PRINCETON — “COVID has affected my office drastically.”

That’s perhaps an understatement

by Bureau County Emergency Management Agency Director Keenan Campbell.

As an EMA director, he serves as a subject matter expert in severe weather, large incidents, incident management, grant management and hazardous materials incidents.

“Basically any incident that expands beyond the capabilities of the local response agency falls to EMA to assist to bring the incident to a rapid conclusion,” Campbell said.

Normally the agency responsible for responding to any and all local disasters, natural or man-made, the local EMA has stepped up over the last year to partner with the Bureau, Marshall and Putnam County Health Departments and other local agencies to coordinate COVID-related logistics.

Campbell said over the monthslong pandemic response his office has been tasked with procuring, packaging and distributing personal protective equipment to all first responder agencies, distributing over 85,000 pieces of PPE. “I’ve also been logistics support for test sites,” he said, “including designing and implementing traffic plans along with providing logistics support for vaccination clinics.”

Campbell said he also designed and implemented technology to track people when they come to a vaccine clinic as well as the driver’s license scanner system that tracks vaccine distribution, speeding up the data entry and preventing clerical errors.

Additionally, he says, EMA also has been tasked with grant management related to COVID, managing the Illinois Department of Commerce and Economic Opportunity Cure Grant for all Bureau County agencies, including tracking costs, procuring equipment, submitting reimbursement requests and grant reporting.

“EMA is an agency of technology and logistics,” Campbell said.

“COVID-19 has proved challenging as our agency was tasked with PPE procurement, distribution and grant management.”

“In addition to COVID, EMA was one of the only emergency management agencies in the state to manage three concurrent disaster declara-

tions: COVID disaster, DePue flash flooding and then the derecho in August that affected the EMA warehouse roof, and caused the failure of the BuEComm tower and structural damage to the roof,“ Campbell said.

So who does all this behind the scenes work? Surprisingly, EMA consists of just one full-time director, though there are also numerous volunteers.

Campbell said he did get some assistance when a part-time warehouse clerk was hired for six months under the CURE grant to assist with warehouse operations related to COVID. Currently all other functions are handled by the director with assistance from EMA volunteers as available.

The regular role of the EMA director includes the homeland security advisor to the Bureau County board chairperson, Campbell explained.

On a daily basis the director receives various briefings from state and federal partners and plans for the Bureau County response.

As part of his duties, Campbell prepares reports to the chairperson on the status of the county in the form of a situation report or SITREP for short. This document can contain information about threats and hazards, as well as recommendations.

EMA also maintains weather briefings that are provided 24/7/365 to all county agencies and stakeholders each morning at 5:30 a.m. These briefings are used for planning severe weather events, staffing and facility closure decision support.

“Bureau County EMA is in constant contact with state and federal partners, and serves as the link between the county and these partners to request assistance during an incident or disaster.

“EMA maintains technology to support our Emergency Operations Center (EOC) in the event of a disaster,” Campbell explained. “Bureau County currently keeps this technology in portable cases to setup an EOC when needed, because we currently do not have a stand-alone building dedicated to this function.”

EMA maintains a 10,000-squarefoot disaster recovery warehouse that currently houses vehicles and deployment assets that Bureau County EMA owns, he said. This facility also proved instrumental in the PPE distribution operations during COVID. “We were receiving semi-trucks of PPE weekly and repackaging and

distributing PPE to all county agencies and first responders,” Campbell said.

Campbell says EMA is an agency that is mandated by the State of Illinois and FEMA. Funding for the office is 50% funded by FEMA via a yearly EMPG (Emergency Management Performance Grant). The agency is responsible for writing the County Emergency Operations Plan, as well as the operation and management of the County Emergency Operations Center. The budget, he said, is set by the Bureau County Board.

In addition to the other functions, Campbell serves on the Illinois Terrorism Task Force Statewide Incident Management Team. The IL-IMT is made up of EMA directors, fire chiefs, sheriffs and others from across Illinois who respond to incidents anywhere in the state or the country.

