New laws govern crime, courts, corrections and law enforcement Part 5 in a series reviewing new legislation that took effect on Jan. 1 PCR NEWS STAFF news@putnamcountyrecord.com The following is the fifth part of a series reviewing notable new state laws that took effect on Jan. 1.

Medication Disposal: Broadens the definition of “unused medication” to include medications in liquid form, specifically suspensions. This permits police and nurses to dispose of liquid medications located at death scenes. Permits unused medications contained in intraperitoneal solutions to be disposed of in public wastewater-collection or septic systems. Current law permits disposal of unused medications contained in intravenous fluids, syringes, or transdermal patches. Targets situations where there may be medications, including medical opioids, following a death.

Principal Endorsement: Allows four years of working or teaching as school support personnel for Department of Corrections (DOC) to qualify for principal endorsement on educator license.

DOC Inmate Violence Reporting: The DOC must collect and report violence in prisons and other correctional facilities and publish public safety reports that will include data on assaults, sexual assaults, contraband, weapons, suicide and segregation.

Corrections Visitation Policy: Entitles inmates to seven visits per month and permits inmates to supply the DOC with a list of 30 persons authorized to visit. The required list of authorized visitors is to be available beginning August 2019 in electronic format.

Bail: States the $30 per day credit is on the cash amount of the bail (technical correction). The court may deny the credit and the seven-day rehearing provision to an individual failing to appear in court and who is arrested for failure to appear on the original charge. Non-probationable gun offenses are moved from Category B to Category A. These charges, if found guilty, will involve a sentence to the DOC. Unclaimed bail deposits were retained by the county, but now will be transferred to the state treasurer under the Revised Uniform Unclaimed Property Act. Human Trafficking Lawsuits: Allows human trafficking survi-

vors to bring a civil cause of action against traffickers and allows family members, victim advocates, a court appointee or a government entity responsible for enforcing the laws of this state to bring an action on behalf of a victim.

Crime Victim Rights: Amends the Juvenile Court Act of 1987 by adding language regarding victim’s rights found in the Rights of Crime Victims and Witnesses Act to avoid references to multiple statutes in juvenile delinquency proceedings. In addition, it allows a victim to make a written and oral statement to not apply to certain mental health hearings or proceedings after acquittal by reason of insanity where the defendant was younger than 18 years of age when the offense was committed.

Posting Requirement for Intersex/ Gender Individuals: Allows the court to waive the notice and publication requirement for a change of name involving a person who files with the court a written declaration that publishing their name change would place them at risk of physical harm or discrimination if they can provide evidence to support their claim. This provides more privacy for those undergoing a gender change when seeking to change their name.

Mobile Home Owner Disposing Abandoned Homes: Authorizes mobile home owners and operators to remove and dispose of abandoned mobile homes. A proceeding can be filed in the circuit court of the county that the mobile home is located.

The bill also outlines the circumstances when the mobile home park owner or operator may commence a judgment that the home is abandoned.

Human Trafficking Notice Requirements: Adds the following to the list of establishments required to post notice under the Human Trafficking Resource Center Notice Act: massage establishments; public gatherings and special events conducted on property open to the public requiring the issuance of a permit from the unit of local government; public and private elementary and secondary schools; and establishments registered under the Tattoo and Body Piercing Establishment Registration Act. Provides a busi-

ness or establishment failing to comply with the act is guilty of a petty offense, and subject to a fine of up to $500 for each violation.

ISP Civilian Employee Ticketing: Allows civilian employees of ISP to write tickets pertaining to excess size and weight permits.

Booking Photograph Limitation: Limits the publishing of booking photographs, “mugshots,” on social media with respect to civil offenses and offenses less than a Class A misdemeanor, unless the photo has been posted in order to assist in the search of a missing person or fugitive, person of interest, or in relation to a more serious crime. Also provides for the correction of errors by entities publishing criminal record information for profit.

Civil Service Commission Clarifications: Provides an option to seek more information rather than have an employee automatically reinstated. Clarifies the Civil Service Commission can remand cases back to the hearing officer for purposes of taking additional evidence or soliciting additional argument and clarifies the Commission gets an additional 60 days after remand to make a determination.

Pleadings Under Oath: Amends the Code of Civil Procedure in the section for verification and document certification so any pleading, affidavit, or other document can be used without being sworn under oath and removes any requirement it be sworn before an authorized person.

