Bureau, Putnam, Marshall county officials working on logistics KIM SHUTE kshute@shawmedia.com PRINCETON — Phase 1 of local vaccine distribution is well underway health department officials say, but there are still some snags in the roll out.

Bureau, Marshall and Putnam County Health Departments Public Information Officer Terry Madsen said this week they are wrapping up vaccines for some of the first tier health work-

ers in Spring Valley and some other emergency responders who have not yet been vaccinated.

“Once we wrap that up then we will wait to hear what the allotments and delivery dates for next week will be,” Madsen said. “Once we know that we hope that we’ll be able to start setting the next appointments in all three counties.

“There are right at 11,000 people in the over 65 age group in all three counties. (7,000 in Bureau County, 2,700 in Marshall County and 1,300 in Putnam County). The number of essential workers is harder to estimate but we are thinking a few thousand. Of course, we don’t know how many will want the vaccine, but they are all important to us

and we are committed to getting them vaccinated as soon as we can. When that will be will hinge on the flow of vaccine supply,” Madsen said.

In Bureau County, coordinating the vaccination effort with the hospitals has gone very well so far, according to Madsen.

Perry Memorial Hospital has been partnering with the health department to vaccinate the 1As (first tier health workers) and St. Margaret’s has been handling the east side of the county. The model is expected to be similar going forward with public vaccinations.

Remembering Bart Kassabaum and his lifetime of art KEVIN HIERONYMUS khieronymus@bcrnews.com

Bart Kassabaum turned a childhood hobby into a lifetime passion and profession, adorning the walls of thousands of customers with his trademark artwork and paintings.

The renown Princeton artist, who passed away Tuesday, Jan. 12, at the age of 73, will be forever remembered for his love of art, his name etched on all his work for generations to come.

Jim Dunn, former editor of the Bureau County Republican who partnered with Kassabaum on the Rediscover Richard Widmark group, said Kassabaum is the most artistically talented person he’s ever known.

“His work reflected the good people, historic treasures and natural beauty of Bureau County and beyond,” Dunn said. “Whether the topics were waterfowl, harvest scenes, military veterans or architecture, Bart gave his artwork a special caring touch that made it truly memorable.”

One of Kassabaum’s many customers was former Princeton Mayor Keith Cain. He said he would always try to buy any of Kassabaum’s works he saw at auctions and bought items from him personally.

“His artwork was phenomenal.

Unbelievable, especially in his wildlife stuff,” Cain said.

“He was a good friend of mine. I always envied his work and always enjoyed his opinions. I really did, because he was always truthful and up front, and that was what I liked about Bart.”

Cain said the commemorative artwork that Kassabaum was commissioned to do when he retired as mayor is the most prized possession in his home.

“It’s hanging right in front in our living room,” Cain said. “There’s so much detail on that. He touched every area of the community. It’s a very memorable piece.

“I have three sons fighting over the piece who’s going to get it.

That’s the truth. He did a great job.

Unbelievable.”

Kassabaum’s other passion was to honor and share the legacy of Princeton’s own Hollywood star, Richard Widmark. He penned a book, “Becoming Richard Widmark,” in 2017, a 478-page biography with 198 illustrations.

Dunn said Kassabaum’s work for the Rediscover Richard Widmark group, which was to promote greater appreciation of Widmark, was simply outstanding.

“Through his art, newspaper columns and his book, Bart celebrated a former local resident who achieved greatness. Along the way, Bart’s own greatness shone through as well,” Dunn said.

Dunn said it was Kassabaum’s idea to create and sell T-shirts to raise money for a sidewalk star and plaque to honor Widmark. In turn, that inspired the creation of Princeton’s Walk of Fame near the Apollo Theater in honor of other famous local residents.

“I feel very fortunate to have known Bart. I can’t thank him enough for all the good things he did for our community,” Dunn said.

Kassabaum was able to see his last project, publishing second book, “Becoming Bureau County,” to fruition.

Dunn spoke to Kassabaum by phone from the hospital last Friday, and he told Dunn, he was blessed to finish it.