“This mutual-aid concept works well to assist Bureau County in times of need,” he said. “The EMA director can call upon the statewide team to deploy to Bureau County as witnessed during the DePue flooding.

“My experience with disasters has benefited the county when it comes to COVID in many ways. EMA does logistics well and managed all PPE distribution for all public safety.”

Although Putnam County, by size is much smaller, its emergency management director has just as large a part in COVID mitigation efforts as every other county.

“During the pandemic, I have been putting in orders with IEMA for PPE, received the orders and distributed the requests for PPE for our first responder agencies, health department, assisted living facility, schools, elections, library and courthouse,” Director Chauntelle Biagi-Bruer said. “I have been working with my Emergency Management partners in neighboring counties (Marshall, Henry/Stark, LaSalle, Mercer, Bureau and Ogle) during the pandemic to ensure we have the PPE we need and we all work together to help each other with whatever the task is. I have also helped our different taxing bodies that were eligible for public assistance funds from FEMA or Local CURE funds from the Illinois DCEO get the information they need to be able to apply for reimbursements.

• EMA Continued from Page 2 “I worked with our courthouse offices to get the information needed to submit Putnam County’s Local CURE reimbursement and I submitted that reimbursement request on behalf of the county and Putnam County received all $103,215 that they were allotted by DCEO,” she continued.

“I have worked with MABAS 57 to transport their tent city trailer to Rochelle to be utilized as a COVID19 testing site (my volunteers and other MABAS 57 members helped with the transport and setup also).

I have worked with the health department to support them with parking plans, logistical support, delivery of PPE and any other needs they have had during the pandemic. As the lead agency during the pandemic, the health department and their staff have done a great job adapting, planning and delivering on all of the tasks for the pandemic and I will continue to support them as needed as we all work together.”

Biagi-Bruer said Putnam County Emergency Management has supported first responders and the health department during this pandemic in whatever role or capacity they need on a given day.

“We have all worked together to provide the services needed for our agencies and our citizens that we represent. Also, I do not do this alone, I have a very part-time assistant that helps deliver equipment and trailers where needed and I have also utilized volunteers when needed. Our county board has also been a part of the process by giving me the resources I need to be able to offer support to our stakeholders,” she said.

“During this entire pandemic it has taken the work of many people, departments and stakeholders to get to this point. It has been a team effort and we truly are all in this together.”

BRIEFS DAR will host program on Feb. 5 HENRY — In accordance with one of the interests of the National Society Daughters of the American Revolution, the Chief Senachwine Chapter will host a program on “Women’s Heart Health” on Friday, Feb. 5.

Putnam County resident dies from complications related to COVID-19 A Putnam County woman in her 70s died from complications related to COVID-19.

Her death is the second in Putnam County and the 87th in the Bureau, Putnam and Marshall County Health Department service area. Bureau County has had 72 COVID-19-related deaths, and Marshall

ADAM AND IDA DECK COLLEGE SCHOLARSHIP HENNEPIN VOCATIONAL GRANT KENNEY GRANT The Village of Hennepin would like to remind Putnam County graduating Seniors that the deadline is fast approaching to apply for the Adam and Ida Deck College Scholarship. The scholarships will be subsidized through proceeds realized from the Adam and Ida Deck Scholarship Fund. First place recipient will receive four consecutive yearly payments of $1200, and the Second place recipient will receive $1000 per year.

These scholarships are awarded on the basis of scholastic ability.

The Hennepin Vocational Grant provides for a grant of $1200 for first place, $1000 for second place and $800 for third place. This Grant is also subsidized through the Adam and Ida Deck Scholarship Fund.

These grants are for one year only.

Applicants for the above awards must live in Hennepin Township.

Deadline for application submission is February 15th.

In addition, Kenney grants are also available with a one-time award of $500. This Grant is subsidized through proceeds realized from the Harold and Julia Kenney Education Fund. No limit of recipients.

Applications must be received no later than 90 days after the student begins their first year of study beyond High School. For the Kenney grant, applicants must reside in the Village of Hennepin.

