I-180 bridge repairs among major projects for 2020

Work will affect traffic crossing river at Hennepin

BY CRAIG STERRETT Shaw Media Illinois Motorists can expect two-way traffic and plenty of construction work this summer on Interstate 180 across the Illinois River at Hennepin.

Repairs are coming soon to the bridge that links Bureau County to Route 71 and to the industrial lands north of Hennepin.

In addition, on Interstate 80 on the north side of LaSalle, extensive bridge repairs are planned that will reduce traffic lanes.

The Illinois Department of Transportation has been making repairs on the I-180 bridge that accommodated traffic to the steel mill for several years and which now receives a great deal of truck traffic to and from the Marquis Energy ethanol plant north of Hennepin.

Crews have been making repairs on the bridge sporadically for the past few years. Built in 1968, the I-180 bridge needs a new deck, said Nate Sell, construction field engineer for IDOT. “It will be staged construction,” he said of the project, which will last for three years.

All four lanes utilize the same bridge structure. The first year, IDOT wants the crew to rebuild the

deck for the westbound lanes. The second year, the contractors should do the eastbound lanes. A painting project is planned for the third year.

At a bid letting Jan. 17 in Springfield, Civil Constructors Inc. of Freeport submitted the lowest of three bids for complete bridge deck replacement, pavement restructuring and replacement of the approach.

Civil Construction’s bid came in at $25.1 million, according to Illinois Department of Transportation.

D Construction Inc. of Coal City bid $27.3 million, and ICC Group Inc. of Elburn was willing to do the job for $29 million.

LaSalle overpasses, Little Vermilion River bridge Work also is on tap for Interstate 80 overpass structures that go over Airport Road and LaSalle Road (also known as May Road or Raccuglia Drive) on the north side of LaSalle-­ Peru.

D Construction was the lone bidder ($16.4 million) for an Interstate 80 project calling for “1.278 miles of superstructure replacements and bridge repairs from LaSalle Road to the Little Vermilion River at LaSalle.

Sell said the job requires work on six structures — parallel structures over the Little Vermilion River, a pair over Airport Road and a pair over LaSalle Road/May Road. The latter bridges, the farthest to the west, need repairs.

The bridges over Airport Road and

the Little Vermilion River bridges need superstructure and deck replacement.

Interstate 80 traffic will be routed onto the south half of the interstate for two-way traffic through the work zone during the projects.

After one side is done, IDOT and the contractor will move traffic to the other side.

Other projects: • D Construction submitted the lone bid for replacement of the bridge that carries County Highway 9 over Interstate 80, plus realigning the bridge approach. Resurfacing pavement around the IDOT buildings near the bridge between Ottawa and Utica also is proposed “under CI funds,” records show.

• G.M. Sipes Construction Inc. of Rushville bid $415,882 to be able to patch and repair pavement on the entrance and exit ramps at the U.S. 52-Interstate 39 interchange east of Troy Grove.

• Advanced Asphalt of Princeton bid $9.7 million for a resurfacing project for Interstate 39 from a mile north of Route 116 to 3.1 miles south of Route 116 in Woodford County.

• Era-Valdivia Contractors Inc. of Chicago appeared to be the lowest responsible bidder for three bridge-cleaning projects: the U.S. 34 bridge over Interstate 39 on the east side of Mendota ($351,131); a pair of bridges (SN 006-125 and 126) that go over Interstate 80 in Bureau County ($416,773); and the bridge that carries Township Road 148 over Interstate 80 in Bureau County.

PUTNAM COUNTY SCHOOL BOARD

School maintenance grant sought by district Money could fund boiler replacement or entrance security work

during its Jan. 21 meeting.

The state has earmarked approximately $44 million to be used for this program. It is a dollar-for-dollar state matching grant program that provides up to $50,000 to grantees exclusively for the maintenance or upkeep of buildings or structures for educational purposes.

Superintendent Carl Carlson said that there were several places this grant could be utilized.

One idea would be to use the

money to replace the boiler at the junior high building. Another idea would be to improve security at both the junior high and high school by adding a second wall to the entrance areas.

Carlson said: “There is no guarantee, but it would be irresponsible not to apply for $50,000 to go toward a much-needed project in our district.

We would knock off an important project for half the cost.”

Junior high school graduation was set 6 p.m. Thursday, May 14, and high school graduation was set for 2 p.m. Sunday, May 17. This will be the first time the high school graduation takes place on Sunday, but over the recent years, there have been issues with track meets (boys sectionals and girls state). It is the board’s hope that these issues will be avoided and the 2 p.m. start will allow families to exercise their Sunday rituals.

