A jury trial has been scheduled for an Osceola man charged with two counts of first-degree murder.

Richard Ryan Lamb Carson, 38, of Osceola has plead not guilty to double homicide in connection to the deaths of Carson Erick Reyna, 22, and Noe Flores Rascon, 27, both of Osceola.

Trial According to an Iowa Courts online search, a pretrial conference was scheduled Thursday, Sept. 10. Another pretrial conference for Carson is scheduled Jan. 12, 2016.

The search showed a jury trial has been scheduled Feb. 9, 2016.

The double homicide dates back to the beginning of this year. On Saturday, Jan. 24, at approximately 9:30 p.m., Osceola Police Department received a report that Reyna and Rascon had gone missing during the evening hours Friday, Jan. 23.

After further investigation, the two men were located Sunday, Jan. 25, in a vehicle at 1305 255th Ave., Osceola, in rural northern Clarke County. They were deceased. It appears both victims died of gunshot wounds.

Court report According to court documents, a female reported, “Carson spoke of beating up her two friends and taking them into the county to dump them off.”

Iowa Barn Foundation’s all-state barn tour Historic restored barns throughout Iowa will be opened to the public during the Iowa Barn Foundation’s free, self-guided, all-state barn tour Saturday, Sept. 26 and Sunday, Sept. 27 from 8:30 a.m. until 5:30 p.m.

Most barns on tour have been restored with matching grants from the Iowa Barn Foundation. Other property owners received awards of distinction from the foundation for restorations they undertook themselves.

The Iowa Barn Foundation, an all-volunteer, non-profit organization founded in 1997 by a group of folks with Iowa roots, raises money from individuals, foundations and corporations to give matching grants to property owners to restore their barns. The barns must be restored as closely as possible to original. The property owner must sign a perpetual easement when receiving a grant.

This is the only group of its kind in the country.

The purpose of the tour is to encourage barn preservation in the state, to teach young people about Iowa’s rich agricultural heritage and to renew pride in this unique heritage. Owners will discuss the barns and their histories at many stops.

Visitors are expected from around the country. The effort has encouraged barn preservation throughout Iowa and beyond.

The tour is free although donations to support the foundation’s work are appreciated.

Turn east on 130th Street to stop sign. Then go south on Prairie View Avenue

and finally east on 140th Street. Barn is in what was a strong German settlement.

Barn was built by the Burger brothers including one who became the first county agent in Iowa.

Blake Barn, 2155 Benson Street, Weldon (Madison County) -Take exit 29 off I-35. Go east to Highway 69.

Turn south about four miles to Benson Avenue. Turn right. The barn is just above the freeway, but there is not and entrance there. Thousands of travelers going up I- 35 have probably noticed this highly visible barn but not the story. It is a wooden manufactured “kit” barn probably built in the early 1900s. The exceptionally tall (48 feet high) 32x38 feet barn sits on four footings keeping it off the ground. The barn was built with wood rafters so even the ends are identical to the middle. New red paint highlights the barn.

McBroom-Hargis barn, 1218 Highway 169, Winterset (Madison County) - Barn is five miles south of I-80 (Adel, De Soto, Winterset exit). Article in Madison County paper (1884) discussed this barn, “It would be the largest barn in this part of the county.” It has a wooden track, post and beam, pegs and was designed by I.F. Carter of De Soto.

Oswald barn, 1071 Harken Hills Drive, Osceola (Clarke County)-Take Highway 34 through Osceola; go another half mile to Harken Hills Drive on the south side of the road. Beef barn was designed in the 1930s and can be converted into a show pavilion to seat over 700. Purebred Angus were developed there by Dr. C.R. Harken, Osceola physician. Farm was operated with view of helping small producer market his animals. J.C. Penney often visited the farm.

Rifle shoot for youths planned RUSSELL — Russell Sportsmen’s Club and Southern Prairie Pheasants Forever will conduct a free .22 rimfire rifle shoot for youths in third grade and older 2 p.m.

Sunday, Sept. 20 at the club range.

