Fair queen candidates Six girls will compete for the coveted crown of Clarke County Fair Queen.

The coronation will be held during the fair’s opening ceremonies 6:30 p.m.

Tuesday, July 16, at Clarke County Fairgrounds.

The candidates include Carter Cooley, Sara Felten, Ashley Jackson, Dakota Matlage, Renae Parmer and Keleah Selsor.

Carter Cooley Carter Cooley, 17, of Osceola is the daughter of Natalie Cooley and Joe Cooley. She is sponsored by Osceola Go-Getters.

Cooley attends Clarke Community High School and is active in football cheerleading, wrestling cheerleading, FFA, art club and Silver Cord.

Her other community activities include Energizers tumbling and trampoline team and showing in 4-H and FFA. Cooley’s special awards include the FFA proficiency award in 2014, sculpture painting for Iowa State Fair for four years, a football cheerleading award, honor squad in 2014, Clarke County Fair supreme champion heifer in 2010, grand champion breeding heifer in 2010 and state and national qualifier for trampoline and tumbling for multiple years.

Her hobbies include showing animals at the county fair and state fair, camping, art, spending time at the family farm, being outdoors and gymnastics.

Sara Felten Sara Felten, 18, of Osceola is the daughter of Kenny and Lyn Felten. She is sponsored by Kenny Felten Construction.

Felten attends Interstate 35 High School and is active in the varsity dance team, choir, musical arts performance, art, solo ensemble competition and audition for Carnegie Hall.

Her other community activities include church at Broadhorn farms, Heartland Assembly and Hope, babysitting and community service with the school carnival, church, music program, nursing home and animal shelter.

Felten’s special awards include honor roll throughout high school, academic award, dance, cheer and choir varsity letters and spirit awarded in Newton.

She is currently a CNA and plans to attend Southwestern Community College (SWCC) for a nursing program for her general education. Her plan is to then transfer to the University of Iowa.

Felten’s hobbies include singing, dancing, drawing, photography, writing, reading, traveling and pageants.

Ashley Jackson Ashley Jackson, 17, of Van Wert is the daughter of Bob and Glenda Jackson.

4 His Love to appear at Faith Fellowship 4 His Love, a southern gospel quartet based in Kansas City, Mo., will be appearing at Faith Fellowship, 230 S. Fillmore St., in Osceola 10 a.m. Sunday, July 13.

4 His Love first took shape in the mind of tenor Dan Roberts after the dramatic changes God made in his life as a young man in his 20s in Lodi, Calif. That first group toured the west coast for one and a-half years before Roberts followed the call of God to relocate to the Midwest. Settling in the Kansas City area, Roberts sang with veteran baritone Bob Smith in a local quartet.

The two later joined forces to recreate the ministry of 4 His Love in 2009.

Patty Bethards, 69, of Osceola died July 1, 2014, at her home in Osceola.

Services were 10 a.m. Mon- Bethards day, July 7, at Kale Funeral Home, 301 S. Main St. The Rev. Chuck DeVos

officiated. Interment was in Leon Cemetery. Memorials may be directed to HCI Care Services of Osceola.

Patty Kay Bethards, daughter of Margaret LaJune (Akres) and Max Brown Rhodes, was born April 8, 1945, in Osceola.

Patty grew up in Van Wert. She attended country school and graduated from Leon High School.

On Feb. 25, 1967, Patty married Joe Bethards.

Patty and Joe later di-

vorced, and Patty moved to Osceola.

Patty retired after many years working as a shipping clerk for Miller Products.

Patty had been a member of Clarke County Old Iron Club.

Patty is survived by her son Kevin (Ruth) Bethards of Osceola; daughter Kim Bethards of Osceola; grandchildren, Brittany Bethards (Tyler Jones), Jordyn Bethards, Chance (Jamie) Porter, Alena Porter (Ryan Phillips) and Bowe “The Prince” Porter, all of Osceola; great-grandchil-

dren, Carson Jones, Sutton Jones and Brynnley Porter; brother Bill (Goldie) Rhodes of Osceola; sisters, Barb Rhodes of Des Moines and Carolyn Fullerton of New Virginia; friends, Lanney (Katie) Porter, Madison and Nathan of Osceola; 12 nieces and nephews, as well as other relatives and many friends.

Patty was preceded in death were her mother, father; step-mothers, Ruth Rhodes and Louise Rhodes; sister Shirley Jackson; and brothers-in-law, Kenneth Jackson and Carl Fullerton.