Red Cross blood drive planned in McNabb MCNABB — Putnam County Methodist Churches will host the next Red Cross community blood drive in McNabb from 1 to 6 p.m. Monday, Feb. 15. The drive will be held at Goldasich Hall in the McNabb Fire Department on Illinois Route 89, south of McNabb.

The blood drive offers a chance for repeat and first-time donors to save lives with their donation of blood. All blood types save lives. Did you know one of ‘The Wizard of Oz’ munchkins was a Spring Valley native?

SPRING VALLEY — In 1938, a Spring Valley man by the name of Joseph Koziel set off from his Midwestern hometown to join the munchkin cast on the set of “The Wizard of Oz.” Koziel was one of 120 little people cast as munchkins. While he wasn’t one of the main munchkins to appear on screen, he filled the role of one of the townspeople extras. He was also cast as one of the Wicked Witch of the West’s flying monkeys.

Stephen Cox, author of “The Munchkins of Oz,” has spent years researching the lives of each of the little people who were cast in the film. His research has traced Koziel’s roots back to Spring Valley. Unfortunately, there’s not a whole lot to be found about Koziel and Cox is looking for anyone in the area — whether a long-distance relative, old neighbor, former friend — who might have known him and could share a little more about Koziel’s life or even an old photo of him.

Cox has tracked down Koziel’s obituary, which ran in the 1967 edition of the Spring Valley Gazette. It’s here he discovered that Koziel is buried in the Sts. Peter and Paul Cemetery in Spring Valley. The young man died at the age of 48 in Chicago.

His obituary reveals that he was born in Spring Valley on Feb. 25,

1919. Funeral services were conducted on July 26, 1967, in the Mahan Home for Funerals and at Sts. Peter and Paul Catholic Church where the Rev. Joseph Kapala officiated. Burial then took place at the church’s cemetery.

Pallbearers were Barney Cyrus, John Marenda, Joseph Smith, John Bokunizicz, Albert Galassi and Michael Galassi.

Surviving were a brother, Peter, and two sisters, Sally Grud and Frances Nelson, all from Berwyn. He was preceded in death by his parents (not named in the obituary) and a sister, Marie Lupa.

Cox also found an old clipping from the Bureau County Tribune from Dec. 2, 1938, with the headline “Valley midget to appear in movies.” The articles states, “Not only has Spring Valley produced statesmen, great labor leaders, champion boxers, marathon dancers, mining engineers and other celebrities, but has now entered the midget field and have one of the Liliputian clan abroad to keep the name of Spring Valley alive among the immortals.”

The articles goes on to tell about Koziel, who was 20 years old at the time, going out to Culver City studios in California to appear in the cast of “The Wizard of Oz.” The articles shares that Koziel started trouping with carnivals, but “as a rule” didn’t make much money. But with his role in the movie, was drawing down

$50 a week. It also states that Koziel applied for the acting job through his theatrical agent.

“Joe is a most unpresuming personality who is quiet in public about his hometown, although it is reported that he is carefree, spontaneous and a ‘hail fellow-well-met’ away from home,” the articles states.

This obituary and article are pretty much all Cox has on Koziel’s life. He said he’d love to know what Koziel was doing in Chicago when he died and what he died from. He also would like to know about Koziel’s life in Spring Valley.

Cox is currently working on a second book about the cast of “The Wizard of Oz.” He shared that his next book will center around the Wicked Witch of the West, who was portrayed in the filmed by Margaret Hamilton, and those cast as her flying monkeys.

He said some of the taller little people who were cast as munchkins also played the flying monkeys — Koziel was one of these.

Koziel stood around 4 feet tall, and was a proportionate drawf, which means he was just smaller than average all over. These were the type of little people cast in “The Wizard of Oz.” Cox explained that they were rare to come by back then as casting directors searched the entire country looking for proportionate dwarfs to filled the rolls they needed. Today, proportionate dwarfism, for the most part don’t exist, according to Cox, as

babies born and diagnosed can be given growth hormones to aid the deficiency they’re born with. “(Proportionate dwarfs) are kind of a human dinosaur,” Cox said. “There has never been a film featuring that many proportionate dwarfs, and there never will be, it was a rare moment in history and Joe Koziel was apart of that.”