Safety instruction, eye/ ear protection, ammunition, targets and shooting fundamentals will be provided by the sponsors. Range fees will

be waived for youths. Participants are encouraged to bring their own rifles. A limited number of rifles will be available for use by those who do not have their own.

Beverly Rae Swallow passed away on Sept. 8, 2015 after losing a battle to cancer.

Beverly lived her Swallow entire life caring for others at their greatest time of need, without question. Family, friends and faith were most important to her.

Beverly was born in Osceola on June 15, 1932 to Louis and Phoebe Stephenson. She graduated from North High School in Des Moines. She retired from US West in 1989 as one of the first female field engineers.

Beverly married Donald Swallow in 1982. Together they enjoyed early retirement, camping, traveling and spending winters in Texas.

She was a talented seamstress. She easily mastered the crafts of making greeting cards, jewelry, quilting and Hardanger embroidery. She shared her skills teaching others. Time with

her family and friends included cards, cribbage, dominos and board games.

Beverly is survived by her children, Jeff (Nancy) Bellville, Steven Bellville, Jim (Mary Jo) Swallow, David (Janice) Swallow, Catherine (Bob) Briggs, Donna (Wade) Lentner, Leo Swallow and Mike (Missy) Swallow. She was blessed with 20 grandchildren, 26 great-grandchildren and six great-great-grandchildren.

She was “Mom / Grandma” to countless others.

She is also survived by brother Delbert (Janelle) Stephenson; sisters-in-law, Lillian Stephenson, Barbara (Jim) Kirkpatrick, Donna (Roe) Hill-Snipes and Shirley (Dick) Ross; and brother-in-law Tom (Trish) Swallow.

Dale Dykes, son of Edward Dale and Donna RaeJean (Porter) Dykes, was born Jan. 30, 1953, in Leon.

On June 12, 1970, Dale married Sally Ann Downard in Van Wert. They lived four years in Van Wert and then made their home in Leon.

Through the years, Dale held several different jobs.

He worked for Havens and Johnston Plumbing in Leon, Kayot in Indianola, the maintenance department of Decatur County Hospital and as an appliance repairman for Iowa Southern Utilities. In 1980, Dale and

Sally became part owners of North Lumber and Home Center in Leon and full owners in 1984. In 2002, Dale started a second lumberyard in Lamoni, Southern Iowa Building Center.

His son, Tony, was manager. Several years ago, Dale started farming full time and his son, Chris, became manager of North Lumber and Home Center. Dale was a member of the Professional Walleye Trail for several years.

Dale is survived by his wife Sally of Leon; sons, Chris Dykes and Melanie Hamaker of Weldon and Tony and Erin Dykes of

Garden Grove; grandchildren, Luke Simmerman, Kyle Sherman, Gideon Porter, Mara Dykes, Nash Dykes, River Hamaker and Mesa Dykes; mother Donna Fulton of Osceola; brother Chuck and Vickie Dykes of Van Wert; sister Diana and Maurice Dean of Osceola; sister-in-law Betty Downard of Osceola; six nieces; one nephew; his beloved dogs, Red and Reba; other family members and many friends.

Dale was preceded in death by his father; his inlaws, Conda Downard and Bill and Darlene Tiedje and his brother-in-law, Roger Downard.

Teater, was born Nov. 22, 1933, in Corydon.

Mary received her early education in Corydon until age 10. The family then moved to the south side of Des Moines where she attended McKinley Elementary and Lincoln High School.

Mary received her diploma from Interstate 35 after moving to New Virginia.

On Jan, 12, 1957, Mary married Merle Gene “Buck” Norris at West Des Moines.

Mary worked at Look Magazine in Des Moines

during the 1950’s and later worked at Furnas Electric in Osceola for 20 years until her retirement in 1998.

Mary is survived by her sons, Doyle (Phyllis) Norris of Indianola, Cecil (Sheila) Norris of Smyrna, Tenn., Martin (Amy) Norris of Truro, Mitch Norris of New Virginia and Dustin Norris of Des Moines; daughter Joyce (Jim) Norris of West Des Moines; many grandchildren and great-grandchildren; brother Frank Teater of Baton Rouge, La.;

brother-in-law Donald (Evelyn) Norris of Plano, Texas; sisters-in-law, Joyce (Pete) Pedersen of Ft Collins, Colo. and Nancy Norris of Atlanta, Ga.; many nieces, nephews, other relatives and many friends.

