New laws regarding business, commerce, regulation and licensure are now in effect Part three in a series PCR STAFF news@putnamcountyrecord.com The following is the third part in a review of notable new state laws that took effect on Jan. 1. Licensure Applicant Requirements: Establishes the hours of study required for applicants to take a licensure examination for barbers, cosmetologist, estheticians or nail technicians. Social Worker License: Attempts to streamline the “licensure through endorsement” process for outof-state clinical social workers, licensed marriage and family therapists and clinical professional counselors, to address the shortage of behavioral health practitioners by speeding up how the IDFPR issues licenses. Requires the Department of Financial and Professional Regulation to issue licenses as a clinical social worker, social worker, professional counselor, or clinical professional counselor not more than 60 days after a completed application is received. Dental Assistant Licensure: Clarifies dental assistant supervision and training requirements for the Expanded Function Dental Assistants (EFDA), and changes references to “restricted faculty license” to “faculty limited license.” Immigration Licensure: Provides that no person may be denied professional licensure for immigration status. Allows an applicant may provide a Tax Identification Number in lieu of a SSN. Real Estate Appraiser Licensing: Amends the Real Estate Appraiser Licensing Act of 2002. Removes the provisions regarding “associate real estate trainee appraiser” licenses. Removes language providing an associate real estate trainee appraiser license may not be renewed more than two times. Requires each applicant to pass an exam authorized by IDFPR. Removes the requirement that an applicant for associate real estate trainee appraiser licensure shall provide evidence he or she successfully completed the education requirements prior to the examination. Real Estate Reforms: Amends the Real Estate License Act to eliminate Branch Office licenses. Clarifies a licensee may establish a limited liability company for purposes

of receiving licensee compensation, allowing real estate licensees more flexibility in selecting a business entity that fits their needs. Updates the Department of Financial and Professional Regulation’s disciplinary process related to the required notices that must be provided to the Appraisal Board. Changes the Auction License Act, the Home Inspector License Act, and the Real Estate Appraiser Licensing Act of 2002 to push back continuing education deadlines to allow the department to conduct audits of CE completion prior to the renewal period. Creates a standard requiring individuals with an ownership interest in a brokerage to obtain a license. Licensing Program Exams: Provides a barber, cosmetology, esthetics, hair braiding and nail tech student can take the licensing exam prior to the completion of their educational program. This way, if the student fails, the student and the school have an opportunity to help prepare them to take the exam again. Sexual Harassment Training: Provides for professions having continuing education requirements, that the required continuing education hours shall include at least one hour of sexual harassment prevention training for license renewals occurring on or after Jan. 1, 2020. Removes “Olympic” Use: Amends the Business Corporation Act of 1983 and the General Not For Profit Corporation Act of 1986. Removes a prohibition on the use of the word “Olympic” and similar words in corporate names. Amends the Limited Liability Company Act. Reduces penalties regarding violations of the Act. Notary Public: The Secretary of State may now reprimand, suspend, and revoke the commission of a notary public. The Secretary of State may investigate violations committed by a notary public. A notary public is required to cooperate with an investigation and if suspended must surrender their notary public seal to the Secretary of State within 30 days. HUBZone Business: Codifies federal definitions of a HUBZone business into Illinois statutes. Requires Illinois procurement officers to use this HUBZone business definition when procuring out state contracts. C a r n i va l B a c kg ro u n d C h e c k : Allows for the revocation of a

permit to operate for carnivals, amusement attractions or fairs failing to conduct a background check of every ride operator at their permitted attraction if they are found to have violated the law three or more times. Currently a background check is required for all ride operators in Illinois, but the department doesn’t have the ability to revoke a permit for violators. Raises the fines for violations of the background requirement for ride operators to $5,000 for a first offense; a fine not to exceed $10,000 for a second office, and revocation of permit for three or more violations. African American Status in Equal Pay: Amends the Equal Pay Act to provide no employers may discriminate between employees by paying wages to an African American employee at a rate less than the rate of someone who is not African American. Employee Expense Reimbursement: Clarifies employers shall reimburse employees for expenses the employer authorized or required the employee to incur. Provides employers aren’t responsible for losses due to an employee’s own negligence, losses due to normal wear, or losses due to theft unless the theft was a result of the employer’s negligence. Clarifies employers aren’t liable for the portion of the expenditure amount exceeding specifications or guidelines of the policy. Mechanics Lien Demand and Referral Pilot Program: Creates a mechanics lien demand and referral pilot program that is repealed on Jan. 1, 2022. States if a recorder determines a mechanics lien recorded in the grantor’s index or the grantee’s index is an expired lien, the recorder shall serve a Notice of Defective Lien by certified mail to the last known address of the owner. The owner or legal representative of the owner of the residential property will confirm in writing his or her belief. The recorder may also determine a lien is expired if an individual fails to record satisfaction or release of a lienholder. When a lienholder commences a suit or files an answer within 30 days or the lienholder records a release of lien with the county recorder, then the demand and referral process is completed for the recorder for that property. If no response is received, the recorder may procede with the claim.