Citations: Removes requirement a person in violation of a petty offense must sign a paper citation.

This will improve officer safety and save money, as ISP pays 10 cents per sheet of paper required for a violator’s signature.

Synthetic Cannabis, Bath Salts, and Piperazines: Makes it that synthetic cannabinoids and piperazines are Schedule I controlled substances when not approved by the U.S. Food and Drug Administration (FDA); or, if approved, aren’t dispensed or possessed in accordance with state or federal law. Includes synthetic cathinones not approved by the FDA; or, if approved, not dispensed or possessed in accordance with law in the list of specified synthetic cathinones that are Schedule I controlled substances.

Unpaid state funding doubles in past month 2019 graduation dates are selected

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — The amount of state-mandated funding owed to Putnam County schools hasn’t reached the levels seen during the state’s infamous two-year budget standoff, but the total has doubled since December.

During the Putnam County School Board meeting on Jan. 21, Superintendent Carl Carlson reported the state currently owes the district $327,493 in categorically mandated funding. According to

the district’s December funding update, the county’s schools were then owed roughly $162,000.

The state owes the district more than $55,000 of special eduCarl cation funding; more Carlson than $266,000 for transPutnam portation costs; more County School than $3,000 for the superintendent driver’s education program; and more than $2,500 toward the agriculture grant.

“I presented a mid-year budget review as of Dec. 31, 2018. Currently, the district has only expended 44 percent of the anticipated budget amount. This is very encouraging as we work very hard to main-

tain our fiscal responsibility to our community,” Carlson said.

2019 graduations The board set the graduation dates for 2019. The eighth-grade graduation ceremony will be held at 6 p.m.

Thursday, May 16 at Putnam County Junior High.

The high school graduation ceremony is scheduled for 7 p.m. Friday, May 17 at Putnam County High School.

Personnel changes The board accepted with regret the resignation of Angie Heiser as sophomore class sponsor at the end of the year. The board also approved Heiser’s maternity leave.

The board accepted the letter of

retirement for Janice Ossola, of the special education department, at the end of the year.

The board approved the hiring of Beth Sale as the head cook at Putnam County Junior High.

The board approved renewing the contract with Gorenz and Associates for the district auditing services, as well as the contract with Robin Schwartz for legal representation.

The board approved a new copier contract with Impact Printing. The five-year contract puts new production copiers in each school’s faculty workroom.

They also approved a three-year leasing agreement for new Chromebooks for junior high and high school students.

he Bald Eagle Watch was celebrated at Starved Rock State Park and the Illinois Waterway Visitor Center this past weekend, and it was one of the few events in the area not canceled or postponed because of the bitterly cold and snowy weather. Sponsored by the Illinois Audubon Society, the Illinois Raptor Center, the Illinois Department of Natural Resources, and many others, the weekend events included Native American dancing, guided hikes, eagle watching, and historical and conservation programs. Many people came to see the eagles of Plum Island hunt the open waters near the dam, but the eagles seemed content to spend much of the day roosting in their trees to stay warm. Sea gulls, however, were out in large numbers and didn’t seem to mind the cold as they circled above the water while watching for unsuspecting fish.

Ottawa dispensary expects to double its patients Medical marijuana cleared as alternative to opioids to kill pain

BY BRENT BADER Shaw Media OTTAWA — Ottawa’s medical marijuana dispensary could see an increase in patients as Illinois begins rolling out a program as an alternative to opioids.

Anna Johnson, PharmaCannis’ general manager, said the dispensary, located at 4104 Columbus St., is already preparing for a large number of new visitors.

“We’re expecting a large flood of new patients.

It’s opening up a whole other group of patients that now have a qualifying condition,” Johnson said. “It’s definitely going to make a huge difference and we’re gearing up for that by beefing up our staff and through outreach to doctors.”

The Associated Press is reporting other medical marijuana dispensaries in the state are doing the same as the Illinois Department of Public Health’s new program will allow medical marijuana to be used in place of prescription painkillers.

The program was signed into law by former Gov. Bruce Rauner in August and goes live on Thursday, Jan. 31. Patients previously had to have one of about 40 conditions, including cancer or AIDS,

PharmaCannis opened a dispensary in Ottawa in October 2015 when the state first began allowing legal purchase of medical marijuana. Anna Johnson, PharmaCannis’ general manager, said the dispensary, located at 4104 Columbus St., is preparing for an increase in clients. to qualify for medical marijuana.