Jeri Lytton volunteered to be in charge of the children’s books for the Toys For Christmas Project this year.

LETTER TO THE EDITOR

Open letter to CCRC from the House Government Oversight Committee By the House Government Oversight Committee

(Chairman Rep. Kaufmann, ViceChair Rep. Heartsill, Rep. Pettengill, Rep. Baudler)

Dear CCRC, As you are well aware, the recent law signed by Gov. Branstad originated in our committee. This new law significantly changes your plans as you seek to build a lake in Clarke County.

This letter is intended to do a few things. First off, we wish to correct some outright fabrications that have come from some of your meetings.

The Iowa House of Representative’s has no desire to deprive you of water.

This new law does not deprive you of water.

The intent of the new law is to prevent you from abusing eminent domain and forces you to respect private property rights — something you have never done from your inception.

Open records requests showed multiple alternative options that you barely even blinked at. Let’s call a spade a spade — you wish to have a large recreational lake in your county.

We commend you for that - we support that. What we do not support is you using eminent domain for your private use.

Please stop saying this is only about water — literally hundreds of docu-

ments we can produce show this was your intent in the very beginning and it surely is still your hope. The recent Supreme Court ruling agreed with us and forbade you from using private entities for your group.

Secondly, the new law forces you to prove in court that the alternatives do NOT work. Rest assured we as a committee will be making sure that you are completely compliant with the law.

We wish you well in your endeavors to find willing sellers for your project but please have zero certainty that we will go away, have zero certainty that you will be able to skirt this law, and have zero certainty that you will ever be able to unjustly condemn private property.

Third, we have heard that you are actively looking for ways to skirt this law through administrative rules. We wish to remind you that Representative Pettengill, the chair of the Rules Committee in the House, is a staunch supporter of the legislation, and will do everything in her power to end any such attempt.

Finally, we would like to remind the public that there is no longer an inevitability factor when it comes to the condemnation of your land. For those of you who are hesitant to sell — you do not have to and if you wish to, make sure you get a fair price for your property.

The double homicide investigation is being led by Osceola Police De-

partment, Clarke County Sheriff’s Office and Iowa Division of Criminal Investigation.

When it comes to a first-degree murder charge, it is a capitol offense, and if a person is found guilty, that is an automatic sentence of life in prison with no eligibility of parole.

I-35/Truro’s McKinney on Central College women’s cross country squad PELLA — Holly McKinney is a member of the Central College women’s cross country team.

The Dutch have three national top-10 finishes in program history, including the 1981 NCAA Division III championship.

McKinney Central has also produced nine all-Americans. Entering his seventh season as coach, Joe Dunham returns nine letterwinners from last season’s squad.

The Dutch have four regular season meets scheduled in four states. After opening in the home Dutch Invitational on Sept. 5, Central heads to the St. Olaf (Minn.) Invitational on Sept.

19. On October 3, Central goes south to Lawrence, Kan. for the Rim Rock Classic before closing out the regular season at the Wisconsin-Oshkosh AAE Invitational. The Iowa Conference championships will take place in Dubuque on Oct. 31 and Central will once again host the NCAA Division III Central Regional.

Central has finished fourth in the Iowa Conference meet each of the past three seasons.

Drug trends in Iowa

In late August, the Governor’s Office of Drug Control Policy released a presentation “Drug Trends in Iowa: Progress, Peril and Perseverance.” The presentation covers a variety of drug use and shows trends of use and abuse through the state.

This article is a brief summary of some drug trends in Iowa.

When looking at methamphetamine production and abuse, there are good signs in Iowa, but the state still has a large meth problem.

Meth labs decreased by 88 percent from 10 years ago, according to the Iowa Department of Public Safety, from 1,500 down to just 174.

In 2014, more than 7,196 people in Iowa were admitted for meth treatment, which is the highest number in the past 14 years. Unfortunately, Iowa ranks 11th highest in the United States for meth treatment rate.