Dunn said he got a call from Kassabaum’s widow, Connie, that he had passed away Tuesday afternoon, and that a shipment of 100 books arrived that evening.

Kassabaum, who never had an art lesson, was self taught, learning the basics from the old “Jon Gnagy Learn to Draw Show” on TV every Sunday morning from his home in Granville after church.

He gained his most fame for his work doing duck stamps, encouraged by a Princeton youth to enter a contest. Having lost his job doing commercial work at Jostens, Kassabaum did enter the contest and won, and he won every time he entered it.

“It kind of made a name for me.

The duck stamps legitimized my work,” Kassabaum said last summer.

Kassabaum was preparing to hang up his paint brush last summer with a clear-out sale and “prioritize” things in life so he could finish writing “Becoming Bureau County.”

“I have a house full of art and lifetime work of art … I don’t want to leave a mess for somebody else.

I don’t want my wife or kids say, ‘Geez, what are we going to do with dad’s stuff,’” he said.

The best part of his career, Kassabaum said, was all the people he’s met, adding “my customers became friends.”

Mass of Catholic Burial will begin at 1 p.m. Saturday, Jan. 16, at St. Louis Catholic Church in Princeton. Burial will follow at the Elm Lawn Memorial Park in Princeton.

Legislation revamps police certification, use of force and cash bail

BY RAYMON TRONCOSO Capitol News Illinois SPRINGFIELD – The Illinois Senate passed a criminal justice omnibus bill early Wednesday, Jan. 13, after a grueling 20 hours of politicking during the Tuesday, Jan. 12, lame duck session. The House followed suit Wednesday, Jan. 13, clearing the way for the bill to head to the governor.

The legislation is made up of several provisions that touch all facets of the criminal justice system. The Pretrial Fairness Act, a longtime passion project to end cash bail in Illinois by Sen. Robert Peters, D-Chicago, and a complete overhaul of police certification crafted by Illinois Attorney General Kwame Raoul were both absorbed into the omnibus package.

The legislation, an initiative of the Illinois Legislative Black Caucus, was tied to a new amendment to House Bill 3653, introduced in the early-morning hours Jan. 13 following mostly private negotiations that stripped down many controversial provisions in the bill.

The Senate met to debate the bill shortly after 4 a.m. Jan. 13 before the measure passed 32-to-23 just before 5 in the morning, moving to the House floor. The House passed the measure

before noon Jan. 13 with the minimum 60 votes needed for approval.

“Abraham Lincoln once said ‘Plant your feet in the right place and stand firm.’ We are standing firm,” Sen. Elgie Sims, a Chicago Democrat who sponsored the bill, said in his closing speech before voting began. “We are fundamentally changing the way we do criminal justice in this state.”

Many of the most debated aspects, such as ending qualified immunity for law enforcement, were reduced or removed from the bill following heavy opposition from law enforcement, labor unions, prosecutors and municipal representatives.

Points of contention were highlighted over three days of subject matter hearings in the House, where Rep. Justin Slaughter, D-Chicago, also a sponsor of the bill and chairperson of the Judiciary Criminal Committee, fielded testimony and criticism from Republicans on the committee and representatives from the Illinois Association of Chiefs of Police and the Illinois Sheriffs’ Association.

Still, the scaled down version that made it to the Senate floor was attacked by Republican lawmakers who said its changes were too drastic and would negatively impact the safety of Illinois communities. Some Democratic senators joined Republicans in voting against the bill or didn’t vote at all.

“It is bold, it is transformational, it is supposed to be,” Sims said in response to challenges during Sen-

ate debate.

“The people of Illinois sent us here. They sent us here to do better by them, not by ourselves. This bill is not about who we are, it’s about the Illinois we strive to be.”

Pretrial detention Effective Jan. 1, 2023, all bail bonds and conditions of bail will be replaced by a system of pretrial release to be developed by the Illinois courts based on a detainee’s alleged crime, their risk of not appearing for their court date and the threat or danger they may pose to the community if released.