Farm Bureau Teacher Supplement grants For several years, Iowa Farm Bureau has offered a Teacher Supplement Grant to teachers in K-12 to be used for agriculture related materials for their classroom.

The applications are available in November and due by the first part of February.

This year, the focus was in language arts or science up to $200 to purchase agricultural-related materials for the classroom or help with a field trip to learn more about agriculture.

Clarke Community School District was privileged to have a recipient of the Teacher Supplement Grant this year. Congratulations to Shelly Morgan.

Here is her report of the Teacher Supplement Grant in action.

“I would like to thank Farm Bureau for the grant money that allowed students to improve the flower garden outside the old gym at Clarke Elementary in Osceola. The $200 grant I received paid for almost 5,000 pounds of quality topsoil and peat. Wolf Cub Scouts and parents from Pack 101 installed the soil for the school. Students in kindergarten planted marigolds. Students in first grade planted impatiens. And,

students in second grade planted coleus. All these plants were started in classrooms and cared for by the

students from March until May when they were planted outside. The students learned a lot from caring for

Matlage plans to attend Kirkwood

Community College for horse science tech and pre-veterinarian medicine. She will then transfer to Iowa State University.

Matlage’s hobbies include riding horses, working with her fair animals, reading and hanging out with friends and family.

Renae Parmer Renae Parmer, 17, of New Virginia is the daughter of Norma and Blaine Parmer. She is sponsored by Little H’ Sheep and Lockridge Photography.

Parmer attends Interstate 35 High School and is involved with Interstate 35 Intensity dance team and varsity basketball cheerleading.

Her other community activities include 4-H/Fremont Feenix Club, Christian youth group and showing sheep at county level and state fair.

Her special awards include the honor roll and an academic award with a 3.5 grade-point average on the dance team for state.

Parmer has a total of 10 hours of community service with six from the Interstate 35 school carnival and four from the Dollars for Scholars fundraiser.

Her hobbies include taking pictures, drawing, reading, fishing, hunting and shooting her bow.

Keleah Selsor Keleah Selsor, 17, of Osceola is the daughter of Wyatt and Jennifer Selsor and Emily Selsor and John Tidman. She is sponsored by Osceola Big Chief FFA. Selsor attends Clarke Community High School and is involved in bowling, FFA officer — president, cross country manager and National Honor Society.

BACK IN TIME Box car village

Have you driven through the country and noticed old railroad boxcars in farm fields and barn lots and wondered how they got there?

For some time a plan was needed whereby the county’s dependent families could be cared for at the county farm.

The farm was located three miles northeast of Osceola in Osceola Township adjoining the Fremont Township line.

The use of box cars was suggested and the Board of Supervisor’s devised a plan to purchase discarded box cars from the C. B. & Q Railroad Company. The cars were to be placed on the farm and used as cottages for the families. A contract was signed where the company would deliver ten of the cars in Osceola for $20 each with the county hoping to make the farm a real asset to the county.

In November 1933, the plan

called for the new village of some 10 cottages to spring up at the county farm. The new “town” at first was going to be named Glenntown for Supervisor Rolla Glenn who had charge of the farms affairs but was later changed to Sticklerville, honoring John Stickler, steward of the farm.

A county grader outfit leveled off the sites for the cars near the county home and laid out streets for the village. The cars to be placed on the streets were 12 feet wide and 36 feet long, making two rooms cottages 12 feet by 18 feet, or three rooms 8 feet by 12 feet. Windows and doors were put in and each was furnished as well as possible. The houses were most comfortable, clean and warm.

Rent would be free and families would be provided with a plot of ground where they could grow and preserve their own food. The farm supplied ample meat, butter and milk.

The families were to be housed in the cars until spring

7 a.m. Friday, July 4, on the square in Osceola. The run was from Mosaic on the square to Biggy’s Restaurant and back. Runners were invited to dress as superheroes for the run to go with Osceola’s Fourth of July superhero theme.

when they would be moved out to the farm. The houses were placed on skids to facilitate moving, the method of moving from freight yards could possibly have been by house moving equipment or a plan devised where cars could be unloaded direct from the railroad at the county farm.

One of the cars was fixed up as sort of a hospital with nurse’s quarters, and partitioned men’s and women’s ward’s for those ill at the farm.

By December 1933, the houses were not used as extensively as had been expected, however, and only occupants of the county farm moved into them. The cars were then moved to various parts of the farm and the individual families were given a garden spot to cultivate.

The numerous families who were dependent for past years and were to be moved to the farm had become self-supporting through the federal work done in the county, relieving the county of their support.

