BY KIM SHUTE Shaw Media HENNEPIN — No one disagrees that finances in Putnam County are an issue, but something’s got to give if the board wants to keep the Sheriff ’s Department well staffed, says the chief deputy.

Chad Haage told board members on Jan. 13 that for the past three or four years, deputies have gone without any wage increase, which isn’t working anymore for the department.

“We’re going to start losing people,” Haage said. “So if we have to start holding people accountable for a job, that’s what we’re going to do,”

Board Chairman Steve Malavolti said he understands where they’re coming from, but the money just isn’t there.

“I would love to give everybody a 2 percent raise, but it’s not there to give,” he said.

Malavolti said the only way to possibly increase wages is a tax referendum, or a special service ordinance.

ADAM AND IDA DECK COLLEGE SCHOLARSHIP HENNEPIN VOCATIONAL GRANT KENNEY GRANT The Village of Hennepin would like to remind Putnam County graduating Seniors that the deadline is fast approaching to apply for the Adam and Ida Deck College Scholarship. The scholarships will be subsidized through proceeds realized from the Adam and Ida Deck Scholarship Fund. First place recipient will receive four consecutive yearly payments of $1200, and the Second place recipient will receive $1000 per year.

These scholarships are awarded on the basis of scholastic ability.

The Hennepin Vocational Grant provides for a grant of $1200 for first place, $1000 for second place and $800 for third place. This Grant is also subsidized through the Adam and Ida Deck Scholarship Fund.

These grants are for one year only.

Applicants for the above awards must live in Hennepin Township.

Deadline for application submission is February 15th.

In addition, Kenney grants are also available with a one-time award of $500. This Grant is subsidized through proceeds realized from the Harold and Julia Kenney Education Fund. No limit of recipients.

Applications must be received no later than 90 days after the student begins their first year of study beyond High School. For the Kenney grant, applicants must reside in the Village of Hennepin.

Steve Malavolti, chairman of the Putnam County Board, says the outdated funding formula is partly to blame.

The corporate tax rate was established around 1975, when the Counties Code was established.

This was a set rate by population, but was never tied to inflation. Therefore, when cost of services, manpower and insurance goes up every year, the rate does not keep up.

Putnam County’s rate is 0.37 percent. If one was to put 0.37 in an inflation calculator at www.inflationcalc.com, the rate would have been 1.48 percent in 2019.

If this rate was established to sort of keep pace with inflation, many counties would not be struggling to maintain basic services and police protection.

Voters won’t support higher taxes, he says, and a special service ordinance would bring in money to fund mandates, but he doesn’t believe it would bring in enough to increase wages.

If property taxes were increased, Malavolti said he doesn’t think it would be the answer sheriff ’s deputies are looking for, either.

A property tax increase would allocate dollars first to retirement and insurance funding, leaving potentially very little left over for salaries, he pointed out.

“Even if we do this, it’s not going to give us a plethora of money,” he said.

Malavolti pointed out that board members have opted out of their stipends for the past several years due to budgetary concerns, so they aren’t unsympathetic to Sheriff ’s Department employees.

“The board understands and commends every one of you for your service,” he said.

According to Haage, that just isn’t good enough.

At 853 acres, site of former steel mill offers advantages and options

BY CRAIG STERRETT Shaw Media HENNEPIN — With more than 1 million square feet of the former steel mill at Hennepin demolished and hauled away, the land that’s left is zoned and ready for just about any type of industrial development.

That’s the word from North Central Illinois Economic Development Corp., Illinois Valley Area Chamber of Commerce and Hennepin Mayor Kevin Coleman.

Coleman said he recently was granted entrance to the site of the for mer LTV and ArcelorMittal rolled-steel plant on the north side of Hennepin.

He said he recently took a ride around much of the 853 acres with president Mike Kirchoff and administrative manager Gina Czubachowski from North Central Illinois Economic Development Corp. and was impressed by what’s gone as well as all of the facilities that remain in place to make the site attractive for industrial development.

“It’s ready for somebody to come in to build something,” Coleman said.

She said a buyer would have an edge over competitors in that they can ship through various modes of transportation.

“The land can be used for multiple different industrial purposes. If the owner desired, they could subdivide the property,” Hunt said.

He said the scale house and scale still are in place, and when they drove onto it, numbers showed the vehicle weight.

Joni Hunt, executive director of the Illinois Valley Area Chamber of Commerce and Economic Development, said a web page for the Hennepin site had 5,000 visits in 2019.

For a few years after the 2009 closing that included the loss of about 300 jobs, and then the 2014 sale and gradual scrapping of the steel plant contents, there was hope an industrial developer would purchase and use the buildings.

But when the site had buildings standing, and after owners disabled its steel rolling mill, the buildings were attractive only to certain types of industry. And an investor still would have needed to retrofit them.

IVAC, NCIEDC and government leaders have been working to attract investment and jobs for several years.

“The truth of the matter is the steel site has always been marketed,” Hunt said. “It is one of the most desirable locations in Illinois.”