Johnson estimated the dispensary has between 600 and 700 patients and is expecting that number to potentially double as a result of the new program.

Those with an opiate prescription will need to go to a certified doctor who will fill out a form with the state to switch to medical marijuana.

Patients will be expected to pay a $10 fee for an application that will be emailed to them and eliminates a usual three-month waiting period

Patients will then need to see a doctor every 90 days to renew their certification for medical marijuana.

Johnson said medical marijuana’s use as an alternative has been in the works for awhile due to some concerns with the ongoing opioid crisis.

“We’ve seen unbelievable results for patients who are previous opioid users. It has been life-changing,” Johnson said.

She added some felt better physically and “more in touch with reality,” which others have been able to return to work when previously feeling “paralyzed” from opioid use.

Johnson added there will always be a use for opioids, but medical marijuana may be a healthy alternative for others.

PharmaCannis opened a dispensary in Ottawa in October 2015 when the state first began allowing legal purchase of medical marijuana.

A majority of local patients tend to be older compared to a more younger-base in the suburbs.

The nearest two dispensaries are in Morris and Bloomington, according to Johnson.

She added business continues to steadily increase.

“It’s slowly grown over the past three years,” Johnson said. “There wasn’t the huge uptick the state was expecting at the very beginning but it has steadily grown over the last three years.”

Oglesby Elks honor Dittmar and Filippini as Teens of the Month OGLESBY — The Oglesby Elks announce their November Teens of the Month were Alex Dittmar and Morgan Filippini.

Dittmar, a senior at St. Bede Academy, is the son of Mida Dittmar of Oglesby. He is currently second in his class and has been on the honor roll all four years. He is also a National Merit Scholar candidate.

He has been a part of the tennis team since his sophomore. For three years he was a member of the Spanish Club. He has been in Scholastic Bowl and Lectio Divina all four years. He was in St. Bede’s band as a freshman and sophomore then joined St. Valentine’s Choir as a clarinet player his junior and senior year. He has been a Student Council representative since he was a sophomore and is now the vice president his senior year. His junior year he was in Sue Rezin’s Student Advisory Council.

He was also the secretary of the Interact Club his junior year, which he has been a part of since his freshman year.

He won the St. Bede English Award and Mathematics Award his freshman, sophomore and junior years. He won the St. Bede Spanish award his freshman year. His junior year, he won the St. Bede AP Chemistry Award and AP U.S. History Award. He was the school recipient of the Sons of the American Revolution Award his senior year. He placed third at the state level in WYSE chemistry, as well as third place at the sectional level in WYSE English.

He has participated in community service through the Interact Club, his schools community outreach club. He is a peer tutor at his school and in

He has been an altar server at St. Bede since his junior year, as well as an altar server at St. Valentine’s since he was a freshman.

He enjoys reading news articles and learning about political matters. He enjoys practicing his clarinet and listening to music. He also enjoys helping others with school work, especially his siblings.

He plans to attend a four-year college in the Midwest though he has not decided which school. He is, however, applying to the University of Illinois, Loyola University and University of Chicago. He intends to become a doctor, so will be attending medical school after his undergraduate study.

Opening reception set for Feb. 1 PRINCETON — During the month of February, the Prairie Arts Center will showcase photography by John Iocca in a collection of shots taken during the Carnevale Festival in the Netherlands. A long-time Princeton resident, Iocca was recently named PAC Gallery director.

An opening reception, free to the public, will be from 6 to 8 p.m. Friday, Feb. 1, located at 24 Park Ave. East in Princeton. The show will continue on weekends, from 1 to 4 p.m. throughout February.

The Carnevale Festival is the Dutch equivalent of the Brazilian Carnival and the Mardi Gras in New Orleans. With its roots in Lenten observances, the event has evolved into a huge public festival with parades, floats, contests and elaborate costumes.

“While traveling in Europe I happened to be in Maastricht, The Netherlands, just in time for the Carnivale Festival,” said Iocca. “This is truly an event that must be seen to be believed.

Everyone is welcomed, costume or not. I thoroughly enjoyed photographing the event, and I can’t wait to return in 2020.”

Iocca’s gallery show and other Prairie Arts Council programming are funded in part by grants from the Illinois Arts Council, the National Endowment for the Arts and OmniArts.