“For too long, people in this state have spent time in jail only because they could not afford to pay their bail,” Peters said in a statement released shortly after the successful Senate vote. “The end of that practice is near. I’m thrilled that ending cash bail was part of the package we passed today.”

The original version of the bill abolished cash bail effective immediately, but that was extended by two years to accommodate the transition and allow for uniform standards to be developed, according to Sims.

Use of force According to the bill, the General Assembly intends to establish statewide use-of-force standards by 2022 while making changes to what are acceptable and unacceptable uses of force in Illinois statute.

The bill provides that use of force is permissible only when an officer has determined it is necessary to defend either themselves or others from bodily harm when making an arrest. When a suspect is attempting to escape, officers would not be permitted to use deadly force to stop them, unless that person cannot be apprehended at a later date and is likely to harm others.

The law prohibits certain uses of force. Chokeholds and restraints above the shoulders that can restrict breathing are banned, unless explicitly used as deadly force. It also prohibits using force as a punishment or in retaliation when it is not authorized; using non-lethal projectiles like tasers and rubber bullets on someone’s head, groin area or back; firing rubber or any type of round into a crowd; and using tear gas and pepper spray without first allowing a crowd to disperse after being warned.

Before officers can use deadly force, they must make a reasonable effort to identify themselves as law enforcement and warn that they are about to use deadly force.

Law enforcement can no longer use deadly force against someone for committing a property crime, unless that crime is tied to terrorism or to another crime or action where deadly force is permitted.

The police reform provisions also add two new duties to the Illinois statutes that officers must follow.

The first requires law enforcement to give immediate medical assistance to an injured person, regardless of whether they were injured by the officer’s use of force. The second is the duty to intervene when another officer uses excessive force and to file a report of that incident within 5 days.

Qualified immunity One of the largest changes to the bill was the gutting of a provision that would have ended qualified immunity for officers, eliminating their protection from liability in civil suits if they violated rights guaranteed in the Illinois Constitution.

Instead, the legislation creates a yearlong Task Force on Constitutional Rights and Remedies, an 18-member body that will investigate and develop procedures to protect constitutional rights and remedies should those rights be violated.

The task force will specifically look at qualified immunity as enjoyed by law enforcement.

A report with policy recommendations must be submitted to the governor’s office and the General Assembly by May, with the task force being dissolved by the legislation at the start of the new year.

Police certification A police certification provision backed by the attorney general’s office was also added to the bill. It gives the state more power over who can be a member of law enforcement and makes it easier to decertify and terminate the employment of problematic officers.

Before this legislation, the Illinois Law Enforcement Training and Standards Board could decertify an officer only if they were convicted of a felony or a limited set of misdemeanors such as offering a bribe,

The criminal justice omnibus bill grants ILETSB greater discretion to decertify officers based on whether a Certification Review Board determines they violated conduct guidelines.

An officer could be decertified if it is determined they committed a felony or a disqualifying misdemeanor, even if they were never convicted or charged. Other actions that could result in an officer being decertified include using excessive force; failing to intervene when another officer uses excessive force; tampering with dashboard cameras, body cameras or evidence; and committing perjury or engaging in “unprofessional conduct” such as deceiving or harming the public.

Under a new statute of Law Enforcement Compliance Verification, all officers must verify their certification with ILETSB every three years to prove they’ve completed all mandatory trainings and have not engaged in misconduct worthy of decertification.

No law enforcement agency can hire a person who is not ILETSB certified.

The certification also overhauls transparency and communication in the criminal justice system, creating three databases maintained by ILETSB relating to officers.

The first database, which will be private, will have every law enforcement officer’s certification status, instances of misconduct and current or past status of employment in law enforcement agencies. The database will be available to the Illinois State Police, governmental agencies, law enforcement agencies, state’s attorneys and the attorney general. All law enforcement agencies would be required to use and check this database when hiring an officer.

Two other public databases would also be maintained by ILETSB, one that contains all officers, their agency, certification status and any misconduct that led to decertification; and one that contains all completed investigations of law enforcement misconduct, with the identifying information of the officers involved redacted.

“So, we’ve adjusted. And, even though the clinic locations are good inside, conditions, especially snow and ice, can change outside, and we need to keep some eyes on that,” he said.

