

Information to be destroyed includes: intelligence test scores, evaluations, IEP’s psychological reports, social/developmental his-

tories and other data classified as “temporary records” in the Illinois Records Act. The files will not include academic transcripts, attendance records or other records contained in the student permanent record. HENRY — River Valley Players Community Theatre (RVP) has announced its 43rd season.

This year features two beloved classics and a contemporary Broadway youth production. RVP is excited to give their audience exactly what they have been asking for by presenting the perfect combination of both classics and contemporary dramatic comedies, as well as the widely anticipated musicals.

The season will open with Neil Simon’s “Lost in Yonkers,” under the direction of Jeni Shaver. This classic, dramatic comedy is the winner of the 1991 Pulitzer Prize for Drama and the winner of the 1991 Tony Award, Best Play. “Lost in Yonkers” is noted as Neil Simon’s best play ever written.

The play is set in the year 1942, in Yonkers, N.Y. As the curtain rises, Eddie is trying to convince his mother, “stern” Grandma Kurnitz, to look after his two boys, Jay and Arty, while he hits the road as a traveling salesman in attempt to earn enough dough to pay off a hefty debt. The next 10 months prove to be a bit of a whirlwind for the boys, as they learn a little bit about growing up and a lot about the importance of family (no matter how dysfunctional they are) sticking together through difficult times. “Lost in Yonkers” is noted as Neil Simon’s best play ever written.

The production contains some adult language and themes.

Show dates will be April 27-28, and May 3-5.

Auditions have been set for 2 p.m.

Saturday, Feb. 16, and Sunday, Feb. 17, at St. John’s Community Center, 1301 Second St. in Henry.

The Summer Youth Theatre (ages 5-14) will be featuring “Madagascar — A Musical Adventure JR,” under the direction of Robert Eckert and Christine Gaspardo.

Based on the DreamWorks smash hit, animated motion picture, “Madagascar,” this story follows all of your favorite “crack-a-lackin’ friends” as they suddenly find themselves on a much unexpected adventure to the wildly impulsive world of King Julien’s Madagascar, shortly after they leave their home in New York’s City’s Central Park Zoo. The Summer Youth Theatre participants will also have the benefit of attending a workshop(s) geared toward the introduction and continued exposure of various aspects of theatre production, ensuring that their summer theatre experience is both fun and educational.

Show dates will be July 19-21, with audition planned in May. River Valley Players will conclude their season with “Meet Me In St. Louis,” directed by Charlotte Balensiefen.

Based on the heartwarming MGM film starring Judy Garland and Margaret O’Brien, “Meet Me In St. Louis” is considered a “rare treasure” in musical theatre. The story portrays a wholesome, captivating depiction of the “turn of the century American family.”

It is the summer of 1903, and the Smith family eagerly awaits the arrival of the 1904 World’s Fair. Over a year’s time, the family is able to survive romance, heartache and opportunity, thanks to their mutual respect, seasoned with some “good natured humor.” This heartfelt musical features a multi-generational cast, with ages ranging from 8 to 78.

This down home classic musical will delight audiences of all ages.

Show dates are Nov. 9-10, and 15-17.

Auditions will be held in August.

Red Cross blood drive in McNabb has been rescheduled for Feb. 9 MCNABB — A weather delay caused Red Cross to reschedule the blood drive intended for last week, to Saturday, Feb. 9, from noon to 4 p.m., at Goldasich Hall in the McNabb Fire Department on Illinois Route 89, south of McNabb.

The blood drive offers a chance for regular and first-time donors to save lives with their donation of blood.

Local scholarships available for Henry-Senachwine students HENRY — Several college scholarships of local nature are available for high school seniors in the Henry-Senachwine School District.

The Henry Chamber Scholarship Committee is announcing that the applications for these scholarships are available now from the office of the guidance counselor at Henry-Senachwine High School. The applications can be obtained from the guidance office by the senior student or his/her parent; they are to be completed and returned to that office by March 1.

These scholarships include the Dewey Family Scholarship, the Finfgeld Family Scholarship and the Henry Chamber of Commerce Scholarships. Both the Dewey and Finfgeld Scholarships are endowed by the respective families from the Henry community. The Henry Chamber of Commerce Scholarships are sponsored by the local/current Chamber of Commerce of Henry.

The Dewey Scholarship is for a Henry-Senachwine senior student who plans to attend a fouryear college or university. It is a

$1,000 scholarship per year for four years. The Finfgeld Scholarship is for an HSHS student attending a two-year community college in the area — Illinois Central College, Illinois Valley Community College or Blackhawk College. It is an award of $1,500 each year for two years as the student remains in good standing. The Henry Chamber of Commerce Scholarships are awarded to the valedictorian and salutatorian of the graduating class of HSHS. The Chamber Scholarships are a $1,000 award for each for one year.

The Henry Scholarship Program has been operating consistently for many years for the benefit of students in the local high school, Henry-Senachwine. The operation of this Scholarship Program is conducted by the Henry Chamber Scholarship Committee currently chaired

by Meaghan Dean, a faculty member of HSHS. Attorney Ryan Anderson serves as the vice chairman. Other members of the current committee include Dr. Jon Hill, Marjorie (Finf­ geld) Hunt, Joyce Wood and Kenneth Williamson.

She weighed 8 pounds, 10 ounces and measured 21 inches in length. She was welcomed home by one sister, Hallie, 23 months. Maternal grandparents are Fred and Sharon Bills of Granville. Paternal grandparents are Mike and Judy Christopher of Normal, and Rick Tackett and Jorja Molnar of Stanford.

Nicholas Henry and Angelia (White) Henry of Henry are the parents of a daughter, Venus Louise, born Jan. 28 at St. Margaret’s Hospital in Spring Valley. She weighed 7 pounds, 1 ounce and measured 18 1/2 inches in length.

She was welcomed home by one sister, Jasper, 1. Maternal grandparents are Jen and Jeff White. Paternal grandparent is Jeff Henry. Great-grandparent is Judith Shelton.

DIXON — Putnam County-Hall got two wrestlers into third-place matches in Class 2A regional action at Dixon Saturday.

However, neither freshman Conner Brooker (138) or senior Joe Mecagni (220) were able to advance to sectionals.

Brooker fell to Dixon’s Isaic Sanchez 6-0 for third-place at 138 pounds, ending his first high school season on the mats.

Mecagni saw his high school career come to an end, falling to Jesse Linch of Rock Island 5-2 in the third-place match at 220.