Directors wanted for 2020 season LASALLE — Stage 212 in LaSalle is currently seeking submissions from directors for the 2020 season.

The organization is seeking wellknown, highly recognizable shows for the winter, spring, summer and fall slots, but will also entertain proposals for a special “Off-Season” production, typically small cast and a little out of the ordinary, to run in a slot outside of the regular season.

Winter productions are typically small musicals or comedy/dramas, the spring and fall shows are comedy/dramas and the summer production is traditionally a big musical, but other proposals will be considered. The organization will consider all submissions, including repeats of past shows if they have not been performed in the last 15 years.

Anyone interested in submitting a play for consideration should visit the Stage 212 website at stage212.org for application information. Visitors to stage212.org will find a reference list of all productions Stage 212 has put on in their history, as well as a director’s resume and application to be completed and submitted online.

Applications are due Sunday, Feb. 17. A final selection will be made for recommendation to the Management Committee of Stage 212 in March of 2019. Any questions should be emailed to stage212web@gmail. com.

• Teens Continued from Page 10 Filippini, a senior at Hall High School, is the daughter of Mike and Joanna Filippini. She is currently first in her class and has been active in softball and Spanish Club all four years. She has been on the varsity softball team since her sophomore year. She also played volleyball as a freshman. She has also been on the honor roll all four years.

She has been a part of Student Council since she was a sophomore.

She is currently the secretary of her class. She has been in the National Honor Society and WYSE since her junior year. She also participated in chorus and pep band her freshman and sophomore years. As a senior, she has joined the Honorary Activities Club.

In her sophomore year, she was a semifinalist for the Illinois Letters About Literature Essay Contest. She was also a runner-up nominee for the Hugh O’Brian Youth Leadership Award and was selected by a teacher to be a part of the Envirothon

team her sophomore year. During her junior year, her Envirothon team won the regional competition based on their team test scores and presentation. She also received the Daughters of the American Revolution Award as a senior.

As a Student Council member, she has been involved with community service by collecting cans for the local food pantry, purchasing toys for the toy drives at Christmas and volunteering at other community events like Santa’s on the Run Race.

Through the National Honor Society, she helps tutor underclassmen once a week in the library but is willing to help any student. Outside of school, she even tutors another student a couple times a week. She is also a weekly volunteer at the local food pantry.

She enjoys spending time with her family, which also includes watching her younger sister play softball and watching high school basketball games where her dad coaches. She enjoys working at her part-time job as well as babysitting her neighbors’ 2 year old.

ROCK FALLS — At least 12 scholarships will be awarded by Tri-County Opportunities Council to income eligible students residing in the agency’s service area.

The scholarships are worth up to $1,250 and have been made available by the Illinois Department of Commerce and Economic Development (DCEO) through its Community Services Block Grant funds. All low-income students, racial or ethnic minorities and previous scholarship win-

ners are encouraged to apply.

To be eligible for the scholarship competition: • The applicant must be a member of an income-eligible household.

• The applicants must be attending an Illinois accredited post-secondary educational institution of higher learning during the fall of 2019.

• Applicants must be a resident of Bureau, Carroll, LaSalle, Lee, Marshall, Ogle, Putnam, Stark or Whiteside County in Illinois.

• Students must be considered full-time (minimum of 12 semester hours) to qualify for the full $1,250 scholarship. Part-time students will be considered in the competition, however, scholarship awards will be pro-rated if they are selected as a winner.

Festival 56 will present ‘Love Letters’ PRINCETON — Festival 56 will present “Love Letters,” running Friday, Feb. 8, through Sunday, Feb. 10, at the Grace Performing Arts Center, 316 S. Main St., Princeton.

“Love Letters” follows the story of Andrew Makepeace Ladd III and Melissa Gardner, both born to wealth and position. They are childhood friends whose lifelong correspondence begins with birthday party thank-you notes and summer camp postcards. The piece is comprised of letters exchanged over a lifetime between two people who grew up together, went their separate ways, but continued to share confidences. As the actors read the letters aloud, what is created is an evocative, touching, frequently funny but always telling pair of character studies in which what is implied is as revealing and meaningful as what is actually written down. Festival 56’s 2019 winter production is directed by Dexter and Laura Brigham, and made possible in part by the National Endowment for the Arts and the Illinois Arts Council. Curtain time is 7:30 p.m. Feb. 8 and 9, with a 2 p.m. matinee on Feb. 10.