So how did Cox get into writing and researching “The Wizard of Oz?” Cox, 55, grew up in St. Louis and while in grade school came across an article in his community newspaper about a local little person who had played one of the Oz munchkins. He became fascinated over the fact that one the munchkins lived so closed to where he was growing up.

“I just flipped,” he said.

He asked his family if he could call the guy, Mickey Carroll, on the telephone, which he did. They became fast friends, and Carroll even attended Cox’s high school and college graduations. His friendship with Carroll is what got him interested in “The Wizard of Oz.” He calls it the movie that “crosses all barriers.” Everyone, from young kids to people in their 90s, know of the film, he said. It’s a classic film that many watch at least once a year, most likely around the holidays when it’s aired on television.

Festival 56 will celebrate Valentine’s weekend with virtual cabaret PRINCETON — Following on the heels of their “Holly, Jolly Follies” in December and Rabbit Hole reading in January, Festival 56 is shaking things up with “Love, Love Me Do!,”a virtual cabaret of hit tunes and love songs from the 1950s and 1960s. Nine artists who you know and love from their past performances in Princeton are returning to the virtual stage to share some of their Motown, Rat Pack and rock-and-roll favorites.

The cabaret premieres on the Festival 56 YouTube channel at 7:30 p.m. Thursday, Feb. 11, and will be available for viewing until midnight, Sunday, Feb. 14. The cabaret is organized and hosted by Frank Monier, and is made possible by a grant from The Arts of Starved Rock Country Fund, with additional funding from the Community Arts Access Program of the Illinois Arts Council and the National Endowment for the Arts.

GOLDIE RAPP grapp@bcrnews.com PRINCETON — The newly formed COVID clinic at Perry Memorial Hospital is headed into its fourth month since it was constructed in the corner of the hospital in early November.

The benefits of running everything and anything COVID-19 related in one office at the hospital has proven better safety and efficiency in caring for individuals dealing with the novel virus.

The clinic is located at what used to be the hospital’s east entrance, near the gift shop. The entrance is now closed off with temporary walls that make up a 500-square-foot space in what used to be a hospital lobby.

The location of the clinic allows for people to drive up to the hospital entrance and remain in their vehicles as they are tested. The location also prevents COVID patients from having to walk through the hospital for care, potentially exposing others to the virus.

The office is ran by three employees: Rebekka Root, nurse practitioner; Amanda Fulkerson, registration coordinator; and Baylee Tillman, medical office assistant.

They refer to themselves as the “COVID musketeers” as they work closely together and are able to communicate with one another from their desks when dealing with each patient.

Fulkerson is in charge of sched-

uling patients, Tillman swabs those who need to be tested for COVID and Root follows up with patients through telehealth visits and is there to answer the COVID hotline, a 24-hour service, which is available to anyone with a COVID-related question.

Root said being able to provide a COVID clinic like so was a “big opportunity” for the community.

“There was not a lot of outside opportunities to be tested or offered telehealth visits for patients who don’t have primary care physicians,” she said. “This helps alleviate some of that stress of trying to find a facility to be tested, especially for those who don’t have providers.”

Root stresses that even if people get tested for COVID at another facility, but don’t have a provider, they can still use Perry’s COVID hotline to talk about symptoms and complete a followup after receiving that positive COVID test result.

“We always offer the telehealth visits here to help treat them so they are not alone. There is someone always here who can help them,” she said.

While the clinic is open from 8 a.m. to 4 p.m., after hours the COVID hotline is transferred to the emergency room at the hospital where it’s answer there by staff throughout the night and early morning hours.

Fulkerson said the hotline receives calls from people from all over Bureau County and beyond.