• The 2020-21 school calendar was approved. The school year will begin on Aug. 13 with two days of teacher institutes. The first day of student attendance will be Monday, Aug. 17.

Other maintenance projects are going forward this summer. The water storage tank at the junior high needs to be replaced but will no longer be able to be underground. A building will need to be constructed to house the tank and the rest of the water system.

Carlson explained that he received the approval needed from the EPA as well as the Department of Health.

Mentoring program rewards 23 PC students

Marquis Energy awards $7,800 for improved grades

BY GOLDIE RAPP news@putnamcountyrecord.com GRANVILLE — Marquis Energy gave away $7,800 to 23 Putnam County High School students who improved their academic performance last semester through the ME³ student incentive/teacher mentoring program.

The students gathered Friday for a special lunch event in the school’s media center where Marquis Energy Project Manager Dustin Marquis and Denny Thompson, who oversees the program for Marquis Energy, presented the checks to students.

The ME³ program is now in its fourth year in helping area at-risk students realize their full academic potential and take pride in their work.

The objective of the program is to identify students who are underperforming or at risk of dropping out of school. The students are then paired with a mentor, who can either be a teacher or employee of the school district.

The students then set two goals aimed to improve academic performance.

Putnam County High School Principal Clayton Theisinger said the program only accelerates the goals of the school.

“We build everything we do on relationships here,” Theisinger said.

“We believe learning only happens when you have relationships. In cases like this when you can have a one-on-one individual mentor providing students with guidance on their individualized goals, you’re taking that relationship to the next level to make sure that student is successful,” he said.

Students who attend all mentor meetings are offered $100; students who meet one goal and attend all meetings are offered $300, and students who meet both goals and attend all meetings are offered $600.

Marquis said the focus of the ME³ program is helping students develop a habit of setting and retaining goals.

“Our thought process is by having this incentive now, if we can have students start getting used to working with these good habits now, that kind of goes beyond this check and they can see successes for years to come,” he said.

“Mr. Thompson has done an excellent job of overseeing this program.

Teachers and mentors do a great job working with students. We’ve been thrilled to see how many students have succeeded with it.”

LASALLE COUNTY SHERIFF Two-vehicle crash LaSalle County deputies investigated a two-vehicle accident at Routes 251 and 71 at 4:10 p.m. Jan. 8. Karee Ankiewicz, 51, of Peru was northbound on Route 251 and stopped at the stop sign at Route 71.

Ankiewicz proceeded through the intersection and was struck by a westbound vehicle driven by James Turner, 60, of Granville. No injuries were reported. Turner was cited for failure to reduce speed to avoid an accident.

Single-vehicle crash LaSalle County Sheriff deputies investigated a single-vehicle accident at 7:57 p.m. Jan. 23 at North 32nd Road and East 24th Road (Rutland Township). Kole Chiado, 18, of Granville was westbound on North 32nd Road and attempted to stop at the intersection with East 24th Road.

Chiado’s vehicle started to slide due to weather conditions and slid into the guardrail. No injuries were reported.

MCNABB — Roger Allen Pletsch, 78, of McNabb passed away peacefully at 1:19 p.m.

Thursday, Jan. 23, 2020, at OSF St. Francis Medical Center in Peoria, surrounded by his loving family.

Roger was born on Aug. 6, 1941, in Spring Valley to Frances (Allen) and Lewis Pletsch, they preceded him in death. Roger married Marilyn Mills on Sept. 2, 1961, in Magnolia. They were married for 58 years. She survives.

Also surviving are three children, Tim Pletsch of Streator, Mike (Debbie) Pletsch of McNabb and Nancy (Doug) Martin of Peoria; his siblings, Ron (Dottie) Pletsch of Mt. Palatine and Sharon (the late Ron) Johnson of Arizona; and six grandchildren, Amanda, Austin, Allie, Devin, Aaron and Melissa.

Roger graduated from Magnolia-Swaney High School in 1959, and attended the University of Illinois.

He was a crop adjuster for Farmer’s Mutual Insurance Company as well as a salesman for DeKalb and Asgrow seed companies for many years. Roger was the current president of the McNabb Telephone Company, sat on the board

BY KIM SHUTE Shaw Media PRINCETON — The February trial date for a suspect accused in a Spring Valley homicide is still on, for now.

Eddie L. Mentgen Jr., 38, is accused of killing his then-girlfriend Marissa Roberts in her Spring Valley apartment in April of last year. In November, he opted out of a jury trial, instead choosing to have his case head before Judge C.J. Hollerich.

If convicted, Mentgen faces up to 20-60 years in prison.