“Hector (Gomez, BMP Health Departments administrator), Laurie (Geuther, director of nursing) and Kurt (Kuchle, director of health prevention) have been working hard to keep the process rolling often by making changes and improvements as we learn from experience. The

rest of the team has come together to do whatever it takes at the time regardless of their normal role and that’s been helpful. No one is taking a ‘not my job’ approach.

“We appreciate everyone’s patience as we go forward. We know full well how important these shots may be to some folks and the team here is going to do everything they can to get everyone vaccinated as soon as we can, but realizing that it is a process that will take weeks and months for some,” Madsen said.

Body cameras Under this new legislation, the Law Enforcement Officer-Worn Body Camera Act is amended so that all law enforcement agencies must eventually use body cameras.

The largest agencies must have body cameras in place by 2022, while all agencies, no matter how small, must have body cameras implemented by 2025.

Originally, this provision was touted as the “defund the police” bill by law enforcement groups opposing the Black Caucus legislation due to a non-compliance penalty that reduced how much state funding municipalities received for each year law enforcement agencies under their control violated the mandate.

Now, compliance is rewarded and the penalty has been removed, with ILETSB giving preference in grant funding to agencies following the mandate.

Detainee rights The bill expands rights of people who are taken into custody by police. The state’s 1963 Code of Criminal Procedure is amended and modernized regarding phone calls.

Suspects in custody must be able to make three phone calls within three hours of being taken into police custody. Every time they are detained in a new location, this right is renewed for the purpose of speaking to their attorney and notifying family and friends of their situation.

The new provision also gives detainees the right to access the contact list on their cellphone to obtain numbers as part of their three phone calls, even if the cellphone is being used as evidence in a criminal investigation. This must be done before the phone is officially placed into police inventory.

Other provisions give judges more discretion to disregard mandatory minimums for certain crimes, change how prisoners are counted when drawing representative district maps and create a new process for how deaths in custody are handled.

Movie theaters in Ottawa, Streator plan to reopen Friday, but Princeton will remain closed for now BRIAN HOXSEY bhoxsey@shawmedia.com After moving to Tier 2 mitigations on Friday, Roxy in Ottawa and Streator Eagle 6 theaters announced they will reopen, while the Apollo Theater in Princeton will remain closed, with hopes of joining the others in reopening in the near future.

Under Tier 2, movie theaters are able to reopen as long as they are limited to fewer than 25 guests or 25% of their capacity.

“I was pretty surprised by the announcement that we can reopen,” Roxy Cinemas spokesperson Mark McSparin said. “I had kind of resigned to the thought we wouldn’t be able to open back up until February sometime, so I’m happy and thankful for that.

“We did miss Thanksgiving and Christmas, which are our two biggest times of the year, so that’s a tremendous impact on us and really impossible to recoup from that. But at least we will reopen this Friday

with the movies we would have been showing at those times, and people will have an opportunity to see those films.

“We are cautiously optimistic and are expecting to have some fairly reasonable traffic, at least for the first weekend, with people needing to get their movie fix after not being able to see a movie in a theater for almost two months. We are seeing light at the end of the tunnel.”

Streator Eagle 6 owner Eric Gubelman said the past two months have been tough, but he is hoping the reopening is a step in the right direction moving forward. He also said that, like Roxy, his theater still will be following protocols as far as social distancing, mask-wearing and sanitizing between shows.

“The balance sheets of independent theaters have been decimated over the past year with the shutdowns,” Gubelman said. “It left many theaters in a pretty deep hole, but the first rule is always to find a way to stop digging and we have done that. Stimulus money, different grants and the support of the local community as far as taking part in the outdoor concessions we have offered while closed to showings have been a huge part of keeping us on our feet.

“We are trying to imagine moving forward what small-market theaters will look like, and we expect to put

Princeton’s Apollo Theater owner Jay Schneider said he believes a reopening at his theater at this time just isn’t the right move, at least for right now.