Falls, Dixon, Ottawa and even the Chicago suburbs. Fulkerson said many of the out-of-area callers call because they’re not sure where else to call or there’s limited COVID resources in their area. Just because they’re out of Perry’s service area doesn’t mean they don’t receive assistance from the COVID clinic.

Root said they are there to help anyone with any COVID-related issue. Whether it’s questions about symptoms, testing for those who don’t have insurance, how to isolate or quarantine from family members, etc. — no question goes unanswered. She added it’s more of a reliable one-on-one personal service for people to use rather than relying on the internet to find the answers in a time of need.

Root started her health care career at Perry last April at the start of the pandemic, so her first months in the profession have been spent researching COVID and finding the best treatment options and care for patients.

“It’s been very interesting.

I’ve seen it all. … I’ve had a lot of rewarding experiences, especially when patients call days later saying how much better they’re feeling and thanking me, but also it’s been sad when you come in contact with sick patients who have to be administered into the hospital and you just worry about them at all times. You just don’t know with COVID. That’s the saddest part about it,” she said.

17 police departments in Bureau, LaSalle, Putnam and Marshall counties receive federal use of force certification By former President Trump’s order, this certification is necessary to receive federal grants DEREK BARICHELLO dbarichello@shawmedia.com Several police departments in LaSalle, Bureau, Marshall and Putnam counties received federal use of force certifications.

Some of them, such as Marseilles, Oglesby and Earlville police departments, posted to Facebook recently announcing their completion, implementation and acceptance of United States Department of Justice’s standards to qualify.

Through former President Donald Trump’s executive order, this certification is necessary to gain eligibility for federal discretionary grants.

The initial deadline to receive certification was Jan. 31, and it is good for three years.

Agencies must follow applicable federal, state and local laws on force and must maintain a use of force policy that prohibits the use of choke holds, except in situations where use of deadly force is allowed by law.

The order also asks police to consider these policies – but does not require them to be implemented.

Terminating the use of force: The agency should maintain use of force policies and procedures that address when force against individuals who fail to comply with lawful commands should terminate, including the following requirement: when it is objectively reasonable that a subject is fully in law enforcement’s control, then the force must terminate.

The applying agency should maintain policies and procedures that include the duty and obligation to intervene to prevent or stop the known and apparent use of excessive force by another officer when it is objectively reasonable to do so. An agency’s duty to intervene policy may be memorialized separately from the agency’s use of force policies.

The applying agency should maintain training protocols that adhere to, or exceed, any applicable state laws to become, and remain in good standing as, law enforcement officers. The applying agency’s training protocols should include substantive instruction on the agency’s use of force policies and procedures, deescalation techniques, and related legal updates.

The applying agency should maintain policies and procedures that address when it is appropriate for an officer to provide medical care consistent with his training to any individual.

The applying agency should maintain use of force policies and procedures that encourage personnel – circumstances permitting and when reasonably practical – to identify themselves as law enforcement officers and to give verbal warning of their intent to use deadly force.

The applying agency should maintain use of force policies and procedures regarding shooting at or from a moving vehicle.

The applying agency should main-

As of Jan. 29, 333 police departments across Illinois have received federal use of force certifications, including Earlville.

Marseilles police noted it was an extensive process that required the involve of the entire department.

DEREK BARICHELLO dbarichello@shawmedia.com Saying the future of the GOP is on the line and the party has “lost its way,” U.S. Rep. Adam Kinzinger launched a campaign to steer the Republican party away from the recent politics of former President Donald Trump.

“Republicans must say enough is enough,” Kinzinger said in a six-minute video released Sunday morning, introducing the website country1st.com. “It’s time to unplug the outrage machine, reject the politics of personality and cast aside the conspiracy theories and the rage.”

Kinzinger, R-Channahon, was one of 10 Republicans to vote in favor of Trump’s second impeachment.

While Kinzinger said he voted for Trump in November, the congressman has said he regrets his vote since then. Kinzinger was outspoken against the president’s rejection of election results and has warned about the dangers of conspiracy theories such as Q-Anon.