During a scheduled final pre-trial hearing Friday, Mentgen and his attorney, Brad Popurella, spent considerable time in chambers with the judge, State’s Attorney Geno Caffarini, and First Assistant State’s Attorney Thomas Briddick.

Afterward, Popurella asked for one last pre-trial appearance on Feb. 10 before proceeding with the Feb. 18 trial.

One matter for the judge’s consideration leading up to trial was Ment-

gen’s accommodations. To date, he’s been in custody at the Dixon Correctional Center, on hold for parole violation stemming from his current case.

On Friday, Popurella asked Hollerich to remand Mentgen to the Bureau County Jail after his Feb. 10 appearance though the duration of the trial.

“I’m glad it’s come up,” Hollerich said, “I’ve had some concern all along, although it’s been your wish to be housed in Dixon, that you have enough access to Mr. Popurella.”

“Are you satisfied with your access to him?” Hollerich questioned. “If you want, you can be housed in Bureau County from today forward.”

Mentgen declined, saying he felt he’d had adequate time to speak to Popurella via phone, although the judge reminded him, the phone doesn’t substitute for seeing case discovery in person.

No new motions are expected to be heard at the final appearance. The trial is expected to take about six days.

The Illinois Environmental Protection Agency (Illinois EPA) is conducting the required five-year review of the South Ditch Operable Unit at the New Jersey Zinc/Mobil Chemical National Priorities List (NPL) Site in DePue, Illinois. The Comprehensive Environmental Response, Compensation, and Liability Act of 1980, as amended (CERCLA or Superfund) requires regular reviews of sites (at least every five years) where remedial actions are complete but hazardous substances remain on site above concentrations that allow for unrestricted use. These reviews are done to ensure that the cleanup continues to protect human health and the environment. This is the third scheduled FiveYear Review for this site.

The South Ditch Operable Unit received past discharges of contaminated water the New Jersey Zinc/Mobil Chemical plant site until 1997 when the owners put a collection and treatment system into operation. Investigations by Illinois EPA and the potentially responsible parties (the DePue Group, CBS and ExxonMobil) determined that the South Ditch was a point of deposition of metals-contaminated sediment, which represented a threat to human health and the environment.

The Illinois EPA, with concurrence from the United States Environmental Protection Agency (USEPA), selected the following cleanup actions for the site, which included: • Excavation of visually discernable unnatural sediment • Chemical and physical fixation of the sediment with bed ash • Placement of the treated sediment in a newly constructed waste management unit on the former plant site.

Blood drive set for Feb. 10 in McNabb

MCNABB — The Putnam County Methodist churches will host a Red Cross community blood drive in McNabb from 1 to 6 p.m. Monday, Feb. 10. The drive will be held at Goldasich Hall in the McNabb Fire Department on Illinois Route 89, south of McNabb.

The blood drive offers a chance for repeat and first-time donors to save lives with their donation of blood. All blood types save lives.

Every two seconds, someone in the U.S. needs a blood transfusion.

Type A, B and O donors are particularly needed, but all blood types are welcome as blood shortages continue throughout the United States.

Starved Rock Country Community Foundation will award nine scholarships OTTAWA — Through the generosity of local donors who care deeply about the advanced education of local youths, the Starved Rock Country Community Foundation is honored to award nine scholarships in 2020.

Five $1,000 scholarships will be awarded through the Carol and Dick Janko Scholarship for Young Entrepreneurs. The scholarship reflects a lifelong commitment to youths, education, economic development and philanthropy. Applicants must be enrolled in an accredited university or college for the 2020 school year and be able to demonstrate recent studies, work-related activities focused on entrepreneurship, and the intent to become an entrepreneur.

B+B SmartWorx in Ottawa established the Internet of Things Scholarship for Science, Engineering and Technology. Two $1,500 scholarships, one for a male student and one for a female student, will be awarded to students who have studied loT, and who will pursue a career in engineering, science and/or technology.

The Rising Star Scholarship is available to students residing in Seneca or Marseilles who will be pursuing a degree in elementary education at Illinois State University. This scholarship provides a $5,000 award and was established through the SRCCF by Ethel McConnell, a life-long educator and learner, who taught at Jefferson Elementary School in Ottawa and Marseilles Elementary School.

A $10,000 scholarship is the Mac-Aero Scholarship. Also created by Ethel McConnell, the scholarship is in memory of her late husband, Ed, who was an engineer and an aviation mechanic. He owned Mac-Aero on Boondox Field in Seneca. The Mac-Aero Scholarship will be awarded to a graduating high school senior pursuing a degree in aeronautics or aviation.