Hunt said the site’s access to interstate highway, power, the Illinois River and railroad should make it more attractive than most in the

tion of consumers after having service work done on their Mercury outboard or MerCruiser Sterndrive. The CSI score for each dealer is

Brzozowski said U.S. Dani Brzozowski Rep. Adam Kinzinger, R-Channahon, “has not held a town hall in over two years, and even before that, he rarely held them.

That’s a little shocking, considering that when he first ran for Congress in 2010,

he consistently brought up that his opponent rarely did town halls.”

Kinzinger pushed for more town halls when running for Congress in 2010 against U.S. Rep. Debbie Halvorson, saying at the time the congresswoman was “ducking” them.

His office has said in the past some groups have caused chaos at town halls to get media coverage, noting the congressman sought alternative ways to meet with the public.

in a 2018 radio debate, Kinzinger said it’s difficult to travel all 14 counties of the 16th District, which includes LaSalle County, as he spends four days a week in Washington, D.C. He noted at the time that he’s held meetings in the district covering topics from human trafficking to opioids, among other topics. He also said he has held town halls via telephone.

STANDARD — Carol M. Marchiando, 77, longtime resident of Standard, passed away Thursday, Jan. 16, 2020, at her residence.

Carol was born April 11, 1942, to Andrew and Pearl (Halverson) Eikeness. She married Dominic “Nick” Marchiando in October of 1962.

She graduated from Hall High School and continued her education and became an LPN at St. Mary’s Hospital.

Once her children went to school, Carol became a lunchroom aide at the Standard Grade School for several years. She then worked at Mennie’s Machine Shop in Granville before she became a special education school bus driver for the Putnam County School District.

She finished her career as a cashier at Walmart, where she was employed for over 20 years.

Carol was a very social person around town. Everyone knew her.

Christmas was her favorite holiday. She loved to cook, sew and do crafts. She especially loved spending time with her grandchildren.

Survivors include one daughter, Mary (James) Terry of Crystal Lake; one daughter-in-law, Lisa (the late Joseph) Marchiando of Spring Valley; two grandchildren, Jenica and Dominique; and several nieces and nephews. She was preceded in death by her parents; two sisters; her husband, in 1993; and her son, Joe, in 2015.

A Mass of Christian Burial will be at 10:30 a.m. Saturday, Jan. 25, at Sacred Heart Catholic Church in Granville with Father Patrick DeMeulemeester officiating. Visitation will be prior to the Mass, from 9 to 10:30 a.m., at the church.

LASALLE — Elizabeth J. “Betty” Weeks, 84, of LaSalle passed away Friday, Jan. 10, 2020, at Illinois Valley Community Hospital in Peru.

She was born Dec. 6, 1935, in LaSalle to Paul and Elizabeth (Strohm) Pyszka.

She attended LaSalle-Peru Township High School.

In 1991, she moved to California where she worked as a home health care provider. She then retired to Apache Junction, Ariz., to live with her sister. She returned to the Illinois Valley in 2016.

She enjoyed reading and crossword puzzles.

She loved being with friends and family. No matter where she was, she never met a stranger

Sheriffs’ statewide group offers scholarship

Deadline to apply for it will be March 20 HENNEPIN — The Illinois Sheriffs’ Association announces that it will be awarding more than $58,000 in college scholarships throughout Illinois to students wishing to pursue higher education during the 2020-21 academic year.

The scholarships are to be applied

to tuition, books and fees only. The students must be enrolled fulltime at a certified institution of higher learning within Illinois.

Suppan to speak at BCGS meeting PRINCETON — The Bureau County Genealogical Society will meet at 7 p.m. Thursday, Jan. 23, at the Society library at 629 S. Main St. in Princeton.

The speaker for the evening will be Heinz-Dietrich Suppan, who teaches at Marquette High School in Ottawa and serves as an adjunct instructor at Illinois Valley Community College. His program for the evening will be “Anti-German Hysteria during World War I.” By the time World War I broke out, many Germans had already settled in the United States and had become citizens. A great number of

them were business owners as well.

With Germany being an adversary of the United States in that war, many Anglo-Americans feared that German Americans would be loyal to the Kaiser. Suppan will tell the audience where the “Devil’s Triangle” was located and how social issues changed at that time. The meeting is free and open to the public.

Also during the business portion of the meeting, an annual financial report will be given. In addition, a new slate of officers will be presented at this meeting for election to serve for the coming year.

Regional beef cattle meeting planned for Jan. 29 in Oglesby OGLESBY — University of Illinois Extension - Bureau, LaSalle, Marshall, Putnam Unit will host a Regional Beef Cattle Meeting and dinner from 5:30 to 8:30 p.m.

Wednesday, Jan. 29, at Illinois Valley Community College, Room CTC 124, in Oglesby.

14 Putnam County High School Hall of Fame inducts two new members Putnam County High School inducted Scott Parker, Class of 1983 (third from left), and Kari Haines, Class of 2006 (second from left), into its Hall of Fame on Jan. 10 between the sophomore and varsity boys basketball games against Seneca. Parker was a twotime state qualifier in cross country, and he placed fourth at the state meet in 1982. In track and field, he qualified for state in three events over two years and placed fourth in the 1,600 meters in 1983.