While laws have made meth harder to produce, there is still a long way to go to stop the use of methamphetamine Iowa.

Prescription drug abuse is a concern across the country.

Children and adults are abusing opioids, stimulants, anti-anxiety drugs, anti-depressants and sedatives.

Iowa currently ranks as the 14th lowest state for prescription drug abuse; however, deaths from these drugs are at an all-time high. Keeping prescriptions locked away and properly disposing of old medication is an important way to keep these drugs away from children and others who may misuse the prescription.

Marijuana is Iowa’s most used illicit substance with 25.6 percent of Iowans in treatment listing marijuana as their drug of choice.

That number climbs higher

when looking at juvenile use.

According to the Iowa Department of Public Health, 66.3 percent of juveniles entering substance abuse treatment listed marijuana as the primary substance they used.

The increased use of marijuana is also being seen on the road. In 2014, evaluations

by Drug Recognition Experts found 428 people were impaired by marijuana use and 20 people who were killed in traffic related fatalities tested positive for marijuana in 2013. This growing trend is concerning as new and more potent forms of marijuana are making their way to the market.

After reviewing the information from the Governor’s Office of Drug Control Policy, it is clear while alcohol is Iowa’s most abused addictive substance, there are many other substances creating problems.

Methamphetamines, prescription drugs, marijuana and synthetic drugs continue to plague our state.

Through education and enforcement of current laws, the Governor’s Office of Drug Control Policy strives to keep use and abuse rates declining in Iowa.

Hormel Foods donation helps fight hunger in Osceola Osceola Foods, the local manufacturing plant owned by Hormel Foods Corporation recently donated $3,000 to the Food Bank of Iowa for the local elementary school backpack program, and $7,000 to Clarke County Food Pantry to help those in need.

“It is our privilege to team up with the Food Bank of Iowa and Clarke County Food to help support the fight against hunger,” said Clint D. Walters, plant manager, Osceola Foods.

“Our employees and the company are excited to continue fighting hunger in our community.”

For the fifth consecutive year,

Hormel Foods is giving funds to U.S. manufacturing facilities to share with nonprofits in their respective communities to fight hunger. In 2014, Hormel Foods donated $390,000 to local hunger relief organizations in 39 U.S. communities where it has manufacturing facilities, bringing the program’s total contribution to local hunger relief efforts to nearly $1 million thus far. In 2015, the company will provide 39 plant locations with funds to continue the program.

Operation ReLeaf is a program people can utilize to plant trees around their homes by purchasing landscape trees at the reduced rate of $25 per tree.

A few benefits that businesses, neighborhoods and communities receive from increased tree canopy are: • Reduced crime rates — A study in Detroit found that a 12 percent increase in tree canopy resulted in a 10 percent decrease in reported crime.

• Urban forest can reduce annual storm water runoff by 2 – 7 percent, and a mature tree can store 50 to 100 gallons of water during large storms.

• Street trees prolong the life of pavement. Shaded roads can save up to 60 per-

cent of repaving costs.

• People have more favorable perceptions of communities with green roads.

I am writing this on the anniversary of the attack on the United States that took place Sept. 11, 2001.

I received word that a plane had struck one of the World Trade Center towers. No one really knew why for a few minutes, but the second plane removed all doubt.

The next several hours were filled with phone calls from people who had loved ones somewhere in the airspace over the U.S. People were worried about their loved ones.

Others who were involved in the rescue operations didn’t have time to worry — they were too busy rescuing everyone they could.

Few events have shaped the face of our nation like the terrorist attacks on Sept. 11, 2001. As a nation we felt fear, shock, disbelief, grief, anger and a range of other emotions. Local churches here in Osceola held a prayer vigil on the courthouse lawn. Church attendance rose to decades-high levels for six months. The way we viewed “security” changed dramatically and we buried once and for all our illusion of invincibility.

The victims of that day’s attacks should be remembered and honored, and each of us who observed that moment should never again take for granted the gift of life and freedom.

The world has always been at war, but for Americans, the reality of war has been felt in an altogether different way for the last 14 years. As the old military song says, we always perceived war as happening “over there.”