Kinzinger said he was not sur-

prised by the Jan. 6 insurrection at the Capitol because he had been watching the rhetoric leading up to that day “and took it seriously.”

Kinzinger said the Capitol violence made U.S. Rep. him believe the party Adam is heading in the wrong Kinzinger direction and that now is not the time for silence.

“Hope has given way to fear,” he said in Sunday’s video. “Outrage has replaced opportunity. Worst of all, our deep convictions are ignored.

They’ve been replaced by poisonous conspiracies and lies. This is not the Republican road. And now we know exactly where this new and dangerous road leads. It leads to insurrection and an armed attack on Congress.”

The congressman said in the video that this wasn’t the party he signed up for – that the party forgot its principles and he wanted to lead the GOP back to those principles.

“It’s time to turn back from the edge of darkness and return to the

ideals that have long been the guiding light,” Kinzinger said. “The party of first principles must once again put principles first. What we do will determine where American goes from here. Will we prey on people’s fears or draw upon their hopes.

Will we feast on anger, or summon better angels? Will we join the left to take American backwards, or will this Republican Party lead America forward and upward?

“If we choose the right answer, then our country’s future is truly unlimited.”

Kinzinger told the Los Angeles Times that he is realistic about the challenges he may face from within his party. Just Saturday, the La Salle County Republican Central Committee hosted a rally against him that drew about 150 people to Washington Square in Ottawa.

Kinzinger told the LA Times that he’s OK with letting extreme members leave the party, such as “the Proud Boys,” because he believes it may draw in others in the middle who voted to elect President Joe Biden.

In his unveiling of the video Sunday on his Facebook page, Kinzinger said the campaign isn’t about him. There has been chatter about a possible bid for Illinois governor for Kinzinger, and he has not ruled that out.

LOUIS — Mary Lou (Sammons) Balestri, 84, of St. Louis, MO, died on Monday, January 25, 2021, at Dougherty Ferry Assisted Living & Memory Care in St. Louis, MO. A private service was held Saturday, January 30, 2021, with the Rev. Dr. Ron McNeill officiating.

Burial was in the Granville Cemetery, Granville.

Dysart-Cofoid Funeral Chapel will be assisting the family with the arrangements.

She was born July 23, 1936, in Streator, IL, to John and Frances (Snyder) Sammons. She married Richard Balestri August 18, 1957, in Granville.

Mary earned her bachelor’s degree in elementary education and her master’s degree in reading from the University of Illinois. She taught school (grades 1st-3rd) for several years in Putnam County and Spring Valley.

She was a member of the United Church of Christ in Granville, and later a

member of the Princeton Bible Church, where she served as a volunteer tutor for the school for several years. She attended St. Paul’s Lutheran Church in St Louis.

She helped establish the Lads and Lassies preschool in Granville and was a member of the PC Historical Society. She collected antiques and irons, and was a longtime member of the Pressing Iron and Trivet Collectors of America club.

Surviving are two daughters, Sami Balestri of Englewood CO, and Rae (Gary) Winkler of St. Louis; and a granddaughter.

She was preceded in death by her husband and her parents.

‘I want to let the governor know we don’t need this’ TOM COLLINS tcollins@shawmedia.com About a dozen cars, trucks and SUVs rolled down Route 178 on Sunday, passing the Utica Police Department, the first in a series of planned stops to show support for the folks in blue.

Earlier in the day, organizer Jaye DeBates was asked if wet, heavy snow that had fallen Saturday – and with more on the way Sunday night – would stop the largely civilian participants from showing their support for law enforcement. DeBates’ answer: Not a chance.

“We’re going to support the police community because they’re going to work on a bad day like [Sunday],” DeBates said. “They don’t get today off just because the weather is bad.”

Other supporters expressed similar defiance not only against the winter weather but against Springfield, where lawmakers have advanced – but not yet enacted – a sweeping package of law enforcement changes. What advocates have dubbed police reforms, however, were denounced by those backing the police Sunday as de facto police defunding.