The Clarke softball team entered its final two games of the conference schedule having already clinched at least a share of the South Central Conference championship.

But head coach Lindsay Diehl didn’t want to settle for just a shared conference championship.

“After we beat Chariton, I knew we had sealed up a portion of it, but knowing both teams we had to face had a shot,” Diehl said a b o u t EddyvilleBlakesb u r g Fremont and Albia, Diehl both of which had two conference losses.

the Lady Indians would have shared the conference championship.

But, the Lady Indians outscored the two teams 100, clinching a third straight conference championship and going undefeated in conference play.

Clarke finished the regular season with a mark of 21-8 and 10-0 in the conference. Over the three year reign at the top of the conference, the Lady Indians went 29-1 in the South Central Conference, losing only to Eddyville-BlakesburgFremont last year.

Clarke picked up a 3-0 win at Eddyville-BlakesburgFremont on July 2.

Libby Bemis struck out nine and gave up just two hits in the win.

The Lady Indians didn’t get on the scoreboard until the top of the fifth inning.

Sara Andrew led off, reaching on an error and moved to third base on a Carley Robins groundout, eventu-

ally scoring on a passed ball.

Clarke added two insurance runs in the top of the sixth inning. Kennedy Crees singled and Vanessa Bakley walked, with Crees scoring on a Bemis bunt.

Robins drove in Bakley with a Robins single to make the final 3-0 margin.

“The break was good for us,” Diehl said, after her team had a layoff from games because of weather and teams pulling out of games to make up conference games.

BLOOMFIELD — The Clarke baseball team fell to 1-27 for the season with a doubleheader loss to Davis County here on July 3.

Clarke gave itself a chance in the first game against Davis County, taking an 8-3 lead in the third inning.

But, Davis County countered with six runs in the bottom half of the third inning and then held Clarke scoreless for the remainder of the

game.

Gable Reece took the loss on the hill, giving up 10 runs on 10 hits with five walks and seven strikeouts.

Leadoff batter Reed Kale went 2-for-4 at the plate with three runs scored, three stolen bases and two runs batted in.

Gordon Witt finished 2-5 with one run scored, two stolen bases and one RBI. Reece went 1-4 with one stolen base and two RBI. Zach Hermsen, Landon Spurgin and Yahia Aly each finished with one hit in the loss.

The regional final is 7 p.m. Monday in Winterset. Possible opponents include ADM, West Central Valley, Atlantic and Red Oak.

Murray earns share of Bluegrass title Murray 5, Twin Cedars 0 MURRAY — Murray finished the regular season with a 5-0 win over Twin Cedars, giving the Lady Mustangs a share of the Bluegrass Conference title.

The win improved Murray to 24-2 and 9-1 in the conference. That ties Murray with Moravia for the conference crown.

Chellsea Jones hit a two-run double in the first inning to put Murray on top, and the Lady Mustangs Jones n e v e r looked back.

Murray scored three more runs in the fifth inning on four consecutive hits.

The Village Child Care Center has informed the Board that there is a shortfall of funds to pay the interest due on their USDA Rural Development loan. A 28E Agreement exists between Clarke County, City of Osceola and the Clarke County Development Corporation to provide funds in the event of a shortfall.

The County has agreed to provide 50% of the shortfall. The Village and USDA Rural Development agree to use the funds that the Village has paid into the county Village Reserve Fund. The Board feels that the Village should repay these funds.

Therefore, moved by Keller, seconded by Manley, that the County will provide a loan to the Village in the amount of $9,575.00 and direct the Auditor to transfer funds totaling that amount into the Debt Service Fund from the General Basic Fund and transfer $4,382.00 from the Village Reserve Fund into the Debt Service Fund. All "ayes".

Moved by Manley, seconded by Keller, to approve transfer of funds, in the amount of $7,259.88 from fund 1600 GO Cap Loan Note Fund 2010A No. l, to fund 2200 Community Services Building Fund.

TRURO — After Wayne snapped Interstate 35’s 10game winning streak on July 1, the Roadrunners bounced back with three straight wins to earn an outright Pride of Iowa Conference championship in softball.

The new winning streak started with a wild 15-10 win over Martensdale-St. Marys on July 2 in the afternoon.

Interstate 35 held an 8-2 lead after the first inning, but the Blue Devils struck for five runs in the top of the second inning to cut the lead to 8-7, before eventually tying the game at 8-8 in the third.

The Roadrunners responded with with four runs in the third, one more in the fourth and two in the sixth.

Freshman third baseman Riley Morris had a big day at the plate, going 4-for-4 with three runs scored, one double, two home runs and four runs batted in.