The student who best describes “How IVCC has changed my life” will win $300 and read their essay at the May 16 commencement. All currently enrolled full- or part-time IVCC students are eligible. Lady Panthers take second in TCC tourney Putnam County falls to Seneca in title game, 39-27

BY CHARLIE ELLERBROCK Shaw Media SENECA — Dealing with the pressure put on by an opponent is something that every basketball team must learn to handle if it is to be successful and, for the most part of what has so far been a pretty successful season for the Putnam County Lady Panthers, they’ve managed to handle it.

But they weren’t at all used to what Seneca threw at them on Jan. 23.

The Lady Irish pressured PC from endline to endline, from the opening tip to the final buzzer, and used a little falter by the Lady Panthers spanning the last two quarters to come away with a 39-27 victory and the Tri-County Conference Tournament championship.

Putnam County jumped out to a 7-0 lead and, using a game-best 14 points from senior Sophia Harris, took a 20-18 lead on an Avery Lamis bucket with 4 minutes, 25 seconds left in the third period. However, the Lady Panthers were already beginning to wilt under the top-seed’s endless pressure, and allowed Seneca to score the next 12 points and finish the game outscoring PC 21-6 over the final 11 minutes to pick up their first TCC Tourney title.

“I thought our press was doing what it needed to do in the first half,” said Seneca coach Ted O’Boyle, whose club outboarded PC 31-27 behind Mara Bruno’s game-best 11. “(Putnam County) coach (Jared) Sale does a really nice job, so I knew in the second half they’d have a good plan.

Still, I felt we could wear them down if we continued to stay aggressive and that’s what happened. We wore them down. We weren’t allowing them to get into the offensive sets that they run so well to get the shots they did in the first half.

We just contested really well in the second half and I’m really proud of the effort.

“We have to find a way to get off the bus. We were down 9-0 the other night and 7-0 tonight, so we have to figure out a way to get jump-started right away. … We just needed to hit a shot and once we did, we relaxed, got in a flow and played our game.”

A trey by Caitlyn Cioni and two deuces from Harris, coupled with three turnovers and 0-for-5 start from the field by Seneca, got No. 3-seeded PC out to a 7-0 lead. But a pair of buckets by Cassidy Draves led a 6-0 run that created a nipand-tuck battle that lasted the next two quarters, through 10-10 and 16-16 ties after the first and second stanzas.

It wasn’t until the Lamis shot in the lane for Putnam County’s last lead that things changed.

Brooklyn Giertz bounced in a shot from the key to tie it again before two scores by 6-2 center Madi Bromberek around a free throw by Carly Greve gave the hosts a 26-20 advantage through three.

12-0 burst with Seneca in control against the tiring, offensively-struggling Lady Panthers, who finished shooting 27 percent (10-of-37) for the night.

Meanwhile, the Lady Irish ended up hitting at

a 33 percent (15-of-45) pace from the field and to 7-of-11 from the line, a vast improvement over 20-of-40 in the Jan. 20 semifinal against Roanoke-Benson.

“We like to slow it down and they like to play fast and make the game chaos and you don’t get a break. It’s 32 minutes of non-stop, at-yourthroat pressure you don’t see very often,” said Sale. “That endline to endline pressure all night long is going to be hard to deal with because it exhausts you and when you see it only once or twice a year, it wore on us.

“To be honest, I thought we did a really nice job in the first half only turning the ball over seven times, but in the second half, they turned it up just a little bit and we made some silly mistakes.

We didn’t take advantage of what was given to us in the first half and that proved costly later.

They started knocking down some shots and pulled away a little bit and we got in too big a hurry. I can’t blame a sense of urgency, but when that comes, we still have to play within ourselves and not go too fast … but this has made us stronger and hopefully it will pay dividends when we get into the postseason.”

ELECTION 2020 | PUTNAM COUNTY CLERK

Early voting for primary will begin Feb. 6 at Putnam County Clerk’s Office HENNEPIN — Putnam County Clerk Dan Kuhn announces that early voting for all county precincts will begin Thursday, Feb. 6, in his office at the courthouse at 120 N. Fourth St. in Hennepin.

Early voting will continue through Monday, March 16, on weekdays from 9 a.m. until 4 p.m., Kuhn stated.

Also, early voting will take place on Saturday, March 14, from 9 a.m. to noon.

Kuhn said any voter who is a valid registrant in Putnam County may vote during the early voting

period after showing proper identification.

“However, any vote cast is final and may not be revoked. As a result, the early voter is not eligible to cast a vote on Election Day,” Kuhn said.

The date of the actual primary is Thursday, March 17. Polls will be open from 6 a.m. until 7 p.m. across the county.