Busy hands are happy, comforted hands Volunteers create ‘fidget quilts’ for those with dementia, autism

BY DAVE COOK news@putnamcountyrecord.com STANDARD — Providing help and comfort can be complicated, but other times it can be surprisingly simple. With the latter in mind, volunteers at the Putnam County Community Center (PCCC) have recently begun making “fidget quilts.” A fidget quilt, also known as a “busy blanket,” is a small, lap-sized quilt adorned with items that, when played, or fidgeted with, can provide dementia and autism patients with stimulation and a relief of pent-up anxiety. Common items sewn to the panels of the colorful quilts include buttons, zippers, pockets, ribbons, bows, Beanie Babies, key chains, fringe, jingle bells, loops, lacing, beads and anything else that could be safely played with.

I wish I’d have had something like this for her to use,” Carol Monaco, of McNabb, said. The group of several volunteers began in December and is working with donated fabric and mate-

rials. As news of their creations has spread, the demand is growing. As some volunteers piece together and sew the body of the 18-inch by 24-inch quilts, others are choosing and pinning selected items in place before they’re finally secured. While quilts are usually made with aesthetics and warmth in mind, the group enjoys the fun of selecting vibrant color and texture combinations, as well as searching for engag-

ing, fidget-worthy embellishments. “You’re helping them keep busy and giving a purpose, something for them to do,” Shauna Greenwood, of the PCCC, said. Dementia patients, as well as those who are autistic, commonly suffer from agitation and anxiety. Providing them with something to focus their hands on can give an outlet and a relief of stressful energy and emotions. Fidget quilts can provide Alzhei-

mer’s sufferers, who are unable to properly convey their need for stimulation, with easy and safe assistance. “They’re fun to make, and we’re hoping our purpose can help people who need it,” Kathy Van Benning, of Granville, said. For anyone who’d like to join, donate materials, or request a fidget quilt, the group meets weekly from 10 to 11:30 a.m. on Thursdays at the PCCC.

Tammy Walking, of nearby Kangley, has years of restaurant experience and had always wanted a restaurant of her own. She also resisted advice from others to open one in town. “I’ve always liked this place,” Walking said. “It’s kind of weird, but there’s just something about it that pulls you into it, and it doesn’t matter what room you’re in. It’s kind of a throwback and sort of feels like the Fifties in here,” she said of the eclectic decor and building layout. Expanded four times since its original opening in 1971, Bullheads Steakhouse features multiple rooms, wood beams and paneling, arched entries, strings of warmly colored lights, a long bar, and a variety of styles and themes, including Spanish flamenco and Marilyn Monroe. This unusual combination results in a cozy, casual and intimate location for guests to enjoy their meals. “Our new menu is close to the original with steaks, ribs and chicken, but we’ve added some new items, including a salad bar and the freshly baked bread we make every morning,” Walking said. She described how when she opened on Dec. 18, without any