Brooke Brommel finished with two hits, including a double, and two Brommel

Lions to offer vision screening at county fair Osceola and Murray Lions will be offering free vision screening to children between the ages of six months to 48 months in the event center at Clarke County Fairgrounds 3 to 6 p.m. July 19. This screening qualifies for the new Iowa law that requires vision screening at least once before kindergarten.

Since 1925, Lions International have worked to

aid the blind and visually impaired. With this in mind, Iowa KidSight was developed.

Iowa KidSight is a joint project of the Lions Clubs of Iowa and the University of Iowa Hospitals and Clinics, Department of Ophthalmology and Visual Sciences.

The project is dedicated to enhancing the early detection and treatment of vision impairments in Iowa’s

Lori Short is program manager for KidSight. She said such screening is crucial. Near-sightedness, farsightedness and muscle imbalance can all be detected through screening.

KidSight began photo screenings in 2000 and serves about 40,000 children annually, all through volun-

teers associated with about 370 Lions Clubs. The organization recently moved from film to digital technology. Costs for the screening is covered by fundraising through the clubs.

The area clubs share a camera with other area clubs and have most recently held screening clinics at The Village and HeadStart in Osceola.

The screening at the

county fair will be done at the same time as the baby contest.

Forms will be available at the site and must be filled by the child’s parent or guardian. The actual screening is only a short time. Results of the child’s screening are evaluated at University of Iowa Hospitals and Clinics, Department of Ophthalmology and Visual Sciences.

Making the impossible, possible

I heard the story of an elderly minister who liked to visit people in hospitals. He often would take along a little embroidered bookmark that he carried in his Bible. On the back of the bookmark were a group of tangled threads with no apparent pattern. He would hand this bookmark, with the back facing up, to those who were hurting or upset and say, “Look at that and tell me what it says.”

As they looked at all the tangled threads, they would say, “I have no idea what it says. It doesn’t seem to say anything.”

Then he said, “Now, turn it over.”

As they would flip that bookmark over, they saw the words, “God is love.”

The minister would say, “Many times as we look at what God is doing, we just see tangled threads with no rhyme or reason. But from God’s perspective, He is dealing with us in love, and He knows what He is doing.”

The next time you think it is all over for you, open a Bible and read about Joseph who was sold into slavery by his brothers, falsely accused of rape and imprisoned, yet became the second most powerful man in all of Egypt.

Read about Daniel, a young man who feared God and because of it was thrown into a pit filled with hungry lions.

Yet, God closed the mouths of the lions and they didn’t lay a paw on him. Things looked hopeless as well Worship Service - 6:00 p.m.

for Shadrach, Meshach and Abednego when they refused to deny God and were thrown into the fiery furnace, yet God Himself was right there with them and they walked out unscathed.

Things looked pretty grim for Peter when he was in prison, and for Martha and Mary when their brother died.

There’s no guarantee that your difficult situation is going to end up like these, but there is something you can count on. When you’ve placed your life in God’s hands, He’s promised: “I will never leave you. I will never forsake you”. (Hebrews 13:5) And when things look impossible, which sometimes happens, remember what Jesus said: “Humanly speaking, it is impossible. But with God everything is possible”. (Matthew 19:26) You see, things can look bad at one moment, but then God will step in and turn events around. Then suddenly you’ll look back and say, “Now I understand what God was doing.”

Let me encourage you to move forward, even in the difficulties. Even when they look impossible, God can make the impossible possible.

PUBLIC NOTICE OSCEOLA CITY COUNCIL Tuesday, July 1, 2014 Regular Meeting (UNOFFICIAL – NOT COUNCIL APPROVED) The City Council met on Tuesday, July 1, 2014 at 7:00 p.m. for the regular work session. The meeting was called to order by Mayor Fred Diehl with the following present: Council Members: George Fotiadis, Dave Walkup, Chris Dorsey, and Dan Hooper. City Staff present were Ty Wheeler–City/Administrator/Clerk, Britanee Ward – Accounting Manager/ Assistant City Clerk, Marc Elcock – City Attorney and Marty Duffus – Police Chief. Also present were Derek Lumsden, Ann Diehl, Sarah Truitt, Bill Trickey, Douglas Gay, Donnie McCuddin, Clay Andrew, Dennis Page and others that didn’t sign in.

Motion by Dorsey and second by Walkup to approve the agenda, all voting aye motion carried.

No one spoke during open forum.