Gina Musovich of Streator said she came to Sunday’s “Back the Blue” rally and parade because she has “a bunch of friends” in law enforcement, and she’s worried about the impact the legislation will have on sworn officers and their ability to do their jobs.

“If I have anything to say about it,” Musovich said, “I’m not going to let it happen.”

Gary Kemp of Oswego was among the out-of-town supporters who believed he, too, needed to lend his voice to police and to express his displeasure toward the Illinois General Assembly.

“I’m doing it because I believe in the police,” Kemp said. “You give up the police, and you give up law and order.”

Vic Nistor of Ottawa, a retired firefighter, said the political landscape is so worrisome that he fears not only for Illinois but the country as a whole.

“This has to stop now,” Nistor said, “so I hope that Gov. (JB) Pritzker actually vetoes that bill that passed the House and Senate here in Illinois.”

3653 – which won’t be final unless and until Pritzker signs it – and, in its current form, it would eliminate cash bonds (with exceptions in place for first-degree murder, sexual assault, arson or any other felony involving the use or threat of physical force, or potential threat or danger to the public), set up statewide use-of-force standards by 2022, make it easier to decertify and terminate the employment of officers and create a yearlong Task Force on Constitutional Rights and Remedies, an 18-member body to investigate and develop procedures to protect constitutional rights and remedies should those rights be violated.

The legislation passed both Houses in mid-January and eventually will head to Gov. JB Pritzker, although the governor’s office hasn’t received it yet. When Pritzker does get it, he could use his amendatory veto power to strike the more-disputed provisions from the bill advanced by the state Legislature.

Abingdon Police Chief Paul Cates is among those hoping Pritzker does such. To that end, he braved the weather driving from the Galesburg area to Utica to stand behind the cause.

“I just wanted to support the local police,” Cates said. “I want to let the governor know we don’t need this.”

He said he is planing on about 30 events across Illinois by June, ensuring that whole communities have a chance to voice support for police and opposition to the bill.

Meanwhile, DeBates said he hopes to back up the verbal support with cash. The event was “Back the Blue,” but he is seeking nonprofit status for an organization called

Back the Badge.

His mission is to provide direct support for police by providing funds for protective vests and financial assistance if the legislation is enacted. Body cameras, for example, would be mandated if the law is enacted in is present form; however, DeBates noted the greatest cost to cities won’t be for the cameras but for the data storage.

The Putnam County girls basketball team’s Twitter account summed up last week’s news of the restart of IHSA sports with an homage to Michael Jordan’s 1995 return from retirement: “We’re back,” the account tweeted around 4:30 p.m., shortly after the IHSA announcement.

“Obviously, we’re thrilled,” PC coach Jared Sale said. “We just want the kids to get out there, have fun, be able to compete again and have some kind of normal, because that’s been taken from them, and honestly everybody else, for so long.

“It’s time to get this thing back rolling. I’m really happy they were able to get something figured out.”

The Lady Panthers will open the season Thursday at Ottawa Marquette with a F/S game at 5:30 p.m. and varsity at 7 p.m. They picked up a date at home Saturday with Princeton with games starting at 5 and 6:30 p.m.

The PC boys will have two away games, Friday at Woodland and Saturday at Lowpoint-Washburn before playing their first home game on Tuesday, Feb. 9. vs. Roanoke-Benson at 7 p.m.

PC Athletic Director Chris Newsome said each player will be allowed to have two spectators. No visiting spectators will be allowed due to IDPH restrictions, which likely be standard proceedures during the pandemic.

The IHSA announced boys and girls basketball, boys swimming, dance, cheerleading, and boys and girls bowling can start practices as soon as possible, with competitions beginning after seven days of practice. The season ends March 13.

Other than cheerleading and dance having virtual state series, there will be no postseason.

“I’m glad they finally took consideration of the athletes and are allowing us to get some semblance of a season,” Hall senior basketball and baseball player Trez Rybarczyk said.

Bureau Valley junior basketball player Adam Johnson went out for the spring musical so he’d have something to do and had his fingers crossed the Storm would get to play this year.