family run restaurant as well, with Walking’s mother, Debbie Myers, on staff, as well as her children, Zach, 14; Alexis 12; and Joyce, 11. “I’ve liked meeting all the new people and it’s unique here,” Joyce said of her work. “Everyone’s been here every day and helping with everything. I couldn’t do this without them,” Walking said. She added how she’s enjoyed seeing the smiles on her customer’s faces and described the satisfaction of finally owning her own restaurant. “It was time to do it for me. If I was going to be putting in all those hours and effort, I wanted it to be for me and I love it,” she said. The family connection is another reason Walking chose to follow her dream. “I want to keep this going until I can pass it down to my children and keep the family tradition alive,” she said, looking forward to years of welcoming the familiar faces and encouraging her new guests. Bullheads Steakhouse is located along Route 251, just south of Lostant, near the intersection with Route 18. LADD — Kenneth V. Johnson, 69, of Ladd passed away Wednesday, Jan. 2, 2019, at his residence. Kenneth was born Oct. 3, 1949, in Rockford to Alfred and Argie (Cattani) Johnson. He graduated from Putnam County (Hopkins) High School and continued his education and went on to college, where he received his bachelor’s degree. Kenneth was an admittance counselor for Illinois State University in Bloomington. He served in the U.S. Navy and was a member of Granville American Legion Post 180. Survivors include one son, Jason Johnson of Western Springs; one daughter, Jamie Webb of Pelham, N.Y.; two brothers, Ray Johnson of Mark and Dave Johnson of Plainfield; and five grandchildren. He was preceded in death by his parents. A gathering of family and friends will be from 10 a.m. to noon Friday, Jan. 18, at the Dysart-Cofoid Funeral Chapel in Granville. There will be a flag presentation at noon, conducted by the members of the Granville American Legion and VFW. Cremation rites have been accorded. Contributions may be made to donor’s choice. LaSalle man sentenced to prison PRINCETON — Yair Lopez, 20, of LaSalle was sentenced by Bureau County Circuit Judge Marc Bernabei to three years in the Illinois Department of Corrections. Lopez had been sentenced to probation for four years after being sentenced on July 10, 2018, for the Class 2 felony of burglary. He was indicted on May 11, 2018, by the Bureau County grand jury entering a storage shed of a Spring Valley resident with the intent to commit a theft and obtaining unauthorized control over property of said resident.

Transit committee plans to meet Jan. 25 MENDOTA — The Human Services Transportation Plan Transportation Committee for Region 3 will meet at 10 a.m. Friday, Jan. 25, at the Mendota Moose Lodge, 211 E. 12th St. in Mendota. Individuals with an interest in public transportation

are strongly encouraged to attend, especially human service organizations that serve individuals who use public transportation. Region 3 covers Bureau, Putnam, DeKalb, Grundy, Kendall, LaSalle, Lee and Ogle counties. The Regional Transportation Committee is responsible for the development and implementation of the Human Services Transportation Plan. The plan identifies transportation needs and develops solutions to improve transportation services for the general public. An emphasis is placed on seniors, people with disabilities, individuals with lower incomes, and veterans. The Illinois Department of Transportation has formed an agreement with North Central Illinois Council of Governments for the purposes of preparing, implementing and updating the plan for Region 3. LASALLE — Stage 212 is cooking up big laughs with their winter 2019 production of “The Kitchen Witches,” the culinary-themed comedy by Caroline Smith. “Mature” cable-access cooking show hostesses Isobel Lomax and Dolly Biddle have hated each other for years. When circumstances put them together on the same TV show, the insults are flung harder than the food. Dolly’s long-suffering TV-producer son tries to keep them on track, but it’s a losing battle, and the show becomes a ratings smash. Featured in the cast are LuAnn Pyszka as Isobel Lomax, Kathy Hepner as Dolly Biddle, Adam Oldaker as Stephen Biddle and Reid Tomasson as Rob the Camera Guy. PRINCETON — The Prairie Arts Council announces “Greater Tuna” as the first show of their 2019 season. The show will run Feb. 22-24. Wildcats place eighth at Brockman Invite

KEWANEE — Putnam County-Hall wrestler Connor Brooker won the 138pound championship at the 13-team Brockman Invitational held at Kewanee. The team placed eighth. He defeated Farmington’s Ellian Barnett 9-6. He also defeated Kewanee’s Bryan Orwig at 28 seconds by a fall and Knoxville’s Hunter Bush by a fall at 55 seconds. “It was a good day we took seven wrestlers, six of the seven placed. Good to see Connor coming back from a sickness and getting a championship,” said coach Jerry Kreiwald. “A lot of guys are peaking at the right time, being 2 and a 1/2 weeks away from regionals.” Other PC-Hall wrestlers who competed were Evan Sartain, fourth at 170; John Davis, fifth at 195; Joe Mecagni, fifth at 220; Toby Harper, sixth at 132; and Ben Sylvester, sixth at 160.