He holds the school records in the 800 (1:58.7) and the 1,600 (4:22.91). Haines was a threetime state qualifier in the shot put and placed seventh as a senior in 2006. She holds the school record in the event at 40 feet, 4 1/2 inches.

Luna Gonzalez earns titles in her weight class in two all-girls meets

BY CHARLIE ELLERBROCK Shaw Media GRANVILLE — There’s no doubt that Luna Gonzalez has an adventurous spirit.

After all, she willingly left her native home of Madrid, Spain, to travel to this country and spend a year studying at Putnam County High School.

But her curiosity also extends to sports, and she’s excelling in one that she barely knew existed just a few months ago.

Gonzale z took up wrestling because it was the closest thing to her favorite sport back home, judo.

She’s taken to it so well that she has been the champion of her weight class at the two all-female meets she’s been in so far and is undefeated in dominating fashion against her gender in eight matches.

Though she’s 0-4 against boys so far this year, PC coach Gerald Kriewald said, “She’s working on that, too.”

“Luna’s got a lot of experience (six years) with judo, but she was very inexperienced with wrestling,” said Kriewald. “We were able to adjust her technique because at first she was all throw and no cover. We had to teach her that side of it and some different throws, too, but it’s all coming together for her now.”

After going 4-0 to win the 152-pound class at the Princeton event back in early December, Gonzalez showed that was no fluke by rolling to a 3-0 mark at the Ottawa Girls Invitational on Dec. 26, pinning Ottawa’s Ivy Jones in just 16 seconds in the championship match.

She opened with her toughest match to date, putting Audry Driscoll of Pekin on her back twice to score a 14-13 victory. She then pinned Kaneland’s Marisa Sosa in

According to her coach, who feels her greatest asset on the mat is her intensity off the opening whistle, the Driscoll match is the only one she hasn’t won by pin in less than 25 seconds.

“It’s all been very cool,” said Gonzalez, who practices mainly against the boys as the only other female wrestlers in the PC program are still in junior high. “Having done judo, I saw that wrestling was very similar, so if I was going to do a sport this year, it was going to be wrestling and I was very anxious to start. …

The first time I wrestled in a tournament (at Sterling Newman), I was really nervous, but by the second match I was much more relaxed.

“My teammates told me that this is the first year (for all-girl meets), so I’m glad I was able to be here now because I feel it’s a good opportunity for girls. At most meets, there are not a lot of girls, so we don’t feel as much a part of the team in those, but meets like those are a great opportunity in the sport. That makes me really happy. … It’s also cool when the other teams have just one or two girls, that I can make friends.”

Gonzalez, who likes the American educational system and intends to study law when she graduates from high school in Spain a year from now, finds the team aspect of Panthers wrestling very appealing.

She intends to go out for track and field in the spring, perhaps to run

the distance events.

“I’m still learning and in every tournament, I’ve learned a lot from other people, from watching and sometimes the ones I’m competing with,” Gonzalez said. “You always have to learn in order to get better and that’s what I want. … I still prefer judo, but wrestling is pretty fun.”

Kreiwald said Gonzalez has acclimated well.

“It’s hard to blend in and find your niche when you’re only here for one year, but Luna has found hers,” Kriewald said, then added with a laugh. “She gets a little mad when I tell her she has to lose a couple of pounds to make weight class, but she’s a lot of fun to have around, very energetic and always very positive.”

Coaches and current players will offer softball instruction in hitting, bunting, fielding, throwing, base running and communication.

There are two sessions each day. On Saturday, participants in grades 2-4 will meet from 8 to 10:30 a.m. Grades 5-8 will meet from 11:30 a.m. to 2 p.m.

On Sunday, grades 2-4 will meet from 10 a.m. to 12:30 p.m., with grades 5-8 meeting from 1:30 to 4 p.m.

The cost is $40 per player and includes five hours of instruction and a T-shirt. If a player can only come one day, the cost is $25.

All players should bring a glove

and tennis shoes (no spikes or cleats allowed). If a player has her own bat, she is allowed to bring it. Please make sure all items have the player’s name on them for identification purposes.

DAVID MCINTIRE, AMY MCINTIRE, OWEN D. MCINTIRE, MARGARET A. MCINTIRE, COLLECTION PROFESSIONALS, INC., UNKNOWN OWNERS, UNKNOWN TENANTS, and NON-RECORD CLAIMANTS, Defendants.

Illinois Valley Community Hospital Auxiliary makes $7,000 Christmas gift to IVCH Foundation

The Illinois Valley Community Hospital Auxiliary gave the IVCH Foundation a $7,000 Christmas gift at the Auxiliary’s annual holiday party at Mario’s Maples Supper Club in Peru. Funds for the donation came from sales in the hospital’s Lobby Shoppe, which is staffed by Auxiliary volunteers. Auxiliary President Allison Rooney presents the check to Tommy Hobbs, IVCH chief executive officer.