“We are not going to open this weekend for multiple reasons with the biggest being that this is normally one of our slowest times of the

year, even in good years,” Schneider said. “Right now it is still beautiful outside, but we all know the days of minus-20 temperatures are not far away. The movie selection right now isn’t very good in my opinion either, so we are going to hold up until the middle or end of February to reopen.

“We will definitely be back. It’s just a matter of deciding when right now.”

Civil War re-enactment group is looking for troops EDD ROBINSON Special to the PCR Interested in being an American Civil War re-enactor?

There’s an old adage, “A picture is worth 1,000 words,” but what if that picture came to life? What about seeing something in person, something that all your senses can see, feel, smell and taste? You could learn much more from that point of view, right?

We all know that the American Civil War was a pivotal part of history on the local, national and worldwide level. Let’s focus on the local level. How did it affect the lives of people in and around each community? You can learn this and much more through re-enactors, people who portray characters from this time period.

American Civil War re-enactors can do that as well. Whether they re-enact as a member of the military or as a civilian. They set up camps and demonstrate what life was like in the Civil War era.

You can see what it was like for them to work, eat, sleep and dress

everyday and go about life. You can touch, taste and smell the things they toughed, tasted and smelled day in and day out. You learn so much more than looking at a picture on a screen or in a book. That is the greatness of re-enacting.

A local American Civil War re-enactment group has done that for almost 30 years. Over the years they have gone to many living history events, put on school day events and participated in re-enactments all over the Midwest and a few both across the nation and overseas, as well. They’ve given people a chance to see all dimensions of the picture.

Sadly this unit has lost a few good men. Be it to health, family needs or old age. And they need a few of those good men, women and families to rebuild their ranks so they might continue marching in parades, going to schools and doing memorial events, etc.

If you are an American history buff, especially the American Civil War timeline, and you and your family like to camp in the great

outdoors, talk with people, enjoy an open campfire under the stars, then Civil War re-enacting is for you.

The Missouri Guerrillas are a family unit who makes camp all together on one camp site (whereas some other reenactment units do not). They do everything a “real life” camp would do — cook over an open fire, share meals, share camp chores and sleep in canvas tents at night. We encourage all members of the family to get involved in events. There are many different ways each member of the family can get involved. The wives can show off their knitting, sewing and cooking. Little children can show period toys. Older children can help with camp chores. The early teen children can do certain things at battle events on the field by being messengers or flag bearers, boys that is. Girls can be nurses’ aides or ice angles, where they can move around the field and offer fresh cold water to the troops when there is a lull in the battle.

The point is there are many ways to become a re-enactor.

Re-enacting is an expensive

hobby to get into with buying period clothes, tents and cooking gear. The list goes on. However, because of the fact that the Missouri Guerrillas have been around for so long they can offer to loan you a good number of items to get you started.

And since the Missouri Guerrillas were more of a dismounted cavalry unit attached to the army they wore more civilian clothing and that makes it easier to find the proper “costume.”

No dues or attendance requirements are made of you.

Family and life gets in the way, and that is understood. There is one meeting at the beginning of the year that you should make and that is to help decide the schedule for the year. Other than that, you and your family are always welcome.

dbarichello@shawmedia.com Now that Vice President Mike Pence has said he will not invoke the 25th Amendment and declare President Donald Trump unable to fulfill the role, U.S. Rep. Lauren Underwood, D-Naperville, said the time has come for her and her colleagues to act instead.

Underwood was among northern Illinois legislators who said they would vote to impeach and then did so Wednesday afternoon.

Also on the list was U.S. Rep. Adam Kinzinger, R-Channahon, who said Tuesday that he will vote to impeach Trump on the grounds the president “broke his oath of office” and “incited this insurrection” when a mob of pro-Trump rioters besieged the Capitol building Jan. 6.

He reiterated his comments in a Wednesday phone call, telling reporters he voted for Trump in November, but he regrets that vote after seeing how the president has reacted to the election results.

In an interview Wednesday, U.S. Rep. Sean Casten, D-Downers Grove, said the House vote should be “overwhelmingly unanimous” and said that any of his Republican colleagues who vote against impeachment will be voting “with the terrorists.”