“I’ve been waiting for so long for this to happen, and I’m happy that it may become a reality,” he said.

“I never imagined that we would be getting to play anytime soon. I figured that there was really no chance, and it is an amazing surprise.”

Princeton’s Grace May didn’t know for sure if she’d get to play her senior year and is excited to get to.

“Basketball means a lot to me, espe-

cially after playing with mostly the same group of girls since around fifth grade. I’m sure it’s going to be rough getting back into the swing of things, but it’s definitely great to be able to do any activity at all,” she said.

“Honestly, I wasn’t sure if we would be able to play this year. I’ve tried not to get my hopes up about things this year, because of everything that’s been going on. But I’m excited to be back with the team and am sure our coaches have some good stuff planned for us.”

Bureau Valley boys coach Jason Marquis said he is “grateful that reasonable minds eventually prevailed.”

Princeton girls coach Tiffany Gonigam said she didn’t think basketball would happen until it gained a glimmer of hope last Friday from the IDPH. “Things changed very fast. It is exciting,” said Gonigam, adding Wednesday was the latest she’s stayed at school this year, preparing schedules and season information for her team.

Princeton boys coach Jason Smith was in the middle of practice when the IHSA announcement came out Wednesday and had to catch up on the day’s news from a reporter. He said he’s most excited for the seniors, because he didn’t want them to have to remember their senior year for being lost to a pandemic.

“That’s who I’m rooting for the most. They’re the ones that are missing out,” he said.

Bureau Valley Athletic Director Brad Bickett believes getting officials may pose a big challenge. He said the topic of allowing media and spectators would also be discussed at Thursday’s meeting.

Along with a winter season, the IHSA set dates for spring and summer seasons.

Boys soccer can begin practice March 1, football practice starts March 3, and volleyball practice begins March 8. Boys soccer and volleyball competitions can begin after seven days of practice, while football games start March 19.

There will be no state series for those sports. The season ends April 17 for boys soccer and April 24 for football and volleyball.

Baseball, softball, girls soccer, boys tennis, and boys and girls track and field begin practices April 5, with competitions starting after seven days of practice. The season ends June 19, and the fate of state tournaments is to be determined.

Wrestling begins April 19, with matches starting after seven days of practice. The season ends June 12, with no state series.

“I think the IHSA did the best they could,” Hall boys basketball and soft-

ball coach Mike Filippini said. “I know a lot of people are mad. They wanted full seasons and regionals and sectionals and things like that, but with what they were dealing with with the state, I think they did a great job giving kids the opportunity to play. Obviously, it’s not a full season, but it’s something. I think what they did was as good as they probably could do under the circumstances.”

St. Bede boys basketball coach Brian Hanson said there was a different energy at practice Wednesday after the announcement.

“They’ve had the rug pulled out from under them a few times,” Hanson said. “It’s been a lot of, ‘Hey, we’re going to do it,’ then we don’t. So it was a different level of competitiveness (at practice Wednesday) just naturally.

They’re excited. Hopefully, we’ll get back in the swing of things, get out there and play some ball.”

Coaches said they still plan to try to win games this season, but the approach to the season may be different with no postseason.

“Our goals as a team are to try to

get in the best shape possible and try to be good teammates to each other, and we’ll go from there,” L-P girls basketball coach Hollis Vickery said.

“There’s no state championship this year. The goals are different. We’re trying to keep it as simple as possible and trying to make it as fun as possible, too.”

Filippini said he was already texting football coach Nick Guerrini about allowing his players to go to football practice during basketball season, while Hanson said football coach Jim Eustice and baseball coach Bill Booker both stopped last week.

“We know there are going to be challenges with smaller schools sharing guys because a few of the seasons overlap, but one thing we were discussing is the bottom line is we were all wishing these guys could put the uniform on again, and they’re going to be able to do that,” Hanson said.

“That’s what it’s about, these guys being able to get out there and do something they love and have done for the last how many years in high school and grade school.”