Motion by Fotiadis and second by Walkup to open the public hearing regarding the 2014 paving project (NE Street, Dewey, Kossuth), roll call vote: Fotiadis, aye; Dorsey, aye; Walkup, aye; Hooper, aye; motion carried. Douglas Gay spoke concerns regarding the paving projects and what Council future for this project. Ty Wheeler – City Administrator – recapped the bid(s) that were opened on June 26th and the engineer’s options for the one bid. There were no other comments at this time. Motion by Dorsey and second by Hooper to close the public hearing, all voting aye motion carried.

Motion by Hooper and second by Fotiadis to decline the bid from TK Concrete out of Pella for $564,777 for the 2014 Paving Project and to rebid the project in January, all voting aye and motion carried.

Motion by Fotiadis and second by Dorsey to have the mayor execute the grant agreement for the Airport Improvement Program (Chariton Box Hanger), all voting aye and motion carried.

Motion by Fotiadis and second by Dorsey to open the public hearing for the sale of the 1990 Bucket Truck to the City of Chariton, all voting aye, motion carried. Ty Wheeler – City administrator/clerk remind Council the sale was for $2,500 for the bucket truck. There were no public comments regarding the sale of the bucket truck.

Motion by Fotiadis and second by Hooper to close the public hearing, all voting aye motion carried.

Motion by Fotiadis and second by Walkup to approve the sale of the 1990 bucket truck to City of Chariton for the amount of $2,500, all voting aye motion carried.

There was no action at this time regarding the tax abatement at 119 S Main.

After some discussion regarding the development of the rental code, motion by Fotiadis and second by Hooper to arrange a meeting with Safe Building Representative to go over questions Council has, all voting aye motion carried.

Motion by Walkup and second by Dorsey to approve RESOLUTION 2014-41 A RESOLUTION RENEWING THE CITY OF OSCEOLA CREDIT CARD POLICY BE IT RESOLVED BY THE CITY COUNCIL, the following credit card policy is hereby established. City of Osceola Credit Card Policy: The City has assigned the following cards: Master Card – issued / credit limit per the following: City Administrator-

$1500, Street Department- $2000, Wastewater Treatment Department- $2000, Parks and Recreation Department- $1500, Police Department- $1500, Code Enforcement$1500. The Credit Cards will only be used for the following purposes unless otherwise approved by the City Council. Purchases requiring immediate payment where City is unable to issue a check for the purchase. Purchases require prior approval for non-budgeted items. Meal expenses when on City business (no liquor expenses can be included).

Employee training/travel accommodations including lodging when applicable. On-line purchases requiring a credit card and no other payment or billing option is available.

Emergency vehicle maintenance. All receipts must be brought into the City Clerk’s office upon charging any item. If receipts are not turned in, the City will not be responsible for those charges on the cards issued. Employees may be held responsible for any unauthorized purchases on their card while the card is in their possession. Employees would not be held responsible for any charges to the credit card after it has been reported missing or stolen. Ty Wheeler – City administrator/Clerk informed council on the “TAN” – Technical Advisory Network grant that historical society committee would like to apply for. This grant will help a community evaluate a potential historic preservation projects. The committee is looking at the property at 100 S Fillmore to see if is realistic to be restore to old city hall. Motion by Fotiadis and second Hooper to proceed with the application fro the TAN program, all voting aye, motion carried.

Ty Wheeler – City Administrator/Clerk updated council on the status of upcoming projects and activities.

Fotiadis had a few questions regarding ongoing projects. Dorsey asked about water levels. Walkup wanted to give appreciation to the individuals who helped with getting discs for the disc golf and for the residents who are participant in the recycle program.

Hooper had concerns regarding projects there were not cleaned up properly and would like to see a fire department report.

Motion by Walkup and second by Dorsey to reappoint Denis Weiser to the airport management commission.

NOW, THEREFORE, I, FRED P. DIEHL, Mayor of the City of Osceola, on behalf of the Osceola City Council,

Shinn’s hobbies include riding her uncle’s horse, swinging, racing, jumping on her trampoline, baking with her mother and snuggling with her family.

Zoey Spalding Zoey Spalding, 8, of Woodburn is the daughter of Michael and Megan Spalding.

She attends Clarke Community School District and is going into fourth grade.

Spalding is involved in cheerleading, Girl Scouts, Clover Kids Freemont Feenix, trash pickup and set- Spalding ting crosses for Memorial Day. Her hobbies include washing cows, working with calves (Pepper the bottle calf), riding bicycles, camping and playing with her dogs and cats.

Vanwinkle is involved in cheerleading and softball.