“It pains me to say that, but the president will be impeached by the end of the day without question,” he said. “The only question is how bipartisan is it going to be.”

U.S. Rep. Cheri Bustos of East Moline, a Democrat who represents the 17th District, also voted to impeach.

“If a leader cannot or will not lead, then he must resign or be removed, and there is no doubt that the president’s actions have betrayed our great nation,” Bustos said in a statement late Wednesday afternoon.

“I have called on the president to resign – he has remained. I have called on the vice president to invoke the 25th Amendment – he has refused. The only action left to me is to vote to impeach, and so I cast my vote knowing it is the sole action I can take in good conscience,” she said.

The vote to impeach Wednesday was 232 to 197. The yes votes included 10 Republicans while the no votes included no Democrats.

The Senate will be out until next week, but Underwood said she expects they will move quickly to begin an impeachment trial after the House vote.

When it comes to Congressional Republicans, “I think the Senate is more likely to make a decision based on fact and an oath to protect the Constitution,” Casten said, pointing to senators like Ben Sasse of Nebraska and Senate Minority Leader Mitch McConnell, who have expressed their support for impeachment.

In a news conference Wednesday morning, Underwood said she has held strong on her decision to vote to pass the article of impeachment against Trump, which was born of words scrawled across the notepads of Congressional members as they sheltered in place during the attack on the Capitol on Jan. 6 and was formally introduced Monday morning.

“We have been reminded that our democracy is fragile, perhaps more fragile than we realized, but we must stand up for our values as a country and be willing to fight for its preservation and, today, I will do that because the people of the 14th [District] deserve it and our democracy demands it,” Underwood said.

“Today, I will vote to impeach the president,” she said. “This is not something that I take lightly.”

Democratic Sen. Tammy Duckworth of Illinois released an official statement Wednesday evening calling for Trump’s removal from office.

“Now that the House of Representatives has impeached Donald Trump, the Senate must act immediately to start the trial to convict and remove this dangerous man from office,” Duckworth said. “We must make it clear that there are consequences for inciting violence and fo-

menting insurrection.”

Both Underwood and Casten have been vocal about their support to impeach the president for a second time since last week’s events.

As Casten walked to the House floor to give his statement in the debate portion of Wednesday’s vote, he told Shaw Media he wanted his to be a message of unity.

“We have to find a way to come together quickly and recognize that this attack was an attack of a tiny minority who did not want to live in a government that was governed by the majority,” he said. “The fact that it was aided and abetted and incited and encouraged by people in positions of great power should not blind us to the fact that the overwhelming majority of the American people are fundamentally good, fundamentally believe in democracy, fundamentally love their neighbor and, as long as we recognize that, we will get through this together.”

When asked about the political implications of voting for impeachment as a representative in a swing district that contains many Trump voters, Underwood said this is not a time for political thinking.

“This is not a political calculation. This is not a campaign action,” Underwood said in response. “This is about the oath of office that I took ... and doing my work as a representative of the people of the 14th Congressional District to defend this Constitution and our nation, and I’m committed to doing that work whatever the political implications might be.”

The 14th District stretches from Harvard to Wadsworth in the north and covers the majority of McHenry County before narrowing at Hampshire and running south to cover Sycamore, Batavia, Oswego and Plattville.

Casten agreed, saying that his vote Wednesday was to the benefit of all of his constituents, regardless of how they voted.

“I have voted Republican, I have

voted Democratic, and I am quite confident that the overwhelming majority of people who expressed their will in a free and fair election, regardless of who they voted for, Sen. Tammy cherish living in Duckworth a country where the results of free and fair elections dictate who controls our government every four years,” he said.

Casten serves the 6th Congressional District, which spans from Crystal Lake to Hawthorn Woods in the north down to St. Charles and Naperville.

As members of Congress prepared for the vote Wednesday, Casten said there was an air of irritability in the Capitol building, which he attributed to the strain that has been placed on the mental health of members in the past week.