Even the horrific memory of the Dec. 7, 1941, attack on Pearl Harbor was a wartime attack on a military install-

ment by a nation with whom tension had reached a snapping point.

Sept. 11 was unpredictable, unexpected and unforgettable. It involved ordinary citizens from all walks of life – men, women and children from many different ethnic backgrounds. Some were wealthy stock brokers and others were hourly employees. Many were first responders and emergency workers and none realized that they’d reported to work for the final moments of their lives.

There are many things for us to remember about that day, but one truth we can all grasp is a personal sense of vulnerability. You and I are not invincible. And because we are not invincible, we need God. We all need God. Our nation, this amazing collective community of diverse human beings we call America, needs God. This world we live in, every nation on earth needs God. As we understand that we are not invincible, we can be strengthened and filled with hope by the one who is invincible.

May we never forget the sacrifices of so many heroes in the aftermath. May we never forget the generosity shown by those who donated their time, their money and their blood to the cause of recovery.

And may we never forget our collective, universal need for the forgiveness, grace, mercy, peace, protection, and provision of our almighty creator and the priceless gift of his son, Jesus Christ.

MURRAY — Friday’s rivalry game here between East Union and Murray turned into a defensive battle in the Eight-Man District 7 opener.

Both teams were taking away what the opposing offense wanted to do and were locked in an 8-8 tie until East Union finally broke through in the fourth quarter to score 20 points.

Overall, the Eagles scored 28 unanswered points to finish the game after Murray opened the scoring in the first quarter.

“That’s what a rivalry game is about,” East Union co-coach James Hardy said.

“You saw it on the field, the kids didn’t give up. I gave kudos to the defense, because our offense sputtered for the better part of two quarters and the defense kept us in it all the way through.”

“That’s monstrous, because our defense needed that motivation,” Hardy said.

“Without that touchdown and 2-point conversion, that makes all the difference in the world. We knew we were in a dogfight.”

But the play was called back because of a block in the back against the Mustangs.

ALLEMAN — Max Karpinske had a big game for North Polk here Friday, as the Comets defeated Clarke 42-7 in the Class 2A District 7 opener.

Karpinske completed 13 of 22 passes for 235 yards with two touchdowns and one interception, while also running 14 times for 68 yards and two scores.

Karpinske’s passing touchdowns went for 51 yards to Matt Cox and 53 yards to Adam Moxley. Cox caught six passes for 105 yards. Mason Russell carried the ball 17 times for 80 yards and one touchdown, while Anthony Capaldo also recorded a rushing touchdown.

Facing fourth-and-goal from the 7-yard line, Central Decatur scored the winning touchdown with 7:27 remaining in the game when Carter Boothe’s pass across the middle was tipped toward the line of scrimmage by a defender and then caught by Tyler Davis, who ran into the end zone untouched for the touchdown.

Hiz Kidz to begin new year Hiz Kidz would like to thank the Clarke County Development Corporation and the Lakeside Casino and Resort for their gift of $500.

Hiz Kidz will use these funds to purchase needed school supplies to be enjoyed by the Clarke Community Elementary School teachers, students and staff. The program has been blessed with continued community support.

Hiz Kidz kicks off a new year in Osceola Oct. 5. Last year, they served more than 100 elementary students.

With the continued growth, they are prepared to reach even more children this year.

Hiz Kidz meets weekly on Mondays at Clarke Community Elementary School from 3-5:30 p.m. It is open to all students kindergarten through sixth grade.

This is a free program that provides supervision with an after school snack, activity time, music and dance time, bible message, assistance with homework, mentorship and a nutritious meal.

It is never too late to register your child with open enrollment throughout the school year. Volunteers are also the key to a successful

program.

Burned: Murray Volunteer Firefighter Will Robinson pulls down burned wood over a window after a fire destroys part of a house Tuesday, Sept. 8, in Thayer. Lorimor firefighters were dispatched 10:03 a.m. to 400 Third St., Thayer, then Murray and Afton firefighters were dispatched for mutual aid after.

The cause of the fire and damage estimate are still under investigation. No injuries are being reported at this time.