“We got some recommendations after we were all locked down on [Jan. 6] that every single one of us, whether we knew it or not, were going to be struggling with PTSD after this moment,” Casten said. “We were told that … as people whose jobs require us to heal and make people feel better, we are going to feel the need to try to help the country and we should take some time to look after ourselves.”

Congressional members were briefed by the new U.S. Capitol Police Chief Yogananda Pittman, as well as the FBI, on potential security threats around Wednesday’s impeachment vote and the week leading up to Joe Biden’s inauguration Jan. 20, Underwood said Wednesday.

“The threats are significant, they are real and they’re being taken seriously,” she said. “... We know that there are several far-right, white nationalist groups who are planning militia marches. ... We are being cautious and careful, but will not – will not cower.”

Thousands of National Guard troops are present at the Capitol and the secret service designated Wednesday’s vote as a “national security event” that will extend through inauguration, she said.

That includes about 200 Illinois National Guard members, according to a news release from the Illinois National Guard on Tuesday.

Kinzinger among just 10 Republicans to vote for impeachment

By MICHAEL URBANEC murbanec@shawmedia.com U.S. Rep. Adam Kinzinger said Wednesday that he regrets his Election Day vote for President Donald Trump and voted in favor of impeachment with the majority of the House of Representatives, even if it cost him a few friends.

Kinzinger, R-Channahon, was one of 10 Republicans to vote in favor of impeachment. He said the icing on the cake for him was Trump’s final tweet claiming “this is what you get when you U.S. Rep. steal an election.”

Adam “Politically, the easiKinzinger, est thing for me would be to vote against impeach- R-Channahon ment and come up with an excuse,” Kinzinger said. “The reality is that if this isn’t impeachable, short of murder by the president, I don’t know what is.”

Kinzinger said that if he had had the foresight to see what was coming, he would have written in a candidate for president instead of voting for Trump. The congressman doesn’t believe he made the wrong decision with the information he had at the

time, but seeing where the election went and the position it puts the government in, he feels differently now.

Kinzinger said he’s had family members, somewhat distant relatives, create a petition disowning him for his views. He has become outspoken on social media, as well as on cable news TV, against the president’s reaction to the election results. Kinzinger has had people tell him they could no longer be friends with him.

“That’s emboldened me because we’re fighting against misinformation from Christians that have been misled,” Kinzinger said. “When you look back when you’re 80 years old and wonder what you did with your life, if I didn’t take this position, I’d have regrets. I’ve gotten outrage, but I’ve also gotten input from people I expected to be mad that told me I was right.”

Kinzinger said he predicted violence on Jan. 6 before it happened, and he said he was disheartened when he saw the beginning of the 20,000 National Guardsmen file into the Capitol to protect them from further violence.

“There are people that feel intimidated by this, and it’s that intimidation that’s why we need to step up our

efforts,” Kinzinger said.

Kinzinger hopes that in a short amount of time, the majority opinion will be that the Jan. 6 insurrection at the U.S. Capitol isn’t the kind of thing Americans will stand for if they want to leave their children a better country.

Kinzinger said the next few months will determine the future of the Republican Party. Members will have to ask what led them to the position they are currently in. Kinzinger said he texts frequently and has conversations with colleagues about the future of the GOP. “Does [the Republican Party] wake up Saturday morning from a Friday night bender and say ‘What do we do?’ ” Kinzinger asked. “Or does it wake up on a Saturday morning and decide the best way to deal with a hangover is to start drinking again?”

Kinzinger said that if the party sticks to the second option, he probably doesn’t have much of a future in it. Stemming from this, he said he will wait and see about any runs for statewide office, and he said there’s no motive for his actions besides doing what he believes is right.

Kinzinger said he’s an advocate of the First Amendment, but he thinks there needs to be a real understand-

ing of when free speech crosses the line of yelling “fire” in a crowded theater.

“Twitter has to come up with a better way to handle free speech if the Ayatollah of Iran can call for the death of Israel, but I see Parler and what happened there, and that just can’t happen,” Kinzinger said.

“For a functioning democracy, that cannot happen. We’re going to spend this next term in Congress having those tough and difficult decisions.

When it comes to free speech, we’re living in a whole new world, and the advanced technology and social media is outperforming our brain’s ability to defend against it.”

Kinzinger is hoping for a “come to Jesus” moment after this period of volatility is over.

He called out, not by name but by action, new Republicans in office who ran “only to be famous.”

“You can see a few of them in our caucus, and the way to become famous quickly is not by putting your head down and working hard,” Kinzinger said. “It’s by saying the outrageous thing like one Republican did by shouting 1776 in opposition to everything the Democrats did. We have to protect the democracy we hold dear.”

A week after meeting virtually with Illinois Department of Public Health Director Dr. Ngozi Ezike, Deputy Gov. Jesse Ruiz and IDPH chief of staff Justin DeWitt, the IHSA announced no significant changes to the current stalemate on the resumption of high school sports amid the COVID-19 pandemic.

All sports remain on pause at this time.

The IHSA board of directors met last week to continue its discussion of the resumption of sports for the remainder of the 2020-21 school year, but a start date has yet to be announced. There was some speculation that the IHSA might announce a target start date or revised calendar, but that likely will not come until after the next board meeting, scheduled for Jan. 27, at the earliest.

The IHSA did approve the resumption of contact days for all sports, but only when it is allowed by the IDPH and local school guidance.

The IHSA said that it hopes lowrisk winter sports (boys and girls

bowling, cheerleading, dance, girls gymnastics and boys swimming) can be permitted in certain regions of the state starting Friday, but a more realistic timeline is February.

“We realize there is a desire for finality on a sports schedule for 202021; however, we did not believe it would be prudent to lock ourselves into a schedule at a time when IHSA schools are unable to conduct any sports,” IHSA executive director Craig Anderson said in a statement.

“Per [Gov. JB Pritzker], we have hope that low-risk sports may be permitted in certain regions of the state as early as this Friday. With that in mind, February seems like a realistic timeline to have sports resume statewide. We expect that the events of the next two weeks will go a long way toward informing our opinion on which scheduling option we decide to proceed with. We recognize that if no sports have resumed

by February, season lengths could be impacted in certain sports, and that we may need to take a longer look at the likelihood of true seasons being conducted in high-risk sports this year.

“Our overall goal remains unchanged, as we hope to conduct

all IHSA sports during the remainder of the school year calendar.

Please know that we see and read many of the comments and messages from student-athletes, coaches and parents and that we are doing everything we can to try and bring IHSA sports back within the current parameters we are working in.”

During last week’s meeting, the IHSA told state officials they believe that sports can be played in a manner that is safe to participants. Currently, low-risk sports may not begin until the state returns to Phase 4 in the All Sports Policy.

“We believe there is both data and science that validates the idea that we can safely conduct sports,” Anderson said. “We have seen it work in other states and believe it can in Illinois if we utilize mitigations provided by IDPH and the IHSA’s [Sports Advisory Committee]. Students are already leaving or participating out-of-state on weekends. We believe that competing for their high school remains the safest venue for participation.”

The IHSA adjusted its sports seasons from three to four last summer when the IDPH initially assigned risk levels to each sport: fall (Aug.

10 to Oct. 24), winter (Nov. 16 to Feb. 13), spring (Feb. 16 to May 1) and summer (May 3 to June 26).

The fall season had boys and girls cross country, boys and girls golf, girls tennis and girls swimming, all listed as low risk. But spikes in COVID-19 numbers in November delayed the start of any winter sports, which still have not started.

Wrestling, a high-risk sport, already was moved from winter to the summer season. The low-risk winter sports – bowling, girls gymnastics, boys swimming, cheerleading and competitive dance – are waiting for their start. Girls badminton was moved from the spring to winter and also is waiting.

Boys and girls basketball, listed as a high-risk sport, are not allowed to compete yet under current IDPH guidelines.

Student athletes and coaches, among others, have gone to social media to express their opposition to the pause on sports and desire to return to the playing field, posting statements and short videos with the hashtags #LetUsPlay and #HearOurVoiceIllinois.

All IHSA sports have been on pause since Nov. 20.
